Currently the property is surrounded on the North, South and East by fully developed City of Madison subdivisions. The lands across High Point Road west of the site are undeveloped and still in the Town of Middleton, but will not likely be developed unless annexed to the City of Madison.

The 3,292 square foot addition includes 1,639 square feet of unfinished basement. The basement area will be used for storage and future recreational activity. An existing dead-end road (Meadow Sweet Drive) ends at the eastern edge of this property toward the southern half of the property. According to the City of Madison’s High Point- Raymond Neighborhood Plan, this street will be extended in the future through the parcel under review and connect with High Point Road. It does not appear that the proposed building addition will interfere with that plan. The addition will be constructed with materials of a color to match the existing residence. Existing trees and a fence prevent a view of the existing structure and proposed addition form all but a few adjacent present and future home sites. The property is zoned A-1. No change in zoning is proposed. The topographic survey provided is seven years old. If any changes to the site have been made in recent years, new information should be provided. We understand that the building will be switched over to City of Madison sewer and water with this addition. The Town likely has no concerns with this but does need to understand under what terms the City is allowing the addition, allowing the connection to City services while allowing the property to remain in the Town of Middleton. Applicant should provide the Town details on these issues.

2. Entrances and Exits, Parking and Traffic Circulation

The applicant indicates that current employees and guests park on the asphalt pavement around the circle or on the gravel drive that leads to the barn. The applicant indicates that there are no plans to expand the parking as there is currently more than enough. It is unclear how many cars can be parked on site. Dane County ordinances require 1 stall for every four beds of a nursing home. If this is the correct classification, only two parking stalls for the eight bedrooms would be required. The site is also the home of the Executive Director and her husband. Between the two of them, and 5 part-time staff, the adequacy of the number of parking stalls should be discussed. The applicant should be prepared to provide information on how many spaces are available for parking, and the maximum number of vehicles that may be on site on a semi-regular basis.

3. Water and Waste Disposal

As noted above, the applicant indicates that the existing well and septic system serving the site will be replaced by direct connections to City of Madison water and sewer. Details of the agreement with the City shall be provided.

4. Stormwater and Erosion Control

The building footprint will increase by approx 1,653 square feet. No changes to parking, drive lanes or the creation of other impervious surfaces are proposed. Stormwater management measures are not required for this amount of increase in impervious surfaces. However, if construction of the addition disturbs more than 4,000 square feet, an erosion control permit from the Town will be required. If details provided regarding parking, as discussed above, result in the creation of more impervious

area, the requirements for stormwater management will be revisited.

5. Lighting

Two light fixtures will be placed on the new addition. The fixtures have not been chosen yet, but will be submitted for review prior to installation.

6. Landscaping

No additional landscaping has been proposed. Numerous trees and a fence shield the site improvements from adjacent properties and High Point Road. We recommend that no additional landscaping be required.

HOPE & A FUTURE III ADDITION  

Project Description   

Hope & A Future III is an adult family home for frail seniors.  The residence is located at 3440 S. Highpoint Rd.  The residence located on a 5 acre property nestled off S. Highpoint Rd, relatively hidden by wood fence and large trees.  It is approximately a total of 4,200 SF and consists of four bedrooms.  Hope & A Future III is run by Executive Director and Director of Nursing, Karin Krause.  Assisting Karin with care are four (4) part time CNA’s and one (1) part time RN.  There are 1‐2 on care staff at the home at all times.  Karin and her husband Rick reside at the home and are there every night.  On the rare occasion they are not there at night a single CNA takes over the responsibility for care.  Any guests/visitors of the residents are asked to leave by 10:00 pm.  Hope & A Future III is proposing a 1,653 SF four bedroom addition to the current home with a 1,639 SF unfinished basement (used for storage and future recreational activity area).  Current zoning is A‐1 and is with the proposed addition it is to stay that way.  The current home has its own well and septic system.  During the construction of the addition the current home will be switched over to city sewer and water and the well and septic will be removed/abandoned.  The exterior of the addition will be clad in composite board and trim with the color to match the existing residence.  The intention is to make the addition blend into the current residence so that the focus as you drive in is on the current beautiful farm house (not on the addition).  There are two (2) exterior wall sconce fixtures proposed for the addition.  The fixtures have not been chosen yet but will be submitted for review and approval prior to installation.  Currently employees and guests park on the asphalt pavement around the circle or on the gravel drive that leads to the barn.  With the addition there are no plans to expand the parking as there is currently more than enough.  Trash bins (provided by the others) are kept in garage and rolled out the curb for pick up and this will continue once the addition is complete.   

I have included several photos from the street (below) and from the air looking different

directions. As you can see, there is little to see from the air and there are many trees around

the house that will decrease the impact of this addition on the neighbors.

Plan Commission Minutes

July 10, 2013

Chair Denise Schmidt called the meeting to order at 7:01 p.m. Others in attendance were: Commission members, Wayne Rounds, Cathy Garfoot, and David Stone; David Shaw, Town Administrator; Bill Kolar, Board Liaison; and Rod Zubella, Vierbicher Associates, Inc., Town Engineer; as well as members of the public.

Commissioners Mike Stoetzel, Cynthia Richson and Jim Wills were absent (excused).

1. Proof of Posting.

Shaw stated that the Agenda had been published on the website, emailed to the citizens list, as

well as posted at the three official locations.

2. Approve Minutes of the Meetings of June 5, 2013.

Motion: Garfoot / Stone, to approve the Minutes of the Meeting of June 5, 2013. Motion

carried.

3. Public Input.

Katy Reeder, 8797 Airport Road, ask that the Plan Commission consider sending out noticed to

all individuals that may be affected by plans coming before the Commission.

4. Site Plan review – 3440 S. High Point Road - Hope and the Future

Paula Wright, Hope and the Future Board Member and Mark Solner, Udvari Solner Design

Company; presented the building plans to add on to the existing house and demonstrated the

Site Plan. Zubella discussed his review letter. There was discussion on future development and

eventual annexation in to Madison. The site is surrounded by the City and Hope and the Future

will be getting water and sewer services from the City.

Motion: Stone / Garfoot, to recommend to the Board to approve the Site Plan as proposed.

Motion carried.

5. Review and possible action on proposed amendment to the adopted Official Map of Sections 5,

6, 7, 8, 17 and 18, to show planned re-alignment of Airport Road from Hillcrest Road to

Enchanted Valley Road.

There was much discussion regarding: the effects of official mapping, safety, speed, need to

improve the road, future development, land values, ownership of lands south of the proposed

new road, and alternatives to official mapping. Speakers included Katy Reeder and Steven

Lowenberg, 8797 Airport Road; Catherine Snitchler, 4704 Enchanted Valley Road; and Rita

Malinowski, 8773 Airport Road.

Motion: Stone / Rounds, to postpone action until Town Staff can discuss the situation with

officials from the Town and Village of Cross Plains. Motion carried.

6. Keewatin Road Review and possible action on proposed amendment to the adopted Official Map

of Sections 5, 6, 7, 8, 17 and 18, to show planned exterior lines of new streets connecting

Keewatin Trail to Old Sauk Road.

Concerns centered on the safety and appropriateness of where the mapped new road would

intersect with Old Sauk Road. Speakers included Dick Karls, 4105 Keewatin, Tom and Lisa

Roberts, 7782 W. Old Sauk Road; and Laura Wilson, 7800 W. Old Sauk Road.

7. Motion: Schmidt / Stone, to recommend to the Board to adopt the proposed amendment to

the adopted Official Map of Sections 5, 6, 7, 8, 17 and 18, to show planned exterior lines of new

streets connecting Keewatin Trail to Old Sauk Road as proposed. Motion carried.

8. Recommendations for 2014 budget.

After some discussion, the Commission asked Shaw to provide them with 2012 budget-to-actual

and 2013 budget-to-actual (with estimated to year’s end) figures for their review.

9. Review of new website.

The Commission will review the new website individually and provide feedback and suggestions.

10. Commission Members’ Reports.

Rounds reported that he had recently attended a Town of Cross Plains meeting where the

Airport Road issue was discussed.

11. Board Liaison Report.

Kolar reported the ordinances that were reviewed by the Plan Commission will be discussed by

the Board at two special meetings on July 22 and July 29.

12. Adjourn.

Motion: Stone / Garfoot, to adjourn the meeting. Motion carried at 9:10 p.m.
