Regular Board Meeting Minutes from Monday, April 20, 2020 (Online Meeting)

I. Meeting called to order by School Board Chair Benson at 6:02 p.m.

Friday nights from 8:40pm to 9:00pm we have been turning on the Football Stadium Lights as a symbol of

hope and assurance to our students, teachers, community and all who need support during this time.

Spring sports update:

Track: Set up a Remind App to communicate with their athletes. They have a few week’s worth of workouts

to rotate through. The coaches attempt to post something inspirational or a message every week. Coaches

are pushing out new workouts this week. Coaches will send out personalized workouts for athletes who ask.

Track ordered some instructional DVDs for specialty areas. The coaches are rotating them through the staff.

There are also some college coaches offering some Zoom clinics for specialty areas as well that they hope to

take advantage of.

Baseball: Communicating with 7-12 players through a Baseball Schoology Group. Sent home thera-band to

each player with the home delivery back in March so players could utilize the arm strengthening and body

weight workouts. Since then I have sent out numerous position drills and workouts that can be done by

themselves or with a partner. I also, try to include some inspirational videos and messages. A fun thing for

the kids to look at was a calendar with 30 days of Baseball movies.

Softball: Made a Schoology softball group as one mode of communication with the team 9-12. Created

folders in Schoology for defensive positions, pitching, as well as bunting and hitting. In those folders there are

multiple technique videos for the team in all those areas. Have made recommendations on which app to

utilize to create personal workouts to stay in shape. Also, utilizing texting. Some has been to the entire team,

some individual or family and a lot with the seniors. The purpose being, one to keep them focused on trying to

improve their softball skills in case we do get an opportunity to move forward with the season, and two to try

and help them keep their heads right through this challenge. Softball has purchased a video series for the

coaches to improve coaching skills and to come up with new drills and ideas.

Golf: Sent a video about swing mechanics to all 7-12 Golfers and have encouraged them to check out more

videos online and to encourage them to chip the ball around their yard when weather permits. I also plan on

making myself available this summer for free instruction at both golf courses. Monday night at Tracy and

Tuesday night in Balaton for the months of May, June, and July. Balaton Golf Course is all for it waiting to hear

back from Tracy Golf Course. Coaches and Directors May Not: • Have in-person contact with participants. •

Require or suggest groups of participants to gather. • Suggest or support “captain’s practices” or “open gyms.”

• Provide evaluations or feedback on participants’ performance. (i.e. require participants to submit video of a

skill or performance) • Require participants to take part in individual workouts or skills training, etc. (i.e.

journaling, reporting of time spent, submission of results) • Place undue influence on participants to take part

in any individual workouts or skills training.

MSHSL Update:

Every Thursday the MSHSL is having a forum with AD’s across the state. Below are the answers to the questions that

came up during the meeting on April 9.

State-Wide 1. Will the League’s decision on play or no play be determined the Governor’s decision on return to school? The governor’s decisions regarding “Return to School” as well as social distancing mandates have a direct impact on every decision the MSHSL Board of Directors make regarding spring participation. 2. Would we return to play if the Governor keeps us out of the buildings? Among many of the Return to Participation protocols that have and continue to be discussed by MSHSL staff and the Board of Directors revolves around this statement: “What would participation look like if the school buildings remain closed, students remain in distance learning and the Governor has relaxed the social distancing protocols to allow groups like high school teams to gather?”

3. Have our Superintendent's weighed in on if they would like the season to happen if we do return to school in our buildings? MSHSL Executive Director Erich Martens remains in contact with representatives of the state superintendents, principals, and school board associations. 4. If the Governor and his team are correct, and the spike is not set to happen in MN until July, is it right for us to be providing places and events that will still spread COVID19? Any decision made to Return to Participation will be a decision made following directives and information from the Governor and from the superintendents, principals, and school board associations. 5. Piggybacking on some of the other comments regarding the “spike” or “peak” of the virus being in the mid-summer time frame, have there been any discussions regarding how this might impact the fall activities? Yes, those discussions have and continue to take place at multiple levels. We all need to think about what participation may look like for Spring and Summer as well as the 2020-2021 school year. 6. What levels of play will be offered during this Spring Season—Varsity only, JV, C-Squad and Middle School? League staff will continue to seek input in these areas from our member schools and from the LEAD Network participants. There are a number of variations for a Spring season that we will discuss during the next LEAD Network meeting on the 16th. League Rules, Policies and Bylaws 1. Would 10 days of practice prior to competition be needed for golf? This is an area where talk with the MSHSL Sports Medicine Advisory Committee members will continue. Essentially, we need to determine what is an appropriate number of practices to ensure our student-athletes have the necessary sport specific readiness to compete. 2. Any input from Sports Medicine Advisory (SMAC)/MSHSL Staff on assisting students who have had their sports physical now (or even before fall) expire given the lack of ability to access medical services for non-emergency reasons at this point? Yes. We have been discussing this item with Dr. Bill Roberts, the chair of the SMAC. Fortunately, Dr. Roberts is an internationally recognized expert in this area so we will have the best information moving forward keeping in mind the safety of our students is paramount 3. If a student does not need any more credits to graduate and we are a trimester school, can they be done with online classes and still compete if/when spring sports begin? This is one of the bylaws that will require Board action to create an exception or exemption. Please see the include document that identifies all MSHSL Rules, Policies and Bylaws that are under review by the MSHSL Board of Directors. 4. Will we get support in allowing Lacrosse to play two games a day? This could help them have more of a season. Just exactly what a season will look like is a topic that has had considerable discussion. Number of weeks, how many contests, multiple games on the same day are just some of the areas where discussion has taken place. 5. Wondering if the mandatory AD Clipboard session could be a zoom meeting? We continue to work on providing alternative methods to provide information and education. Stay tuned for more on this topic in the future. 6. Has there been consideration about how a later baseball season will affect the Legion, Jr. Legion, VFW baseball schedules?

Yes, all MSHSL as well as non-school programs have been discussed and considered in the continuing planning discussions. Baseball and softball are unique in that students have always been able to participate on their high school team and their non-school baseball and softball at the same time. 7. What about our kids who have a violation of eligibility if there is no season... does it carry over into the Fall Season? Are you considering any sense of leniency? Just wanting to maintain hope when this is a punishment within itself. League staff have discussed this situation with the MSHSL Board of Directors. Our eventual Return to Participation protocols will address this situation. 8. If we do not have a Spring season, will the MSHSL also mandate limits for the summer, or will individual district do this? It is helpful to have things come from the Governor and the MSHSL. League staff discussion continue to prepare a framework for our eventual Return to Participation Protocols—whenever it does take place. What summer will look like is an ongoing discussion point. School Community 1. Can coaches from the fall and winter sports have contact with their student athletes? Absolutely. The MSHSL Rules, Policies and Bylaws have always allowed coaches to have contact with their student athletes. This contact can be information in nature and can include discussions as simple as “How are you doing and what can I do to help?” The key in this contact—no sport-specific instruction, training or mandates can be given. Coaches are a vital connection in the return to normalcy and contact with student athletes is encouraged. 2. How does this affect student's mental health, especially with the stressors they are already facing and then to throw them back into the buildings or a season, would it add extra pressure, anxiety, stress, depression, etc. on their minds and bodies? These are all concerns that all levels—League staff and Board, School administrators, coaches and school staff—will play a vital role for students. Start building a network support at the local school level of health care professionals and counselors that can help meet the mental health needs of students and coaches. 3. What are schools doing with paying their Spring Coaches? The Chat Forum from last week contains a document that has been circulating among our member schools. Please check it out to see what others are doing. 4. Could the league do a survey of schools of how they are planning to handle spring participation fees, coaching salaries, non-varsity seasons, etc.? We will use information form the already circulating document (see response above to question #3) to gather information. 5. Can you send us some items you would like us to discuss with our District leadership team, so that we make sure we have all information if you request information from us? This is an area where we will seek input in the Chat Forum during the LEAD Network call coming up this Thursday the 16th. 6. With all the face to face school time that has been missed, if we return to play in May we need to be respectful of the amount of class time missed (early departures) for our spring sports. More games under lights, limit number of games/week, 9 hole golf meets starting later in the day, etc. Again, we are hoping the LEAD Network Chat Forum will provide some valuable insight that will guide us in our Return to Participation protocols.

COMMUNITY EDUCATION:

Summer Recreation Brochure and Summer Camp Flyer are posted on the school website for families to

download. I am taking registrations but not depositing any money until we know if we can have summer

programs or not. Registrations can be dropped off in the red drop boxes at the Elementary or High School.

B. Secondary Principal Vondracek’s report: Distance Learning – Quality not quantity; Well-being first, Academics second.

a. Asynchronous Learning – Teachers create learning experiences for students to work at their own pace and take time to absorb content. (Schoology – assignments online; SMART music online; Khan Academy; Read Theory; IXL.com; You Tube demonstration videos; Edmentum curriculum; Tech – ICEU curriculum .)

b. Synchronous Learning – Teachers and students meet online in real time through videoconferencing or live chatting. (Zoom, Google Hangout, Facetime, Skype) 1 Zoom meeting/class/week—exception is AP/CN.

c. Attendance – 1 well-being question/week; may move to Ramp Up content question in May. Angela follows up w/ students failing to answer question, followed by Principal follow up.

d. Counseling – Zoom. System in place to notify counselors of at-risk students needing mental health assistance.

e. Paras – Day Care, have divided up special ed students, connect every day with their set of students, set up homework sessions on Zoom or Facetime which happen all hours of the day, communicate with each other, sped case managers, and classroom teachers, attend Zoom classroom meetings, help with janitorial tasks, keep and send in weekly logs.

f. Special Ed Students – IDLP written for each student, finish evals and some will be re-done in the Fall, IEP meetings over Zoom, direct services by case managers, paras offer near daily support.

g. Student-Teacher communication - Schoology messenger. h. Principal-Student communication – Announcements, Website, Schoology

messenger, phone calls, Zoom. i. Principal-Teacher communication – Zoom, email, phone.

I recommend accepting Kristy Campbell’s new sabbatical request, thus deleting her first request for 20-21. (See attached at bottom.)

Private Industry Council – Job Shadow for Sophomores, Wednesday, March 25. Students interested in 13 different career clusters. Placements are presently in Tracy and Marshall. PIC is looking into virtual opportunities for this, TBD. Quarter 4 midterm is April 24. Testing:

j. The ACT for our present juniors will be next Fall, Oct. 6 (makeup date: Oct. 20). We will use the ACT Prep Refresher for them in September to prepare them.

k. MCA Testing – April 7, 8, 9, 22, 23, 28, and 29. Cancelled. l. AP testing is now a 45 minute online test, conducted in homes. m. College Now testing will also be at home.

Tentative student interest in Mn West summer classes offered in Marshall for college credit: will now be online—totals as of April 15 are 3 applied, 3 unsure.

n. Astronomy—2; 2 maybe Intro to Criminal Justice—7; 1 maybe

Spanish Trip cancelled. Language and Friendship is still working on getting refunds from providers in Spain.

Upcoming Events: o. Jen Kimman, special ed director, staff development on Tools for dealing with

students with ADHD in the classroom. Postponed. p. Officer Dustin Demuth – assembly – Digital Responsibility (Cyber bullying, sexting,

social media, etc.) Friday, March 27 Grades 7-9 @ 8:20-8:50 am; Grades 10-12 @ 9:00-9:30 am. Officer Demuth is working on making a virtual assembly that we can have all students watch.

q. Senior Awards Night – May 13 – Virtual, pre-recorded, shown at 7 pm. r. Prom s. Graduation t. Scheduling for 20-21: cover on May Board Report.

C. Elementary Principal Munson’s report:

Picture 1 & 2: We received a Vikings branded Flag Football Kit. Picture 3: Zoom- “Name that Tune” with Mrs.

Benson.

Vikings Flag Football Bundle- We received 30 jerseys and belts, 10 footballs, a kicking tee, and a curriculum

book.

Distance Learning Plan:

PreK: Both Balaton and Tracy Little Panthers delivered Learning Kits. They have supplemented these kits

with videos posted on Facebook groups, with lessons. Paras and teachers are calling kids and Tracy is zooming

1 time a week.

TK/Kindergarten: A month’s worth of material was sent home separated in weeks. They have 1 zoom

meeting a week a night (so all parents can join) to explain the week of material and answer questions. Websites

are used to enhance learning like Raz Kids and EPIC (both for Reading). Individual and small group zooms are

set up with those needing extra help.

1st grade: A month’s worth of work was sent home separated in weeks. A daily zoom is set up each morning to

go over new material and explain what needs to be done. A lot of websites are used to supplement the learning

packets.

2nd grade: (2nd-6th have chrome books at home)- Everything is organized in Google Classroom. Kids will get

all their assignments and learning videos through Google. Zoom meetings are set up daily. MWF are teaching

and T-TH are read alongs. Additional websites are SeeSaw, Khan acacdemy, Head Sprout, Spelling City, etc.

3rd grade: Everything is organized on their teacher websites (set up in a way like the Google Classrooms).

Daily zooms are set up in the afternoon for questions. Videos are posted with all of the new lessons. Many

websites are being used (most I have already listed)

4th grade: All of their work is set up in Google Classroom. Each teacher has 2 zooms a day, one in the morning

to go over what to do that day and 1 in the afternoon to answer questions. (many websites are being used, most

I have already listed)

5th-6th grade: We are mainly using Schoology with some Google Classroom. We have a block schedule on

zoom. LA and Science on MWF with Math and SS on T-Th. Work is given almost daily for all subjects. A

number of website are being used a few examples are: IXL, Flip Grid, ICivics, Khan Academy, EdPuzzle,

Spelling City, Benchmark Universe, etc. Small group meetings are set up to help struggling students.

Title: Are joining in on grade level zoom meetings. Have reached out to students for 1 to 1 or small group

lessons. Reading Title has started a regular meeting list now that the students don’t feel as overwhelmed with

the process.

PE/Music: Music has 2 zooms a week with “Name that Tune” on Tuesday and “Sing along” on Thursday. A

number of activities are posted on her website. PE has a number of videos posted on his website and we zoom

“Haberman and Friends” on Wednesday afternoons. PE/Music is focused on being a reprieve for the daily

routine of shelter in place.

SPED: Are doing individual and small group zoom meetings a minimum of 3 times a week. Some families did

not want daily along with what was going on in the classroom.

Paras: Are all assigned a minimum of 1 classroom to help the teacher contact their students along with the

SPED students that each are assigned. Calls, zoom meetings, and texts are a number of methods they use to get

a hold of kids. They also have been taking 1 shift a week for Daycare. We are starting to assign 2 learning

videos per week for Paras to watch, (thru the coop and other resources).

We have had 100 percent of the students have contact with one of our adults. All students have access to

Internet. We have had only 2 to 3 students on a given week not jump on zoom. If they do not show up to a

session, we reach out with teachers, paras, or myself to get them connected.

Positions

- We were accepted for both Math and Reading Corp positions next year.

D. Superintendent Anderson’s Report: i. TAHS Office Relocation Update:

a. Demolition and Abatement of Room 150 and Door #1 Entrance Started on Wednesday,

March 11, 2020.

ii. Insulation of Gym duct work has started

iii. LED Lights in TAHS GYM

iv. Painting and summer custodial floor waxing

v. COVID-19 updates.

vi. Spanish Trip March 17 – March 31 Update: Language and Friendships are predicting 60% of a

return to families.

a. As of 3:00 on 4/20/20 we have had 39 respondents to the survey 51% want to keep

graduation on May 24, 36% want to postpone to June 21, and 13% want to postpone to

August 2. Dear Parents of Seniors, We all know that prom, senior awards night, and graduation are on the minds of everyone as we continue to plan our spring. We are all still waiting for direction from Governor Walz regarding the remainder of the school year, stay at home

orders, and social gathering restrictions. While we wait for direction we feel it is important to start making alternative plans in case we will not be able to have prom, senior awards night, and graduation on our scheduled dates. We want to

give options and hope for our seniors that we will have some type of prom, senior awards night, or graduation for them

to gather together and to celebrate their accomplishments. Below is a survey for parents regarding Graduation only. Please read through the options listed below for Graduation and select them in order of your preference. Number one being your first choice, number two being your second choice, and

three being your third choice. There will be a space for comments below each question regarding Graduation for you to

give your input on each option.

The administration and school board will weigh all options and be in touch with everyone as soon as we know more of

what we can and or cannot do. We will compile all of your suggestions and share them with all senior parents. These are not official plans, just discussion points to get the conversation started. Together we will figure this out.

Graduation Options:

* If social distancing guidelines and stay at home orders are NOT lifted Graduation will be as follows: Senior Parade: Students will line up at Central Park and ride in individual floats, cars, or pickup to TAHS. People

can stand along the parade route and cheer on the seniors as they make their way to TAHS.

Graduation Ceremony following parade:

* Each family will be allowed one vehicle to park in the TAHS parking lot in the shape of a "U" around a make- shift stage in the parking lot.

* Each graduate (one at a time) will leave their families car and walk up on stage, have their name announced and receive their diploma. They will walk around the cars and make their way back to their families car.

* The Graduation Ceremony will be streamed live and recorded and put on the school web site.

“Education as a Lifestyle” EOE

We are planning on holding senior awards night on Wednesday, May 13, 2020. At this time, we would like to hold Senior

Awards night in the TAHS gym as we traditionally have done in the past, however we are realistically preparing for an alternative plan. If we are not able to hold senior awards night as planned, we will live stream the event on the TAPS

web site. We are asking that each senior create a short video and send it Craig Polkow using "Schoology Messenger". The short video should be the senior stating the following: 1. Their Name. 2. Their Parent's Name. 3. Plans following

graduation. 4. Major at College if attending College. More information will be coming about how to access the live

stream on Wednesday, May 13, 2020.

b. Our recommendation is to send out a second survey narrowing it down to two options.

They will be as follows:

c. Hold Graduation on May 24. If we are not allowed to gather, do the parade and parking

lot option on May 24.

d. Hold Graduation on May 24, if we are not allowed to gather, postpone until June 21. If

we are not allowed to gather do the parade and parking lot on June 21.

ix. Prom Option: June 6, 2020. Some parents are requesting a second option incase June 6 does

not work?

x. Senior Awards Night: Will be on May 13 in person or virtually.

VII. Old Business:

A. Motion by Surprenant, second by Holland to approve the (second reading) of the 2020-2021

TAPS Calendar. The proposed calendar has 174 student contact days and 179 teacher contract

days. Below is Statute 120A.414 (E-Learning Days) that was also discussed.

Subdivision 1.Days."E-learning day" means a school day where a school offers full access to

online instruction provided by students' individual teachers due to inclement Next Previous

weather. A school district or charter school that chooses to have e-learning days may have up to

five e-learning days in one school year. An e-learning day is counted as a day of instruction and

included in the hours of instruction under section 120A.41.

Subd. 2.Plan. A school board may adopt an e-learning day plan after consulting with the

exclusive representative of the teachers. A charter school may adopt an e-learning day plan after

consulting with its teachers. The plan must include accommodations for students without Internet

access at home and for digital device access for families without the technology or an

insufficient amount of technology for the number of children in the household. A school's e-

learning day plan must provide accessible options for students with disabilities under chapter

125A.

Subd. 3.Annual notice. A school district or charter school must notify parents and students of

the e-learning day plan at the beginning of the school year.

Subd. 4.Daily notice. On an e-learning day declared by the school, a school district or charter

school must notify parents and students at least two hours prior to the normal school start time

that students need to follow the e-learning day plan for that day.

Subd. 5.Teacher access. Each student's teacher must be accessible both online and by telephone

during normal school hours on an e-learning day to assist students and parents. (MC 6-0)

VIII. New Business

A. 2019-20 April enrollments were given by Superintendent Anderson (671). April 2019 was

(710). April 2018 was (700).

B. Motion by Fultz, second by Bauer to approve the bid for the TAHS bathroom renovation project

from Dale Johnson Construction for $81,415.54 (+ $4,430 for tile flooring). (MC 6-0)

C. Motion by Ludeman, second by Surprenant to approve the contracts for TAPS Finance Manager

and TAPS Assistant Finance Manager with retirement language. This offer expires June 30,

2020. (MC 6-0)

D. Motion by Bauer, second by Fultz to approve the early retirement for Mrs. Pat Sommervold,

TAPS Business Manager with many thanks for her (47) years of service to TAPS. (MC 6-0)

E. Motion by Surprenant, second by Holland to approve the contract with the SW/WC Service

cooperative for business manager services for 20-21 for $64,740 per year (3 days per week).

Extended Services; Fees. In addition to the aforementioned services, the Member has chosen to

subscribe, and SWWC agrees to perform those extended business services as per negotiated

agreement with the Senior Director of Administrative Services. The fees for such Extended

Services may change from year to year at the discretion of the SWWC Board of Directors.

During the Initial Term of the Membership Agreement, the total fee for the Extended Services

shall be: $64,740.00. (MC 6-0)

F. Motion by Ludeman, second by Surprenant to adjourn the meeting at 7:29 p.m.
