Target was set to attract Rs. 10,000 Crore of investment and create 5 Lakh job opportunities during the 5 years subsisting period of Suvarna Vasthra Neeti 2008-2013.
Rs. 500 Crore budget was allotted for the effective implementation of the scheme.
During this period, priority was given for skill development based on the requirements from the textile industries, competitive quality textiles and availability of skilled human power.
Requirements for establishment of a Skill Development Centre, a building (approximately 1,500Sq.Ft.), Electricity Connection (10 HP), Toilet, Drinking Water Facility, Demand for Readymade Garment Unit, Human Resources and Road connectivity and others.
Rs. 27.00 Lakhs is sanctioned and released for the establishment of each Skill Development Centres.
75% of the beneficiaries who are trained in the Skill Development Centres have been placed in Large / Medium Textile Industries.

Training syllabus has been revised from 2019-20 based
on the demand of the Textile Industries. Special
Machineries to get establish in the Training Centres.
45 days Advanced SMO Training Programme has been
designed.
Rs. 3,500/- stipend will be paid to beneficiaries who
undergo this Training Programme, which is transferred
directly to the beneficiary's bank account.
Skill development training programs in the Advanced
SMO / Handloom / Powerloom Courses in 320 training
institutions across the state, Physical target of 25825
and Financial target of 2678.600 Lakhs action plan has
been approved to the year 2019-20.

Proposed budget for the implementation of Nuthana
Javali Neethi 2013-18 by the Handloom & Textile
Department is Rs. 10000 Crores.
Goal was set for creating 5 lakh job opportunities to the
people and to train unemployed young men / women.
Skill development in professional training is provided in
respect of Textile activities, powerloom weaving,
handloom weaving, sewing machine operator course
to the unemployed young men & women in Private
S.M.O. Training Centres, Corporate Institutions and in
Skill Development Centres established in Districts and
Taluk Headquarters under the Nuthana Javali Neethi.
Handloom and Textile Department is providing training
to the unemployed young men / women since 2008 in
Sewing Machine Operator, Handloom and Powerloom
Training and 75% of the Trained beneficiaries have been
placed in Readymade Garment Units.

Nowadays women from various sectors are very much
interested in learning Boutique Designs. Hence, it is
decided to train unemployed women and Housewives
for making designs on sarees, blouse, dress materials
made of Silk / Cotton for making value added products.
Training is of 3 months duration.
Training is provided to the unemployed women for
creating boutique design with special colour and
design on Silk / Cotton using hand embroidery.
Training with Single Needle Tailoring Machines and
Special Computerised Embroidery machines.
Training in Cloth Cutting and Pattern Making.
After Training there is opportunity to set up Individual
Units under Weavers Special Package Scheme from
Department.
During the training Programme Stipend of Rs. 2500/-
per month will be directly transferred to Beneficiary
account.
