Recommendation No. 1 – Minutes

The Transportation Advisory Committee recommended that the minutes of October 31, 2011

be adopted as circulated.

COMMUNICATIONS

Recommendation No. 2 – BC Transit Review

The Transportation Advisory Committee recommended that the correspondence dated October

26, 2011 from Honourable Blair Lekstrom, Minister of Transportation and Infrastructure,

regarding BC Transit Review be received.

Recommendation No. 3 – BC Ferries Traffic Figures October 2011

The Transportation Advisory Committee recommended that correspondence dated November

10, 2011 from Jakob Knaus regarding BC Ferries Traffic figures October 2011 be received.

It was noted that Barry Cavens is the new chair of the Southern Sunshine Coast Ferry Advisory

Committee. Alternate Director Clegg advised that the Ferry Advisory Committee chair group

would be going to Victoria this week for three meetings: with the Ministry staff, with Minister

Lekstrom, and with BC Ferries. The focus would be fares and recommendations in the

Commissioner’s report. Alternate Director Clegg said that the decline in ferry traffic likely

was due to a number of factors – including fare increases.

Director Nohr reported that Regional District chairs also would be meeting with Minister

Lekstrom within the next few weeks regarding the Commissioner’s report, and hoped to see the

Premier at the same time.

Director Mauro emphasized that he was confident some of the decrease in ferry traffic was

related to the increase in fares, and requested that the Ferry Advisory Committee make clear

at their meetings that it is a downward spiral.

Alternate Director Clegg noted that Route 13, Keats/Gambier, had the largest percentage of

traffic decline in the whole ferry system.

Recommendation No. 4 – Correspondence – Hopkins Road Concerns

The Transportation Advisory Committee recommended that the correspondence dated January

16, 2012 from Mark Hiltz, Chair, West Howe Sound Community Association, regarding

Hopkins Road be received.

Director Turnbull said that Hopkins Road, which is used by emergency services to evacuate

patients transported by boat, is crumbling away on both sides. Signs had been placed saying

‘no parking’. She noted that there was no parking provided for the nearby Hopkins dock, an

issue at all of the SCRD docks.

Mr. Legault announced that it had been difficult to obtain asphalt recently as B A Blacktop, the

only asphalt producer on the Sunshine Coast and with a new owner in France, had closed

down from December to March this year. Capilano Highways has had to use cold fill. The

paving of Hopkins Road would be placed on a budget for next year. Mr. Legault discussed

logistics related to the site and its use. He thought it would be necessary to place no parking

signs in this area and discuss enforcement with the RCMP.

It was thought that people who parked vehicles in the area were from Keats and Gambier. Ms.

Clegg noted that BC Ferries had offered cheap ($20/month) parking on the overflow parking

site last year that had received little uptake.

Recommendation No. 5 – Correspondence – B A Blacktop

The Transportation Advisory Committee recommended that a letter be sent from the Chair to

B A Blacktop Limited voicing the Board’s concerns regarding the availability of asphalt.

Recommendation No. 6 – Alternative Transportation

The Transportation Advisory Committee recommended that the following items be received:

Email from Martin Prestage, TraC President and TAC Cycling Advocate, dated

February 16, 2012, regarding Transportation Choices Sunshine Coast Society (TraC)

Staff Report entitled “Alternative Transportation Advisory Committee – Staff Support”

Mr. Prestage announced that the society plans to increase board membership and do a

membership drive soon. The society had received bike racks recently from a Lower Mainland

company that they wished to install on the coast.

Director Shugar suggested the proposed budget to support an Alternative Transportation

Advisory Committee could be pared down, and thought that provision of secretarial support

and meeting room space could be something that could be included in the budget. The

director’s concern was to ensure that the group would be listened to in a concerted way, so it

isn’t an outside group begging for attention, and that they would have some status.

Director Nohr said that the society has input because there is a representative on the

Transportation Advisory Committee. It was agreed that once the society has started and

determined its needs, it could come back with a proposal.

Recommendation No. 7 – Transportation Choices Sunshine Coast Society

The Transportation Advisory Committee recommended that the Transportation Choices

Sunshine Coast Society be asked to be prepared to report on their progress at a fall meeting of

the Transportation Advisory Committee, so that any financial decisions can be made prior to

the 2013 budget process.

Director Shugar had received two emails on the topic of an accident at Cedar Grove across

from the former Anglican church. Concrete barriers were dislodged. Both people were asking

for something to be done to provide increased safety: reflectors on the barricade, and

relocation of the barriers to the car side of the bike path.

Mr. Legault stated that reflectors would be placed on the barricade tomorrow. He had

arranged for a District Engineer to review the situation.

Director Shugar asked Mr. Legault if it would be possible to place crosshatching on the

pavement to address the parking that tends to occur outside the Roberts Creek Fire Hall on

Roberts Creek Road. Mr. Legault replied that he would look into this.

Recommendation No. 8 – Roberts Creek Road Concerns

The Transportation Advisory Committee recommended that the following items of

correspondence be received:

Impediment on Public Road Right-of-Way (Elphinstone Avenue)

Mr. Legault reported that a concrete retaining wall had been built on the Elphinstone Avenue

right-of-way. The Ministry had issued a letter to the owner with a deadline for removal of the

retaining wall.

Recommendation No. 9 – Impediment of Public Road Right-of-Way

The Transportation Advisory Committee recommended that the verbal report from the Ministry

of Transportation and Infrastructure Area Manager regarding the impediment on the public

road right-of-way on Elphinstone Avenue in West Howe Sound be received;

AND THAT this topic is placed on the next Transportation Advisory Committee agenda.

Bike to Work Week 2012

Mr. Stroman gave an overview of participation in the Bike to Work Week in 2011 and provided

an update on plans for Bike to Work Week this year. He noted there were lots of opportunities

to educate and inform youth, and for synergies between the Ministry of Transportation and

Infrastructure, Capilano Highways, Transit, Parks and Recreation, Planning and the School

District. Funding has been received from the Credit Union; promotional materials will go out

to other agencies and organizations. A coordinating meeting is scheduled in March. Mr.

Stroman hoped to see opportunities for the unfolding of a succession plan and the engagement

of community groups.

Recommendation No. 10 – Bike to Work Week 2012

The Transportation Advisory Committee recommended that the staff report on Bike to Work

Week 2012 be received.

It was noted that recently the SCRD Parks and Recreation Division had received 25 bike racks

for the cost of shipping. Mr. Prestage pointed out that maintenance is required.

Recommendation No. 11 – Bike Rack Installation

The Transportation Advisory Committee recommended that SCRD Parks staff coordinates

with Martin Prestage of Transportation Choices Sunshine Coast Society to make sure that

installation of bike racks is done in a coordinated fashion;

AND THAT Parks staff checks to see if there is any liability if bike racks and lockers are

installed on community property.

Crossover between Roberts Creek Road and Post Office Parking Lot

Recommendation No. 12 – Crossover between Roberts Creek Road and Post Office Parking

Lot

The Transportation Advisory Committee recommended that the report from Mr. Prestage

regarding the crossover between Roberts Creek Road and the Post Office parking lot be

received.

Recommendation No. 13 – Curb at Roberts Creek Post Office Parking Lot

The Transportation Advisory Committee recommended that Planning staff determine the cost

to replace the curb at the Roberts Creek Post Office parking lot prior to paving, to address

bicyclists’ concerns, and if there is Gas Tax funding available for that work;

AND THAT this is acted on immediately;

AND FURTHER THAT this be referred to the Infrastructure Services Committee of March 1,

2012.

Mr. Prestage mentioned that a member of the public suggested that a link to the

Transportation Advisory Committee agenda be posted on the SCRD website.

Director Nohr inquired of Mr. Legault regarding the Merry Island Esplanade and a stop sign

in Welcome Woods.

Mr. White commented on the intersection at Gibsons Way and North Road, noting that the

School District continues to hear concerns from parents. Mr. Legault said the Ministry had

provided funding to the Town of Gibsons to handle the arrangements to have signs installed,

the island reconstructed, and the crosswalk moved. Mr. White said he would follow up on this.

Mr. Legault reported on the second phase of Sechelt shoulder widening project, for which

Capilano is the contractor, and which is scheduled to be completed in April. The budget is

roughly one million dollars. There will be a paving project in Halfmoon Bay on Redrooffs; the

northern start of the paving is to be around where the creek runs underneath Coopers Green.

The Redroofs Road-Highway 101 intersection will not be part of this project.

Mr. Paris reported that Capilano Highways has started its sweeping program.

Director Turnbull inquired about the possibility of developing a bike path on the highway in

the Chekwelp Reserve area. Mr. Legault indicated that the Squamish First Nation would only

need to speak with his office regarding the highway access.

Alternate Director Clegg reported that Transport Canada, which owns the New Brighton dock,

did an inspection recently; they brought divestiture representatives with them, and plan to

schedule a public meeting on the island to gauge the thoughts of the community on divestiture.

Ms. Clegg announced that Langdale float was still not open to the public. Mr. Sagman said

that he had been exchanging emails with BC Ferries and that the float was ready to go and BC

Ferries were ready to go ahead with the agreement.

Director Lutes inquired about the possibility of the West Sechelt bus coming through Heritage

Road and down Trail Avenue. Mr. Sagman said that some paving would need to be done, and

that it could be a possibility in the future.

John Hird said SpeedWatch has been focusing on school zones. Upon request by RCMP, they

looked at Cemetery Road, where there is low volume but some drivers are using as a high

speed route, some exceeding 70 kilometres per hour; RCMP recorded speeds over 80

kilometres per hour.

Regarding reference to the number of accidents happening in the area of the entrance to Cliff

Gilker Park, Mr. Legault said he would request that the District Engineer look at this.

I acknowledge that there were some disagreements about some of the statistics that were mentioned, but one thing that we can all agree on is that the majority of the people moving to the Sunshine are going to be over 65; what the exact percentage is may not be the major concern. Of course we clearly welcome people of all ages to the Sunshine Coast and if we make a decision that we want to put an emphasis on our community as a retirement community, then we need to plan for that and spend our tax dollars on the appropriate economic development. But I do believe that some, if not most of us, would also like to see our children and grandchildren, among other groups of younger people, having the opportunity to work and live on the Coast. The main reason we have difficulties attracting young families to the Coast is a profound lack of employment opportunities. We can study that and discuss it and again bring in the consultants as we have done so often in the past, or we can ask our government representatives to make a fundamental change that has been long needed. Moreover, it will obviously enhance our chances for success if we speak with a single voice for the entire Sunshine Coast. Why a realtor is concerned that as we move through life we change our housing needs? If we don’t have young people buying family homes that seniors are now selling, how will those seniors buy the condo or the smaller rancher they now need to better suit their lifestyle? We all know that the Sunshine Coast is an affordable alternate location to the Lower Mainland for accommodation. We all appreciate that the Coast has developed and provided amenities and services that are attractive to families and workers, including workers who commute to Vancouver. So let us all lend our support to the following proposition. Send this resolution to your local councils and government representatives to show your support for an age-balanced Sunshine Coast of the future: “NOW THEREFORE BE IT RESOLVED that all the governments on the Sunshine Coast work together and in unison to attract families and workers to the Sunshine Coast by promoting it as a safe community and an alternative to Vancouver for housing and lifestyle, and by lobbying the provincial government and BC Ferries to provide an affordable passenger only ferry service between Horseshoe Bay and Langdale that gives priority to the needs and schedules of commuters.” All the Best Kenan MacKenzie Associate Broker Prudential Sussex Realty 604 885-7810 Fax 604 885-5153 [email protected]

ATTACHMENT A From: greg grant Sent: Thursday, April 19, 2012 9:02 AM To: Kenan MacKenzie Subject: passenger ferry Good Morning Kenan, I have been reading the papers that discuss the passenger ferry initiative being put forward by the local governments. I offer the following comment from a marine operational prospective. The route that is talked about, Langdale/Horseshoe Bay, is the only route that would assure a dependable all weather service to the lower mainland. As we are aware, other departure and arrive points have been tried in the past with very limited success, due to weather conditions in the Strait and the added cost of the additional distance. From my past experiences, a significant part of a services success is passenger comfort and confidence in the boat and crew to deliver them on time and free of anxiety by being bounced around in rough water or using a vessel that is not suited for the task at hand. The economics of the proposal will be most certainly be based upon the passengers ability to pay and the governments appetite for subsidies that are part of other routes in the system. Additional service can only benefit the Sunshine Coast residents and businesses. Cheers Greg Grant Master

ATTACHMENT B In response to Kennan’s letter last week I would like to add that there are many good examples of cities with integrated transportation systems that include foot passenger ferries to move people efficiently in and out of central business districts from early in the morning until late at night. I recently returned from trips to Sydney, Australia and Hong Kong where two great examples of such systems exist. In both cases water and land transportation are closely connected and outlying islands and coastal communities are well serviced so that professionals and businesses can locate in the outlying areas and be connected by water to central business districts, transit hubs and airports. You may remember us, you showed us a lot on Pratt near Gower Point Rd a while ago, also Lisa is Leslie & Roger Camp's niece. Anyway, we agree with your comments regarding the need for a commuter ferry as well as the greater picture with regards to future development on the coast. We would like to assist with your efforts in any way we can. I, for one, am eager to see some sort of later ferry option from Vancouver. I am a Whitecaps FC season ticket holder, and there are a number of games that I am forced to miss or arrange over night accommodations. I used to be a regular commuter, but am no more. Luckily I found a new job that allows me to work from a home office. However, I am very much aware of the pitfalls of the commute. Lisa and I agree that future planning, with respect to economic growth, requires not only to entice families from the lower mainland to relocate here, but also to encourage those already here to stay. Increased economic growth will benefit us all, and we believe it can be done with minimal impact on our current lifestyles. Viable commuter options are one part required to entice people here, but the other thing we need to do is work on livability. In general, livability here is second to none, but one issue we've noted in our 18 months+ as residents here is what I call "the Sunshine Coast surcharge" - the increased price of almost everything. We are very strong proponents of supporting local business, but only to a point. Sure, there are additional transportation charges, but it seems we are being charged more than the 'cost' on most goods (gasoline is a perfect example...pump price is the same here as Richmond, and they have what, 0.10 cents in taxes that we don't?) Now, spring has sprung, and the farmers markets will be in full effect, and we will be supporting our local farmers - no question (as well as growing our own) - but we will also be buying goods in Vancouver whenever we are there. We won't make a special trip to the mainland, but we DO plan when we are making trips to buy goods that we need. I'm sure we are not alone. Increased economic growth should result in more competitive pricing, and thus see a reduction in people leaving the coast to spend their money. Anyway, I'm sure a long conversation could be had on this topic. As I mentioned earlier in this email, we are eager to assist in your efforts. Please let us know how we can help. I first came to the coast just over 20 years ago to visit my sister and family. There were 2 ferries then and a much larger schedule. Yes the ferries were smaller but at least there were 2 and only 1 hour wait as well as a reasonable price. When my wife and I came back in 2001 to get married it was 1 ferry and not to bad a price, the 2 hour wait for sometimes too full ferry or just missed was a novelty and helped Horseshoe village tremendously. (We still believe that they have an influence in stopping a permanent 2nd ferry?) We decided to Emigrate to Canada, particularly the Coast in 2003. After a long wait with Canadian Immigration we were finally allowed in 2 years ago but due to reasons beyond our control we couldn’t make it until last year. In anticipation of our coming over (as well as hearing about the promised 2nd ferry and reasonable prices) we bought a house here in Gibsons in 2005/6 and have spent much money renovating it to our tastes. Having been here for all but a year we are now moving, taking a large loss on our home to boot. The long awaited 2nd ferry has not appeared, the schedule is collapsing and the price has become obscene. I wanted some extra work but can only get it back in Vancouver but that is not financially viable as most of my wages would be spent on the fare, also the sailings would not meet the working hours so I would spend most of my off time being too early for work or else sitting in the queue coming back, especially in summer with 1 or 2 ferry waits. Also if we wish to go to “Dos” in Vancouver we would either have to pay for hotels overnight or else miss the end. What a life!!!!!!! We came here to semi retire and relax in our 2nd half of our lives but unless you want to vegetate as well as having a very deep “pocket” it seems don’t come to the Coast. Subject: BC Ferries March and April/March traffic figures

Dear friends,

Attached please find the traffic figures for March 2012. The statements also show the summary of traffic for the financial year Apl /March 2011/12.

Route 3. For March there has been a slight increase in passenger traffic, but vehicles are down. (For the year there has been a bigger decline in private vehicle traffic than for commercial traffic - a sign that travelers are switching from vehicle travel to passenger travel?) The problem with "freeloading" of trucks and semis continuous. We hope to get some information re a solution of this problem at our 25th April meeting with BCFerries.

All Routes - traffic for both vehicles and passengers are down. For the year the declines are substantial, passengers -2.78 % and vehicles -3.39 %. A more disquieting pattern has emerged in high tariff item traffic such as major routes and vehicles show the biggest declines. This will have a severe impact on BCFerries' tariff revenue with big negative balance sheet implications.

With the April 4.15 % fare increase (double the CPI increase) we expect further declines in ferry traffic in the coming months. We have and are still advocating a roll back in ferry fares of at lest 25 % in order to

reverse this downward trend. We have not yet heard from the transportation minister with regards to his action to implement some of the proposals in ferry commissioners' review.

Personally I would welcome a policy decision where government treats ferry routes the same way as provincial highways, where we ferry travelers would pay for the running and maintenance of the ferries and government absorb the cost for new ships and major upgrades of ships and terminals, (and amortization and debt financing of the present infrastructure) same as they do for the highways. This would reduce fare considerably.

This is for the transportation meeting April 30th. This is a popular area in the summer months with limited parking at the best of times. There are stairs near this location so it makes for easy access for people using the beach. With summer coming it will get more use. SUNSHINE COAST SPEED WATCH

TRAFFIC SPEED PATTERNS

The volunteers at Speed Watch know that their presence makes a difference to traffic speed, at least when visibly deployed with radar speed reading equipment and other signage at specific locations, such as School Zones and Playgrounds. The obvious and deliberate deceleration of fast-moving (10+ km/h over the limit) vehicles approaching the location tells us that we are taken seriously, and that we are effective in encouraging compliance. The attached simple graph showing traffic volumes and traffic speeds, comparing compliance measured during one marked and one unmarked deployment, clearly indicates a reduction in average vehicle speed of about 10 km/h when Speed Watch is visibly monitoring traffic (marked deployment). The other feature shown is that chronic speeding, in this case in a school zone, is virtually eliminated. This set of results cannot, of course, be used to determine the overall long-term effectiveness of the program, however, by deploying Speed Watch as often as possible, we make it clear to the motoring public that this Community takes speeding seriously; one of the elements necessary for encouraging change in driver behaviour in our neighbourhoods. Pedestrian Safety Concerns, Reed Road and North Road

Hello Don, I have been asked by a local resident if there are any plans to address the

pedestrian safety issue at the north-west corner of Reed & North. The concern that was expressed is that the crosswalk terminates in the

unculverted drain, as shown in the attached photos, leaving pedestrians no

choice but to step out onto this busy section of roadway. I have assured the resident that MOTI has plans for this intersection but I was
