InNovember2015ONSpublished‘The2021CensusinitialviewoncontentforEnglandandWalesYouSaid:ASummaryoftheresults’ 2whichprovidedanoverviewoftheresponsesreceived.ThisreportpresentsONS’sfullresponsetotheconsultationupdatingtheinitialviewoncontentforEnglandandWales.
Section2providesanoverviewoftheevaluationprocessusedtoassesstheresponses,andsummarisestheresultsoftheevaluation.Section3thensetsoutONS’updatedviewonthetopicstobeincludedinthe2021Census,includingasummaryofproposalsfornewtopicsandwherediscussionofthesecanbefoundinthisreport.Section4providesmoreinformationabouttheoutcomeandnextstepsforeachtopicandanoverviewoftheproposedplans.
Thenextstepsbroadlysetouttheplansfortranslatingtheinformationneedsprovidedinresponsetotheconsultationintotheproposedquestionsforthe2021Census,andhowtheevaluationisbeingusedtoguideourtestingprogramme.
1. Introduction
TheOfficeforNationalStatistics(ONS)invitedviewson‘The2021Census–InitialviewoncontentforEnglandandWales’ 1between4Juneand27August2015withtheaimofpromotingdiscussionandencouragingthedevelopmentofstrongcasesfortopicstobeincludedinthe2021Census.Thefocuswasoninformationrequiredfromthe2021Census,notthedetailedquestionsthatshouldbeaskedonthequestionnaire.
ONSreceived1,095responsestotheconsultation;279ofthesewerefromorganisationsand816werefromindividuals.Ofthetotalresponses592wereidentifiedasbeingfromgenealogists.Table1showsthenumberoforganisationalresponsesbysector.

Intheintroductiontotheconsultationdocumentwestatedthat:
“we think that the overall length of about 43 questions per person is at the limit of acceptable burden to the public. We are therefore not expecting to expand the total respondent burden. The introduction of any new topics may mean the removal of existing topics. Changes will be considered to address:
• where questions didn’t work well in 2011, particularly where they didn’t support users’ requirements for outputs
• new or emerging policy requirements that cannot be addressed through the use of survey or administrative data
• changes in international guidelines (eg around the labour market topic) and in legislation”
Thisreportisaccompaniedbyasetofreportswhichprovidebackgroundinformation,summarisetheuserneed,andpresenttheevaluation,updatedviewandnextstepsforeachtopic.
Asinpreviouscensuses,therewillbeseparatecensusesinScotlandandNorthernIrelandandthethreecensusofficeswillworktogethertodevelopasetofquestionsthat,whereverpossible,deliverharmonisedoutputsacrosstheUK.
Consultationsonthecontentforthe2021CensusesinNorthernIrelandandScotlandhavenowclosed.On8March2016theNorthernIrelandStatisticsandResearchAgency(NISRA)publishedtheresponsestotheirconsultationandplantopublishafullresponsetotheconsultationforthe2021CensusinNorthernIrelandinJune2016.InFebruary2016,NationalRecordsofScotland(NRS)publishedtheresponsesthatwerereceivedto‘Scotland’sCensus2021TopicConsultation’.NRSarecontinuingtoreviewthoseresponsesandplantopublishareportinJune2016.
Theconsultationresponsesalsoincludedavaluablerangeoffeedbackaboutsourcesanduseofadministrativedata,censusoutputsanddisseminationprocesses,disclosurecontrolandgeographythatareoutofthescopeofthisreport.Wewillbeusingtheseresponsestoinformthedevelopmentofrelevantaspectsoftheprogramme.

2. Evaluationofresponses
Thecensusisacompulsoryexercisecarriedoutonahouseholdenumerationbasis;eachrespondentisrequiredtocompleteallrelevantquestionsonthequestionnaireexceptthequestiononreligion.Assuchitisimportantthatthereisaclearbasisfordeterminingwhethertopicsareincluded.
Thebasisfortheevaluationofthe2021topicconsultationisbroadlythesameaswassuccessfullyusedinevaluatingthe2011consultation.Howeversomechangeshavebeenmadeinordertomaketheevaluationcriteriastronger,moretransparentandtotakeintoaccountthemovetoaprimarilyonlinecensus.Theevaluationcriteriaformthreegroups,andeachtopicorsub-topichasbeenevaluatedagainstthecriteriawithineachofthegroups,showninfigure1.
In‘The2021Census–InitialviewoncontentforEnglandandWales’wegaveanoutlineofhowweproposedtoevaluatetheresponsestotheconsultation.Thisdocumentstatedthat:
“The criteria relating to user requirements remain the key criteria for evaluation. Operational requirements strengthen the case for inclusion of topics, especially if a topic is thought to improve coverage.
The considerations criteria will predominantly be used in conjunction with the strength of the user requirements score to steer the development of the census questionnaire and the production of trial administrative data outputs. However, issues identified using the considerations criteria may mean a topic is not included in the 2021 Census despite a known user or operational need (for instance, if we cannot develop a question that respondents can answer accurately).”
Aspartoftheprocessoffinalisingtheevaluationcriteria,wesoughtinputfromtheCensusAdvisoryGroupsduringsummer2015andincorporatedtheircommentsintoourfinalset,outlinedbelow.

2.1 User requirements criteria
Theuserrequirementscriteriaarecritical.Topicsmustcarryastrongandclearlydefineduserneed.Arobustcaseisrequiredforanytopictobeincludedinthe2021Census.
Theuserrequirementscriteria,withabriefdescriptionandrelativeweights,aregivenintable2.Thecriterialargelyreflectthoseusedin2011buthaveundergoneexpertreviewwithinONS.Thisreviewledtothecriteriatitles,descriptionsandweightsbeingupdatedtoreflecttoday’ssociety.
Themaindifference,comparedtothecriteriausedinthe2011Censustopicconsultation,isareductionintheweightofthe‘Purpose’criteria(previouslyreferredtoas‘Strengthofuserneed’)relativetoothercriteria.Thisisaccompaniedbyacorrespondingincreaseintheweightsofthe‘Smallgeographiesorpopulations’,‘Multivariateanalysis’and‘Continuitywithpreviouscensuses’criteria.
Responsesfromusersoneachsub-topic,includingproposednewsub-topicsthatwereassessedaspartoftheevaluation,havebeenevaluatedagainsttheseuserrequirementscriteria.Eachcriteriondirectlylinkstoasegmentoftheconsultationquestionnaire,howeverifusersprovidedstrongevidenceelsewhereintheirresponsethatdidnotfitintotheframeworkbeingusedthiswasnotdisregarded.Thiswasdesignedtoaidrespondentsinprovidingtheinformationneededandtoincreasethetransparencyoftheapproach.ThescoringguidanceusedisinAnnexA.
AnnexB1providesasummaryoftheuserrequirementscoresassignedtoeachtopic.ThesehavebeenusedtoupdateONS’sinitialviewonincludingthetopicinthe2021Census.

The2021Censuswillonlyseektocollectinformationthatthereisnoothermeansofobtaining.Considerationshouldbegiventowhetherornotsuitableinformationisavailablefromothersources;forexampleadministrativerecordsorsamplesurveys.
Inaddition,asthecensustakesplaceattenyearintervalsitshouldonlycollectinformationthatwillremainrelevantforasignificanttimeaftercollection.Ifmoreregularoutputsareneededothersourcesofinformationmaybemoresuitable.
Akeybenefitofcensusdataistheabilitytoanalyseparticularvariablesagainstoneanother.Arequirementtoundertakemultivariateanalysiswillaffectwhethersuitablealternativesourcesfortheinformationexistandmaystrengthenthecaseforinclusioninthecensus.
Comparisonwithpreviouscensusesisanimportantaspectofcensusanalysisand,whereverappropriate,the2021Censusquestionnairewillcollectthesameinformationasthe2011Censusquestionnaire.
Datacollectedfromthecensusshouldberequiredonacomparablebasisacrossalargegeographicalarea.Wherepossible,ifthereisauserneed,thethreeUKCensusOfficeswillreleasecensusoutputsthatareconsistentacrosstheUK.
2.2 Otherconsiderations–ONSassessmentofimpact
Thereareanumberofthingsthatneedtobeconsideredwhendesigningthe2021Censuscontent.Theseformtheotherconsiderationscriteria,listedintable3,andwillpredominatelybeusedinconjunctionwiththeuserrequirementsscoretosteerthedevelopmentofthecensusquestionnaireandtheproductionofadministrativedataresearchoutputs.However,issues

identifiedduringquestiondevelopmentusingthesecriteriamaymeanatopicisnotincludedinthe2021Censusdespiteaknownuseroroperationalneed,forinstanceifwecannotdevelopaquestionthatrespondentscanaccuratelyanswer.
Eachtopicincludedintheconsultationwasassessedagainsttheconsiderationscriteriabycollatingevidencefromthe2011Censusandcomingtoaviewonthecategorisation.FornewtopicsincludedintheconsultationONSconsideredarangeofsourcestocometoaviewonthecategorisation.Fornewsub-topicsproposedbyusersONShasnotmadethisassessmentexceptwheretheuserrequirementscoresuggestsweneedtoconsiderhowtomeettheneed.Wheredevelopmentandtestingactivitiesaretakenforwardfornewandexistingsub-topicsthisworkwillbeimportantininformingafinalassessment.
Threecategorieswereidentified:
• Low–Theinclusionofquestionsrelatingtothissub-topichavebeenassessedtohavea lowimpact.Forexample,wheredataqualityfromthe2011Censuswasconsideredtobe goodtheimpactonthedataqualityconsiderationwouldbelow.
• Medium–Theinclusionofquestionsrelatingtothissub-topichavebeenassessedtohave amediumimpact.Forexample,whererespondentsarepresentedwithseveral‘tick-boxes’ tochoosefromwithasetofshortinstructionstoassistthem,theimpactonthe respondentburdenconsiderationwouldbemedium.
• High–Theinclusionofquestionsrelatingtothissub-topichavebeenassessedtohavea highimpact.Forexample,whererespondentsmaynotfindquestionsacceptablefor reasonsrelatedtoprivacy,theimpactonthepublicacceptabilitycriterionwouldbehigh.
AnnexB2providestheconsiderationsclassificationsforeachtopic.Theconsiderationscategorisationwillhelpsteerthedevelopmentofthecensusquestionnaire.

Thedatacollectedinthe2021Censusshouldbeexpectedtobeofsufficientqualityforoutputstobeuseful.Henceinformationcollectedshouldnotseekinformationthatisnotreadilyknownorrememberedaccurately.
ONShasusedinformationaboutimputationratesfromthe2011Censusandagreementratesbasedonthe2011CensusQualitySurveytoinformthisassessment.
Thecensusshouldnotasksensitiveorpotentiallyintrusivequestionsthathaveanegativeimpactonresponseormayleadtorespondentsgivingsociallyacceptableratherthanaccurateanswers.Itshouldalsonotenquireaboutopinionsorattitudes.
Additionally,thecensusiscarriedoutforstatisticalpurposes.Itshouldnotcollectdatathatwoulddeliberatelypromotepoliticalorsectariangroups,orsponsorparticularcauses.

ONSusessomeofthedatacollectedoperationallyintheprocessofconductingthecensus.Foreachsub-topicONSidentifiedwhetheranyoftheassociatedquestionswereusedinthiswayinthe2011Census.Thisledtothetopicbeingcategorisedasbeingofmaximum,moderateorminimumimportanceinrelationtooperationalrequirements.
Themostimportantoftheseismaximisingcoverageofthe2021Census,astheprimaryaimofthecensusistoprovidearobustestimateoftheusuallyresidentpopulationofEnglandandWales.Otheroperationalusesincludecodingderivedvariables,routingrespondentsandvalidation.

Theuserrequirementscriteriahavebeentheprimarycriteriaindeterminingwhetherexistingtopicsshouldcontinuetobeincluded,ornewtopicsshouldbeconsideredforinclusioninthe2021Census.Proposednewtopicswithahigh(weightedoverallscoreofover80)ormedium(weightedoverallscorebetween63.5and80)userneedareclassifiedas“considerhow/whethertomeetneed”as,unlikequestionsincludedinthe2011Census,theyhavenotyetundergonetestingtoensurethatgoodqualityinformationonthetopiccanbecollectedinacensuscontext.
However,wherethereisalow(weightedoverallscoreof63orlower)userneedforanexistingtopic,butithasbeenshowntohaveamaximumoperationalrequirementthetopicwillalsoberetainedforitscontributiontothesuccessfuldeliveryofahighqualitycensus.
TheONSassessmentofimpactcriteriahasbeenusedinconjunctionwiththeuserrequirementscriteriatostarttoidentifyandprioritisetheworkneededtoaddressareaswithhighormediumimpactbasedontheassessmentofthatquestionin2011,andtodevelopnewquestions.
Theimpactofoverallrespondentburdenhasbeenassessedwithinthissetofcriteria.Therearedesignandlayoutconstraintsfortheonlinecensus,includingconsiderationsofthelayoutofquestionsondifferentsizesofmobiledevices.Althoughthe2021Censuswillbeprimarilyonline,considerationwillalsoneedtobegiventothedesignandspaceconstraintsassociatedwiththeneedtoproduceapaperversionofthe2021Censusquestionnaire.Thereforetheinclusionofanynewquestionswillmeanthatsomequestionsfromthepreviouscensuswillneedtobedroppedfor2021.Withthecurrentupdatedviewonequestionisbeingdropped(yearlastworked)andfivearebeingconsideredforinclusion,ofwhichthelastthreearenewtopics:

However,untilfurtherdevelopmentofthequestionsandrefinementofotherquestions/instructionsiscompleted,theremaystillbespacelimitationsthatwillneedtobefactoredintoanyfinaldecisiononthequestionnairecontent.Itisanticipatedthatspacetoincludethetwoadditionalquestionswillneedtobefoundthroughsimplifyingandshorteningthequestiononqualifications.

Datausersshowedaclearrequirementforgenderidentityforpolicydevelopmentandserviceplanning;especiallyinrelationtotheprovisionofhealthservices.Thisfocusedonaneedfordataatlocalauthoritylevelforapopulationcomprisinglessthanonepercentofthepopulation,aswellasfordatatobeavailableforanalysisincombinationwithothercharacteristics.

Thereisauserneedfordataaboutgenderidentity,particularlyinrelationtoplanningservicesfor,andallocatingresourcesto,interventionstosupportthiscommunity.TheuserneedfordataonthosewiththeprotectedcharacteristicofgenderreassignmentisstrengthenedbytheEqualityAct2010.Hence,ONSplanstotakeforwardthefollowingworkongenderidentity:
• reviewthe‘TransDataPositionPaper’inlightofsubsequentchangesin legislationandtheidentifieddifficultiesofcollectingdataongenderidentity withinhouseholdsurveys• seektolearnfromotherNationalStatisticsAgencies• workwithstakeholders,includingmembersofthetranscommunity,toclarifythe specificdatarequiredongenderidentityandtheconceptstobemeasured• identifyoptionsformeetingtheuserneedfordata;payingparticularattentionto publicacceptability
Questionsincludedin2011wentthroughathoroughtestingprogrammeandouranalysisof2011resultsshowsthatthemajorityofquestionsprovideresultsofacceptablequality.Therefore,ONSdoesnotcurrentlyintendtomakechangestothequestionsusedinthe2011Censusbeyondthoseoutlinedintable5.
However,inconsideringthequestionstobeincludedinthe2021CensusONSwilltakeintoaccountanyopportunitiesandconstraintsassociatedwithcollectinginformationprimarilyonlineaswellasviapaperquestionnaires.

Onlineresponseprovidesopportunitiestoimprovequality,reducerespondentburdenandreducecoststhroughtheuseofself-codingfunctionality.Forexamplethereisscopetoenhancethecollectionofaddressinformationonlinethroughusingaddresslook-upfunctionality.Thisshouldhelprespondentstocompletethequestionnairemoreeasily,improvingaccuracy,aswellasreducingthecostsassociatedwithcaptureandcodingofaddressinformation.
