T o N Y v i a T X We, Karen and I, are on our way back from the JCI Senate Winter Meeting (plus 5 day vacation) in San Antonio where the New York delegation … Darryl #26113 (and Della), Roxie #57298, Karen #52860 (Cave), Perk #60785, and Myself (with my Karen) … braved the elements --- 65 to 70 degree temps, sunny skies, no rain and low humidity [ hey, someone had to do it!!! ] --- to both represent New York and to promote our hosting of the 33rd Annual JCI Senate National Convention on Grand Island in June. [Aside, I have to tell you, I think San Antonio is one of the best (US) places I've ever vacationed, and that's after only one visit. Beautiful city, friendly people, safe, clean, lots to do Riverwalk is really something else and plenty within an easy hour drive of the city ... LBJ Ranch, Underground Caverns, Texas Wine Country (yes! There really is a Texas Wine Country), and more. Mix all that with great restaurants, an authentic English Pup, and couple of micro-brew pubs, and professional basketball (went to see my first professional b-ball game … Spurs v Sacramento Kings), and you've got a really great place to visit. If you haven't been yet, you should plan on it.] Following in last year's footsteps, and Roxanne's outstanding accomplishments, we continue to actively participate in supporting our Jaycees at convention by running and judging ID competitions (two down and one to go for this administration), attending our own Quarterly Friday Night Hospitality (35 plus at both the October and January events), and, best of all, Returning the Favor. To this last point, I am returning from San Antonio with two plaques presented to us by US JCI President Joe A. Sousa. The first is for our Senators, with Bill Bates #40296 in particular leading the way, for their outstanding support of the Johnson City Jaycees Field Days in September, recognized as THE OUTSTANDING JCI SENATE R E T U R N T H E F A V O R PROJECT in the country for the Second Quarter, and the second, also not to be taken lightly, is recognition to all of you, the New York State JCI Senate, as the OUTSTANDING JCI SENATE STATEWIDE ORGANIZATION “RETURNING THE FAVOR” for the Second Quarter. The programming included efforts in Johnson City, Syracuse, Saratoga Springs, and Ken-Ton, with and for the statewide Jaycee organization in convention as mentioned above, and an “International” effort in support of Amerada with the Connecticut Jaycees. HOLY WOW! Congratulations to all of you for the outstanding effort, thank you for the continued effort, and a special thank you to our Return the Favor Chairs Terri Rozelle, #63913 and Bill Bates, #40296 for encouraging us to both participate and record the fruits of that participation. We, Karen and I, are on our way back from the JCI Senate Winter Meeting (plus 5 day vacation) in SanAntonio where the New York delegation … Darryl #26113 (and Della), Roxie #57298, Karen #52860 (Cave),Perk #60785, and Myself (with my Karen) … braved the elements --- 65 to 70 degree temps, sunny skies, norain and low humidity [ hey, someone had to do it!!! ] --- to both represent New York and to promote our hostingof the 33rd Annual JCI Senate National Convention on Grand Island in June.

[Aside, I have to tell you, I think San Antonio is one of the best (US) places I've ever vacationed, and that'safter only one visit. Beautiful city, friendly people, safe, clean, lots to do Riverwalk is really something elseand plenty within an easy hour drive of the city ... LBJ Ranch, Underground Caverns, Texas Wine Country(yes! There really is a Texas Wine Country), and more. No set of Presidential comments this latein the year would be complete without apromo for the upcoming 33rd US JCISenate National Convention in GrandIsland (Niagara Falls) on June 19-23.

Your committee has recently expandedto about 15 with the addition of a team toput together a Convention Program Bookfor the week, and a team trying toorganize a micro-brew beer tasting eventintegrated with a New York Wine Tastingplanned for Monday night of convention,and more people volunteering every dayto help bartend, or serve meals, orarrange tours, or what have you.

And I honestly can't say enough aboutthe commitment, dedication, effort, timeand energy of many of your fellowSenators working to make this thinghappen, and surely not intending to slightanyone, but I would be terribly remiss if Ididn't single out National Co-ChairsDarryl Jones, NYSJCI#26113, and KarenCave, NYSJCI#52860, ConventionTreasurer and Registration ChairRoxanne Astry, NYSJCI#57298, and our“Meals on Wheels” coordinator ChrisNunn, NYSJCI#60786, for their particularefforts. If it could ever be said thatsomething couldn't be done without theorganized efforts of only 4 people, this isthe group that stands tall, shoots straight,and makes it happen. A special“PRESIDENTIAL THANKS” to all.

Coincident with that, theConvention Committee is publishing thetraditional Convention Program Book, andsoliciting advertisers and patrons to help(1) offset the cost of the book, (2) providesome front money for conduct of theconvention, and (3) if financially viable, rolladditional monies through the Senateorganization back to support NYS Jayceeprogramming be it Return The Favor(RTF), Assistance To Membership (ATM),or direct financial support of programs likeONY and OYNY.

Much of our soliciting has been directedtoward business and commercial in theGrand Island and Niagara Falls areas, butas you all know we have sent a solicitationto New York Senators for the opportunityto support the effort. The New York State JCI Senate held its quarterlymeeting on January 14 in Batavia. It was greatto see a lot of Western New York Senators, as wellas those who traveled from around the state

We discussed the upcoming national Senateconvention, heard reports from officers andconducted Senate business. HOSPITALITY ISN'T WHAT IT APPEARS TO BE

At our January meeting in Batavia, Past Senate President George Beckinghausen JCI#23863 raised an issuethat should be of concern to all, and rightfully deserves attention in these pages. In the Treasurers report, itwas recorded that the expense account for HOSPITALITY for the 6 months ending December 31 was well intothe $900 to $1000 range, and noted by George that perhaps some Senators might find that somewhatexcessive.

Kudos to George, for at face value that indeed would appear to be the case. But, when you peel back thatonion, you find that, in addition to the Friday night “food and drink” hospitality we normally think of (for both theSummer get-together in White Plains and the fall meeting in Albany), this account also captures the“hospitality” extended by the NYS JCI Senate to our visiting National Vice President in Albany (in excess of$300), includes the cost of the Hospitality Room itself (facilities are no longer provided free of charge by theNYS Jaycees), and does not include the offsetting “income” of donations by the attending Senators from bothevents (around $400).

The whole purpose of this article is to assure you that your dues monies are not being squandered on lavishweekend long parties at exotic venues. While we have actually “spent” between $100 and $200 on Fridaynight hospitality so far this year, we have done so with the benefit of rebuilding the traveling bar while adjustingto the new cost structure that includes the cost of the room. And, in response, as of the January meeting, wehave raised the suggested hospitality donation to $10 per Senator to better recover the sum of monies beingspent. [And for those of you who have not yet had the opportunity, we throw one hell of a party for 10 bucks.]

Please rest assured that it is the intention of this, and every, administration that the Friday Night Hospitality bea self-supporting event. And, while we may not achieve that goal in every case, we will keep trying.

April 15 Isn't Just Tax Day Anymore

At least not this April 15.

On this April 15 the New York State JCI Senate willbe meeting in consort, electing and selecting newofficers (and gentlemen? or ladies?) to be ourleadership for the coming year. And, while this mayappear a daunting task to some, it really isn't all thatbad.

To be “elected” are the position of President, each ofthe 4 Area Vice Presidents, and Secretary.Immediately following the elections, it is customaryfor the President to appoint a Treasurer, subject tothe approval of the body, and such otherappointments as he or she shall see fit.

Per the By-Laws, any and all interested candidateswere to identify themselves to me 60 days inadvance of the (April 15) meeting. As that date haspassed, all positions are now open to nominationfrom the floor of the meeting at the time of theelection. And, as the By-Laws are silent onabsentee candidates, anyone wishing to serve in anelected (or appointed) capacity for the 2005-2006year but unable to attend the election should identifythemselves to me as soon as possible and I will

arrange the appropriate nomination from the floor.

There Is A Motion On The Floor!!!

Moved: That the New York State JCI Senate shallhold a special hospitality event on Saturday night,June 18th, starting at about 6:00 PM. Event to beheld at the Holiday Inn Grand Island Resort andConvention Center, 100 Whitehaven Road, GrandIsland, NY.

Discussion: Now, some of you may have noticedthat the date is very coincidental with the beginningof the US JCI National Convention. That's not anaccident. There is an open hospitality event alreadyplanned and scheduled at that time as a conventionevent. And since we are hosting, we're going toopen the Saturday night hospitality to all NYS JCISenators for the same $15 that everyone else isbeing charged. The $15 charge will include aplanned menu of Beef on Weck and Buffalo Wings(what a coincidence that these two items shouldappear on a menu in Erie County) and all the liquidrefreshment that one can enjoy. And, there is afairly substantial rumor that President Ron isprepared to waive the fee for those Senators thatmight be able to either show up early (as early asnoon) or stay late (as late as 1:00 AM) to help (inthree hour blocks) the Senate Conventioncommittee. Among needed assistance will betending bar, some physical facility set up, tendingbar, working registration for the event, tending bar,preparing the hospitality room for the meal, tendingbar, helping to serve the meal, and tending bar.Anyone ready, willing and able to help is asked tocontact President Ron to be sure you get into thework schedule to qualify for your $15 credit.Senators intending to attend the hospitality eventonly need to show up.

I'm hoping tosee a number of our old friends fromOrange and Rockland Counties(Middletown, Warwick, Montgomery,Walden, Newburg, et.al.) as well as fromacross the bridge in Westchester andDutchess Counties, and NYC.

Some of you might know Senator #32834Doug White from Orchard Park. I met him inthe summer of 2003 at the Summer meeting.At that time he said he was writing a bookand wondered if I might allow him to put anarticle in our newsletter. I was more thanhappy to oblige and an article appeared in theJune 2004 Orator.

Doug is a cross-country truck driver and apast teacher. I purchased Doug's books at theBatavia meeting and I am happy to say thathe even autographed them for me. I thinksome day they may be worth something. I aman advid reader and usually choose mysteryand suspense novels. I was not disappointedin the least when I read "The Load" and "TheEdidorial" written by Doug. I found my selftotally engrossed in the books and foundthem to be suspenseful and heart warming. Ifound my self laughing out loud and cryingat times. It is easily to become attached tothe little boy Peter Stevenson and his friendJake Winters.

I highly recommend reading his books ifyou like to read and I can't wait to read histhird book "The Funeral" coming out soon.

Dear Senators,I'd like to tell you a little bit about myself. I was born

in Norwich, NY. I was pretty much raised in Rome, N.Y.I have met a lot of people in my travels. I went to schoolin Cortland and then joined the army. After I got out ofthe service I returned to Norwich, N.Y. and worked therefor about 2 years. I then moved to North Carolina withmy mom, sister and her boyfriend and worked at MemorialHospital in the x-ray department.While in North Carolina my sister told me about a club

that her boyfriend belonged to and wanted me to go. Yes,it was the Southern Pine Jaycees. Not knowing what toexpect I went to find out what it was all about. I went tothe meeting, the dinner was free, and they told me aboutthese great projects they were running. I became a memberthat night and was sworn in. My first project wasparking cars for a golf tournament at Pine Hurst golfcourse. I worked at the Haunted House in October beforemoving back to New York to go to college in Utica.I stayed in Utica and got married and joined the Utica

Jaycees in 1979. Since then I have met several people new,old and young move up in line in their jobs and as Jaycees.I have received many awards over the years due to my

efforts and hard work. I would like to thank the membersof this organization that they thought I was worthy ofthese awards. Most of all thank you for being a part ofmy family.Sincerely,William J. Bates

NYS JCI Senate Meeting

Friday, January 14, 2005

Batavia, New York

The meeting was called to order by the 35th President, Ron McMahon #29157, at 9:05 p.m. President Ron called upon Chris Nunn # 60786, Chaplain, to lead the organization in an invocation. The President then called upon the Parliamentarian, Eric Kirch #59869, to lead the group in the Pledge of Allegiance.

Introductions were lead by President McMahon and then went around the room.

M/M/S/C – Testrake/Gaglione – Approval of agenda.

Appointments/Resignations/Vacancies – No reports.

Secretary’s Report & Comments – Judy Winnert absent. M/M/S/C – Testrake/Astry – To approve minutes of last meeting in October, 2004, which were published in the December newsletter.

Treasurer’s Report & Comments – Darryl Jones absent M/M – Downing/Sandburg to approve treasurer’s report – Discussion – regarding the last published treasurer’s report in the newsletter. Switched bridging budget which reflects new budget of two weeks ago. More discussion regarding income, contributions regarding hospitality room for senators which should self-sustain itself. President McMahon explained that Treasurer Jones could explain the report if he were present, however, in the light of his absence, he could not. Questions were raised regarding expenses previously published in the newsletter, suggestions were made, more discussion, etc.

Past President’s Report – Roxanne Astry was present and had nothing new to report. She wasn’t able to make it to New Orlean’s to promote the national convention (due to the hurricane weather) however – was looking forward to the Texas visitation and encouraging everyone to attend our hosted convention.

ATM Program Manager/Malkinski Golf – Ron Napierkowski – Assistance has been given to Jaycee membership and growth for extensions, and $100 was given out last month for growth and extension! There is a long term processing for money through the Jaycee Foundation regarding the Malkinski Golf Tournament in Stan Malkinski’s memory.

Orator Newsletter Editor – Roxanne Astry – The next newsletter will be out in February, 2005. If you would like to submit an article, please submit to Roxanne a/s/a/p. Last year we received an award for the best newsletter in the U.S.! Roxanne was the Senate President at the time and she published her own newsletter! President Ron did KUDOS to Roxanne who was also recognized as one of the OUTSTANDING JCI SENATORS IN THE US! (WELL DESERVED)

Items of Interest:

M/M - B. Cairns – To separate the Senate April meeting from the NY Jaycees April Convention meeting to a more central location (like Syracuse, NY). President, McMahon moved this item of business to be discussed under “business issues” according to the agenda. Motion died for lack of a second.

Business Issues/Discussion/Motions

US JCI 2005 Annual Meeting Status – Committee Report w/Action Items as Necessary: Neither co-chair is present to give a formal report. Some committee members are present. Discussion. Roxanne Astry reported that at this time there are 50 registrations formally received. The Convention Committee is currently very active in promoting the national convention. Registrations can now be taken on-line. Discussion regarding a loan of $5,000 from the Senate to the Convention Committee for this National Convention. Explainations and status of the loan were given. Darryl, treasurer, was to address tonight, however, cannot because he is not present. At the last meeting, the

Senate authorized $5,000 of the life membership account to be placed into the seed money account for the national convention account. Currently, the national convention account has no money, however, it will reimburse us for all money loaned. The convention account is an interest bearing account and all monies borrowed will be returned to the senate, with interest, on the investment.

Nominations for the 2005 Vandermark

The Senate is currently accepting nominations for the 2005 Vandermark award recipient. This award is usually given out in April at the New York State Jaycee Convention. Senator Cairns announced that as the chair will accept written nominations tonight, we should delay presentation time form April in Long Island, New York, to a future date and time when more Senators could be in attendance for this prestigious event.

M/M/S – Cairns/Sutton – To have the April Senators meeting in Syracuse (instead of Long Island) – Much discussion regarding the senators breaking away from the Jaycees and how troublesome it could be to both organizations. Cairns brought up the fact that it will be the election year time for the senate and it would be a good idea to have as many senators present as possible for our election.

Cains/Sutton – Withdraw original motion

M/M/S/C – Cairns/Kirch – To empower the Executive Committee to move the April Meeting of the Senators. Much discussion.

M/M/S/C – Testrake/Rozelle – To move the presentation of the Vandermark from April to October. Discussion. Kirsch suggested that we might want to have it in July to encourage attendance at the Malkinski golf tournament. Cairns suggested that the October meeting would have a greater attendance from the Jaycees. Napierkowski stated that the Senate should discuss this matter with the NYS Jaycees to make sure there is enough time on the October meeting agenda. One abstention.

M/M/S/C – Testrake/Cairns to adjourn the meeting. President McMahon adjourned the meeting at 10:25 p.m.

You won’t want to miss out on the scrumptious international cuisine!

Friday Night Party features 4 hot hors d'oerves, and an international display of cheeses, crackers, as well as fresh crudités

Saturday Luncheon includes salad, chicken parmigiana (Breaded Chicken Cutlet, topped with marinara sauce and glazed with mozzarella cheese), meatless baked ziti (Ziti pasta and marinara sauce, laced with ricotta cheese & topped with mozzarella cheese) and Italian Sausage and Peppers in Marinara (Sweet Italian Sausage roasted with onions and peppers, served in a light tomato sauce with Italian seasoning). Also on the buffet will be seasonal veggies and rice. Dessert will also be served.

Saturday Dinner Can’t decide which meal to choose? Here are some additional details that might help. Chicken Saltin Boca is a Chicken Cutlet, topped with prosciutto ham and mozzarella cheese, placed on a bed of spinach. Served with herbed rice and vegetables. The Sirloin Steak is a 14oz Center Cut Sirloin, grilled medium, topped with sautéed mushrooms. Served with a baked potato and vegetables.
