The Trident Workforce Development Board (TWDB) met on April 30, 2019 at the Berkeley-Charleston-Dorchester Council of Governments Building (5790 Casper Padgett Way in North Charleston, South Carolina). I. Call to Order/Quorum Determination/Introductions Chair Karst called the January 31, 2019 Trident Workforce Development Board meeting to order at 10:03 a.m. Excused absences were submitted and a quorum was determined. Introductions were made.

II. Approval of the April 30, 2019 Meeting Notes

Butch Cliff made a motion to approve the April 30, 2019 Meeting Notes as presented and Bob Walker seconded the motion.

The motion was unanimously approved.

III. Adult and Youth Participant Success Stories – Keidrian Kunkel Keidrian Kunkel, Region Manager with Eckerd, invited two youth participants Taurus Nelson and Dewey Williams who are both doing the SC DEW Innovation Grant Program. Mr. Williams who is 18 years old joined the program to learn more about construction and the safety hazards that comes with it. Mr. Williams has learned how to use power tools, read blueprints and basic building. He has also received his OSHA 10 Certification, NCCER Certification and is currently seeking employment in the construction field. Mr. Williams is looking forward to joining an apprenticeship or starting his career in the construction field. Mr. Nelson who is 23 years old joined the program to receive his OSHA 10 Certification and NCCER Certification to start a career in the construction field. Mr. Nelson choose the construction field because he was looking for a career with job security. Within this program Mr. Williams has built sheds, learned how to read blueprints, use a tape measure and understanding construction terms. Chair Karst thanked the two participants for attending todays board meeting and sharing their story.

IV. Eckerd Workforce Development Contract – Request for Approval A. Youth Program Provider

Ms. Goss, Workforce Director, stated that the last contract was for a three-year term and the last proposal was completed the end of February. The request for proposal was for three separate contracts for the Youth Provider, The Adult Dislocated Worker Provider and the One-Stop Operator Services. There was only one response for the Youth Program Provider that was from Eckered who is the current contractor. The WIOA Selection Committee is requesting an approval to enter into another contract with Eckered as the youth provider based on their score sheet ranking.

Bob Walker made a motion to approve the Youth Program Provider as presented and Butch Cliff seconded the motion.

The motion was approved. Susan Friedrich abstained.

B. Adult & Dislocated Worker Program Provider

Ms. Goss stated that the WIOA Adult and Dislocated Worker Program provider had two responses; Palmetto Goodwill and Eckered. The WIOA Selection Committee asked to approve Eckered based on the score sheet ranking. Eckered will be a new procurement for one year with the option to extend to two additional years before they will have to do a new request for a proposal.

Butch Cliff made a motion to approve the Adult & Dislocated Worker Program Provider as presented and Kelly Sieling seconded the motion.

The motion was approved. Susan Friedrich abstained.

C. One-Stop Operator Services Ms. Goss stated that the One Stop Operator Service is the operator for their centers. This contract had three proposals; Eckerd, Palmetto Goodwill and In The Door. The WIOA Selection Committee is requesting an approval to enter into another contract with Eckered base on their score sheet rankings for one year with the option to extend to two additional years.

Butch Cliff made a motion to approve the Youth Program Provider as presented and Jan Cappellini seconded the motion.

The motion was approved.

V. Local and Regional Plan Modifications – Discussion - Sharon Goss

Ms. Goss stated with the local and regional plans they try to make minimal modifications due to full local and regional plans that are due in PY2019 (July 2019 – June 30, 2020). The Significant changes to both plans are: Worldwide Interactive Network (WIN) as the career readiness assessment for South Carolina and phase III of the Sector Strategies, which is the Sector Partnerships with Next Generation as the consulting team. The plan will be out for public comments for seven days from May2, 2019 – May 8, 2019. After the public comments are received and reviewed, the plan will be updated if necessary and Ms. Andrea Kozloski, Deputy Director of Operations and Support will send plans to local elected officials for review, signatures and submitted to the TWDB at June 25, 2019 meeting for approval.

VI. SC Works Certification Standards - Discussion – Sharon Goss

Ms. Goss presented the South Carolina Certification standards. The Trident Workforce Development Area Submitted an assessment tool for the SC Works Certification Standards for the Comprehensive Site, the SC Works Charleston Center. The state instruction letter issued updated standards for the comprehensive and satellite centers. The TWDB will need to certify the centers by June 30, 2019. The following areas are in progress: Update ADA compliance review, complete and update SC Works online orientation/virtual services, update process for on-site partners communication (currently weekly emails is the standard), update referral process, update training for staff and partners, update customer comment cards/surveys, add basic computer skill workshop and all items will be review and updated. The assessment tool will be updated to show verification of each standard being met and submitted to the TWDB for approval at the June 25, 2019 meeting.

VII. Sector Partnerships – Discussion – Sharon Goss

Ms. Goss stated that the sector strategies was started in 2015 and mentioned that Trident is a part of the Low county sector which is the South Coast Region. Ms. Goss also gave a refresher about Phase I and Phase II Ms. Goss then presented the Phase III of Sector Strategies/Sector Partnerships. The Goals for phase III will be to: Develop regional, industry-led sector partnership across South Carolina that will serve as coordinating bodies for multiple public partners to collaborate effectively with one another and with industry; develop a collaborative state strategy for jointly supporting sector partnership across SC Dept. of Commerce, SC Commission on Higher Education, SC Technical College System, SC Dept. of Employment and Workforce and other key state-level partners and South Coast launch healthcare as the first sector partnership. The launch is planned for July 30, 2019.

VIII. FY19/20 Budget – Request for Approval – Katie Paschall

Katie Paschall, Finance Manager presented a proposed budget request for approval FY19/20. She discussed the revisions in detail and addressed questions and comments.

Bob Walker made a motion to approve the FY19/20 Budget as presented and Kelly Sieling seconded the motion.

The motion was approved.

IX. Administrative & System Reports A. Financial Report – Katie Paschall

Ms. Paschall, presented the Financial Reports for the periods ending March 31, 2019. She delivered a detailed overview of the activities for FY19/20 and expenditures total. Ms. Paschall then addressed questions and comments.

B. Program Performance – Kameron Alston Kameron Alston, Performance Outcomes Coordinator, presented the performance reports highlighting the Performance Goals, Performance Dashboard and Monthly Centers Reports. Ms. Alston addressed questions and comments.

C. Adult/Dislocated Workers/Youth Program Performance Report – Keidrian Kunkel There was no further business to discuss.

D. Marketing & Outreach Report – Marquel Coaxum Marquel Coaxum, with Rawle-Murdy Associates, presented the SC Works Trident Marketing and outreach as of April 2019. Mr. Coaxum went over the social media overview, top engaging post, social media advertisement, marketing campaign ideas, news, events and updates. He also went over the SC Workforce Development Outreach Grant explaining the goal, call of action and the slogan.

X. Workforce Development Director’s Time – Sharon Goss There was no further business to discuss.

Ms. Kozloski Invited the Board to the BCDCOG’s open house Thursday, May 2, 2019 from 3-7 p.m.

MEMORANDUM TO: Trident Workforce Development Board

FROM: Ronald E. Mitchum, Executive Director

SUBJECT: SC Works Certification Standards Status

DATE: June 25, 2019

Based on State Instruction Number 16-09, change 2, SC Works centers must be certified in order to be eligible to use infrastructure funds under the State Funding Mechanism. The Local Workforce Development Board is responsible for certifying the Comprehensive and Satellite Centers in the following areas:

SC Works Certification Management Standards Business Services Standards

Full certification of the Local Workforce Area’s comprehensive and Satellite centers are due by June 30, 2019. Please note that the Local Workforce Development Board cannot approve the center and delivery system certification until all standards are complete as stated in State Instruction 16-09 Change 2. The assessment has been completed and the Centers and System meet all standards to be certified by the board. Please see attached assessment. In addition, SC Works Business Services Standards requires that a Business Services Team Lead is selected by the Local Workforce Development Board members (at a minimum, WDB representatives from the core programs) from among all participating workforce programs' business services staff, based on experience, qualifications, and ability to perform the role. In 2017, the Trident Workforce Development Board approved Gene Borzendowski, the Business Service Manager for Eckerd, for this role. The BST Lead role must be reviewed and appointed/reappointed annually. The request is for Gene Borzendowski to be reappointed to this role during program year 2019. Recommendation:

A request is being submitted to reappoint Gene Borzendowski, the Business Service Manager for the contractor of the programs, Eckerd Connects, as the business Services Team Lead.

Weekly calendar of services and community events will are sent out to all partners and staff in the Trident  centers.  A PowerPoint with all center Partner information will be 

shared with all partners and staff.  

  A referral will be conducted to all appropriate services using the referral forms outlined in the MOU.  

Job Seeker Customers have direct access to key services during all hours of operation. Key SC Works services include those related to the three top reasons job seekers visit the SC Works Centers: job search, training and unemployment .

Observation; Signage is up and all customers are greeted upon entering the centers. Staff and Partners must wear 

nametags.  

Signage, greetings (in person and telephone), and identifiers (i.e. Nametags) promote a unified brand and team. In order to give South Carolinians an integrated and unified approach to the workforce system as well as the programs and services available at SC Works centers statewide, all public facing documents, such as but not limited to flyers and brochures, should, as possible conform to the SC Works brand standards.  

On‐site partners are knowledgeable about all services available at the SC Works Center. A process is in place to orientate and keep all staff continuously aware of all center and community services.

Referrals for services outside the center are made with definite contact information and, where possible, confirmed appointment dates and times.

Customers register with the SC Works system, not with an individual agency or program. When customers need to speak with more than one staff person, subsequent staff has the customer’s basic information.

Observation; signs posted in the front lobby and resource center about registering in SCWOS.  This is included in the orientations and on the sign‐in sheet.  This is also discussed at partner meetings.  Ensure all partners have access to 

SCWOS.

Standard #4: The SC Works Center is accountable for results

There is a tracking system to monitor utilization of services, providing for counts of customers using the center in any given period.

There are methods for assessing center‐wide effectiveness and integrated service provision that includes outcome measurement as well as process measurement.

On at least a quarterly basis, in addition to the standard customer satisfaction survey, centers track a sampling of customers through all activities and verbally assess whether their career development and employment needs were optimally met and whether they achieved their desired outcomes. This assessment is for the purpose of identifying potential problem areas for continuous improvement and improved center‐wide effectiveness.

Attached is the Customer Satisfaction Survey that is in place and will be used to measure center‐wide effectiveness, 

including a customer satisfaction survey and improvements needed in the SC Works Trident Centers.  The Center 

Manager will  send out emails to the appropriate partners on the comments/feedback from the surveys. The Center 

Manager will follow‐up with appropriate partners to ensure improvements have been made and concerns addressed.  

Center Manager will review and report out on the customer satisfaction survey and at least on a quarterly basis, a sample of customers will be picked out of the SCWOS system and tracked through all activities and a phone call to each of the customers tracked to see if their career development and 

employment needs were met. This will be done at the end of each quarter: September, December, March and June.  

Monthly center traffic report.  This will be the VOS Greeter once in place.

IFAs and procurement process for center operationsSC Works Center management examines its cost structure and looks for ways to operate as efficiently as possible.

The center is accessible to the most prominent limited‐English proficiency groups in the workforce area. Interpreter services are available and staff is aware of how to 

provide when needed.

The center provides free parking adequate for the average customer traffic flow.

Centers have flexible scheduling and work hours, as appropriate; to better accommodate job seekers and employers.

Standard #5:  Every SC Works Center (Comprehensive and Satellite) is accessible so that all job seekers and business customers can fully participate in the services offered.

 Staff is trained to assist people with disabilities at the first point of contact and in case of emergency. 

The center is compliant with the Americans with Disabilities Act (ADA). Every workforce area will work with Vocational Rehabilitation partners and DEW EO staff, 

as needed, to assure ADA compliance.

 The center provides assistive technology for customers to use when accessing computers and other services.  This includes customers with visual impairments, 

physical disabilities and hearing impairments

Operational Plan

ADA reviews are completed.  The Accessibility Monitoring will be completed yearly by March 31st and submitted to 

SCDEW. Overall, all SC Works Trident Centers are in compliance. Vocational Rehabilitation is co‐located as a partner in the Comprehensive center as well as the two 

satellite centers. 

The SC Works Trident Center have assistive technology for customers to use when accessing computers and services.  Signage is also available through‐out the centers notifying the public that Assistive Technology and Accommodations are available.  See front desk staff or resource center staff. 

Staff is identified to serve people with disabilities at first point of contact. The names and contact information for 

these staff is available at the front desk. 

All agencies within the SC Works System service people with special needs. Vocational Rehabilitation also has an on‐site 

representative. 

A language line has been established and a policy is in place. Also SC Works Trident has an LEP.

SUBJECT: Approval of the Local and Regional Plan Modifications

At the April 30, 2019 Trident Workforce Development Board (TWDB) meeting, the local and regional plan modification were presented. Minimal modifications were completed due to the fact that new local and regional plans are due in PY2019 (July 2019 – June 30, 2020). The changes added to the plans were as follows:

Added Worldwide Interactive Network (WIN) as the career readiness assessment for South Carolina

Added Phase III of the Sector Strategies, which is the Sector Partnerships with Next Generation as the consulting Team

The plans were put out for public comments from May 8th through May 13th. No public comments were received. The plans were sent to local elected officials for review and signatures and were presented at the BCDCOG meeting on June 10, 2019. All attachments for the plan were submitted to SC Department of Employment and Workforce (SC DEW) on May 31, 2019. We are seeking the TWDB’s approval for the attached Local and Regional Plan Modifications.

The Statement of Work (SOW) or Scope of Work, provides guidance on the expectations and outlines the programmatic goals for the program year. The Youth SOW outlines that the Youth program will serve 240 participants in program year 2019 (July 1, 2019 – June 30, 2020). This number includes carryovers from program year 2018. The reduction in the number of participants to be served is due to a reduction in funding. In addition, it also outlines that the program will follow all Training & Employment Guidelines issued by the Department of Labor, State Instruction Letters issued by SC Department of Employment and Workforce (SCDEW) and all local policies issued by the Trident Workforce Development Board. The Adult and Dislocated Worker SOW outlines that the Adult and DW programs will serve 600 adults and 100 dislocated workers during program year 2019 (July 1, 2019 – June 30, 2020). This number includes carryovers from program year 2018. The reduction in the number of participants to be served is due to a reduction in funding. In addition, it also outlines that the program will follow all Training & Employment Guidelines issued by the Department of Labor, State Instruction Letters issued by the SC Department of Employment and Workforce (SCDEW) and all local policies issued by the Trident Workforce Development Board. In an effort to ensure that funds are available to provide quality services and prepare participants to meet the in-demand jobs available in the Trident Workforce Development area, policies have been revised in order to maintain the programs through the program year. The revision to each policy is as follows: Assessment, Background and Drug Screening Policy

Added language to the policy to clarify that the TABE assessment may be used as an assessment indicating readiness for training unless the Training Provider and/or employer require Career Readiness assessments. The TABE and Career Readiness assessments (WorkKeys or WIN) are used to determine basic skills deficiency.

This change makes it easier for participants to enter training and potentially remove assessment as a barrier to being approved.

According to State Instruction Number 10-02, ITAs include tuition, books, tools, uniforms, fees and supplies required for the completion of training.

Dual Enrollment Policy

Updated the language to be more aligned with WIOA. This policy was last updated in 2016.

The policy gives more guidance on participants that can be enrolled in the youth and adult programs concurrently.

PURPOSE: The purpose of this policy is to establish the principles and guidelines for the following WIOA services and pre-requisites for training in accordance with the WIOA law, regulations and standards set forth by the Trident Workforce Development Board.

POLICY: In accordance with the Workforce Innovation and Opportunity Act (WIOA) of 2014, the Trident Workforce Development Board will provide training to WIOA eligible Adults and Dislocated Workers using Individual Training Accounts (ITA) with Eligible Training Providers. In addition, accurate and ongoing assessment is a key element in all WIOA funded programs to assure job seekers’ successful employment and self-sufficiency. It is mandatory that all “out of school” youth be assessed for basic skills deficiency. The Trident Workforce Development Board (TWDB) has made it mandatory for all adults and dislocated workers to be assessed for basic skills deficiency. It is mandatory for all adults and dislocated workers to be assessed in aptitude, career interest and for barriers to training and/or employment. Each participant must fully understand what the assessment process includes, its purpose and how it applies to their employment goals. Per State Instruction letter 15-17 change 2“WIOA Title I funds cannot be used for assessment of basic skills deficiency prior to eligibility certification. Further, if not already a program participant, the use of funds for assessment will constitute enrollment in the program. Adult/DW participants cannot be required to sit for the TABE assessment prior to WIOA eligibility. If basic skills deficiency has been determined based on state instruction letter 15-17, change 2,

no assessment is required; however, the individual should receive appropriate services through WIOA and Partner programs to increase their skill levels. The Trident Workforce Development Board will invest funds in training programs that fall under the established Industry clusters for the SC Works Trident area. Participants must enter into training in one of the Industry clusters below. The Industry clusters are as follows:

Diversified Manufacturing Transportation & Logistics Healthcare Information Technology Construction Trades Hospitality & Tourism

PROCEDURES: Assessments: All Adults, Dislocated Workers and Youth entering WIOA funded programs must have assessments as outlined above under the Policy. Exception to this would be participants that need accommodations based on a documented disability. The SC Works Trident System has established that all participants seeking to enter training services must make a minimum of Silver level on the Career Readiness Certificate or TABE assessment reflecting basic skills deficient. Participants may use the career readiness assessments or TABE to determine readiness for training unless the provider of training and/or prospective employer has established a requirement for the career readiness assessments or a different career readiness assessment level. Exception to this would be determined on an individual basis regarding assessments. Test of Adult Basic Education (TABE), WorkKeys Assessments, Background Checks and/or Drug Screenings will only be required for OJTs at the employer’s request. Ongoing participant assessment includes:

Target employability skills Identify individual strengths and needs Establish measurements used to document progress toward retaining employment and

self-sufficiency Acceptable assessment methods, using one or more of the following tools or strategies, include:

Standardized, nationally recognized tests (WorkKeys/WIN) Structured interviews Inventories Self-Assessment Checklists

Background Checks: Testing for Illegal Substances and Background Checks:

1. WIOA participants may be required to have a criminal background check prior to entering training programs. An individual who has a criminal background will not be denied enrollment in the WIOA program and/or training based solely on their criminal history.

2. WIOA funds cannot be used to pay for training in an occupational field or area for which an individual is not employable. Therefore, if it is determined a criminal background issue would prevent employment in an occupational field or area, WIOA funds cannot be used to pay for training in that occupational field or area. To determine whether a criminal background issue would prevent employment in an occupational field or area,

a minimum of five (5) employers in the occupational field or area should be surveyed to determine if the criminal background issue would prevent employment in the field. No personal identifying information (PII) of the participant may be shared with the employers. This information should be documented and kept in a separate confidential folder. A generic case note should be created in the SC Works Online System (SCWOS) of participants unable to attend the training.

Drug Screening: 3. WIOA participants may be required to be drug screened for the use of illegal substances

prior to entering certain training programs.

4. Participants who test positive for the use of illegal substances must be referred to an Alcohol and/or other Drug Abuse Service Agency. Prior to training approval, participants must have a recommendation from the Alcohol and/or other Drug Abuse Service Agency which attests to the participant’s capacity to participate and successfully complete a training program. The participant is expected to follow recommendations from the agency before any training services will be provided.

5. Should a participant deny the use of illegal substances and they wish to be retested, the following must occur: A request should be submitted for initial screen to be retested and have a toxicology (confirmation) test done. If retest comes back confirmed, participant must follow steps outlined in #3. Should the participant want to pursue testing on his/her own, WIOA will only accept results from a certified Drug Screening Facility and the screening must occur within 24 hours of participant receiving the results of the initial test. WIOA will not cover this cost.

6. According to the US Department of Labor (DOL), federal funds, which include WIOA funds, cannot be used to pay for a drug screening test unless it is required by the training provider. As a result, in order to demonstrate and show we are compliant with this federal mandate, all drug screening tests must be included on the training ledger.

A positive result on the drug screening may also prohibit or delay admission into certain WIOA training programs. Prior to acceptance into any WIOA training program, the results on the criminal background check and drug screening test must be received, reviewed and deemed acceptable for the training in which the participant wishes to pursue. Evidence of criminal backgrounds and drug screenings must be maintained in a separate confidential file according to EO standards. All other assessments must be maintained in participants’ regular hard file. Career Readiness Assessment results must be entered in the assessment section in SC Works Online System (SCWOS). Training: Since the goal of the program is to provide training that leads to employment (or education for youth), participants must not be enrolled in training programs that exceed 24 months or enroll in two or four-year degree programs unless the WIOA funded program can be completed within 24 months. In the event that we do have a participant unable to achieve a GED within 24 months, WIOA will assist the participant with finding employment with self-sufficient wages. The participant will still be able to work independently with Adult Education on obtaining their GED. In accordance with Section 663.320 of the WIOA Regulations, “WIOA funding for training is limited to participants who are unable to obtain grant assistance from other sources to pay the costs of their training.” Participant files must document that the participant and WIOA Career Coach made every effort to secure other funding sources for the training, such as PELL grant, SC Education Lottery and NAFTA-TAA funds. GED training shall not exceed twenty-four months. Per USDOL, a person without a GED or high school diploma does not have marketable employment skills; therefore, a participant must be referred to a GED program even if a high school credential is not determined a pre-requisite for training by a training provider. Participants within three months of achieving their GED may have the option to enter into an Occupational Skills Training while concurrently enrolled in a GED program upon approval from the Operations Director or designee. The memo of approval from the Operator Regional Manager or designee should be

submitted and placed in the hard file or scanned in SCWOS as verification of approval. Participants who received a certificate of completion may have the option to enter training upon approval from the Operations Manager or designee. A memo of approval should be submitted and placed in the hard file and/or scanned in SCWOS as verification of approval.

Repayment of a course or exam: The cost of an exam and/or certification related to training is an allowable cost from WIOA funds. In the event a WIOA participant does not successfully pass a course, they will have one opportunity to have only one course repaid during the full training program. In the event a WIOA participant does not successfully pass an exam, they will have one opportunity to have the exam paid for again. This does not include the GED exam. If a participant unsuccessfully completes a training to include an OJT, the need for further training will be evaluated and approval made by the Operations Manager or designee based on the circumstances. Approval is required prior to paying a second time for an exam or course. The following items are allowable supportive services for training and will be included under Supportive Services for participants:

Tools required by the provider Uniforms required by the provider Books Exam fees Drug screens required by the provider Background checks required by the provider Other items required as part of the training program i.e. transcripts to sit for exams

Training services for adults will be limited to:

Adults that are a part of the priority of service group Participants that meet the definition of not self-sufficient (adult program participant) Those adults not a part of the priority of service group, but has demonstrated the need for

training. Sufficient documentation in case notes and job search logs may be used to demonstrate need.

A maximum of $7,500 per participant for the life-time of the program Training services will be limited to the guidelines below:

Maximum amount is $7,500, per life-time of the program. The SC Works Operator will be responsible for any payment of funds expended over the maximum amount without prior exception approval from the Executive Director of the BCDCOG.

Maximum length of training is 24 months per participant, per life-time of the program. Exceptions can be made by the Operations Manager or designee to training that exceeds 24 months based on the need of the participant.

The amount and length limits are totals, not amounts for each training activity. Training costs that are included in the limitation are post-secondary education,

occupational skills training, work experience, OJT and GED training activities. Room and board, including meal plans, is not an allowable training cost for youth. Costs associated with Employability/ Work Maturity and assessments are not included in this limitation.

Individual Training Accounts: The WIOA Service Provider of programs must follow State Instruction Number 10-02 with regards to the State’s lifetime individual Training (ITA) Cap of $14,000 in class room training. WIOA Adult, Dislocated Worker and Youth eligible participants will be provided ITA’s in accordance with procedures, issued by the Trident Workforce Development Board. The Board has determined that WIOA eligible participants will be provided ITA’s in an amount of $7,500 for WIOA Adult, Dislocated Worker and Youth participants with a life-time maximum training Cap in areas documented as In-Demand or when a firm offer of employment exists. According to State Instruction Number 10-02, ITAs include tuition, books, tools, uniforms, fees and supplies required for the completion of training.

The Executive Director of the Berkeley Charleston Dorchester Council of Governments (BCDCOG) has discretion to exceed the $7,500 amount as needed in certain cases. The Executive Director will notify the TWDB of these cases at their next regularly scheduled meeting following the action. NOTE: Youth are not required to use the Eligible Training Provider List or to obtain an ITA number from the administrative office. In the event that Youth uses an ITA, the program must be on the Eligible Training Provider list. SC Works Service Provider of Programs must ensure only those training programs/courses included on the current local and state Eligible Training Provider (ETP) lists are offered as training options to WIOA participants. Please check the previous training balance on the ETP list for returning participants. To ensure optimum participant choice, Career Coaches will provide participants with the necessary performance data on all Eligible Training Providers through accessing the SC Department of Employment and Workforce website. In addition, they will provide participants with labor market information from www.scworks.org. In accordance with WIOA Regulations Section 663.320, the SC Works Service Provider of Programs must coordinate training funds available and make funding arrangements with SC Works partners and other entities. Any employment-related items will be paid for through Support Services. The WIOA program service provider staff must have participants sign a budget to verify that participants understand the training services budget information and the amount of funds that will be provided to them by WIOA. Staff should also document that the lifetime maximum has been explained and that the training cap is a lifetime maximum. The participant should be given a copy of the budget for their records. Staff must ensure that all vouchers are signed accordingly as well. POLICY: In accordance with WIOA 20 FCR 681.430, Individuals who meet the respective eligibility requirements may participate in Adult and Youth programs concurrently. The SC Works Trident Contractor for WIOA programs will adhere to the following stipulations regarding participants enrolled concurrently in the youth and adult programs:

Individuals must be eligible under the youth and adult criteria The Objective Assessment and case note must demonstrate the need for the dual

enrollment such as the Youth is functioning in an adult capacity, but would benefit from youth services i.e. youth 18 or older, out of school, working, paying bills etc., but could still benefit from Career Smart under the youth program.

The SC Works Online System (SCWOS) activity/service records must accurately reflect these services were funded by the appropriate source. If a participant is dually enrolled as a youth and an adult, SCWOS must accurately reflect what activities were paid out of the corresponding funding stream. This is for out-of-School youth ages 18 – 24 that are eligible as a youth and an adult.

At exit and follow-up, information for the appropriate performance measures will be collected based on the program under which the participant was served.

The Federal Allocation and Carry-In revenue is the revenue recognized due to the expenditures for this fiscal year. This allocation is received from SC Department of Employment and Workforce (SCDEW) and budgeted based on the allocation received.

Rapid Response – IWT is Rapid Response Incumbent Worker Training (IWT) funds expended on businesses in the region. Rapid Response funds are awarded by SCDEW to specific business applicants.

IWT revenue is Incumbent Worker Training (IWT) funds expended on businesses in the region. The Trident region allocates these funds based on a competitive application process.

Technology Grant is funds received from SCDEW for technology enhancements. The BCDCOG plans to use the funds to purchase new computers for the resource center and computer lab, greeter kiosks for the reception areas at the SC Works centers, and an updated security camera system at SC Works Charleston. In March, the BCDCOG received an additional $51,291 for the Technology Enhancement Grant which brings this award to $142,291.

Regional Implementation is the funds received to establish and/or implement regional, sector-based strategies to create, strengthen, and sustain a robust and skilled talent pipeline. This grant has been closed.

Shared Costs (Rent Income) are the funds received from Partners in the SC Works Trident facilities through the MOU agreements.

Expenditures Administration Cost

Personnel Costs, Benefits, and Indirect are the BCDCOG staff salaries, benefits, and indirect.

Automotive is reimbursement of mileage for BCDCOG staff for WIOA eligible activities.

Contracted Services is the cost relating to administration’s access to participant records in the tracksource system.

Dues & Memberships is the Trident Workforce Development Board’s membership to the Charleston Metro Chamber of Commerce, Greater Summerville Chamber of Commerce, and administrative staff’s professional certification dues.

Operating Cost

Contract Services includes the cost relating to program staff’s access to participant records in the tracksource system, custodial services at SC Works Berkeley, and marketing services provided by Rawle Murdy.

Equipment Rental is the cost to lease the SC Works facilities Xerox copier machines.

Insurance is the cost to insure WIOA property at the Trident SC Works facilities.

Office Equipment Maintenance is the cost associated with maintaining the equipment. This includes the print charges of all SC Works facilities copiers, IT technician costs, and other IT costs relating the servers and equipment at each facility.

Supplies include general office supplies and IT supplies.

Printing is the cost to print rack cards for the WIOA program.

Rent is the cost to lease the SC Works Charleston and SC Works Berkeley facilities.

Communications includes internet and telephone communications at the SC Works facilities.

Office Equipment includes equipment and furniture purchased for the SC Works facilities. This line item includes the purchase of a cubicle system at SC Works Charleston in the youth area, the phones for the upgraded phone system at SC Works Charleston, the new website, and new technology awarded under the technology grant.

Program Cost

Eckerd Contract Services is the cost of services provided by Eckerd Workforce Development. This includes program services and training costs for the Adult, Dislocated, and Youth programs. It also includes program costs associated with being the One Stop Operator and the management of each SC Works facility.

Incumbent Worker Training (IWT) is the cost of training needed to retain a competitive workforce. Such training is meant to assist with expansion, new technology, retooling, new services/product lines, and/or new organizational structuring, or to be used as part of a layoff aversion strategy. This line includes both the BCDCOG’s program IWT funds and Rapid Response IWT funds. IWT is a cost reimbursement program to employers in this region.

SC Works Charleston Notes: SC Works Charleston staff 3,428 assisted job seekers directly within the center. The SC Works Charleston staff provided 3,448 services to employers, and created 917 new job orders in the SC Works Online Services System. During that time frame 138 individuals were successful in gaining employment through the SC Works System in the Charleston area. The SC Works Charleston Business Services staff hosted 38 hiring events with 230 job seekers in attendance. SC Works Adult Success Story Cathy Roberts "Cathy Roberts was enrolled as an Adult with priority in May of 2018. Although Cathy had a career for years as a private duty nurse, she had taken a significant amount of time off to care for her sick husband and was unable to find long term employment with self-sufficient wages and benefits to support herself. Cathy knew she wanted to go into Sterile Processing but lacked the marketable skills and credentials. In addition, she was overwhelmed by the process of starting over again and had several stop/starts with her Career Coach. Cathy and her Career Coach worked diligently through each set back, searching for employment, while her CC encouraged her to continue moving forward towards her new goal in Sterile Processing. On February 6, 2019, Cathy began Sterile Processing at Trident Technical College. During training Cathy was extremely communicative with her CC and stayed from the beginning at the top of her class with a 94% grade. Cathy did this while facing another loss of a family member she was caring for at the time, while going to school. On May 10, 2019, Cathy successfully completed her Sterile Processing training externship and already had several potential employers and interviews lined up. Cathy is scheduled to take her certification at the end of June and is extremely grateful to begin her new endeavor in Sterile Processing." SC Works Youth OJT Success Story Ms. Young was enrolled on 08/23/18. Employed with Kelly Services, Ms. Young was a Reverse Referral for DAK Americas. A single parent, she started her On-the-Job training contract on 08/27/18 and remained with the company upon conclusion of the contract. When CC completed her second quarter of follow up on 05/07/19, Ms. Young was still employed with DAK Americas as an Associate, working 42 hours per week and earning $19.72 per hour.

Unemployment Update: "Unemployment Update: According to the most recent labor market information (http://lmi.dew.sc.gov) reported on 5/17/19, the national unemployment rate in April 2019 was reported at 3.3%, the unemployment rate for South Carolina declined to 3.0% and the Trident Workforce Development Area unemployment rate is currently 2.5%. The overall employment landscape in the Trident Workforce Development Region includes 380,855 employed, 9,947 unemployed and 14,841 job openings across the Trident region in April. SC Works Berkeley Notes: SC Works Berkeley staff assisted 519 job seekers directly within the center. The SC Works Berkeley staff provided 553 services to employers, and created 102 new job orders in the SC Works Online Services System. 122 new job seekers registered for work in Berkeley County. The SC Works Berkeley Center staff provided 20,416 employment services to customers both online and in person. During that time frame 26 individuals were successful in gaining employment through the SC Works System in the Berkeley area. The SC Works Berkeley Business Services staff hosted 3 hiring events with 157 job seekers in attendance.

SC Works Dorchester Notes: SC Works Dorchester staff assisted 238 job seekers directly within the center, which included providing assistance to customers that secured employment during the month of May. Center staff provided 690 services to employers and added 94 new job orders to the SC Works Online Services website. SC Works staff provided 17,547 employment services to SC Works customers both online and in person. The SC Works Dorchester Center hosted 4 hiring event with 22 job seekers in attendance.

UI Eligibility Reviews (Total # of customers who attend eligibility reviews) this is for UI claimants periodically throughout the claims process they must show evidence that they are indeed searching for work. They must meet requirements in order to receive the benefits

UI Fact Findings (Total # of customers who have fact finding appointments either via phone or in person at the center) UI claimants discuss the circumstances of their unemployment and employers are asked to verify the accuracy of what claimants attest

Visiting Partner(s) (Total # of partners in center) This does not count stationary partners who are present daily or weekly. This is for roving partners

UI Appeals (Total # of appeals hearing held in center during the month, this does not reflect hearings held over the phone) This is a process for rebuttle. If a claimant has been denied UI benefits based on fact finding notes and employer replys a hearing officer will meet with both parties to make a final determination re: benefits
