Course Description: In most jurisdictions, traffic crashes account for more lives lost, more injuries and more property damage than all criminal activity combined. To effectively implement crash prevention programs and improve quality of life, law enforcement agencies need to know the who, what, where, when and why of crash occurrence.

The moments immediately following a traffic crash are crucial, and only a well-trained crash investigator knows how to identify and collect the necessary information at the crash scene and to begin the interpretation of that evidence.

Crash investigators must work quickly and confidently to preserve significant physical results before the crash scene is altered or evidence disappears. They must anticipate what information will be needed for enforcing traffic laws, planning crash prevention programs and possible case litigation. In addition, they must properly document the at-scene information and evidence because once the scene is cleared, the evidence might be impossible to recover.

Crash Investigation 1, based on J. Stannard Baker's world-renowned text, Traffic Crash Investigation, is an in-depth study of the skills needed to systematically investigate a traffic crash. Techniques for recognizing and properly recording roadway and vehicle crash evidence are thoroughly presented. Students learn to take measurements and photographs of the crash scene and to create sketches and after-crash diagrams. Crash Investigation 1 also addresses how the collected data are used to reconstruct crashes. Finally, the use of electronic devices to collect and record at-scene data is also introduced.

For this updated program, students will develop a new case study. Photographs and exhibits have been updated, and classroom instruction now includes how the latest generation of vehicle electronics - including data recorders, traction and stability controls, multiple airbags, etc. - affect both the crash and the crash investigation

Course Materials: All students need to bring a laptop computer or other device with a USB port to

the class. Student reference materials will be distributed in USB flash drives (files will accept electronic

comments and highlighting and can be saved).

In all cases, please bring the following additional items to class:

Course Outcomes: Officers/investigators who successfully complete Crash Investigation 1

significantly improve their ability to handle all aspects of the majority of traffic crash investigations

occurring within their jurisdictions.

Participants who successfully complete Crash Investigation 1 or its equivalent are eligible to enroll

in Tri-River’s and NUCPS’s next crash investigation course, Crash Investigation 2.

He is a graduate of Embry-Riddle Aeronautical University and received a Master of Leadership degree (Philosophy, Theology, and Psychology) from Rockbridge Seminary.

This three-day, 24-hour course is a State Certified program on the standardization of sobriety testing procedures. The latest testing methods will be demonstrated. Horizontal Gaze Nystagmus (HGN) techniques for improved probable cause standard for DUI arrests will be taught. This course will also cover the pharmacological differences between drug effects and alcohol effects on the body.

➢ This course utilizes live dosed individuals as opposed to videos, which greatly

enhances the training. Course Description: The purpose of this course is to increase deterrence of DWI violations, and thereby reduce the number of crashes, deaths and injuries caused by impaired drivers. As a result of this training, participants will become significantly better able to:

• Understand enforcement's role in general DWI deterrence.

• Understand detection phases, clues and techniques.

• Understand requirements for organizing and presenting testimonial and documentary evidence in DWI cases.

• Recognize and interpret evidence of DWI violations.

• Administer and interpret Standardized Field Sobriety Tests.

• Describe DWI evidence clearly and convincingly in written reports and verbal testimony.

• Understand the tasks and decisions of DWI detection.

• Know and recognize typical vehicle maneuvers and human indicators symptomatic of DWI associated with

initial observations.

• Know and recognize typical reinforcing maneuvers and indicators that come to light during the stopping

sequence.

• Know and recognize typical sensory and other clues of alcohol and/or other drug impairment that may be seen

during face-to-face contact with DWI suspects.

• Know and recognize typical behavioral clues of alcohol and/or other drug impairment that may be seen during

the suspect's exit from the vehicle.

• Understand the role and relevance of psychophysical testing in pre-arrest screening of DWI suspects.

Course Description: The focus of this dynamic one-day seminar is to simply clarify each and every aspect of working hand and hand with an “informant” in any criminal investigation, such as of drug cases, property crimes and other serious crimes against person including homicides. This seminar has been

developed for patrol officers, tactical officers, detectives, gang investigators, agents and command staff. Your expert instructor will share his experiences and address issues to help you develop your own strategies in spotting, cultivating and safely getting informants to work for you.

From first time offenders to high-level criminal organizations, the mentality of those heavily involved in today’s most serious crimes is rapidly changing. Today, we are tasked with combating the most dangerous criminals in the U.S. and across the world who continue to improve in ways of eluding law enforcement. This is where “My C.I.” comes in. Behind every great informant is a greater handler who always understands their capabilities, an informant’s limits, and the legal aspects during day to day operations. Despite the ambitions or motivators of potential informants, you will develop the expertise that’s needed today to protect the informant, your agency and yourself.

• Spotting today’s possible candidates and dangers • Evaluating the informant and their potential in each investigation • The significance of protecting your agency and establishing voluntariness • Understanding the informant’s motivators and lifestyle

Instructor: Steve Hollister, is a detective with the Waukegan (Illinois) Police Department and has been a police officer for over 19 years. During his tenure, Steve has worked in Patrol, Gang Unit, Drug Unit, Adult Investigations, SWAT, and currently the Gang Intelligence Unit (GIU) which is a high bred Gang/Drug unit. Steve primarily worked for the department’s elite drug and gang unit as the drug unit’s senior drug investigator until having the opportunity to work as a Task Force Officer (TFO) with the Drug Enforcement Administration (DEA). During his time with the DEA, over $10 Million dollars were seized in the form of currency, homes, vehicles and jewelry. Also, during his tenure at DEA, well over 300 kilos of heroin, cocaine or meth were taken off the streets as well as numerous high-level cartel members that organized drug operations in the United States, Columbia, Mexico and Peru.

Railroad Liaison Officer Romeoville Police Department

Course Description: In the United States, a pedestrian or vehicle is struck by a train every three

hours. Likewise, there is a train derailment every two hours. Trains and tracks traverse every locality, carrying passengers, freight, and hazardous materials. Should one of these collisions or derailments occur within a local jurisdiction, it becomes the responsibility of local emergency services to respond and safeguard the community. It is essential that every police department has personnel trained to manage these unique types of incidents.

The Railroad Liaison Officer (RLO) Program provides the necessary training for officers to not only respond to and mitigate train related incidents, but also prepares the officers to return to local jurisdictions and provide training/guidance to the remainder of the department on rail safety enforcement and incident mitigation. The RLOs will also be provided resources allowing them to prepare railroad safety presentations to the general public. The RLO will develop connections with railroad special agents and will be the railway expert within your department.

S/A Price has been involved with Operation Lifesaver since 2009 and has taught Grade Crossing Collision Investigation (GCCI) and other railroad safety classes at various law enforcement agencies and police academies. Prior to working at CN, S/A Price worked as a Corporal with the Mishawaka Indiana Police Department for 11 years where he served as a Field Training Officer, Drug Recognition Expert (DRE) and Crisis Intervention Team (CIT) member. S/A Price graduated from ILEA in Plainfield, IN, Class 07-171. S/A Price is currently a certified law enforcement instructor as a generalist and emergency vehicle operations (EVO) by the Indiana Law Enforcement Training Board.

Course Description: The Advanced Roadside Impaired Driving Enforcement (ARIDE) program was developed by the National Highway Traffic Safety Administration (NHTSA) with input from the International Association of Chiefs of Police (IACP) Technical Advisory Panel (TAP) and the Virginia Association of Chiefs of Police. ARIDE was created to address the gap in training between the Standardized Field Sobriety Testing (SFST) and the Drug Evaluation and Classification (DEC) Program.

This course will offer additional information to law enforcement officers on detecting impairment caused by more than just alcohol. Often law enforcement officers that have not received advanced or in-service training regarding drug impairment tend to not be able to identify these characteristics; therefore, they will release an impaired driver. Once an officer completes the training he/she will be more proficient with the 3 battery of tests (HGN, WAT, OLS), as well as a broader knowledge of drug impairment indicators. The law enforcement officer will also be more familiar with the DRE program and its function. This will facilitate better communication and transfer of critical roadside indicators of impairment to the evaluating DRE officer for a more complete and accurate assessment of the impairment.

ARIDE is a 16-hour training course taught by DRE instructors or SFST instructors who are also DREs. The training will be conducted under the control and approval of the DEC Program state coordinator. This course encompasses information and techniques for addressing the drug and alcohol impaired driving problem. The following topics are discussed and/or delivered in detail throughout the entire curriculum:

Update of Standardized Field Sobriety Testing Battery

How drug impaired driving affects our community

SFST Proficiency Examination

Drugs in the human body and the impairing effects they may have

Seven categories of drugs identified by the DEC Program

Additional sobriety tests that will provide an expanded knowledge of detection to law

enforcement

Provide an expanded knowledge of prosecuting drug impaired drivers to prosecutors and courts Much of the classroom training is devoted to hands-on practice.

Course Description: This is a 3-day, twenty-one hour program on the Reid Technique of Interviewing and Interrogation®. The course includes; interview and interrogation preparation, behavior symptoms, the Reid® Behavior Analysis Interview (B.A.I.) and “The Reid Nine Steps of Interrogation” which include:

Interview and Interrogation Preparation

The style, appearance and approach of the successful interviewer and interrogator will be covered, as will the room settings conducive to these activities.

Behavior Symptoms Differences in verbal and nonverbal behavior between innocent and deceptive persons often can be observed, and are thus indicative of whether or not a suspect is telling the truth. A guilty suspect makes a conscious decision to resist your effort to get at the truth. In trying to maintain a structure of verbal lies, however, that suspect most often develops internal conflicts and tensions which manifest themselves in nonverbal behavior. Thus, body movements, facial expressions, eye contact, attitudes, posture and grooming gestures can indicate whether the subject is telling the truth or lying. Nonverbal indicators can also be used to determine whether the suspect under interrogation is listening, maintaining a defiant attitude or is ready to confess. You will learn how to observe and assess critical behavior symptoms and use those assessments to determine whether to move on to the next step of the interrogation.

Reid®” Behavioral Analysis Interview “(B.A.I.) The information developed through use of the standard investigative questions of “who,” “what,” “when” and “how” is often not adequate — even in combination with physical evidence — to identify the wrongdoer. The Reid Behavioral Analysis Interview is a technique that uses a structured set of non-accusatory behavior- provoking questions developed as a result of many thousands of interviews. The B.A.I. makes it easier to determine whether the suspect is telling the truth about involvement in the matter under investigation, and is flexible enough to be used in cases ranging from employee theft to homicide.

The Reid Nine Steps of Interrogation®

The nine-step approach to a successful interrogation has been developed by John E. Reid and Associates through extensive research and practical experience over a period of 60 years. Because of the subject’s importance, approximately half the classroom time in the seminar is devoted to the interrogation process and detailed examination of each of the nine steps.

Most unsuccessful interrogations are a result of the investigator’s inability to move the guilty suspect from one stage of the interrogation to the other. Reid has defined three distinct stages of the interrogation that may give the investigator problems:

1. Defiant stage: seven proven tactics to move suspects out of this stage

2. Neutral stage: four proven techniques to get the suspect to listen to the

interrogator’s themes

3. Acceptance stage: three specific techniques that will dramatically increase admissions of guilt

Opioid Overdose Death Investigations Will County Sheriff’s Office

Course Description: This course will cover the different opioids and opiates that are out there including heroin, fentanyl, prescription pain killers and more. The instructor will discuss the effects of opioids on users, how they break down in the body and how it kills. The initial segment will conclude with the effects of Narcan and why users are still overdosing. The instructor will lead a discussion on charges related to drug overdoses including murder and manslaughter and what needs to be proven for different charges. He will review state-specific homicide laws and the elements of the different statutes for proper charges as well as the potential for federal charges. The next segment will review whether to charge or not charge. The next segment will be how to anticipate what the Defense will present and how to make sure you effectively cover the areas of concern. The class will review establishing a policy and strategies on how to work the case. The next topic presented will focus on working the crime scene and getting evidence for drug case and homicide case. The instructor will discuss the critical importance of knowing your case and presenting it in a professional manner. He will provide instruction in the necessary preparation and legal background information necessary to manage a complex death investigation. Testimony and proper preparation for trial will be discussed along with a perspective from the judge or juries point of view.

Topics that will be covered include:

Apply factual analysis to the investigation of the opioid overdose death crime scene. • Uncover patterns, trends and correlation of evidence. • Recognize the important information contained in the crime scene and subsequent forensic examination of the body; and their implications for the investigator. • Discuss, analyze, and evaluate investigative strategies in and their specific application to opioid death investigations. • Learn the sources of information available to an investigator making a death inquiry and the contents of each. • Develop leads, identify potential suspects and effectively interview those responsible. • Understand what opioids/opiates are, their effects on users, how they break down in the body and how they kill. • Understand what to be collected at the scene: drugs, syringe or foil, phones, ledgers, fingerprint works kit and videos in the area. • Assess whether to charge or not charge drug dealers with a drug induced death and reasons not to. • Utilize statements from witnesses, informants, undercover officers, drug dealers and examples from similar cases from around the country. • Understand how the defense attorneys will present their case and the proof you will need to establish the dealer sold the drugs that killed, the victim decided to use drugs, and the dealer’s intent to cause death or recklessness. • Understand how to work with your prosecutor on how and who will present evidence in court. • Recognize the legal implications as they relate to search, seizure, interview and

Instructor: Brian Salle has been a sworn police officer with the Albuquerque Police Department (APD) for over thirty-three (33) years. Prior to his time with the APD, he was a patrol officer with the New Mexico State University Police Department for over three (3) years. In his career, Brian has worked uniform patrol, general investigations and he has spent over twenty-eight (28) years as a narcotics detective. Over his career Brian has worked on many aspects of drug investigations including assisting and consulting on overdose death investigations around the country. Brian received a Bachelor’s of Science degree in Police Science from New Mexico State University in 1980. He obtained a Master’s degree in Criminal Justice in 2009 from New Mexico State University. Brian has co-authored two books, which have been used as college textbooks and as a resource for police officers around the country. The first book was co-authored with Alvin Sallee and is titled: Narcotics Investigations; Working and Surviving. The second book was coauthored with four others and is titled: The Methamphetamine Handbook; What You Need to Know. He has authored or co-authored over twenty (20) articles and training manuals. Brian was an advisor on two different training programs on Methamphetamine for the New Mexico State Attorney General’s Office. Brian has been qualified as an expert witness in New Mexico State District Court and Federal Court. He testifies as an expert in both criminal and civil trials and has consulted on hundreds of narcotics cases.

Lou Tessman, CFI® retired as Deputy Chief of Waukegan, IL. Police Department. Lou is a 26-year veteran of

the U.S. Marines, retiring as a CWO-4. In addition to his service in Vietnam, he was activated for Desert Storm and Desert Shield and has received numerous awards including the Naval Commendation Medal. While with Waukegan, he worked in the detective bureau for nine years and as a juvenile officer for one year. Lou also served as Commander of the elite Lake County Major Task Force. During his career, he has conducted thousands of interviews and interrogations. Most noteworthy, Lou has obtained over 80 homicide confessions during his career with only three instances where he was unable to obtain a confession from the homicide suspect. Lou has been a guest speaker on the Discovery Channel, Real detective, and America’s Most Wanted. Lou’s work was most recently featured in a Dateline NBC story about convicted child molester Arthur Ream.

Jeffrey J. Pavletic is an award-winning trial attorney who has built a reputation of integrity and exceptional skill

in the courtroom. As a prosecutor for the past two decades, he has tried countless cases to victory (including approximately 150 jury trials with a concentration in homicide and violent crime). In addition to trying some of the highest profile and complex cases that have occurred in the history of Northern Illinois, Jeff was Chief of the Felony Review Division, and is currently the First Assistant State’s Attorney for the Lake County (Illinois) State’s Attorney’s Office. Jeff served as Special Counsel to the U.S. House of Representatives Judiciary Committee in the impeachment of President Clinton. His duties included all aspects of independent counsel review, the impeachment inquiry, presentation of articles of impeachment to the U.S. House of Representatives, all witness interviews and depositions of trial witnesses, and the actual impeachment trial before the U.S. Senate. Jeff has received numerous federal, state, and local awards. These include Illinois State Crime Commission’s State’s Attorney of the Year, Felony Trial Attorney of the Year, The Fred L. Foreman Criminal Justice Award, The Ruth Rosengarden Victim Service provider Award, and a special U.S. House of Representatives Award presented by Congressman Henry Hyde. Jeff has been featured on 20/20, The Today Show, Good Morning America, Court TV, and the Discovery Channel. Jeff is a published author and a well-respected legal instructor who holds undergraduate and graduate faculty positions and has received accolades as a nationally renowned lecturer, training thousands of police officers, lawyers, prosecutors, and judges.

Carol Gudbrandsen is currently a Cyber Crimes Analyst with the Lake County Assistant State’s Attorney’s Office

in their Cyber/White Collar Crimes Division. Carol has specialized training in digital evidence forensics of computers, mobile devices, and computer networks. Carol has performed thousands of forensic examinations on various types of digital evidence and has been the forensic point of contact and resource in homicide cases investigated by the Lake County Major Crimes Task Force. Carol’s forensic examination abilities have made her an integral part of criminal investigations including homicides, crimes against children, sexual assault/abuse, drug investigations, theft, burglary, and white-collar crimes. Carol’s forensic examinations on computers and mobile devices have been crucial to many criminal cases, due to her unique abilities in bypassing, or locating security barriers that otherwise would not have been discovered by traditional forensic methods. Carol provides investigation and analysis services in the area of digital evidence forensics for all of the Lake County, Illinois police departments. She has also worked criminal forensic cases with Homeland Security, FBI, DEA, Illinois Attorney General’s Office, and the U.S. Marshals. Carol has actively participated in executing search warrants with local law enforcement agencies, Homeland Security, and the Illinois Attorney General’s Office. Purpose: Law enforcement officers are generally the first responders to crisis events. This course is also open to local and county sworn corrections officers. It is important to have individuals in law enforcement who can utilize effective strategies, insuring public and personal safety. The Crisis Intervention Team (CIT) training provides officers with education about mental illness and other behavioral disabilities as well as providing skills and tools for effectively and safely interacting with someone who is experiencing a crisis.

Course Description: Crisis Intervention Team training is an in-depth 40-hour specialized course of study for uniformed patrol law enforcement officers and sworn corrections officers who, in addition to their regular service calls, will be required to respond to crisis calls involving people who have behavioral disabilities. CIT officers will use their acquired knowledge and skill to effectively handle crisis situations and make the most appropriate disposition, which will best serve the individual and the community.

Course is certified by the Illinois Law Enforcement Training and Standards Board.

The key components of this course cover the following:

• Officers are exposed to the dynamics of mental illness, developmental disabilities, child and adolescent disorders, elderly individuals with behavioral issues, returning combat veterans, people who have excited delirium, and people with substance abuse/co-occurring disorders. This training will allow officers to make quick and effective decisions utilizing options they have to resolve the crisis.

• Officers are exposed to the experiences, viewpoints and concerns of persons with mental illnesses (consumers). Officers will meet with consumers in order to gain their perspective and learn from them.

• Officers receive instruction and demonstrations in basic listening and responding skills along with crisis interventions strategies. Real life crisis scenarios provided by trained professional actors with the assistance of state-certified CIT officers are presented to officers for them to demonstrate their resolution skills.

• The scenario-based training will take place on Thursday and attendees will be required to wear their “department uniform of the day” for their current assignment.

About the Instructors: The course will be conducted by a diverse group of law enforcement and behavioral

health professionals, including active CIT officers from various parts of the State of Illinois. An essential part of the CIT course is scenario-based skills training with crisis scenarios provided by trained professional actors. All scenarios are facilitated and evaluated by certified CIT officers.

Course Description:

Recent high violence incidents, including deliberate ambushes and attacks against law enforcement officers and citizens by offenders armed with long guns, have caused police agencies to equip Officers with centerfire rifles and carbines as standard patrol/emergency response equipment. This course is appropriate for the officer with no previous rifle training. Officers who have attended previous rifle/carbine courses are encouraged to attend as an update and refresher. This intensive three day course is also designed to give firearms instructors and special weapons users a solid foundation in and understanding of the tactical application of rifle/carbine systems in law enforcement activities.

Through classroom instruction and hands-on training, students will learn:

• Safe weapon handling, operation, and deployment in high-stress police field operations • Care, cleaning, and maintenance of the firearm • Disassembly, reassembly, and basic armorers' considerations

• Review of accessory equipment including red dot and magnified optics, lights, slings, flash suppressors, compensators and sound suppressors

• External and terminal ballistics of .223(556 m/m), and pistol caliber rounds. Selecting the types of bullet configurations that apply to different tactical situations.

• Position shooting - Close-quarter shooting skills

• Tactical deployment issues of the rifle/carbine

Upon completion of this program, students will have been trained to safely and effectively employ the rifle/carbine in law enforcement applications. Certification of this course has been approved by the Illinois Law Enforcement Training and Standards Board.

Lead Instructor: Jeff Chudwin served 38 years and retired as the Chief of Police for the Village of Olympia Fields IL. He has been a law enforcement officer since 1974 and continues as a sworn officer with the Peotone IL Police Department. He served as an Assistant States Attorney for both Will and Cook Counties IL. Chief Chudwin is a founding member and president of the Illinois Tactical Officers Association (ITOA). A competitive shooter of over 35 years he designed and instructs a number of firearms training courses including; basic patrol rifle, patrol rifle instructor, designated marksman/advanced patrol rifle, 40 Hours Firearms Instructor, Firearms Instructor Update, Close Quarter Pistol, and rifle-pistol armorer courses for MTU’s statewide. Combining his experience as an attorney, prosecutor, and career peace officer, he writes for law enforcement and firearms publications and has presented at conferences nationwide regarding police use of force, firearms training, patrol functions, and tactical operations. He is the executive editor of the ITOA Journal and has authored numerous articles for law enforcement publications on the issues of police use of force, firearms training, and SWAT and patrol functions.

Co-Instructor: Kim Heath-Chudwin is a Will County Sheriff's Deputy and Range Master. Deputy Heath-Chudwin is the President of the Women's Tactical Association. She has been a firearms instructor for 11 years. She instructs firearms training classes for the Illinois mobile training units #3 and #16, and for the ILEETA and OTOA conferences. Deputy Heath- Chudwin is a competitive shooter; the 2016 and 2018 National Patrol Rifle Competition champion and has done work with the NRA Women's Network and Guns and Ammo TV.

Course Description: The purpose of this course is to increase deterrence of DWI violations, and thereby reduce the number of crashes, deaths and injuries caused by impaired drivers. As a result of this training, participants will become significantly better able to:

• Understand enforcement's role in general DWI deterrence. • Understand detection phases, clues and techniques. • Understand requirements for organizing and presenting testimonial and documentary evidence in DWI

cases. • Recognize and interpret evidence of DWI violations. • Administer and interpret Standardized Field Sobriety Tests.

Course Description: This forty-hour course is specifically designed for experienced uniformed patrol personnel selected to serve as Field Training Officers with probationary employees. The course emphasizes the FTO’s role in assisting probationers certify for solo patrol operations by applying the knowledge and skills acquired during Basic Police Training/Certification and using them according to agency policy, procedures and community service delivery standards. The instruction highlights two essential Field Training and Evaluation Process skills: 1) the ability to examine and objectively document the probationer’s job behaviors using the 2009 revised non- numerical/behaviorally anchored standardized assessment guidelines and, 2) analyzing the probationer’s training needs and using proper instructional techniques for corrective action. The instruction presentation will focus upon discussion as well as hands-on application of the course materials in small group and individual/student exercises. This will be an entire day spent on the Freedom of Information Presentation which will contain a complete analysis of the current Freedom of Information Statute. This will include a detailed discussion of the terms and definitions listed in the Act. The Illinois Attorney General’s guide to the application of the Freedom of Information Act will be analyzed. This will include the Attorney General’s Opinions on this subject and their determinations of the various problems that arise in dealing with this subject. Relevant case law will be analyzed. Additionally, the Illinois Police Blotter Act and numerous other provisions that have been created to deal with this Act will be discussed and analyzed.

Topics to be discussed:

• The limitations of the Act.

• Various definitions that must be considered.

• The time deadlines provided by the Act.

• Various exclusions from the coverage of the Act.

• Various techniques in dealing with FOI requests will be discussed.

• Alternative methods of responding to these requests will be listed and analyzed.

• The Local Records Act will be discussed and defined.

• Guidelines for compliance with these provisions concerning both paper and electronic records.

• The required methods of identifying, inventorying, and destroying local records will be analyzed.

Course Description: In 1986, the Habitual Child Sex Offender Registration legislation was passed and required any person who lives in Illinois to register. Since that time, there have been a multitude of new laws. Sex offender management has evolved into a national quest to appropriately monitor and track all sex offenders. Presently, all individuals convicted or adjudicated of a sex offense in Illinois who commit criteria sex offenses against victims of any age are required to register with the law enforcement agency in which jurisdiction they reside. All members of the criminal justice system have a role to play with the goal of providing the most accurate information as possible to the citizens of Illinois. This mission starts with finding out your requirements are, what is new, and what helps make your communities safer.

Topics include:

• Overview of Sex Offender Registration Program and agency duties • Juvenile Registration • Who is required to register? • Legislation • Notification and Registration requirements LEADS—How it pertains to Sex Offenders • Offenses constituting registration • Duration of Registration

Instructor: Tracie Newton has served as the program manager for the Illinois State Police Sex Offender

Registration Unit since January 2005. In her capacity as the program manager, some of her responsibilities include ensuring all information placed on the Illinois State Police Sex Offender Registry and the Murderer & Violent Offender Against Youth Registry is correct, notifying offenders of violating their responsibilities under the Acts, educating various entities of the current laws regarding offenders and reviewing all offender legislation introduced in the Illinois General Assembly.

By the end of the day’s training, students will be able to identify their levels of resiliency in various aspects of their lives and enhance their skills in coping with stressors commonly experienced in law enforcement careers.

He is founder of two non-profit organizations - one that serves Native American Indian Reservations and another that provides crisis counseling for police and fire agencies. He is a graduate of Embry-Riddle Aeronautical University and received a Master of Leadership degree (Philosophy, Theology, and Psychology) from Rockbridge Seminary.

Course Description: Officers will discuss and visualize the concept of Tactical Emergency Casualty Care as it applies to law enforcement tactical situations and the treatment of injured officers. Officers will learn and demonstrate specific treatments and interventions for the most commonly encountered wound patterns.

Officers are asked bring clothing appropriate for weather conditions for scenario training.

On completion of the course, each participant will receive a Medical Patrol Officer Kit for duty use. Each kit contains: One C-A-T Combat Application Tourniquet, an OLAES Emergency Trauma Dressing and a Hyfin Vent Compact Chest Seal.

Upon completion of this period of instruction, officers will be able to:

1. Identify the concepts of Tactical Emergency Casualty Care, its use in the law enforcement environment

and how this concept differs from historically taught conventional First Responder medical treatment

practices.

2. Identify the most commonly sustained officer injuries and preventable causes of death.

3. Identify the importance of mindset and maintaining situational awareness when wounded and when

treating fellow officers.

4. Identify signs and symptoms of airway problems and demonstrate airway interventions.

5. Identify signs and symptoms of serious bleeding and demonstrate control interventions.

6. Identify signs and symptoms of shock and demonstrate prevention and treatment interventions.

7. Perform a Casualty Evaluation/F.A.S.T. Rapid Trauma Assessment and tactical evacuation.

8. Plan and perform a vehicle and non-vehicle officer down rescue/extraction in a high-threat

environment.

Instructor: Justin D. Rottmann is a police officer and a firefighter/paramedic. He has been part of the ILEAS Region 8 SRT since 2012. He currently serves as the TEMS (tactical EMS) team leader.

Officers will learn and demonstrate specific treatments and interventions for the most commonly encountered wound patterns.

Officers are asked bring clothing appropriate for weather conditions for scenario training.

On completion of the course, each participant will receive a Medical Patrol Officer Kit for duty use. Each kit contains: One C-A-T Combat Application Tourniquet, an OLAES Emergency Trauma Dressing and a Hyfin Vent Compact Chest Seal.

Upon completion of this period of instruction, officers will be able to:

1. Identify the concepts of Tactical Emergency Casualty Care, its use in the law enforcement environment

and how this concept differs from historically taught conventional First Responder medical treatment

practices.

2. Identify the most commonly sustained officer injuries and preventable causes of death.

3. Identify the importance of mindset and maintaining situational awareness when wounded and when

treating fellow officers.

4. Identify signs and symptoms of airway problems and demonstrate airway interventions.

5. Identify signs and symptoms of serious bleeding and demonstrate control interventions.

6. Identify signs and symptoms of shock and demonstrate prevention and treatment interventions.

7. Perform a Casualty Evaluation/F.A.S.T. Rapid Trauma Assessment and tactical evacuation.

8. Plan and perform a vehicle and non-vehicle officer down rescue/extraction in a high-threat

environment.

Instructor: Justin D. Rottmann is a police officer and a firefighter/paramedic. He has been part of the ILEAS Region 8 SRT since 2012. He currently serves as the TEMS (tactical EMS) team leader.

Course Description: At scene traffic crash data collection is useful only if all appropriate information is collected and properly interpreted and analyzed. Participation in Crash Investigation 2 enhances the capability and credibility of the at-scene investigator.

Crash Investigation 2, based on the 2014 edition of J. Stannard Baker’s world-renowned textbook Traffic Crash Investigation, emphasizes vehicle behavior in crashes, vehicle damage analysis and more advanced mapping and evidence location skills.

Crash Investigation 2 builds upon topics examined in Crash Investigation 1 and provides the student/investigator with greater knowledge of the information available at the crash scene and how to properly collect and initiate interpretation of that information.

The course also provides instruction in the use of laser-based measurement devices to measure crash scenes and the evidence found there. Laser Technology, Inc. units are used for these demonstrations. Downloading the electronic information into mapping programs is also covered.

Vehicle damage analysis - description, reporting and determination of direction of forces

Vehicle behavior in crashes Results of the crash on the road - identifying and interpreting tire marks and road scars

Lamp filament analysis - determining whether headlamps, tail lights and turn signals were on or off at moment of impact Tire damage analysis - role of tire failure

Measurement methods - perspective grid, photogrammetry, measurement techniques, diagram drawing and systematic methods for organizing and illustrating data Interpretation of data - use of all information obtained through investigation Specialized data gathering - measuring devices and other testing Laser-based measurement and use of mapping software

Illinois General Explosives Recognition and Requirements

Course Description: This is a one day 8-hour class being provided by the Illinois Department of Natural Resources, OMM-Explosives and Agg. Division. The class will provide hands on education for recognizing the different types of high/low explosives and their requirements at both the State of Illinois level, as well as the BATFE (Federal) level. In addition to general explosive recognition, the specifics and differences of consumer fireworks (1.4) vs. professional grade fireworks (1.3G) and the laws that pertain to them will be discussed in great detail. This class is being provided by the IDNR to help educate law enforcement and to provide direct assistance, on scene, when dealing with explosive situations. The IDNR regulates / investigates high and low explosives including 1.1, 1.2, 1.3, and 1.5. Too many times law enforcement does not have the education to know how to identify an explosive and/or if a bomb squad needs to be called. Bomb Squads, Explosives Breaching SWAT Teams, and BOMB Dog Handlers already possess the IL Individual Explosives License. The IDNR must be notified immediately upon any recovery of a regulated explosive and/or device to pursue the information necessary for enforcement. If the Officer and their respective department so desire; after completing the class and passing the exam they can receive an IL IDNR Individual Explosives License, to be used in association with their law enforcement duties. A random monthly bank of test questions will be administered at the end of the class which will consist of 50 questions that will be multiple choice and/or True-False. Each officer receiving the license will fill out an application and must pass the test with an 80% or higher. Officers who do not pass the test will be provided an opportunity to retest in the near future.

➢ Licensing is recommended but not required to attend.

There are eight chapters covered in the presentation and each officer will be provided a packet of information from the IDNR consisting of a copy of the IL Explosives Act, the Admin Codes that Apply to the Act, a general explosives safety packet, a packet for note taking as the presentation is given, and a small 4-page packet for officers to keep available as a quick reference guide for explosive identification purposes, while on duty.

Sterling has been with the Department for four years and inspects/investigates all explosive storage facilities (Law enforcement and Non-Law Enforcement), explosives accidents, explosives incidents, and performs random checks/investigations on both licensed and unlicensed individuals. Sterling has 18 years of high explosives experience and teaches the IL Individual Explosives License Class on a regular basis. Over the past few years Mr. Sterling has noticed a lack of education when law enforcement agencies are dealing with explosives related issues, and hopes to help prevent these issues in the future through education and assistance.

Course Description: The “Cannabis Regulation and Tax Act” as described in “Amendment to HB 1438”, was signed into law by Governor Pritzker on June 25th, 2019. This legislation permits the cultivation, selling, and the adult use of cannabis, beginning January 1, 2020. The implementation of this legislation will have a tremendous effect on all aspects of law enforcement. The most profound impact will be on traffic safety. Illinois officers need to be trained to understand the legislation and to take appropriate action when required.

Upon Completion of this training officers will be able to:

• Describe the entities associated with transporting, testing and education

• Define the state agencies associated with regulating the cannabis industry

• Distinguish the laws governing medical cannabis and the adult user

Course Description: The two-day WZ Seminar on Tactical Field Interviewing is designed to teach and reinforce the sound fundamentals of the field interviewing process for the patrol officer, field investigator, detective, police officer, special agent, or other law enforcement professional. Course participants learn a broad range of cutting-edge methods and proprietary tools to conduct more effective interviews and interrogations in their terrorism-related investigations that will result in more actionable intelligence, quicker admissions and better statements. The course is especially appropriate for those investigators tasked with the investigation of domestic or foreign terrorism and terrorist-related activities. Criminal activities traditionally investigated by law enforcement may have provided cover and funding for terrorist organization in the United States and abroad. Investigators conducting these inquiries will learn to apply interviewing techniques that most often will bring these cases to a successful conclusion. Instruction includes a comprehensive overview of non-confrontational interviewing methods to overcome the resistance of a traditional criminal or terrorist operative. Attendees will learn to assess verbal and non-verbal behavior, offer rationalizations, handle denials, detect deception and evaluate truthfulness. This course will enhance communication, interview and interrogation skills for a more focused and successful investigation of terrorist activities. TOPICS INCLUDE: • Interview vs. Interrogation and the advantages and disadvantages during a field contact or crime scene

investigation. • Legal Aspects of Tactical Field Interviews: A review of the laws regarding criminal interview and

interrogation, Miranda warnings, consent to search, and the development of an admission into a legally acceptable confession.

• Counter-Terrorism Interdiction Questioning: Questioning techniques that can be utilized during a tactical interview of a potential terrorist suspect. Baseline and behavior-provoking questions discussed.

• Interpretation of Verbal and Physical Behavior: The evaluation of verbal and physical behavior as they relate to identifying anomalies and the pursuit of the truth will be discussed in depth.

• Cognitive Interviewing Techniques: Techniques that can be utilized when interviewing a traumatized or a cooperating witness. Techniques in establishing rapport and the concept of Neurolinguistics.

• Enticement Questions: Behavior-provoking non-accusatory questions that can be asked to entice a suspect into changing his original story.

• Reducing Resistance: How to use rationalizations to reduce resistance during a field interview. • Obtaining the Admission: How alternative & assumptive questions can be utilized to obtain a confession • Developing and Handling Informants: How to develop and improve the officer’s ability to utilize informants

Continued on next page: Instructor: Keith Zupec, CFI, brings over 23 years of law enforcement experience to the seminars he conducts for Wicklander-Zulawski & Associates, Inc. (WZ). Since 1997, he has been a law enforcement professional with the Waukegan (Illinois) Police Department. Besides his current position as Deputy Chief of Investigations, Keith has served as a patrol officer, detective, sergeant of detectives and a commander. Keith has also served as second in command of the department’s SWAT Team for 10 years. During his 18 years assigned to the Criminal Investigations Division, Keith conducted thousands of interviews and interrogations in over 200 death and homicide investigations. All the homicides he handled as a detective, or that he supervised, have been successfully concluded either through arrests or by outstanding arrest warrants. Due to his years of experience, particularly in interviewing and interrogation, Keith’s main concentration within law enforcement is investigations. Keith has a Bachelor of Arts from Western Illinois University. He attended Northwestern University Center for Public Safety, School of Police Staff and Command, as a graduate with honors in the 319th class. Keith is also a Certified Forensic Interviewer (CFI). A CFI demonstrates an understanding of legal aspects of interviewing and proficiency in interview preparation, behavioral analysis, accusatory and non-accusatory interviewing, documentation, and presentation of findings. As an instructor, Keith has presented to thousands of law enforcement officers throughout the country over the past 10 years in the areas of interviewing and interrogating along with homicide investigations. Keith is a member of the International Association of Chiefs of Police, Law Enforcement Immigration Task Force, Lake County Chiefs of Police Association, International Homicide Investigators Association, Illinois Homicide Investigators Association, and the International Association of Interviewers. He has also received numerous state and local awards for his law enforcement service. His assignments included uniform patrol and plainclothes tactical operations. He was then promoted to the rank of Gang Crime Specialist and has investigated gang related criminal activity, including homicides; drive-by shootings, and narcotic trafficking.

Instructor: Officer Brian Tison CIT Coordinator / Hostage Negotiations Team Leader METRO/SWAT University of Illinois Police Department Brian Tison has been a sworn officer for over 26 years, serving with both the Vermilion County Sheriff’s Department and the University of Illinois Police Department. He is currently assigned to the Patrol Division and is a certified Master Firearms Instructor and Field Training Officer. Brian is an active CIT Officer and Coordinator for the Crisis Intervention Program for UIPD. He also serves as Hostage Negotiation Team Leader for the Champaign County METRO/SWAT Team and is the Vice President of the Board of Directors for the Illinois Crisis Negotiators Association. Brian teaches the police response portion of the 40-hour Crisis Intervention Team (CIT) course statewide and serves as the CIT Task Force representative for the University of Illinois. He was one of the first officers in the state to be trained as a CIT instructor and has taught extensively for Mobile Team Units (MTUs) in Illinois. Brian has presented at National CIT Conferences in Florida and Ohio. In 2006, he was named CIT Officer of the Year for the State of Illinois.

Officer McElroy has made several significant seizures involving thousands of pounds of narcotics and over a million dollars in currency. Course Description: The purpose of this course is to prepare law enforcement professionals to effectively instruct the SFST training program using the concepts and principles provided by the National Highway Traffic Safety Administration and the International Association of Chiefs of Police. The curriculum addresses the application of basic adult learning theory and the instruction skills needed to deliver this training.

In the SFST instructor-development training program, the principal participants are law enforcement officers who have demonstrated proficiency in the administration of the standardized field sobriety tests (SFSTs), and are actively involved in detecting and apprehending impaired drivers. Participants should be well versed and comfortable with the SFSTs, including the HGN test.

Primary reasons for attending this training are:

▪ a desire to develop or strengthen effective presentation skills. ▪ a desire to develop or strengthen skills as an SFST instructor. ▪ a desire to learn how to conduct interactive participant-centered training. ▪ a desire to become more familiar with the SFST curriculum available through

NHTSA and the International Association of Chiefs of Police.

The most significant learning activities are the presentations made by the participants. The participants will use NHTSA course materials to prepare their practice teaching presentations. Participants are expected to become thoroughly familiar with content, learning activities, training aids, etc. related to delivery of the SFST course. Course Description: This course has been designed to provide recently-assigned criminal investigators with the practical skills and knowledge needed to perform their duties legally and effectively. Additionally, experienced patrol officers and tactical officers responsible for conducting follow-up investigations of minor crimes would also benefit from attending this class.

Course topics will include:

• The role of a criminal investigator during the investigative process

• Practical and effective investigative techniques for personal and property crimes • Basic principles of effective crime scene management

Instructors: Patrick Morley has been a Cook County Assistant State’s Attorney since January 2000.

He currently is assigned to the Gang and Complex Homicide Unit, where he prosecutes homicides, along with other serious felonies. Previous assignments include Criminal Appeals (January 2000-June 2000), Chief Judge (June 2000-November 2000), Narcotics Prosecutions (November 2000-April 2003), Children’s Advocacy Center (April 2003-November 2003), Felony Review Unit (November 2003-February 2005), Felony Preliminary Hearings Unit (February 2005-August 2005), Homicide-Sex Unit (August 2005- November 2005), and Felony Trial Division (November 2005-September 2007), Complex Narcotics Litigation Unit (September 2007-June 2008), Cold Case Homicide and Organized Crime Unit (June 2008- July 2017). He has prosecuted 46 felony jury trials, over 300

Patrick previously was a Chicago Police Officer for approximately 7 years appointed in May of 1993. He was originally assigned as a Patrol Officer, to the 10th district, on the west side of Chicago, and the 1st district, in the downtown area of Chicago for 5 years. Assigned to the Superintendent’s Office as a legal officer for 1 year. He was promoted to sergeant of police in 1999 and worked as a supervisor in 9th district on Chicago’s south side before becoming an Assistant State’s Attorney.

Larry Rafferty is currently the Deputy Chief of the Midlothian Police Department. Before his recent retirement, he was the Commander of the Criminal Investigations Division for the Cook County Illinois Sheriffs Police Department. Larry had been with the Cook County Sheriffs Police Department for 28 years. During that time, he had worked as a patrol officer and detective. Larry spent 13 years as a detective and was assigned to investigate property crimes, violent crimes and then to the homicide team. Larry also spent 16 years as a member of the South Suburban Major Crimes Task Force. He began as a task force investigator and later became a team leader, squad leader and for six years the commander of the homicide team. As commander of the task force, Larry commanded 85 investigators and 15 supervisors. Larry oversaw the entire criminal investigation including crime scene technicians, search warrant teams, leads and case managers and the social media team. Larry worked on and supervised over 150 homicides with the task force. Larry as a Detective Sergeant supervised the Cook County Sheriffs Police Departments Cold Case Squad for three years. Larry supervised four detectives and his unit was recognized by the Chicago Crime Commission for an outstanding Cold Case Criminal Investigation.

Adam Gulczynski is a Sergeant with the Hickory Hills Police Department. He was previously assigned as a Detective and served in that capacity for 11 years. Adam has been with the Hickory Hills Police Department for 14 years. As a Detective, Adam was assigned to investigate a variety of crimes to include thefts, robberies, burglaries, financial crimes, cyber-crimes, sexual assaults, crimes against children, and homicides. Adam has worked and assisted with hundreds of Felony Investigations in Hickory Hills and the surrounding communities, often specializing in the location, recovery, and analysis of electronic information. Adam spent 8 years assigned to the South Suburban Major Crimes Task Force, first assigned as an investigator, and serving as a Supervisor for 5 years. Adam was responsible for overseeing the development, analysis, and preservation of information from electronic sources i.e. cellular phones, social media, and other electronic information sources. Adam was also the Commander of the Southwest Major Crimes Task Force and supervised 21 investigators during homicide and kidnapping cases.

Course Description: Ensuring the safety of children at school is a responsibility that belongs to everyone.

To inform these efforts, the U.S. Secret Service National Threat Assessment Center (NTAC) will present on

the findings and recommendations from its latest study, Protecting America’s Schools: A U.S. Secret Service

Analysis of Targeted School Violence. The findings from this study, which analyzed 41 incidents of targeted

school violence that occurred at K-12 schools in the United States from 2008-2017, indicate that targeted

violence is preventable. This presentation will focus on how communities can use a multidisciplinary

approach to identify and intervene with students who are exhibiting concerning or threatening behaviors.

This is NOT active shooter response training.

Mental Preparation for Terrorist Attacks and Other Violent Encounters

Course Description: Historically, the focus of officer safety has been on the dangers posed by violent criminals, but this has changed with the ever-increasing risk of terrorist attacks in America. While officers must still make officer safety a high priority, their primary emphasis must be on taking swift action to stop the killing when dealing with terrorist attacks, which necessitates the taking of greater risks than before. At the same time, they must never lose sight of the importance of effectively controlling violent individuals while carefully guarding against the use of excessive force. This makes it more important than ever for officers to possess the appropriate mindset. Through the extensive use of case studies and classroom participation, this course demonstrates how they can develop the mental tools they need to take appropriate action in the event of a terrorist attack, while also remaining mentally prepared to control violence in a manner that reduces the risk of unnecessary force.

At the conclusion of the training, the officer will be able to:

1. Explain how winners plan for violent encounters 2. Explain why it is important to train realistically. 3. List at least four ways that mental flexibility can be enhanced. 4. List at least four ways to improve decision making under stress 5. List and explain the five basic principles for close-quarters use of the handgun. 6. List at least three means for detecting an ambush. 7. List at least three tactical principles related to responding to terrorist attacks when off duty. 8. Analyze at least one lethal police encounter, and then present at least three learning points that can be learned from the incident.

Instructor: Brian McKenna is the owner of WINNING EDGE TRAINING and its sole instructor. He recently retired after 30 years with the Hazelwood (MO) Police Department. At the time of his retirement, he was assigned to the patrol division as a shift supervisor (lieutenant), and also served as an in-service trainer and lead firearms instructor. He is a state certified police instructor and former academy instructor, and holds a Master’s Degree in human resource development.

Brian writes extensively on officer safety topics, and authors Law Officer Magazine’s Officer Down column, a regular feature that analyzes officer-involved shootings for key learning points. This experience gave Brian the opportunity to conduct in-depth research into the dynamics of armed encounters and the most effective ways to control them. WINNING EDGE TRAINING is the culmination of this research, packed into training that uses the power of case studies, proven adult learning principles, and a dynamic presentation style to teach officers how to control violent

encounters with the proper level of force.

Peer Support for Public Safety Agencies New Lenox Police Department

Course Description: This 5 day, 40-hour program has been developed for entry-level participants who have been chosen as peer support team members and is consistent with accepted industry standards, guidelines for peer support as proffered by the International Association of Chiefs of Police, and reviews of other law enforcement programs and peer support as a discipline. Content is heavily influenced by previous experiences in peer support, crisis hotline training, and related behavioral sciences. The overall philosophy is that peer support comes from within the peer support team member, from his or her own experiences, and from the recognition of one's own feelings. This provides the starting point for understanding crisis, stress, suicide, bereavement, crisis communication skills, the model known as Critical Incident Stress Debriefing, boundaries, confidentiality, and other pertinent information to prepare the team member to intervene in a personal crisis and/or critical incident. Lecture, discussion, personal introspection, sharing and intense role-playing exercises are the methods generally utilized in this training. Critiques from over 500 past participants have supported this training as the definitive starting point for a peer support team member.

His company, Crisis Associates LLC, presents peer support and other behavior sciences programs tailored to the needs of clients. He is also involved in Crisis Negotiation Training stateside and in other countries. Mr. Hogewood has been involved in training others since 1980 with his department, the local Community Crisis Center, private corporations, and the U.S. State Department Anti-Terrorism Assistance Program. He has a Master of Human Services degree from Lincoln University in Oxford, Pennsylvania.
