1) A ROBERT MAZUR MASTERCLASS
This Masterclass is presented in two sessions by New York Times bestselling author MR. ROBERT MAZUR. He shares in-depth knowledge about money laundering methods and rarely detected red-flags that can unmask the most sophisticated laundering techniques. He expounds on events featured in his book, The Infiltrator, and demonstrates how the secrets shared with him by the world’s sleaziest bankers and most powerful organized crime figures breathe life into many of today’s highest profile money laundering scandals. These two sessions leave no doubt why Hollywood embraced Mazur’s experiences as the basis for the internationally released film by the same name, starring Bryan Cranston (FATF Methodology—Immediate Outcomes 2, 4, 5 and 6).
2) “Beyond Technical Compliance: Assessing AML/CFT
Effectiveness in the context of your jurisdiction and your institution’s operations”: This session will focus on how supervisors, FIs and DNFBPs can effectively combat money laundering and terrorist financing and given an overview of the FATF Methodology for Assessing the Effectiveness of AML/CFT systems with particular focus on Immediate Outcomes 3 and 4;
3) “The Importance of Beneficial Ownership Information in the
AML/CFT Framework-Unmasking/Detecting the benefactors
and beneficiaries in ML/TF schemes.”: This session will
examine how Beneficial Ownership information impacts the national and global fight against money laundering and terrorist financing (FATF Methodology—Immediate Outcome 5).
4) “Achieving Effectiveness through strategic and proactive
financial investigations and asset recovery orders“ (FATF Methodology—Immediate Outcome 7).
5) “Case Study on Confiscation and lessons learnt” (FATF
Methodology—Immediate Outcome 8). 6) “Terrorist and proliferation financing”: These sessions will
focus on the Caribbean region’s experience with terrorist financing , opportunities for improvement and preparation tips for St. Kitts and Nevis in advance of the Federation’s CFATF Mutual Evaluation in 2020 (FATF Methodology—Immediate Outcomes 9-11).
Group Exercise: “Putting the pieces together through the actions of Supervisors, FIs & DNFBPs”

A stimulating debate between our peers will be introduced this
year. Each debater will be given an opportunity to propose and
oppose the following Moot:
“Profits versus Compliance: A Profitable
Business and a Sound Compliance Program are
not mutually exclusive.”
The proposition will show how the business cannot remain a
viable going concern without compliance at the fore while the
opposition will be given the opportunity to show how the
business can remain a profitable going concern without
compliance as a focus.
The debaters will consist of experts from the Banking Sector
and the Legal Profession.

FSRC - Nevis Branch will be hosting its 14th Annual AML/CFT Conference on March 11th & 12th, 2019 at the prestigious and newly renovated Four Seasons Resort Nevis. This conference is in alignment with the Department’s commitment to ensure that employees of regulated entities receive the necessary training in accordance with paragraphs 131 — 134 of the Financial Services (Implementation of Industry Standards) Regulations, 2011.
The year’s theme is “Conquering the Compliance Divide: Effective vs. Defective - Bridging the Gap in today’s Regulatory Environment .”

Mr. Robert Mazur, KYC Solutions, Inc: Mr. Robert Mazur has earned global acclaim as one of the world’s leading experts on the financial escapades of the underworld. Mr. Mazur is the Author of “The Infiltrator”, a memoir about his undercover life, much of which was spent acting as a conduit between ruthless drug barons and corrupt legitimate appearing senior executives that cleaned billions in blood stained money through otherwise respectable international banks and businesses. He shares unique insights about how to build a team to identify and manage the type of risk that could otherwise inflict costly reputation loss for institutions, like those that have in recent years entered into Deferred Prosecution Agreements or
otherwise been prosecuted for criminal offenses in connection with their movement of tainted funds. After completing a highly decorated 27‐year career as a Federal Agent in 3 U.S. agencies, Mr. Mazur is now the President of KYC Solutions, Inc., a firm that provides speaking, expert witness and consulting services to companies worldwide. Mr. Mazur is certified in both U.S. and Canadian courts as an expert in Money laundering.
Regional Security System, Asset Recovery Unit (RSS ARU): The Regional Security System (RSS) was created out of a need for a collective response to security threats, which were impacting on the stability of the region in the late 70’s and 80’s. RSS operations consist of maritime, air, and land activities. Each component plays a crucial role in the success of all RSS operations. The Regional Security System will be represented by Ms. Kisha Sutherland and Mr. Donald Sheckle, Financial Investigations Advisors.
Mrs. Joanne Daniel, Deputy Executive Director, Caribbean Financial Action Task Force (CFATF): Mrs. Daniel is a national of Trinidad & Tobago and a graduate of the University of the West Indies, St. Augustine, Trinidad where she obtained her Bachelor of Science double major degree in Economics and Mathematics. She is also a graduate of the City University, London where she obtained her Master of Science degree in Actuarial Science. Prior to joining the CFATF in 2017, Mrs. Daniel worked as an Analyst with the FIU of Trinidad and
Tobago, and previous to that, as an Examiner in the Financial Institutions Supervision Department at the Central Bank of Trinidad and Tobago. She is a Certified Anti-Money Laundering Specialist with ACAMS.
Mr. Fabrice Zambito, CEO, OPES Software: OPES Software is a global provider of financial services and enterprise resource planning (ERP) software. OPES will be represented by Mr. Fabrice Zambito, CEO and Chief Compliance Officer. Mr. Zambito is a seasoned executive with over 20 years
in the management of information technology companies. Before joining OPES, Mr. Zambito spent four years as Country Manager/Corporate Director of BMC Canada, a $6.5Billion company.
