A ramp will connect the lower driveway from Dundas Street to the surface parking located at the main floor level. Landscape areas will be located around the building. A 10.0m wide servicing easement is proposed for the water service and storm sewer connections from Kaitting Trail. The westerly limit of the easement is the projection of the eastern property

Functional Servicing/Stormwater Management Report

103 Dundas Street West,

Oakville

Introduction:

Trafalgar Engineering Ltd. has been retained by 103 Dundas Corporation to prepare this

Functional Servicing/Stormwater Management Report in support of the Rezoning Application

for the lands located at 103 Dundas Street West, Oakville. This report should be read in

conjunction with Trafalgar’s Conceptual Site Servicing and Grading Plan and architectural and

landscape plans. The report is preliminary and additional studies and detailed designs will be

required prior to the site proceeding to construction.

The subject lands are located on the north side of Dundas Street West, west of Sixth Line and

consist of 103 Dundas Street lands (0.53Ha).

The property currently contains an old farm house, and adjacent garage and barns. Immediately

to the west is a property containing a Bell building.

The property is surrounded by the Mattamy Preserve Phase 1, Lower Fourth Phase 1A

development (24T-05012) currently under construction.

boundary of the subject lands extended to intersect the Kaitting Trail right of way. Relocation

of an existing hydro manhole may be required to facilitate servicing for the site. The location of

the manhole is to be determined at a later time through coordination with Oakville Hydro.

Sanitary Drainage:

There is a 200mm sanitary sewer located along the Kaitting Trail immediately north of the site

and a 900 mm diameter sewer running along the north side of Dundas Street West, immediately

adjacent to the site. Record drawings (Region Dwg. O-20008) indicate a 150mm diameter

sanitary lateral to the 900mm diameter sewer has been provided to the subject site.

According to the Sanitary Sewer Design Sheets for Mattamy Preserve Phase 1, Lower Fourth

Phase 1A development provided by David Schaeffer Engineering Ltd. (DSEL), the subject lands

have been accounted for in the sewer design of the sewer along Kaitting Trail at an equivalent

population of 135 persons/ha. Per the Region of Halton Design Manual this population density

assumes an apartment type development of six stories or less.

The preferred connection location for the building will be to the existing 900mm diameter sewer

located along Dundas Street West. Connection to this sewer will allow the entire building to be

drained by gravity (pumping of the lower parking level may be required). Calculations based on

the Region of Halton’s Design Manual indicate the existing 150mm diameter sanitary lateral will

be insufficient for the proposed development.

Sanitary Sewer Lateral Sizing (3.8.7)

208 units x 20 F.U. per unit = 4160 F.U.

From Table 3-6 with 4160 F.U.:

250mm diameter at 4.0%, or

300mm diameter at 2.0% (chosen)

Connection to the 900mm sewer will require removal of the existing 150mm lateral and replacing

it with a 300mm connection. The Region of Halton does not normally allow direct connection

to mains 450mm and larger, and so permission via Deviation Memo will be required.

Estimated Sewage Flows

Per the Region of Halton standards for an apartment over six stories:

• Equivalent Population = 285 persons/ha x 0.53 ha = 151 persons

• Avg. Daily Flow = 151 persons x 0.275 m3/per/day = 42 m3/day

• Peaking Factor = 4.19

• Peak Flow = 4.19 x 42 m3/day = 176 m3/day

• Infiltration allowance = 0.286 L/s/ha x 0.53 ha x 86400 s/day= 13 m3/day

• Design Flow = 176 m3/day + 13 m3/day = 189 m3/day (2.2 L/s)

Water Supply:

There is an existing 300mm watermain located along the Kaitting Trail. Information obtained

from the Region of Halton notes the watemain is located in lower area Pressure Zone 4 and the

static pressure is in the range of 85psi to 90psi. Fire flow tests for the main at a flow of 2300 US

GPM indicates a reduction of pressure to approximately 78psi. The pressure and flow in this

main are good, and more than sufficient to support the proposed development. Pressure reducing

valves may be required due to the high static pressure.

The site will be serviced from the 300mm watermain located on Kaitting Trail. A 100mm

domestic line and 200mm diameter fire line will be extended to the building along the proposed

10.0m servicing easement directly to the east of the subject lands.

Per the Region of Halton standards for an apartment over six stories, the equivalent population

is 285 per ha. Based on that population density, the site would have an equivalent population of

151 persons.

Estimated Water Demands

• Avg. Daily Demand = 151 persons x 0.275 m3/per/day = 42 m3/day (29 L/min)

• Daily Flow Peaking Factor = 2.25

• Hourly Flow Peaking Factor = 4.0

• Maximum Daily Flow = 2.25 x 42 m3/day = 95 m3/day (66 L/min)

• Maximum Hourly Flow = 4.0 x 42 m3/day = 168 m3/day (117 L/min)

• Fire Flow = 5000 L/min (see attached supporting calculations)

• Maximum Daily plus Fire = 5066 L/min (1338 US GPM)

Storm Drainage

The subject lands are located in the Munn’s Creek drainage shed and are part of the lands included

in the “North Oakville Creek Subwatershed Study” completed by the Town of Oakville in 2007.

They are part of the lands studied in the EIR/FSS for the Lower Fourth Line and Pendent

Developments that contribute to Pond 14. The lands are included in the detailed “Stormwater

Management Report for Phase 1 of the Preserve Lands to SWM Pond 14” prepared by J.F.

Sabourin and Associates Inc. (2013) (JFS) and infrastructure has been designed for the subject

lands as part of the servicing of the Preserve Phase 1, Lower Fourth 1A, subdivision as designed

by David Schaeffer Engineering Ltd.(DSEL).

The existing drainage from the property is to the south towards Dundas Street West and along

the ditch along the north side Dundas Street West to the culvert located approximately 125m east

of Harman Gate.

The proposed servicing of the community per DSEL has the drainage from the subject lands

draining towards Kaitting Trail. Kaitting Trail has been designed to convey both major and

minor flows from the subject lands along Kaitting Trail to Pond 14. Pond 14 provides quantity,

quality and erosion controls for the subject site.

The JFS stormwater management report indicates that the subject lands (E056UC1) be assigned

a runoff coefficient of C=0.9 and flows be limited to 147L/s for the minor storm. A composite

runoff coefficient was calculated for both Kaitting Trail and Dundas Street catchment areas using

a runoff coefficient C = 0.25 for pervious areas and C = 0.9 for impervious areas (see Figure 2).

The estimated composite runoff coefficient to Kaitting Trail is C = 0.76 and the runoff coefficient

to Dundas Street is C = 0.72. Using the rational method and the composite runoff coefficients

the 5-year flow (sewer) to Kaitting Trail is 111 L/s and to Dundas St W is 16 L/s.

The JFS report also indicates the major flow from the site is to be conveyed along the street

system to the stormwater management pond. To ensure that this occurs the main part of the site

is proposed slightly above the elevation of Kaitting Trail. Under a large storm drainage event

the runoff in excess of the minor system will spill and be conveyed through the servicing

easement to Kaitting Trail. The overland flow to Kaitting Trail under the 100-year event is

approximately 83 L/s. The small portion of the site that drains to Dundas Street will have an

estimated overland flow of 13 L/s for the 100-year event.

The JFS report notes that the adjacent sewers will surcharge regularly as a result of the

downstream SWM pond. As a precaution, no below grade openings or openings at lower levels

will be allowed.

The proposed site has an access to Dundas Street West. The elevation of this access is

approximately 168.48 m or roughly 3m below Kaitting Trail. The 711m2 area, consisting of the

Dundas driveway, driveway ramp, and adjacent landscape area cannot be drained to the Kaitting

Trail storm sewer. We are proposing this small area be drained to the 750mm diameter sewer

located along Dundas Street West. As outlined in the JFS report and the Region’s EA study for

Dundas Street, this sewer also is proposed to outlet to Pond 14.
