Sect ions Scope This ordinance shall be applicable to alt qualified blood donors ^ terms referred to herein, concerned departments of the aty government and all public and private juridical persons in the city

Section 4. Definition of Terms

a. Btood refers to whole blood, packed red celts and fresh frozen plasma, platelet rich, and other Wood components like platelet concentrate, cryo-precipitate and cryo-supemate.

Blood Processing Fee refers to the charges for Wood and Mood products issued to include expenses in collecting and processing blood from donor recruitment, blood collection and screening, storage and distribution with allowance for spoilage and professional fee

B lood service Facility refers to a unit, agency or institution providing blood products. It can be a Blood Station, Blood collection Unit, Hospital Blood Bank, or Blood Center

Volunteer Blood Dmmr refers to any qualified, healthy individual fit to donate

blood on his own volition or initiative and expecting no monetary

compensations.

g. WaMm Blood Donor refers to an individual included in the list of qualified blood donors who is ready to donate blood when needed in his/her community

h. Blood Donor Registry refers to a list of individuals who are registered as blood donors with their ABO group and RH type, identity and contact information (e.g. complete name, address & telephone/cellular phone number, e-mail address).

i . Serology Test refers to examination done on the Wood units donated prior to transfusion which are limited to Hepatitis B Surface Antigen (HBsAG), Human immuno Virus (HIV), Hepatitis C Virus (HCV), Syphilis/Rapid Plasma Reagent (RPR), and Malaria.

Section 6. Philippine Red Cross (PRC) Negros and Corazon tocsin Monteiioano Memorial Regional Depository Centers of Bacokxi Blood Donation Program. The (PRC) - Negros Occidental Chapter and the Corazon Locsn • Regional Hospital (CLMMRH), through its Blood Bank and Ti hereby recognized as the main blood banks due to its bigger and within the locality

Other government and private Blood Service Facilities shaf also be alternative blood storage units especially during emergencies and disasters

Section 7. Access to PRC Negros OccWeirtal - Bacokxl

Section 13. Local Blood Council. A Local Blood Council shall hereinafter be established in Bacolod City, through an Executive Order to be issued later by the City Mayor, following the policies and guidelines issued by the Department of Health.

Section 14. Designation of Program Director. To carry out the objectives of this ordinance, a Program Director shall immediately be designated by the Cily Mayor For added credibility to the program the Program Director shall ideally be a regular volunteer blood donor himself or herself, and an active advocate of the blood program

Section 15. Initial Duties of the Program Director. Until the Bacolod CHy Blood Council is so established, and its strategies and policies are formulated and adopted, the Program Director shall have the following initial duties, namely

a) to work for the signing of a Memorandum of Agreement between the C'rty Government of Bacoiod and the Philippine Red Cross.

The City Mayor or the Local Blood Council shall have the authority to grant incentives under this program, and may formulate and issue guidelines for the purpose.

Section 17, identification Card for Stood Donors Each volunteer blood donor shall be issued an Identification Card containing his full name city address and blood type

Section 18. Safekeeping of Stood Donor Registry and Other mat Records. Blood Donors Registry and List of Program Supporters shall be recorded in five copies, to be kept by the designated Program Director the Secretary/Records Officer of the Bacotod City Blood Council or its Secretariat Office, if any, and by the City Health Office the CLMMRH and the PRC Negros Occidental - Bacolod Chapter Also to be recorded and kept in the same way is the List of Walking Blood Donors plus their contact numbers 4 available, per barangay and categorized according to blood type A separate listing tf people with special or rare types of blood re.g those with type AB blood, or those with R H Negative, etc.), together with their addresses and contact numbers shall be estabBshetlii the entire city, to facilitate coordination and assistance during emergency cases
