RWANDA ONLINE MEDIA PRACTITIONERS TRAINING ON “WEB DESIGN AND

MAINTENANCE’’

1. Background

The Media High Council (MHC) is a public and independent institution governed by the Law n° 03/2013

of 8/2/2013 determining its mission, organization and functioning. The statutory mission of the Media

High Council is to empower the media sector for development through capacity building. This aims at

strengthening the media industry by providing support for skills development in media entrepreneurship,

content improvement, media house sustainability of pluralistic and diversified media landscape in

Rwanda.

It is evident that web design online media are attracting a big number of readers and the have a big

impact on readership and understanding of the content. In terms of media content improvement especially

for online media designers play a very important role in the production of media content quality,

consistency and compliance. To carry out these responsibilities, they need to understand principles and

practice of web based online media content creation, quality, security, audience, audience analysis and

impact of information law. Through the research and concentration conducted by Media High Council,

major skills gap and area to improve were identified and agreed upon that the training in web design and

maintenance is very necessary.

Online web designers and maintainers Skills gaps:

- Insufficient knowledge of professional standards in design and maintain an online media website;

- Inadequate skills in using relevant software programmes;

- Insufficient capacities in utilizing a range of web design and maintenance processes and techniques;

- Insufficient knowledge of online media website design and maintenance code of ethics;

- Inadequate knowledge of content creation of online media.

In this regards, UNDP and the Media High Council planed a training for Rwanda online Media designers

and maintainers to be delivered by professional trainers to overcome the media web design and

maintenance weaknesses in Rwanda media industry

2. Objectives attained

The objectives of training 30 online media practitioners in web design and maintenance were attained as

following:

- Principles and practice for the online media web design and maintenance were introduced

- Principles and practice on how to create the professional web based media content were introduced

- Social media audience was associated with the content by categories

- Principles and practice of the online media web design and maintenance were offered

- Trainees were provided with web based online media standards for good design and maintenance

- Local and regional online media websites were interrogated for professional web design and

maintenance

3. Results obtained

Thirty Online media practitioners were trained and the following skills were gained:

Knowledge of web design principles

Ability to maintain online media website

Professional standards in design and maintain online media website

Appropriate software programs and utilizing a range of web design and maintenance processes and

techniques.

Principles and practice on how to create the professional web based media content

Social media philosophy, content, audiences and impact

4. Area where activity conducted

The training took place at LA PALME Hotel in MUSANZE for 6 days from 22-27 September 2016.

5. Beneficiaries (Online media practitioners especially web designers and maintainers )

30 participants (see attached attendance lists) from different online media house were invited as the

list on attachment indicates.

6. Process ( Detailed)

The opening ceremony of the training was chaired by MHC Executive Mr Peacemaker

MBUNGIRAMIHIGO who, after thanking them for their response to the invitation, encouraged the

trainees to follow carefully the training to improve their skills in web design and management.

The training was attended by 30 journalists’ web designers and maintainers. They were trained on:

Introduction to Designing an Online Media;

Using Adobe Dreamweaver CS3 to Create Web Pages and Website;

Web content management system (case study: Wordpress);

Web Maintenance and Content creation;

Domain Names & Web Hosting;

Adobe Photoshop cs6;

Online writing and content management;

Social media and digital media philosophy and management;

They designed websiteon local server as an exercise, online hosting and learnt Adobe Photoshop cs6

for photo editing and banners designing. Since all of them had brought their computers, trainers

installed the software used such as Adobe Photoshop cs6, Wampserver and template of the

wordpress; it was easy for them to follow what the trainers were teaching them. Also, the training

emphasized on the use and exploitation of the different social media in the aim of marketing and

increasing the number of readers of their websites.

They had an opportunity to criticize their websites design and content based on skills gained under

the guidance of trainers Mr Robert Abangira from Kigalitoday and Mr Rugasa from Office of

Government Spokesperson.

Before starting the training, trainers ensured that the program which included two modules with 8

chapters were put in place targeting the expectations of the trainees.

The training was covering six days, with 7 hours each. The training consisted of interactive and purely

practical sessions where trainers used projector to guide trainees into several skills of the program in

designing website, using photoshop analyzing their online stories from their own websites and analyzing

social media content.

The trainers were satisfied with the degree of commitment and seriousness that characterized the trainees.

Trainees appreciated the training and testified that they retained a number of skills, and reached an

important progress when they compare with their prior knowledge to the matter.

The trainers made sure that the trainees understood well each chapter and assessed how they were

practicing web management to incite more readers.

At the end, trainees created also a network of online media practitioners

7. Recommendations

Despite of a good progress, the level of trainees was clearly still low for a professional web design and

maintenance, the trainees requested the followings:

To reorganize training on web design, photoshop and other related software.

They trainees requested training on online news writing and need to learn how to improve the

content of their online news depending on the newsworthiness.

To attend others training related to writing online news stories in professional way in order to

increase their readership.

To organize specialized reporting

To organize study tours

8. Conclusion

The training was interactive and interesting to the participants. The trainees committed to put into

practice the skills acquired during the training and improve the design, maintenance and management of

their web sites on their own instead of paying money to the web designers. During the training, trainees

designed web sites as an exercise and demonstrated their acquired skills on professionalism of posting

stories and well designed photos on the web. They realized that they have to design effectively their

website in order to attract the readers.

Trainees decided to exploit social media profitability occasion and use them effectively and efficiently.

Trainees recognized the MHC efforts to build media capacity building especially online media
