Employee Appreciation Week As part of Employee Appreciation Week, City employees were treated to several events in their honor, hosted by the BAM! Team (Boost All Morale). Employees kicked off the week with breakfast served by the City Manager, Directors and BAM Team members, followed by Employee Recognition Luncheon, where employees were recognized for their 5, 10, 15, 20, 25, 30, 35, and 40 years of service (employee Danny Spencer, honored for the most years of service, 40-years, at this year’s luncheon). And the week rounded out with children of employees touring the City departments to learn about City functions.

Arbor Day Trees, butterflies, farm animals, reptiles and our lovely, healthy life here in Palm Coast took

center stage last weekend at Arbor Day 2017. We gave out 400 three-gallon hardwood trees

– in exchange for non-perishable food donations. Master Certified Arborist Danny Lippi gave

the new owners of these trees advice on how and where to plant them for greatest success.

Thousands of people enjoyed the day at Central Park helping Mayor Milissa Holland kick off

her Mayor’s Healthy Community Challenge, releasing butterflies, enjoying nature-themed

exhibits and activities, and being entertained by Patty Shukla with her high-energy action

songs. It was a bit windy, but otherwise the weather was perfect. A great day to celebrate

Arbor Day and all the ways Palm Coast is “Rooted in Nature!”

PLANNING Arbor Day 5K Root Run/Walk A 5K Root Run kicked off the Arbor Day festivities, which were held on May 6th. The race commenced at 8:00 am with over 75 participants, who competed in the run/walk. After the race, awards were distributed to winners of the Arbor Day run and the Palm Coast Running Series.

Following the Palm Coast Running Series awards, the City kicked off the Palm Coast Mayor’s Healthy Community Challenge. Mayor Melissa Holland officially issued her challenge and proceeded to lead a group of participants, who signed up with a walk around the lake at Central Park.

With the commencement of the 12th Annual Arbor Day Celebration, 4,500 residents and visitors enjoyed the fabulous weather. Several participants donated non-perishable food items to the local food bank in exchange for a tree. 400 native trees received new Palm Coast homes. Returning this year was U-Shred IT Document shredding, which was a huge hit, with 8,722 trees saved through our shredded paper recycling efforts. The new and improved Kidz Zone area provided families with multiple activities free to the public, such as local vendor booths, food and entertainment, painting birdhouses, touring through the butterfly tent and taking part in the native butterfly release, Long-Leaf Pine and Hay Bale

Maze, Painting Wooden Snakes, a Life size Eagle’s nest, Game Time Game Truck Petting Zoo, Palm Coast Rocks and so much more. Rounding out the day was a performance by television star Patty Shukla, who was joined by her band and the Daytona Tortugas team Mascot. Kids and Parents alike enjoyed her educational action songs and participated in the energetic activities performed to music.

Additional sidewalk poured at playground. Artificial turf installation continues. Finish grading continues. Additional irrigation and sod installation continues. Decorative concrete poured by restroom building. Forming for concrete curbing for perimeter playground fence has begun.

Southern Wellfield Expansion Phase 2 (Sesame & Equip 5 Wells) 58%

Contractor has crossed Sesame Blvd with the 6" raw water main. May 8th the electrical transformer was installed at LW 108.

Wastewater Treatment Plant #2 RCW Disposal Main 25% Work at discharge site and directional on US 1 continues. May

8th, 250ft of force main has been installed on Peavy Grade.

Community Center 40% May 9th extra restroom walls and plumbing being constructed, building work continues.

Colorado Bridge Rehab 26%

All sheet piling has been installed on both sides. Steel reinforcement is being added and continues. Traffic barrier on North side has been installed and the south side traffic barrier was poured yesterday.

Pine Lakes Pedestrian Bridge 25% Cofferdam has been installed. Pipe cleaning and dewatering continues as part of the site preparation.

The key to keeping your pet healthy is a proper blend of exercise and diet. Pets should be on a good quality feed that is appropriate for the pet’s size and age. They should be fed the recommended dose and then adjust the amount depending on the activity level of the pet. No pet should be fed food meant for human consumption unless directed by the pet’s veterinarian. Exercise should also be at the direction of your pet’s veterinarian because you don’t want to overwork your pet and cause more harm than good. A daily walk for a dog is very beneficial for both the dog and the owner. This is a time that you can bond with your dog and spend some quality time with them. Fresh air and great food are the best medicine! Donation Opportunities: The Flagler Humane Society Thrift Store always accepts donations. They cannot take in any computers/printers or large appliances. Call 386-597-2839 and leave a message. “General Donations” can be dropped off anytime at your convenience. SPARTACUS

Spartacus is an active 2 year old greyhound mix. He is already neutered, microchipped, and up to date on all his vaccinations. He is great with other dogs and loves to play. He would benefit from a fenced yard but it is not mandatory. He is a long legged handsome boy that is in need of a loving home. He was brought to the shelter as a stray and then adopted but then picked up again as a stray.

In the past week, the department responded to a total of 181 calls. There was 1 structure related fire call. A total of 117 EMS calls were logged and the balance was miscellaneous in nature. The drought index is at 427 out of a possible 800 and the fire danger is high. The department has been responding to calls for smoke in the area. Many of which are related to cooking in backyards. There is drift smoke from a 350 acre wildfire in Putnam County. Drift smoke from this as well as some ash fall may be seen and noted in the area during the next few days. The West Mims fire on the border of Florida and Georgia may also cause drift smoke in the area. Jacksonville has had significant concerns from this fire. Announcement of the current Burn Ban is in effect. This ban includes open burning-including the use of fire pits and containers, above ground fire pits, below ground fire pits, charcoal-burning barbeque grills, use and discharge of fireworks, throwing matches or cigarettes (or other burning materials) from car windows and parking vehicles with catalytic converters in high grassy areas.. Propane grills are permitted. Here is the link: https://youtu.be/eSnOYUU6YCo. The quarterly Volunteer Pension Board Meeting was held this week at City Hall. A presentation was made to City Council on the After Action Report for Hurricane Matthew with 21 recommendations. All of which were made into a performance measure and assigned to a team or a department. There was hands-on training for all stations on water supply from a portable 4000-gallon tank utilizing float-a-pumps (portable fire pumps that float). These pumps are placed in lakes and ponds as alternative water supply in emergency situations where hydrants are not present. This training was conducted by Lt. Holmes and Firefighter Greco.

The City of Palm Coast Fire Department offers CPR and First Aid Training

1. The Healthcare Provider course -- a professional certification course -- includes a multiple-choice

written exam and a practical exam.

2. Workbooks for use during the class are provided. It is highly recommend that participants purchase a

course workbook. The American Heart Association recommends that each student review the course

information for two weeks prior to the course. Workbooks can be found at : http://www.aha.channing-

3. Course available to those ages 13 and up.

4. All courses begin at 9:00 a.m. Participants should arrive a few minutes ahead of time for check-in.

5. A minimum of six persons is required for each course date. If fewer than six persons have registered,

each person will be contacted to reschedule or to receive a refund.

Heartsaver First Aid

Heartsaver First Aid is a 7-hour classroom course (includes 1 hour for lunch) that is designed to meet OSHA regulations. The course teaches basic first aid skills such as:

Giving CPR to an infant, young child, or an adult Using an Automated External Defibrillator (AED) Using a mask or barrier device Stopping bleeding that can be seen Helping someone with a possible sprain or broken bone Making sure the scene is safe

The course is video-based with instructor-led discussion and simulation. Students participate in, practice, and complete various skills and learning stations. We will provide a workbook for you to borrow during the course. However, we recommend you purchase a workbook two weeks prior to the course & review the information.

Women’s Self Defense Learn effective methods to ward off attackers in this three day class. Sergeant Lutz from the Flagler County

Re: Week in Review

The average water demand for this week was 9.270 million gallons per day. The average

wastewater flow was 5.715 million gallons per day.

Crews installed 17 new domestic water meters, 2 reuse meters and 3 new PEP tanks.

There was a total of 30 calls after hours.

There were 137 disconnects for non-payment this week.

Crews completed valve connections on four lines at pump station 34-1 to prepare for a

bypass of the station that will be necessary to rehab discharge piping. The work had to be

performed at night during a low flow period.

This week crews tapped the raw water main, installed the service line and meter/backflow

preventer for the new Palm Coast sign at the corner of US 1 and Seminole Woods Parkway.

Eau Galle Electric is on site to begin the project to replace the generator at Water Treatment

Plant #1. A temporary generator has been connected and is functional and the old generator

has been removed.

Brian Matthews escorted the Flagler County Emergency Management inspector to review

chemical storage facilities as reported in our SARA Title III, Tier II forms filed earlier this

year.

Staff continued installing disconnects at pump stations.

Wastewater crews completed 102 PEP maintenance and 74 service orders. Installed 2

new PEP pumps, replaced 16 PEP pumps, 14 floats, and 9 cleanout caps. Also replaced

7 ball valves and 7 valve boxes, 1 PEP tank riser and 1 PEP panel.

Water Distribution crews repaired 9 service lines, 7 meter pits, and tested/repaired 150

backflow preventers.

City of Palm Coast Wastewater Plant staff earns 2017 FWEA Safety Award

Palm Coast – The management and operational staff of the City of Palm Coast’s Wastewater Treatment Plant 1 have been recognized for outstanding effort that resulted in zero lost-time accidents during 2016. The employees’ efforts earned the first-place 2017 Florida Water Environment Association Safety Award for Class B facilities. The award was presented during the Florida Water Resources Conference held in West Palm Beach in late April. Facilities from across the state compete annually for the awards that recognize excellent safety programs. Wastewater Treatment Plant 1 on Utility Drive was built in the early 1970s and has been gradually expanded over the years. The City is building a second Wastewater Treatment Plant off U.S. 1 in northwestern Palm Coast that will open early 2018. That new plant will add capacity and allow for anticipated growth in residential and commercial development. “Safety is our No. 1 priority, and we are proud of our excellent safety record, which ultimately benefits our overall operation to give the best service possible to the citizens of Palm Coast,” said Danny Ashburn, Palm Coast Utility Systems Manager. “I commend the plant’s employees for their efforts and dedication and congratulate them on earning the FWEA’s Safety Award.” The Wastewater Plant has earned Safety Awards from both FWEA and the Florida Water & Pollution Control Operators Association in the past. Mayor’s Healthy Community Challenge starts with a walk – Find Your Fitness! Palm Coast – Palm Coast Mayor Milissa Holland has kicked off her inaugural Mayor’s Healthy Community Challenge – a two-month “Find Your Fitness” challenge filled with outdoor organized activities, exercises residents can do on their own and healthy recipes shared through Facebook. Mayor Holland was joined by Flagler Beach Mayor Linda Provencher to launch the new program Saturday during the Arbor Day Celebration. Then Mayor Holland and Palm Coast Council Member Heidi Shipley and about 25 residents walked around the lake at Central Park. Palm Coast Parks & Recreation offers Aqua Zumba program at pool Palm Coast – Palm Coast Parks & Recreation is offering a new Aqua Zumba program, and two free workshops are planned to give residents a chance to try out the new class risk-free. The Aqua Zumba Free Workshops will be held 9-10 a.m. Tuesday, May 16, and 9-10 a.m. Tuesday, May 23, at the City’s Frieda Zamba Swimming Pool, 339 Parkview Drive, Palm Coast. Aqua Zumba blends the Zumba philosophy with water resistance. There is less impact on your joints during Aqua Zumba. Water creates natural resistance, which means every step is more challenging and helps tone your muscles. Two sessions of Aqua Zumba are planned this summer. The first will be Tuesdays and Thursdays, May 30 through June 22, from 9-10 a.m. The fee is $40 for the session or $8 per class to drop-in. A second session is scheduled for Tuesdays and Thursdays from July 11 through Aug. 3. There is no need to register in advance for the free workshops on May 16 and 23.
