I. FEATURES OF THE PROJECT (Note: Filling out Sections IV. and VII. of this form may help in completing a full project description) DESCRIBE IN DETAIL the features of the project. This description should adequately reflect the construction and development (for example, grading) as well as the ultimate use and intention of the site (for example, a 40,000 sq. ft. industrial facility). The proposed project ("Project") address is: 9317 Lake Jennings Park Road. The vacant and undeveloped site is located north of Blossom Valley Road and to the east of Lake Jennings Park Road. Jennings Vista Drive is located to the north, along the northern project boundary. Single family residential development occurs to the east and west of the project site. A mobile home park abuts the northern boundary of the site. Retail development is adjacent to the Project's southwest corner in the form of an AM/PM mini-market and Jack in the Box. A Park and Ride facility is located to the south of the proposed project on the opposite side of Blossom Valley Road.

The Project consists of 21 lots including 18 residential units, two private streets (Lots 19 and 20) and one lot dedicated to a bioretention basin (Lot 21). Lot sizes range from 6,985 s.f. gross (Lot 16) to 40,531 s.f. gross (Lot 12). Due to the proposed size of the lots, an Administrative Permit is being sought for Lot Area Averaging. The existing Zoning is RS with a General Plan Designation of VR-4.3.

The proposed development shall impact the entire property.

Project access will be from Jennings Vista Drive via Private Street "A". A 5' D.G. sidewalk is proposed along the western perimeter for Private Street "A" and along the northern extent of Private Street "B".

Offsite improvements are proposed for Lake Jennings Park Road in the form of road widening, curb, gutter and sidewalk. A sidewalk is proposed along the project frontage at Jennings Vista Drive.

Public services will be provided by the Lakeside Fire Protection District, Helix Water District, Lakeside Sanitation District, El Cajon Valley Union Elementary School District, and the Grossmont Union High School District.

Utility connections shall be provided to existing lines and mains located in Jennings Vista Drive. No wells are located onsite.

Drainage facilities consist of a triple function bioretention basin on Lot 21 . This basin provides water quality, hydromodification, and 100 year peak flow detention. Drainage swales will be located on top of the cut slopes in the eastern portion of the development.

Stormwater Management & Drainage Analysis; and Visual Impact Information.

The Project is the subject of a grading violation. The 2003 and 2004 citations have been provided as an attachment to this AEIS. The violations will be "cured" with the processing of the proposed Tentative Map.

The proposed project is not anticipated to be phased and provides residential development to the community of Lakeside, California in the form of urban infill. The Project achieves the goals of concentrating higher density development in existing urban areas that are supported by the necessary facilities, services and infrastructure. By offering single family development in proximity to other similar development, the pressure to subdivide unsuitable urban and rural areas shall be diminished.
