Adoption Of AgendaPresident Daley advised there are two addendums to tonight’s agenda. She asked for a motion to adopt the agenda.

Motion was made by Ms. Montaño and seconded by Dr. Rosenbaum to adopt theagenda with the addendums. With four (4) Yes votes and one (1) Abstention, theagenda with addendums was adopted by all Board Members present.

PERFORMANCE OF EXCELLENCEThe Superintendent called everyone’s attention to the artwork displayed in the Auditorium. The artwork was created by students at Mott, Monument and Wilson Elementary Schools in collaboration with the Princeton University Art Museum. Art Teachers responsible for the showcase are Ms. Denise Smith from Wilson, Ms. Kathryn Hurlman from Monument and Ms. Susan Kiley from Mott.

Principal Elizabeth Ramirez proudly presented the Dunn Middle School Concert Band and Jazz Quintet Ensemble. Under the baton of band director Mr. Nathan Cohen (a recipient of the Governor’s Teacher of the Year Award), students performed Oye Como Va, Killer Joe, Mercy Mercy Mercy and Feels So Good. Additionally, on July 25, the Dunn Middle School Jazz Quintet has been invited by VH1 to perform in The Hamptons for many donors, celebrities and musicians.

BOARD COMMENTS ON PERFORMANCEPresident Daley said the students performed excellently, and they represent the many talents that Trenton students have. She felt that our students’ excellence should be highlighted frequently.

SPECIAL RECOGNITIONThe Superintendent welcomed the TCHS Main Inspirational Choir, who won four firstplace awards at the Music in the Parks national competition:

Most Outstanding Overall Choir of the Competition Award Most Outstanding Soloist (second year in a row) – Jaquan Colvin Esprit De Corps Award – this is a “non-musical” award that honors the

ensemble that best exemplifies respect, devotion and enthusiasm for their fellow competitors.

Students were presented with certificates in recognition of their achievements. Ms. Adrienne Hill, Vice Principal of the Visual & Performing Arts Academy, stated that the experience of watching the development of the students was amazing. She saidthe trip was a labor of love, and she is very proud of their achievements. Students Andrew Holt, Brian Kelly and Jhaneile Jackson spoke about the trip from the students’ viewpoint. Choir Director Mr. Gary Taylor thanked the entire Trenton community for their support. He expressed gratitude for the opportunity to serve the students for over 23 years. He said that never in his history in Trenton has the Choirwon all four major awards.

Ms. Montaño said the students’ talent is superior, and she is most proud of the EspritDe Corps Award. She said the students have made Trenton proud, and they will continue to be successful. She thanked them for their dedication and commitment.

PUBLIC PARTICIPATION – AGENDA ITEMS ONLYMs. Livonia Mitchell, an engineer at Schlumberger Oil Field Services, provided the Board with information on a program they would like to bring to the District.

SUPERINTENDENT’S REMARKSSuperintendent Durán briefly discussed the Youth Summit held on April 12. Student participants reported to the Board on the successes of the day’s program, along withstudent feedback (handout attached). A highlight video of the Youth Summit is available through the District website.

The Superintendent reported that the President of the Student New Jersey Education Association (SNJEA) at The College of New Jersey has reached out to the District to build a library at Rivera Middle School.

Dr. Durán reminded the public of the next monthly SDA Board Committee meeting, scheduled for Tuesday, July 8 at 5:00 PM in the Angelia Ellis Auditorium at the Administration Building. He also invited all to attend the second annual Music and Arts Festival the following evening.

BOARD MEMBER COMMENTSMs. Millington stated she had received an email regarding transportation to after school programs for disabled children. She said that for years, this service was provided; but now families are being told that their student(s) can only be dropped off at home. Ms. Millington said that the student’s IEP will indicate where to transport them after school, and the District needs to make accommodations for

these students. Ms. Howard responded that there has not been a policy change, and the District transports students according to their IEPs. She stated she will discuss this with Ms. Patricia Mazzuca, Interim Assistant Superintendent for Special Ed, to ensure that transportation information is accurate.

Ms. Montaño complimented the Superintendent for including the student presentation on the Youth Summit in his remarks to the Board. She said the presentation was flawless, and she hoped this can become a yearly occurrence to highlight the positives in Trenton.

Ms. Montaño said there was a newspaper article this week regarding the revival of the Gifted and Talented program. She expressed pride in the role the Board took in promoting the program.

Ms. Montaño discussed the importance of public participation in the monthly SDA Board Committee meetings. She also asked for a status update, recalling that the Board had requested a specific staff position reporting directly to the Superintendent on a monthly basis. Dr. Durán asked State Monitor Dr. Les Richens to respond. Dr.Richens stated that the RFP as he understood it was for a construction managementcompany to supervise the TCHS Main project, and the SDA will be doing this. He said he is working on getting a job description for an individual to be hired, and he will share this with the Board. He stated that this could be a person already on staff, adding that candidate interviews will be held with a committee of the Board. Dr. Richens said a recommendation will then be made for an individual to be on site to raise the Board’s questions and concerns, and to provide subsequent status updates.

At this time, Superintendent Durán welcomed new Board Member Mr. Peter Heredia. Mr. Heredia stated that he looks forward to working with everyone on meeting the challenges of the District. Ms. Daley also welcomed Mr. Heredia and said it is nice to have another parent on the Board. Mr. Heredia said he is very passionate about education, and he particularly enjoyed the musical presentations this evening.

PRESENTATIONS TO THE BOARDMr. Durán stated he is very pleased to have the Progressive Science Initiative and the Progressive Math Initiative in the District. He welcomed Ms. Rosemary Knab from the New Jersey Center for Teaching & Learning to discuss the program in more detail (handout attached).

Ms. Denise Holguin and Ms. Francesca Sohl from ARAMARK Education presented onthe Dinner Program in the District (handout attached). The Board had the following questions and comments:

Ms. Millington called the Board’s attention to Curriculum Item H. She asked if there is a reason why the first evidence collection is separated for 3-12 Special Ed students. Ms. Lucy Feria, Chief Academic Officer, responded that the assessment for Special Ed students is in alignment with when the State does assessments. Also, the Scholastic Math Inventory and Scholastic Reading Inventory are given up to 9th grade for General Ed students but up to 11th grade for Special Ed students. This is due to the student’s IEP.

Ms. Millington called the Board’s attention to Curriculum Items E and J. She stated that according to a recent article in the newspaper, the State may be proposing major changes to Science and Health/Phys Ed guidelines. Ms. Feria responded thatshe has not seen this article, but the District’s Phys Ed curriculum and assessments have been aligned to the Common Core State Standards. She said this work was started last year, and it continues with Professional Development and updating the standards. She added that there will be major changes to Next Generation Science,and this will be updated by Curriculum writers. The Superintendent added that Item E is specific to helping Health/Phys Ed teachers develop appropriate Student Growth Objectives. Any changes made will be reflected in the Curriculum.

Ms. Montaño asked if the policies worked their way through the Policy/FACE Committee with full discussion. Ms. Smallwood-Johnson, Executive Director for Legal and FACE, stated that the first reading is tonight, with the second reading scheduled for the June 23 Board meeting. She said the policies were taken to the Policy/FACE Committee, and they are pursuant to the NJ TEACH regulations.

The Danielson Group will provide intensive two-day training for new administrators, and an advanced one-day refresher course for veteran administrators. The Foundation of Educational Administration will work with teachers and establish where assessment fits into the learning cycle. Teachers will identify evidence to measure student growth in the SGO process.

f. Resolution to Collaborate with the Trenton Public Education Foundation

BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution to Collaborate with the Trenton Public Education Foundation (TPEF) in support of Robotics after school programs for the school year 2014-2015 at no cost to the Board. The TPEF will provide funding to cover after school program costs for LEGO Robotics and FIRST Robotics programs, with the exception of teacher stipends, at the following schools: Robeson Elementary School, Hedgepeth Williams Middle School, TCHS Main and the Ninth Grade Academy.

g. Educational Services Contract – Teachscape, Inc. Danielson Certification Annual License

BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for an Educational Service Contract with Teachscape, Inc. for the Danielson Certification Annual License for the school year 2014-2015 at a cost not to exceed $8,379.00. The program is a self-paced online solution for training, assessing and maintaining observer proficiency when applying the Framework for Teaching evaluation instrument to teaching practice. All Administrators will complete the modules and score proficient on the assessment.

BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for Professional Development for Health and Physical Education Teachers on June 27, 2014 at a cost not to exceed $7,488.00. b. Resolution Authorizing Archway Programs to Continue Providing Lunch to Students with Disabilities for 2014-2015

BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools hereby authorizes Archway Programs to continue providing lunch to students with disabilities for the 2014 – 2015 school year. Archway Programs will not charge the families of students with disabilities for the meals it provides, or apply for reimbursement from the Child Nutrition Program, and the cost of the lunch will continue to be included in the school’s tuition from September 2014 to June 2015.

It is required that individuals be trained in Mental HealthFirst and or Youth Mental Health First Aid. By implementing this program, the federal office of Substance Abuse and Mental Health Services Administration (SAMHSA) expects to achieve an increase in the mental health literacy of adults who interact with school-aged youth and increase awareness of mental health issues among school aged-youth. The grant will be submitted to the U.S. Department of Health and Human Services- SAMHSA, CFDA #93.243.

n. Resolution to Apply for a School Climate Transformation Grant – Local Education Agency Grants Program (Federal Grant Program)

BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution to Apply for a School Climate Transformation Grant – Local Educational Grants for 2014-2015. The School Climate Transformation Grant Program provides competitive grants to local educational agencies (LEA) to develop, enhance, or expand systems of support for, and technical assistance to, schools implementing an evidence-based multi-tiered behavioral framework for improving behavioral outcomes and leaning conditions for all students. Under the absolute priority, the LEA must implement multi-tiered

o. Resolution to Apply for a Project Prevent Grant (Federal Grant Program)

BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution to Apply for a Project Prevent Grant for 2014-2015. Project Prevent grants will enable local educational agencies to increase their capacity to identify, assess, and serve students exposed to pervasive violence, helping to ensure that affected students are offered mental health services for trauma or anxiety; support conflict resolution programs; and implement other school-based violence prevention strategies in order to reduce the likelihood that these students will later commit violent acts. The grant will be submitted to the U.S. Department of Education, CFDA #84.184M.

PUBLIC PARTICIPATION – GENERALThe following people spoke on the issue of transporting Special Ed students to places other than their own homes: Nicole Whitfield, Rickeema Potter, Kowana Moore and various students.

Mr. Algernon Ward spoke about the Farewell to TCHS Main held the previous weekend. He also discussed returning the vocational training program for students at TCHS Main.

BOARD RESPONSE TO PUBLIC COMMENTSMs. Montaño asked the Superintendent to speak about the discussions regarding a vocational program at TCHS Main. Mr. Durán said that after the last SDA Board Committee meeting, he was asked to look at transportation, recruitment, knowledge base, plans for 8th graders to attend the Mercer County vocational program, data to indicate where vocational careers are, and the application process with the State. He said he has begun this work and will have a report for the Board.

Ms. Millington thanked the Board and the District for sending her to the Fourth Annual New York City Special Education Conference on June 3 and 4. She provided the Board with copies of information gleaned from the conference. The firstday of the conference was an all-day workshop on Federal Special Education Law. Other sessions Ms. Millington attended focused on motivating and building resiliencein every student, and supporting team outcomes in co-teaching.
