The Ministry of Environment, Forests & Climate Change has considered the application. It is noted that the proposal is for grant of Environmental Clearance for proposed redevelopment of MHADAproject at CTS Nos. 52 & 53 Chembur "M" West Ward, Mumbai, Maharashtra by MIs Godrej Redevelopers (Mumbai) Pvt. Ltd. The proposal was considered by the EAC in its meeting held on 9 th - 11thMarch, 2015. The proponent has informed that: 1. The proposal is for redevelopment of existing 61 year old MHADAcolony referred to as "Sahakar Nagar-II" comprising of 25 LIG chawls housing 200 tenements at CTS Nos. 52 & 53 Chembur "M" West Ward, Mumbai, Maharashtra by Mj s Godrej Redevelopers (Mumbai) Pvt. Ltd. The site is geographically located at 19 0 03'48.39"N latitude and 72053'30.48' E longitude respectively. The site is well connected with all the important places in Mumbai by railway and road network. The existing 25 chawls will be demolished and new buildings will be constructed to accommodate. 11. The project land admeasures 15,903.46 sqm. FSI area is 75,139.91 sqm and total gross construction area of 1, 24,114.63 sqm. 996 residential units and 19 retail units (convenient shopping) Total 996 flats and 19 shops shall be developed. Maximum height of the building will be 48.30 m. 111. During construction phase, total water requirement is expected to be 54 KLD which will be met by Municipal water and Tankers. Soak pits and septic tanks will be provided for disposal of waste water. Temporary sanitary toilets will be provided for labor. IV. During operational phase, total water demand of the project is expected to be 695.01 KLD and the same will be met by the Municipal Water and Recycled Water. Moving Bed Bio-Reactor (MBBR)Technology will be proposed to treat wastewater generated (629.13 KLD)and will be treated in 4 nos. of STPs of total 200 CMD, 150 CMD, 80 CMD, 270 CMD capacity. 575.88 KLD of treated wastewater will be recycled (225.24 CMD for flushing, 21 CMD for gardening). Sir,

This has reference to your application No. Nil dated 06.01.2015 seekingprior Environmental Clearance on the above-mentioned project.

2. The Ministry of Environment, Forests & Climate Change has consideredthe application. It is noted that the proposal is for grant of EnvironmentalClearance for proposed redevelopment of MHADAproject at CTS Nos. 52 &53 Chembur "M" West Ward, Mumbai, Maharashtra by MIs GodrejRedevelopers (Mumbai) Pvt. Ltd. The proposal was considered by the EAC inits meeting held on 9th- 11thMarch, 2015. The proponent has informed that:

1. The proposal is for redevelopment of existing 61 year old MHADAcolonyreferred to as "Sahakar Nagar-II" comprising of 25 LIG chawls housing 200tenements at CTS Nos. 52 & 53 Chembur "M" West Ward, Mumbai,Maharashtra by Mj s Godrej Redevelopers (Mumbai) Pvt. Ltd. The site isgeographically located at 19003'48.39"N latitude and 72053'30.48' Elongitude respectively. The site is well connected with all the importantplaces in Mumbai by railway and road network. The existing 25 chawls willbe demolished and new buildings will be constructed to accommodate.

11. The project land admeasures 15,903.46 sqm. FSI area is 75,139.91 sqm andtotal gross construction area of 1, 24,114.63 sqm. 996 residential units and19 retail units (convenient shopping) Total 996 flats and 19 shops shall bedeveloped. Maximum height of the building will be 48.30 m.

111. During construction phase, total water requirement is expected to be 54 KLDwhich will be met by Municipal water and Tankers. Soak pits and septictanks will be provided for disposal of waste water. Temporary sanitary toiletswill be provided for labor.

IV. During operational phase, total water demand of the project is expected to be695.01 KLDand the same will be met by the Municipal Water and RecycledWater. Moving Bed Bio-Reactor (MBBR)Technology will be proposed to treatwastewater generated (629.13 KLD)and will be treated in 4 nos. of STPs oftotal 200 CMD, 150 CMD, 80 CMD, 270 CMD capacity. 575.88 KLD oftreated wastewater will be recycled (225.24 CMD for flushing, 21 CMD forgardening). About 257.0664 KLDwill be disposed in to municipal drain.

v. About 2498.55 Kg/day solid waste will be generated in the project. Thebiodegradable waste (1497.42 Kg/day) will be processed in OWC and thenon -biodegradable recyclable waste (1001. 13 kg/ day) will be handed over toauthorized local vendor.

VI. The total power requirement during construction phase is 150 KW and willbe met from MSEB and total power requirement during operation phase is4182.94 KW and will be met from TATA.For power back up 2 nos. of 500kVA and 1 no. of 750 kVA DG sets will be proposed. 100 % power back upwill be provided for all pollution control systems, fire pumps, fire lifts andemergency lighting.

VII. Proposed energy saving measures would save about 22% of power.V111. Parking facility for 882 four wheelers is proposed to be provided against the

requirement according to local norms.IX. Rooftop rainwater of buildings will be collected in RWH tanks of total 530

KLDCapacity for harvesting after filtration. 100% Rain water will be Storedin tank & to re-used for irrigation/ carwash purposes.

x. There are total 202 no. of trees existing in the plot, as per survey conductedby the MCGMTree Authorities in September, 2014. Out of those, 7 trees willbe cut, 97 will be retained and 98 will be transplanted and 21 new trees willbe planted. Total trees to be planted on ground will be 118 nos. Theproposed project will explore the possibility to develop & beautify the PG /RG adjoining to Sahakar Nagar-II plot.

Xl. The total cost of the project will be Rs. 632 Crores.xu. Wildlife issues: It is not located within 10 km of any Eco-Sensitive areas.

XUL There is no court case pending against the project.XIV. Employment potential: Direct and indirect employment will be generated

during construction phase.xv. Benefits of the project: Exploring the possibility to develop & beautify the

PG/RG adjoining to Sahakar Nagar-II plot. Provision in planning to reduceimpact on electrical and water resources by means of STP, Rain water tank,street lights with solar panels etc.

3. The proposal was considered by the Expert Appraisal Committee (EAC)andrecommended in its 146th EAC meeting held on 9th - 11th March, 2015 forgranting Environmental Clearance. The Ministry of Environment, Forest &Climate Change hereby accords Environmental Clearance for the above-mentioned proposed redevelopment of MHADAproject at CTS Nos. 52 & 53Chembur "M"West Ward, Mumbai, Maharashtra by M/ s Godrej Redevelopers(Mumbai) Pvt. Ltd. under the provisions of the Environment Impact AssessmentNotification, 2006 and amendments thereto and Circulars issued thereon andsubject to the compliance of the following specific conditions, in addition to thegeneral conditions mentioned below:

PARTA - SPECIFICCONDITIONS

I. Construction Phase

(i) The Project Proponent shall obtain all necessary clearance/permission from all relevant agencies including town planningauthority before commencement of work.

(ii) "Consent for Establishment" shall be obtained from State PollutionControl Board under Air (Prevention and Control of Pollution) Act,1981 and Water (Prevention and Control of Pollution) Act, 1974.

(iii) The project land admeasures 15,903.46 sqm. FSI area shall be75,139.91 sqm and total gross construction area shall be1,24,114.63 sqm. 996 residential units and 19 retail units(convenient shopping), total 996 flats and 19 shops shall bedeveloped. Maximum height of the building shall be 48.30 m.

(iv) During construction phase, total water requirement is 54 KLDwhichshall be met by Municipal water and Tankers. Soak pits and septictanks shall be provided for disposal of waste water. Temporarysanitary toilets shall be provided for labor.

(vi) About 2498.55 Kg/day solid waste will be generated in the project.The biodegradable waste (1497.42 Kg/day) shall be processed inOWC and the non-biodegradable recyclable waste (1001.13 kg/ day)shall be handed over to authorized local vendor.

(vii) The total power requirement during construction phase is 150 KWwhich shall be met from MSEB and total power requirement duringoperation phase is 4182.94 KWwhich shall be met from TATA.

(viii) For power back up, 2 nos. of 500 kVAand 1 no. of 750 kVA DG setsshall be provided. 100 % power back up shall be provided for allpollution control systems, fire pumps, fire lifts and emergencylighting. D.G set shall be at least 6 m away from the boundary.

(ix) Parking facility for 882 four wheelers shall be provided against therequirement according to local norms.

(x) Rooftop rainwater of buildings shall be collected in RWH tanks oftotal 530 KLD Capacity for harvesting after filtration. 100% Rainwater shall be Stored in tank & to re-used for irrigation/ carwashpurposes.

(xi) Total 118 nos. of trees shall be planted. The Project Proponent shallexplore the possibility to develop & beautify the PG/RG adjoining toSahakar Nagar II plot.

(xii) The project proponent shall comply with the conditions of NOC/Clearance obtained from Fire Department.

(xiii) All the construction shall be in accordance with the local buildingbyelaws. The Project Proponent shall obtain all necessary clearances.

(xiv) The project proponent shall put in place a credible enforcementmechanism for compliance of energy conservation measures with its

allottees, as projected, in perpetuity. This would be monitored by thedesigned Energy Conservation/ efficiency Authority in the State.

(xv) Temporary toilets will be provided for all construction labour.

(xvi) Suitable toilet fixtures for water conservation shall be provided.

(xvii) Proponent shall obtain permission for ground water withdrawal fromState Ground Water Authority.

(xviii)The rainwater harvesting plan should be incorporated by the CGWA.

(xix) Provision shall be made for the housing of construction labour withinthe site with all necessary infrastructure and facilities such as fuel forcooking, mobile toilets, mobile STP, safe drinking water, medicalhealth care, creche etc. The housing may be in the form of temporarystructures to be removed after the completion of the project.

(xx) A First Aid Room will be provided in the project both duringconstruction and operation of the project.

(xxi) All the topsoil excavated during construction activities should bestored for use in horticulture/landscape development within theproject site.

(xxii) Disposal of muck during construction phase should not create anyadverse effect on the neighbouring communities and be disposedtaking the necessary precautions for general safety and healthaspects of people, only in approved sites with the approval ofcompetent authority.

(xxiii)Soil and ground water samples will be tested to ascertain that there isno threat to ground water quality by leaching of heavy metals andother toxic contaminants.

(xxiv)Construction spoils, including bituminous material and otherhazardous materials, must not be allowed to contaminatewatercourses and the dump sites for such material must be securedso that they should not leach into the ground water.

(xxv) Any hazardous waste generated during construction phase, should bedisposed off as per applicable rules and norms with necessaryapprovals of the State Pollution Control Board.

(xxvi)The diesel generator sets to be used during construction phaseshould be low sulphur diesel type and should conform toEnvironment (Protection) Rules prescribed for air and noise emissionstandards.

(xxvii)The diesel required for operating DG sets shall be stored inunderground tanks and clearance from Chief Controller of Explosivesshall be taken, as applicable.

(xxviii) Vehicles hired for bringing construction material to the site should bein good condition and should have a pollution check certificate and

should conform to applicable air and noise emission standards andshould be operated only during non-peak hours.

(xxix) Ambient noise levels should conform to residential standards bothduring day and night as per Noise Pollution (Control and Regulation)Rules, 2000. Incremental pollution loads on the ambient air andnoise quality should be closely monitored during construction phase.Adequate measures should be made to reduce ambient air and noiselevel during construction phase, so as to conform to the stipulatedstandards by CPCB/ SPCB.

(xxx) Fly ash should be used as building material in the construction asper the provisions of Fly Ash Notification of September, 1999 andamended as on 27th August, 2003.

(xxxi) Ready mixed concrete must be used in building construction.

(xxxii) Storm water control and its re-use as per CGWB and BIS standardsfor various applications.

(xxxiii) Water demand during construction should be reduced by use of pre-mixed concrete, curing agents and other best practices referred.

(xxxiv) Permission to draw ground water shall be obtained from thecompetent Authority prior to construction/ operation of the project.

(xxxv) Separation of grey and black water should be done by the use of dualplumbing line for separation of grey and black water.

(xxxvi) Fixtures for showers, toilet flushing and drinking should be of lowflow either by use of aerators or pressure reducing devices or sensorbased control.

(ii) The treated wastewater of 575.88 KLD shall be recycled and reusedfor flushing (225.24 CMD) and gardening (21 CMD) to reduce thedemand of fresh water, as committed.

(xxxvii)Use of glass may be reduced by up-to 40% to reduce the electricityconsumption and load on air-conditioning. If necessary, use highquality double glass with special reflective coating in windows.

(xxxviii)Regular supervision of the above and other measures for monitoringshould be in place all through the construction phase, so as to avoiddisturbance to the surroundings.

(xxxix) Under the provisions of Environment (Protection) Act, 1986, legalaction shall be initiated against the project proponent if it was foundthat construction of the project has been started without obtainingenvironmental clearance.

II. Operation Phase

(i) The quantity of fresh water usage, water recycling and rainwaterharvesting shall be measured and recorded to monitor the waterbalance as projected by the project proponent. The record shall besubmitted to the Regional Office, MoEF&CC along with six monthlyMonitoring reports.

(iii) Solid waste management shall be collected, treated disposed inaccordance with the Municipal Solid Waste (Management &Handling) Rules, 2000. No municipal waste should be disposed offoutside the premises.

(iv) The Operation and Maintenance of STP shall be made in the MoUwith STP supplier. Project Proponent shall ensure regular operationand maintenance of the STP.

(v) Parking facility with 6 m clear driveway shall be provided ascommitted.

(vi) The Project Proponent shall explore the possibilities of reusing thetreated wastewater from nearby projects.

(vii) The installation of the Sewage Treatment Plant (STP) should becertified by an independent expert and a report in this regard shouldbe submitted to the Ministry before the project is commissioned foroperation. Treated affluent emanating from STP shall be recycled/reused to the maximum extent possible. Treatment of 100% greywater by decentralized treatment' should be done. Discharge ofunused treated affluent shall conform to the norms and standards ofthe State Pollution Control Board. Necessary measures should bemade to mitigate the odour problem from STP.

(viii) The solid waste generated should be properly collected andsegregated. Wet garbage should be composted and dry/inert solidwaste should be disposed off to the approved sites for land fillingafter recovering recyclable material.

(ix) Diesel power generating sets proposed as source of back-up powerfor elevators and common area illumination during operation phaseshould be of enclosed type and conform to rules made under theEnvironment (Protection) Act, 1986. The height of stack of DG setsshould be equal to the height needed for the combined capacity of allproposed DG sets. Use low sulphur diesel. The location of the DGsets may be decided with in consultation with State Pollution ControlBoard.

(x) Noise should be controlled to ensure that it does not exceed theprescribed standards. During night time the noise levels measured atthe boundary of the building shall be restricted to the permissiblelevels to comply with the prevalent regulations.

(xi) The green belt of the adequate width and density preferably withlocal species along the periphery of the plot shall be raised so as toprovide protection against particulates and noise.

(xii) Rain water harvesting for roof run-off and surface run-off, as plansubmitted should be implemented. Before recharging the surface runoff, pre-treatment must be done to remove suspended matter, oil andgrease. The borewell for rainwater recharging should be kept at least5 mts. above the highest ground water table.

(xiii) Energy conservation measures like installation of CFLs/TFLs for thelighting the areas outside the building should be integral part of theproject design and should be in place before project commissioning.Use CFLs and TFLs should be properly collected and disposedoff/sen t for recycling as per the prevailing guidelines / rules of theregulatory authority to avoid mercury contamination. Use of solarpanels may be done to the extent possible.

PART - B. GENERAL CONDITIONS

(i) A copy of the environmental clearance letter shall also be displayedon the website of the concerned State Pollution Control Board. TheEC letter shall also be displayed at the Regional Office, DistrictIndustries centre and Collector's Office/ Tehsildar's office for 30 days.

(ii) The funds earmarked for environmental protection measures shall bekept in separate account and shall not be diverted for other purpose.Year-wise expenditure shall be reported to this Ministry and itsconcerned Regional Office.

4. Officials from the Regional Office of MoEF&CC, Nagpur who would bemonitoring the implementation of environmental safeguards should be given fullcooperation, facilities and documents/ data by the project proponents during theirinspection. A complete set of all the documents submitted to MoEF&CC should beforwarded to the CCF, Regional office of MoEF&CC, Nagpur.

5. In the case of any change(s) in the scope of the project, the project wouldrequire a fresh appraisal by this Ministry.

6. The Ministry reserves the right to add additional safeguard measuressubsequently, if found necessary, and to take action including revoking of theenvironment clearance under the provisions of the Environmental (Protection) Act,1986, to ensure effective implementation of the suggested safeguard measures ina time bound and satisfactory manner.

7. All other statutory clearances such as the approvals for storage of dieselfrom Chief Controller of Explosives, Fire Department, Civil Aviation Department,Forest Conservation Act, 1980 and Wildlife (Protection) Act, 1972 etc. shall beobtained, as applicable by project proponents from the respective competentauthorities.

8. These stipulations would be enforced among others under the provisions ofWater (Prevention and Control of Pollution) Act, 1974, the Air (Prevention andcontrol of Pollution) act 1981, the Environment (Protection) Act, 1986, the PublicLiability (Insurance) Act, 1991 and EIA Notification, 2006.

9. The project proponent should advertise in at least two local Newspaperswidely circulated in the region, one of which shall be in the vernacular languageinforming that the project has been accorded Environmental Clearance and copiesof clearance letters are available with the State Pollution Control Board and mayalso be seen on the website of the Ministry of Environment, Forests & ClimateChange at http://www.envfor.nic.in. The advertisement should be made withinSeven days from the date of receipt of the Clearance letter and a copy of the sameshould be forwarded to the Regional Office of this Ministry at Nagpur.

10. This Clearance is subject to final order of the Hon'ble Supreme Court ofIndia in the matter of Goa Foundation v/ s. Union of India in Writ Petition (Civil)No.460 of 2004 as may be applicable to this project.

11. Any appeal against this clearance shall lie with the National GreenTribunal, if preferred, within a period of 30 days as prescribed under Section 16of the National Green Tribunal Act, 2010.

12. A copy of the clearance letter shall be sent by the proponent to concernedPanchayat, Zilla Parisad/Municipal Corporation, Urban Local Body and the LocalNGO, if any, from whom suggestions/ representations, if any, were received whileprocessing the proposal. The clearance letter shall also be put on the website ofthe company by the proponent.

13. The proponent shall upload the status of compliance of the stipulated ECconditions, including results of monitored data on their website and shall updatethe same periodically. It shall simultaneously be sent to the Regional Office ofMoEF&CC, the respective Zonal Office of CPCB and the SPCB. The criteriapollutant levels namely; SPM, RSPM, S02, NOx (ambient levels as well as stackemissions) or critical sectoral parameters, indicated for the project shall bemonitored and displayed at a convenient location near the main gate of thecompany in the public domain.

14. The environmental statement for each financial year ending 31st March inForm-Vas is mandated to be submitted by the project proponent to the concernedState Pollution Control Board as prescribed under the Environment (Protection)Rules, 1986, as amended subsequently, shall also be put on the website of thecompany along with the status of compliance of EC conditions and shall also besent to the respective Regional Offices of MoEF&CCbye-mail.
