2. Proposal for National Scheduled Tribe Finance Development Coordination(NSTFDC)

2.1 CMD, NSTFDC made a presentation before the Committee and apprised that its wing

'VANJEEVAN' - A research and technical hub intends to be an outcome-oriented innovation

initiative on 3Es - Employment, Employability & Entrepreneurship. Livelihood mapping,

Skill Gap Analysis and developing economically viable Micro Enterprises Models (in Farm,

Non Farm, Forestry and Allied Sectors) are the core activities on which the Vanjeevan harps

on. It was also presented before the Committee that NSTFDC through its wing Vanjeevan is

working out a proposal for establishment of Tribal Incubation and Livelihood Promotion

Centres in Odisha, Jharkhand, Gujarat, Andhra Pradesh and North-Eastem State (Assam).

Presently the Vanjeevan is proposing to collaborate with Steel Authority of India Limited and

NSIC to setting up of Livelihood Incubation Centre at Sundergarh District of Odisha. For this

project, the NSTFDC would be requiring to pay only the recurring cost of Rs. 70.00 Lakh

(with 1 0- I 5 o/o annual increase) for a period of 5 years.

2.2 After deliberations, the Committee agreed to recognise the Vanjeevan of NSTFDC as

the Centre for Excellence and approved a token amount of Rs. 40.00 Lakh to go ahead with

implementation of the project. NSTFDC should quickly workout details with SAIL and NSIC

regarding the action plan to start the training course which will be conducted; duration of

course and concrete outcomes about the employment.

3. International Crops Research Institute for the Semi-Arid Tropics (ICRISAT)

The representative of the ICRISAT, Hyderabad made a presentation wherein they

highlighted their expertise, areas of work where they are engaged and their achievements in

various areas. Further, they urged the Committee to consider their request for declaring them as

"Centre of Excellence" on tribal matters and requested to grant a sum of Rs. 27.00 lakh for

study on the nutritional status of school children of EMRS through a baseline survey in Odisha.

The Chairperson remarked that the Millet and other traditional nutrition-rich food should be

popularized and their varieties may be persevered through gene pool.

4. Indira Gandhi National Tribal University, Amarkantak, Madhya Pradesh

The representative of the Indira Gandhi National Tribal University made a presentation

before the committee wherein they highlighted their expertise available with the University to

execute the proposed Centre of Excellence, aims and objectives of the university, Academic

structure, their achievements and jurisdiction of the University. They informed the Committee

that their outreach is pan India and it is fully funded by the Central Government through the

University Grant Commission. They also described that University caters to the tribals' long

cherished dream of higher education. The University is striving for connecting the curricular,

co-curricular and extra-curricular activities in the process of transforming socio-economic

conditions of tribal and downtrodden society, into happy, healthy and prosperous life. Further,

4.1. The Committee, agreed to recognize Indira Gandhi National Tribal University,Amarkantak, Madhya Pradesh as Centre of Excellence and following decision were taken
