TH’PECANOE COUNT YBOARD OF COMMISSIONERS REGULAR MEETING DECEMBER 29, 2004 The Tippecanoe County Commissioners met on Wednesday, December 29, 2004 at 10:00 A.M. in the Tippecanoe Room in the County Ofce Building. Commissioners present were: President Ruth E. Shedd, Vice President John L. Knochel, and Member KD Benson. Also present were: Auditor Robert A. Plantenga, Commissioners’ Assistant Jennifer Weston, County Attorney David W. Luhman, and Secretary Pauline E. Rohr. President Shedd called the meeting to order and led the Pledge of Allegiance. She then read the names of County employees who are either retiring or leaving. Over 10 Years of Service Ron Dye, Parks Department Marie Allen, Clerk‘s Ofce Judith Hancock, Tippecanoe Villa Jackie Helvie, Veterans Services Steve Wettschurack, Emergency Management Under 10 Years of Service Laurie Pugh, Health Department Doris Myers, Cary Home Tom Myers, Maintenance Director Nora J armon, Board of Election & Registration Certicates of Appreciation Judith Hancock, over 20 years of service to Tippecanoe County Ron Dye, over 31 years of service to Tippecanoe County . Steve Wettschurack, over 12 years of service to Tippecanoe County 1‘ APPROVAL OF ACCOUNTS PA YABLE VOUCHERS: Conmissionets Assismnt Jenaifét Weston 0 Upon the recommendation of Commissioners' Assistant Weston, Commissioner Benson moved to approve the Accounts Payable Vouchers as submitted through December 29, 2004, seconded by Commissioner Knochel; motion carried. APPOINTMENTS: Maintenance Director & Emergency Management Director President Shedd explained that the individuals who are appointed to fill the two positions of Maintenance Director and Emergency Management Director will have a six (6) month's probation period after which they will be evaluated. She said the probation period can be extended if necessary. Maintenance Director 0 Commissioner Knochel moved to appoint Mike Haan as Maintenance Director effective January 1, 2005, seconded by Commissioner Benson. When asked, Mr. Haan said he worked in Maintenance at Eli Lilly for 35 years. President Shedd said Mike Russell is serving as acting Director until the rst of the year due to Tom Myers' retirement. 0 The Motion carried. Emergency Management (TEMA) Director Commissioner Knochel thanked the TEMA committee who conducted the initial interviews and recommended two nalists to the Commissioners from the eld of several qualied and high prole candidates who applied for the Emergency Management Director's position. The Commissioners interviewed both candidates who are well qualied and have law enforcement background. Commissioner Benson said she appreciates the TEMA Advisory Council‘s leadership and recommendation of two well qualied candidates. 0 Commissioner Knochel moved to appoint Mark Kirby as Emergency Management Director effective January 1, 2005, seconded by Commissioner Benson. Commissioner Knochel said Mr. Kirby's emergency experience as Director of E-911 and with budgets make him well suited for the job. 0 The motion carried. 2005 AGREEMENT FOR ANHWtL SHEL TERHVG AND DISPOSAL: Tippecanoe County Humane Society: Commissioners Assistant Jennifer Weston Mrs. Weston presented this agreement between the Humane Society and Tippecanoe County for animal sheltering and disposal in the amount of $45,000 effective January 2005 through December 2005. The 2004 agreement was in the amount of $40,156.22 but the County proposed $45,000 earlier in the summer. Mrs. Weston said she discussed the proposed agreement with Capt. Rick Walker at the Sheriff's Department and the services are the same as 2004. 0 Commissioner Knochel moved to approve the 2005 Agreement for Animal Sheltern and Disposal with the County Humane Society, seconded by Commissioner Benson; motion carried.

RESOLUTION 2004-37-CM' Capital Asset Policy: Commissioncts'Assistant Jennifer Weston

Resolution 2004-37-CM will appear in its entirety in the Ordinance and Resolution Book in the County Auditor's Office.

Mrs. Weston explained there are three basic revisions to this resolution that amends Resolution 2003-,04—CM passed on January 6, 2003 and Resolution 2003-41—CM passed on December 29, 2003:

. Based on a recommendation by the State Board of Accounts, the threshold is lowered from $10,000 to $5,000 because of reporting requirements for Federal grants.

I The resolution is customized to Tippecanoe County. : . Appendix B provides detailed procedures for infrastructure. f:

UNFHVISHED BUSHVESS

EPA GRANT: Greater Lafayette Community Development Grant Coordinator Christine Chapman

Mrs. Chapman explained the original grant for Brownfield Assessment was written to spend the money through 2006 but was only ‘ , awarded for one (1) year. This amendment extends the grant period from 10/ 1/2004 to 9/30/2006 and requires the signature " Commissioner Benson since she was President at the time the grant was awarded.

0 Commissioner Benson moved to approve the amendment to extend the grant period and authorize the President at the time the grant was awarded to sign, seconded by Commissioner Knochel; motion carried.

NE WBUSINESS

County Assessor Nancy Moore informed the Commissioners she will request their approval of a contract for Trending Sales Disclosures for 2005 pay 2006 at the January 4, 2005 meeting. She said the Assessors are in the process of examining proposals to make a recommendation.
