Trinidad and Tobago is an unitary state comprising of two islands at the southern-most end of the Caribbean archipelago. It has a population of 1.35 million people and occupies a combined area of 5128 sq km. The capital city is Port of Spain. The Republic of Trinidad and Tobago is a Unitary Parliamentary Constitutional Republic. Trinidad has an area of 4,828 sq km and is situated at the closest point 10 km from the east coast of Venezuela. The Piarco International Airport is located in Trinidad. Tobago is 32 km off the north-east coast of Trinidad and has an area of 300 sq km. The ANR Robinson Airport is located in Tobago.

The Airports Authority of Trinidad and Tobago (AATT) manages and operates the islands’ two international airports - Piarco International Airport, Trinidad and A.N.R. Robinson International Airport, Tobago.
• The AATT Emergency Plan incorporates the Health Emergency Plan for the airport.
• It clearly details the guidance for an emergency in order of priority. The role of all the relevant agencies and personnel is detailed.
• The Airport Health Emergency plan shall conform with the National Health Emergency Plan
Article 14 of the Convention on International Civil Aviation (Chicago, 1944) states that: “Each Contracting State agrees to take effective measures to prevent the spread by means of air navigation of cholera, typhus (epidemic), smallpox, yellow fever, plaque, and such other communicable diseases as the Contracting States shall from time to time decide to designate, and to that end Contracting States will keep in close consultation with the agencies concerned with international regulations relating to sanitary measures applicable to aircraft”.

The ICAO Assembly Resolution A37-13 Prevention of spread of communicable disease through air travel urges Contracting State and regional safety oversight organizations to ensure that the public health sector and the aviation sector collaborate to develop a national preparedness plan which addresses public health emergencies of international concern and which is integrated with the general preparedness plan. It also urges Contracting States to join and participate in the Cooperative Arrangement for the Prevention of Spread of Communicable Disease through Air Travel (CAPSCA) project, where available, to ensure that its goals are achieved, unless equivalent measures are already in place.

CAPSCA IN TRINIDAD AND TOBAGO
• The CAPSCA Assistance Visit (AV) to Trinidad and Tobago was conducted from 27th to 28th August 2012.
• Attendance at 3rd CAPSCA Global Coordination and 4th
CAPSCA Americas Meeting in Chile 8th – 12th October 2012. • Report on the CAPSCA Assistance Visit was received in
November 2012 • Meeting of all relevant stakeholders to review AV report and
formulate action plan.
STATUS OF IMPLEMENTATION
• ATS procedures have been revised to include the provisions of the ICAO PANS-ATM 16.6.
• Training for ATCs has been included in the TUSAE program. This program forms part of the proficiency training.
• There is already in place, a contingency plan for disruptions to ATC operations. This plan is currently being reviewed and shall be subsequently promulgated.

STATUS OF IMPLEMENTATION
• Airport Emergency Plan implemented and tested in accordance with Annex 14 V1 9.1
• The Airport Health Emergency Plan has been drafted and is currently being reviewed. Final version and inclusion in Airport’s Emergency Plan should be finished by the end of July 2013.
• Table-top exercise of Airport Health Emergency Plan scheduled for August 2013

STATUS OF IMPLEMENTATION
• Trinidad and Tobago Civil Aviation Regulations (TTCARs)are being amended within the State’s Legal framework. August 2013.
• The IHR to be included in the National Legal framework. This will allow the TTCARs to refer to the IHR.
• Full implementation of CAPSCA in Trinidad and Tobago by March 2014
