April 2011Welcome S P R I N G … . . I know we haven’t seen a lot of evidence that spring is here yet but there is hope. I was looking at my planner (calendar) the other day and realized that I have three free weekends between now and September. I am pretty sure I will fi nd something to add. As busy as it is I want you to know how much I enjoy being your President. I am not able to make all of the events and meetings but I want you to know I do support your efforts and if you need anything I am just a phone call or email away.

A special thanks to the Hombres Jeep Club for hosting the March Board of Directors meeting. They were wonderful hosts and served a delicious lunch to all of us. Please take a minute to review the minutes from the board meeting printed in Tri-Power. Each of your board members works hard to represent you and reported all of the great things you have been doing in your respective areas. Welcome to our newest board members- Forrest Dexter, Idaho State Exec Director; Dorothy Churchill, Washington State Exec Director; Dan Morris, Region II Director; Rick Smith, Region III Director; Cliff Hoisington, Region VII Director; Kathy Greenwood, Club Power/We Did It; Dan Rheaume, Asst Webmaster.On Sunday at the Spanaway Moonshiners Swap Meet there was a lot to see and do. Diana Stafford- PR, Frogg McMains- Ways n’ Means and all of their helpers did an outstanding job running the PNW4WDA booth. They handed out maps, signed up new members, sold PNW merchandise and had fun while doing it. If you wandered by the swap meet information booth you may have seen the rolling chassis of a race jeep. This is the product of love, time and donations. As some of you know a family within our Association lost their shop and its contents (including

tool, parts, vehicles and much more) to a devastating fi re in January. This jeep is the brain child and design of Dan & Mikki Simonson and has been supported by individuals and businesses. It was presented to the Trummert Family on Friday night and we can’t wait to see them run it this summer. Thank you to the Eldorado Dust Devils who organized a tool drive and thank you to everyone who contributed. This is going to really help replace some of the items lost in the fi re. I guess what I am saying is when someone asks.. “What does the PNW4WDA do for me?” you can say it is one giant family who supports and cares for each other.

Wait till you see the wonderful Trail Spill Kits’ that were put together by Piston’s Wild and were available in the PR/Ways n’ Means booth. The original idea was from Deschutes County 4 Wheelers and Piston’s Wild brought it to the board meeting in December and the board supported the purchase of the supplies needed for the kits. This is just another way the Association supports responsible 4 Wheeling. To further support the cause each participant at Trail Jamboree will be given a kit for their trail vehicle. If you are interested in a kit for your own rig we hope to have some available for sale from Ways n’ Means. Think about getting two and having one available to hand out to someone you meet on the trail. More information to follow on how you can obtain the kits….

Fall Delegates Meeting will be hosted by the Rainier Ruffi ans Jeep Club and held in Rainier, WA on September 10. 2011. The Ruffi ans will be putting the information in Tri-Power.

On June 11th & 12th 4 Wheel Parts will be hosting the 4 Wheel Parts Pacifi c NW Jamboree at the Straddleline ORV Sports Park. This will be the fi rst for this area and is being patterned off the Jamboree held in Indiana. Look for the details in upcoming issues. Straddeline management has been awarded to Elaine Derrick from ProMoto. Elaine and her team are ready and excited to have the 4 Wheel Drive community at the park.

Summer Convention being hosted by Region II will be at the park and we are confi dent it will be an enjoyable experience for everyone.

We would like to share this article we received from National Off Highway Vehicle Conservation Coalition (NOHVCC):

Not All “Responsible” Groups AreWorking in Your Favor

Across the country, there are anti-access groups working at the national, state and local levels that simply don’t like motorized recreation of any kind.

These groups will bring legislation to their state capitols that close trails or eliminate off-highway funding programs. They will sue state and federal government agencies that try to keep or create trail systems. They will do everything in their power to make all of our jobs diffi cult, and put up roadblocks to our goals and objectives to build and promote responsible off-highway recreation.

Many of these groups are well known, some are not. And not all groups are up front about their goals. Some disguise their motives with vague statements and confusing names. They include the words “recreation,” “responsible,” or “access” in their titles. They may say they promote responsible land use. But if you delve beneath their surface, you will fi nd they are not our friends.

There is a group in Minnesota, for example, with “responsible” in its title. But one look at their web site and headline-grabbing press releases and it’s clear that they believe -- and promote their belief -- that anything with a motor can’t possibly be considered responsible.

Recently, another “responsible” organization sent an online survey to off-highway program managers, state agencies, legislative staffs and public information offi cers. Just by the nature of the questions, it was obvious they were fi shing for information they could use against the off-highway community. Checking this group’s web site confi rmed the fact that it is dedicated to promoting negative media reports about off-highway riding, and publicizing and encouraging legislation designed to close public land to off-highway vehicles.

“Be aware that not all surveys you receive from trails organizations are promoting rider responsibility and public access,” said Russ Ehnes, NOHVCC Executive Director.

How do you know which organizations you can trust? First, do some research. Check out their web sites and do internet searches for additional information and their stance on off-highway issues. If you still aren’t sure, contact one of the National or State OHV Advocacy groups, such as: American Motorcyclist Association, Americans for Responsible Recreational Access, BlueRibbon Coalition, or NOHVCC.

March 21, 2011Winter Convention is behind us and there is a new year to look forward to. Although land matters (acquiring public lands to build or legitimize theuse of existing trails) are the most important thing that needs to be done by our members; it is the most diffi cult to get done. PNW members who enjoy using public lands for wheeling their Class II vehicles should be the fi rst to stand up for what is being closed to them. There is an old saying you can lead a horse to water but you can’t make it drink that truly comes to mind. Everyone wants new trails or to legitimize the ones they are currently running but only a few are in the trenches working towards that goal. How do we get these other clubs involved is the question I ask daily. Some of these users are great people to talk to and wheel with but how do we get their club to assist those that are building the trails or into the Public Land Manger’s offi ce? While working on Quack Attack one club and a group fi fteen others from a non-club showed up. The PNW club understood we had a work project and we asked them to help. Although they came with us and stayed close by all day they only participated by sitting on rocks and taking pictures. This club has about 15 club families even if half or even a third helped out or found an area that they would like to keep open would help themselves and the association. I have presented this and other clubs information on trails in the nearby area that have land mangers asking for help but to date they have not stepped up. I am not stating this example to criticize but to ask how we can reach them with the importance of creating or designating legitimate trails on public lands. The one individual stated that their club did not want to get political. What is political about saving your trail or the area you wheel? These clubs are wheeling monthly on public lands and in many occasions take weeks off to

wheel a particular area. The closed to Class II signs they encounter are purposely motivated by the anti-access environmentalist who rejoice at the placement of each sign. That alone should get their blood to boiling. People who have not even wheeled the PNW are closing Class II out of the forest and blm lands from as far away as New York or Puma Arizona. I would think that if being political would save you and your family access to public lands; that would be called nothing more than motivation to get involved in legitimizing your access to public lands.Another longtime member of a fairly large club stated that his family and friends were going to just use the open riding areas such as the sand dunes. I asked him two questions: one who is he working with to keep them open and second has he not noticed the increase in riders that makes it an ordeal avoiding crashes. The increase in these areas are up over a 150% in the last fi ve years making what was a fun run into a frame twisting experience. Dodging the other riders and bouncing over tire marks and whooptiedoos left by the previous riders. When is the last time you hit third gear at the sand dunes? What once were a dozen jeepers isnow tendozensof other users at any given minute. The point here; if your clubs don’t get involved even the large riding areas are going to be swallowed up by other users. We need more open riding areas and unless a large group of users becomes involved there will not be more areas to ride in. Our Class II users need to work with the other groups of other OHV users. If we do not these areas are going to get smaller and smaller in riding area per user.The other 15 non-member club did actually help a little bit but we did not reach them at all. They understood the importance of creating the trail and trails in the surrounding area but continued on without a backward glance. Later in the evening we visited them at their campfi re and tried hard to explain the importance of staying on the trail and not smashing the trees but mostly our words were not heard. How can we reach these men and women? These non-clubs are the people who do more damage in one day than most of do in years of wheeling. These are the people that need herded in by us as they are the main reason so much public lands are being closed to motorized use.The above examples will be the challenge of tomorrow for me. I wish that it would become the challenge of ever one to drag someone else into the legitimacy of Class II on public lands. Yes;drag in is the term that comes to mind. Without a 100% more of us; the next two years will end up with more lands closed than ever. From the many words spoken at and the words I

listened to at winter convention we really need 100% of our clubs and individuals to keep these trails open. Without all the members working together there will be little lands left open that will require the short stick to be engaged. The forest service land managers are going to close far more than is mandated in the travel management plans. Most have not read the fi nal Record of Decision but they will implement closures and unless we challenge them; they will be closed to all motorized use. Politicians are fi nally looking at the 2005 Travel Management Plan Rule. Now is the time to educate yourselves on what it is and its ramifi cations. Thank you for electing me for another year. I hope this year will continue to bring the state of Oregon closer together in our efforts to keep trails open. I will strive to continue building trails and areas that will legitimize Class II use. This is important to each of us and my goal is to involve you and your club in this endeavor.

The meeting was called to order by Angela Holm at 7:05p.m., followed by the fl ag salute and a moment of silence for the ill and departed. There were 12 delegates present, representing 7 clubs.

Correspondence: Region received Thank You cards for putting on Winter Convention

Secretary Report: Motion was made by Ken Johnson from the Bullshifters to approve the minutes as distributed to yahoo groups and Tri-Power in the January issue, Ralph Gnad, White Knuckle, second, as corrected.

Directors Report: Angie went over the board meeting that was held on Saturday, March 12th at Edgewood Fire Department. Scholorship winners were announced. Girls: Winner: Katie Schwisow; Alt: Kelsey Mueller; Boys: Winner: Matt Schwisow; Alt: Kevin McMainesThey reviewed winter convention, and set up action items for the year. They are also working on the new membership program.

Competition: Region 1 tri-outs will be at the Independent Race June18th-19th. If you have a comp. #, please contact either Wayne or Dave Taylor as they are trying to update the list.

Land & Legislative: Reiter – there is an online petition sponsored by the Sky Valley Chamber of Commerce. It was emailed to the PNW Yahoo Groups, also attached to these minutes. They are currently working on the layout on where trails can go. Walker – They have submitted paperwork for a Grant; will know if it was approved soon. There is a lot of work since it’s being heavily used.

Membership/PR: If you have any events that you’d like Angie to attend please let her know so she can work this out with her schedule. Sunshine: Mike Jones has graciously volunteered his wife, Debbie, to do Sunshine as Ilene has other obligations at this time. If you club is in need of a card to be sent, please contact Debbie through Mike, high.fi [email protected].

Club Power/We Did It/Quill Power: A few clubs have fi lled out forms. If you’re doing any projects please get those forms into Angie.

Region Reports:

Food Drive: Please donate blankets, sheets, pillows for twin beds. They will be donated to the Maltby Food Bank and the Maltby Women’s

Teddy Bears: The bears that have been collected so far have been donated to Valley General Hospital ER and to the Police Department. Both places really appreciate the donations. Keep bringing in those stuffed animals.

OSP: Angie discussed a small dilemma she has with breakfast on Sunday at OSP. She never can make enough in donations to cover the cost of the food and put it to the delegation for consideration of either changing the menu or even dropping breakfast all together. Motion was made by Theresa Taylor of Outdoor 4x4 to drop breakfast altogether, seconded by Wayne, passed. The 2nd option is a continental breakfast during Angie’s ‘speech’ on Saturday morning consisting of juice/coffee and muffi n/doughnuts. Wayne made a motion regarding 2nd option of continental breakfast on Saturday during Angie’s ‘speech’, Luke May second, passed. Angie will look into possibly IGA providing pastries of some sort as donations for Saturday’s breakfast.

Winter Convention 2011: Just a fi nal note on Convention, we have fi nalized everything with the hotel. If you would still like a T-Shirt or Sweatshirt please send Grace an email at [email protected]. T-Shirt will be $10 and Sweatshirts will be $20.00

New Business: Spill Kits: This was brought up at WC. These were made for purchase by Pistons Wild and the PNW sponsored them. After much discussion about why/what they are needed for, this discussion was tabled until March’s Region meeting.

Membership- Jim Putman reported that there are currently no new clubs.

Ways and Means- Tiffany Morris reported she is in the process of acquiring some new items with PNW4WDA on them.

PR- Diana Stafford report that she was at the WOHVA Rally, she did talk to many people. The PNW4WDA PR Team also went to the Swapmeet where we picked up 5 new members!Diana is looking for PR help at Truck Fest April 9-10th at the Puyallup Fairgrounds.If you have an event coming up, Diana will get you PR materials and banners. Please give her some notice and she will do her best to get you what you need.

Future 4-Wheelers – Brody Morris reported that he has information and Pins. He is working on getting the program going.

Competit ion-Straddel ine ORV park is under new private management. Cadillac Ranch will not be open this season, however it is looking up for future seasons.

Webfooter’s PlayDay - is Mothers day, $75for racing and camping. There will be Rock Crawling and racing parts of the track. A Black card will be used to get one more race on any course of your choosing for $5.00. Racing will be both days with Sprint racing on Sunday. Please see the Webfooter’s website for more information. Cascade 4x4’s will be doing a cook shack for this event.Trummert Tool Drive- The drive is wrapping up, please see Kevin Kehrberg to donate. Well we did it again! The 8th annual SW Winter Convention for the PNW4WDA was a success. We couldn’t have asked for nicer weather--a perfect day--along with some 45 great guests and better conversations. We ate, talked, ate, played games, ate, had a raffl e, and ate some more. Spokane, Wash. - The University of Washington Press recently released the Field Guide to the Rare Plants of Washington. This 400-page guide, containing more than 600 color illustrations, is the product of long-term collaboration between the BLM Spokane District, Washington Natural Heritage Program, Washington Native Plant Society, and the University of Washington Herbarium. The BLM Spokane District provided fi nancial support, expertise, and oversight throughout the research and production of the book.The guide provides essential information about the rare plants ofWashington and is intended to help amateur and professional botanists identify rare plants throughout the state. Additionally, the guide will assist the BLM’s fi eld work and planning efforts in support of the Endangered Species Act.A trip across Washington presents an array of habitats from dripping spruce and hemlock forests along the coast to arid grasslands, shrub-steppe, and sand dune systems east of the mountains; from low-elevation outwash prairies to alpine slopes; and from basalt fl ows and rocky islands to salt marshes and riverbanks. BEST IN THE DESERTBluewater Resort & Casino Parker “425

On February 4 Dale and I, along with Dan & Angie Marek and Dale McKee went to Parker, Arizona for the BEST IN THE DESERT, Bluewater Resort & Casino Parker “425”. We were so lucky to know one of the racing teams, Mike Julsrud (co-driver, Amy Julsrud) and Danny Simonson (co-driver, Alex Littleboy). They were entered in the Car/Truck 1700 class. This meant they would do 2 laps, 280 miles across the desert.. (The BIG boys do 3 laps, all 425 miles of the course.) Friday was spent at Tech & Contingency--this process takes all day, but the spectators have the opportunity to get up close and personal with all 211 vehicles and drivers.

Saturday, Feb. 5, was a good day for racing. Dale & I went to the starting line, the vehicles left at 10 second intervals starting at sun rise, 7:15 a.m. We watched a few of them leave, then raced out to milepost 7 to see if we could watch Mike & Amy go by. They didn’t disappoint us, we cheered them on.

About 3 hours later, we saw them pass us on the other side of the road at milepost 125. We cheered them on. About 5 hours later we saw Danny and Alex come by--which was exciting because this meant Mike had fi nished the fi rst lap, and the jeep was still running. (We found out later that Mike had a fl at tire). After being out in the dust and sun all day (with other 4 wheelers form the Pacifi c Northwest) we headed back to town. Chad Simonson called us about 6:30 p.m. to say they would be at the fi nish line around 7 p.m. This was good news.At the fi nish line--Danny, Mike & Amy being interviewed. Alex can be seen in the passenger seat next to Danny.

Some statistics we found on the Best in the Desert web site--

Mike and Danny fi nished 12th overall in the 2 lap classes, and 7th in their 1700 class, their time was 9:55:41. Fastest time, 7:41:22--slowest time was 15:03:34.There were 169 in the 3 lap classes, 77 did not fi nish. Fastest time 7:32 and slowest time was 16 hours.We had a good time, glad we attended and here to cheer our team on. Way to go guys.

WILDERNESS ALERT!

Help Us Stop the Secretary that Would

Steal Christmas!

Just one day before Christmas Eve 2010, Secretary of Interior Ken Salazar announced that he had signed an Order that seeks to embed a Wilderness review in every component of Bureau of Land Management (BLM) planning, creating a unique status for Wilderness different from other multiple uses in BLM management. Secretarial Order No. 3310 and Draft Wilderness Inventory Manual.The order appears to be one of the best Christmas gifts any Wilderness activist could hope for. The timing was no accident. Secretary Salazar’s new order came just after the Lame Duck Congress adjourned, having failed to pass the massive Public Lands Omnibus Bill--a package that would have created millions of acres of new Wilderness, openly supported by the Secretary. It was no accident the Order was announced after legislators had gone home for the holiday. It was no accident that none but Wilderness insiders and their media outlets knew about it until the last minute. And, it was certainly no accident that at the ceremony, the Secretary was standing right next to peolple like Peter Metcalf, CEO of Black Diamond Equipment, and that the ceremony itself took place at the REI Building in Denver - a virtual altar scene for Wilderness worshippers. You have every reason to fear under-handed tactics even more suspicious than those attempted by some of their lame duck legislative allies. Wilderness activists will likely try to use Secretary Salazar’s Order to further paralyze meaningful BLM travel management and to create millions of acres of new Wilderness. For decades, Wilderness activist groups have applied constrictor-like pressure on the BLM regarding Wilderness issues. Some of BRC Legal’s fi nest moments have come in rejecting those efforts, most notably the dismissal of the infamous SUWA case in Utah District Court on BRC-USA All’s motion, eventually upheld by a 9-0 thumping in the U.S. Supreme Court. Sadly, this looks like another inside job in the offi ng, through

which anti-access interests seek to seize a window of political opportunity to again squeeze BLM into a never-ending, ongoing Wilderness inventory and management scheme.The Order is as complex and convoluted as any validly promulgated law or regulation. Its meaning is not readily apparent and will likely be determined by the courts. Our staff has conducted an initial review, which is summarized at http://www.sharetrails.org/public-lands/?sect ion=salazar_order.We are not naïve enough to proclaim what Secretary Salazar’s Order will ultimately mean. However, we can fairly predict what Wilderness activists outside and within BLM will say it means. They will try to use it as a landmark tool to close long-traveled routes on BLM land, not unlike they did with the Clinton-Gore Roadless Rule. History also teaches that, while all other users of BLM lands and the economies supported by them will be affected, the trail users and advocacy groups like BRC are likely to be at the point of attack (if not standing alone) in meaningful opposition.This opposition will require a lot of time, effort, coordination and skill. It will require BRC, partners and stakeholders to be at their best. And it will cost money. I would love to wax eloquent about skinny David slaying wealthy Goliath, but I hope over the years you’ve learned better. You know Secretary Salazar’s friends did.We hope you will consider an end of year donation to help us fund this important fi ght. PNW4WDA BOARD OF DIRECTORS MEETINGMARCH 12, 2011Edgewood, WA

The meeting was called to order at 9 AM by President Angie Marek (Spanaway Moonshiners). The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed.Guests present per the sign-in sheet were: Jerry & Bonnie Nettnin (The Hombres), Smitty & Sheri Smith (The Hombres), Kristin Smith (Flat Broke & 4-Wheelin’ and Sand Fleas), Richard & Kira Dominiak (Piston’s Wild), Jim Putman (The Hombres), Beth Ayer (Wolf Pack 4X4) and Mona Drake (Deschutes County 4-Wheelers and Harney County High Desert Wheelers). Since we have new members to the Board, Angie asked that we go around the tables and introduce ourselves so everyone will know who we are; this is for the benefi t of our guests also.

Hosting Statement was given by Jim Smith – “Smitty” (The Hombres). Smitty explained the house rules, since this is an active fi re station there were several things we needed to know. The biggest thing is if they were to get a fi re call we are to stay put. Don Jensen (IAD #1, Sand Fleas and Individual Members Club) made a motion seconded by Rick Smith (Region 3 Director, Flat Broke & 4-Wheelin’ and Sand Fleas) that we give a donation of $200 to the East Pierce Fire Fighters Union for the use of the facility, motion passed. Angie thanked everyone for coming and asked when you are giving your report, please come to the front of the room so your voice will be picked up on the recorder.

A motion was made by Don Jensen (IAD #1, Sand Fleas and Individual Members Club) seconded by Earl Nettnin (Region 4 Director and Desert Rats) that we approve the December 4, 2010 Board minutes as printed, motion passed. A motion was made by Don Jensen seconded by Carol Jensen (IAD #2, Sand Fleas and Individual Members Club) that we approve the minutes from the Teleconference Executive Board meeting January 23, 2011, motion passed.

TREASURER’S REPORT: Treasurer Dave McMains (Hurtin’ Units and Sand Commandos) had a printed report. Dave reported that registration money for Trail Jamboree has started coming in. Carol Jensen (IAD #2, Sand Fleas and Individual Members Club) made a comment about the price of gas being very high; depending on what kind of vehicle you have the cost of a tank of gas now is from 50 – 70 dollars. Carol asked that the Board consider having the June meeting by Teleconference. Earl Nettnin (Region 4 Director and Desert Rats) made a motion seconded by Dave Taylor (COMP Chairman and Outdoor 4X4’s) that we approve the Treasurer’s report, motion passed.Discussion followed on the June Board meeting. Don Jensen made a motion seconded by Randy Drake (Oregon State Exe. Director, Deschutes County 4-Wheelers and Harney County High Desert Wheelers) that we have the June Board meeting electronically, motion passed. This meeting will be a mid week meeting, you will be notifi ed of the date and time. President Angie said every position will be required to have a report sent to the secretary by her deadline so that everyone can have read them before the meeting. Only additions to the report and questions on them will be addressed during the call. Forrest Dexter (Idaho Exe. Director and North Idaho Trail Breakers) asked what the cost of the meetings are - answer electronic about $100 and face to face about $2000. Discussion followed and the consensus of the Board is only the June Board meeting can be done electronically. SECRETARIES REPORT: Secretary Sande Nettnin (Desert Rats) had a printed report. Sande had listed where things could be found in the SOP’s; this was for the benefi t of the new Board members. Carol Jensen (IAD #2, Sand Fleas and Individual Members Club) said #3 is very important and had to do with our stationary; when you send a letter, a copy should be directed to the permanent records of the association, also includes e-mail. Forrest Dexter (Idaho Exe. Director and North Idaho Trail Blazers) said we should have a disclaimer (hold harmless) clause.

MEMBERSHIP REPORT: Membership Chairman Angela Holm (Region 1 Director and Happy Campers) did not have a printed report. She said we had 111 clubs and we lost 8 but gained 4 giving us 107. Angela said she has not fi nished putting all the clubs information in the roster, she has a big stack of information to process and does not get home from work until after 7 PM so be patient she’ll get it done.We don’t have a current number of member families or total membership. Discussion followed regarding the Access program, Angela said she has converted it into an Excel spreadsheet; however, not everyone is able to open it. Hopefully our new program will make membership easier for all of us this next year.

STATE EXECUTIVE DIRECTOR’S REPORTS:Oregon Executive Director Randy Drake (Deschutes County 4-Wheelers and Harney County High Desert 4-Wheelers) had a printed report. Randy said they have an action hot line that has 46 families signed up. This program is similar to the one we have in Washington called CLOUT. Randy reminded everyone of the US Forest Service Planning Rule meeting in Portland March 23rd, comment deadline is May 16, 2011,Only written comments will be placed in the record. If you attend the meeting be sure to submit written comments as only those will be placed in the record. Randy is planning to print 15 copies of the Class II book he has put together to help us understand how the agencies process of travel management is mandated to work. This book is mainly for Oregon, but would be helpful for other states as well. If you want one contact Randy – the cost is about $15 each. Randy discussed redoing a questionnaire that the PNW did a few years back. Discussion followed - Randy would like to get 1000 responses back, so it needs to be sent out to PNW Members, Associate Members, and others that are Class II users. This will be brought up under New Business. Forrest Dexter (Idaho Exe. Director and North Idaho Trail Blazers) asked about the different classes of trails. Class I is for Quads less than 800 pounds and things on 4 wheels; Class III is motorcycles – things on 2 wheels; Class II is all vehicles heavier than 800 pounds – on 4 wheels; Class IV is side by sides – 4 wheels and heavier then 800 pounds and lighter than 1800 pounds. Snowmobiles are totally different and they have their own regulations. Randy had booklets on the 2011 Oregon OHV rules and regulations with him. Idaho Executive Director Forrest Dexter (North Idaho Trail Blazers) had a printed report. Washington Executive Director Dorothy Churchill (Cascade 4X4’s) had a printed report. Dorothy said that she is still trying to connect with Arlene Brooks former WA Exe. Director to get all the paper work together. Dorothy said there is a lot going on in the state of Washington; it will take her a little time to process all the information especially the number of bills in the legislature and how they will affect us; they are on hold until the budget is set after St. Patrick’s Day - then we’ll fi nd out how the bills are going to affect us. Discussion followed on Operation Shore Patrol, there is a meeting on March 23rd to determine camping fees etc. Dorothy will let us know the outcome of this meeting. There is a U.S. Forest Service Planning meeting in Seattle on March 25th, only written comments will be included in the record, comments will be accepted until May 16, 2011. Forrest Dexter (Idaho Exe. Director and North Idaho Trail Blazers) asked about Knights Lake. Dorothy said it all depends on the legislature and the budget if the purchase of Knights Lake goes through.

IAD Reports: Don & Carol Jensen (IAD #1 & IAD #, Sand Fleas and Individual Members Club) had a printed report. Carol said they are still reviewing the planning rule and that’s taking most of their time. Don said that SEMA had been very active in opposing the bill that would have required annual renewal fees for collector vehicles and horseless carriage license plates. The state of Washington wanted to add an additional $30 fee to them. This bill will not receive committee consideration this year. Don talked about Virtual club memberships being the way of the future. A Virtual club basically does everything on line; they hold meetings, call runs and communicate with each other in this way. It’s a fast way to get information out quickly. One of the biggest problems with it is that it has to be constantly monitored. One of the clubs is NAXJA and the president is a member of Piston’s Wild. Regarding surveys you receive from trails organizations not all of them are promoting rider responsibility and public access, check them out before you fi ll them out and send them in. Know who and what group you are responding to, not all of them are our friends. Forrest Dexter (Idaho Exe. Director and North Idaho Trail Blazers) asked about United and if we should consider re-joining them. Carol answered at the present time United is struggling; if we were to join we would have to pay for each member family. Carol said that they had joined to get information on what’s going on with United. Carol said dues are $15 per member family and anyone can join. Discussion followed; their recommendation is wait and see what happens. Forrest wanted to know what organizations we belong to – answer Tread Lightly at $100; WOHVA at $100, SEMA at $150, Blue Ribbon at $100, and NAMRC at 00.

COMP REPORT: Chairman Dave Taylor (Out Door 4X4’s) had a printed report. Dave presented a form for Competition Radios rental for the Board to ratify. After discussion Carol Jensen (IAD #2, Sand Fleas and Individual Members Club) made a motion seconded by Dorothy Churchill (WA Exe. Director and Cascade 4X4’s) that we ratify the form with the addition of e-mail underneath contact person, motion passed. Carol made a motion seconded by Randy Drake (Oregon Exe. Director, Deschutes County 4-Wheelers and Harney County High Desert 4-Wheelers) that we put this in the SOP’s as page 51-A, motion passed. Dave also submitted a fi nancial report; he said $3600 has been allocated to the Competition Maintenance Fund; this was set up this year at the Tacoma Dome. This was set up to help any club putting on events to pay for fuel, equipment repair, etc. so we can keep our play days to where the clubs actually make a little money and not having to spend it all on repair of the track; this fund will be added to each year from the Tacoma Dome event. Discussion followed on how the money was divided up following Summer Convention this last year. Carol said it should have been done this way; half the proceeds to the PNW then each event sponsor would get a seventh of the remaining funds, if they did 3 events they would get 3 seventh etc. From now on any money taken in for events will go through the PNW4WDA’S Treasurer. President Angie has asked for duplicate copies of the bank statements to be on fi le with the Treasurer should we be audited. Technically these funds are PNW funds even though the Comp Committee and Trail Jamboree Committee have check books. Forrest Dexter (Idaho Exe. Director and North Idaho Trail Blazers) asked what the deposits were for: answer deposits were from individual clubs giving back money to help pay for maintenance on the track, a pay out from the Tacoma Dome, Region 3 donated their

A motion was made by Dave McMains (Treasurer, Hurtin’ Units and Sand Commandos) seconded by Dan Morris (Region 2 Director and County Line Off Road) that we accept the Competition Financial report as given, motion passed. Dave also presented a printed report containing things they went over at their meeting at Winter Convention. Dan Morris asked how we came up with who is on the Comp Committee – answer – each region elects a Comp Chairman from their region and the PNW Association Comp chairman is elected by the PNW delegate members at Fall Delegates. Dan Rheaume (Assistant Web Master & Overbored Racing) asked about item #2 of Dave’s report. The Committee had been talking about having an event at the Cowlitz County Expo – this item has been tabled until 2012 because they didn’t have enough information to plan it. The Comp Committee will attend an event there and see what the facility has to offer and if they feel it would be benefi cial to our organization. Dave then presented a Competition agenda page. On item #1 he wanted to change the wording in the Competition Book, the way it reads now is (The rules and guidelines are mandatory for PNW4WDA Summer Convention and are HIGHLY recommended for use at all competitive events). After discussion Don Jensen (IAD #1, Sand Fleas and Individual Members Club) made a motion seconded by Cliff Hoisington (Region 7 Director and North Idaho Trail Blazers) that it read: (The rules and guidelines are mandatory for PNW4WDA Summer Convention. The Safety rules in Section 1 are mandatory, and the guidelines are recommended for any competitive events using the PNW insurance.) Motion passed.In the Constitution and By-laws on page 24, section 2-m Paragraph C is not correct and will require a by-law change. The Competition Committee will submit a by-law change to the secretary by June 10th. The last item on Dave’s report was a general question on the Kathy Sterner award nominations. Discussion followed and since this is in the SOP’s the Board could make a recommendation to add Committee Chairman to line B with the approval of the Trail Breakers who are the originators of this award. Don Jensen made the motion to do this with the approval of the Trail Breakers, seconded by Dorothy Churchill; motion passed. The last item on Dave’s agenda is Insurance. Every year the COMP Committee does the Tacoma Dome and they were asked at one point to provide insurance. Dave said he was told that our insurance could only be applied for and used by a club so Dave asked if the Board could approve the COMP Committee to get insurance if it’s required next year. Carol Jensen said in the past when she has talked with the insurance company it’s been a club, region or association. Carol said she is in negotiations with the insurance company now and will ask if a committee sponsored event could be added. Dorothy Churchill asked what the response was regarding the voting on the Comp safety rule changes at Winter Convention. Dave said 60 ballots had come in. Dorothy said she would like to see some changes in the voting policy. Discussion followed, any change would require a by-law change.

REGION REPORTS:Region 1 – Director Angela Holm (Membership Chairman and Happy Campers) had a printed report. Angela thanked everyone who attended Winter Convention. Angela said if anyone had any complaints about the hotel staff, food, rooms etc. to please send a written note to her or Grace May. They were not impressed with the way the hotel handled things and were planning to let them know that others felt the same way they did. There were issues with the drinks, two different no host bars were charging different prices. But all in all a good time was had by all.Region 2 – Director Dan Morris (County Line Off Road) had a printed report. Summer Convention is being hosted by Region 2 and as soon as they have a place he will notify everyone.Region 3 – Director Rick Smith (Flat Broke & 4-Wheelin’ and Sand Fleas) had a printed report.Region 4 – Director Earl Nettnin (Desert Rats) had a printed report. Earl said we are dealing with prospective closures in the Naches Ranger District until the 15th of June. Irene Davidson of the Naches Ranger District indicted at the last TWIG meeting this would be a yearly thing, so we are writing letters and we feel it should be evaluated on a yearly basis. Her comment was we can go to the woods and sit and enjoy things, but don’t bring your toys. If the closure occurs Cle Elum may follow suit. When the horsemen found out they were included in the closure they said “Whoa” and are seeking legal counsel. The only ones not shut out would be the hikers, so we feel if they want it closed; it should be closed to everybody. So we wait and see.Region 6 – Director Alan Paulson (Umpqua Valley Timber Crawlers) was not present, but sent a printed report. Alan had two “We Did It” projects he wanted Board approval on and we will address this under New Business.Region 7 – Director Cliff Hoisington (North Idaho Trail Blazers) had a printed report. He indicated they are still in the transition stage. A question was asked – what is Bogs for Dogs? Answer this is a mud bog event that Spokane 4-Wheelers put on as a fund raiser for the local humane society. Region 7 may be the smallest region but they have one of the largest clubs in the PNW. The North Idaho Trail Blazers currently have 27 families with 120 family members. Their Cabin Fever run is their biggest event and requires pre-registration, see Cliff’s report for more information.

APPOINTED POSITIONS:Club Power/We Did It: Position is still open. We have a person who is interested but due to a death in the family has not committed to do it yet. As soon as the person has been appointed and accepted President Angie will be asking the Board to ratify the person. Beth Ayer (Wolf Pack 4X4) former Club Power/We Did It chairman was present. She brought things to be put in storage and handed out awards she had processed. Thanks Beth.PR: Chairman Diana Stafford (Cascade 4X4’s and Overbored Racing) had a printed report. Diana is going to attend the Operation Shore Patrol meeting with Dorothy Churchill. Since this will be the 40th Anniversary, Diana is hoping to gather additional information from this planning meeting to aid in the PR for the event. She has also been updating the PNW calendar on the Web site. She will be at 4-Wheel Parts Truck Fest in April and also at the 4-Wheel Parts Jamboree at Straddleline June 11th & 12th. Diana needs a new display board that she uses in her PR booth. She explained how she uses this at events and the board is getting a little tattered. The board she would like to get folds up like a brief case, she found one that has a zippered case that is included in the price. Don Jensen (IAD #1, Sand Fleas and Individual Members Club) made a motion seconded by Dan Morris (Region 2 Director and County Line Off Road) that we allocate $300 for the purchase of the board; motion passed. Forrest Dexter (Idaho Exe. Director and North Idaho Trail Blazers) asked if the money would come out of the PR budget; answer – no it will come out of the PNW’s general fund. The new PNW shopping bags are here and will be at the swap meet tomorrow. Safety Education: Director Rob Stafford (Cascade 4X4’s and Overbored Racing) had a printed report but was not present. Rob is excited about taking this position on. He is trying to gather information on updating the safety manual; everything is outdated at this time. We need a whole re-working of the program. Discussion followed as to what should be included in the program. Dave McMains (Treasurer, Hurtin’ Units and Sand Commandos) said that he had been asked by Mikki Douglass of the Cle Elum Ranger District to assist Merrick Graves (High Country Cruisers and Wandering Willy’s) and Dale Neuman (High Country Cruisers) putting together a safety program for UTV’s. They are going to produce a class to give to Forest Service Personnel on how to safely operate a UTV off road with all the basic stuff. This is a good opportunity for us as 4-wheelers. Forrest Dexter (Idaho Exe. Director and North Idaho Trail Blazers) asked if this is a Wheeling 101 class; answer - no it’s safety education. A 101 class has been put on at Trail Jamboree in the past. Trail Jamboree: Chairman Sid Hagemeier (Shindig Wheelers) had a printed report. Sid said there had been some problems with on line registration for Trail Jamboree, it’s not good but he was hoping things would be worked out soon. They are still looking for major sponsors so if anyone has any suggestions let him know; also if a club or region wants to donate door prizes etc, contact them ASAP. The clean-up at Jim Sprick Park is April 16th also the host meeting with all the host clubs will be in the afternoon. We have money in hand from 4-Wheel Parts to be a major sponsor, and are looking for a couple more. Sid said the over night run looks like it will be a go; County Line will sponsor the evening meal for the run. Details have not been worked out just yet, several routes are being considered - possibly the group will camp and spend the night at Tri-Pod Flats – no motor homes only tents. Additional help is always needed and appreciated; if your club would like to know more about how they might help, contact Sid or Kelda Hagemeier at: [email protected]. Ways and Means: Chairman Kathy (Frogg) McMains (Hurtin’ Units and Sand Commandos) was not present and did not have a printed report. Please plan to attend the swap meet tomorrow and see what she has available. Also check out the trailer, we fi nally have our advertising (lettering and logo) on it thanks to Luke May (Parliamentarian, Out Door 4X4’s, Doo Wop Ditty and Dirty 13). Sid asked about purchasing additional Trail Jamboree shirts and having them available through Ways & Means. Trail Jamboree has a pre-order for shirts before the event. Discussion followed and Sid was not aware that we had shirts for Trail Jamboree that didn’t have a date on them; they were tan in color and just had the Trail Jamboree logo on them. The pre-order shirts are dated and need to be ordered when you register. Check with Frogg and see if she had any shirts left from previous years. Don Jensen (IAD #1, Sand Fleas and Individual Members Club) said he thought perhaps we should look at having a sweepstakes Jeep. Discussion followed, this was a great PR tool for us and we made good money doing this. Carol Jensen (IAD #2, Sand Fleas and Individual Members Club) agreed to do the ground work for having a sweepstakes Jeep. Luke May said the PNW Logo is now in a complete digital format so you can make it one inch or bill board size whatever you need. Web Master: Web Master Edward Campbell (Dog Pound Off Road) was not present and did not have a printed report. However, he was able to communicate with us by computer (we heard every 3rd word he said). Lots of discussion was held on what we need to give the Web Master and his team to get our new program up and running. With our new sponsorship program sponsors will get a link to their web site, and as an added bonus to get people to bump up from the Platinum and Gold Sponsorships we would offer a banner ad on the front page. Question, do we want commercial advertisements on our Forum; the general consensus of the Board is yes. As we refresh our front page we could have a thank you to our Platinum and Gold Sponsors fade in and out. The Web team will move ahead with this. We have a Board only section on the Forum (moderated only by Edward) and if you cannot access this be sure and let the Web Master know so he can add you. Edward wanted to know if the Board was interested in live streaming these meetings. Discussion followed and no decision was made. If a person posted in the Board members only section an e-mail will be sent to the Board so they can look at it and see if they need to respond. One last question was about the SOP’s since Merrick Graves (High Country Cruisers and Wandering Willys) has been asking about why they aren’t posted on line; well they are ready and will be sent to the Web Master this week, however, after this meeting some changes will need to be made fi rst.Don Jensen said this isn’t a question but rather a statement; we all need to back up our computers. You can purchase an external hard drive quite reasonably. Dan Rheaume (Web Team and Overbored Racing) said that Edward uses his personal computers for the Web site business and if he could have a PNW Computer that would be very helpful and things might not be lost. Edward will put together fi gures on the cost of a new computer and bring it back to the Board for discussion. President Angie said she had appointed Edward as our offi cial Web Master but this is a huge job and cannot be handled by one person, so Dan Rheaume was unoffi cially appointed as the Assistant Web Master. President Angie said she was asking the Board to offi cially appoint Dan as the Assistant Web Master. A motion was made by Rick Smith (Region 3 Director, Sand Fleas and Flat Broke & 4-Wheeling) seconded by Earl Nettnin (Region 4 Director and Desert Rats) that we offi cially appoint Dan Rheaume our Assistant Web Master, motion passed. Parliamentarian Luke May said the Web Master is now 2 positions.

Tri-Power: Editor Ron McDonald was not present and did not have a printed report. Don Jensen (IAD#1, Sand Fleas and Individual Members Club) brought Tri-Powers for the swap meet and business cards for the new members of the Board. The Tri-Power is published 12 times a year. We have lots of the 50th Anniversary issue available, so please feel free to use it. The slick magazine we had hoped to publish for the 50th Anniversary did not happen; we still may publish one down the road. We were very disappointed we did not get a slick magazine for our 50th Anniversary. Special thanks again to Carol Jensen (IAD #2, Sand Fleas and Individual Members Club) for all her hard work on the Anniversary edition.Video Library: Chairman Don Jensen (IAD #1, Sand Fleas and Individual Members Club) said the videos are listed in Tri-Power. Today they have been listed on the Web site under members only.

OLD BUSINESS: President Angie said she had not given out all her President’s awards at Winter Convention. She had plaques for Beth Ayer, Linda Jessen, Jeff Williams and Arlene Brooks. These have now been handed out, thank you very much. The next item of business not on our agenda is Spill Kits. Kira Dominiak (Piston’s Wild) brought 31 fi nished Spill Kits. Kira thanked the PNW for putting up the money for them and she thanked Mona and Randy Drake for getting the ball rolling on this. Discussion followed as to what was included in the kits. There are 3 universal fl uid spill diapers, 2 garbage bags, rubber gloves, PNW litter bag, Tri-Fold, application for membership in the PNW, Tread Lightly info, and information on how to properly dispose of the spill. Kira said she had not used all the funds we had allowed for the project and they were willing to put together additional spill kits to use all the funds, so President Angie had authorized going ahead and doing this. Thank you Kira and Piston’s Wild for doing this. We have several kits available for this week end, and we need to decide how we are going to dispense them. After discussion on disposition of the kits a motion was made by Dorothy Churchill (WA Exe. Director and Cascade 4X4’s) seconded by Dan Morris (Region 2 Director and County Line Off Road) that we give one of the kits to any new member that sign up this weekend at the swap meet and they are available for a $5 donation to everyone else. President Angie said she thought it would be a great idea if we gave one to every rig that is going out on the trail at Trail Jamboree. So we need to have a plan to get things ordered. Angie said if someone would make a motion that we do this, she would work with Kira to order the items and the Spanaway Moonshiners would assemble them for Trail Jamboree. Rick Smith (Region 2 Director, Sand Fleas and Flat Broke and 4-Wheeling) made a motion seconded by Dorothy Churchill that the PNW supply a spill kit to each participating rig at Trail Jamboree to be assembled by the Moonshiners, motion passed. Randy Drake said it would be good if the cover sheet could be on line so we could change the left hand corner to have our club decal on it if we were to make up the kit ourselves, a list of items to be included in the kit are listed on the back of the cover sheet. We need to also say once you’ve cleaned up the spill, “please dispose of the kit responsibly”. We need to talk more about the kits so Angie will talk with PR and Ways & Means and come up with ideas for the June Board Meeting.

Sponsorships: President Angie said the sponsors we have so far are ARB, WARN, RANDY’S RING & PINYON, AND 4-WHEEL PARTS. We are in negotiations with Mile Marker, Advance Adapters and Terra Flex. Angie said she has a list of venders that she is going to send information out to; if you know of a business that might be interested get her the contact information. President Angie thanked Beth Ayer for initiating the fi rst letter and getting the ball rolling.Discussion was opened again on Randy Drake’s informational booklet he has put together on Legitimate Use of Public Lands. Randy said he plans to have 15 copies made hopefully by May or June. Randy said anyone in this room who wanted a copy give him $12 and he would write your name down and be sure you got a copy in this printing. This is just in draft form for now, but is a good reference tool.

ACTION ITEMS:Angie Marek - create letter that would go with pins for honorary members (Kyle Wiebold will make membership cards). Letter, cards and pins are ready to mail. Angie said all past Presidents are honorary members also. Update on Sponsorship Program. ON GOINGEVERYONE- BRING IDEAS ON HOW WE COULD IMPROVE OUR PUBLICATIONS; TRI-POWER, WHO AND WHAT WE ARE AND TRI-FOLDS. STILL ON GOING.

Forrest Dexter (Idaho Exe. Director and North Idaho Trail Blazers) asked about how we could use Tri-Power since he had been told it was just for internal use only. Tri-Power is our educational tool and not just for internal use. We use this as a promotional tool letting people know about our organization. Give a copy to anyone interested in 4-wheeling. Take a copy with you when you have a doctor, dentist or any kind of appointment and leave it there. Copies are sent to DNR people, Forest Service, Region Directors, Associate Members, Sponsors, Board members and every member of the PNW. Forrest thought we should have a publication with just things about us and no advertising. We do have this; it’s called Who And What We Are. Don Jensen (IAD #1, Sand Fleas and Individual Members Club) said he belonged to several organizations that have membership drives. The way it works is called “Get a New Member” and if you sign up two new members you get a free membership for one year. They sell this by saying never pay dues again. Discussion followed. Perhaps when our new program is up and running we’ll be able to think about doing something like this.

STRADDLELINE UPDATE: President Angie said the current status is the running of the park has been awarded to Elaine Darek of Pro moto. She will be signing the contract soon. Angie said she was pretty impressed with her, her motto is “Volume vs. Price” and she is willing to work with us as an individual group to develop packages for our events, she is family oriented and that fi ts in very well with our organization.

NEW BUSINESS:Survey for Class II vehicles - Randy Drake (Oregon Exe. Director, Deschutes County 4-Wheelers and Harney County High Desert Wheelers) said he was looking for direction from the Board regarding the OHV survey he wants to include in his reference book on A Legitimate use of Public Lands. Randy is hoping to get a thousand surveys back in a short time. Randy wants to put this on other Forums also and hopes to pick up information quickly. Randy said copies could be made and given to Region directors to have the delegates fi ll them out at a Region meeting if anyone didn’t want to fi ll it out on line. The big problem is getting them tallied. Randy will work with the Web team to make it available on our Forum and other Forums. Randy will send it e-mail to the Board before sending it out with a deadline to respond.

Clarifi cation on fi nancial statements: President Angie said she is going to work with Trail Jamboree, and the COMP Committee to have a copy of their fi nancial statements sent to our Treasurer so they can be included on a base line in the Treasurer’s report at Fall Delegates and Winter Convention telling how much money is in each account.

SCHOLARSHIP APPLICATIONS: We had fi ve scholarship applications turned in before the gavel dropped at Winter Convention. The girls were Kelsey Mueller Spanaway Moonshiners and Katie Schwisow Desert Rats; boys were Kevin McMains Hurtin’ Units and Sand Commandos, Derek McMainsHurtin Units and Sand Commandos, and Matt Schwisow Desert Rats. The winner of the girls’ scholarship is Katie Schwisow and the alternate is Kelsey Mueller. The winner of the boys’ scholarship is Matt Schwisow and the alternate Kevin McMains. Each scholarship is for $500; letters will be written and sent to President Angie for her signature.

The June Board meeting will be a teleconference meeting, date and time will be announced later. This will be a mid-week meeting.

Fall Delegates meeting will be September 10, 2011 at Rainier, WA hosted by the Rainier Ruffi ans. Free camping at the Sportsman’s club - details will follow.

The December Board meeting will be December 3, 2011 in Longview, WA hosted by Don & Carol Jensen and the rest of the Board. Information will be coming.

The Board has been asked to approve an on going We Did It for Region 6 - Annual Dunes clean-up/430 Road trail maintenance in September and maintaining the new Quack Attack trail. Randy Drake (Oregon Exe. Director, Deschutes County 4-Wheelers and Harney County High Desert Wheelers) made a motion seconded by Rick Smith (Region 3 Director, Sand Fleas and Flat Broke & 4-Wheeling) that we add them to the on going We Did It list, motion passed.

Forrest Dexter (Idaho Exe. Director and North Idaho Trail Blazers) asked if we wanted to have a PNW policy on public land and along those lines he thought we should have a letter from Region 4 regarding the land closure. President Angie informed him that the WA State Director and the Region 4 Director had already written those letters. Forrest had written a paragraph on public land usage he wanted us to consider using. President Angie said we already have a statement to that effect. The travel management plan pretty much states that already.

ANNOUNCEMENTS: Randy Drake (Oregon Exe. Director, Deschutes County 4-Wheelers and Harney County High Desert Wheelers) said when they stopped by WARN to pick up a couple Winches for Creek and Trail and Ground Hog Rock Crawl, he found out something he didn’t know before. You can deal directly with WARN if you have a problem with your winch, you don’t have to return it to the dealership where it came from. You can talk to Ron Hoffman and get a RGA number and send your winch directly to them for repair. This is for warranty work. Earl Nettnin (Region 4 Director and Desert Rats) said he had done that at Trail Jamboree just talking with the WARN representative about the problem and when he got home from Jamboree the part was in the mail waiting for him.

Earl Nettnin (Region 4 Director and Desert Rats) said the handbook Don and Carol Jensen (IAD #1 & #2, Sand Fleas and Individual Members Club) had brought back from the SEAM meeting on Volunteer Trail Patrol help and tips, was passed on to the Trail Watch group and they were very excited to get it also we passed it on to the DNR. We also made copies and passed it out at our Region meeting and told everyone make copies and use it.

Rick Smith (Region 3 Director, Sand Fleas and Flat Broke & 4-Wheeling) had information on the Sand Fleas Rally April 30th deadline to order shirts is April 1st. The fl yer is also posted on the Forum.

President Angie said 4-Wheel Parts are hosting a customer appreciation run March 26th & 27th at Elbe Hills. Jim Putman (The Hombres) said they were going to try and get this on the Web site also.

Forrest Dexter (Idaho Exe. Director and North Idaho Trail Blazers) asked if anyone had ever heard of the magazine called American Trails. Don & Carol Jensen (IAD #1 & #2, Sand Fleas and Individual Members Club) said yes they get the information and they are all trails including hiking as well as 4-Wheel Drive. Forrest asked if this was something we could encourage people to subscribe to – answer yes.June 11th & 12th as PR stated 4-Wheel Parts will be hosting an Indy Jamboree at Straddleline. President Angie said Google Indy Jam on your computers and take a look at what it is, it’s huge this will be Oregon, Washington and Idaho and they will be promoting the PNW in a big way.President Angie said on a personal note 4-Wheel Parts told her that when they were at SEMA and had their big business meeting in all their stores the Indy Jamboree is what everyone talked about nation wide and she was pleased to say that people across the nation were talking about the Spanaway Moonshiners 4 X 4 Swap meet as the swap meet to go to. At Winter Convention they announced that there would be a tool drive by the Eldorado Dust Devils for the Trummert family who lost their 7500 square foot shop in a fi re January 21st. Last night headed by Danny Simonson and many others who had been working on a special project (frame work and body of a new race Jeep) was presented to the Trummerts. Go by the Spanaway Moonshiners booth and see it. It has the word “The Phoenix” on the back of it. Pictures are being taken and an article will be written up with Trummerts permission and printed in Tri-Power stating what the PNW does for each other in times of need. We belong to the greatest organization around.

Passes for the Swap meet were handed out to the Board members. Thank you Moonshiners.

BUSINESS PLAN: Every year we are to review the plan. Diana Stafford (PR, Overbored Racing and Cascade 4X4’s) said she had found a word on page 69 in the fourth paragraph from the bottom that should be changed from decimated to disseminated and on page 70 in the second paragraph from the bottom the word should be changed from recognized to recognize; and on page 71 we need to add that any club in good standing is allowed to use the PNW logo. The changes will be made. Thanks.

Hearing no more Group Gripe or Monkey Business President Angie thanked the Hombres again for hosting the meeting. The meeting adjourned at 3:25 PM and she noted that it was 2 hours earlier than the last meeting. Please turn in your red folders and green name tags.

FEBRUARY 15,’ 11Region3 Director, Rick Smith called the meeting to order @ 7:42 pm. Before fl ag salute and moment of silence, Rick want to passed on some sad news, that an passed member of Flat Broke & 4 Wheelin’ and the Region, Linda Kays, passed away about 3 weeks ago, from heart attack. Linda had been battling cancer for several years. We then had fl ag salute and moment of silence.

ROLL CALL: 11 clubs were present at this evening meeting: Flat Broke & 4 Wheelin’, Hubs In, Mud a Rama, Our Gang off Road, PNW Individuals, Pistons Wild of WA, Pistons Wild of OR, Sand Fleas, Vancouver 4 Wheelers, Dented & Dirty, Cascade Cruisers.

GUESTS: Travis Lowe from Deschutes County 4 Wheelers in Bend, Ore, has moved to the Oregon City area and looking for a club.

Hosting Club: No clubs volunteered. Discussion was held whether or not we will continue the hosting club. Kyle Wiebold made motion that we donate $150 to 4 Wheel parts to pay for the pizza, this was seconded by Marty Tilford, discussion was held, vote was taken and motion passed. Piston Wild of Oregon will host the March. Approval of MinutesMargaret Schiedler made the motion to accept the minutes as printed in the TRI-Power; Kyle Wiebold seconded the motion, voted and motion carried.

Offi cer Report:

Director: Rick Smith: Winter convention, Good time was had by all that attended the hospitality room Friday night. There are new directors for Region 2 and Region 7. Region 2 new Director is Dan Morris, Region 7 new Director is Cliff Hoisington, and he is a member of North Idaho Trailblazers. We have an Idaho State Director his name is Forest Dexter. New program on the web site is starting up were will be easier for the clubs to do their membership and making payments. There is a new comp chair, Dave Taylor, Arlene Brooks choose not to accept nomination for 2011, Dorothy Churchill was nominated and accepted and she was voted in. The measure for dues increase passed. All the comp safety rules passed. Meeting was passed over to Kyle to fi nish some business. Kyle wanted to pass out the 110% awards. Those honored were, Rick Levine for being treasure, Piston Wild Clubs for their work in the Yacolt Burn, Margaret Schiedler for her work as the secretary, Jeff Bowman for his work on Oregon Land Matters, Kira

Dominiak for her work on Washington Land Matters, Tom Fisher for all the work that he does for the Rose Festival, Darryl Manu for his work as the Vice Director.

Treasure Report: Rick Levin was absent, but report was sent to Region Secretary and read at the meeting.

Competition Report: Marty Tilford, Some very important safety rules were passed, Battery Cover, Transmission Shield, Roll Cage, and Drive Line Hoops. These rules will apply for all races and play days. Comp Numbers are being redone. Each family gets 1 number and your numbers stays with you, not the rig. This is for Dues paying members. Summer Convention is being put on by Region2 @ Strandline (which s/b open this year).

Oregon land Matters: Jeff Bowman, No report

Washington land Matters: Kira Dominiak, Naches is closed till after Memorial Day. There was some discussion at Winter Convention at the most recent issue of 4 Wheel Drive magazine. There were pictures of mudding the in area of Washington State and the article about the mudding, it was suggested at Winter Convention that someone my turn some pictures and a story on why mudding s/n be done... Merrick Graves will be the OHV Ranger in the Naches and he states that his focus will be on education and have “Run with the ranger” where he will go with clubs on their runs.Yacolt Burn is still doing stream typing in preparation for building trails.

March Hosting Club: Piston’s Wild of Oregon, Lance Schiedler, and spoke about the club was formed in March of 2009, so that they could work Oregon Trails.

Approval of Minutes: The minutes did not get printed in the Tri-Power last month, due to email change. Karen Ferguson made the motion that they be accepted as printed and Tom Fisher seconded, motion was voted on and passed.

Offi cer’s Report:

Director: Rick Smith went over the information from the March 4 Board of Directors meeting held in Fife, Washington. There were some external hard drive problems for the Trial Jam, as of the Region meeting; there were still some spaces available. The June Board of Director’s meeting will be held via Tele a conference. Fall Delegates meeting will be September 10, 2011 in Rainier Washington, time and place to be determined. December BOD will be held in Longview, Washington. Club information is as follows, Lost 8 clubs in membership, but has gained 4 new clubs to bring associations clubs to 107 active clubs. The HB3147 was discussed. They will be a meeting held on march 25th at the Sheraton Airport Hotel, fi rst form is from 8:30am to 12pm and from 12pm to 1:30pm there is a open house, 1:30pm to 5pm is the second form and you need to be present at the meeting to make your comments known. Jeff Bowman was giving a Certifi cation of Recognition for time and money for the furthing of class 2 in Oregon from Randy Drake

Oregon Land Matters- Jeff Bowman: Talked about the Meeting on 3-25-2011 at the Sheraton Airport Hotel on HB 3147, as stated by Rick in directors report, Forums are from 8:30 am to 12pm, open house from 12pm to 1:30pm and second forum from 1:30pm to 5pm. If you want your comments to be heard you must attend. Jeff gave out a list from TSF of work parties that are up coming in the next few months. There is a work party on 3-19 at 9am Browns Camp. Washington Land Matter- Kira Dominiak: Nothing to report yet, Dorothy Churchill is working closely with Arlene, Most legislation issues are on hold till after March 17th. Director Earl Nettnin (Desert Rats) called the meeting to order at 7:30 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. No guests were present.

MINUTES: A motion was made by Sid Hagemeier (Shindig Wheelers) seconded by Lynn Kirk (Mountain Masters) to accept the February minutes as printed, motion passed.

TREASURER’S REPORT: Secretary/Treasurer Sande Nettnin (Desert Rats) gave the Treasurer’s report. We have no outstanding bills; however, Sande reported that she is waiting to receive the checking account number for the Trail Jamboree account so she can do an electronic transfer of funds that was approved at the February meeting.

COMP: One of our PNW members from Region 2, Jammer Trummert had a devastating fi re at their place that destroyed a 7500 square foot shop and everything in it including a motor home, trailers, 3 Jeeps, tools etc, so a tool drive has been planned as a way to help them. Items can be left at the Moonshiner’s Swap meet March 13th at the Puyallup Fair Grounds. More information can be found on the Moonshiner’s web site http://moonshinersjeepclub.com/swapmeet/swapmeet.htm or contact Kevin Kehrberg 253-312-5114 or [email protected]. A question was asked if the COMP book has ever been on line. Answer – don’t know. That’s a question that can be asked at the Board meeting this weekend.

MEMBERSHIP: Nothing to report at this time.

CLUB POWER/WE DID IT: Gary Harting (Desert Rats) said he had received several patches at Winter Convention.

He received things that were not only for Region 4 so he is sorting things out and needed a little help to fi nd out where he should send them.

JUNIOR JEEPERS: Advisor Gloria Joralemon (Shindig Wheelers) said the kids had designed a new patch that would not be so expensive to have made. Gloria is still checking prices.

TRAIL JAMBOREE: Co-Chairman Sid Hagemeier (Shindig Wheelers) said he believed that registration for Trail Jamboree was fi lled. Sid said the host packets had gone out and he is still looking for a major sponsor. If you know of a business that would like to participate let him know and he would contact them. The t-shirt design is still being worked on. Sid reminded everyone of the clean-up at Jim Sprick Park on April 15-17, he had received a list from the park on what they would like our help with during the clean-up. We will also be serving Hobo Stew at noon so if you want to participate, please bring something to add to the stew – no more than 2 cups and if you are bringing something fresh please have it cut and ready.

WEB SITE: No comments were made on the PNW’s web site.

PR: Kelda Hagemeier (Shindig Wheelers) has gone to work full time but she is still our PR person so if you need to have something advertized get it to her and she will take care of it.

LAND MATTERS:Doug Conner (Roamin’ Chariots) there has been a lot of use at Juniper Dunes and more expected as the weather improves. Doug said he plans to invite BLM Ranger, Dave Gibbins who patrols at Juniper Dunes to attend our next region meeting in Pasco. We need to be aware of the pending Resource Management Plan that will affect Juniper Dunes. There should be more information and meeting notices soon and they will be posted on the BLM’s website at http://blm.gov/or/districts/spokane/plans/ewsjrmp/index.php.

Ron Rutherford (Jeepin’ Nomads) reported on the Wenas, Ahtanum and Rim Rock areas. Ron said the Wenas was closed for their winter closure; a meeting is coming up the second week in April to discuss what’s been happening during the last 6 months. The Ahtanum Forest – things are pretty quiet for now however, they did have training for the Ahtanum Forest Watch dealing with radios. Basically it was a general training on radio courtesy and how to handle emergency situations, which channels to avoid during fi res etc.

Director Earl Nettnin reported that he had received information from FEMA on the proposed re-route of the A3000 road. Letters have been written stating we are in favor of this project.The Legislature is still mulling over imposing a user fee (Access Pass) to keep recreation areas open and accessible – this is still in committee and nothing has been passed yet. On their schedule of events March 7th was the last day to consider bills in house of origin.

Clay Graham (Yakima Kittitas Forest Watch) reported that Beverly Dunes is open. A clean-up is planned for May 7th.

A point of interest from the Legislature – as of February 24th the NOVA committee was reinstated. So money is available for grants. Several agencies have requested support letters.

Earl reminded everyone that belonging to CLOUT is a great way to get a heads up on what’s happening in the Legislative session in your area. They send alerts when urgent action is needed. Everyone present indicated they had signed up for it.

Bald Mountain is in the hands of the legislature. Nothing new to report.

TWIG MEETING REPORT:Letters of support are needed for RCO NOVA applications by March 15th. Send to Sue Ranger and Jacquie Beidl. [email protected] or [email protected]. Letters are needed for Naches District OHV Rangers 2011-12 (Project #11-1158) Naches Motorized Trails M & O 2011-12 (project #11-1159) Naches Developed and Dispersed M & O 2011-12 (Project # 11-1160) and Pyramid Trail 941 Bridge Replacement (Project #11-1176). Be sure to list the project number in your letters. Discussion followed on the impending Memorial Week-End closure. Irene Davidson District Ranger has pretty much made up her mind that all trails will be closed until after Father’s Day week-end - the closure will be for everyone except hikers. Letters can be sent to her by Friday March 11th, but it looks like it’s a done deal. The Back Country Horsemen are very upset and have sought legal advice as to what action they might take. Irene indicated that she had received opposition from only one person and that was Ron Rutherford. After much discussion, Earl will draft a letter to her stating that Ron is our representative from the PNW representing several clubs who oppose this closure. The next TWIG meeting will be April 12th because Irene Davidson cannot make the regularly scheduled meeting April 5th, and she is in control.

This change affects us because that’s our Region meeting night, so several members who would be at the region meeting will be at the TWIG meeting representing our interests.

Glass Angel project is up for public review the end of this month.

Tieton ORV Access – nothing to report.

Word has been received that the U.S. Forest Service has come up with a nation wide forest planning rule; they are hosting public forums on the proposed Planning Rule in two locations in the North West. The fi rst one will be March 23rd in Seattle Washington at the Sheraton Downtown Seattle Hotel from 1:30 – 5 PM followed by an open house from 6 – 8 PM and the second one will be March 25th in Portland Oregon at the Sheraton Airport Hotel from 8:30 AM – 12 NOON and from 1:30 – 5 PM, with an open house from noon to 1 PM. People will be on hand at both meetings to explain and answer questions about the proposed Forest Planning Rule.Lynn Kirk (Mountain Masters) commented that the Cross Country Skiers want to shut down all trails in the Haney Meadows and Blewett Pass areas that have been groomed for Snowmobile use because the snowmobiles make to much noise and have messed up their area to ski on. Discussion followed on encounters with snowmobilers. Clay Graham (Yakima Kittitas Forest Watch) said he and his club had encountered snowmobilers in the Colockum area on green dot roads who were not friendly and wanted to see them ticketed.

OLD BUSINESS:WOHVA Rally – had pretty good attendance even though the weather was bad.

Winter Convention business – the $5 dues increase passed so PNW dues will be $40 starting in 2012 for member families and individual members. Earl presented awards to the following that were not present at Winter Convention: Ron Rutherford and Doug Conner awards from Arlene Brooks outgoing WA State Executive Director for their work as land coordinators. Earl gave 110% awards from him to Ron Rutherford, Doug Conner and Clay Graham as a “Thank You” for their efforts this past year in Region 4. A Trail Patrol Booklet handed out at Winter Convention was passed out. Feel free to copy and distribute to everyone to use as a way to report illegal use and improper user ethics.

NEW BUSINESS:It’s time to renew our membership in Blue Ribbon. Sid Hagemeier (Shindig Wheelers) made a motion seconded by Josh Wesselius

(Ridgerunners) that we pay dues of $100 to Blue Ribbon, motion passed.

SEMA Alert – Earl shared information on a bill in Oregon that reintroduces a bill to limit suspension/tire alterations etc. This bill if passed would severely limit vehicle suspension, body lift and wheel/tire alterations, on bumpers elevated more than 3 inches over the original manufactured bumper clearance. This would ban any altered vehicle; if it didn’t come from the factory it’s illegal.

CLUB REPORTS:Yakima Kittitas Forest Watch: Clay reported they went on the Colockum Road and encountered some Snowmobilers, last Saturday they went up to the LT Murray Wild Life area it was real muddy down below and up on top snow. A clean-up is scheduled at the Slab in Zillah March 26th. Some are attending the Moonshiners Swap meet this weekend in Puyallup.

Mountain Masters: not much going on, some will attend the Moonshiners Swap meet this weekend in Puyallup, they are planning a spring clean-up the end of May in the Birch Mountain area and possibly another area. They are working on rigs.

Jeepin’ Nomads: nothing to report just waiting and writing letters.

Shindig Wheelers: preparing for a big season and bowling.

Ridgerunners: pretty quiet, some going to the Swap meet in Puyallup this weekend.

Roamin’ Chariots: had a luncheon get together with the Jeepin’ Nomads family and friends at Sea Galley in Union Gap to visit and plan future functions.

Desert Rats: had a pizza night on February 25th had a good turn out about 25 people. We are hammering out details of a Rubicon Trip in September with the Wine Country Rock Crawlers. Had a camping/fi shing trip planned March 4th but it was canceled due to extremely bad weather – cold and snow and the lake frozen over; this has been rescheduled for the end of this month. Some are going over to the swap meet in Puyallup this weekend.

March 5, 2011Delegate Meeting Minutes

Umpqua Valley Timber Cruisers hosted the March 5, 2011 Region 6 Delegates meeting that was called to order by Alan Paulson Region 6 Director at 4:35 p.m. The Pledge of Allegiance, a Moment of Silence, the Reading of the PNW Code,Hosting Club Statement and introduction of guests began the proceedings.

Alan and Region 6 would like to thank the club Ruff Country for hosting the morning’s run. Twenty-one rigs joined in the trek through the coastal range. Great job Ruff Country-thank you! Chili feed after the run everyone is welcome thank you X-tremeOffroaders 4x4 Club and Umpqua Valley Timber Cruisers.

Minutes and treasure’s report were accepted as presented. Region minutes may be found in the Tri-Power and are sent to each club via the United States Postal Service. Alan expounded on the Treasurer’s report as a matter of courtesy to the newer members of our delegation.

Randy Drake gave us an update on the Oregon State Director’s travels. The OHV-Plan is being implemented. He is in search of any persons with an active e-mail account that wishes to be disclosed of actions being taken by agencies and legislator in Oregon. The current House Bill 3147 is an example of an issue that needs a letter writing campaign against it.

Committee Reports:Land Issues: Steens Mountain Advisory Council/Southeast (Dan Haak) Due to weather Dan and Ann were unable to attend.

Land Issues: Central (Randy Drake) Prineville BLM, Deschutes National Forest and all affi liates seem to be in waiting for funding status. We have

written letters of support for funding for each project we thought pertinent to Class II.

Land Issues: Southwest (Alan Paulson) The Timber Companies and agencies are continuing talks with the OHV communities. Riley Ranch access to the beach was a topic of concern and several have made note to check if this is a reality.

Land Issues: Eastside and McGrew Trail (Larry East) Rogue River-Siskiyou National Forest is preparing to re-introduce its Travel Management Plan in which the McGrew Trail winds. The agency has issued a promise for the Creek’ n Trail permit.The Fremont-Wimena Forest is situating to initiate Phase II meetings of motorized and non-motorized users. The forest is moving at governmental speeds.

Land Issues: South-central (Steve Roach) Steve had family time and sent a report: nothing new in the Modoc.Membership Update: (Alan Paulson) XtremeOffroaders 4X4 Club is Region 6’s newest club. Congratulations XtremeOffroaders. Welcome to the Pacifi c Northwest 4Wheel Drive Association and to Region 6.

Ways and Means: (Chair-Gaileen Paulson) Thank you Gaileen for making Ways and Means available to the membership.

Old Business:

The 30th Annual Creek’ n Trail:• Rouge-Siskiyou

Forest has given the okay for Region 6 to apply for the permit for the 30th Annual Creek’ n Trail.

• Set up of canopies and food preparation for Saturday’s dinner and surveillance of equipment is needed for Friday night and Saturday morning June 17-18.

• Remember if you do not run the trail, you do not pay the fee for the event.

• Alan plans being at O’Brien Friday night.

• Strawberry Hill has volunteered for the raffl e duties and Sunday morning’s breakfast and clean up.

• Pat McGovern and crew volunteered to cook the Saturday evening meal.

• Volunteers to serve dinner and cleanup are needed.

• Alan will do the buying of staples and supplies for the cook trailer.

• Breakfast is pancakes, scrambled eggs and ham. Dinner coordinators supply Alan menu or

grocery list. • May 7th9:00 a.m.

Club Reports:Deschutes County 4 Wheelers activities were reported by John Zigler. There have been many snow runs this year. Preparations for Groundhog Rock Crawl the event are being made. The annual Moonlight Run is led by John Z. March the 19th. Edison’s opening run will be around the fi rst of April if the snow allows.

Harney County High Desert

Wheelers have put away the club dues and charge only the PNW’s fee to belong to their group. The depressed economy prevails.

Strawberry Hill 4 Wheelers have signed a contract with the agency to adopt “Noonday Trail”. Rick Horner has

initiated the adoption and we applaud him and Strawberry Hill for their efforts.

XtremeOffroaders report at least one or two runs a month with new members and new prospects with 31 families on their rolls.

Umpqua Valley Timber Cruisers admit to living the good life wheeling and family taking preference.

Ruff Country led the great morning run prior to the meeting. The club is busy with racing chores and family matters. June 24/25 ish the Looking Glass Races will resume if the property stays available.

Santiam 4 Wheelers were missed by all.

Since winter convention Region 7 has been transitioning to a new director and staff and is working on a new date and time and location to hold region 7 delegates meeting which will resume in April.

Land DevelopmentsUSFS Region 1 Forester will be holding three public forums planned in the Northern Region to present the proposed planning rule for the National Forest System. The purpose of the public forums is to increase understanding of the proposed planning rule and provide an opportunity to ask questions. Information on the proposed planning rule and draft environmental impact statement will be presented.

Forums will be held in:Coeur d’Alene, ID, March 21,1 – 4 p.m. at the Idaho Panhandle Nat. Forest HQ., 3815 Schreiber Way. (Note: The ongoing forest plan revision efforts on the Idaho Panhandle and Kootenai National Forests will not be affected by the proposed planning rule.)

Missoula, MT, March 22, 1–4 p.m. at the Holiday Inn Downtown at the Park, 200 S. Pattee St.

Billings, MT, March 22, 2–5 p.m. at the Custer National Forest Headquarters, 1310 Main St.Brian Dun President of a local ATV group has been working with Greg Hetzler with the Forest Service on the travel plan for the Sandpoint/Kaniksu Forest. I will keep you posted as more develops.

Events:2011 North Idaho Trail Blazers Cabin Fever Run, Saturday April 16th in Pinehurst, Idaho. Cost is $50 per vehicle (preregistration is required prior to advent) and that includes a day of 4 wheeling and two meal tickets. NEW PNW4WDA SPONSORSHIPAt the Board of Directors meeting in December the board adopted a new Sponsorship Program for the Association. This program will help us as we continue to move forward. Due to contractual obligations we had to wait until January 1st, 2011 to start contacting vendors. We have had a wonderful response and I look forward to presenting our sponsors so far at Winter Convention. Listed below are the four levels of sponsorship. Sponsorship Options

Bronze Level-For $1000.00 annually, you will receive an Association Membership to the Pacifi c Northwest 4 Wheel Drive Association, a running quarter page ad in Tri-Power, a plaque recognizing your involvement with the Pacifi c Northwest 4 Wheel Drive Association and a link on our website to your business.

Silver Level-For $1500.00 annually, you will receive an Association Membership to the Pacifi c Northwest 4 Wheel Drive Association, a running half page ad in Tri-Power, a plaque recognizing your involvement with the Pacifi c Northwest 4 Wheel Drive Association and a link on our website to your business.

Gold Level-For $2000.00 annually, you will receive an Association Membership to the Pacifi c Northwest 4 Wheel Drive Association, a running full page ad in Tri-Power, a plaque recognizing your involvement with the Pacifi c Northwest 4 Wheel Drive Association and a link on our website to your business.

Platinum Level-A customized sponsorship package will be developed to fi t the needs of your company. Other options can include major sponsorship in some of the Associations events as well as additional advertising opportunities.
