Differentiate Support to Schools: We will provide equitable and differentiated supports and interventions to all schools by sharing best practices and piloting new and exploratory ways to improve upon our core practice.

• We will ensure that all of our schools—whether district-run, charter, contract, or innovation—have equity of opportunity, of access and responsibility, and of accountability.

• We will diagnose gaps at all schools that are not meeting expectations (yellow and below on SPF) and provide targeted and differentiated interventions to create sustainable transformation.

• We will focus on the lowest performing schools, providing immediate and dramatic interventions to improve teaching and learning.

• We will focus on turnaround strategies in our lowest-performing schools and welcome high-quality new programs and schools.

• An annualized process that provides early warning indicators for identifying and tiering our most struggling schools

• A consistent set of data-driven criteria for all school types (district-managed, innovation, charter)

• A data-driven framework for aligning intensive supports and/or intervention decisions with proactive communications and annual progress monitoring

Early Warning Indicators

The tiering process indicates “early warning” for schools, specifically those identified as in need of intensive supports. By providing a year of enhanced supports, the district will be able to determine next steps in supporting the school based on the SPF the year following the school’s initial placement into the intensive supports tier. In addition we flag a set of schools that either 1. Has had a precipitous drop (10-15 points) on the SPF 2. Has been identified by instructional leaders as a

concern based on quantitative and qualitative indicators

This group of schools becomes our “watch list.” These schools receive more intentional support from their instructional superintendent and team.

A UIP Plus takes a school through a comprehensive strategic planning process, including • Identification of short-term and long-term school goals • Tools for comprehensive data analysis, including embedded process for analyzing qualitative

data provided through the site visit/review • Structured action planning • Tracking tool for monitoring progress A School Quality Review • An opportunity to access qualitative data to enhance improvement planning • Includes interviews, classroom, and school observations • Two types:

– SIS-grantee schools engage in a “Critical Friends” process – Other tiered schools receive a third party review

All tiered schools receive funding for implementation in 13-14

• Each school participating in either the intensive supports pilot or the strategic supports pilot will receive funds to support implementation in the 13-14 school year.

• The implementation strategy must emerge as a priority through the strategic planning process.

• The identification of, categorization of and funding for these strategies will supported by the district.

Funding sources for tiered school supports in 2013-14

• General fund (foundational for internal systems and structures, including dedicated staff)

• Title I for red/orange schools – Unspent SES – 1003a School Improvement Support and Diagnostic

Grants – 1003g Tiered Intervention Grant

Building Internal Capacity: School Quality Reviews

• In 2013-14 the district will partner with a provider that will conduct our School Quality Reviews in the fall and then will design and implement a training this winter for school- and district-level educators to conduct School Quality Reviews on our own in the future.

• The provider will also create an approach that is based on current district indicators, including teacher and leader performance indicators.
