Section 2: Comprehensive Regional Plan 2.1ExecutiveSummaryTheInlandAdultEducationConsortium(IAEC)isinCalifornia’sInlandEmpire,andcoversamixofurban,suburban,andruralgeography.TheregionisinSanBernardinoCounty;thelargestcountyintheUnitedStates.TherearefiveCAEPConsortiainSanBernardinoCounty.IAECconsistsofeightMemberdistricts:ColtonJUSD,RedlandsUSD,Rialto,USD,SanBernardinoCityUSD,Yucaipa-CalimesaJUSD,SanBernardinoCountyOfficeofEducation,CraftonHillsCollege,SanBernardinoValleyCollege.InkeepingwiththeCollectiveImpactapproachofhavingtheregionworktogether,IAEChaskeptthespiritofcollaborationcentralinalldecisionmaking.ThisThree-YearPlanservesasthecornerstonefortheConsortiumtowardtherealizationofthevisionandgoalsofworkingtogethertocreateregionalstabilityamongadulteducationserviceproviderswhilekeepinginalignmentwiththeSanBernardinoCountyWorkforceDevelopmentBoard’sVision2Succeedinitiative.Bypartneringwithcommunityserviceprovidersincludingbusinesses,governmentandCBOs,theConsortiumcontinuestoworktowardcreatingacomprehensiveregionalapproachforstudentsbyprovidingtoolsandsupportfortheirprogressionalongtheireducationalcareerpathways.TheConsortiumimplementationofservicesduringthe2016-19programyearswerebasedonrefinementstotheRegionalComprehensivePlan,datafromMemberDistricts,LMIdata,andstrategiesdesignedtodirectlyimpacttheunmetacademicneedsofadultlearnerslivingwithintheregion.TheConsortiumleadershipchosethreepriorityareas,withthegoalofaddressingthelargestgapsinprogramareaofferingstoadultstudents.ThethreepriorityareaswereHighSchoolDiploma/HighSchoolEquivalency,BasicSkillsandEnglishasaSecondLanguage.TheCommunityCollegeDistrictimplementedsuccessfulprogramsthatwerepreviouslypilotedfornon-creditbasicskillsmath.Inaddition,counselor/transitionspecialistswerehiredtoassistintransitioningstudentsfrombothnon-credittocreditcourseworkatthecollegeandworkwitheachAdultSchoolstotransitionstudentstopostsecondarypathways.IAECcontinuestoembracetheopportunitiestoworkregionallyontheassessmentandplacementofstudents,useofstudentdatainprogramdesign,addressfurthergapsinservices,andidentifywaystosupportacceleratedlearningprogramsforstudents'academicpathwaysand/orcareergoals.IAECwillalsoexpandtheofferingsofCTEcoursesacrosstheregion.TheregionwillworktogetheroncontinuingtheimplementationofaConsortium-wideprofessionaldevelopmentcalendarandbuildadditionalrelationshipswithmorecommunitypartnerstobetterleverageexistingresources.

WitharenewedcommitmenttotheCAEPinitiative,thisplanwasdevelopedinaspiritofcollaborationandpartnership.Duringthe2019-2022period,IAECwillprimarilyaddressgapsinserviceandseamlesstransitions.Additionally,theConsortiumwilldeploymethodstosupportacceleratedlearningprogramsforstudentsintheiracademicpathwaysand/orcareergoalsandlong-andshort-termCTEcertifications.IAECMemberDistrictsengageinongoinganalysestoidentifygapsinservices,andadjustprogramsaccordinglyattheMemberlevelthatsupportcareerandacademicpathwaysleadingtoincreasedwagesand/ortransitionstopostsecondaryinstitutions.TheIAECExecutiveCommitteerecognizesthatAdultEducationisakeycomponentinbuildingcommunityequityacrosstheregionweserve.

C.SanBernardinoCountyConsortiumandWorkforceDevelopmentBoardMeeting:SanBernardinoCountyisthelargestcountyintheUnitedStates.Assuch,therearefiveCAEPConsortiathatrepresent7CommunityColleges,33K-12SchoolDistricts,3CountyROPs,and1WorkforceDevelopmentBoard.ToensurealignmentbetweenthefiveCAEPConsortia,ameetingwascalledinFebruary2019,forthefiveCAEPConsortiumDirectorsandtheSanBernardinoWorkforceDevelopmentBoard.ThemeetingincludedtwopresentationsfromtheSanBernardinoWorkforceDevelopmentBoard,followedbyadiscussionoftheCAEPConsortiumDirectorsonhowbesttoalignThree-YearPlansandothereffortsmovingforward.TheSanBernardinoWorkforceDevelopmentBoardpresentationfocusedontheneedsofadultsintheCounty,andonthefourtopgrowthsectors:Logistics/Transportation;Logistics/Warehousing;Manufacturing;Healthcare.Movingforward,thefiveConsortiaDirectorsagreedtomeetquarterlytoensurethecontinuedalignmentofgoalsandstrategies.D.AmericanCommunitySurvey;Self-SufficiencyStandardAccordingtothe2017AmericanCommunitySurvey(https://www.census.gov/),20.8%oftheregiondoesnotcompletehighschool.Themedianincomeof$36,606fallsshortoftherequiredincomeshownSelf-SufficiencyStandard(https://insightcced.org/2018-self-sufficiency-standard),afamilyoffourrequiresanincomeof$59,553oranhourlywageof$14.10forbothwage-earningadultsinthehousehold.Thismakesthecostoflivingveryhigh,giventhejobsavailableintheInlandEmpireregion.Additionally,36.4%ofthepopulationlivesbelowthefederalpovertyline.Non-nativeEnglishspeakersaccountfor25.4%ofthepopulation,with21.6%beingnativeSpanishspeakers.AsianandPacificIslandlanguagesaccountforanadditional2.3%ofthepopulation.E.SanBernardinoCountyLaborMarketIntelligenceReportCountyemploymentgrew3.6%year-to-yearasofQ12018,ascomparedtotheCaliforniarateof2.4%.Additionally,theCounty’saverageannualwageincreased2.7%year-to-year.In2017,theCountyonnetsawroughly25,000newresidentssettleintheregionthroughdomesticmigration.HomepricesinSanBernardinoCountyare60%lessthaninneighboringOrangeCountyand50%lessthaninneighboringLosAngelesCounty.In2017,mediancontractrentinSanBernardinoCountyaccountedforroughly30%ofmedianhouseholdincome,belowthe33%inLosAngelesandOrangeCounties.WhileSanBernardinoCounty’syouths(ages16to24)haveahigherLaborForceParticipationRate(LFPR)thantheircoastalcounterparts,amongthe

County’sprimeworkingagepopulation(ages25to64),LFPRhasbeentrendingdownforworkersofalleducationalattainmentlevels.ReleasedinFebruary2019,theLaborMarketIntelligenceReportidentifiesfour(4)keyindustriesinSanBernardinoCounty.Industry1:TransportationIn2017,theTransportationsectoraccountedforaround6%ofCountyemployment.Since2010,employmentinTransportationhasgrownbyapproximately27%(around9,000jobs),whichisinlinewiththesector’sgrowthatthestatelevel.Transportationwageshavebeengrowingsince2010andhaveincreasedby13%sincethen(comparedto16%foroverallwagesintheCounty).TheTransportationsectorhascreatedmorejobsthanthelocallyavailabletalentpoolcanaccommodate.Industry2:WarehousingIn2017,theWarehousingsectoraccountedforaround9%ofCountyemployment.From2010-2017,thenumberofwarehousingjobsintheCountyhasnearlydoubled,growingfromroughly35,000tonearly69,000.WagesintheWarehousingindustryhavegrownby5%since2010andonanannualizedbasis,accountingforinflation,realwagesinWarehousinghavedeclinedsince2010.TrendsinWarehousingwageshaveactedasadragonthecapacityforwagestoincreaseintheCounty’sbroadereconomy.Whiletheshareoftemporaryhelpservicesworkershascomedownfromitspeakin2015,temporaryworkershaverepresentedagreatershareoftheCounty’semploymentthantheyhaveinthestatesince1998.Industry3:ManufacturingIn2017,theManufacturingsectoraccountedforaround9%ofalljobsinbothSanBernardinoCountyandtheStateofCalifornia.Althoughhistoricallydeclining,Manufacturingemploymenthasgrown22.5%since2010intheCounty(CA,6%andU.S.,8%).TheindustryintheCountyhasbeengrowingatthreetimesthepaceoftheindustry’sgrowthintherestofthestate.In2017,theaverageManufacturingjobinSanBernardinoCountypaidanannualwageof$55,670.From2012-2017,thenumberofManufacturingworkerscommutingfromLosAngelesCountytoSanBernardinoCountydoubled.AmongManufacturingworkersinSanBernardinoCountywhohavelessthanahighschooldiploma,59%earnedlessthan$30,000in2017,whereas70%ofthosewithatleastabachelor’sdegreemadeatleast$50,000.Industry4:HealthcareIn2017,theHealthcaresectorrepresented14.3%ofCountyemployment.TheCenterexpectstheHealthcareindustrytomakethelargestcontributionstojobgainsinSanBernardinoCountyovertheperiodfrom2018to2028.From2010-2017,theHealthcaresectorgrewbyanimpressive59%,addingaround38,000jobs.Overthatsameperiod,wagesintheHealthcareindustryhavebeenflat,ataround$47,000peryear.ThenumberofCountyresidentsworkinginHealthcarewithabachelor’sdegreeoraboveincreasedby38%overthelastfiveyears.

AllfourindustryclustersprofiledgrewfasterintermsofemploymentinSanBernardinoCountysince2010thantheydidatthestateornationallevels.Together,thesesectorsaccountforaround40%oftheCounty’stotalemployment,buttheyhaveaccountedfor55%ofalljobgrowthintheCountysince2010.Additionally,TheLaborForceParticipationRateforlesseducated25-64yearolds,indicatesasignificantbarrierforthosewhohave“lessthanahighschool”diploma:
