What is CCAP?The Virginia Western Community College Access Program (CCAP) is a series of public/private partnerships with the objective of making college
available tuition-free to area high school graduates who meet program guidelines. The program covers the cost of tuition for two years at Virginia Western Community College. CCAP supports as many students as possible based on student need and funds available.
In fall 2013, CCAP began serving the entire Virginia Western service region, including the counties of Botetourt, Craig, Franklin and Roanoke and the cities of Roanoke and Salem.

We are fortunate to be entering our second academic year with a regionwide Community College Access Program. This public/private partnership continues to represent a significant achievement for Virginia Western Community College and the Roanoke Valley.
Through CCAP, our local economy will directly benefit by having a better-educated workforce. The primary goal of CCAP is to eliminate barriers associated with the cost of higher education for high-quality students seeking to better themselves and achieve their goals. Virginia Western is committed to providing the support services needed to succeed in the classroom and the workplace.
CCAP is administered by the Virginia Western Educational Foundation and benefits from the continued support of private individuals, companies and local governments. An investment in CCAP translates into a profitable investment in the next generation of local business leaders.

The impact of CCAP • More than 1,300 Roanoke Valley students have participated in the
CCAP program since its inception in 2008.
• As of August 2014, $4.8 million was raised for CCAP.
• More than 115 individuals and 90 businesses contributed to CCAP.
• Every municipality in Virginia Western’s service area participates in CCAP’s public/private funding partnership.
• Thanks to our donors, CCAP students can receive financial support for textbooks and emergency needs.

The Virginia Western Educational Foundation Board of Directors believes and invests in the College as an economic engine for the Roanoke Valley. As president of the Board, I know this vital role requires community support and shared vision.
The partnerships forged with each locality in the Roanoke Valley (including Botetourt, Craig, Franklin and Roanoke counties and Roanoke and Salem cities) and the expansion of CCAP regionwide are important advancements for the future of the Roanoke Valley. CCAP provides access to higher education for students across the College’s entire service region.
The investments made by businesses, organizations, community members and the localities comprising the Roanoke region significantly impact students’ lives, supporting the College in providing an affordable and accessible education. The Educational Foundation is committed to building on its successes and making college possible for prospective and current students. A letter from the Chancellor of Virginia’s Community CollegesDear Friends,
Virginia’s Community Colleges train and educate the Commonwealth’s future workforce, a vital contribution to economic development. Virginia Western Community College, one of our 23 community colleges, excels at the mission of providing affordable and accessible education opportunities.
A particularly unique program shaping the lives of students and stoking economic development for the Roanoke Valley is Virginia Western’s Community College Access Program. CCAP brings together public entities with private donors to invest in the shared vision of a stronger regional economy.
Virginia’s Community Colleges’ Strategic Plan, Achieve 2015, challenges us to increase the number of individuals educated and trained through our colleges by 50,000; triple the number of students graduating, transferring or completing a workforce credential; maintain tuition and fees at less than half of the comparable cost of attending Virginia’s public four-year institutions; and increase the number of employers providing training and services to 13,000.
To do all of this, Virginia’s Community Colleges must meet and exceed the additional challenge in the plan: to raise $550 million in gifts and grants by the end of 2015. Confident we are going to exceed the goal, I will also share that Virginia’s Community Colleges are relatively new to fundraising.
In Roanoke, the home of one of our finest foundations, the Virginia Western Educational Foundation, community leaders believe in the value of an educated workforce. They are willing to invest in CCAP as a unique approach to changing lives. The public/private partnership enhances access to education both today and in the future.

CCAP earns national Bellwether recognitionIn 2014, Virginia Western’s CCAP received a national Workforce Development award from the University of Florida and the National Council for Continuing Education and Training’s Community College Futures Assembly. CCAP was recognized as a replicable Workforce Development model impacting the economic development of the local community.
The Community College Futures Assembly’s Bellwether Awards annually recognize trendsetting community colleges from across the nation. In 2013, more than 400 Bellwether applications were submitted, and Virginia Western was one of just 30 finalists chosen. Ten finalists were selected for each category: Instructional Programs and Services; Planning, Governance and Finance; and Workforce Development. In January 2014, representatives from Virginia Western, the Virginia Western Educational Foundation and Roanoke City Public Schools presented CCAP for the Workforce Development category at CCFA’s annual meeting in Orlando, Fla.
“To be nominated and selected as a finalist for this award is a great validation of the work Virginia Western and partner localities are doing with CCAP, ” said Dr. Robert H. Sandel, President of Virginia Western. “By
giving students in our region an opportunity to attend college without the barrier of cost is great for them personally, but also has a
tremendous positive impact on our local workforce.”
In 2014, the Powell Charitable Foundation was given the Community College Impact Award, recognizing its philanthropic work in support of Virginia Western. Started at the request of the late Paul A. Powell Sr.,
the Foundation pledged $200,000 to CCAP in 2012.

Leigh Ann Hamlin currently serves as the CCAP Success Coach. She works with CCAP students by providing the support needed while studying at Virginia Western. As a native of Roanoke and a former school counselor with Roanoke City Public Schools, Leigh Ann is proud to continue supporting the educational needs of the Roanoke Valley.
Leigh Ann received a bachelor of arts in Interdisciplinary Studies, concentrating in Leadership and Social Change, from Virginia Tech in 2007. She received a master’s in Counselor Education from Virginia Commonwealth University in 2011. Leigh Ann is a member of the Phi Beta Kappa Society and served as an officer for Chi Sigma Iota’s National Honor Society.
Her goals as the CCAP Success Coach include:
» Increasing student retention and academic completion» Assisting students in becoming more self-confident and efficient learners» Providing individual and group assistance» Connecting students with resources that will help assist with academic, career and personal goals» Working collaboratively with campus faculty and staff to ensure student success

Success Coach assists and connects CCAP students
Trane sponsors jazz concert to benefit CCAP
Some of the region’s best high school jazz band musicians performed April 5, 2014, in the CCAP Jazz Honor Band presented by Trane. The event, held at the Jefferson Center, raised more than $30,000, including $25,000 from title sponsor Ingersoll Rand/Trane. The student-musicians, led by guest conductor Brandon Lee, represented the Roanoke Valley municipalities contributing to CCAP.
Diploma Campaign makes college possible!The 2014 Diploma Campaign marked the fourth annual campaign supported by Kroger and Stop-In Food Stores to benefit CCAP. Students participated in CCAP Days at local Kroger and Stop-In Food Stores to help raise money and awareness of the program.
The annual Diploma Campaign occurs in May across the Roanoke Valley and is the opportunity for community members to make college possible.
