What is disability?
Disability is a normal condition of human diversity.
Disability isConvention on the Rights
of Persons with Disabilities
a result of the interaction
between persons with
impairments and attitudinal
and environmental barriers
that hinder their full and
effective participation in
society on an equal basis
with others.
Disability is a human rights issue.
Human rightsare
rights inherent to all
human beings, whatever our
nationality, place of
residence, sex, national
or ethnic origin, colour,
religion, language, or any
other status. We are all
equally entitled to our
human rights without
discrimination.
More than ever we need protection of human rights.

The human rights based approach means describing situations not in terms of human needs, or areas of development, but in terms of the obligation to respond to the rights of individuals. This empowers people to demand justice as a right, not as a charity.
