Operations Highlight:

Operations Team has achieved GCR of 25+ on seven vessels in the 1st week of March

2011. This was made possible because of the team’s commitment to deliver superior

Meeting convened by the Commissioner of Police, Chennai to regulate

movement of Export trailers to the Port - Special Report

A meeting was convened by the Police Commissioner, Chennai on 24th Feb’ 2011 to discuss, deliberate

and come up with solutions for problems being faced by the Police Dept. due to queuing up of export trail-

ers on the approach to the Port. As per Police, this issue is creating a lot of law & order problem on a daily

basis and is also a social problem.

The meeting was attending by Commissioner of Customs, Addl.Commissioner of Police (Traffic), Chair-

man— Chennai Port Trust, senior trade members, stake holders, NACFS representatives and officials from

both the container terminals.

On behalf of CCT, Mr.Arasu made a brief presentation on the main objectives of the Police Dept viz.,

Seamless flow of container trailers to & from the Port, No parking of trailers on the roads, Single line

movement of trailers on port approach roads & Safe & Secured movement of trailers. The bottlenecks

faced at various stages during transit of a truck from the CFS to the Port Gate was explained.

The average number of port gates available and the number of trucks being handled at each of those

gates was also presented with facts and figures. It was reiterated that the Port Gate 1 is the gate which

handles the most number of trucks in day ranging from 3000 – 3500 of which the export trucks comprise

of about 1700 trucks

In order to achieve the said objectives, following were the solutions that were presented:

1. Parking yard at CFS’s

2. Dedicated Parking yard at TPY –Single window common user facility

3. Dedicated 2 lanes for Container movement from TPY to Zero Gate

4. 8 - Lanes at Zero Gate complex

5. 5 Acres parking yard inside port

While a export container exits an off-dock CFS, it was mentioned that the required documents viz., CCT’s

Form 13, Shipping Bill, CFS gate pass endorsed by Customs Officer must necessarily accompany the truck

to gain seamless and direct entry to the port.

It was mentioned that due to inadequate documents several export laden trailers have to wait in the

queue which is posing a problem for others trailers.

The percentage of export originating was briefed - Factory Stuffing – 50%, CFS stuffing – 30 %, ICD by Rail

– 7% & OT Containers –13%.

At Port Gate 1, it takes an average of about 3.46 minutes for a truck to be processed with time taken for

CISF to verify port pass / drivers license, for customs to verify seal /endorse pass for shipment and for CCT

to pre-advise based on Customs endorsement on F13.

It was said that this processing time should be reduced to < 1 minute for all the three agency’s to com-

plete their work and let in the truck. This will ensure that there is queuing up of trucks on the approach

roads outside the port and this will also ensure that there is a seamless flow of trucks into the port.

It was mentioned that CCT after continuous follow up with the Port had arranged to open up two addi-

tional leaves at Gate 1 in Jan’11 exclusively for exports to come in which has alleviated chocking up traffic

outside Gate 1 to a large extent.. CCT has accordingly arranged to shift the pre-advise counter from the

A&B leaf to a area between leafs C&D for reducing the process time.

IPPTA (Indian Private Port Terminals Association) meeting :

The Indian Private Port Terminals Association (IPPTA) had organized a meeting at Chennai on Satur-

day, 5th March 2011. The meeting was graced by the Shri.K.Mohandas, IAS – Secretary, Ministry of

Shipping and Shri.Rakesh Srivastava, IAS –Joint Secretary, Ministry of Shipping. Others officials in at-

tendance were Shri.Atulya Misra, IAS – Chairman, Chennai Port Trust & Shri.Parida, Deputy Chairman

–Chennai Port Trust..

About 17 members representing the Private Terminals in the country had gathered for the meeting.

The terminals represented were – DP World Chennai, DP World NSICT, PSA Tuticorin, PSA Chennai,

GTIPL, VCTPL, ABG –LDA, TMILL, ICTPL, BWOITPL & SWPL. DP World ISC was represented by Mr.Kevin

D’souza, Director –Commercial & Business Development.

On behalf of CCT, Mr.Arasu, CEO raised the following issues:

1. Inadequate port entry/exit gates –gate complex needs to be completely revamped with addi-

tional access lanes and round the clock operations

2. Road connectivity –Ennore-Manali road connecting the port as well as Chennai-Maduravoyal ele-

vated express highway to be completed on top-priority

3. Additional back-up area urgently needed –conversion of iron ore facility

4. Frequent flash strikes by truckers

The Secretary –MoS instructed the Managing Director, Indian Ports Association to include a provision

in the new draft act to enable port trusts to give additional land area to concessionaires so that this

may not be looked at as post tender favours.

The Secretary –MoS & JS –Ports have said assured continued interaction with IPPTA to address the

common issues being faced.

Mr.Tommy Low, General Manager –PSA Chennai also raised issues pertaining to development of port

entry/exit gates and timely execution of the Chennai Ennore Port Road Connectivity Project.

Safety Month Celebration:

The Safety Month celebrations commenced with flag hoisting and core address by

CEO, Mr.Arasu on 4th March 2011 at flag hoisting area. The theme of the Safety

Month is “ESTABLISH AND MAINTAIN PREVENTATIVE SAFETY AND HEALTH CUL-

TURE”. Safety is every ones responsibility and this is the time to refresh and re-

mind the employees and contractor’s to follow the terminal safety regulations to

ensure zero LTIFR and zero fatality in the terminal. Safety month pledge was read

out by Mr. Sankar Raman, GM - Engg, HOD’s and by all employees present on the

occasion.

Safety Month Campaign on 4th March 2011 by QHSE&T Team

1. FRS Campaign: Pedestrian Safety campaign conducted for private and ITV drivers inside the termi-

nal, Vessel safety and Work at Height safety addressed to the vessel checker and lashers.

2. Safety Sticker fixed at key areas

3. Briefed contractor workmen always to wear the safety gears at work place.

4. Addressed the lashers the importance of Man Cage / Fall arrester/ body hardness belt while

working at height.

Training Hall Inauguration:

The renovated training hall at the management centre was opened by the chief guest Sri.G.M.E.K.Raj, Deputy Director General, DGFASLI, Mumbai and safety pledge was taken by all em-ployees who were in attendance. The keynote address was given by Mr.Arasu wherein he emphasized the importance of safety in all spheres of our life - both at work place and outside. Later Mr.Raj addressed the gathering and appreciated CCT’s initiatives on safety and stressed the impotance of protecting the environment.

Quay Crane Danger Radii Campaign

during the safety month celebration:

Danger Radii sticker has been affixed in the Quay

Crane explaining where the checker and lasher

have to stand in safe zone. The Safe Zone,

Temporary Safe Zone and No Entry Zone

(Danger Radii) have been explained to the

wharf checker and lashers also briefed on the

location where they to stand during work time.

Int’l Women’s Day at CCT - Safety Intervention by women employees :

Women employees of CCT made a difference and created an impact on the occasion of International

Women’s day on 8th March by joining together and carrying out safety intervention in the yard and

wharf. Their observations were well noted and appreciated by the CEO and concerned have been

advised to initiate necessary corrective action immediately to resolve the issues.
