FOREWORD The Zamboanga City State Polytechnic College (ZCSPC) has come a long way since it was established by Dr. Najeev Saleeby in 1905. Graduates, who are now well-placed in leading agencies and industries here and abroad, are testimonies of the school’s adherence to quality and relevant technical and technological education anchored on the profound values of its founders and first teachers, values that have been tested and strengthened through the years. The school administrators, past and present, faithfully implement certain standards in governance, in instruction as well as in research and extension that serve the school well and help it move forward with dignity and pride. It is, therefore, only fitting, that the school codifies these policies, standards, systems and procedures for the guidance of present and future officials, employees, students and other stakeholders of the institution. To keep abreast with the fast-changing world of the industry and the academe, innovations have been introduced which are reflected in this document. But the underlying guiding principle of faithfulness to quality technological education remains to be at its core, making students and technology flourish side by side. This College Code, therefore, is a tribute to the men and women who have gone ahead of us and from whom we have inherited so many noble things that make us stand tall. The Zamboanga City State Polytechnic College (ZCSPC) has come a long way since it

was established by Dr. Najeev Saleeby in 1905.

Graduates, who are now well-placed in leading agencies and industries here and abroad,

are testimonies of the school’s adherence to quality and relevant technical and

technological education anchored on the profound values of its founders and first

teachers, values that have been tested and strengthened through the years.

INTRODUCTION

This College Code, the first ever produced by the Zamboanga City State

Polytechnic College (ZCSPC) since its inception in 1905, sets the general policies,

guidelines and protocols to ensure the smooth, efficient and effective operation of

the institution along the line of its four-fold mandate: instruction, research

extension and production, and in consonance with existing pertinent laws, rules

and regulations.

The Preliminary Provisions include the College vision, mission, goals and objectives

which set the direction for the growth and development of the institution; and the

College logo and color - emblems that speak of what the College is at its core.

Book I is on Governmental and Administrative Affairs. It encompasses matters

pertaining to composition and functions of the governing body, departments,

units and committees; qualifications and conditions for employment; and financial

administration. It takes cognizance of pertinent provisions in RA No. 9142

including related issuances promulgated by the Commission on Higher Education

(CHED), Civil Service Commission (CSC), Department of Budget and Management

(DBM), Commission on Audit (COA) and other relevant agencies.

Book II provides guidelines for academic matters such as the academic calendar

and classes, admission and registration of students, and the grading system, as the

school strives to promote instruction that is at par with global demands.

Book III is on the matter of providing assistance and services to students for their

holistic growth and development that necessitates their blossoming, not only in

academics, but also in athletics, leadership and other personal skills, the arts and

other areas that unleash their talents and creativity. This section of the Code

likewise institutionalizes the granting of scholarships to financially-challenged but

deserving students. Necessarily, this section also includes student discipline.

PRELIMINARY TITLE GENERAL PROVISIONS

Section 1. Legal Basis

The Zamboanga City Polytechnic College was converted into a state college on

July 20, 1001 by virtue of RA No. 9142 as explicitly provided for in the following

sections of said law:

“Section 1. The Zamboanga City Polytechnic College in

the City of Zamboanga is hereby converted into a State

College to be known as the Zamboanga City State Polytechnic

College, hereinafter referred to as the College.”

“Section 2. The College shall primarily provide

advanced instruction and professional training in science and

technology, and other related fields, undertake research and

extension services, and provide progressive leadership in these

areas.”

“Section 3. The College shall offer undergraduate,

graduate and short-term technical courses within its areas of

specialization and according to its capabilities, as the Board of

Trustees may deem necessary to carry out its objectives,

particularly in order to meet the needs of the province and the

region.”

Section 2. Mandate

In the light of the above provisions of RA No. 9142, the Zamboanga City State

Polytechnic College adheres to its being a “Specialized College” that provides

advanced instruction and professional training in science and technology and

other related fields, undertake research and extension services, and provide

progressive leadership in these areas guided by the following vision, mission,

goals, objectives and core values:

Vision:

The Zamboanga City State Polytechnic College as the leading

provider of globally-competitive human resources who excel in

their fields of specialization.

Mission:

Provide effective and efficient services through advanced

technological studies and researches for the empowerment of the

nation’s human resources.

Goals and Objectives:

Goal 1 – Quality and Excellence

Provide quality advanced technology and maritime education, trade-

technical education, technical teacher education, engineering,

researches, and other related fields in the service area that excel

based on standards set by CHED and in accordance with global

trends on quality and excellence.

Objectives:

a. Develop a professionally competitive College environment

that continually upgrades the quality of teachers by

implementing an effective faculty development program that

includes raising awareness to the significance of research;

b. Objectively implement policies, rules and regulations on the

selection, admission and retention of students as stipulated in

CHED Memorandum Orders and Circulars and as stipulated in

this Code;

c. Attain the highest possible performance by graduates in all

licensure examinations;

d. Continuously improve school’s physical plant and facilities

through continuous acquisition of state-of-the-art equipment,

machineries and facilities based on latest trends in

technological modernization;

e. Strengthen all curricular programs through accreditation and

continuous revision to help meet national and regional

development goals, satisfy the demands of industries, and be

at par with global standards.

Goal 2 – Relevance and Responsiveness

Maintain a dynamic posture of curricular offerings to ensure the

quality of technology and maritime education, trade-technical

education, technical teacher education, engineering, researches, and

other related fields pursuant to the demands of labor, the service

sector and industries, and venture towards discovery, inventions and

innovations along local, domestic and global trends and demands.

Objectives:

a. Regularly monitor the local, domestic and global demands of

industries and the service sector as well as trends in a fast

changing technological environment;

b. As the need arises, revise the courses syllabi and instructors’

guides and regularly upgrade all instructional facilities according

domestic and global trends.

c. Conduct meaningful researches/feasibility studies based on the

College’s research agenda that are supportive of regional and

national development goals and in line with international

standards.

d. Improve the placement services of the College;

e. Expand and make the College’s extension services more

meaningful through significant extension programs that will

improve the life of the people in communities.

Goal 3 – Access and Equity

Widen access to quality advanced technology and maritime

education, trade-technical education, technical teacher education,

engineering, researches, and other related fields to more people in

the College’s service area.

Objectives:

a. Adopt and implement at proper time the socialized scheme (as

provided in RA 9142) of tuition and school fees for greater access

by poor but deserving students in any curricular program of the

College;

b. Develop measures to increase scholarship grants to deserving

students in the service area of the College;

c. Conduct extension services in technology, maritime trade-

technical skills development and other related fields for out-of-

school youths and adults;

d. Attain a more developed research capability to improve methods

and techniques in imparting knowledge and skills to the College

clientele.

Goal 4 – Efficiency and Effectiveness

Establish priorities in the delivery of advanced technology and

maritime education, trade-technical education, technical teacher

education, engineering, researches, and other related fields to

optimize the utilization of available resources of the College.

Objectives:

a. Acquire, maintain, and upgrade instructional facilities for the

efficient and effective delivery of instruction;

b. Provide more funding support for the mandated functions of the

SUCs;

c. Regularly monitor the domestic and global manpower demand

and development needs for proper adjustments in the skills

development process.

Section 3. The College Seal

The GEAR symbolizes the vocational/technical institution that ZCSPC is, as well as

the industries it links with in order to fulfill it vision, mission and goals.

The PYRAMID depicts the school’s workforce – management and skilled workers -

as base.

enlightens and opens the minds of its students to what is true, good and

The SEA LION signifies maritime education, a flagship course of the College, and

its world class graduates.

The MULTI-COLORED SAIL depicts the cultural diversity of the people whom the

College serves.

The SUNRAYS speak of ZCSPC as a science and institution of higher learning.

Section 4. The College Color

The official color of the Zamboanga City State Polytechnic College shall be maroon

and yellow.

TITLE ONE GOVERNACE AND ADMINISTRATION

OF THE COLLEGE

CHAPTER 1

BOARD OF TRUSTEES

Section 1. General Powers

Article 1. As provided for in Section 5 of RA 9142 the governance of the State

College shall be vested on the Board of Trustees (BOT), to be referred to as the

Board.

Section 2. Membership and Officers

Article 2. As further provided for in Section 5, RA 9142, the Board shall be

composed of the following:

a. The chairman of the Commission on Higher Education (CHED),

chair;

b. The president of the College, vice chair;

c. The chairman of the Committee on Education, Arts and Culture of

the Senate, member;

d. The chairperson of the Committee on Higher and Technical

Education of the House of Representatives, member;

e. The regional director of the National Economic and Development

Authority (NEDA), member;

f. The regional director of the Department of Science and

Technology (DOST), member;

g. The president of the faculty association of the College, member;

h. The president of the alumni association of the College, member;

and

i. Two (2) prominent citizens who have distinguished themselves in

their professions relative to the fields of specialization of the

College, chosen from among a list of five (5) qualified persons in

the City of Zamboanga or the Province of Zamboanga del Sur; as

recommended by the search committee constituted by the

College president, in consultation with the chairman of the CHED,

based on the normal standards and qualifications for the position,

member.

j. The term of office of the president of the faculty association, the

president of the student council and the president of the alumni

association shall be coterminous with their respective terms of

office.

k. The two prominent citizens shall serve for a term of two (2) years

each.

Section 3. The Chair

Article 3. The Chairperson of the CHED shall preside over all meetings of the BOT.

In the absence of the Chairperson of the CHED, a Commissioner of the CHED, duly

designated by him/her, shall represent him/her in the meeting with all the rights

and responsibilities of a regular member: Provided, however, that in the said

meeting, the president of the College as vice chairperson shall be the presiding

officer: Provided, further, That the preceding provision notwithstanding, the

Chairperson of the CHED is hereby authorized to designate a CHED Commissioner

as the regular chair of the Board, in which case said commissioner shall act as the

presiding officer.

Section 4. The Committees

Article 4. The Board of Trustees may create such committee, standing or special, as

it may deem necessary or convenient for the proper performance of its functions.

Unless otherwise provided, the functions of the committee shall be defined by the

Board.

Section 5. Meetings and Quorum

Article 5. As stated in Section 8 of RA 9142, The Board of Trustees shall regularly

convene at least once every quarter. However, the chairperson of the Board of

Trustees, upon three (3) days prior written notice, may call a special meeting

wherever necessary.

Article 6. A quorum of the Board shall consist of majority of all members holding

office at the time of the meeting: Provided, however, That the chairperson of the

CHED, who is the chairperson of the Board or the president of the College, is

among those present in the meeting.

Article 7. The members of the Board shall not receive any salary but shall be

entitled to reimbursements for actual and necessary expenses incurred, either in

their attendance to the meetings of the Board or in connection with other official

business authorized by resolution of the Board, subject to existing pertinent laws

and regulations.

Section 6. Powers and Duties

Article 8. Section 7 of RA 9142 provides that the Board shall have the following

specific powers and duties in addition to the general powers granted to a board of

directors of a corporation under existing laws, to wit:

a. Enact rules and regulations not contrary to law as may be

necessary to carry out the purpose and functions of the College;

b. Receive and appropriate all sums as may be provided, for the

support of the College in the manner it may determine, in its

discretion, to carry out the powers and functions of the College;

c. Receive in trust legacies, gifts and donations of real and personal

properties of all kinds and to administer and dispose the same

when necessary for the benefit of the College and subject to the

limitations, directions and instructions of the donor, if any. Such

donations shall be exempt from the donor’s tax and the same

shall be considered as allowable deductions from the gross

income in the computation of the income tax of the donor, in

accordance with the provisions of the National Internal Revenue

Code, as amended: Provided, that such donation shall not be

disposed, transferred or sold;

d. Fix the tuition fees and other necessary school charges, such as

but not limited to, matriculation fees, graduation fees and

laboratory fees, as the Board may deem proper to impose, after

due consultations with the involved sectors.

Such fees and charges, including government subsidies and other

income generated by the College, shall constitute special trust

funds and shall be deposited in any authorized government

depository bank, and all interests that shall accrue there from

shall form part of the same funds for the use of the College.

Any provision of existing laws, rules and regulations to the

contrary notwithstanding, any income generated by the College

from tuition fees and other charges, as well as from the operation

of auxiliary services and land grants, shall be retained by the

College, and may be disbursed by the Board for instruction,

research, extension, or other programs/projects of the College;

Provided, That all fiduciary fees shall be disbursed for the specific

purpose for which they are collected.

If, for reason beyond its control, the College shall not be able to

pursue any project for which funds have been appropriated and

allocated under its approved program of expenditures, the Board

may authorize the use of said funds for any reasonable purpose

which, in its discretion, may be necessary and urgent for the

attainment of the objectives and goals of the College;

d. Adopt and implement a socialized scheme of tuition and school

fees for greater access to poor but deserving students;

e. Authorize the construction or repair of its buildings, machinery,

equipment and other facilities and the purchase and acquisition

of real and personal properties, including necessary supplies and

materials and equipment. Purchases and other transactions

entered into by the College through the Board of Trustees shall

be exempt from all taxes and duties;

f. Appoint, upon recommendation of the president of the College,

vice presidents, deans, directors, heads of departments and

faculty members and other officials and employees of the

College;

g. Fix and adjust salaries of faculty members and administrative

officials and employees subject to the provisions of the Revised

Compensation and Position Classification System and other

pertinent budget and compensation laws as it may deem proper;

grant them, at its discretion, leaves of absence under such

regulations as it may promulgate, any provisions of existing laws

to the contrary notwithstanding; and to remove them for cause in

accordance with the requirements of due process of law;

h. Approve the curricula, institutional programs and rules of

discipline drawn by the administrative and academic councils as

herein provided;

i. Set policies on admission and graduation of students;

j. Award honorary degrees upon persons in recognition of

outstanding contribution in the field of education, science and

technology or any field of specialization within the academic

competence of the College and to authorize the awarding of

certificate of completion for non-degree and non-traditional

courses;

k. Establish, within the City of Zamboanga, branches, centers,

stations, etc., in coordination with the CHED and in consultation

with the Department of Budget and Management (DBM), and to

offer therein programs or courses that will help promote and

carry out equal access to educational opportunities mandated by

the Constitution;

l. Establish, within the City of Zamboanga, research and extension

centers of the College where such will promote the development

of the latter;

m. Establish chairs in the College to provide fellowships for qualified

faculty members and scholarships to deserving students;

n. Delegate any of its powers and duties provided for hereinabove

to the president and/or other officials of the College as it may

deem appropriate, so as to expedite the administration of the

affairs of the College;

p. Authorize an external management audit of the institution, to be

financed by the CHED and institute reforms, including academic

and structural changes, on the basis of audit results and

recommendations;

q. Enter into joint ventures with business and industry for the

profitable development and management of the economic assets

of the College, the proceeds from which shall be used for the

development and strengthening of the same;

r. Develop consortia and other forms of linkages with local

government units, institutions and agencies, public or private,

local or foreign, in furtherance of the purpose and objectives of

the College;

s. Develop academic arrangements for institution capability building

with appropriate institutions and agencies, public or private, local

or foreign, and to appoint experts/specialists as consultants, or

visiting or exchange professors, scholars, researchers, as the case

may be;

t. Set up the adoption of modern and innovative modes of

transmitting knowledge such as the use of information

technology, the dual system, open learning, community

laboratory, etc., for the promotion of greater access to higher

education;

u. Establish policy guidelines and procedures for participative

decision-making and transparency within the College;

v. Privatize, where most advantageous to the College, management

and non-academic services such as health, food, building,

grounds or property maintenance and similar other activities; and

w. Extend the term of the president of the College beyond the age

of retirement but not later than the age of seventy (70), whose

performance has been unanimously rated as outstanding and

upon unanimous recommendation by the search committee for

the president of the College.

Section 7. The Board Secretary

Article 9. The Board shall appoint a secretary who shall serve as such for both the

Board and the College and shall keep all records and proceedings of the Board.

He/she shall communicate to each member of the Board notice of meetings.

CHAPTER 2

THE COLLEGE ACADEMIC COUNCIL

Section 1. Composition

Article 10. Section 11 of RA 9142 provides that there shall be an Academic Council

(ACCO) with the President of the College as chairperson and all the members of

the instructional staff with the rank of not lower than assistant professor as

members.

Section 2. Powers and Functions of ACCO

Article 11. The ACCO shall have the following powers and functions:

a. Prescribe the curricular offerings subject to the approval of the

Board;

b. Fix the requirements for admission to the College, as well as for

graduation and the conferring of degrees, subject to review

and/or approval by the Board through the President of the

College;

c. Exercise disciplinary power over the students and formulate

academic policies and rules and regulations on discipline. Such

policies, rules and regulations shall be approved by the Board.

Section 3. Officers

Article 12. The President of the College shall be the Presiding Officer of the

Academic Council. In his/her absence, the Vice President for Academic Affairs shall

preside and in the absence of both, any other Vice Presidents in the order of

seniority.

Article 13. The Board Secretary shall be the ex-officio Secretary of the ACCO. It

shall be his/her duty to issue notice of meetings, to keep the minutes of its

proceedings, and provide a copy of such minutes to each member of the council

whenever necessary. He/she shall also forward to each member of the Council a

copy of the order of business of every regular meeting at least three (3) days in

advance.

Section 4. Meetings

Article 14. The Academic Council shall have three (3) regular meetings - at the

start of the academic year, at the end of each semester and before the end of the

school year. The President may call a special meeting upon the request of at least

one-fifth (1/5) of the members of the Council or whenever the President deems

necessary.

Article 15. A quorum of the Academic Council shall consist of a simple majority of

the members.

Section 5. Committee

Article 16. The Academic Council shall create such committee, standing or special,

as it may deem necessary for the speedy disposition of its functions. The College

President shall be an ex-officio member of every standing or special committee of

the Council.

Article 17. The Academic Council shall create a five-member Academic Planning

Committee from among its members, the functions of which are as follows:

a. Formulate, review and analyze the statement of vision, mission,

goals and objectives of the College;

c. Evaluate and make recommendations on faculty recruitment,

scholarships, fellowships, foreign travel and commissioned faculty

research in accordance with Civil Service rules and other related

laws; and

d. Address problems on faculty evaluation and ranking system in

accordance with NBC 461.

CHAPTER 3

THE COLLEGE ADMINISTRATIVE COUNCIL

Section 1. Composition

Article 18. Section 10 of RA 9142 provides that, there shall be an Administrative

Council (ADCO) consisting of the President of the College as chairperson, the vice

president(s), deans, directors, and other officials of equal rank as members.

Section 2. Powers and functions of ADCO

Article 19. The ADCO shall have the following powers and functions:

a. Review and recommend to the Governing Board, appropriate

policies relative to the administration, management and

development of the college;

b. Assist the President in implementing policies approved by the

Board; and

c. Act as an advisory staff in matters of College administration when

the President seeks its advice.

Section 3. Officers

Article 20. The President of the College shall be the presiding officer of the ADCO.

In his/her absence, he/she may designate any of the Vice Presidents to preside in

the ADCO meeting.

Section 4. Meetings

Article 21. The College Board Secretary shall be the ex-officio secretary of the

council.

Article 22. The Administrative Council shall have two (2) regular meetings – at the

beginning of academic year and at the end of it. The President may call a special

meeting upon the request of at least one-fifth of the members of the Council or

whenever the President deems necessary.

Article 23. A quorum of the Administrative Council shall consist of a simple

majority of the members.

Section 5. Committee

Article 24. The Administrative Council shall create such committee, standing or

special, as it may deem necessary for the speedy disposition of its functions. The

College President shall be an ex-officio member of every standing or special

committee of the Council.

Article 25. The Administrative Council shall create a Financial Planning Committee

to assist the College President in the financial management of the College. It shall

be headed by the Vice President for Administration and Finance as Chairperson,

with the Vice President for Research and Extension, Vice President for Academic

Affairs, the Director for Budget and Finance and the College/Board Secretary as

members. The Financial Planning Committee shall perform the following specific

duties:

a. Advise and assist the College President in formulating the

financial plan of the College;

b. Develop and evolve financial projections based on the long-range

plan of the College;

c. Formulate premises and guidelines based on the approved

financial projections and the objectives and priorities as

contained in the plan;

d. Review annually the long-range physical and financial plan and

propose changes whenever necessary;

e. Conduct budget hearings and allocate the programmed amount

to various sectors of the College.

CHAPTER 4

OFFICERS AND ADMINISTRATION

Article 26. The Officers of the College shall be the President, the Vice President for

Academic Affairs, the Vice President for Administration and Finance, the Vice

President for Research and Extension, the College/Board Secretary, the College

Registrar and other officials of the College as the Board of Trustees may deem

necessary in the interest and exigency of public service.

Section 1. The College President

Article 27. The leadership of the College is vested in the President who shall be the

Chief Executive Officer of the College. He/she exercises general supervision and

control over all officials and employees in the performance of their functions;

Article 28. Section 9, of RA 9142 provides that, the College shall be headed by a

President who shall render full-time service. He/she shall be appointed by the

Board upon the recommendation of a duly constituted search committee. He/she

shall hold office for a term of four (4) years, extendible only for another four (4)

years.

Article 29. In case of vacancy in the office of the president by reason of death,

compulsory retirement, resignation, removal for cause or incapacity of the

president to perform the functions of his/her office, the Board shall have the

authority to designate an Officer-In-Charge of the College pending the

appointment of a new president.

Article 30. In case of vacancy of the office of the president, his/her successor shall

hold office for the un-expired term: Provided, that if such un-expired term is more

than two (2) years, then such shall be considered as one full term for the successor.

Article 31. The powers and duties of the President of the College, in addition to

those specifically provided in RA 9142, shall be those delegated by the Board and

those usually pertaining to the office of the President of similar colleges.

Article 32. General powers of the College President. The President shall:

a. have general supervision and control of all business and financial

operations of the College;

b. carry out the general policies laid down by the Board of Trustees

and shall have the power to act within the bounds of said general

policies. He/she shall direct or assign details for executive action

unless he/she otherwise delegates said power in writing;

c. be responsible in determining and preparing the agenda of all

meetings of the Board of Trustees in close coordination with the

Board Secretary: Provided, that items for inclusion in the Board

agenda shall be subject to previous consultations with the

College Academic Council when these are about academic

programs and policies and with the Administrative Council in

matters relating to administrative concerns and policies;

d. preside at commencement and other public exercises of the

College and confer such degrees and honors as are granted by

the Board of Trustees. All College diplomas and certificates issued

by the College shall be signed by him/her;

e. be the official medium of communication between the teaching

force, employees and students of the College on one hand and

the Board of Trustees on the other;

f. have the power or authority to cancel, after due hearing, a

permission or an authorization given to any person to engage in

any work or activity within any campuses of the College if such is

used by the person to arouse disloyalty to the Republic of the

Philippines or to discourage students from attending the College,

or to create, by overt act, disturbances or dissension among

students, faculty members, or employees, or to interfere directly

or indirectly with the discipline of the College. The President shall

thereafter prohibit him/her permanently from staying or

remaining in the campus. The President shall inform the Board of

Trustees of his/her action and the Board may take any action that

it may deem appropriate in connection therewith;

g. exercise such other powers and duties conferred upon him/her by

law or resolutions of the Board, in addition to these specifically

provided in this Code, which are usually pertaining to the Office

of the College President.

Article 33. Specific powers of the College President. The President shall:

a. recommend the approval of the application for retirement of

members of the faculty and other personnel;

b. grant or deny the extension of fellowships or scholarships for a

period not beyond one academic year if the budget permits, and

for reasons he/she may deem satisfactory;

c. have the authority to appoint Job Order workers, workers under

contract of service, student laborers and student assistants for a

period not exceeding six months in each case subject to

availability of funds;

d. have the authority to transfer the faculty members and

employees from one department or unit of the College to

another;

e. have the authority to grant permission for members of the faculty

to accept training grants, fellowships, assistantships, scholarships

or invitations to conferences sponsored by outside agencies or

organizations;

f. have the authority to grant temporary assignment of College

carrier vehicles to specific officials of the administration; and

g. recommend the approval of applications/requests for permission

to study by faculty members and employees who are on regular

plantilla.

Article 34. The President may be delegated by the Board the authority to enter into

and execute the following contracts with the duty to report the same to the Board

during the meeting immediately succeeding the execution thereof:

a. Donations of money, real or personal property in favor of the

College without any onerous consideration or expenditures;

b. Contracts for the reproduction, publication and distribution of

literary properties of the College;

Article 35. In addition to the powers and functions previously delegated by the

Board, the President may also be delegated to:

a. negotiate and sign contracts for the undertaking of research

projects;

b. make purchases of equipment and machineries subject to Bids

and Awards procedures and to government accounting and

auditing rules and regulations;

c. approve or disapprove leave applications of administrative

officials, personnel and faculty from the rank of Assistant

Professor and up;

d. approve or disapprove requests of deans, department and section

heads, and faculty members for part-time practice of profession

outside office hours;

e. accept resignations;

f. recommend to the Board sabbatical leave assignments; and

g. designate any member of the faculty or administrative personnel

in an acting capacity, or any officer-in-charge for any positions

without additional compensation except the honorarium attached

to said position and report the same to the Board.

Article 36. Prepare annual report of the previous year and submit to the Board of

Trustees;

Article 37. He/she shall have general responsibility for the enforcement of

discipline in the College and continuous improvement of satisfactory academic

standards in all its units;

Article 38. The President or the one whom he/she authorizes, may invite from time

to time scholars of eminence and other persons who have achieved distinctions in

some learned profession or career to deliver a lecture or a series thereof and for

this purpose authorize honoraria for such service subject to accounting and

auditing rules and regulations;

Article 39. The President is authorized, in case of his/her absence of not more than

thirty days, to designate a ranking official of the administration to act as Officer-In-

Charge of the Office of the President who shall carry out the normal operations of

College affairs except policy matters, in the name of the President, subject to the

instruction and the policies of the Board;

Article 40. The President may delegate in writing any of his/her routinary functions

to any office.

Section 2. The College Vice Presidents

Article 41. The Board of Trustees shall provide for the creation of offices of the Vice

Presidents under the direct supervision of the Office of the President who shall

assist the President in the effective management and efficient administration of the

College. Unless otherwise provided by law or by the Board of Trustees, there is

hereby created the Office of the Vice President for Academic Affairs, Office of the

Vice President for Administration and Finance, and the Office of the Vice President

for Research and Extension.

Section 3. Vice President for Academic Affairs

Article 42. Powers and Duties. The VPAA shall have the following duties and

responsibilities:

a. adopt and develop the academic programs of the College;

b. study, develop and revise the curricula of the different units of

the College; and conduct periodic academic program reviews for

the improvement of instruction in collaboration with the

deans/directors of the various departments of the College;

c. promote and maintain the academic tone and standard of

technological programs of the College;

d. be the Chief Executive Officer of the President with respect to the

implementation of academic policies and programs of the

College;

e. submit to the President within thirty days before the end of each

fiscal year, a detailed report setting forth the progress, conditions

and needs of the academic sector of the College;

f. supervise the curricular and instructional activities in the College

in so far as academic programs and policies are concerned;

g. chair the Personnel Selection Board, Level II for the recruitment of

faculty and academic staff and other faculty personnel actions;

h. act as Vice-Chair in the Academic Council of the College;

i. perform other functions as may be requested or required by the

position.

Article 43. In addition to the afore-enumerated powers for expeditious and sound

administration, and until and unless withdrawn by the President or the Board of

Trustees, the following functions and authorities of the President are hereby

delegated to the Vice President for Academic Affairs who shall approve:

a. the teaching load of faculty members in compliance to the

College Policy on Office Hours and Faculty Workload;

b. the cross-registration permits of the students;

c. On-The-Job / Apprenticeship Training permits of the students;

and

d. all other academic related activities.

Section 4. Vice President for Administration and Finance

Article 44. Powers and Duties. The Vice President for Administration and Finance

shall primarily be responsible for the administrative and fiscal management of the

College and shall exercise the following duties and responsibilities:

a. provide leadership and assume responsibility for the

administrative and financial management of the College;

b. maintain an effective liaison with government financial and other

agencies in-charge of funding;

c. exercise supervision over the collection of all income due to the

College;

d. supervise the safekeeping of all money, securities, and other

financial documents belonging to the College pursuant to the

provisions of government accounting and auditing rules and

other pertinent laws, rules and regulation;

e. coordinate the preparation of the Annual Budget of the College

and submit the same to the President;

f. submit to the President quarterly reports on the financial status of

the College thirty days after each quarter of the fiscal year;

g. supervise the safekeeping and custody of all properties of the

College;

h. supervise the preparation of all accounting records and the

submission of all financial records, documents and statements

required by law and existing regulations;

i. provide leadership in the planning, recruitment, direction, and

supervision of personnel including their training and

development;

j. direct and supervise all activities in the campus relating to

security matters;

k. supervise the planning and implementation of campus

development, engineering and construction, transportation, water

and electrical system, property and space allocation, building

maintenance and repair thereof which are necessary for the

internal operation of the College in accordance with the policies

laid down by law and by the Board of Trustees;

l. submit to the President within thirty days before the end of the

fiscal year a detailed report, setting forth the progress, conditions

and needs of the administrative sector of the College;

m. assist the President in the preparation of development project

proposals and in searching for funding support for the College

from domestic and international sources;

n. exercise such other specific powers and functions as may be

delegated to him/her in writing by the President consistent with

the existing regulations and policies set by the Board of Trustees.

Section 5. The Vice President for Research, Extension and Production

Article 45. The Vice President for Research, Extension and Production shall be

appointed/designated by the Board of Trustees upon the recommendation of the

President. He/She shall be directly responsible to the President on matters

pertaining to research, extension and production services. He/She shall exercise

the following duties and responsibilities:

a. promote and encourage research in the College especially on

technical and technological innovations, inventions, technology

transfer and commercialization;

b. provide an avenue where the researchers will be assisted in the

conduct of their researches from conceptualization of the

research subject, evaluation of research plan, construction of the

prototype, linkages with funders and manufacturers, patenting

and commercialization;

c. draw out plans and programs for the development of research

culture in the College;

d. work to establish linkages and collaborations with other

institutions domestic and foreign;

e. endeavor to upgrade the quality of research for a globally

competitive research output;

f. provide leadership in extension programs which will contribute to

address the problems of rural communities;

g. publish research studies of high quality and strong potentials for

strategic application and develop appropriate technology transfer

program.

Article 46. General Administration and Support Services includes general

management and supervision, financial services, human resources development

and student affairs services such as admission and registration, library, medical-

dental, and guidance and counseling.

TITLE TWO THE ORGANIZATION OF INSTRUCTION

AND RESEARCH

CHAPTER 6

THE DEPARTMENTS AND INSTITUTES

Article 47. As mandated in its Charter, RA 9142 Sec. 3, “The College shall offer

undergraduate, graduate and short-term technical courses within its areas of

specialization and according to its capabilities, as the Board of Trustees may deem

necessary to carry out its objectives, particularly in order to meet the needs of the

province and the region.”

Article 48. As provided, further in Sec. 20(4), the College shall “Set in motion the

establishment of at least four (4) separate degree granting units, one of which is in

the arts and sciences and another, at the graduate level.”

Section 1. The Faculty

Article 49. The body of instructors of each Department, Institute, Center or College

constitutes its faculty. It shall consist of the President of the College, the Vice

Presidents, the Dean or Director, the Professors, Associate Professors, Assistant

Professors, and Instructors of the department. Provided, that the term Department

as used in this Code shall likewise mean Institute, Center, College and the like.

Article 50. A faculty member of a Department rendering instructional services in

another department may attend meetings of the latter department and shall have

the right to speak out and vote on questions involving the courses they are

teaching in the latter department, or about the students registered in said courses;

Article 51. Members of the faculty must have a mother department where they

belong for purposes of clearance, addressing of official communications,

accountability and others.

Article 52. Mother department of faculty members is that department from which

they get the highest number of loads for a particular semester.

Article 53. Each department shall hold at least one faculty meeting each semester

or term;

Article 54. Subject to the approval of the College Academic Council, each college

faculty has the power to determine the entrance requirements of the college and

courses of study to be pursued for each degree offered; to recommend to the

Academic Council qualified candidates for degrees, titles and certificates; to

administer the educational and internal affairs of the college within the limits

prescribed by the rules of the College and by the President; and to make

recommendations to the Board of Trustees through the Faculty Association and

the President;

Article 55. The procedure hereunder shall be followed in submitting proposals for

presentation in the Academic Council (ACCO), to wit:

a. The faculty or member of the council shall submit the proposal to

the Dean of his/her Department or the Director of his/her

Institute;

b. The Dean or Director may indorse the proposal with his

recommendation to the appropriate committee in the ACCO

through the appropriate Vice President; and

c. After the proposal has been deliberated on by the appropriate

committee, it shall be submitted to the Academic Council which

may in turn, forward the same to the Office of the President for

final action by the Board of Trustees.

Section 2. The Deans and Directors

Article 56. A Dean of a Department or a Director of an Institute shall be

designated by the President, based on trust and confidence, and shall become a

member of the administration’s management team.

Article 57. No faculty member, who is newly appointed or newly transferred from

another institution shall be entitled to an appointment as dean of the department

until after a year of satisfactory service as faculty member of the College;

Article 58. The term of office of all Deans and Directors, of associate deans of

departments, or of assistant directors of an institute granting degrees or

proficiency certificates shall be co-terminus with the term of the President without

prejudice to reappointment, or until their successor shall have been appointed.

However, the President during his/her term reserves the right to terminate the

designation based on lack of trust and confidence.

Article 59. Irrespective of academic rank, the Dean or Director shall receive a salary

or any additional compensation provided for in the policies and guidelines, rules

and regulations provided for by the Board of Trustees, the Department of Budget

and Management, the Commission on Higher Education and other agencies with

applicable laws;

Article 60. The Deans, Directors and their equivalent shall, among others, perform

the following responsibilities:

a. provide leadership in the special discipline of their department,

institute or unit and shall assume primary responsibility for the

initiation, development and improvement of appropriate

academic programs and the maintenance of the academic

standard of their department, institute or unit;

b. exercise immediate supervision and control over their faculty

members and evaluate the lattter’s performance including those

of non-academic staff assigned in their unit;

c. promote and encourage research activities among their faculty

members as well as extension services that benefit communities;

and

d. preside over the meetings of the faculty of their unit.

Article 61. Save as this Code or any regulation may provide the contrary, the Dean

or Director shall be an ex-officio member of all committees of his/her department;

Article 62. He/she shall supervise the admission and classification of students and

their assignments to classes;

Article 63. He/she shall oversee the orderly behavior of students, faculty members

and employees under his/her department/institute and cooperate with the Dean of

Student Affairs in the general supervision and administration of the affairs of the

students of his/her department;

Article 64. The dean or the director shall oversee and exercise control over all

official publications of his/her department or institute;

Article 65. He/she shall submit to the President within thirty (30) days before the

end of every Fiscal Year an Annual Report on the accomplishments, conditions and

needs of his/her department/institute and such other reports that the President

may require;

Article 66. Through the Vice President for Academic Affairs and in consultation

with the members of his faculty as deemed necessary, the dean or director shall

submit to the President within thirty days after the end of the academic year, a

written report on the efficiency of the members of the faculty of his/her college or

department in accordance with prescribed criteria;

Article 67. He/she may recommend to the President, through the Vice President

for Academic Affairs, the recruitment, appointment, transfer, suspension, removal

of a faculty member or recommend other disciplinary actions against such faculty

member after due process.

Section 3. The Board Secretary

Article 68. The Board Secretary shall, at the same time, act as the Executive

Secretary to the President of the College.

Article 69. The Executive Secretary to the President shall perform the following

functions in addition to his/her duties as Board Secretary:

a. Keep permanent records of documents passing through

his/her Office;

b. Receive suggestions from Deans and Directors for

transmission to the Academic Council or the

Administrative Council;

c. Provide necessary records and minutes of meetings to

the Academic Council and/or the Administrative Council;

d. Perform other related functions as may be required.

Section 4. The Department or Institute

Article 70. The President may recommend to the Board of Trustees the

organization of departments, institutes, centers, or units in the College on the basis

of study or discipline. Any group of faculty members, not less than seven,

belonging to the same or related fields, may be constituted into a Department.

Article 71. The department/institute staff shall consist of all members of the

teaching or research staff who actually teach or do research work for the

department/institute.

Article 72. The degree granting or proficiency certificate granting

department/institute shall be headed by a Dean or Director who shall assume

responsibility for the management his/her department.

CHAPTER 7

THE DEPARTMENT OF ARTS AND SCIENCES

Article 73. Section 20, Paragraph 4 of RA 9142 provides for the organization in the

College of a separate degree granting unit in arts and sciences.

Article 74. The Department of Arts and Sciences (DAS) established to improve the

foundation of liberal education, to provide students with necessary orientation in

college work and education and to guide them towards their choice of advanced

or specialized courses.

Article 75. The DAS shall take charge of studies in humanities, social sciences,

natural sciences and mathematics, and languages.

Article 76. It shall assist other departments/institutes of the College in coordinating

their courses of studies with the basic discipline of general education.

GRADUATE SCHOOL

Article 77. Section 20, Paragraph 4 of RA 9142 provides for the organization in the

College of a separate degree granting unit in graduate studies.

Article 78. Administration, planning, supervision and the entire management of the

graduate and post-graduate programs of the Zamboanga City State Polytechnic

College rests with the Graduate School;

Article 79. The Graduate School shall provide advanced studies in technological

and other related fields identified in support of the development efforts of the

region and the nation;

Article 80. Strong coordination between the Graduate School and the Office of the

Vice President for Research and Extension shall be established in order to reach

collaborative efforts towards utilization of research results as the College’s

contribution and participation in addressing local, national and global issues and

concerns;

PROGRAMS WITH TECHNICAL BOARD

AND OTHER SIMILAR BODIES

Article 81. Programs governed by Technical Boards/Panels organized by the

Commission on Higher Education shall be continuously assessed and updated in

accordance with the technical requirements specified;

Article 82. In view of the College autonomy and guaranteed academic freedom by

law, technical guidelines in the form of Policies and Standards, Training

Regulations and other similar issuances issued by CHED, TESDA, other similar

agencies of government as well as private agencies recognized by the government,

unless otherwise provided as absolute, shall be treated by the College as models

or prototypes. It shall not therefore preclude the enrichment of the College

programs beyond the requirements for purposes of attaining excellence and

global competitiveness.

INSTITUTIONAL AND FACULTY RESEARCH

Article 83. For purposes of this Code, institutional research may be classified into

two categories such as:

a. Research studies commissioned by the College to be conducted

by a faculty member or group of faculty members or students in

order to develop a particular technology or to investigate a

particular problem or issue of the College, its clientele, and its

environment; and

b. Research studies proposed by a member of the faculty or group

of faculty members which are classified by the College Research

and Extension Advisory Council as institutional research;

Article 84. Faculty/student research shall be those researches proposed and

submitted by a faculty member or a student or by a group of faculty members or a

group of students, either for funding assistance or for record purposes on their

own volition;

Article 85. For purposes of prioritizing research projects for funding assistance,

institutional research shall be given preference but without prejudice to the

granting of funding assistance to faculty research proposals;

Article 86. Commissioned research/es requested by other entities shall be subject

to specific rulings and/or guidelines in the research manual.

CHAPTER 11

RESEARCH AND PRESENTATIONS

Article 87. Continuous exploration and inquiry in areas relevant to the College

mandate through active participation in research endeavors is mandated among

faculty and students of the College. Faculty members shall be provided avenues to:

a. participate in formulating the research agenda for the College;

b. generate research paradigms that enhance instruction in their

field of specialization;

c. encourage students to become creative, innovative and

productive researchers;

d. study recently published papers on basic and applied researches,

materials development, feasibility studies, and others;

e. participate actively in local and international research

conferences;

f. publish articles/monographs in recognized and refereed journals

and magazines; and

g. acquire Intellectual Property Rights for their researches with

corresponding funding support.

Article 88. Proper support to researchers in paper presentations, presentation of

scientific papers in research fora and other similar activities that will strengthen

research shall be provided by the College.

Article 89. Continuous upgrading of research quality, relevance and usefulness of

research projects in line with international standards and national priorities as

prescribed in the National Higher Education Research Agenda, shall be pursued by

the College.

Article 90. Researches for funding by the College shall pass through an objective

assessment in terms of relevance, contribution, usefulness to society and whether

these fall within the research agenda of the College.

Article 91. For purposes of compliance to requirements and continuous

improvements to raise the standard of the quality of instruction, the College shall

pursue continuing quality assurance through accreditation of its curricular

programs by national and international accrediting agencies.

TITLE THREE CONDITIONS OF EMPLOYMENT

CHAPTER 13

GENERAL PROVISIONS

Article 92. The Board of Trustees shall confirm the appointment of the employees

of the College as provided for by law.

CHAPTER 14

ACADEMIC STAFF

Section 1. Composition

Article 93. The academic staff of the College shall be composed of the teaching

staff and personnel performing academic-related functions.

Article 94. Members of all teaching staff shall be classified either as full-time

members of the faculty and part-time members of the faculty.

Article 95. The full-time members of the teaching staff are those whose

classification of academic rank is based primarily on the common criteria for

evaluation of SUCs which include the following:

a. College Professor

b. Professor

c. Associate Professor

d. Assistant Professor

e. Instructor

Article 96. Part-time members of the teaching staff shall consist of those who

perform special assignment relating to academic programs which include the

following:

a. Visiting Professor. They are those invited by the College from

other institutions to render services in the form of instruction,

research, extension, and the like for the duration of a particular

program. Foreign professors who are invited to speak in a forum,

symposium, or a lecture series fall under this category.

b. Professor Emeritus. This refers to retired faculty members or

administrators who hold the rank of at least Professor 6 at the

College upon their retirement and are given the title in

recognition of exceptional competence in their field of

specialization. They are likewise invited to render instructional or

research services.

c. Exchange Professors. They are those coming from the institutions,

especially foreign, and are invited to render services in the form

of instruction, research, extension, and the like in the College or

its campuses as a result of faculty exchange program for a fixed

period of time from six (6) months to two (2) years.

d. Visiting Lecturers. They are those faculty members hired on an

hourly basis, to perform instruction and/or research services to

the College.

e. Critic Teacher. They are those cooperating teachers who are

directly involved in the supervision of students performing their

off-campus practice teaching. The College may provide incentives

to the adjunct faculty and to the cooperating institution, which

can be in the form of staff development, instructional materials or

financial assistance.

Article 97. Personnel performing academic-related work shall include the

following:

a. Research Personnel – researchers, research aides, research

assistants, research associates, research fellows and others;

b. Professional Extension workers

c. Professional Librarians

d. Professional Guidance Counselors

e. Technical Specialists – training specialists, training officers,

information specialists, laboratory assistants, laboratory

technicians and others.

Section 2. Qualifications

Article 98. All appointments and designations, as it may apply according to law,

shall be made strictly on the basis of merit prescribed in the Qualification Standard

Manual of the Civil Service Commission or the NBC 461 of the Department of

Budget and Management and the Policies and Guidelines prescribed by the

Commission on Higher Education, and the internal policy guidelines prescribed by

the Board of Trustees;

Section 3. Recruitment and Appointment

Article 99. Recruitment and appointment of faculty members shall pass through a

process prescribed in the internal system of the College subject to the

recommendation of the Personnel and Selection Board to the College President;

Article 100. A Visiting Professor is equivalent to an associate or full pledge

professor in the regular teaching staff.

Article 101. An exchange professorship program may be authorized under terms

and conditions which are mutually acceptable to parties concerned upon approval

by the Board of Trustees.

Article 102. Visiting lecturers are equivalent of instructors on contract of service

which the College hires to perform teaching jobs based on their field of

specialization, for a period of one semester, without prejudice to renewal of

contract or being hired under regular plantilla item.

Article 103. No person shall be eligible for appointment or reinstatement as a

regular member of the faculty of the College during the term for which he has

been elected to any political office.

Article 104. No person who has been defeated as a candidate for any political

office in an election shall be eligible for appointment or reinstatement as regular

member of the faculty within a year after the election;

Article 105. All duly elected Presidents of the Zamboanga City State Polytechnic

College may be granted by the Board of Trustees the academic rank of College

Professor after proper evaluation.

Section 4. Compensation and Incentives

Article 106. Full and part-time members of the faculty shall receive compensation

in accordance with the policies and guidelines specified by the Department of

Budget and Management.

Article 107. A past President of the College who has been granted the academic

rank of College Professor shall receive a compensation equivalent to his/her last

salary received, provided that he/she has served as College President for at least

one term, and provided finally, that as College Professor he/she shall be required

to teach the minimum of six units in his/her chosen field of specialization, per

semester, or in lieu thereof provide consultancy and advisory services to the

College, especially in the context of fund-raising, public relations and institutional

research and development;

Article 108. A faculty member who is designated to occupy an administrative

position, whether or not such position is within the academic sphere, may receive

compensation equivalent to the salary attached to such position when such salary

is greater than his/her salary as faculty member, provided that when he/she ceases

to occupy such administrative position and returns to the faculty he/she shall

receive the salary equivalent to his/her academic rank;

Section 6. Sabbatical Leave

Article 109. The College shall devise and adopt appropriate policy guidelines on

sabbatical leave to guide faculty members who wish to go on sabbatical leave.

Article 110. Sabbatical leave may be granted to the faculty to encourage study,

investigation and research, and to improve their competency for service to the

College.

Article 111. A sabbatical leave not exceeding one year may be granted to a faculty

member with a rank of Assistant Professor and above who has served the College

for a minimum period of five (5) years. The leave includes the following privileges:

a. Full salary corresponding to his/her leave;

b. Free round-trip allowance from the ZCSPC to destination and

back;

c. Possibility of advanced payment of salary equivalent to three

months of service subject to accounting rules and regulations.

Section 7. Awards and Recognition

Article 112. The College shall develop its own recognition, awards and incentive

system accurately applicable to itself as a specialized technological education

institution guided by the policies and standards provided for by the Civil Service

Commission in the Performance Rewards and Incentive System Evaluation (PRAISE)

or its equivalent as it may be deemed revised.

Section 8. Promotions and Advancement

Article 113. Promotion of Academic staff shall be through academic rank in

accordance with the policies and guidelines specified in pertinent DBM-CHED

issuances.

Article 114. All faculty members regardless of whether they are in campus and

teaching or on study leave, regardless further of their present program of activities

or engagements, e.g. on sabbatical leave, visiting professorship in local or foreign

institutions, shall be periodically considered for promotion every evaluation period;

Article 115. In each department, institute or center shall be created an evaluation

team composed of two members and a chairperson to perform initial review of

faculty evaluation results before submission of the same to the College Evaluation

Committee.

Article 116. As a general guideline, a faculty member shall be promoted or

advanced to a higher faculty rank or sub-rank on the basis of the extent to which

he/she meets the specific requirements and/or standards.

Basis for Promotion and Advancement:

i. Common Criteria for Evaluation (CCE)

There shall be a quantitative evaluation of the educational

qualification, experience and length of service, and the

professional development, achievement, and awards of every

faculty.

ii. Qualitative Contribution for Evaluation (QCE)

This is a qualitative evaluation of a faculty in four functional areas:

Instruction

Research

Extension

Production

Article 117. Adopting the provision of NBC 461 on Presidential discretion, the

College President may exercise his/her authority to advance/promote a faculty on

the basis of meritorious performance despite the absence of the educational

qualifications required for the position, rank or sub-rank to which a faculty shall be

finally promoted/advanced on the basis of qualitative factors other than those

specified in the said guidelines unless otherwise amended or superseded.

Article 118. Faculty Performance and Evaluation System. There shall be a Strategic

Performance Management System (SPMS) which shall be used to assess the

instructional competencies of every faculty member. Performance appraisal shall

be conducted at the end of each term, that is, every end of each semester and

summer. The result of SPMS may be used as one of the bases for QCE evaluation;

Article 119. Promotion and advancement shall be done every three years without

prejudice to interim promotions/advancement on account of degree(s) earned

during the period. However, a faculty may be promoted/advanced within a period

after the latest promotion.

Article 120. Accreditation Committee. All candidates for the rank of Professor shall

undergo screening by a Regional Accreditation Committee and shall be confirmed

by a National Accreditation Committee.

Article 121. Procedure for Promotion.

a. The Human Resource Management Office (HRMO) or its duly authorized

representative, upon the approval of the College President, shall announce the

schedule of evaluation;

b. Submission of required documents to the Department Evaluation Committee shall

be deemed as an application for a particular promotion;

c. The committee shall evaluate the credentials and other supporting documents

submitted by a candidate.

d. The documents, together with the results of the evaluation, will be forwarded to

the College Evaluation Committee which shall evaluation and review the

application and make appropriate recommendation to the President.

Article 122. Point Allocation and Salary Grade. The point allocation for each

Article 123. Consideration, selection and recommendation to seminars, trainings,

conferences, fora and other similar activities. The College shall develop and

implement a criteria for the selection of faculty members who will be sent to

attend seminars, trainings, conferences and other fora, to include, among others,

the following considerations:

a. Attendance to conferences, trainings and other forum shall not be

used as a cause to pursue personal matters;

b. No faculty shall attend any forum successively, such that twice a

semester, except when it is a requirement of the job or part of the

contract;

c. Merit of attendance to fora shall be evaluated by the concerned

Vice President, according to necessity, and shall make the

necessary recommendation to the President;

d. Only trainings and workshops may be given considerations

without prejudice to evaluation of the merit of the forum;

e. Paper presentations in fora, with request for funding of travel,

shall be subject to evaluation by the Research and Extension

Advisory Council (REAC) as to the quality and relevance of the

paper.

Section 9. Academic Freedom

Article 124. Members of the teaching staff shall enjoy academic freedom: Provided,

however, that no instructor in the College shall inculcate sectarian tenets in any of

his/her teachings nor attempt, either directly or indirectly, under penalty of

dismissal by the Board of Trustees after due process, to influence students or

attendance at the College for or against any particular Church or religious sect or

political party;

Article 125. Academic freedom is the right of the teacher to teach the subject,

publish the result of his/her researches and express his/her convictions in his/her

field of specialization in his/her best lights, subject to the following qualifications:

a. Zamboanga City State Polytechnic College should recognize that

the teacher speaking or writing outside of the institution on a

subject beyond the scope of his/her field of study, is entitled to

the same freedom and is subject to the same responsibilities as

attached to all other citizens;

b. It is clearly understood that the Zamboanga City State Polytechnic

College assume no responsibility for views expressed by members

of its staff, and the latter, when necessary, should clarify that they

are expressing their personal opinions and that the school is in no

responsible for their declarations.

Section 10. Tenure

Article 126. The tenure of office of officers and employees of the Zamboanga City

State Polytechnic College classified under regular item in the College plantilla are

subject to Civil Service Rules and Regulation on security of tenure.

Article 127. Tenure of office of designated and appointed officials of the

Zamboanga City State Polytechnic College who serve under a specified term are

subject to special laws such as Republic Act 9142, Republic Act 8292, CHED Order

No. 3, s. 2001, policies, rules and regulations promulgated by the Board of Trustees

and those applicable laws, rules and regulations of the Civil Service Commission.

Section 11. Faculty Responsibilities

Article 128. Instruction. It is the responsibility of every faculty member to facilitate

the acquisition of knowledge and skills of the learners in order to develop their

analytical and creative faculties. It also includes other specific tasks, such as

student consultation, academic advising, and all other initiatives that facilitate the

process of learning.

Article 129. Research. Faculty of the College have the responsibility to continually

explore new areas of inquiry and cutting edge discoveries through commitments

to research endeavors. They are expected to continuously perform research

activities that will add to the body of knowledge and improve the life of humanity.

Article 130. Extension. It is the responsibility of every faculty member to

participate or to render service either in College-sponsored community extension

projects or in their own community, sectoral and/or professional organizations.

Faculty participation in these activities is regarded as part of their professional and

personal commitment to the academic profession.

Article 131. Production. Faculty members of the Zamboanga City State

Polytechnic College are encouraged to produce scholarly outputs that showcase

their expertise and scholarship. As faculty of technology, they have the

responsibility to venture into meaningful technological discoveries, inventions and

innovations which will help improve the quality life of the people in communities,

contribute to the national program for poverty alleviation, address other national

and global issues, and eventually re-establish the leadership and premiership of

the ZCSPC as a specialized technological College.

Section 12. Resignation

Article 132. No resignation presented by any member of the faculty shall be

considered unless notice thereof has been given to the President though the Dean

or Director concerned, at least thirty days before it takes effect. Failure to report

for duty within one month after the appointment, without the President’s written

permission, automatically cancels the appointment;

Article 133. The above rules shall not apply to resignations on account of serious

illness or when, in the judgment of the President, it is in the interest of the College

that the resignation shall be deemed effective.

Article 134. Courtesy resignation. Since the designation of College Officials is co-

terminus with the incumbent, all designated College officials shall automatically

tender their courtesy resignation, when a new President shall have been elected, in

order to pave the way for the new administration to choose the members of its

management team.

Section 13. Faculty Development Program through Scholarship/ Fellowship

Grants

Article 135. The Zamboanga City State Polytechnic College shall develop and

implement a College sponsored scholarship grant for the members of the faculty

which contain among others, process, criteria and rules on selection of qualifiers,

specific requirements, identification of fields of discipline for scholarship,

scholarship allowance over and above one’s basic salary and others.

Article 136. Before departure from the College the grantee shall post a

performance or fidelity bond from a reputable bonding company in the amount

equivalent to 3% of the total expenses that will be incurred by the College for all

privileges covered by the grant.

Article 137. Grantees shall, at the beginning of the semester, submit to the VPAA

their certificates of matriculation and duly certified programs of study for purposes

of monitoring underload/overload and change of program of study. At the close of

each semester, they shall submit to the same office a report of the status of their

studies for evaluation purposes;

Article 138. To maintain a level of performance consistent with accepted standards

of scholarship and performance, renewal of scholarship grant contract shall be on

the basis of highly satisfactory performance only. No grantee with a weighted

average of less than 1.75 or its equivalent shall be extended renewal;

Article 139. The scholarship or fellowship grant shall be granted for a maximum

period of three years for doctorate degree and two years for a master’s degree,

subject to annual renewal based on the performance and conduct of the grantee.

In every justifiable case, the study leave upon expiration, may be extended beyond

the stipulated period, but not exceeding one semester, during which period of

extension the grantee as faculty member of the College shall receive only his salary

from the College, if so entitled;

Article 140. No faculty member who has already enjoyed the privilege of a study

grant may be authorized to have another leave of absence, unless he has served

the College for at least two-thirds of the return service required in the original

contract;

Article 141. All candidates for scholarship or fellowship grant shall undergo

thorough physical and medical examination by a government physician;

Article 142. A faculty should not apply for scholarship grant outside of the College

without previous authority from the President.

Section 14. Return Service Requirements

Article 143. On completion of the study leave made either within the Philippines or

abroad, a grantee shall render a return service to the College on terms or

equivalents to be specified by the Board of Trustees;

Article 144. The scholarship shall be distributed among the faculty who have not

been granted such privilege, except to extremely meritorious cases for those who

have completed the return service.

CHAPTER 15

WORKING HOURS

Article 145. Sec. 5, Rule XVII of E.O 292 states that “Officers and employees of all

departments and agencies except those covered by special laws shall render not

less than eight hours of work a day for five days a week or a total of forty hours a

week, exclusive of time for lunch. As a general rule, such hours shall be from eight

o’clock in the morning to twelve o’clock noon and from one o’clock in the

afternoon on all days except Saturdays, Sundays, and Holidays.”

Article 146. Section 6, Rule XVII of E.O. 292 states also that “Flexible working hours

may be allowed subject to the discretion of the head of department or agency. In

no case shall the weekly working hours be reduced in the event the department or

agency adopts the flexi-time schedule in reporting for work.”

Article 147. The faculty shall render forty hours a week work load with his/her time

of reporting may be dependent on his/her class schedule and quasi-teaching

schedule;

Article 148. On extreme situation classes may be scheduled until Saturday but

faculty with Saturday classes shall not be required to report on regular working

hours. His official working hours shall depend on his class schedule and his quasi-

teaching schedule as reflected in his Individual Daily Program provided the total of

both, teaching and quasi-teaching hours is forty hours a week;

FACULTY WORKLOAD

Section 1. Basis of Faculty Loading

Article 149. The following shall be used as basis for loading assignments of faculty:

a. Number of Preparations

b. Administrative Designations

c. Research Being Conducted

d. Subject Classification as either purely related subject or

Shop work laboratory

Section 2. Regular Load

Article 150. The regular teaching load for a faculty teaching purely related or tool

subjects whether such has laboratory components or none, shall be a minimum of

eighteen hours and a maximum of twenty four hours per week;

Article 151. The regular teaching load for a faculty teaching shop laboratory

courses shall be thirty hours per week;

Article 152. Teaching load beyond the regular load shall be considered overload

provided such is not within the regular office hours;

Article 153. Overload that may not be paid due to unavailability of funds may be

converted to service credits following the usual policies, rules and guidelines in

converting such;

Article 154. In view of the peculiarity of programs in the College as compared to

other SUCs, a just, fair and applicable faculty loading, without infractions of

established policies, rules and regulations, must be instituted. Faculty members

may be deloaded per week based on the following criteria:

a. Full time faculty conducting an approved research project shall be

deloaded three to six hours per week or one to two subjects

depending on the assessment made by the REAC: Provided, there

shall only be one research to be approved per faculty or group of

faculty members per semester. No additional research shall be

approved until the currently ongoing one shall have been

completed.

b. Faculty members given administrative designations shall have the

following load schedule:

b.1 Vice Presidents - 3 hours

Academic Dean or Academic Directors – 3 hours

b.2 Non-academic Deans, Support Directors and

Registrar – 6 hours

b.3 Associate Deans, Guidance Counselors, and

Linkage Officers and other similar assignments – 9 Hours

c. Load of faculty members according to the number of

preparations:

2. Two Preparations – 21 hours

Article 155. Faculty with more than one assignment enumerated in Article 149 of

this Code shall be subject to deloading based on an agreement with the Dean or

Director, but in no case shall he enjoy deloading for both assignments.

Article 156. The difference between the number of hours of actual faculty load and

the forty required working hours per week shall be devoted to quasi-teaching

assignments. For purposes of this Code, quasi-teaching work are activities of the

faculty within the eight-hour official time which are related or supportive of

teaching-learning such as students consultation hours, time consumed for the

preparation of lessons, checking of students test papers, doing research to update

lessons and other similar activities.

Article 157. The regular class size shall be thirty five to fifty students for related or

tool subjects and twenty five to thirty five for shop work laboratory subjects.

CHAPTER 17

ADMINISTRATION OF COLLEGE PROPERTIES

Article 158. In the administration and disposition of College properties the

following institutional policies are herein prescribed for implementation as

approved by the Board of Trustees, to wit:

Section 1. Names of Buildings and Structures

Article 159. ZCSPC buildings, structures, streets, and other places except those that

are already named, shall have such names as may be given by an ad hoc

committee created by the Office of the President, and approved by the Board of

Trustees.

Section 2. Supervision of Buildings and Grounds

Article 160. The ZCSPC grounds and buildings shall be under the immediate

supervision of the Director of Physical Facilities Management Services directly

under the Office of the Vice President for Administration and Finance. He/she shall

be responsible for their proper care and maintenance.

Article 161. ZCSPC is presently located along R.T. Lim Boulevard, Baliwasan,

Zamboanga City occupying two campuses, Lot 1 and Lot 2, containing 75,260

square meters and 21,954 square meters more or less, respectively.

Article 162. Ownership of the site belongs to the Zamboanga City government.

However, in a Memorandum of Agreement entered into on April 6, 1989 between

the City Government of Zamboanga and the Zamboanga School of Arts and

Trades, the City Government of Zamboanga granted the ZSAT perpetual use of the

present school site, composed of Lot 1 and Lot 2, in the latter’s implementation of

the Technician Education program. Specifically the Memorandum of Agreement

authorized the ZSAT, now ZCSPC, to:

a. Make perpetual use of the site composed of Lot 1 and Lot 2 in

the pursuance of its functions as educational institution;

b. Enhance its utilization for other related/academic activities; and

c. Dedicate the utilization of said site purely for the pursuit of

excellence in the academic and technical-vocational training of

the work force in the Region.

Section 3. Use of Buildings and Premises

Article 163. Only recognized college organizations may have the privilege of using

a building or its portion or any other property belonging to ZCSPC upon

application to and with prior permission from the Office of the Director of Physical

Facilities Management Services.

Article 164. Organizations and/or individuals not associated with ZCSPC shall be

allowed to use ZCSPC buildings and premises through a written request addressed

to the Office of the President for approval, and subsequently noted by the Office

of the Director of Physical Facilities Management Services.

Section 4. Property Responsibility

Article 165. ZCSPC’s movable properties shall be under the immediate custody and

responsibility of the faculty/employee with whom the Memorandum Receipt has

been issued. An inventory of all movable properties shall be maintained by the

College Property Custodian in coordination with the Supply Office.

Article 166. All properties delegated for custodianship to any ZCSPC

faculty/employee shall be scheduled for inspection by the Office of Internal

Auditing Control and the Supply Office every end of the calendar year. All keys of

every room and/or shop laboratory shall be surrendered to the Supply Office

and shall be reissued at the start of the next school year.

Section 5. Use and Operation of Motor Vehicles

Article 167. All motor vehicles, owned and operated by ZCSPC shall be parked in

the motor pool and shall be under the responsibility of the driver in-charge of the

vehicle and under the supervision of the Office of the President. The use and

operation of motor vehicles owned by ZCSPC shall be in accordance with the rules

and regulations of the College and the Commission on Audit (COA).

Article 168. The Driver in-charge of the vehicle shall be responsible for

maintenance and minor repairs. Major repairs shall be done by the mechanic.

Section 6. Solicitations

Article 169. No solicitation for funds, canvassing for the sale of merchandise,

subscriptions for securities, insurance, publications, sale of tickets, and any other

promotional or charity schemes shall be conducted in ZCSPC buildings or grounds

without the approval of the Office of the President through the Office of the

Director for Auxiliary Services.

Section 7. Posting of Streamers, Placards and Others

Article 170. Streamers, placards, and similar materials which are used to announce,

advertise or publicize events, products, or the like shall not be posted or placed in

any of the buildings or grounds of ZCSPC without the approval from the Office

of the Dean of Student Affairs and shall be posted only on designated places.

SALE AND DISPOSAL OF COLLEGE PROPERTIES

Article 171. As an institutional policy the sale or disposal of equipment or any

property of ZCSPC shall be made through public bidding upon the approval of the

Board of Trustees, the proceeds of which shall be deposited for and in the name of

ZCSPC in an authorized depository bank.

Article 172. The approval of the Board of Trustees to sell or dispose any ZCSPC

property can be given due consideration only through a recommendation from

a committee composed of members from the Office of the Vice President for

Administration and Finance, Office of the Director of Physical Plant and

Facilities, Supply Office and the office concerned.

CHAPTER 19

REQUISITIONS AND PURCHASES

Article 173. The institutional policies on requisitions and purchases are subject to

public policies as enunciated in the Republic Act 9184 and other government

issuances, circulars and memoranda.

Section 1. Making of Purchases

Article 174. All purchases and requisitions shall be made based on the provisions

of the Implementing Rules and Regulations (IRR) of Republic Act 9184, an

Act Providing for the Modernization, Standardization and Regulation of

the Procurement Activities of the Government and other Purposes, and other

relevant laws, orders and issuances.

Section 2. Procurement Planning Committee

Article 175. There shall be a Procurement Planning Committee composed of the

Vice President for Administration and Finance as the Chair with the following

members: Supply Officer, Accountant, Director for Budget and Finance and the

concerned departments and sections, as requested. The committee shall be

responsible for drafting and consolidating the Project Procurement Management

Plan and the Annual Procurement Plan of every unit of the college based on the

needs as determined by the college deans and directors of various service units.

Section 3. Requisitions

Article 176. The Dean/Director of a department/institute or the Director of an

Office shall submit the Project Procurement Management Plan of his/her unit, for

the ensuing year, to the Procurement Planning Committee every first week of July

for evaluation and inclusion in the Annual Procurement Plan of the College.

Section 4. Amount of Requisitions

Article 177. Amount of requisitions shall be based on the approved Annual

Procurement Plan of ZCSPC. Requisitions, purchases and project implementation

are strictly prohibited without the needed Certification from the Budget Officer

and approval from the ZCSPC President.

CHAPTER 20

BIDS AND CANVASS PROPOSALS FOR COLLEGE PROJECTS

Article 178. As an institutional policy and per rules and regulations of the

Commission on Audit and the Department of Budget and Management, no

purchases involving public funds shall be allowed/approved unless the provisions

on the BAC and public bidding are strictly complied with.

Section 1. The Bids and Awards Committee

Article 179. The President shall organize the Pre-qualification, Bids and Awards

Committee consisting of a Chair, Vice Chair and three members.

Section 2. Public Biddings

Article 180. All public biddings for ZCSPC projects shall be held strictly in

accordance with the Republic Act 9184 and other governing laws, rules and

regulations.

CHAPTER 21

COLLEGE BUDGET

Article 181. All organizations operate with some form of budget. Budgets are

useful to management as tools for planning and controlling. They are expressed in

monetary units. A financial budget provides the amount of money an organization

will be spending or receiving in future period normally over a period of one year.

At the end of the financial period, the actual income and expenditures are

analyzed by comparing the amounts in the budget. The variances from the

standard budget can be calculated and examined for their causes. Budgeting

enables management to get the feedback and control at every stage; it is therefore

essential for the system or concerned offices to produce this information quickly

and accurately.

Article 182. The ZCSPC preparation of the annual/supplementary/special budget

shall be anchored on the guidelines stipulated in the budget call for the

succeeding fiscal year.

Article 183. Proposed budget being subjected to review by the Regional

Development Council (RDC) before endorsement to the Department of Budget and

Management shall be prepared in accordance with the reality of needs of various

College/Departments and units.

Section 1. Annual Budget Preparation

Article 184. Pursuant to ZCSPC institutional policy on budget preparation, the

annual budget shall be prepared by the Financial Management Committee

composed of the Vice President for Administration and Finance as Chair with the

Director for Budget and Finance, Supervising Administrative Officer, Director for

Physical Facilities, Planning, Maintenance and Infrastructure as members in

coordination with heads of various departments and units to determine realistic

yearly operational needs of the College based on identified sources of income and

revenues in accordance with the policies and guidelines of the Department of

Budget and Management.

Section 2. Budget Approval

Article 185. The annual budget of ZCSPC for the ensuing year shall be presented

by the President to the Board of Trustees for approval. The same budget shall be

forwarded to the Department of Budget and Management and the Commission on

Higher Education. Shall it be pending approval, ZCSPC shall operate using the

current operating budget. All collections shall be available for the purpose

stipulated in the provisions of the Special Trust Fund.

Section 3. Sources of Revenue

Article 186. The ZCSPC shall endeavor to strengthen its financial capability not only

from the regular funding sources such as the annual government allocations as

embodied in the General Appropriations Act passed by the Congress every year

and the Special Trust Fund;

Section 4. Other Sources

Article 187. ZCSPC shall derive fund from its Income Generating Projects, buildings

and space rentals, school fees, and other revenue-raising activities as may be

recommended by the President, and duly approved by the Board of Trustees;

Article 188. It shall also strengthen linkages with possible donors and

philanthropies through grants and collaborative works;

Section 5. Manner of Collection

Article 189. All collections and other school fees shall be of prior approval by the

Board of Trustees before these can be implemented. No collection shall be made

Section 6. Disbursement

Article 190. All fund disbursements shall be subject to the usual accounting and

auditing rules and procedures.

Chapter 22

ACCOUNTING AND AUDITING

Section 1. The Commission on Audit

Article 191. All accounts, revenues and expenses of ZCSPC shall pass through

Internal Audit Control (IAC) prior to their being audited by the Commission on

Audit.

Article 192. All vouchers shall be submitted for approval to the President through

the Vice President for Administration and Finance with the Office of the Director

for Budget and Finance Services.

Section 2. Internal Audit Control Unit

Article 193. There shall be an Internal Auditing Control Unit which shall be in-

charge of the operational audit of the different offices of ZCSPC as to process and

compliance to auditing rules and regulations.

TRAVELING EXPENSES

Section 1. Local Travel

Article 194. The Office of the President may authorize appropriation for traveling

expenses of personnel as may be necessary for travel within the country for

purposes of research, observation, study, extension work, and similar activities. In

case of teaching personnel, the Vice President for Academic Affairs, through the

Dean of the department or the Director of the institute concerned, shall

recommend such travel for the approval of the President.

Article 195. For non-teaching personnel, the Vice President for Administration and

Finance through the Director of the Office concerned shall recommend such travel

for the approval of the President.

Section 2. Foreign Travel

Article 196. Expenditures for foreign travels shall be governed by existing laws and

ZCSPC policies.

Chapter 24

INCOME GENERATING PROJECTS

Section 1. Internet Services

Article 197. The rate to the ZCSPC Internet services shall be approved by the

Office of the President through the recommendation of the Director for Auxiliary

Services with the confirmation of the Board of Trustees. The income derived from

such collections shall accrue to its maintenance and support.

Section 2. Cafeteria and Food Services

Article 198. As an institutional policy all cafeteria and food services of the College

shall be made to pay for the use of electricity and water.

Article 199. All privately owned cafeteria/canteens that are conducting business in

the College campus are required to pay a fixed rate per month, the approval of

which shall be through the Office of the President upon the recommendation of

the Director for Auxiliary Services.

Section 3. Commercial Jobs

Article 200. All commercial jobs, so as not to disrupt the course of instruction in

the shop laboratories, shall be accepted in the ZCSPC Entrepreneurial Center of the

College.

Article 201. All commercial jobs accepted by professors/instructors of the College

are to be subject to fixed rate per job order based on the nature of the job.

Article 202. The College shall devise a table of job nature and the corresponding

payments as guide for charging of fees to be approved by the College President.

Article 203. The nature of commercial jobs requested shall be based on the order

of the client and determined by the instructor concerned so that proper reference

can be made to the table of job nature and payments;

Article 204. All job order requests are subject to verification by the Dean/Director

concerned;

Article 205. The Director for Auxiliary Services shall approve the request for job

orders.

Article 206. As a general policy no collection shall be accepted without the

issuance of official receipt from the authorized representative of the ZCSPC

Entrepreneurial Service Center.

Section 4. Dormitory and Lodging Services

Article 207. All transients who wish to avail of the dormitory and lodging services

of the College shall pay a fixed rate for the services. The rate of the dormitory and

lodging services shall be fixed and approved by the Office of the President through

the recommendation of the Director of Auxiliary Services.

Article 208. Transients may be given privilege rates as approved by the President.

COLLEGE CALENDAR

Article 209. The general framework of the academic calendar shall be prepared by

the Vice President of the Academic Affairs and approved by the President;

Article 210. A calendar of activities of the department/institute shall be submitted

to the Dean of Student Affairs for consolidation and for approval by the President.

CHAPTER 2

SCHEDULE OF CLASSES

Article 211. Schedule of Classes shall be prepared and issued by a committee

organized for the purpose whose Chair shall be the Dean of the Department of

Arts and Sciences being the servicing college, College Registrar as Vice Chair and

Deans or Directors of the different academic departments or their representatives,

as members.

Article 213. An average class size for academic tools subjects is 50 while in shop

laboratory course is 35. Unless otherwise authorized by the Vice President for

Academic Affairs such class size shall remain;

Article 214. When a situation arises where the regular class size is impossible to

attain, such must be referred by the Dean or Director to the Vice President

Academic Affairs for appropriate action;

CHAPTER 4

DISMISSAL AND POSTPONEMENT OF CLASSES

Article 215. Only the President can suspend classes in the College.

Article 216. Change of class schedule and room utilization shall only be allowed

per approval of the Vice President for Academic Affairs upon the recommendation

of the Dean/Director concerned. No faculty member shall postpone the holding of

his class to any other time than that officially scheduled nor shall he meet his

students for class or consultation purposes in any unscheduled room or place

except when expressly permitted to do so by the Dean or Director of academic

units concerned.

CHAPTER 1

ENTRANCE REQUIREMENT AND ADMISSION

Article 219. The entrance requirements for each course shall be prescribed by the

Academic Council and approved by the President.

Article 220. Students seeking admission to the College must be high school

graduates of either the old curriculum or the new K-12 curriculum of a DepEd

recognized institution, or must have completed an equivalent education.

Article 221. Students seeking admission to any professional course or board-

requiring courses must meet the requirements prescribed by the individual

department or institute. In the case of foreign students seeking admission to the

College, they must be able to meet the requirements of the Commission on Higher

Education.

Article 222. The regular and other fees in the College shall be fixed by the Board

of Trustees, subject to such exemptions and reductions as may be provided for.

Article 223. The extension campuses shall adopt the approved school and other

fees of the main campus.

CHAPTER 3

REGISTRATION

Article 224. No student shall be registered in any subject after 10% of regular class

meeting have been held, unless the Dean or Director on the basis of his scholastic

records, permits his registration: Provided, that if registration is made outside the

registration period indicated in the college calendar the student shall be subject to

a fine for late registration.

CROSS REGISTRATION

Article 225. A student of the College shall be registered in any other institution

only with the permission of the Dean and the approval of the Vice President for

Academic Affairs.

Article 226. Students from other institutions shall be admitted to the College with

a written permit from the Registrar and approved by the Vice President for

Academic Affairs. The permit shall state the total number of units for which the

student is registered and the subjects that he/she is authorized to take in the

College.

Article 227. The College shall give no credit for any course taken by the students

in other colleges or universities unless authorized.

CHAPTER 5

CLASSIFICATION OF STUDENTS

Article 228. Students are classified as follows:

a. A regular student is one who is registered for formal academic

credits and carries the full load in a given semester as required in

a curriculum;

b. An irregular student is one who is registered for formal credits

but who carries less than the full load in a given semester as

required in a curriculum; and

c. A refresher course student on audit is one who is not earning

academic credits for his/her work but is officially enrolled.

ACADEMIC LOAD

Article 229. A student shall enroll the total number of units prescribed in the

curriculum for a particular semester.

Article 230. Only graduating students may be allowed to carry an overload of two

subjects per semester regardless of the number of units.

CHAPTER 7

ATTENDANCE

Article 231. Rules on student attendance shall be developed as applicable to

both attendance in tool subjects or shop laboratory work.

CHAPTER 8

CHANGING, ADDING AND DROPPING OF SUBJECTS

Article 232. Students may add or change the subject he has officially enrolled

within the prescribed period which is one week from the first day of classes.

Article 233. Student may officially drop the subject/s s/he has officially enrolled but

such is permitted before the mid-term examination. Subject/s not officially

dropped during the mid-term period shall automatically become 5.0.

REFUND OF FEES

Article 234. Students who have paid their tuition fees but decided to withdraw his

enrollment may be allowed to refund fees based on the following conditions:

a. One week from first day of classes - 50%

b. Two weeks from first day of classes – 25%

c. Three weeks and above – No refund

Article 235. Students are allowed to refund only their tuition fees but not

admission, registration fees and other miscellaneous fees.

Article 237. A graduate student may remove a conditional grade in any course or

subject by passing a re-examination. S/He shall thus receive a grade of 2.0 in the

course; if s/he does not pass in the re-examination, s/he is given a grade of 3.0

which means that s/he has to repeat the course. Only one re-examination is

allowed, and this must be taken before the opening of the next semester. A re-

examination is never given for the purpose of improving a passing grade.

Article 238. Student performance shall be assessed in accordance with the

CHAPTER 2

INCOMPLETE GRADES

Article 240. Incomplete is the grade given to a student who fails to complete the

work in any course due to illness or other reasons beyond his/her control.

However, the student is allowed to make up his/her deficiency in the course by

complying the requirements within one year from the receipt of such grade;

otherwise, the grade becomes 5.0 or failure.

CHAPTER 3

DROPPING FROM THE COURSE

Article 241. A student who, due to irregular attendance or low scholastic

achievement, fails to meet the standards expected of him shall be placed on

probation or advised to shift to non-degree programs under the following

conditions:

1. Probation – A student who received a final grade of 5.0 in any two

courses or subjects at the end of the semester may be placed on

probation by the school and warned to take the courses more

seriously. The parents or guardians of the students shall be

advised by the registrar of the student’s class standing. If after the

period the student concerned does not show any improvement,

he may be dismissed from the program.

2. Dropping from the program - A student in board courses who at

the end of semester received a final grade of 5.0 in any one of his

professional or major subjects will be dismissed from the

program for poor scholarship.

LEAVE OF ABSENCE

Article 242. Students who due to poor health, pregnancy, financial difficulty and

other valid reasons beyond his/her control may be advised to file a Leave of

Absence.

CHAPTER 5

GRADUATION WITH HONORS

Article 243. A students who completes a courses (any baccalaureate degree course)

with the following weighted average grade with no failing grade, shall graduate

with honors.

a. Summa Cum Laude - - 1.0 to 1.20

b. Magna Cum Laude - - 1.21 to 1.40

c. Cum Laude - 1.41 to 1.60

d. Dean’s List - 1.61 to 1.80

Article 244. Computation of grades of students who are candidates for graduation

with honors from courses requiring On-the Job Training/Apprenticeship Training

shall be made from first year to fourth year excluding the semester/s where the

OJT is taken. Granting of honor shall however be made after he has completed all

the requirements for the course.

Article 245. Students who are candidates for graduation with honors must have

completed in the school, at least sixty percent (60%) of the total number of units of

their major fields of specialization and tool subjects required for graduation and

must have been in continuous full-time residency therein during the last two (2)

years or last four (4) semesters of the curricula in which they were enrolled.

Article 246. Only credits obtained during the prescribed period required for

residency (last 2 years/last 4 semesters) shall be included in the computation of the

final weighted average grade of students who are candidates for graduation with

honors.

Article 247. The Selection and Awards Committee, composed of the Vice President

for Academic Affairs as Chair, with the respective Deans/Directors and Associate

Deans as members, and the College Registrar shall function for the selection of

both graduates with honors and with proficiency awards, to convene on the

second week of February to examine the scholastic records of the candidates for

graduation.

Article 248. The final list of awardees shall be recommended by the Vice President

for Academic Affairs for final approval by the President.

GRADUATION WITH OUTSTANDING AWARDS

Article 249. Students who have completed the course with a weighted average

grade of 2.0 and above in their respective field specialization and have passed the

National Competency assessment administered by TESDA, shall graduate with

Proficiency Award.

Article 250. Students who are candidates for graduation with Proficiency Award

must have completed the total number of units/hours required by their major field

of specialization.

Article 251. Students who have the prospect of graduating with Proficiency Award

shall be recommended by the Shop Instructor/Professor during their last year in

school, using a prescribed Evaluation Criteria Form. In case none are

recommended, the members of the Selection and Awards Committee shalll

evaluate the records of the students.

Article 252. The final list of awardees shall be recommended by the Vice President

for Academic Affairs to the President for final approval.

CHAPTER 7

RITES AND RITUALS

Section 1. Honoris Causa

Article 253. Conferment of the doctorate degree 'Honoris Causa'.

Article 254. The College does not only grant earned degrees like any other higher

education institutions but will also grant the traditional doctorate degree in

'honoris causa.' The College adopts the common place tradition in the academic

world of granting the honorary degree during the commencement exercises held

at the end of the second semester of a school year.

Article 255. The honorary-degree-granting tradition will not be done yearly. A

person to be granted the honorary degree should be any of the following: a

distinguished person in the field of technology, inventions and innovations,

prominent alumnus, an important leader, a prominent businessperson, a

professional person, a civic leader, a national leader in public affairs, a statesman, a

prominent educator, or a distinguished person in sciences, arts and sports.

Following international practice, the honorary degree shall be granted to a person

to recognize his/her:

a. distinguished career, which includes, but is not limited to, his

exceptional academic achievement and academic eminence

based on a standard commensurate with that acquired for a

higher doctorate of the university;

b. outstanding service to the College beyond the level normally

expected in the execution of the person's duty; and

c. notable national (or global) contribution/impact on improving

people's quality of human life through technology, education, the

humanities, governance, the sciences, and the like.

Article 256. A Committee will be formed and will be tasked with the following:

a. Initiate the granting of an honorary degree to a person seeing to

it that it is endorsed by no less than two-thirds of the faculty.

b. Forward a successful petition/recommendation by the faculty for

the award of an honorary degree to the College President, who, in

turn, will endorse the petition/recommendation to the Board of

Trustees. The Board of Trustees is the final approving body for

the award.

c. Once approved, the Committee shall take the following steps:

I. Ensure that the required academic gown and cap

for the recipient of the degree is made to measure.

II. See to it that the plaque and the citation to be

inscribed therein are specially done. The citation in

the plaque is to be written by the President, using

the third person.

III. Ask the recipient for his/her preferred guest list.

Ascertain that these guests together with his/her

immediate family members occupy a special area in

the graduation venue, distinguishing them from all

others.

IV. Make a program for the honorary degree holder

such that special treatments are accorded him/her,

e.g., being ushered in to the President's Office

where he/she and his/her family members are

served special snacks prior to the graduation rites;

being helped by the President and the Vice

Presidents as he/she puts on the academic gown

and cap just before the processional; being treated,

along with his family and special guests to a nice

reception immediately after the graduation

ceremonies by the President (at this gathering, the

Vice Presidents, Deans and the rest of the

Administrative Council shall be present); and being

gifted with tokens aside from the plaque. At the

processional, he shall march along with the

President, the Chair of the Board of Trustees, the

Vice Presidents, and the Deans; they will be the last

to enter the graduation venue; hence the last to be

seated at the place appropriated for them on the

stage.

V. The honorary degree holder shall also be the

Commencement Speaker and Guest of Honor.

Once everybody are seated, the commencement

proper begins. After being introduced by the

President, the honorary degree holder's

commencement speech is delivered. Then, the rites

for the awarding of the doctorate degree honoris

causa follows. The President will move to the front

and the Vice Presidents will join him/her. The

President shall call the honoree and announce the

conferment rites to be performed, which he/she will

execute with the assistance of the Vice Presidents.

VI. Once the rites are over, the rest of the

Commencement program will follow.

VII. At the recessional, the President's group shall march

out first and proceed to the special reception in

honor of the recipient of the doctorate degree.

Section 2. Baccalaureate Program

Article 257. Pre-baccalaureate program. A Committee shall be formed to oversee

the implementation of the baccalaureate program, which shall consist of the

following:

a. Recommend a baccalaureate speaker. Observe the

practice of inviting speakers from all religious

denominations every year. Equally, English and Filipino

will be used alternatively for the messages every year.

The recommendation will be endorsed to the President

through the Administrative Council. The council shall, in

turn, endorse the recommendation to the President.

b. Prepare the baccalaureate program.

c. Invite the baccalaureate speakers. The program should

be included in the invitation. Ensure that there are, in

fact, baccalaureate speakers. Prepare the seating plan.

Coordinate with the Physical Facilities Management

Service unit regarding the physical requirements of the

occasion, e.g., the stage décor, seating arrangements,

lights, public address system, etc.; and

d. See to the smooth implementation of the program.

Article 258. At the Baccalaureate Program. The baccalaureate program shall be

held once a year, on the day before the annual Commencement exercises.

Article 259. The main participants and the audience at the baccalaureate program

shall be seated as they come.

Article 260. The baccalaureate program is a solemn activity, thus it shall be non-

boisterous and quiet, if need be. Therefore, care will be taken that noise is greatly

minimized.

Article 261. The basic program sequence will be as follows:

a. The doxology/invocation

c. Introduction of the baccalaureate speaker

d. Speech by the baccalaureate speaker

e. Closing Remarks

Article 262. There could be alterations to the program and its sequence as

proposed by the baccalaureate committee and approved by the President on

recommendation of the Administrative Council. The principle of "last one in, first

one out" shall be followed in the recessional.

Section 3. Graduation Ceremonies

Article 263. Solemnity and pageantry should mark graduation ceremonies at the

College. Unnecessary applause shall have no place therein. There shall be no

impromptu speeches/talks. The only persons with speaking parts are: the Master

of Ceremonies, the President, the Vice Presidents, the Deans, the Registrar, the

readers, the President of the Alumni Association, and of course, the

Commencement Speaker, at particular points in the program, in the performance

of their respective roles. The program scenario shall be followed to the letter.

Article 264. The following order of the processional will be followed:

and Reception, Physical Arrangement, Equipment and Facilities, Refreshments,

Rehearsals and Seating Arrangement, Academic Awards, Co-curricular Awards,

Academic Gown, Ushers and Usherettes, Medals, Readers, Printing, and Security

and Discipline. The various committees shall set to work on their respective areas

of responsibility to ensure the smooth running of the overall program of the

graduation exercises. The final rehearsal will serve as the mock graduation

program, where the guests, the College officials, and the faculty may not be

present.

Section 5. At the Graduation Ceremonies

Article 266. The plans designed by the various committees will see fruition on

graduation day.

Article 267. The program scenario shall be strictly executed and shall be done with

extreme care. It is to be expected that the graduation ceremonies will be

performed with aplomb.

Article 268. As the oath taking for membership in the ZCSPC Alumni Association

will not be rehearsed, the procedure for rendering this activity will be carefully

planned, its proper execution, ensured.

Section 6. Program Protocol

Article 269. A week before the graduation exercises, rehearsals will be held which

will be presided over by the Rehearsals Committee assisted by the following

committees: Ushers and Usherettes, Seating Arrangement, and Security.

Article 270. The Master of Ceremonies (MC) shall control the program scenario.

He will constantly be on the stage so that he will have full view of everything, from

physical resources/requirements to the human factors (audience and participants).

Article 271. All those participating in the processional shall be in their respective

places at least thirty minutes before the processional. The Grand and College

Marshals will be with the graduates to ensure the proper conduct of the activity.

Article 272. At the sound of an electric bell/siren, everybody will gear up to start

the processional. The order of the processional will be as indicated in preceding

articles under this section.

Article 273. As early as during the gathering at the entrance of the graduation

venue an authorized personnel from the Registrar’s Office shall check whether the

graduates’ cards are authentic, i.e., they are the ones that have been issued by the

Registrar. No one will be allowed to march if he fails to present this card.

Article 274. Once inside the graduation venue, the Grand Marshal is to position

himself standing at the very front, facing those marching in. He shall point to

where the graduates are to go, and where they are to sit later.

Article 275. The graduates shall remain standing until the last person on the

processional has entered and has gone to his place and until the national anthem

has been sung.

Article 276. The order of the processional as indicated above in this section. (At

the Baccalaureate Program) will be followed.

Article 277. The Master of Ceremonies announces the entrance of the officials of

the College, mentioning their positions first followed by their names in the same

order as in this Section.

Article 278. When everybody has reached their respective assigned places, the

emcee will direct the audience to remain standing. Then, he will signal to the band

to play, to accompany the entrance of the colors. He does so by saying: “May the

band play as the colors march in.” As soon as the band starts, he says “Ladies and

gentlemen, the entrance of the colors.” The carriers of the colors shall proceed to

the poles and plant the colors therein.

Article 279. The emcee shall then ask everybody to sing the national anthem and

motion to the band to accompany the singing. Afterwards, the emcee directs the

audience to be seated.

Article 280. The President shall deliver the Welcome Address. After a brief pause,

he/she shall introduce the Commencement Speaker. After having been introduced,

the Speaker delivers his/her speech.

Article 281. As a token of gratitude, the Guest of Honor shall be presented gifts,

among which is a Plaque of Appreciation. One of the Vice Presidents shall read

the citation in the plaque and then, the President assisted by the Vice Presidents,

shall present it to the Speaker. The other Vice President/s shall offer the gift/s.

Article 282. The emcee will then announce the start of Commencement proper.

He will call on the College Registrar to make this pronouncement saying:

“Mr./Madam President, I have the honor to present to you the

_________ (indicate number) graduates of the various degree and non-

degree programs of the College. The graduates are from the __________

(indicate number) departments/institute:

_________ (number of graduates) from the _____________ (MC mentions

the name of departments/institute starting with the Graduate School.

Graduates stand as their Department/Institute is called. They will remain

standing until after all the Departments have been called).

Article 283. The President, in turn, shall say “By virtue of the powers vested in me

by the Board of Trustees, I hereby declare you graduates of this College/Institution,

this ___nth day of ______, 20__.” The MC shall then say to the graduates, “Please

turn your tassel from the left front to the right front side of your cap.”

Article 284. The Readers, seated in a special place, will get ready to read the

names of those graduating from a particular Department. The emcee shall call the

Reader for a Department in this fashion: “Will the reader for the Department of

_________ (name of Department) come and read the names of the graduates of that

Department.” Subsequently, he will announce, thus: “The graduates will now

receive their diplomas.” On hearing this, the graduates (by Department, by degree

and by row) will walk toward the foot of the right side of the stage and fall in line

there while waiting for their turn to go up the stage to get their diploma. As soon

as there are only ten individuals remaining in line, the next row will join the line.

Each graduate will present to the Reader the card issued by the Registrar, the same

card presented at the processional. Without this card, no one will be allowed to go

up the stage to get his/her diploma.

Article 285. For all the Departments, the first to fall in line and to be called are the

graduates of the Ph. D., Ed. D., if any and M.A. degree programs, in that order. A

special (hooding) ceremony shall be performed first before they shall be given

their diploma. The hooding ceremony shall proceed in this manner. While in line,

an M.A. or Ph. D./Ed. D. degree holder sling the hood over his/her left arm. He/she

comes forward, toward the Dean and the Department Secretary (who will readily

stand to join the President in the middle of the stage as soon as cued by the MC to

do so) He/she curtsies (if a woman graduate, otherwise, kneels on his right) in

front of the Dean and as he does so, hands over the hood to him. The graduate

removes his cap as the Dean slips the hood through the graduate’s neck. The

Department Secretary makes sure that this is done properly. The graduate puts

the cap back on after having been hooded. The Dean and the Department

Secretary makes sure that the tassel is in the right position, i.e., towards the right

front side of the cap. The President witnesses this and as soon as the hooding

ceremony is completed for every graduate, he/she awards the diploma. He/she,

together with the Dean of the Department and the Department Secretary, shakes

the graduate’s hand in congratulations. This procedure is to be followed for every

Ph. D./Ed. D. and M.A. graduate.

Article 286. Next to be called are the graduates of the various baccalaureate

programs of that Department row by row, where the graduates are seated in

alphabetical order;

Article 287. When the last graduate of a particular Department is reached, there

will be a short pause before the graduates of the next Department fall in line.

Article 288. The same procedure will be followed for all the other departments.

Article 289. After the very last graduate has received his/her diploma, the

President of the Alumni Association shall administer the alumni’s oath to the

graduates (who automatically become alumni of the Institution).

Article 290. The graduates will sing the institution’s alumni hymn, and the faculty

will sing along with them.

Article 291. The emcee will, thereafter, announce the end of the Commencement

Exercises.

Article 292. The recessional will follow. The principle of ‘last one in, first one out,’

as is done in the conduct of the baccalaureate program, will be followed.

Therefore, the College/Institution officials and guests are to go out first, followed

by the faculty. The graduates will be allowed to stay inside the graduation venue,

should they prefer to do so.

Article 293. The President may host a party or get-together, especially when a

graduation exercise coincides with the granting of a Doctorate in Teacher

Education, ‘Honoris Causa.’ In this case, the party shall be in his/her honor.

INSTALLATION/INVESTITURE OF THE PRESIDENT

Article 294. At the choice of a newly designated/appointed president, the date of

installation into/investiture with his office will be determined. Committees for said

installation/investiture will be formed and will be closely coordinated by a steering

committee to ensure the propriety of all the regalia, paraphernalia, and conduct of

the installation/investiture take place at the appointed time.

Article 295. The citation to be inscribed on the “Plaque” will address the President;

hence the second person will be used in the wording of such citation.

Article 296. The Presidential Collar will be custom-made. It will be gold-plated. Its

style will follow what has been traditionally agreed upon. However, certain

uniqueness will be allowed as long as it will not destroy the essence of the collar.

Article 297. The Guest list will be extensive. The President reserves the right to

approve this list.

Article 298. Since investitures are occasions for camaraderie, renewing friendships

and establishing possible linkages, people in the guest list would range from

dignitaries to those at the faculty level.

Article 299. Just like a graduation ceremony, the installation/investiture ceremony

shall be carried out with aplomb.

Section 1. Awarding Ceremonies

Article 300. Awards will be of two kinds: academic and co-curricular. Separate

steering committees and subcommittees will be set up for each category. Sub-

committees will each take charge of the following:

a. Setting of criteria for the selection of awardees.

b. Developing the mechanics for the awarding ceremony

c. Announcing the availability of the awards

d. Designing the awarding program

e. Executing the awards program

f. Announcing the awardees

Section 2. Protocol in Academic Activities and Gatherings

Article 301. To instill order as well as to follow the agreed-upon traditions of

courtesies in the conduct of ceremonies and gatherings, the following protocol will

be observed:

Article 302. College programs such as Commencement Exercises, Awarding

Ceremonies and the like, and programs where there is participation of outside

guests will be so designed that the welcome remarks are to be delivered by the

President, except when he/she may designates any of the Vice Presidents to do the

task for him/her. In the inability of the Vice Presidents to substitute for the

President, any of the Deans can be asked to perform the task.

Article 303. The President shall also be the one to introduce a Guest Speaker

whose position equal to or is above his/her level. The President can be the

keynote speaker, himself/herself.

Article 304. The closing remarks will be given by any of the Vice Presidents.

Article 305. At the Department-level programs, the Dean of the Department or

his/her designate delivers the welcome address and/or the keynote/inspirational

speech. The closing remarks could be by anyone of the department/college-based

center heads.

Article 306. As regards to the seating arrangements on stage, the President and

the Guest/Keynote Speaker shall sit in the middlemost portion. The Vice

Presidents will join them. No definite place in regard to who should sit to their

right or to their left need be designated. The Master of Ceremonies sits on stage,

too, nearest the microphone.

Article 307. At official parties and gatherings, the President with the Vice

Presidents, the Deans, and other College officials, standing as in a reception line,

welcome the guests and are not to sit themselves until all the guests shall have

been properly seated.

Article 308. The President, being the Head of the College, shall see to it that the

heretofore-established protocol is followed to the letter.

TITLE ONE STUDENT SERVICES

CHAPTER 1

Curricular Consultation Services

Article 309. There shall be a regular system of consultation and guidance to be

offered by the faculty to the students in connection with their registration, their

assignments, the progress of their academic work and other curricular problems

in their subjects.

Article 310. Students shall report for consultation and assistance to faculty

members for improvement of their academic work at the time and place stated in

the schedule which are prepared and approved by the Dean or Director

concerned.

CHAPTER 2

FINANCIAL AID TO STUDENTS

Article 311. Scholarship from government or private donations, grants and other

forms of financial aid for students shall be awarded in accordance with the rules

and regulations governing them.

Article 312. The President may appoint students who are not enjoying scholarship

assistance, to a job in the College with compensation commensurate to the

nature and scope of their services upon the recommendation of the Deans or

Directors of different departments based on the needs of the College.

CHAPTER 3

RENTAL OF TEXTBOOKS

Article 313. The College shall offer for rent, whenever conditions permit,

textbooks and other learning materials and equipment to bona fide students in

its departments under the rules and regulations prescribed by the College.

CHAPTER 4

STUDENT ORGANIZATIONS AND ACTIVITIES

Section 1. Student Organizations

Article 314. Students may be permitted to form voluntary organizations that will

develop their personality, desirable attitudes and values, leadership potentials,

wisdom of practical life, assistance to their studies, and services to their institution

and the community.

Article 315. The student organizations which aim to promote artistic, literary,

dramatic, civic, cultural, technological or other worthwhile goals shall be allowed

in the College subject to supervision and control by an adviser recommended by

the students in coordination with the Dean of Students Affairs and approved by

the College President.

Article 316. Organizations of students shall be subject to College policies, rules

and regulations stipulated in the Student Code.

Section 2. Field Trips, Educational Tours, Excursions and Other Similar

Activities

Article 317. Student activities such as field trips, educational tours, excursions and

other similar activities shall be included in the list of department’s/institute’s

calendar of activities for the given year. In no case where any student activity shall

be allowed if it is not in the said calendar.

Article 318. Student activities not found in the calendar may still be allowed on

condition that such activity must be a requirement of the course inadvertently

omitted in the list or a requirement of higher office or other agency for a purpose

beneficial to the students and the College in general.

Article 319. Conduct of student activities within or outside the College campus

bearing the name of the College shall be approved by the President or his duly

authorized representative. The College shall not be accountable for accidents that

may occur during activities conducted outside of the campus that do not have

the prior approval of the President or of his/her duly authorized representative.

Section 3. Student Parties, Inductions and Other Activities

Article 320. Holding of Induction ceremonies, parties and other similar activities

shall be done only with the prior approval of the President.

Article 321. Such activity shall be voluntary on the part of the students and

decisions relative to expenditures and the manner of its conduct shall pass

through the consensus of the majority of the affected students.

Section 4. Student Contribution and Other Collections

Article 322. All contributions, fees, donations, to include all other forms of

collections from the students that have something to do with the school activity,

the department or unit, the class, or the students volunteer organizations given

recognition by the College, shall be considered official and may be collected from

the students only upon the approval of the President.

Article 323. Collections or payments which form part of the school fees as

authorized by the Board of Trustees shall be paid at the Office of the Cashier or

through the authorized collector of the student organization with corresponding

official receipts issued.

Article 324. No private individual, College faculty and personnel or any college

officials and employee, in general, are allowed to collect any form of fees from

the students unless authorized by the College.

Article 325. Collection of any form of fees by any private individual or

organization is never allowed inside the College campus.

CHAPTER 5

ATHLETICS

Article 326. Every student duly registered in any of the departments of the

College shall, upon payment of the athletic fee, be a member of the College

Athletic Association. The government of this association shall be vested in a

Board of Athletic Affairs which shall be composed of five members to be

appointed by the President from among the members of the administrative and

faculty officials who shall serve for a term of two years.

Article 327. The Board of Athletic Affairs shall have for its functions the laying

down of broad athletic policies and administering the financial aspect of athletic

and similar co-curricular activities of the College.

Article 328. A Board of Athletic Affairs composed of the Dean of Students Affairs

as Chair, with the Director of the Physical Education Department and the Athletic

Coordinator as members, Affairs shall supervise all varsity athletics.

CHAPTER 6

CONVOCATIONS

Article 329. College convocations shall be held under the administration of the

different departments, institute and/or units of the College or other College

organizations upon the approval of the President.

Article 330. Any priest, Imam, preacher or minister of the gospel of any religious

denomination may be invited to speak before student groups in occasions like

interfaith/ecumenical baccalaureate ceremony and the like. Provided, that in every

case the written permission of the President shall have been previously secured;

provided further, that the speakers do not discuss questions which may provoke

the dissension in the College and or tend to undermine the faith of the people

over government and the duly constituted authorities.

CHAPTER 7

PRESS ARTICLES BY STUDENTS

Article 331. Any student of the College who publishes an article or write a letter to

the press must secure clearance from the Office of the President. If he desires to

be known as a student of ZCSPC he shall prefix the name of the school in which

he is registered with the word “student”.

STUDENTS’ PARTICIPATION IN CONTROVERSIAL ACTIVITIES

Article 332. The participation of students in controversial activities shall be

governed by the following principles:

The College has for one of its aims the training of thoughts and

action for the general citizenry of the country. For this purpose, the

students of this institution are and have always been encouraged to

take intelligent interest in public questions. Many of these questions

could be controversial in nature. To place these issues beyond the

inquiry and consideration by the students would be to defeat this

objective. Therefore, the students of this institution are and should

be free to express their views and sympathies on any public

question, subject, however to certain a extent on evident and well

established limitations, among which are:

1. The participation of students in parades, demonstrations, mass

meetings and the like, organized or promoted by parties or

interests not authorized by the College shall not interfere with

the classes and activities at the institution;

2. Students to take part in any of the aforementioned activities

shall not exhibit any signs of any kind giving the impression that

they represent the College, their participation to be clearly

indicated as on their own individual responsibility;

3. Students at all times shall observe the pertinent laws and

regulations and shall act always with fairness, tolerance,

moderation and respect for the opinions and feelings of others

bearing in mind that education stands for broadness and views

and for appreciation and understanding of principles; and

4. Students are expected to be courteous and considerate on all

occasions as befitting men and women of refinement and good

breeding.

CONCLUDING TITLE

CHAPTER 9

RULES AND REGULATIONS ON STUDENT CONDUCT

AND DISCIPLINE

Article 333. A Students’ Code of Conduct and Discipline shall be developed and

implemented in the College.

Article 334. Save as to matters specifically provided by law, any provision in this

Code may be amended, appended, adjoined and enriched at any time as found

necessary. Such effort may emanate from the Zambonaga City State Polytechnic

College and the Board of Trustees: Provided, such effort shall pass through regular

process and approved at any regular meeting of the Board of Trustees, or in a

special meeting called for the purpose by a majority of all the members.

Article 335. Existing bodies, offices, committees, other College units, etc. shall

continue to exist and the officials and employees who are members of said bodies,

offices, committees, etc. shall continue to perform their functions and duties unless

otherwise ordered by this Code or by subsequent resolutions of the Board; and all

existing rules and regulations which are in conflict with the provisions of this Code

are hereby repealed, rescinded or revoked accordingly.

HISTORY OF THE ZAMBOANGA CITY STATE POLYTECHNIC COLLEGE

APPENDIX “E”

On July 21, 1905, an intermediate trade school which was to become a

prestigious educational institution in the region in later years, was established in

1905 by Dr. Najeev M. Saleeby, Superintendent of Schools in the Moro Province,

according to a report of the Philippine Commission to the United States

Government. The report said that the school started as a shop in the Zamboanga

East Central School. Putting up the school was aimed at “introducing needed

industries and trades which are easy to acquire and practical to apply within the

needs and wants of the people.” During this period, industries were lacking in the

locality and the primitive condition of existing ones pointed to the need for

stimulus and training for more industrial activities.

The school was pioneered by American teachers or Thomasites. Mr. Hogges

became the first principal. Shortly thereafter, another shop class and a drawing

class were added under the supervision of the subsequent principal, Mr. Ash. Due

to the overwhelming enrollment in 1912, classes were transferred from the

Zamboanga East Central School area to a location which is now called Barangay

Baliwasan.

Authorities involved in instruction and education saw the fervor and interest

of both the teachers and pupils and their laudable contribution to the community.

Hence, further developments were introduced in 1912. The intermediate trade

school was transformed into a Provincial Trade School authorized, not only to offer

elementary curriculum, but secondary curriculum as well. The school was conferred

the name, Zamboanga Trade School, under the administration of Mr. Parker.

In 1924, Mr. Vicente Macairan succeeded Mr. Parker as Principal and during

the latter’s administration, a two-storey building was built in campus. Ten years

later in 1934, Mr. Vicente Enrile took over the management of the school and

during his administration, four shop buildings were constructed.

After fifteen years of offering satisfactory vocational training during the

Commonwealth Era (1935-1946), the school was placed under the administration

of the City Government of Zamboanga by virtue of Commonwealth Act No. 39

which was signed into law by President Manuel Luis Quezon on October 12, 1936.

The said statute replaced the city’s municipal name “Municipio de Zamboanga” to

“Zamboanga City,” converting it into a chartered city with power to supervise city

schools. Subsequently, the Zamboanga Trade School was converted into the

Zamboanga City Trade School under the city government’s supervision.

In 1954, the first and only Zamboangueño Senator to date, Sen. Roseller T.

Lim, sponsored a bill which was enacted into law as Republic Act No. 846 and

approved by the nationalist leader of the Philippines, President Ramon F.

Magsaysay. This law mandated the conversion of the Zamboanga City Trade

School into the Zamboanga City Regional School of Arts and Trades. The law

authorized the school to offer post-secondary courses in two-year Trade Technical

Education. Mr. Marcelo Bonilla was its first superintendent. During this period, the

PHILIPPINE COMMITTEE ON UNITED STATES AID (or PHILCUSA) assisted the

school in its rehabilitation and equipment procurement. Five (5) shop buildings

were constructed - two FOA-PHILCUSA buildings, two shops for boat-building

and auto mechanics, and one girls’ trade building.

In 1959, President Carlos P. Garcia converted the Zamboanga City Regional

School of Arts and Trades into the Zamboanga School of Arts and Trades (ZSAT)

with Mariano P. Dagdag as its new superintendent.

Three years later, in 1962, another leader emerged in the Philippines

political scene, President Diosdado P. Macapagal. His contribution to the historical

development of the institution was the approval of Republic Act No. 3268 which

authorized, for the first time, the offering of a four-year degree program, a teacher

industrial education curriculum known as the Bachelor of Science in Industrial

Education (BSIE).

Under the leadership of Mr. Mariano P. Dagdag, more improvements were

introduced to the school’s infrastructure development. These were the

construction of the Science Building, Related-Subjects Building, Gymnasium,

Administration Building and the Registrar’s Building.

The school helped industrial workers update and enhance their skills and

competencies. It also provided learning opportunities to out-of-school youths

which prompted the school to expand its program and offer the evening

Opportunity Program Classes in school year 1966-1967 known as the Two-Year

Special Trade Curriculum.

When Mr. Mariano P. Dagdag retired in 1967, Mr. Felizardo Camilon took

over as Superintendent of the school. Mr. Camilon, in turn, was succeeded by Mr.

Pedro F. Gomez, Sr. in 1971. During the latter’s term of office, the Technical

Vocational Education Project (TVEP) was established and the Technician Education

Institute (TEI) building was constructed. Because of the pressing need for industrial

technologists, the Zamboanga School of Arts and Trades was chosen by the

Department of Education, Culture and Sports (DECS) as one of the trade schools

authorized to offer the Bachelor of Science in Industrial Technology by virtue of

Department Order No.28, series of 1975. Certain edifices were constructed during

this period such as the World Food Bodega, NROTC and the pre-fab buildings.

The Industrial Arts, Drafting and Boat-building shops were likewise refurbished.

These developments prompted the Ministry of Education, Culture and Sports in

1978 to grant the school authority to offer the six-month Basic Seaman Training

Course through MECS Permit No. 5, series of 1978.

In 1982, the school was selected as one of the Technician Education

Institutes in the country authorized to offer the two-year Diploma of Technology

curriculum under the RO-ADB Technical-Vocational Education Project of the

defunct Bureau of Vocational-Technical Education (BTVE), by virtue of MECS Order

No. 38, series of 1982.

From 1983 to 1986, in view of the urgent need for teachers to handle the

technician programs of BTVE, a Master in Technician Education (MTE) program was

implemented at the Marikina Institute of Science and Technology (MIST) being the

Center for Technician Education in the country. ZSAT sent four batches of faculty

scholars to pursue their master’s degree in the center. The first batch of scholars

included three faculty members, one female and two males who specialized in

areas such as Chemistry, Electronics Technology and Refrigeration and Air-

conditioning Technology. The second batch of scholars included three male

teachers in three technology areas: Electronics Technology, Refrigeration & Air-

Conditioning Technology, and Automotive Technology and one in related subject

area, Mathematics. The third batch of scholars included three teachers, two female

and a male who specialized in areas such as Mathematics, Chemistry and Physics

and three more teachers in various technology areas, namely, Mechanical

Technology, Automotive Technology, and Electrical Technology. Finally, the fourth

batch of scholars which was made up of four faculty members took up Drawing,

English, Management, and Electrical Technology. All of the scholars successfully

finished their Master in Technician Education and were assigned to handle classes

according to their respective specializations.

In 1985, Mr. Pedro F. Gomez, Sr. retired as Superintendent and Dr. Utumama

Abdula, who was the concurrent Assistant Regional Director of the Department of

Education, Culture and Sports, Regional Office No. IX, Western Mindanao was

designated Officer-in-Charge of the school. During Dr. Abdula’s administration in

1985 to mid 1986, the Technician Programs were enriched and expanded into

three-year courses beginning school year 1986-1987 through MECS Order No.17

series of 1986.

In 1986, Dr. Jausan L. Tahil became the superintendent of the school. Under

his administration, two more programs were opened by authority of DECS Order

No. 56 series of 1987, namely, the one-year Craftsman Certificate and the two-year

Certificate of Technology. These BTVE curricular programs were implemented by

the Technical Education Department including the two-year Trade Technical

Education Curriculum (Tech’l), Bachelor of Science in Industrial Technology (BSIT)

and the Associate in Marine Transportation, major in Marine Engineering (AMT). It

was during this period that the instruction of the school was administered by two

academic departments - the Teacher Education Department and the Technical

Education Department. The latter was renamed Technology Education Department.

BTVE, through TVEP, provided the facilities to support the four curricular

programs - Automotive Technology, Electrical Technology, Electronics Technology,

and Refrigeration and Air-Conditioning Technology. These facilities were installed

in the respective shops at the TEI building. The programs were manned by skilled

and competent instructors, each equipped with a Master of Technician Education

(MTE) degree. Other instructors were also trained at the MIST on short-term

courses according to their field of specialization. On October 11, 1988, the

Technician Education Institute building was inaugurated and the facilities were

turned over to the school.

In 1986, with the huge progress in technological instruction attained by

ZSAT, an attempt to convert the school into a state college was initiated for the

first time. Dr. Jausan L. Tahil, then Superintendent of the school, submitted in 1990

a proposed bill to then Congresswoman Maria Clara L. Lobregat. The proposed

name of the school was Western Mindanao State College of Arts and Trades.

However, the DepEd Regional Office opposed the conversion. In 1992, an act of

Congress, through the efforts of the late Congresswoman Maria Clara L. Lobregat,

changed the name of the College from Zamboanga School of Arts and Trades to

Zamboanga City Polytechnic College by virtue of Republic Act No. 7474.

As the school continued to meet the challenges of the times, the College

started to offer graduate programs in May 1991 supported by DECS Order No. 59,

series of 1991. The Graduate Studies, as a new department, offered Master of Arts

in Teaching Vocational Education (MATVE) with majors in Industrial Arts,

Vocational Guidance and Counseling, Home Economics, and Curriculum and

Instructional Development.

The Marine Engineering program of the College developed from the two-

year Trade Technical Education program major in Stationary and Marine

Engineering in 1954. It was later offered as a separate course under the title of

Associate in Marine Transportation major in Marine Engineering. Later it was

renamed, Certificate in Marine Engineering (CME).

Due to its CME program, ZSAT, in 1991, was authorized to offer Bachelor of

Science in Marine Engineering (BSMAR-E) through DECS Order No. 22, series of

1991. All of the two-year marine engineering programs were gradually phased out

before the BSMAR-E was fully implemented. In 1993, the Technology Education

Department was renamed Technology and Maritime Education Department for it

to accommodate the maritime program.

Pursuant to CHED requirement, the school applied for certification of its

Marine Engineering program by an international certifying body, the Det Norske

Veritas (DNV), a Netherlands-based International Maritime Accrediting Society. The

school was subsequently awarded the first certification in conformity with the

Quality Management Standard under ISO 9001:2000 from year 1998 to 2004. The

DNV certification paved the way for the BS in Marine Engineering (BSMAR-E) to

become one of the flagship programs of ZCSPC. The Marine Education Program

was re-certified by DNV with ISO 9001:2008 on June 18-20, 2012.

Meanwhile, from 1989 to 1990, expansion of the college program to off

campus through extension campuses, resurged. It must be noted that there was a

period in the history of the Zamboanga School of Arts and Trades when all

vocational trade schools all over the region were under its supervision to include

Siocon National Vocational School, Kabasalan National Vocational School, the

trade schools in Pagadian City and Dipolog City, Hadji Butu School of Arts and

Trades in Jolo, Sulu, and the Rizal Memorial National Vocational School now the

Jose Rizal Memorial State University (JRMSU).

During school year 1989-1990, it seemed that the school was moving

towards such direction once more. The Ayala Technical-Vocational School in

Barangay Ayala, Zamboanga City was established to offer the Two-Year Trade

Technical Education program. In 1993, the Ayala Technical-Vocational School had

its first graduation. In 1994, the administrative control of the extension program

was turned over to the new administration of Ayala Technical-Vocational School

which then became a city funded institution.

In 1991, the school became, once more, a recipient of a project of the

Philippine-Australian Technical Vocational Education Project (PATVEP) through the

BTVE. Renovations were made in the following buildings: Automotive Technology

Building, Boat Building shop (which was transformed into the Civil Technology

Building), Machine Shop Building (which was renamed Mechanical Technology

Building) and the Refrigeration & Air-Conditioning Building. These four (4)

buildings, each catering to a major course, were fully supported with tools, testing

instruments and equipment. A pick-up Mitsubishi vehicle with plate No. 214 was

given for instructional purposes. Other facilities were also provided including

funding support for supplies and materials. A PATVEP Dormitory Building was also

constructed. These developments were part of a grant from the Australian

Government.

Moreover, faculty members of the institution were sent for a ten-month

training in Australia in the areas of Automotive Technology, Civil Technology,

Mechanical Technology, Refrigeration and Air-Conditioning Technology, Welding

Technology and short term course in Computer Technology. The knowledge, skills

and the experiences the faculty acquired from the trainings were handed down to

the students.

On March 11, 1994, the Australian Embassy, in coordination with PATVEP,

inaugurated and handed over to the Philippine Government, through DECS, all the

facilities of the project to ZCPC. In the same year, the remaining budget of PATVEP

was utilized for additional projects, which included: concreting of pavements from

the TEI building to the school main gate, from the main gate to the gate of Lot-2,

and from the gate of Lot-2 towards the PATVEP dormitory building; and the repair

of the perimeter fence along R.T. Lim Boulevard.

The construction of the Teacher Education Building through a grant from

the USAID followed while the old College Building was reconstructed through the

efforts of the late Congresswoman Maria Clara L. Lobregat. Due to the untimely

demise of Dr. Jausan L. Tahil in 1996, Mr. Lionel R. Villavieja, the College Dean,

became the officer-in-charge of the school and eventually succeeded Dr. Tahil as

Superintendent in 1998.

A year earlier, in 1997, a second attempt to convert the college into a state

college was pushed by the ZCPC Faculty and Employees Association (ZSATFEA). A

proposed bill was submitted to Councilor Roberto Villares who was asked by the

late Congresswoman Maria Clara Lobregat to look into the matter when the

association had an audience with the latter in her residence in Nuñez St.,

Zamboanga City. The effort however, did not materialize.

The years from 1997 to 2001 were very challenging to the College. Republic

Act No. 8292 otherwise known as the “Higher Education Modernization Act of

1997”, with CHED Memorandum Order No. 3, s. 2001 as Implementing Guidelines,

shook the very roots of the College with the seeming imminent integration of the

school with other SUCs.

When there was a move to integrate all tertiary-level schools to State

Universities and Colleges (SUCs), the idea beckoned the Administration, of

reverting the College into a Technical Vocational School under TESDA, which could

have led to the phasing out of the degree programs, or be part of the Zamboanga

State College of Marine Sciences and Technology (ZSCMST) instead of the Western

Mindanao State University (WMSU).

However, Congressman Celso L. Lobregat stood firm in retaining the

autonomy of the College. For this reason, he was ascribed the title, “Father of the

Zamboanga City State Polytechnic College”.

On July 20, 2001, the College once again leaped to greater heights. The

efforts for conversion finally paid-off when then President of the Republic of the

Philippines, Gloria Macapagal-Arroyo signed into law Republic Act No. 9142

changing the name of the school into ZAMBOANGA CITY STATE POLYTECHNIC

COLLEGE, despite the standing moratorium for conversion. This special law,

sponsored by Congressman Celso L. Lobregat, allowed the school to pursue

advanced instruction and professional training in Science and Technology and in

the development of research in these areas.

In the year that followed, the College was once again pushed to the

limelight. The Educational Statistics Task Force (ESTF), organized by the

Professional Regulation Commission (PRC) and the Commission on Higher

Education (CHED), came out with the 2002 report titled “Compilation of Statistics

on the Performance of Schools.” The paper reflected the results of various PRC-

administered licensure examinations of graduates of Maritime Education

programs. The report cited ZAMBOANGA CITY STATE POLYTECHNNIC COLLEGE as

the highest or the No.1 Performing School in Maritime Engineering examinations

held in January and May of 2002, making it the leading marine engineering school

in the country.

On September 13, 2002, Mr. Lionel R. Villavieja, the last Superintendent,

became the first appointed President of the ZAMBOANGA CITY STATE

POLYTECHNIC COLLEGE.

Advancement in science and modern technology forced the College to

realign the five (5) major courses under the Bachelor of Science in Industrial

Technology (BSIT) program in 2004. This development led to the offering of the

new curricular programs in BS in Automotive Technology (BSAT), BS in Electrical

Technology (BSELECT), BS in Electronics Technology (BSELXT), BS in Mechanical

Technology (BSMT), and BS in Refrigeration & Air-Conditioning Technology

(BSRACT). The aforementioned initiative was made official through Board

Resolution No. 012-04, dated April 17, 2004, and was implemented in School Year

2004-2005. Moreover, evening classes and some major courses were

supplemented to the curricular offerings of the College. Board Resolution No. 12-

2004, provided for the offering of nine additional Bachelor of Science programs:

BS in Teaching Mathematics, BS in Teaching Technology & Livelihood Education,

BS in Teaching Home Economics, BS in Industrial Arts, BS in Automotive

Technology, BS in Electrical Technology, BS in Electronics Technology, BS in

Mechanical Technology, and BS in Refrigeration and Air Conditioning Technology.

A two-year Associate in Industrial Technology Program was also among these

courses. Evening classes likewise commenced in AY 2004-2005 as authorized under

Board Resolution No. 19-2004.

In line with the school’s policy to pursue quality assurance, ZCSPC

submitted its programs for accreditation. The Accrediting Agency of Chartered

Colleges and Universities of the Philippines (AACCUP) INC. Technical Review and

Board Action awarded Level I accreditation for the Industrial Technology Program

of the College of Technology, effective December 1, 2007 to November 30, 2010.

The aforementioned milestone was followed by the awarding of Level II Re-

Accredited Status for the same program from August 1, 2011 to July 31, 2015.

Likewise, the College of Education (COE) was awarded Level I accreditation and a

candidate status for the Graduate Program on October 13, 2008.

In SY 2007-2008, through Board Resolution No. 026-2006 dated April 7,

2007, the College was allowed to offer the ladderized courses for the Institute of

Non-Degree Programs (INDP). On March 19, 2008, Board Resolution No. 016-2008,

resolved to approve upon the recommendation of the ZCSPC President, the

offering of Bachelor of Science in Entrepreneurship (BS Entrep) curriculum in the

College of Technology, effective SY 2008-2009.

With the retirement of the College President Mr. Lionel Villavieja, CHED

Region IX Director, Dr. Emmylou B. Yanga was designated Officer-in-Charge of the

College by the Board of Trustees on January 3, 2009 until the new President was

elected on January 13, 2009. On March 31, 2009, Dr. Nora M. Ponce, the second

President of ZCSPC, was formally installed during a fitting Investiture Ceremony.

On March 24, 2009, within the first three months that Dr. Nora M. Ponce

was College President, a two-storey, eight-classroom elementary school building

was turned-over by the city government to the school followed by the turnover of

the Multi-Purpose Covered Court constructed through the Countryside

Development Fund of 1st District Representative Ma. Isabelle G. Climaco, on March

31, 2009.

Since the assumption of Dr. Ponce as President, more curricular programs

have been offered by the College. On September 23, 2009 through Board

Resolution No. 044-2009 the offering of Bachelor of Science in Hotel and

Restaurant Management (BSHRM) was approved effective SY 2010-2011. On June

06, 2009 through Board Resolution No. 033-2010 another program, the Bachelor

of Science in Civil Engineering, was also approved effective SY 2011-2012. On

October 14, 2010, Board Resolution No. 050-2011 approved another curricular

program, the Bachelor of Science in Information Technology (BSInfoTech), effective

SY 2012-2013. The fourth new curricular program approved by BOT was the

Bachelor of Science in Development Communication (BSDevComm) effective SY

2012-2013.

After a century of offering trade technical-vocational instruction, ZCSPC

today continues its leadership in the quest for quality technical, vocational,

maritime, and technological education. It unceasingly offers the best, the most

effective, and the most efficient services for the empowerment of the country’s

human resources.

For the first time in the history of this premiere vocational-technological

institution of higher learning in the region, efforts are being made by the

leadership to attain global competitiveness especially of its graduates. For this

initiative, the current administration will be forever remembered and honored.
