National Law Enforcement Exploring Conference Be On the Lookout Thursday July 19, 2012 Fort Collins,Colorado Explorers are always prepared to help those in need. That preparation, training, and teamwork was put to the test on Monday for 11 Explorers from Calumet County Sheriff Post 9019 and Appleton Police Department Post 9925, both from Wisconsin. On the way to the conference they joined forces for a trip to Rocky Mountain National Park. Each day thousands of people visit to hike, bike, and drive the narrow, often harrowing trails, paths, and roads in the park. On Monday that included a couple from Cincinnati who were driving their late model silver Ford Explorer SUV with their two children, five and nine years old. At about 1:00 p.m. the SUV was driving slowly up a mountain pass in front of the Explorers who were in a HHR and a van. Colorado State University has installed the THOR GUARD Lightning Prediction. Although each one of us is responsible for our own safety, this sophisticated computer system provides additional warnings when dangerous conditions are detected. If THOR GUARD is activated, you will be notified by the adult in charge of your competition or event.

It is recommended that conference attendees, campus patrons and staff immediately seek shelter in their vehicles or the nearest building. If such shelter is unavailable, patrons should avoid areas that are higher than the surrounding landscapes, not to use a tree for shelter, and keep away from metal objects such as bicycles, golf carts, umbrellas, etc. Take shelter in your vehicles/building anytime lightning is seen, or thunder is heard.

Robert Tompkins, who joined the Exploring movement in 1972 and was elected National Youth Representative in 1977. While in that position he helped develop the Explorer competition guide which continues to be published today. Since then he has continued to support Exploring, through the Sam Houston Council in Texas, at national competitions, as marketing director at Learning for Life, and through the various charities and foundations that he participates in.

Patrick Corcoran is the inspector in charge of the United States Postal Inspection Service Operational Support Group, which includes the agency’s national training academy. His commitment to Exploring is an outgrowth of his more than three decades of service in law enforcement and law enforcement training. He has been a liaison with Exploring for many years and has served as the program coordinator for the last three national conferences.

The William H. Spurgeon III Award is the highest recognition in Exploring and is presented at each national conference to those individuals and organizations that have made an outstanding commitment to the Exploring program. It was first given out more than 40 years ago in honor the pioneering work of the man who is widely regarded as the architect of the contemporary Exploring program, William H. Spurgeon III.

This past year, for the fifth year in a row the Cobb County (Georgia) Police Explorer Post #5 received the Presidential Community Service Award (in addition to individual awards). In 2011 over 2,500 Community Service hours were worked by the post, from special details for the police department to assisting with the North Georgia State Fair, the Police Athletic League, at school events as well as other private events in the county. Congratulations Cobb County Explorers!

An individual award will be presented for the first time at this year’s conference at the awards ceremony Friday for physical fitness proficiency. The objective of the award is to encourage healthy lifestyles to maintain top performance on duty and off. The Federal Law Enforcement Training Center and the International Association of Chiefs of Police set the criteria and the rules. It is intended to be a reward for those Explorers engaged in and actively practicing lifestyle habits that promote physical fitness as a lifelong pursuit- not the most “fit” at any particular moment in time. the vistas and go hiking, however as they were going onto the berm, something was not right- the SUV looked as if it was going to go over the cliff.

The father, who was driving the SUV, misjudged the edge. The right front wheel hung over the cliff, while the body of the vehicle was on the ground and the left rear wheel was about four feet in the air. The drop was more than 10 feet, and even the slightest movement was going to cause the Explorer to go over the edge, possibly rolling over and harming the passengers and destroying the SUV.

Quickly but calmly Advisors Julie Bahr and Josh Luebke along with Explorers Natalie Unger, Casey Schneider, and Melissa Mader got out to help assess the situation.

Advisor Chris Biese told the family what to do, while Explorers helped get the children out of the back seat. At the same time, Explorer Tyler Jochman led a group to hold the back bumper down.

Once the children were safe, Advisor Ryan Schroeder instructed the confused mother aa to move from the passenger seat to the rear of the car and out the door so as not to disturb the precarious balance of the SUV.

Between the positive change in weight distribution and nearly a dozen Explorers now pushing down on the rear bumper, the father carefully put the SUV into reverse and backed it out on to the road. The entire incident lasted no more than five minutes.

Throughout it all, the Law Enforcement Explorers remained calm and composed. They stepped up, picked roles, took

orders, and worked as a team in a situation where lives were at stake. Afterwards, the mother said the Explorers were a blessing, and as aspiring law enforcement officers they did themselves proud.

Thank you Explorers for being ready and making a difference at a moments notice!
