DRAFT MINUTES CANTON BOARD OF SELECTMEN

Wednesday, November 13, 2013, Regular Meeting Community Center, Conference Room F, 7:00 pm

Selectmen Present: First Selectman Richard Barlow, Selectmen: Deputy Stephen Roberto, David Gilchrist, Lowell

Humphrey and Thomas Sevigny Also Present: Chief Administrative Officer Robert Skinner, Executive Assistant JoAnn Martin and local

media R. Barlow called the regular meeting of the Board of Selectmen to order at 7:00 pm.

MOTION: D. Gilchrist moved to amend the agenda by adding under CONSIDERATION OF NEW BUSINESS AGENDA item F. Approval of Memorandum of Agreement (MOA) permitting the State Department of Emergency Management and Homeland Security to accept grant funding on behalf of the Town of Canton to be utilized for regional projects and planning. T. Sevigny seconded the motion. The motion passed unanimously, 5-0-0. I. PLEDGE OF ALLEGIANCE – The Pledge of Allegiance was recited.

II. PUBLIC PARTICIPATION – Bruce Mortimer of 11 Center Street expressed concerns regarding Ordinance #236 combining the Planning and Zoning Commissions. He stated Land Use decisions made by the Town affect many people and his concern is the Board of Selectmen do not have the authority under the Town Charter or State Statutes to form the Planning and Zoning Commission in the manner it was done. He read sections from the Town Charter and referred to the General Statutes of the State of Connecticut and stated Ordinance #236 he feels is in direct contradiction to the State Statutes. He recommended Ordinance #236 go to a Town Meeting and the wording of the ordinance be reconciled with the General Statutes of the State of Connecticut prior to a Town Meeting.

R. Skinner stated per the Town Attorney the Board of Selectmen was authorized to create the ordinance. R. Skinner referred to section 10.02 of the Town Charter where it states Town Meeting “may” create an ordinance and it does not state “shall”.

R. Barlow stated Mr. Mortimer’s concerns would be forwarded to the Town Attorney for review.

III. ADOPTION OF CONSENT AGENDA A. Refund of Taxes pursuant to Connecticut General Statutes 12-129. B. Disposition of vault roller shelves located in the Town Clerk’s Office pursuant to Charter Section 6.05 (E) Disposition of Town Property.

MOTION: D. Gilchrist moved to approve the consent agenda items, as presented. L. Humphrey seconded the motion. The motion passed unanimously, 5-0-0.

IV. CONSIDERATION OF OLD BUSINESS A. Mills Pond Pool Improvements – A memorandum and supporting documents were included in the Board’s packet for their review. R. Skinner provided an update from the previous meeting regarding the low bidder contracting one of the other bidder’s as a sub in order to reduce costs. R. Skinner stated after discussion between the architect and the low bidder the decision was it would not work as it could create blurred lines of responsibility and additional change orders. R. Skinner stated the low bidder was contracted and the decking would not be done at this time unless the Board decided to request additional funding. The consensus of the Board was to proceed with construction of the building and mechanicals and wait until spring to determine the final cost and whether there would be funding remaining for the patch and repair to the decking.

V. CONSIDERATION OF NEW BUSINESS A. Approve the 2013-2016 Bargaining Agreement between the Town of Canton and AFSCME Local 15 (Canton Police Department) – This item was deferred by consent to later in the agenda.

B. Regional Performance Incentive Program - Adoption of Resolution of Endorsement – A memorandum and Resolution of Endorsement was included in the Board’s packet for their review. R. Skinner stated Capitol Region Council of Governments (CRCOG) is submitting grant applications on behalf of its member towns. CRCOG would like to pursue four specific grants which R. Skinner recommends endorsing all four but participate in only three. R. Skinner briefly explained the four with his recommendations: 1. Regional Nutmeg Network Connections – R. Skinner this is a valuable project and may pay part of the CEN monthly service charge; 2. Regional Data / Disaster Recovery Center – R. Skinner stated this would allow setup of a computer center at a remote location so that if a disaster were to happen the Town would be able to access data and operate from a remote location; 3. Regional Computer Forensics

Minutes - Board of Selectmen, November 13, 2013, Page 2 Laboratory – R. Skinner does not recommend as it duplicates what the north central police are already doing; and 4. Human Resources On- Line Clearinghouse and Template – R. Skinner states this would provide a regional database of forms and templates such as job descriptions, etc. and this along with Nutmeg Network Connections is critical in order to do things collaboratively and regionally with other towns in the future. MOTION: T. Sevigny moved to adopt the Resolution of Endorsement as presented. D. Gilchrist seconded the motion. The motion passed unanimously, 5-0-0. MOTION: D. Gilchrist moved to consider items 1, 2 and 4 for initial participation as approved by CRCOG Policy Board on October 23, 2013. T. Sevigny seconded the motion. The motion passed unanimously, 5-0-0.

C. Discuss and possibly approve gift of a generator for the Collinsville Fire Station and funding removal of the existing generator and installation of the new generator – Supporting documentation was included in the Board’s packet for their review. Gerry Holland, EMS Captain of the Canton Fire and EMS Department provided details regarding age, performance and the difficulty obtaining parts for the current generator. He then provided details and the advantages of a new generator such as dual fuel capacities, size, quietness, etc. Discussion ensued as to funding options for installation costs of the new generator. MOTION: D. Gilchrist moved to accept an anonymous gift of a generator for the Collinsville Fire Station and create a CIP account entitled Collinsville Fire Station Generator transferring funds in the amount of $21,078 from the CIP undesignated fund balance account to the new CIP account. L. Humphrey seconded the motion. The motion passed unanimously, 5-0-0.

D. Approval to submit an application for a Connecticut Main Street Preservation of Places grant in the amount of $10,000 for the purpose of providing technical assistance in adopting new Zoning regulations for Collinsville – Supporting documentation was included in the Board’s packet for their review. R. Skinner stated the pre-application was approved for proceeding with the grant application. R. Skinner stated this grant would help offset costs for design standards for Collinsville. MOTION: T. Sevigny moved to approve submitting an application for a Connecticut Main Street Preservation of Places grant in the amount of $10,000 for the purpose of providing technical assistance in adopting new Zoning regulations for Collinsville. D. Gilchrist seconded the motion. The motion passed unanimously, 5-0-0.

E. Review Draft of the Plan of Conservation and Development – A draft document was provided to the Board for their review. This item was deferred to a Board of Selectmen Special Meeting on November 20, 2013 at 6:00 pm. D. Gilchrist stated the POCD committee was an outstanding team that worked well together did a good job. He expressed some concerns with the draft that the Board should review such as excessively pushing economic development; losing the rural and small town aspect by increasing commercial development; definition of mixed use and districts.

F. Approval of Memorandum of Agreement (MOA) permitting the State Department of Emergency Management and Homeland Security to accept grant funding on behalf of the Town of Canton to be utilized for regional projects and planning – A memorandum and supporting documentation was included in the Board’s packet for their review. MOTION: D. T. Sevigny seconded the motion. The motion passed unanimously, 5-0-0.

A. First Selectman’s Report – R. Barlow stated the Board of Finance meeting on Monday, November 18th will

be Dick Ohanesian’s last meeting after completing a lengthy term and he will present him with a proclamation on behalf of the Board. R. Barlow stated there will be a dedication/blessing of the new fire trucks on Saturday, November 16

th. R. Barlow stated the first game on the new track field will be Friday, November 15

th at 6:00 pm. R. Barlow stated

items being donated for the Cherry Brook Grange are a new front door, roofing materials and installation and a septic tank. R. Barlow stated the Canton Land Conservation Trust is interested in doing site clean-up. R. Barlow and R. Skinner credited Robert and Linda Martin for creating the Cherry Brook Grange Renewal Project pamphlet.

B. CAO Report – R. Skinner reviewed a punch list of minor items from a walk through the Track and Field project. R. Skinner stated there are concerns from abutters regarding screening and security and PMBC approved additional fencing and plantings. R. Skinner stated PMBC approved the purchase and installation of the scoreboard. R. Skinner review additional items and costs approved by PMBC and stated the remaining balance will go towards the bleachers. R. Skinner stated Tanglewood Drive and High Street are complete and crack sealing has started.

VIII. REMARKS BY SELECTMEN – T. Sevigny stated the Main Street Program group will be sending agendas and minutes to the Town Clerk. T. Sevigny stated the Main Street Program group asked if a mailbox could be setup at Town Hall. R. Skinner recommended a post office box as a more appropriate alternative. S. Roberto stated receiving an email from Bruce Mortimer for which he responded to his concerns. S. Roberto inquired whether the donated flags on the new fire trucks caused for any items that were paid for not to be included. R. Skinner stated he was assured by the Fire Department that the fire trucks have all the items that were ordered.

IX. EXECUTIVE SESSION G. Personnel Matters (Union contract negotiations) pursuant to Connecticut General Statutes Section 1-200(6)(A) and (B) – MOTION: T. Sevigny moved to enter into Executive Session at 8:16 pm to discuss Personnel Matters (Union contract negotiations) pursuant to Connecticut General Statutes Section 1-200(6) and Pending litigation pursuant to Connecticut General Statutes Section 1-200(6)(B) with Chief Administrative Officer Robert Skinner present. E. Approve the 2013-2016 Bargaining Agreement between the Town of Canton and AFSCME Local 15 (Canton Police Department) – MOTION: T. DRAFT MINUTES CANTON BOARD OF SELECTMEN

Wednesday, November 20, 2013, Special Meeting Community Center, Conference Room B, 6:00 pm

Selectmen Present: First Selectman Richard Barlow, Selectmen: Deputy Stephen Roberto, David Gilchrist, Lowell

Humphrey and Thomas Sevigny (exited at 7:07 pm) Also Present: Town Planner Neil Pade, Executive Assistant JoAnn Martin and local media R. Barlow called the regular meeting of the Board of Selectmen to order at 6:00 pm.

I. PLEDGE OF ALLEGIANCE – The Pledge of Allegiance was recited.

II. PUBLIC PARTICIPATION – Larry Minichiello of 35 Maple Avenue commented that the POCD draft plan make recommendations to specific areas of the Town without engaging input from the property owners. He stated that allowing mixed use development on Maple Avenue will negatively impact property values.

III. CONSIDERATION OF OLD BUSINESS A. Review Draft of the Plan of Conservation and Development – A draft document was provided to the Board for their review. Board members made general comments with extensive discussion regarding emphasis on commercial development, mixed use development, economic development and preserving the character of the Town. Members of the Board expressed their gratitude to the members of the POCD committee for their many hours of work and thoughtful consideration in developing the draft POCD. D. Gilchrist expressed his concern that the plan which would provide for the development of mixed use disturbs which have not been specifically defined could cause the Town to lose its rural character. R. Barlow, S. Roberto and T. Sevigny supported the concept as an opportunity to recognize the ability to develop areas of mixed use which are represented by Collinsville and an opportunity to increase the non-residential tax base. It was acknowledged that such concepts for mixed use areas would only be achieved if future zoning regulation changes are implemented. L. Humphrey spoke in support of maintaining the character to maintaining existing neighborhoods. The Board reviewed the Strategic Plan in conjunction with the Implementation Plan section by section and recommended the following changes after discussion and clarification to Town Planner Neil Pade and POCD chairman Jonathan Thiesse who along with other members of the POCD Committee were present:

• Introduction – Implementation Plan – “Implementation in Action – Implementation Committee” page (3) the Board of Selectmen should be the lead rather than a POCD Implementation Committee; “Legend for Implementation Tables” page (6) identify non-Town organizations (Farmington River Watershed Association Coordinating Committee, Trails Council, Main Street Program, etc.) for clarification purposes.

• Community Character – No comments

• Natural Resources – Implementation Plan – page 10 of 46, section E item NR21 “Limit the use of pesticides and herbicides” to “ Employ best management practices in regards to use of pesticides and herbicides”

• Open Space – Implementation Plan – page 13 of 46, section B item OS11(a) – reconsider annual contributions from the operating budget to support open space purchases because the amount that could be annually funded through the operating budget would not be significant enough to purchase property, that the Town attempts to limit resource accounts and the Town has been successful in obtaining funds from the unallocated reserves when significant land purchase opportunities have occurred.

• Agriculture – Implementation Plan – page 15 of 46, section A item A3 provide more detail.

• Economic Development – Strategic Plan – maps on pages 37 & 39 should have property lines; pages 43-45 rather than “case study” more appropriate would be “example”; Implementation Plan – general comment “does not focus on preserving rural character”, page 19 of 46, section A. item ED9 additional reference to “after adoption of appropriate Design Standards and Regulations”, page 25 of 46 section F., item ED55 “re-educate board members”, page 26 of 46, item ED69(b) revise wording.

• Residential Development – Implementation Plan – page 28 of 46, section A, item R4 remove reference to “blight ordinance”; page 31 of 46, section C. item R22(d) provide clarification that Town realizes a burden passed on from the State if these types of multi-purpose septic systems are allowed.

• Community Facilities and Services – Strategic Plan – page (59) item C. – Road Conditions – regarding “pavement management” should reference referral to “Transportation Section” page (60) item D. remove “(such as the lack of diesel exhaust systems)” and “Housing the emergency boat at the Collinsville Station in an exterior shed creates a delay in response time.” Page (63) item F. remove “Building of a track and artificial turf field at Canton High/Middle School”, page (66) item H. remove “replacement of windows and gutters”; Implementation Plan – page 32 of 46, section A. item F3 – change Lead Agency to BOS and re-word F3(b) as maintenance line item is part of Selectmen’s operating budget, section B. item F8 change “Enhance staffing….” the strategic plan does not address such needs in other Town departments and change F8(b) to remove the wording “expanding Senior/Social Services”. If there is a need to further support mental health and social needs of an aging population there are other options to expanding the Department such as use of

• Transportation – Strategic Plan – map on page (71) – a future recreational trail on the west side of the river while such a trail would be an asset without participation by the existing property owners it is not achievable; Implementation Plan – page 42 of 46 section C. item T19 Colonial Road is a private drive and it will be difficult for the Town to propose a traffic light as it will not conform to DOT requirements, a left turn lane in both directions may be a better alternative, item T19 will remain as it does not specify traffic light.

• Utilities – Implementation Plan – page 45 of 46, section B. item U10 – the WPCA is a separate entity and not under control of the BOS. Item should be changed to have the BOS in conjunction with the EDA work with the WPCA to achieve this goal.

• Districts – No comments

• Future Land Use Plan – Strategic Plan – page (99) suggest alternative residential photo.

The Board members again thanked Chairman Thiesse for the hard work of the POCD Committee.

MOTION: S. Roberto moved to formerly forward all comments to the POCD committee. L. Humphrey seconded the motion. The motion passed unanimously, 4-0-0.

IV. REMARKS BY SELECTMEN – L. Humphrey expressed to J. Thiesse the great work done on the document but feels it is 15 years too late. He commented on being careful in developing residential neighborhoods and the importance of maintaining existing neighborhoods.

• Attended an Emergency Management Directors’ meeting on October 1 in Hartford with the Deputy Commissioner of CT Emergency Management and Homeland Security.

• Attended the Capitol Region Fire Marshals Association meeting in Avon on October 3. • Attended the Capitol Region Citizen Corps meeting in Hartford on October 7. • Assisted the Avon Fire Marshal with a fire investigation on October 8. • Presented fire safety education to the students at Cherry Brook Primary School on October 10 during

Fire Prevention Week. Assisting the Office of the Fire Marshal was the Canton Volunteer Fire/EMS Department with apparatus and equipment displays and a CT State Police detective/fire investigator who demonstrated to the students how an accelerant detection canine operates.

• Started the Citizen Emergency Response Team training class on October 8. The class is approximately 8 weeks long, meeting each Tuesday at 6:30pm and has 18 students attending.

• Attended a meeting with town officials and CL&P staff to discuss emergency preparedness updates. • Attended the annual New England Association of Fire Marshals educational conference on October 23-

24 in Westerly RI. Fire Marshal Libros was re-elected as the Association’s Vice President for the third consecutive year.

• Attended a career development class in South Windsor on October 29. The class topic was fatal fire investigation.

FIRE & EMS DEPARTMENT • The new trucks have been received. Department training for the majority of October was centered

around those two new pieces of equipment. Both of the trucks are now in service. The two used trucks are being brokered by Fenton Fire and while several inquiries have been made, no offers have been received. The annual hose and ladder testing took place during October and all department ground ladders passed inspection. Approximately 1100’ of 5” hose failed inspection, primarily because it was old hose that was deteriorating. Spare inventory replaced the failed hose. More hose will need to be purchased. The ladder truck underwent its annual inspection as well as its required 5 year NDT test. Both tests passed.

• The department currently has two firefighters attending the Connecticut Fire Confined Space Rescue course.

LIBRARY CONTINUED …. PROGRESS: • Adam Delaura’s iPad Support Group meetings (monthly) and his One-on-One Technology Help

sessions with patrons (by appointment) have really struck a nerve, as the attendance figures show. So far, patrons have asked Adam for help in creating an Ancestry.com account, setting up folders to organize computer files, synchronizing an iPad with an iPhone, reformatting a hard drive, and recovering hard drive information from back-up.

• Our Matinee Movie series is an experiment co-sponsored with the Commission on Aging (although attendance is open to all). We have showings scheduled for October, November, and December, after which we’ll evaluate whether or not there is interest to keep it going.

• We have joined the Automatically Yours program of our book wholesaler (Baker & Taylor). The staff identified a corps of popular authors whose new books we simply must have and then, through Automatically Yours, they will be shipped to us upon publication without our having to proactively order them first. A real time-saver.

• Beth Van Ness and her reference assistants set up a Book a Librarian program . Patrons now can make appointments to meet privately with one of them for individual reference help. Topics are wide and varied -- many are tech-related. Book a Librarian exists in other libraries, too.

• Allyssa Bruce is already doing a great job in the Teen Zone! She (1) is weeding the collection, (2) ran three programs that drew 37 attendees, (3) met with the high school/middle school librarian to discuss collaboration, (4) assembled several book displays, (5) is creating a teen blog for our website, and (6) plans to resurrect our Teen Advisory Group.

• The story time semester is going very well (no surprise there). Heather Baker runs all sessions except the two on Thursdays, which are Michelle Begley’s. Michelle also ran the “Bad Kitty Party. -- Great fun and it boosted circulation.

• Weeding is going on in adult fiction and also in the picture book collection. • The two new HP computers (bought last spring) that still were not in operation in September are now

fully set up, thanks to Mr. Skinner’s help. PROBLEMS: • We dropped the information database Universal Class. It was a wonderful teaching tool but no one was

using it and its price was too high for us to live in hope. • We need to provide Allyssa Bruce with her own computer and telephone, essential tools for her to do

her job and to be reached by the public. But these must be portable and removed from the Teen Zone when she is not here. I am looking into buying her a laptop with the last remaining Hartford Foundation grant money and a cordless phone.

PERSONNEL: Katie Bunn and I interviewed 3 possible subs for the Circulation Desk. • Meghan Glasgow now moderates the Monday Evening Book Discussion group, replacing Nancy

Donoghue. Beth moderates the Saturday group. • Adam Delaura was cited in the national Friends newsletter for his excellent presentation on establishing

Facebook pages for FOL groups. • Our LCI network will be migrating to an entirely “ILS” (integrated library system – our software for

circulation, registration, cataloging, and public catalog) in April 2014. It is 100% different from what we have now and will require a lot of preparation of data and much staff re-training.

SENIOR & SOCIAL SERVICES CONTINUED … • On Tuesday, October 8th, Canton Senior Center hosted an “Oktoberfest” celebration with

130 people in attendance. This was a collaborative effort between Canton & Avon Senior • Centers and there was representation of older adults from those two communities, along

with caregivers and friends from other surrounding towns, who regularly attend the two Senior Centers. Food was provided by Atria Hamilton Heights and some great entertainment from Frank Billowitz (lead singer of the Austrian Boys Band) was enjoyed by all. Non-alcoholic beer and wine was served with the meal, which consisted of knockwurst, bratwurst, pork tenderloin, red cabbage, and potatoes. A festive dessert of delicious German chocolate layer cake was served as well.

ADMINISTRATIVE • Janet is being trained by Claire as the Administrative Assistant for the department. This is

an on-going process. • Janet took appointments for Medical Transportation and CRT Meals. Called in the meal

count on Wednesdays and Fridays weekly. • Janet updated and inputted data in Excel Spreadsheets for various programs in the

department (daily). • Janet collected money and receipted money for the departments varies programs as people

walked in to sign up. • Janet counted the money collected for programs and prepared the deposits for the

department (weekly). • Janet made reservations for the upcoming senior programs in the calendar system for the new fiscal

year. • Janet answered the department’s telephone, routed and handled the calls as needed on a daily basis.

Take message for the Director as needed (daily). • As people come in the office answered questions and/or take care of what they need. • Janet made up flyers and sign in sheets as needed for programs (daily). • Janet made file folders in computer and arrange them in order and dragged scan documents in the file. • Janet compiled data to put into Excel spreadsheet from DAR Enhanced reports for October 2013. • Janet set-up distribution lists in the e-mail outlook program. • Janet updated DAR spreadsheet when new members are added and then e-mailed the updated DAR

spreadsheet to Managed Transportation Company staff. • Janet set-up a sign-up sheet in Excel to schedule people to meet with Claire or the Intern to fill out the

Energy Assistance forms. When the people call in to make the appointments, Janet schedules them. • Janet received new flyers for upcoming Getaway trips. Discussed with Claire what trips we will offer,

then contact Getaway staff to let them know which ones we choose. Made sign out sheets for each upcoming trip and well as copying the flyers for distribution. Organized the flyers on the table and put the flyers and sign-up sheets in the Getaway black binder.

• Janet sent out Press Release and Q-Notify E-Mails. • Janet posted events on the Canton Senior and Social Services Website. • Janet sent out and faxed DSS documentation for clients and follow-up on the documentation as client’s

this month • Janet coordinated the upcoming Getaway trips. Notified the attendees and tours company with the

pertinent information. • Janet scheduled and cancelled appointments for Claire utilizing the shared calendar in the outlook

program. • Janet reviewed and verified invoices received from Taxi Companies against our spreadsheet records to

ensure accuracy of invoices. Input the charge of each trip on the spreadsheet. • Janet logged telephone calls received in this office for the months of September and October. • Janet faxed and scanned documentation to D.S.S. for client’s that utilize the department’s

resources/services.

Focus and Fuel Payment. • Janet compiled the data for the top portion and my portion of this report. • Janet filed documents and set-up new folders in the department’s file system. • Janet compiled a report for Claire for how much funding we received and used for fuel assistance

utilizing the Expenditure Social Services spreadsheet. • Janet input applicants name and other information in the computerized Job Bank system. • Janet attended a Group Leader Meeting on October 15th and took meeting minutes. • Janet made appointments for the Choice Representative and mailed blank applications to the individuals

to fill out for their appointments. • Janet e-mails the Choice Representative her schedule weekly. • Janet helps train and answers questions the Social Services Intern have. This is an on-going process. • Janet notified the maintenance staff for various issues that arise at the Senior Center. • Janet filled out School Dudes as needed. • Janet performed any administrative duties as need throughout the department. • Claire and Abigail met on October 2nd to discuss her Educational Learning Agreement and to solidify

goals for this upcoming year. • Claire attended the FOCUS ON CANTON meeting on Thursday, October 3rd at the CCC • Claire and Adam Libros started off the CERT classes on Tuesday, October 1st. These classes will run

through the month of November from 6:30-9:30PM every Tuesday. The group consists of approximately 17 Canton residents who want to learn about emergency preparedness and to help their community in the case of an emergency.

• Claire connected with Peter Marandino of MARANDINOS food store in New Hartford on Monday, October 7th in regards to a donation of bags for Focus On Canton’s Thanksgiving Day Meal Delivery.

• Claire coordinated, attended and ran the SALT committee meeting on Monday, October 7th at 10am with special guest Mary from the United Way

• Claire attended the Canton Commission on Aging meeting at 12noon on Monday October 7th • Claire met with Sylvia Cancela, PR for the Canton Fire/EMS Volunteer Dept. about coordination and

collaboration on programming, specifically involving NHN day and the “Be Safe Replace” Day on Wednesday October 9th

• Neil Pade presented on Wednesday October 9th the DRAFT of the POCD Economic Plan thru 2024 to the “Lunch Bunch”, including a PowerPoint presentation; he got a lot of feedback and some good questions. Thank you, Neil!

• Claire coordinated an informational training session with the Wheeler Clinic’s Mobil Crisis Unit at the Canton Community Center on Wednesday, October 9th. There were 30 people from the Town of Canton Senior & Social Services office; other local town’s Social Services departments; Canton Police Department and the Canton Board of Education in attendance and goodies were served.

• Claire met with Dir of Emergency Management Adam Libros and Michael Macabee on Wednesday October 9th about a Civil Defense Organization and CERT

• Claire provided 5 home visits on Friday, October 11th, assessing some folks for safety and security and competency. 3 of these visits were based off of referrals from Canton Police Department

• On Tuesday, October 22nd, Claire brought together all of the Leaders of the Canton Senior Centers’ ongoing groups, including: Cards, Bingo, Senior Club, MahJongg, Farmington Valley Mens Club, Bridge, Women of Fiber, etc. This meeting went over policies/procedures of the Senior Center, including our inclement weather policy.. It also gave leaders the opportunity to highlight what their groups are doing, a bit of history about them, and to ask questions and air concerns. These meetings will be held at least twice a year, if not quarterly, in an effort to keep communication open amongst everyone.

Claire met with Elaine Howland of “Cooking with Elaine” class on Friday, October 25th to discuss the class. Claire and Elaine set up a formal schedule of class dates (months: Sept, Oct, Jan, Feb, March, April, May, June) and reformed the policies of the class for a start date January 2014: Classes will be $10 a person, as opposed to $9, and Elaine will absorb the cost of the food

for a minimum (15) and the program will not run “in the red” at all. • Claire and Janet met with Bob Cave and Gary Miller re: Seniors Job Bank in Canton. Gary has offered

to be a Co-Coordinator for the town and interviews will start in the month of November for Service Providers. Canton has numerous people already looking for work and Bob Cave is very impressed at the enthusiasm behind the program in Canton. ☺
