a In the Matter of Proclaiming April 25 2011 as National Environmental Health Specialist DayCommissioner Hare read the Proclamation and presented it to Alex Giel Environmental Health ServicesProgram Manager Alex explained how they are involved with many inspections including restaurants daycare swimming pools hotels drinking water etc and thanked the Board for their support
b In the Matter of Proclaiming May 1 2011 Law DayCommissioner Ellis read the Proclamation and presented it to Victory Walker Southern Oregon PublicDefender Victory thanked the Board for the Proclamation said May 1s is Law Day and this year theAmerican Bar Association has chosen to honor John Adams
Dale Matthews Grants Pass felt it was ironic that Josephine County was proclaiming Law Day when theFair Board continues to break the law
Judy Ahrens Grants Pass suggested the history of each Proclamation be given to the public

Vic Harris Forestry reported that on April 5 2011 he had five Timber Sales Jim Vanderlip Logging boughtthe Poor Angora Timber Sale and is asking for a modification to the contract that would allow the mill to paythe County directly
c Violation Surcharge Waiver Request for Terri McFarland
Commissioner Ellis reported that this has been a long standing violation and David Wechner Planning Directorhas recommended the fee be waived Commissioner Cassanelli reported that the property owner has done a lotof work to clean up the property

Judy Ahrens Grants Pass talked about KAJOs wonderful family values and discussed the EOP andsupported Mr Matthews concerns

5 MATTERS FROM COMMISSIONERS
Commissioner Ellis thanked everyone for expressing themselves to the Board and thanked Rick Kelly forchecking into the Fair Board MOU He discussed his affiliation with SOREDI since 1990 and invited everyoneto attend SOREDIsluncheon on Friday at the Guild Building He announced the Wolf Creek BreakfastParadeon Saturday and the deadline for the Boatnik parade
Commissioner Hare discussed spraying notifications and felt it was something the Board could work onReported that he toured the Washington County Jail while attending County College and has several ideas onimproving the Jail He discussed the need for an Interim Fairgrounds Manager due to the upcoming horseracingevent and Fair and felt bringing back Jackie McBee could work He said the Board would be interviewing fortwo additional Fair Board members

I am sorry to report that Perpetua helicopter sprayed near Lake Selmac on Saturday April 9tharound 830 am It was a chilly but beautifully clear morning The kind of morning whensomeone might rise early see a rare rainless day and decide to take a walk around the lake ormaybe get out to garden or feed the wild birds I my case I was driving from Selma to myexercise class in Kerby What I didnt know because there wasntnotification was that at leastthree other sights were also visited by that same helicopter Two more clear cuts in Selma andat least one in OBrien
All of us have a right to notification of the spray and of the day of the spray so that we dontunwittingly find ourselves unprotected outside But we have to buy notification from the OregonDepartment of Forestry every year That purchased notification does not gives us any right toknow the day of the spray And the company doing the spray refuses to tell us
Now Im pretty sure you as commissioners wouldntblindside us with a surprise herbicidespray Would you spray atrazine or even RoundUp from a helicopter on your familiesHave you researched the independent science Is there reasonable doubt that these chemicalsare safe
Are you now ready to support all residents of this county by asking the ODF and forestrycorporations to announce their spray schedule Are you ready to ask for these corporations tofind alternatives to surprise toxic sprays Are you ready to open your minds to the possibilitythat these pesticide and herbicide sprays are harmful to enough of the public to write a letterasking for the Precautionary Principle to be implemented in the Illinois Valley and JosephineCounty
This is chemical trespass and violation of human rights How many illnesses that peoplecant afford to treat must you see before you take a small step to ask for no more toxic spray Iknow you believe you havent the power to stop these sprays but you can do the right thing byvoicing your support for the health and wellbeing of your constituents especially the elderly atrisk and the young

Last meeting Public Safety Chief Joe Henner told us about a 6month crimespree that hit 61 businesses and residences and included ramming up to 21 stolen carsinto businesses in smash andgrab robberies 9 people were arrested
He said that they could have caught these men sooner if they had more officerson the streets at night Maybe ifwhat Chief Henner has been doing for years hasntbeen working he should try something different something newor better yetsomething old
What do his officers do between calls for help from the public It appears thatthey are out patrolling the streets in their cars revenuing as people call it huntingtraffic violators I ask you how much can an officer see from a moving car or givingtickets It took a full 6 months for police to stop one of these suspects and break thecase
Remember those pre70s movies and TV shows with cops walkingneighborhood beats not only in the city but in the suburbs as well Where all theyards were wellkept and litter didntjust lie around until it rotted That world wasreal and it was a result of routine enforcement of nuisance codes by every cop thatwalked a beat That world still existed in Goshen Indiana when I went back there for a
family reunion several years ago Their streets were a crumbling mess but every yardand lot was groomed and litterfree We may look good next to many western citiesbut when I lived here in the Eighties this town reminded me of Goshen
Councilor DeYoung had a point saying that a lot of theft is done by meth addictsThieves do not love their neighbors and meth addicts are known for their generalneglect of themselves and their surroundings I have a customer who lives next to oneof those recently caught thieves His yard is a weedy mess spreading seeds into mycustomersyard for years Im sure that at least 8 out of those 9 thieves have a yardthat violates city nuisance codes regarding weeds and litter
If our cops were out walking neighborhood beats enforcing nuisance codes evenif their beats took a week to cover theydquickly get to know every slovenly methhead in the neighborhood and their neighbors as well Think of how much they couldsee and how many crimes they could solve by getting out of their cars gently naggingus to clean up our properties and getting to know us instead of being highwaymenrevenuing for the city and state
