Sir, This has reference to your application dated 15.05.2014 and subsequent letter dated 28.02.2015, su bmitting the above mentioned proposal to this Ministry for grant of Environmental Clearance (EC)in terms of the provisions of the Environment Impact Assessment Notification (EIA),2006 under the Environment (Protection), Act, 1986. 2. The proposal for Commercial Complex at Plot No. 1,2,3,4,5,6,7 & 8, Survey No. 169 (pt) & 171 (pt), Village Kukatpally, Balanagar (Mandai), Ranga Reddy District (Telangana) by MIs PSR Constructions, was considered by the Expert Appraisal Committee (EAC) in the Ministry for Infrastructure Development, Coastal Regulation Zone, Buildingj Construction and Miscellaneous projects, in its 136 th & 147th meetings held on 30 th July -1 st August, 2014 & on 23 rd - 24th April, 2015 respectively. 3. The details of the project, as per the documents submitted by the Project Proponents (PP), and also as informed during the above said EAC meetings, are reported to be as under:- 1. The proposal involves commercial complex at Plot No. 1,2,3,4,5,6,7 & 8, Survey No. 169 (pt) & 171 (pt), Village Kukatpally, Balanagar (Mandal], Ranga Reddy District (Telangana) by Mj s PSR Constructions. The location of the project is 17°29'44"N; 78°23'59"E. -11;- The Kukatpally Municipality, Ranga Reddy (HUDA) has technically approved building plans for construction of Commercial complex, cellar + sub cellar + 5 floors at Plot no 1 to 8, Survey No 169 & 171 on 5 th Oct 2005 and obtained Fire & Safety provisional NOC from State Disaster Response & Fire Services Department, Govt. of A.P. Due to increase in the demand, PSR Constructions is proposing to add one more floor. 111. The total land area of the project is 8000 sqmt (1.98 acres) and built up area is J 39819 sqmt with ground coverage of around 55%, roads and pathways of around 34% and greenbelt of around 11% of the total area. Sir,

This has reference to your application dated 15.05.2014 and subsequent letterdated 28.02.2015, submitting the above mentioned proposal to this Ministry for grantof Environmental Clearance (EC)in terms of the provisions of the Environment ImpactAssessment Notification (EIA),2006 under the Environment (Protection), Act, 1986.

2. The proposal for Commercial Complex at Plot No. 1,2,3,4,5,6,7 & 8, SurveyNo. 169 (pt) & 171 (pt), Village Kukatpally, Balanagar (Mandai), Ranga ReddyDistrict (Telangana) by MIs PSR Constructions, was considered by the ExpertAppraisal Committee (EAC) in the Ministry for Infrastructure Development, CoastalRegulation Zone, Buildingj Construction and Miscellaneous projects, in its 136th &147th meetings held on 30th July - 1st August, 2014 & on 23rd - 24th April, 2015respectively.

3. The details of the project, as per the documents submitted by the ProjectProponents (PP), and also as informed during the above said EAC meetings, arereported to be as under:-

1. The proposal involves commercial complex at Plot No. 1,2,3,4,5,6,7 & 8, SurveyNo. 169 (pt) & 171 (pt), Village Kukatpally, Balanagar (Mandal], Ranga ReddyDistrict (Telangana) by Mj s PSR Constructions. The location of the project is17°29'44"N; 78°23'59"E.

IV. Total water 'required for the project is 87.7 KLD which will be sourced fromHMWS&SB/bore wells with in project site. The wastewater generated from theproposed project is 72.7 KLD which will be treated in septic tank followed bysoak pit and the over flow from soak pit will be discharged into public sewers.

v. There is a seven year old bore well. No additional ground water exploitation isproposed.

VI. The municipal solid waste generated (480 kg/day) will be segregated forrecyclables and the rest is disposed to municipal authorities.

VII. The power requirement of 1600 kW for the project will be sourced from APCPDCL(TSSPDCL).For emergency requirement, two DG sets of 600 kW and 400kW areproposed which are provided with stack height meeting MOEF guidelines (24mand 23m).

viii.Mitigation measures are proposed to minimize the adverse impacts if any due tothe proposed activity in the form of EMP. The budget proposed forimplementation of EMP measures is Rs. 20 Lakhs is capital cost and Rs. 20Lakhs /per annum is recurring cost.

lX. Parking facility for 400 ECS is proposed to be provided. The parking areaprovided in cellar and sub cellar is around 13354 m? (around 34% of built uparea).

x. Rooftop rainwater of buildings will be collected in 100 KL water sump of 348KLD. Excess rainwater will be diverted to rainwater harvesting pits along thestorm water drain.

xi. Investment/Cost: The total cost of the project is Rs. 20 Crores.xii. Wildlife issues: It is not located within any Eco-Sensitive Zone.xiii.There is no court cases/violation pending with the project proponent.xiv.Employment potential: The project provides job opportunities to around 900

persons in various categories.xv. Benefits of the project: Employment, different new branded shopping

experience to the surrounding people, direct and indirect income to the stategovernment and expansion of marketing business.

4. The proposal was considered by the EACin 136thmeeting held on 30th July - 1stAugust, 2014 wherein the EAC noted that the construction up to a level of 5th floorhas already commenced. The PP has applied for EC for the project as ProjectProponent (PP) desires to construct 6th floor on the same building, thereby, crossingthe total built-up area beyond 20000 sqmt limit as per EIA Notification, 2006. Ajustification has to be provided along with the documentary evidences, like permissionfrom various local/ state authorities that the proponent has initially obtained thepermission for construction less than 20,000 sqmt and the reason why the proponenthas to construct the additional floor and whether it is possible for him at this stage tocomply with firefighting and set back requirements. The project proponent submittedinformation to the Ministry.

5. The proposal was re-considered by the EAC in its 147th meeting held on 23rd -24thApril, 2015 and recommended for grant of Environmental Clearance. The Ministryof Environment, Forest & Climate Change hereby accords Environmental Clearancefor the above-mentioned 'Commercial Complex at Plot No. 1,2,3,4,5,6,7 & 8,Survey No. 169 (pt) & 171 (pt), Village Kukatpally, Balanagar (MandaI),RangaReddy District (Telangana) by M/s PSR Constructions' under the provisions of theEnvironment Impact Assessment Notification, 2006 and amendments thereto artdCirculars issued thereon and subject to the compliance of the following specificconditions, in addition to the general conditions mentioned below:

PART A - SPECIFIC CONDITIONS

I. Construction Phase

(i) The Project Proponent shall insure that the guidelines issued vide thisMinistry's OM No. 19-2/2013-IA.III dated 09.016.2015, to be followed forbuilding and construction projects to ensure sustainable environmentalmanagement in pursuance of Notification No. 3252 (E) dated 22. 12.2014under the EIA Notification, 2006, as applicable, are followed in thisproject.

(ii) The Project Proponent shall obtain all necessary clearance/ permissionfrom all relevant agencies including town planning authority beforecommencement of work.

(iii)' 'Consent to Establish' shall be obtained from State Pollution Control Boardunder the Air (Prevention and Control of Pollution) Act, 1981 and theWater (Prevention and Control of Pollution) Act, 1974.

(iv) Green belt to be created as per existing Government norms.

(v) The total land area of the project is 8000 sqmt (1.98 acres). The total builtup area shall be 39819 sqmt with ground coverage of around 55%, roadsand pathways of around 34% and greenbelt of around 11% of the totalarea. The height of the building shall be 23.84 m.

(vi) Total water required for the project is 87.7 KLD which shall be sourcedfrom HMWS&SB/bore wells with in project site. The wastewater generatedfrom the proposed project is 72.7 KLD which shall be treated in septictank followed by soak pit and the over flow from soak pit shall bedischarged into public sewers.

(vii) There shall be no additional ground water exploitation.

(viii) The municipal solid waste generated (480 kg/ day) shall be segregated forrecyclables and the rest shall be disposed to municipal authorities.

(x) D.G set shall be at least 6 m away from the boundary.

(xi) Mitigation measures shall be provided to minimize the adverse impacts ifany due to the proposed activity in the form of EMP.

(xii) Parking facility for 400 ECS shall be provided. The parking area of 13354m2 (around 34% of built up area) shall be provided in cellar and subcellar.

(xiii) Rooftop rainwater of buildings shall be collected in 100 KLwater sump of348 KLD. Excess rainwater shall be diverted to rainwater harvesting pitsalong the storm water drain.

The Project Proponent shall comply with the conditions of NOC/Clearanceobtained from fire department.

(xv) All the .conetruction shall be in accordance with the local buildingbyelaws. Project Proponent shall obtain all necessary clearances.

(xvi) The project proponent shall put in place a credible enforcementmechanism for compliance of energy conservation measures with itsallottees, as projected, in perpetuity. This would be monitored by thedesigned Energy Conservation/ efficiencyAuthority in the State.

(xvii) Suitable toilet fixtures for water conservation shall be provided.

(xviii)Proponent shall obtain permission for ground water withdrawal from StateGround Water Authority, if applicable.

(xix) Temporary toilets will be provided for all construction labour.

(xx) The rainwater harvesting plan should be incorporated by the CGWA.

(xxi) Provision shall be made for the housing of construction labour within thesite with all necessary infrastructure and facilities such as fuel forcooking, mobile toilets, mobile STP, safe drinking water, medical healthcare, creche etc. The housing may be in the form of temporary structuresto be removed after the completion of the project.

(xxii) A First Aid Room will be provided in the project both during constructionand operation of the project.

(xxiii)All the topsoil excavated during construction activities should be stored foruse in horticulture/landscape development within the project site.

(xxiv)Disposal of muck during construction phase should not create anyadverse effect on the neighbouring communities and be disposed takingthe necessary precautions for general safety and health aspects of people,only in approved sites with the approval of competent authority.

(xxv) Soil and ground water samples will be tested to ascertain that there is nothreat to ground water quality by leaching of heavy metals and other toxiccontaminan ts.

(xxvi)Construction spoils, including bituminous material and other hazardousmaterials, must not be allowed to contaminate watercourses and thedump sites for such material must be secured so that they should notleach into the ground water.

(xxvii)Any hazardous waste generated during construction phase, should be.\~ disposed off as per applicable rules and norms with necessary approvals of~ the State Pollution Control Board.

~ (xxviii)The diesel generator sets to be used during construction phase should below sulphur diesel type and should conform to Environment (Protection)Rules prescribed for air and noise emission standards.

(xxix) The diesel required for operating DG sets shall be stored in undergroundtanks and clearance from Chief Controller of Explosives shall be taken, asapplicable.

Use of glass may be reduced by up-to 40% to reduce the electricityconsumption and load on air-conditioning. If necessary, use high qualitydouble glass with special reflective coating in windows.

Regular supervision of the above and other measures for monitoringshould be in place all through the construction phase, so as to avoiddisturbance to the surroundings.

Under the provisions of Environment (Protection) Act, 1986, legal actionshall be initiated against the project proponent if it was found thatconstruction of the project has been started without obtainingenvironmen tal clearance.

(xxx) Vehicles hired for bringing construction material to the site should be ingood condition and should have a pollution check certificate and shouldconform to applicable air and noise emission standards and should beoperated only during non-peak hours.

(xxxi)Ambient noise levels should conform to residential standards both duringday and night as per Noise Pollution (Control and Regulation) Rules, 2000.Incremental pollution loads on the ambient air and noise quality should beclosely monitored during construction phase. Adequate measures shouldbe made to reduce ambient air and noise level during construction phase,so as to conform to the stipulated standards by CPCB/ SPCB.

(xxxii) Fly ash should be used as building material in the construction as per theprovisions of Fly Ash Notification of September, 1999 and amended as on27th August, 2003.

(xxxiii)Ready mixed concrete must be used in building construction.

(xxxiv) Storm water control and its re-use as per CGWB and BIS standards forvarious applications.

(xxxv) Water demand during construction should be reduced by use of pre-mixedconcrete, curing agents and other best practices referred.

(xxxvi) Permission to draw ground water shall be obtained from the competentAuthority prior to construction/ operation of the project.

(xxxvii)Separation of grey and black water should be done by the use of dualplumbing line for separation of grey and black water.

(xxxviii)Fixtures for showers, toilet flushing and drinking should be of low floweither by use of aerators or pressure reducing devices or sensor basedcontrol.

Operation Phase

Open access shall be provided on front side for the shops.

The quantity of fresh water usage, water recycling and rainwaterharvesting shall be measured and recorded to monitor the water balanceas projected by the project proponent. The record shall be submitted tothe Regional Office, MoEF&CCalong with six monthly Monitoring reports.

(iii) The treated wastewater shall be recycled and reused for flushing andgardening to reduce the demand of fresh water, as committed.

(iv) Solid waste management shall be collected, treated disposed inaccordance with the Municipal Solid Waste (Management & Handling)Rules, 2000. No municipal waste should be disposed off outside thepremises.

(v) The Operation and Maintenance of STP shall be made in the MoU withSTP supplier. Project Proponent shall ensure regular operation andmaintenance of the STP.

(vi) Parking facility with 6 m driveway shall be provided as committed.

(vii) The installation of the Sewage Treatment Plant (STP) should be certifiedby an independent expert and a report in this regard should be submittedto the Ministry before the project is commissioned for operation. Treatedaffluent emanating from STP shall be recycled I reused to the maximumextent possible. Treatment of 100% grey water by decentralized treatmentshould be done. Discharge of unused treated affluent shall conform to thenorms and standards of the State Pollution Control Board. Necessarymeasures should be made to mitigate the odour problem from STP.

(viii) The solid waste generated should be properly collected and segregated.Wet garbage should be composted and dryI inert solid waste should bedisposed off to the approved sites for land filling after recoveringrecyclable material.

(ix) Diesel power generating sets proposed as source of back-up power forelevators and common area illumination during operation phase shouldbe of enclosed type and conform to rules made under the Environment(Protection) Act, 1986. The height of stack of DG sets should be equal tothe height needed for the combined capacity of all proposed DG sets. Uselow sulphur diesel. The location of the DG sets may be decided with inconsultation with State Pollution Control Board.

(x) Noise should be controlled to ensure that it does not exceed theprescribed standards. During night time the noise levels measured at theboundary of the building shall be restricted to the permissible levels tocomply with the prevalent regulations.

(xi) The green belt of the adequate width and density preferably with localspecies along the periphery of the plot shall be raised so as to provideprotection against particulates and noise.

(xii) Rain water harvesting for roof run- off and surface run- off, as plansubmitted should be implemented. Before recharging the surface run off,pre-treatment must be done to remove suspended matter, oil and grease.The borewell for rainwater recharging should be kept at least 5 mts. abovethe highest ground water table.

(xiii) Energy conservation measures like installation of CFLs/TFLs for thelighting the areas outside the building should be integral part of theproject design and should be in place before project commissioning. UseCFLs and TFLs should be properly collected and disposed offl sent for

recycling as per the prevailing guidelines/rules of the regulatory authorityto avoid mercury contamination. Use of solar panels may be done to theextent possible.

PART - B. GENERAL CONDITIONS

(i) A copy of the environmental clearance letter shall also be displayed on thewebsite of the concerned State Pollution Control Board. The EC letter shallalso be displayed at the Regional Office, District Industries centre andCollector's Office/ Tehsildar's office for 30 days.

(ii) The funds earmarked for environmental protection measures shall be keptin separate account and shall not be diverted for other purpose. Year-wiseexpenditure shall be reported to this Ministry and its concerned RegionalOffice.

6. Officials from the Regional Office of MoEF&CC, Bangalore who would bemonitoring the implementation of environmental safeguards should be given fullcooperation, facilities and documents/data by the project proponents during theirinspection. A complete set of all the documents submitted to MoEF&CC should beforwarded to the CCF, Regional office of MoEF&CC,Bangalore.

7. In the case of any change(s) in the scope of the project, the project would requirea fresh appraisal by this Ministry.

8. The Ministry reserves the right to add additional safeguard measuressubsequently, if found necessary, and to take action including revoking of theenvironment clearance under the provisions of the Environmental (Protection) Act,1986, to ensure effective implementation of the suggested safeguard measures III atime bound and satisfactory manner.

9. All other statutory clearances such as the approvals for storage of diesel fromChief Controller of Explosives, Fire Department, Civil Aviation Department, ForestConservation Act, 1980 and Wildlife (Protection) Act, 1972 etc. shall be obtained, asapplicable by project proponents from the respective competent authorities.

10. These stipulations would be enforced among others under the provisions ofWater (Prevention and Control of Pollution) Act, 1974, the Air (Prevention and controlof Pollution) act 1981, the Environment (Protection) Act, 1986, the Public Liability(Insurance) Act, 1991 and EIANotification, 2006.

11. The project proponent should advertise in at least two local Newspapers widelycirculated in the region, one of which shall be in the vernacular language informingthat the project has been accorded Environmental Clearance and copies of clearanceletters are available with the State Pollution Control Board and may also be seen onthe website of the Ministry of Environment, Forest & Climate Change athttp://www.envfor.nic.in. The advertisement should be made within Seven days fromthe date of receipt of the Clearance letter and a copy of the same should be forwardedto the Regional Office of this Ministry at Bangalore.J 12. This Clearance is subject to final order of the Hon'ble Supreme Court of India in

/ the matter of Goa Foundation v/ s. Union of India in Writ Petition (Civil)No.460 of 2004as.may be applicable to this project.

13. Any appeal against this clearance shall lie with the National Green Tribunal, ifpreferred, within a period of 30 days as prescribed under Section 16 of the NationalGreen Tribunal Act, 2010.

14. A copy of the clearance letter shall be sent by the proponent to concernedPanchayat, Zilla Parisad/Municipal Corporation, Urban Local Body and the LocalNGO, if any, from whom suggestions/ representations, if any, were received whileprocessing the proposal. The clearance letter shall also be put on the website of thecompany by the proponent.

15. The proponent shall upload the status of compliance of the stipulated ECconditions, including results of monitored data on their website and shall update thesame periodically. It shall simultaneously be sent to the Regional Office of MoEF&CC,the respective Zonal Office of CPCB and the SPCB. The criteria pollutant levels namely;SPM, RSPM, S02, NOx (ambient levels as well as stack emissions) or critical sectoralparameters, indicated for the project shall be monitored and displayed at a convenientlocation near the main gate of the company in the public domain.

16. The environmental statement for each financial year ending 31st March in Form-V as is mandated to be submitted by the project proponent to the concerned StatePollution Control Board as prescribed under the Environment (Protection) Rules, 1986,as amended subsequently, shall also be put on the website of the company along withthe status of compliance of EC conditions and shall also be sent to the respectiveRegional Offices of MoEF&CCbye-mail.
