The first European Council this year was held in Paris on 12/13 March: the third will be in Dublin on 29/30 November. Normally one meeting a year is held in Brussels. But the French argued successfully that the second meeting this year should be in Strasbourg, where the new directly elected European Parliament will be meeting for the first time on 17 July. 2. The timetable of events is at Annex A. 3. European Councils have been held regularly since December 1974. Their procedures, a mixture of informal and formal discussions, are described in Brief No 3. 4. Each country is represented by its Head of Government ( i n the case of France by its Head of State) and Foreign Minister; and the Commission by Mr Jenkins and M. Ortoli. INTERNATIONAL ENERGY SITUATION ( B r i e f No 14 We s h a l l wish to p r e s s f o r e f f e c t i v e Community a c t i o n on demand r e s t r a i n t to get the Council to put on record f o r the Tokyo Summit the Communitys w i l l i n g n e s s to d i s c u s s energy questions with OPEC and more immediately to agree on the dangers both f o r Europe and f o r OPEC of f u r t h e r major o i l p r i c e r i s e s There may be proposals f o r d i s c r e e t approaches by the Community to OPEC c o u n t r i e s before t h e i r Geneva meeting these may not achieve much but we need not oppose them I t i s l i k e l y t h a t some other Member S t a t e s w i l l make proposals f o r d i r e c t a c t i o n by Governments on o i l supply or p r i c e s I t remains [ a s at 14 June] to be decided by UK M i n i s t e r s what our

BUDGETCONVERGENCE ( B r i e f No amp 15 The March European Council i n v i t e d the Council and Commission to examine i n depth how the Community could make a g r e a t e r c o n t r i b u t i o n by means of a l l i t s p o l i c i e s taken as a whole to a c h i e v i n g g r e a t e r convergence of the economies of Member S t a t e s and to reduce the d i s p a r i t i e s between them Work on the problem has continued at o f f i c i a l l e v e l But i t has been c l e a r f o r some time that progress can only be made at the p o l i t i c a l l e v e l The Finance Council w i l l d i s c u s s the question at i t s meeting on 18 June and the b r i e f may need r e v i s i o n i n the l i g h t of i t s c o n c l u s i o n s Our o b j e c t i v e i s to get agreed an i n s t r u c t i o n on the l i n e s of Annex B from the European Council to the Commission to propose s o l u t i o n s by the end of September i n time f o r d e c i s i o n s to be taken at the November Council i n Dublin F u r t h e r handling of the question by the Commission and Member S t a t e s w i l l depend on the wording of t h i s i n s t r u c t i o n Unless the European Council g i v e s the r i g h t guidance f o r f u t u r e work we s h a l l not get the a c t i o n we want

EMPLOYMENT AND SOCIAL POLICY ( B r i e f No 8 ) 16 The European Council i s l i k e l y to d i s c u s s the Communitys r o l e i n t a c k l i n g unemployment and the involvement of the tra d e unions i n Community b u s i n e s s The Presidency may wish to include a s e c t i o n on t h i s i n t h e i r statement a f t e r the meeting but as the Commission report i s an i n t e r i m one i t i s not expected t h a t the Council w i l l be faced with any d i f f i c u l t d e c i s i o n s We could express w i l l i n g n e s s to consid e r proposals f o r Community a c t i o n which could have a p r a c t i c a l e f f e c t on employment whether by concerted macro-economic action^on growth or by use of Community f i n a n c i a l instruments i n c l u d i n g the S o c i a l Fund T h i s might i n v o l v e measures such as wj^rksjiainng or v o c a t i o n a l t r a i n i n g (under c o n s i d e r a t i o n ) I n i t i a t i v e s which are i n f l a t i o n a r y or impair i n d u s t r i a l e f f i c i e n c y such as some schemes f o r workshy

STRUCTURE OF COMMUNITY IN 1990 ( B r i e f No M) 17 The December 1978 European Council asked the Commission to provide f o r i t s second meeting i n 1979 ( i e t h i s Council) a study of s t r u c t u r a l development prospects u n t i l 1990 T h i s study should a s s e s s the consequences of s t r u c t u r a l changes f o r the economic and s o c i a l s i t u a t i o n i n the Community The Commission report i s not yet a v a i l a b l e A b r i e f w i l l be prepared as soon as p o s s i b l e D i s c u s s i o n i s l i k e l y to be of a very general nature l e a d i n g to no immediate d e c i s i o n s

PROSPECTS FOR THE TOKYO SUMMIT (Brief No W) 18 There i s no separate item but the smaller Member States l i k e to express views which w i l l be taken into account by the President of the European Council and the President of the Commission who represent the Community as such at Tokyo Otherwise they f e e l l e f t out There w i l l be general agreement that the energy s i t u a t i o n i s complicating an already uncertain int e r n a t i o n a l economic s i t u a t i o n and that t h i s should be the main subject f o r discussion and decision at Tokyo UNCTAD V having reached only a l i m i t e d measure of agreement - and with the developing countries facing growing balance of payments problems because of the o i l price rises - the Tokyo Summit i s also l i k e l y to have to address i t s e l f to the NorthSouth dialogue

EECJAPAN (Brief No 9 ) 19 The Japanese_run a persistent surplus i n t h e i r trade with the EEC ($64 b i l l i o n i n 1978 up 11$ on 1 9 7 7 ) The March European Council expressed concern about t h i s Despite the narrowing of t h e i r overall surplus i n the early months of t h i s year the qurplus with the Community has not gone down I n any case the reduction i n t h e i r o v e r a l l surplus i s unTikely to be more than temporary as the recent depreciation of the Yen w i l l lead to an increase i n Japanese exports We want to see the Japanese increase t h e i r imports of Community manufactures and bring about long-term s t r u c t u r a l change which w i l l lead to a l a s t i n g reduction i n t h e i r current account balance We are content that the Community (acting through the Commission) should play a role i n negotiations with the Japanese on economic as well as purely trade questions

INTERNATIONAL ENERGY SITUATION ( B r i e f No 14 We s h a l l wish to p r e s s f o r e f f e c t i v e Community a c t i o n on demand r e s t r a i n t to get the Council to put on record f o r the Tokyo Summit the Communitys w i l l i n g n e s s to d i s c u s s energy questions with OPEC and more immediately to agree on the dangers both f o r Europe and f o r OPEC of f u r t h e r major o i l p r i c e r i s e s There may be proposals f o r d i s c r e e t approaches by the Community to OPEC c o u n t r i e s before t h e i r Geneva meeting these may not achieve much but we need not oppose them I t i s l i k e l y t h a t some other Member S t a t e s w i l l make proposals f o r d i r e c t a c t i o n by Governments on o i l supply or p r i c e s I t remains [ a s at 14 June] to be decided by UK M i n i s t e r s what our

BUDGETCONVERGENCE ( B r i e f No amp 15 The March European Council i n v i t e d the Council and Commission to examine i n depth how the Community could make a g r e a t e r c o n t r i b u t i o n by means of a l l i t s p o l i c i e s taken as a whole to a c h i e v i n g g r e a t e r convergence of the economies of Member S t a t e s and to reduce the d i s p a r i t i e s between them Work on the problem has continued at o f f i c i a l l e v e l But i t has been c l e a r f o r some time that progress can only be made at the p o l i t i c a l l e v e l The Finance Council w i l l d i s c u s s the question at i t s meeting on 18 June and the b r i e f may need r e v i s i o n i n the l i g h t of i t s c o n c l u s i o n s Our o b j e c t i v e i s to get agreed an i n s t r u c t i o n on the l i n e s of Annex B from the European Council to the Commission to propose s o l u t i o n s by the end of September i n time f o r d e c i s i o n s to be taken at the November Council i n Dublin F u r t h e r handling of the question by the Commission and Member S t a t e s w i l l depend on the wording of t h i s i n s t r u c t i o n Unless the European Council g i v e s the r i g h t guidance f o r f u t u r e work we s h a l l not get the a c t i o n we want

STRUCTURE OF COMMUNITY IN 1990 ( B r i e f No M) 17 The December 1978 European Council asked the Commission to provide f o r i t s second meeting i n 1979 ( i e t h i s Council) a study of s t r u c t u r a l development prospects u n t i l 1990 T h i s study should a s s e s s the consequences of s t r u c t u r a l changes f o r the economic and s o c i a l s i t u a t i o n i n the Community The Commission report i s not yet a v a i l a b l e A b r i e f w i l l be prepared as soon as p o s s i b l e D i s c u s s i o n i s l i k e l y to be of a very general nature l e a d i n g to no immediate d e c i s i o n s

PROSPECTS FOR THE TOKYO SUMMIT (Brief No W) 18 There i s no separate item but the smaller Member States l i k e to express views which w i l l be taken into account by the President of the European Council and the President of the Commission who represent the Community as such at Tokyo Otherwise they f e e l l e f t out There w i l l be general agreement that the energy s i t u a t i o n i s complicating an already uncertain int e r n a t i o n a l economic s i t u a t i o n and that t h i s should be the main subject f o r discussion and decision at Tokyo UNCTAD V having reached only a l i m i t e d measure of agreement - and with the developing countries facing growing balance of payments problems because of the o i l price rises - the Tokyo Summit i s also l i k e l y to have to address i t s e l f to the NorthSouth dialogue

EECJAPAN (Brief No 9 ) 19 The Japanese_run a persistent surplus i n t h e i r trade with the EEC ($64 b i l l i o n i n 1978 up 11$ on 1 9 7 7 ) The March European Council expressed concern about t h i s Despite the narrowing of t h e i r overall surplus i n the early months of t h i s year the qurplus with the Community has not gone down I n any case the reduction i n t h e i r o v e r a l l surplus i s unTikely to be more than temporary as the recent depreciation of the Yen w i l l lead to an increase i n Japanese exports We want to see the Japanese increase t h e i r imports of Community manufactures and bring about long-term s t r u c t u r a l change which w i l l lead to a l a s t i n g reduction i n t h e i r current account balance We are content that the Community (acting through the Commission) should play a role i n negotiations with the Japanese on economic as well as purely trade questions

INTERNATIONAL ENERGY SITUATION ( B r i e f No 14 We s h a l l wish to p r e s s f o r e f f e c t i v e Community a c t i o n on demand r e s t r a i n t to get the Council to put on record f o r the Tokyo Summit the Communitys w i l l i n g n e s s to d i s c u s s energy questions with OPEC and more immediately to agree on the dangers both f o r Europe and f o r OPEC of f u r t h e r major o i l p r i c e r i s e s There may be proposals f o r d i s c r e e t approaches by the Community to OPEC c o u n t r i e s before t h e i r Geneva meeting these may not achieve much but we need not oppose them I t i s l i k e l y t h a t some other Member S t a t e s w i l l make proposals f o r d i r e c t a c t i o n by Governments on o i l supply or p r i c e s I t remains [ a s at 14 June] to be decided by UK M i n i s t e r s what our

BUDGETCONVERGENCE ( B r i e f No amp 15 The March European Council i n v i t e d the Council and Commission to examine i n depth how the Community could make a g r e a t e r c o n t r i b u t i o n by means of a l l i t s p o l i c i e s taken as a whole to a c h i e v i n g g r e a t e r convergence of the economies of Member S t a t e s and to reduce the d i s p a r i t i e s between them Work on the problem has continued at o f f i c i a l l e v e l But i t has been c l e a r f o r some time that progress can only be made at the p o l i t i c a l l e v e l The Finance Council w i l l d i s c u s s the question at i t s meeting on 18 June and the b r i e f may need r e v i s i o n i n the l i g h t of i t s c o n c l u s i o n s Our o b j e c t i v e i s to get agreed an i n s t r u c t i o n on the l i n e s of Annex B from the European Council to the Commission to propose s o l u t i o n s by the end of September i n time f o r d e c i s i o n s to be taken at the November Council i n Dublin F u r t h e r handling of the question by the Commission and Member S t a t e s w i l l depend on the wording of t h i s i n s t r u c t i o n Unless the European Council g i v e s the r i g h t guidance f o r f u t u r e work we s h a l l not get the a c t i o n we want

STRUCTURE OF COMMUNITY IN 1990 ( B r i e f No M) 17 The December 1978 European Council asked the Commission to provide f o r i t s second meeting i n 1979 ( i e t h i s Council) a study of s t r u c t u r a l development prospects u n t i l 1990 T h i s study should a s s e s s the consequences of s t r u c t u r a l changes f o r the economic and s o c i a l s i t u a t i o n i n the Community The Commission report i s not yet a v a i l a b l e A b r i e f w i l l be prepared as soon as p o s s i b l e D i s c u s s i o n i s l i k e l y to be of a very general nature l e a d i n g to no immediate d e c i s i o n s

PROSPECTS FOR THE TOKYO SUMMIT (Brief No W) 18 There i s no separate item but the smaller Member States l i k e to express views which w i l l be taken into account by the President of the European Council and the President of the Commission who represent the Community as such at Tokyo Otherwise they f e e l l e f t out There w i l l be general agreement that the energy s i t u a t i o n i s complicating an already uncertain int e r n a t i o n a l economic s i t u a t i o n and that t h i s should be the main subject f o r discussion and decision at Tokyo UNCTAD V having reached only a l i m i t e d measure of agreement - and with the developing countries facing growing balance of payments problems because of the o i l price rises - the Tokyo Summit i s also l i k e l y to have to address i t s e l f to the NorthSouth dialogue

EECJAPAN (Brief No 9 ) 19 The Japanese_run a persistent surplus i n t h e i r trade with the EEC ($64 b i l l i o n i n 1978 up 11$ on 1 9 7 7 ) The March European Council expressed concern about t h i s Despite the narrowing of t h e i r overall surplus i n the early months of t h i s year the qurplus with the Community has not gone down I n any case the reduction i n t h e i r o v e r a l l surplus i s unTikely to be more than temporary as the recent depreciation of the Yen w i l l lead to an increase i n Japanese exports We want to see the Japanese increase t h e i r imports of Community manufactures and bring about long-term s t r u c t u r a l change which w i l l lead to a l a s t i n g reduction i n t h e i r current account balance We are content that the Community (acting through the Commission) should play a role i n negotiations with the Japanese on economic as well as purely trade questions

BUDGETCONVERGENCE ( B r i e f No amp 15 The March European Council i n v i t e d the Council and Commission to examine i n depth how the Community could make a g r e a t e r c o n t r i b u t i o n by means of a l l i t s p o l i c i e s taken as a whole to a c h i e v i n g g r e a t e r convergence of the economies of Member S t a t e s and to reduce the d i s p a r i t i e s between them Work on the problem has continued at o f f i c i a l l e v e l But i t has been c l e a r f o r some time that progress can only be made at the p o l i t i c a l l e v e l The Finance Council w i l l d i s c u s s the question at i t s meeting on 18 June and the b r i e f may need r e v i s i o n i n the l i g h t of i t s c o n c l u s i o n s Our o b j e c t i v e i s to get agreed an i n s t r u c t i o n on the l i n e s of Annex B from the European Council to the Commission to propose s o l u t i o n s by the end of September i n time f o r d e c i s i o n s to be taken at the November Council i n Dublin F u r t h e r handling of the question by the Commission and Member S t a t e s w i l l depend on the wording of t h i s i n s t r u c t i o n Unless the European Council g i v e s the r i g h t guidance f o r f u t u r e work we s h a l l not get the a c t i o n we want

PROSPECTS FOR THE TOKYO SUMMIT (Brief No W) 18 There i s no separate item but the smaller Member States l i k e to express views which w i l l be taken into account by the President of the European Council and the President of the Commission who represent the Community as such at Tokyo Otherwise they f e e l l e f t out There w i l l be general agreement that the energy s i t u a t i o n i s complicating an already uncertain int e r n a t i o n a l economic s i t u a t i o n and that t h i s should be the main subject f o r discussion and decision at Tokyo UNCTAD V having reached only a l i m i t e d measure of agreement - and with the developing countries facing growing balance of payments problems because of the o i l price rises - the Tokyo Summit i s also l i k e l y to have to address i t s e l f to the NorthSouth dialogue

EECJAPAN (Brief No 9 ) 19 The Japanese_run a persistent surplus i n t h e i r trade with the EEC ($64 b i l l i o n i n 1978 up 11$ on 1 9 7 7 ) The March European Council expressed concern about t h i s Despite the narrowing of t h e i r overall surplus i n the early months of t h i s year the qurplus with the Community has not gone down I n any case the reduction i n t h e i r o v e r a l l surplus i s unTikely to be more than temporary as the recent depreciation of the Yen w i l l lead to an increase i n Japanese exports We want to see the Japanese increase t h e i r imports of Community manufactures and bring about long-term s t r u c t u r a l change which w i l l lead to a l a s t i n g reduction i n t h e i r current account balance We are content that the Community (acting through the Commission) should play a role i n negotiations with the Japanese on economic as well as purely trade questions

PROSPECTS FOR THE TOKYO SUMMIT (Brief No W) 18 There i s no separate item but the smaller Member States l i k e to express views which w i l l be taken into account by the President of the European Council and the President of the Commission who represent the Community as such at Tokyo Otherwise they f e e l l e f t out There w i l l be general agreement that the energy s i t u a t i o n i s complicating an already uncertain int e r n a t i o n a l economic s i t u a t i o n and that t h i s should be the main subject f o r discussion and decision at Tokyo UNCTAD V having reached only a l i m i t e d measure of agreement - and with the developing countries facing growing balance of payments problems because of the o i l price rises - the Tokyo Summit i s also l i k e l y to have to address i t s e l f to the NorthSouth dialogue
