Get things DoneWhy are people unproductive? No, not why are they lazy, that’s a different issue. Why are people that would consider themselves hard-working - even driven - operationally ineffective? Why do their plans stall? Why do they procrastinate, or indulge in self-sabotage or clutter?

These are the questions author Robert Kelsey sets out to answer in Get Things Done: What Stops Smart People Achieving More and How You Can Change. Published by Capstone this book finds the answers and provides solutions.

The July / August magazine provides the last chance to promote your company in The Business before the Autumn issues. Please contact me to get this done before the 9th June copy date.

New world-class facility for Bournemouth UniversityA new £22m flagship academic building is set to further enhance the growing reputation and performance of Bournemouth University (BU).

BU has been given the green light by planners at the Borough of Poole to develop the four-storey facility at Talbot Campus.

Opening in 2016, the glass-fronted building will host academic and support facilities, including seminar rooms, lecture theatres, break-out space and catering facilities.

The project, in the heart of the campus, follows another development on site. Currently under construction is the £10.5m six-storey student centre, also fronted with glass and due to open next year.

With the Bournemouth University International College building in Lansdowne, which is also under construction, BU is making significant progress towards its aspirations set out in its vision and strategic plan, BU2018. These developments are key to the aspirations of the university, which contributes more than £1m to the local economy every day, creating world-class facilities for world-class performance.

Construction of the academic building itself is due to start in the summer and is set to be completed in 2016.

Killer bags threaten the environmentA shocking 10.6 billion single-use bags will be handed out at shops in England before the bag charge comes into force on 1st October 2015. The average person in England uses 133 bags per year. In an effort to offset the environmental impacts from this delay in implementing the bag charge the Break The Bag Habit coalition are launching a new website to encourage supporters to pledge to stop using single-use bags.

The website is supported by the internationally acclaimed photographer Martin Brent with a bespoke series of stunning, yet shocking images entitled “Killer Bags”. These images feature actual single-use plastic bags Martin was confronted with whilst diving. The Break The Bag Habit coalition is also urging supermarkets to adopt the charge as soon as possible.

Breaking up is hard to do…Later this year we will know the results of the Scottishindependence referendum. If there is a yes vote then it couldhave wide ranging legal implications. Below we explore someof the issues that might arise for companies if Scotlandbecomes independent.

An independent Scotland would not automatically be a memberof the EU and would need to negotiate membership. During theintervening period, it is questionable whether the EU customsunion and freedom of trade would apply. Anyone who is enteringa contract for goods to be delivered to or sourced from Scotlandought to consider carefully the implications when negotiating sucha contract and be clear who pays any additional duties or chargesthat arise from independence.

There are implications for contracts, such as existing agency anddistribution agreements where the definition of the territory is theUK. Where the constituent countries of the UK (namely England,Wales, Scotland and Northern Ireland) are not specificallyidentified, a dispute could arise as to whether it was intended toinclude an independent Scotland or not. Any contracts you aregoing to sign now should be clear as to whether Scotland is or isnot included.

Employment contracts and service agreements often have arestrictive covenant that prevents the employee taking up anappointment in the UK. If the UK ceases to include Scotland, abusiness may incur a loss if the employee/director crosses theborder and carries on a competing business in Scotland. Therefore, if you are in the process of considering a restrictivecovenant clause, you may wish to consider inserting a definitionthat covers this possibility.

Many businesses are already reviewing how a vote forindependence might impact them and you should too if Scotlandhas relevance to your business.

local businessman visits ‘seed of Hope’ in Kenya Enhanced’s Managing Director Simon White has recently returned from a trip to Kenya where he visited the country as part of an initiative from the Boo Charity.

The Boo Charity is a charity established in the memory of founder Russell Hicks’ wife, Sarah, affectionately nicknamed ‘Boo’. Sarah sadly lost her battle to cancer at the age of 36. During her last years she sought alternative treatment in Kenya where she was touched by the compassion and love shown to her. Boo’s lasting wish was to help African children and young adults who are disadvantaged through economic poverty.

The Boo 20/20 challenge was set up by Poole-based Enhanced to celebrate 20 years in business. The challenge is to have 20 clients helping the firm raise £20,000 by raising £1,000 each.

As part of the Boo 20/20 challenge, Simon visited a number of children’s homes, nurseries and schools including the Boo funded Nyamache ‘Seed of Hope’ centre.

He also meet with the founders of Vision Africa, Reverend and Mrs Packard, and Rosebella, a former ‘Seed of Hope’ student who went on to start up a clothing business in Nairobi.

New investment in old Remploy factoryThe Dorset Local Enterprise Partnership (LEP), together with help from Borough of Poole’s Economic Development team, is supporting a series of new Social Enterprise Schemes with the announcement of a five-year funding loan of £775,000 to BCHA.

The former Alder Hills factory is being transformed into a hub of innovative Social Enterprise Schemes by Sequal Solutions, BCHA’s social enterprise arm.

Having lain empty since Remploy closed its doors in 2012, the renovation has now begun and completion is due in Autumn 2014. The centre will create employment and learning opportunities. It will encourage local people to get involved with a diverse variety of initiatives, from a training and skills academy, upcycling pre-loved furniture and bicycles, to gaining catering qualifications at its onsite café using local home grown produce.

Dorset LEP is keen to support the social enterprise centre as it will provide excellent skills training for local people leading to an increase in job opportunities in a range of sectors across the county.

BANK ON PARTY IN THE PARK For the first time in its 14 year history the eagerly anticipated Party in the Park is to take place over the Bank Holiday weekend on 23rd and 24th of August.

Organised by JJPR & Events this once small family

fête style experience used to take place in early September, but now the dates have been changed to avoid clashing with the Bournemouth Air Festival.

This mini fest has become a staple part of the social calendar for locals living around the Ashley Cross area. Event organiser, Jane Jones said, ‘It suddenly occurred to me why aren’t we offering our local residents, who enjoy this occasion year on year, the opportunity to do something over the bank holiday weekend. Every year there used to be too much to choose from over a bank holiday, but this has diminished so much so that we’ve decided to take the plunge and change the dates. This will be the second year that we have been given permission to stage the event over two days and due to escalating costs, we will now be charging £5 for adults (still free for kids under 8) on the gate with a special early bird price in advance. This year we will be showing support for Lewis Manning and over the coming weeks there will be more to announce including main sponsor, entertainment, live bands and much more.’

Working together to celebrate DorsetDorset Food & Drink, Dorset Farmers’ Markets and the Duchy of Cornwall at Poundbury will be working together again for the third Dorset festival at Queen Mother Square, Poundbury. tougher rules for commercial property landlords over rent arrears Landlords of commercial premises across Dorset, Hampshire and Wiltshire face tougher hurdles in recovering rent arrears following changes to the law.

Commercial Rent Arrears Recovery (CRAR) has implications for property owners who wish to seize goods to sell in order to make up the financial shortfall. It replaces the ancient common law of distress, which allowed bailiffs to seize and sell goods to recover rent arrears without warning.

The legal changes came into effect on 6th April and mean a more regulated method of enforcement, said Garry Lee, a recovery and restructuring manager at the south coast office of Smith & Williamson, the accountancy and investment management group.

He said, ‘In the past bailiffs could appear on the doorstep of the tenant, without warning, to remove goods. The goods could then be sold and the proceeds offset against the outstanding amount. But now there are clear legal procedures - for landlords to comply with to ensure they remain on the right side of the law as they chase outstanding rent.’

These include: Providing seven clear days’ notice to a tenant Recovery of basic rent, VAT and interest only Written appointment of a certified enforcement agentGarry said, ‘CRAR is well intentioned and transparent but the

downside is that landlords could well be left out of pocket because services charges and insurance, even if they are built into the rent, are exempt from recovery. These elements would need to be separately pursued through proceedings issued in the County Court.’

CRAR can only be exercised when there are seven days’ rent outstanding that is due under a written lease; goods cannot be seized more than 12 months after the enforcement notice is served either by post or electronically.

Furthermore, enforcement agents aren’t allowed to take more than the value of the debts and the associated recovery costs. Goods seized must belong to the tenant, not third parties. Moreover, goods necessary for the debtor’s personal use or for business, trade, profession, study or education cannot be taken up to the value of £1,350.

The enforcement agent must then wait seven clear days before selling the goods and must also give the debtor seven clear days’ notice before selling the goods, unless they would become unsaleable or suffer a substantial diminution in value.

Garry added, ‘There is another rider - if there is a likely breach of the peace, the goods cannot be seized. However, an unintended consequence of this may be to encourage normally courteous tenants to deliberately raise the ante by appearing verbally abusive and threatening. In cases where tenants are struggling to pay rent, landlords and their agents need to take professional advice from recovery experts to ensure they don’t fall foul of the new law.

‘At Smith & Williamson we are currently advising our clients how best to handle this situation and to help turn around distressed tenants trying to avoid the issues, where possible.’

New rules aimed at cutting employment tribunals take effectNew rules aimed at cutting the number of employment tribunal cases are expected to result in fewer claims, according to a Dorset law firm.

Since the introduction of tribunal fees and the opportunity to have ‘frank and off the record’ discussions with employees, the number of tribunal claims have fallen by nearly four fifths. Latest statistics reveal that tribunal claims in the period October to December 2013 were 9,801, a decline of 79% on the same period in 2012.

According to Dorset and New Forest law firm Ellis Jones Solicitors a further drop is likely with the introduction of more new rules. From April, employees wanting to bring a case of unfair dismissal or discrimination have to first notify the Advisory, Conciliation and Arbitration Service (Acas) to see if the dispute can be resolved by early conciliation.

An Acas conciliator will be assigned to the matter and attempt to facilitate a settlement. A settlement could include a reference or maybe financial compensation. If agreement cannot be reached then Acas will provide a certificate and reference number so the employee can issue a claim.

Most claims in the tribunal must be lodged within three months of the triggering act. While early conciliation is being used the time limit is paused but it starts again after the issuing of the certificate. Early conciliation will only be successful where both parties are prepared to engage. There is no obligation on the employer to agree to enter into early conciliation.

Employment law expert Kate Brooks, an Associate with Ellis Jones, said although a pre-claim conciliation service was already operating it had been voluntary.

‘It’s now mandatory which will probably have an effect but not a huge one. In my view the biggest impact on the number of tribunal claims is that employers can now have frank and off the record discussions before the employment relationship is over,’ said Kate.

She added, ‘Tactically, in light of the introduction of tribunal fees for employees, it is likely that employers will want to wait and see whether an employee is prepared to incur an issue fee of £250 before engaging in off the record negotiations. It is far more sensible for employers to try to deal with matters before the employee is dismissed or has resigned.

‘To discuss issues involving your company call 01202 636210 or e-mail [email protected].’

Widify in a Box for venues Widify, an independent media and software company, has announced the launch of Widify in a Box. This provides venue owners with secure and legally compliant Wi-Fi for their venue which is linked to their social media profiles. Venues simply plug it into their internet connection. Instead of asking for a Wi-Fi password, guests log on to their internet using their Facebook, Twitter, LinkedIn account or e-mail address. When guests use their social media account, they can also choose to post a message to their social network – like a check-in. This enables a venue to increase their social reach. Guests are also asked to ‘Like’ or ‘Follow’ the venue’s page – enabling the business to grow its social media presence.

Dorset’s personal HummingbirdThere has been a lot of excitement in recent months over Google’s latest and greatest algorithm; Hummingbird. Although it’s unclear exactly when Google switched to this more conversationally lead search criteria, they told the world about it last September.

Well known to enjoy a good game of ‘move the SEO goal posts’ Hummingbird is Google’s answer to a higher standard of user experience, whilst forcing businesses to pay yet more attention to what they are actually saying online. No more vaguely related twaddle; the Google Gods are demanding quality, regular, interesting and engaging content, written for users and not the search engines.

Whilst for users this can only be a good thing, for business owners without a marketing team stashed in the back office, it can be a time consuming nightmare. Who’s going to write this content? How often? What will they say? Luckily with Dorset being something of a Mecca for web designers and techie types, we have our very own online hummingbird in the form of Sarah Simpson. What started as a niche market for a journalist with web skills has rapidly become a mainstream business.

Sarah writes for businesses across the south coast and London and has recently celebrated six years as a freelance online copywriter. Specialising in Tone of Voice, Sarah maintains that businesses should sound as good as they look.

Business leaders feel most threatened by IT hazardsA new report published by the Business Continuity Institute (BCI), in association with BSI, has revealed that IT-related threats are continuing to provide the greatest concern for organisations, ranking above other threats such as natural disasters, security incidents and industrial disputes.

The annual BCI Horizon Scan shows that three quarters (77%) of business leaders fear the possibility of an unplanned IT and telecoms outage and 73% worry about the possibility of a cyber-attack or data breach.

The report also identifies long-term trends, with 73% seeing the use of the internet for malicious attacks as a major threat that needs to be closely monitored, with 63% feeling the same way about the influence of social media. This year’s top ten threats to business continuity are:

1. Unplanned IT and telecom outages

2. Cyber attack

3. Data breach

4. Adverse weather

5. Interruption to utility supply

Queue-busting ticketing appFirst Capital Connect has launched its new queue-busting mobile ticketing app, allowing passengers to use their mobile phone or tablet as a ticket machine.

Developed by Masabi, the leader in transport mobile ticketing, customers can download the app to their phone and instantly purchase peak and certain off-peak tickets for immediate use.

Mobile tickets (mTickets) are displayed on the phone’s screen as an encrypted barcode to be scanned by gate line scanners or revenue staff – turning the phone into a personalised ticket machine.

The tickets can be used at London King’s Cross, Cambridge and King’s Lynn, but the technology will very shortly be rolled out so that passengers can travel to and from these three stations at Ely, Royston, Hitchin, Stevenage and Letchworth Garden City.

Later, First Capital Connect also expects to offer the app for journeys between Gatwick and London.

The collaboration benefits the Public Sector by providing flexible services which comply with strict information assurance requirements.

Many Public Sector organisations, such as the NHS and schools, have strict rules governing where personal information can be stored, prohibiting third parties from storing sensitive data outside of England and Wales. Many top Cloud provider names such as Microsoft, AWS and Google cannot guarantee that data will remain within the UK, especially during maintenance and outages.

Howard Kerr, Chief Executive at BSI, commented, ‘At a time when changing climatic, social, political and economic situations are forcing organisations to be nimble in adapting to novel threats, it is essential to learn from others experience and best practice. Developing the resilience of networks, services and business critical information must be an integral part of an organisation’s wider business resilience strategy. Every business, large or small, has social media accounts. The staple ones being Twitter, Facebook, LinkedIn and Google+.

It’s all very well having them, but you need to use them on a daily basis for them to take effect on your business.

In order to gain a great social media reputation and enhance your SEO we’ve come up with the following advice for using your social networking accounts. It should be a buzzing hive of activity and new information. Whether it’s tweeting, posting, pinning or sharing.

Update - Post daily on your pages, this not only shows your fans and followers that you’re proactive and an industry expert, but it does wonders for your SEO.

Picture perfect - Always accompany a status with an image, the funnier and more engaging it is the better. It’ll make people stop in their newsfeed amongst the hundreds of others statuses and take note.

It’s not all about you - Engage with your fans and followers - it shouldn’t all be about ‘me me me’. Write about interesting industry-related topics, not just your own business and what you have to offer. Ensure it makes people smile, laugh, listen or learn.

Share the love - Use your organisation’s profile to ‘like’ or ‘favourite’ other company pages to get your business name known, to create a relationship and engage with their activities. It’s a subtle way of getting your business name on their statuses too.

You are a genius - Become an expert in your field. What’s happening in your sector at the moment? Are there any hot topics that you could write about or comment on? Get involved and be a part of the conversation.

Follow me - Follow other like-minded people and businesses. Share their posts on your page to come across as an industry expert and a central hub for your industry. They might even return the favour and share your statuses and tweets too.

Social media can be a very powerful engagement tool and a great channel to share your news and blog posts. Use it wisely.

The world is your lobster.

When to consider a virtual office solution for your businessWhen you’re starting out, keeping your set-up costs low is crucial. But you also need to project the right image from day one. Here are some compelling reasons why a virtual office solution could be right for your business:

Renting a mailbox means you get a professional address to put on your website, corporate stationery and business cards.

You’ll be able to keep your business and personal lives separate, while resting assured that all your mail and signed-for deliveries will be accepted and held for you to collect at your convenience – or we can forward them anywhere in the world.

In this way, you’ll never miss an important delivery and you know your mail is safe and secure.

If you’re thinking of establishing a presence in a new area, a mailbox can help you get started while keeping your overheads to an absolute minimum.

What’s new in employment law2014 sees both new and revised employment legislation coming into force and employers should start preparing now for the changes ahead.

Lesley Walford, owner of Consensus Employment Law, states that, ‘Employment Law covers such a wide range of issues that it is often described as a minefield or maze, or both.’ She continues, ‘Many changes in legislation are proposed - some fundamental, some straightforward, but others much more complex and therefore requiring specialist knowledge. I would recommend that anyone with an employment issue take proper advice.’

Here are some of the more significant changes, together with a basic explanation.

Early ConciliationThe Enterprise and Regulatory Reform Act 2013 now requires potential claimants to lodge details of their proposed

employment tribunal claim with Acas in the first instance. Acas will offer the parties the opportunity to engage in conciliation for a prescribed period. Where settlement is not possible, or where the prescribed period ends without settlement being reached, the claimant will be issued with a certificate permitting him or her to start proceedings.

Financial penalties imposed on employers who breach employment rightsThe Enterprise and Regulatory Reform Act 2013 gives tribunals the power to levy a financial penalty against employers who are in breach of employment rights where the breach has one or more aggravating features. If the tribunal makes an award of compensation, the amount of the penalty will be 50% of the award, within specified limits.

Right to request flexible working extended to all employeesOn 30th June 2014 the right to request flexible working will be

extended to cover all employees after 26 weeks’ service, rather than only those with children under the age of 17 (or 18 if the child is disabled) and certain carers. The current statutory procedure for considering requests will be removed. Instead, employers will have a duty to consider all requests in a reasonable manner and can refuse requests on business grounds.

Changes to Tax and thresholdsThe Budget 2013 allowed for an increase in the income tax personal allowance to £10,000. The basic rate limit for income tax increases to £41,865, and the national insurance contributions threshold increases from £109 per week to £111 per week.

Fathers’ right to time off for antenatal appointments The Children and Families Act allows fathers to be and partners of pregnant women, to take unpaid time off to attend two antenatal appointments with the expectant mother.

savings all roundThe economy is growing, that’s official, but still no-one is taking anything for granted. Companies and individuals alike are continuing to try to find ways of saving money in order to meet strict budgetary constraints, and achieve best value.

Blue Stoat Valeting, the valeting concession at Breeze Volkswagen is no different, and recently instructed UKh2o, the Westbourne-based plumbing and water treatment specialist, to install an industrial water softener in its facility.

Clive Stoat, Owner, commented, ‘I have previous experience of water softeners in the car wash industry and have absolutely no doubt about the benefits they bring. We valet 30+ vehicles every day, with 8 members of staff operating 5½ days a week and the savings on detergents alone are considerable.’ He continued, ‘However, even more significant are the savings on machine maintenance which have been reduced by at least 50%, as well as the time saved as a consequence.’ Figures show that hard water

and the resultant limescale in hot water and heating systems have a massive incremental increase in the amount of energy used by businesses.

In fact for every millimetre of limescale you can expect approximately a 10% increase in the amount of energy used, from a 10.6% energy increase for one millimetre to a 29.4% energy increase for 3 millimetres. This level of limescale will therefore be responsible for, more or less, a 30% loss of heating efficiency.

Mike Lombard, of UKh2o states, ‘Limescale is caused by latent deposits of lime and chalk (which are made up of the chemical elements magnesium and calcium), and because it builds up at approximately 1.5 millimetres per year, this is a problem that rapidly escalates. However, a

water softening system will improve the efficiency of boilers, remove all of the existing limescale, as well as prevent any future scaling.’

When it comes to the workplace, however you use water, it’s important to know the hard facts. Especially considering that hard water costs public and private sector organisations millions each year in:

Higher maintenance costs caused by clogged-up pipes, pumps, appliances

Premature replacement of equipment, appliances and machinery

Replacement of linens, towels and other laundry

 Higher heating and energy bills

All water softener applications are different, which is why Mike and his team at UKh2o will assess every potential installation individually. This way you get a tailor-made solution designed for your business needs.

Palmers Brewery declare Oliver Letwin MP a Beer Champion

L-r: Palmers’ Sales and Marketing Director Cleeves Palmer; MP Oliver Letwin; Head Brewer Darren Batten, and Tenanted Trade Director Jayson Perfect.

West Dorset MP and cabinet minister Oliver Letwin has been hailed as a ‘Beer Champion’ by Palmers Brewery in Bridport for helping to reduce the tax paid on beer.

Palmers acclaimed Dr Letwin for his support of beer drinkers, pubs and brewers and invited him for a pint at their newly refurbished George Hotel in Bridport.

The government has cut the duty paid on beer by a penny a pint for two years in a row. It has also scrapped the Beer Duty Escalator, which automatically increased beer duty by 2% above inflation every year between 2008 and 2012.

Dr Letwin said, ‘I’m glad that we’ve been able to do something for the pubs of West Dorset, which are an important part of the social life of the place.’

In honouring Oliver Letwin as a ‘Beer Champion’, Palmers was acting in association with the British Beer & Pub Association, the Campaign for Real Ale and the Society of Independent Brewers. He was one of 100 ‘Beer Champion’ MPs who supported the reduction in beer duty.

BritoNs leFt WitH Just £148 AFter Bills eAcH moNtH The average Briton is left with only £148 spending money each month after essential bills and expenses, according to a new index launched by ISA provider Scottish Friendly.*

The new index reveals that despite taking home an average monthly salary of £2,171 after tax, less than a tenth remains after living expenses like mortgage payments or rent and utilities are taken into account.**

Despite this, paying down debt and building a savings pot remains a priority for many, with over half of people (54%) still managing to save or invest each month. On average, people put aside £72 each month, although nearly half (47%) of those who save, manage to put aside £100 or more.

Part of this may be in anticipation of the worst, with around a quarter of people (25%) believing that their financial situation is likely to worsening over the next three months. Indeed, of those people who are saving, over half (56%) do not have a specific reason for doing so.

Neil Lovatt, Product Director at Scottish Friendly, comments, ‘There has been a transformation in the British mindset when it comes to managing finances. In the recent past, household budgets were very much driven by borrowing. However, the emphasis now seems to have gone full circle and we have returned to a post war emphasis on saving and paying down debt, despite many having to deal with a very tight budget.

‘The index has revealed that one in three people think that saving into an ISA or savings account each month is an essential part of the monthly budget, while over half of the UK believes that it is vital to pay into a pension.

‘The emphasis on pensions is misguided in my view and more can and should be done to encourage better understanding of the options available to savers. When you are only putting small amounts of money aside each month, it is even more important that you make it work harder for you.

‘This is particularly true for the younger generation where over a third of 18-24 year olds believe that saving for retirement is a necessity. This is fantastic news as it shows how the younger generation is taking a long-term view of their finances. However, at the same time, around two thirds do not realise that they are entitled to two ISAs each year – an investment ISA as well as a cash ISA. When we are dealing with the most accessible and flexible form of tax efficient saving, this lack of knowledge is concerning.’* Research conducted by OnePoll. 2000 adults in the UK were surveyed between the 3rd and 5th March, 2014.

NEW CLIMATE OF GROWTH FOR BRITISH BUSINESSES

small businesses to be hit hard by auto-enrolment warns south west accountants

Nick Willis

South west–based members of the UK200Group of independent chartered accountants and lawyers have warned of the financial impact of pensions auto-enrolment on small and medium-sized businesses.

The warning comes after a report from the Centre for Economic Business Research recently revealed that the average small business will be hit with a bill of £8,900 to comply with the legislation requiring all employers to automatically enrol all eligible workers into a workplace pension and make a contribution to it. For larger employers with between 250 and 500 staff, set up costs jump to more than £19,000.

Auto-enrolment began in October 2012, for large employers, with small and medium-sized employers following over the next six years. In the first instance, employers will have to make a minimum contribution of 1%, rising to 3% by 2018. The date by which small firms need to comply with the legislation depends on how many staff the company employs, as well as on PAYE numbers, but it ranges from early 2014 to 2017.

Nick Willis, President of the UK200Group, said that businesses can mitigate the cost of auto-enrolment by planning early. He said, ‘Our message to small businesses is clear – plan early to avoid massive late transition costs and staff upheaval.

‘Businesses need to acquaint themselves with what exactly

is required of them including who will they need to offer auto-enrolment to, when is their staging date and crucially how much will they have to contribute. Having this knowledge in place is crucial to planning ahead.’

The UK200Group say small businesses have a choice of enrolling staff onto a

private provider or using the government’s own provision.

Nick said, ‘The government scheme called the National Employment Savings Trust, or NEST, which has been designed for auto-enrolment, could be the most cost effective solution for small businesses as it has no set-up charges and boasts low costs for members.

‘Employers do not have to pay anything other than their contributions when using NEST. Instead, charges are levied on individual members, at an annual rate of 0.3% of the total value of the member’s fund, and at 1.8% on each new member contribution.’

Budgeting ahead is also crucial, as firms will initially be paying an extra 1% to their employees on top of their salary.

2014 will mark a turning point for ambitious businesses in the south west of England, as they look to capitalise on the UK economic recovery to invest in growth, so finds HSBC’s new ‘Business of Growth’ report.

The report highlights the constant upwards revision of GDP growth over the last 12 months, the UK economy’s outperformance of the Eurozone and a rise of business confidence as providing the perfect conditions for growth. It has identified Britain’s business growth potential for 2014 by incorporating analysis of 39 separate forecasts of GDP and investment, as well as the findings of four leading business barometers.

The ‘Business of Growth’ predicts an increase in fixed investment – physical assets including machinery, premises and stock – of 7.1% in 2014*. This compares to a pre-recession average annual investment growth of 3.6%. This

figure has also been revised significantly upwards in recent months, marking increased confidence in the recovery. In March 2013, forecasts for fixed investment stood at just 4.7% for 2014.

This analysis is supported both by HSBC’s own experience, where new term lending is up 16% year on year and the overall value of lending that is being approved is even higher, at 37% over the same period**.

HSBC says that a significant amount of the lending it is providing its small to medium-sized enterprise (SME) customers is clearly earmarked to support growth. It points to a number of strategies that businesses are adopting, including investing in new equipment to grow production capacity, smoothing out supply chains and payments cycle with working capital solutions, expanding into new markets (especially in emerging Asia) and purchasing new premises.

Amanda Murphy, Head of Business Banking for HSBC, said,

‘Ambitious British businesses are saying they are going to invest this year and get on with growing. We want to support their ambitions by significantly increasing our net lending to businesses this year. We are helping more than 6,100 businesses start up every month, and want to support our hard working SME business owners on their drive for growth.’

In response to this shift, HSBC is making almost £6bn of new lending available across its regional network, individually allocated to all of its 52 local business centres to help get finance directly to businesses

where they need it right across the UK, with £600m allocated for south west SMEs.

Amanda Murphy said, ‘Business growth will come from all of our regions and by breaking down funds to a very local level we are confident we can help make a real difference. We have put the funds into the hands of our local relationship managers to empower them to identify and work with ambitious companies in their area.’

* Fixed investments include both business and government investment spending. In 2013, real-terms business investment was 57% of total GFCF.** This is for the 2 months to February 2014.

‘Not all about the money,’ say businessesYouGov research commissioned by on-demand sales compensation and performance management provider Xactly, has revealed that non-financial rewards are proving increasingly popular tools with businesses in Britain across a range of sectors.

The survey of over 600 senior business decision makers, found 58% of businesses offer non-financial rewards, varying from gift vouchers (20%), time-off (19%), special days out (18%) and paid-for holidays (13%). Of these, 75% said these rewards have had a positive impact on the culture of their company. However, the most commonly used non-financial reward was simply offering recognition of achievements, used by 34% of respondents.

In fact, over time money proves to be less of a motivator as we age, with nearly a quarter (23%) of respondents stating that they think sales team members aged 48 years and over prefer non-financial rewards compared to just 8% of those aged 20-35.

survey shows 86% of sme manufacturers intend to invest in r&D this year

The latest annual SME Manufacturing Survey from MHA, the UK-wide group of accountancy and business advisory firms, paints a picture among manufacturers of growing optimism, supported by continuing investment in R&D and capital expenditure and an increase in recruitment, including a 13% rise in the numbers due to take on apprentices.

Interestingly, of those who applied for the R&D Tax Credit Scheme in the last 12 months, no respondents reported an unsuccessful outcome to their claim. That said, around 20% of manufacturers are still unaware of the workings and benefits of the R&D Tax Credit scheme which itself has improved following the budget.

local companies reap the rewards of expert tax adviceDoes your company sell products that contain elements that are - or could be - patented?

Did you know that some of the profits from that income could be taxed at just 10%?Patent Box has been described as the most generous tax incentive ever introduced into the corporate tax arena. It came into force last year and allows eligible companies to pay a lower rate of corporation tax on profits arising from patents. By 2017 the tax rate for such profits will be as low as 10%.

Companies qualifying for the Patent Box are also likely to be undertaking research and development (R&D) and qualifying for R&D tax relief. The Patent Box legislation has been designed to complement this relief. Together, the Patent Box scheme and/or R&D tax relief could save your business tens of thousands of pounds.

So what’s the next step?Chartered accountants and business advisers Princecroft Willis (PcW) offer a real alternative for entrepreneurial businesses.

Locally based in Dorset and Hampshire, independent and with strong community roots, PcW will come to you to:

Determine if income arising from a patent can be taxed at the lower rate

Identify whether there is an idea that can be patented together with a patent attorney

Discuss any potential R&D projects that could qualify for tax relief Assist with claim processes from start to finish with as much involvement as required.

R&D tax relief and Patent Box can apply to a surprisingly wide range of businesses from manufacturing and engineering through to food and beverage, biotechnological and pharmaceutical and IT and software development. Companies making a successful claim can either reduce their corporation tax bill or, in some circumstances, receive a cash payment from HM Revenue & Customs.

PcW has an impressive track record in claiming tax relief for R&D activities for its clients. It’s one of the reasons why the firm is a finalist in this year’s Taxation Awards. The results will be announced on 22nd May.

In the case of BOFA International, the Poole-based world leader in fume extraction technology, a total of £350,000 worth of reliefs were identified. David Cornell, Chairman, said PcW’s advice and assistance had been ‘invaluable’. He added, ‘There are a wide range of incentives out there but you need expert advice to find them. PcW provide the advice through to the final R&D report which helps keep things simple.’

Another Poole-based success story, DP Seals, a leading global supplier of high precision custom seals, gaskets and mouldings, is also full of praise for PcW. Andrew Piper, Technical Director, said, ‘Getting 225% relief for the expenditure we make really saves us money and has allowed us to invest further in technology. It’s the financial benefit that has helped the most.’

Employment Allowance boost for 117,000 SW businessesThe new Employment Allowance came into force on 6th April where employers can reduce the amount of National Insurance contributions (NICs) they pay for their employees by up to £2,000, which will help 117,000 businesses in the south west.

Employers won’t have to pay any employer National Insurance contributions at all if they usually pay less than £2,000 a year.

Up to 1.25 million businesses and charities will benefit from Employment Allowance and around 450,000 businesses and charities nationally won’t have to pay any employer National Insurance contributions at all.

Around one third of all employers (450,000) will be taken out of paying employer NICs altogether.

Wind in sails with R&D tax relief

A maritime mast company in Hampshire has successfully claimed tens of thousands of pounds in research and development tax relief following professional advice.

The south coast office of Smith & Williamson, the accountancy and investment management group, flagged up that Seldén Masts was eligible for the rebate because the firm is developing new manufacturing processes.

Seldén Masts is part of the Seldén Group, a world leader in the manufacture of masts, spars and rigging systems in carbon and aluminium for dinghies, keelboats and yachts.

Paul Duckworth, a Tax Partner for Smith & Williamson in Southampton, said, ‘Seldén Masts is among a number of maritime companies involved in challenging technological developments in the marine industry, using and improving new materials. This work qualifies the company for the enhanced R&D tax relief supported by the government.’

In this particular example, Seldén Masts, which employs 50 people at its Gosport site, saved tens of thousands of pounds, which is being reinvested in manufacturing.

Paul added, ‘To avoid capsizing in unfriendly waters, any eligible company must engage with technical specialists to keep their claim afloat, and ensure they can capture all the costs that are eligible because the scheme changes frequently.’

Permanent salaries start to rise in a more confident employment marketPay for permanent staff rose in the last quarter of 2013 at the quickest rate since July 2007 according to a recent survey by the Recruitment and Employment Confederation (REC) and KPMG.

The national increase of salaries in the last three months of last year stood at 1.4%. This is the largest increase since January 2013. Over a quarter (29%) of companies reported offering higher permanent salaries in March 2014 compared to the previous month. This is up from 25.5% in February.

Unemployment fell by 63,000 to 2.33 million in the last quarter of 2013. In January 2014 the unemployment rate stood at 6.9%. This is down from 7.2% in December 2013 and is the lowest it has been since February 2009. Over a third of companies (38.3%) reported having fewer candidates to choose from for permanent roles in March 2014 compared to the previous month.

Another report shows that half of employers say they are concerned with the growing skills gap in Britain and more than a quarter of employers (28%) say they currently have open positions that they cannot find qualified candidates to fill.

Helen Stacey, owner of Aspire Jobs, the recruitment agency specialising in permanent jobs across Dorset and Hampshire comments, ‘The latest survey

results regarding permanent salaries is good news all round. It’s obviously good news for candidates, many of whom have had to put up with no or little salary increase since 2008, but it’s also good news for the general employment market as it shows, yet again, that confidence is returning to the employment marketplace.

‘As I wrote in this magazine in March, candidates are becoming much savvier regarding the types of roles they go for and with an ever increasing number of vacancies, they have a choice. This means that if the pay or benefits package is better with one employer than another, it helps to make their decision, although pay isn’t always the motivator for some candidates.’

However, Helen warns, ‘Top candidates are interviewing with multiple companies and have multiple offers to consider. Good candidates are becoming more difficult and demanding.

Employers haven’t caught up yet. They still think they can get a great candidate cheap. Counter-offers are a reality, especially when it comes to top performers. Since exceptional candidates are frequently recruited from other companies, prospective employers should be prepared to offer a salary and benefits package that the current employer is not likely to beat.’

Helen adds, ‘We have certainly seen an increase in vacancies from clients across the Dorset and New Forest area which is great news and is very encouraging for the wider economy.’Helen Stacey

South west employers face talent exodus as economy improvesAlmost half (47%) of small and medium sized businesses in the south west are worried about staff leaving their organisation now that the economy has started to improve, according to a recent survey.

The Close Brothers Business Barometer, a poll of SME owners and senior management across a range of sectors in the UK, also revealed that 67% of local firms

are coming under pressure to raise wages.

In addition, 43% of respondents admitted that they now feel the need to incentivise staff to stay with them.

Regional Director for Close Brothers Invoice Finance in the south west, Robin Goddard, said, ‘Economic growth will create a higher level of competition for talent, which will understandably see firms change their focus from reducing costs and maximising efficiencies to staff engagement and retention.

‘With an improving economy we are likely to see people begin to change jobs in much greater volume than we’ve seen in some years. Employees that have been content to ride out the recession within one organisation may start to look around for more

rewarding or enjoyable work.’ Robin added, ‘Our Business

Barometer shows that 49% of SMEs polled in the south west plan to raise salaries this year, which could arguably be in response to their fears about staff leaving.

Women in Business83% of Westcountry business women say that work-life balance is their biggest priority, while less than a quarter (22%) believe that a ‘glass ceiling’ is impeding their career or business success. These are among the top-line findings of more than 500 respondents to a survey for ‘Women in Business’, arranged by Bishop Fleming.

NATIONWIDE APPRENTICESHIP SCHEME LAUNCH

L-r: Autum Chamberlain, HR Director Susan Reeves and Nick Magee.

Bournemouth-based insurance specialists Alan & Thomas Insurance Group played a key part in the recent launch of an industry-wide campaign within the insurance sector to help brokers find staff through a new apprenticeship scheme.

The idea was originally devised by Alan & Thomas HR Director Susan Reeves and was adopted and launched by Brokerbility – a network of 37 UK brokers of which Alan & Thomas represents the south/south west region. The 18-month scheme will give school leavers a genuine alternative to university and recruitment will begin with immediate effect. It will lead to a recognised qualification from the Chartered Insurance Institute and will offer apprentices mentoring and coaching, as well as networking opportunities and hands-on work experience in a broking environment.

Students will be able to apply for the positions via a dedicated website, which will require them to upload their CV and complete psychometric and verbal reasoning tests. Brokerbility will then help its member brokers choose suitable candidates for interview and will support them with face-to-face interview questions, as well as help with mentoring to understand what motivates their new recruits, to minimise programme drop outs.

Alan & Thomas already has two apprentices, Nick Magee and Autum Chamberlain, both local students who chose not to pursue further education but gain valuable work experience whilst also studying for a business qualification. They will be joined by a further two apprentices over the coming months.

UK workers spend 43 million hours commuting each dayA recent survey by memory and storage experts Crucial.com has shown that 17.8 million* hours of commuting time could be saved each day, if people were able to work from home.

And 70% of workers surveyed said that they would be much more likely to work for a company that offered the option of home working.

64% of people said it was easier to focus when working from home, with loud colleagues and slow running computers cited as main annoyances.

*Calculated using estimated number of office workers (11,852,000) via Office for National Statistics UK employment breakdown table EMP04 at www.ons.gov.uk/ons/publications/re-reference-tables.html?edition=tcm%3A77-301417#tab-Employment-tables

Small firms responsible for four in five jobs created in the past three yearsCommenting on a new IPPR report, which finds 84% of jobs created between the beginning of 2010 and 2013 were in small or medium sized businesses, Neil Eames, Development Manager for the FSB Wessex Region, said:

‘We hear a lot about how small businesses are the engine of the economy and this research confirms this. Micro and small businesses have by far and away been the biggest job creators since the recession. Because of their innate flexibility, they also lead the way in providing a route back into work for the unemployed, with 9 in 10 unemployed people either finding work in a small firm or starting their own firm. This report also shows the world of work is changing with self-employment, part-time and temporary work growing since the recession. This not only highlights the flexibility and dynamism of the private sector, but the pressures facing employers when it comes to hiring and retaining staff.’

Construction revival fuels jobs The private housing and private commercial sectors are driving a construction industry revival in the south west, although skills shortages threaten the pace of recovery, according to the latest RICS Construction Market Survey for Q1 2014.

40% of respondents in the south west believing there are insufficient numbers of Quantity Surveyors currently available to meet rising supply demands for these skilled workers.

Despite this, the continuing recovery in output in the sector across the UK will see further job gains with respondents forecasting a 3% year on year growth in the employment footprint – an additional 62,000 new employees being recruited into the construction industry.

more chinese visitors to come to Dorset and HampshireReach Into China, a consultancy which helps its clients market to incoming Chinese tourists, is helping visitor attractions in Dorset and Hampshire benefit from the new wave of high spending visitors from China.

The UK is likely to see a significant increase in high spending Chinese tourists as a result of VisitBritain’s ‘GREAT China Welcome’ campaign. In 2013 there were over 200,000 Chinese visitors - VisitBritain believes this figure will reach 650,000 by 2020, spending an annual £1.1bn.

Reach Into China’s Director Paul Hensby says this presents a big opportunity to the area’s hospitality companies, but only if they know how to attract the Chinese.

‘Dorset and Hampshire, with its lovely countryside, varied coastline, magnificent country houses, beautiful gardens, country restaurants, cultural attractions, picturesque villages and historic towns, will appeal to the Chinese visitors. However, these attractions have to market themselves to the Chinese, which is where Reach Into China can help.’

Reach Into China’s services include Mandarin translations of marketing material and visitor information, Mandarin-speaking temporary staff, China-facing online presence, staff training, access to UnionPay point of sale

payment facilities and creating and implementing social media strategies within China.

Catharine Che who advises Reach Into China on Chinese cultural values and customer behaviour, says, ‘The Chinese are proud of their long history, culture and current position as the predominant world economic power. They are now encouraged to go abroad to demonstrate their wealth and influence. But they quickly become disappointed if information isn’t available in Mandarin, if Mandarin-speaking staff are not on hand to assist them and if their specific requirements are not understood.

‘Businesses wanting to sell to the Chinese should also accept UnionPay card at point of sale. Every Chinese visitor will have a UnionPay card. The Chinese love shopping, and the typical Chinese visitor to the UK spends more than three times the average of other visitors. So if you want to increase your sales by attracting Chinese visitors, you should provide Chinese-friendly services whether you run a country pub or a stately home.

‘If readers have a favourite local venue that could benefit by attracting high spending Chinese customers, they should ask the manager to visit the Reach Into China website and see how the company can help.’l www.reachintochina.com

Work starts on £2.3m science block

Students and lecturers at Kingston Maurward College in Dorchester joined employees from Kier for a ground-breaking ceremony to mark the start of construction work.

Work has started on a new £2.3m science block for a Dorchester college, thanks to public sector construction procurement specialists Scape and contractor Kier.

The project will see the construction of a new Animal Sciences Centre at Kingston Maurward College to further boost its teaching and learning facilities.

The scheme will deliver five classrooms, an ICT suite, areas for dog grooming, small mammals, reptiles and amphibians, together with a specialist aquatic teaching area. Additional staff rooms, offices and welfare facilities will also be provided in the new block.

The project is being delivered through Scape’s procurement route which saves its clients time and money as they do not need to go through a lengthy and costly tender process as this has already been done on their behalf. On average, clients save £140,000 for every £1m of services procured.

Work on the project is being carried out by Scape framework partner, Kier. The project is due to be completed in late October, 2014.

UKTI SOUTH WEST TO LEAD CHINA MARKET VISITHot on the heels of Export Week, UK Trade and Investment (UKTI) South West has announced a number of overseas market visits to help unlock international opportunities for small and medium sized businesses across the region.

This year’s visits include the valuable market of China, which takes place on 20th-27th September.

It’s great to have a plan and it’s great when all the ingredients come together, whether it’s baking a cake, a marriage or turning a cluster of sterile open surface car parks into high rise work/living developments bringing new life to town centres.

That vital bridge will bring new visitors, that new road will speed business to your office, and more residents in the heart of a town or city will bring a new local civic pride and captive audience for shops, bars, restaurants and source accessible staff who are never late for work – like fireman who live ‘above the shop’.

After five tough years of financial uncertainty, those who snooze, lose.

A ‘plan’ is essential and whomsoever wasted those five years waiting for the glass to be half-full again are already too late.

Shaping our environment to facilitate our future needs is a pre-requisite of those who sit on planning boards but it is also their responsibility to create the right environment to attract investment which sees our skyline changing;

make better use of the 93m miles between our planet and that bright yellow thing that appears in the sky from time to time...

In our history, town centres have been reshaped by extreme prejudice or mistaken brutalist structures that failed in purpose, delivery and aesthetics. Somehow, the Romans used concrete to lasting advantage but sadly the concrete of the swinging sixties saw the swinging wrecking balls of the eighties.

Whether it’s steel and glass, shiny green bricks in a whirl of design, flats for future academics and, yes, even reconfigured car parks of cunning honeycomb or subterranean construction, building is all about looking up!

the driving force

Road test: suzuki SX4 S-Cross By Tim Saunders

First impressions matter. In business it is that care and attention to appearance, dress and general conduct that

makes a lasting impression. The same can be applied to vehicles and that’s

where Suzuki scores highly. From that first moment of opening the door and sitting in the driver’s seat I feel at home in the SX4 S-Cross. Bear in mind that I drive a lot of cars and yet Suzukis always stands out because they are all comfortable.

I test the Suzuki during the worst weather for 100 years. At one point over 100,000 homes are without power and some unfortunate residents in Somerset have been without power since Christmas. Flooding is encountered on almost every route but my Japanese friend with its raised ride height is ideal in such situations. High winds and water logged roads ensure that it is nigh on impossible to exceed 60mph. Those gusting high winds do buffet the Suzuki but it feels confident enough. It is quite sluggish though especially on start up and so it is pleasing to find that it is equipped with a sport mode that really does liven things up. In fact it remains on this mode for most of the test because I find it gives it the oomph that I require. Interestingly it doesn’t affect fuel economy that much either with the vehicle still returning over 40mpg, which I’m quite impressed with considering it’s a 1.6-litre petrol. When the conditions become too slippery it is easy to turn the centre mounted dial to snow and mud mode, which is also extremely useful during the test. Some of the routes that I am most familiar with have been closed due to the floods and workmen try hard to remedy the situation. All this talk of climate change being the problem and Queen Victoria reported similar circumstances in her diary many years ago. Whatever the reason, you’re grateful to be driving the SX4 S-Cross. The raised ride height, the permanent 4WD and the powerful

windscreen wipers and washers make driving in these challenging conditions enjoyable rather than a chore.

My two girls in the back quickly fall asleep and my wife Caroline finds her heated front seat comfortable. ‘I like the lemon fragrance to the windscreen wash,’ she says, adding that sometimes it can be very overpowering requiring the windows to be wound down.

The large glass panoramic roof makes the cabin feel light and airy and on just one of the days of the test the sun actually appears bringing the glass roof really into its own. I like the fact that the front part also has a tilting sunroof function. For me the driver’s seat could offer a little more lumbar support but the black leather seats are hardwearing and easy to clean, which is ideal when my two daughters are involved.

Externally it’s a good looking vehicle with quite a striking front thanks to its bumper as you can see in the video at testdrives.biz. The black alloys are a neat touch, too. I like the power folding wing mirrors, which are always a welcome addition especially when parking on busy roadsides.

We travel in the S-Cross to the funeral of Alison Fleuret, a dear friend, who died suddenly, leaving behind her husband and two young children. It is an absolutely devastating time but the satellite navigation makes the ordeal of going to this new destination easier and I must say that this sat nav system is the easiest one I have come across. It’s simply a matter of tapping in the postcode and pressing ‘Go’ and a female voice talks you through the route. My only complaint is that the touch screen is far too sensitive for my thick fingers! The other problem is that the system doesn’t allow you to operate it while driving. It would be handy if there was a function to allow a passenger to operate it while the vehicle is being driven. On our return home we do notice that the steamed up windows take a long time to demist and that is with the blowers on full.

A little boy who needs over £66,000 for an operation has received £3,500 from the BC Club – a group of businessmen from Bournemouth and surrounding areas.

Elliot Gower, aged six, has cerebral palsy and severe Haemophilia A and the operation is potentially life-changing. The Selective Dorsal Rhizotomy is a huge spinal procedure which aims to give him much more freedom of movement, so he will be able to do more of the things his friends can.

Elliot, who lives in Southbourne, Bournemouth, with his parents, Morwenna and James, and siblings Lucas and Jocelyn, is already undergoing ‘pre-hab’ in preparation for the operation at Great Ormond Street Hospital. But he needs to raise a total of £66,300 and when the BC Club heard about his situation they raised their contribution at one of their regular events.

The club was founded by businessmen from the Bournemouth, Poole and Southampton areas to get together, enjoy themselves and raise money for charity. The money raised for ‘Operation Elliot’ was boosted by £875 in gift aid.

It was the club’s first get-together of 2014 and the money was collected by donations, games and fines. There was also a donation from the Print Rooms in Bournemouth where the event was held.

£1m boost to Dorset economy

Finland’s Jukka Korhonen and Marko Salminen, winners of the MSA 2013 British Rally Championship title, Rallye Sunseeker 2013

A report by students at Bournemouth University’s Centre for Event and Sport Research has shown the economic benefit of hosting the final stages of the MSA British and Historic Rally Championships in Dorset.

Based on research conducted during face to face interviews at the 2013 Rallye Sunseeker, the report outlines an overall benefit to Dorset from spectators, competitors and activities of £1.2m.

With 20,000 spectators over the two days spending in the region of £614,000 and the 1,784 attendees officials/competitors spending of £516,000, on accommodation, food and transport. Since 2012 Poole has hosted the starting ceremony and prize giving presentations, with stages of the race taking place at locations around Dorset.

The successful rally, sponsored for the last 15 years by Sunseeker, is scheduled to take place 17th-18th October. Renamed Rallye Dorset, it will see the final round of the MSA British Historic Rally Championship and MSA British Rally Championship take place. 2013 saw many visitors from Scandinavia who cheered on Finland’s Jukka Korhonen and Marko Salminen, winners of the MSA 2013 British Rally Championship title.

Local firms create new Connaught Windows vehiclesHorton Commercial Vehicles has completed the bespoke bodies for two new Isuzu trucks commissioned by the busy Connaught Windows that manufacture products from its Wallisdown factory.

The trucks were purchased from Ferndown Commercials; the images for the side curtains were created and managed by Verwood-based Summerhouse, and the final assembly and alterations were completed by Horton Commercials.

The UK Coach Awards presented by BBC Presenter Carol Kirkwood were held at the Mercure Piccadilly Hotel in Manchester on Thursday 10th April 2014.

Excelsior Coaches was one of a number of Coach Marque accredited and Guild of Coach Operators to receive a much converted award, winning the category of Medium Size Operator for the third consecutive year.

Foreign truck firms to pay for UK roadsThe HGV Road User Levy came into force on 1st April ensuring that foreign hauliers are charged to use UK roads.

UK truck drivers working in Europe currently pay tolls and levies when delivering goods abroad. But foreign trucks operating in the UK have not been required to make a similar payment.

The HGV Road User Levy introduces a charge that ensures British hauliers are better able to compete with their foreign counterparts.
