Welcome to our latest edition of the Vinton Image Magazine.
Vinton is a wonderful town set in Northeast Roanoke County right next to the Blue Ridge Parkway. We invite you to drop in and visit our stores and restaurants or better yet, move to our wonderful town and get to know us.
The Vinton community is not just defined by the boundaries that make up the town, but include all North East Roanoke County residents that live in the William Byrd School district. This unique community is small enough to know your name yet big enough to offer the services you need.
As you peruse through the pages of the Vinton Image magazine I want to challenge you to allow your mind to wonder what it was like years ago in the Town of Vinton and other cities and towns throughout America.
How are things different? What is the same? What part can you play in the changes yet to come? Are you an active player now or could you become one?
We live in a fast paced world that continues to speed up just about every day. As we all try to keep up or even go faster, are we forgetting to pay attention to things around us that are truly more important than the trivial things we currently focus on?
When we get older we start to love looking back at old pictures, asking people what it was like back in “those days” and then listening for hours as they share their memories. What memories will your generation remember about your town, your school or your “traditions”? Has your generation been too busy to notice what is going on around them? Will your generation be too busy texting each other to actually get out and participate in the history being made?
Make time to be a part of the community you live in. Go to the festivals, the parades, the ball games, the fireworks, etc… Remember, without people getting involved and getting together, there will be no community to remember.
As a Chamber of Commerce we hope you enjoy our magazine and consider being an active part of our Chamber and our community. Together we can make history.

Welcome to the Town of Vinton, a place that is always filled with excitement. We are celebrating our 125th anniversary throughout 2009. The activities of the year give us an excellent opportunity to reflect upon the accomplishments of the past and to focus on the excitement and challenges of the future. Since we do not have any written records from our early days as a town, we do not know the exact details of our founding fathers’ vision for Vinton. However, I am sure they wanted all of the components necessary for a high quality of life. Today in the Town of Vinton we have many of those components such as:
• A strong business community that provides a wide variety of products along with great personal service. The Vinton Area Chamber of Commerce continues to be a great support for our businesses and is an important element in our quality of life. I want to thank the Chamber for fulfilling a vital role in our community.
• Our neighborhoods are safe, quiet, and clean. We enjoy great schools which are provided by Roanoke County. All of the various departments in the Town contribute to making Vinton a
modern community where we want to live and raise our families.
• A local government that is responsible and responsive to the needs of the citizens and the business community. The Town staff is very professional, well-trained, and dedicated to making Vinton a great community.
• Most importantly, our citizens are very involved in the many activities throughout the town. The residents of Vinton often volunteer for our Fire and Rescue Department, civic organizations, and community festivals. The
members of our community are active in church, school activities, and youth groups. We are truly blessed to have great people who contribute to our sense of pride and wonderful community spirit. I am sure that our greatest asset, the people of Vinton, will help you enjoy all that
our town has to offer. The business people in Vinton are friendly, courteous, and anxious to help you have a pleasant and successful shopping experience. I know you will enjoy your visit to the Town of Vinton and I hope you will return often!

From investment planning to health care and insurance, there are services too numerous to list, that provide the citizens of Vinton with the opportunity to support their local economy. Carolyn D. FidlerCarolyn has served the Town as part of numerous committees and projects prior to her election to Council in 2004. She is the first woman to ever be elected to Vinton Town Council
William E. “Billy” ObenchainBilly is a veteran firefighter for Roanoke City. He was elected to Council in 1994. He is currently serving his fourth term on Council and has served as Vice Mayor since 2002.
William Wesley “Wes” NanceWes is the Deputy Commonwealth Attorney for Bedford County. He was elected to Council in 2008. Prior to being elected to Council in 2008, he served on the Vinton Board of Zoning Appeals for two 5-year terms.
Robert R. “Bobby” AlticeBobby has a long and respected career in public service to the Town. He began serving on Council in 1976 and represented Vinton as its Vice Mayor on several occasions. As all of the Town’s Council Members do, Bobby also serves on several committees, including public works and he has been a member of the Highway Safety Commission since it began in the 1970s.

WarMemorialThe Crown Jewel of Vinton
Officially dedicated on August 20, 1948, the Vinton War Memorial is the beating heart of the Vinton community. Constructed at the close of the Second World War to honor local men who had fought and died, the facility was to act as a “living memorial”. The two-story building has become the site of numerous Vinton traditions, including playing a large part in the annual Dogwood Festival, Vinton’s Fourth of July celebration and Christmas festivities.
With a major renovation and expansion project completed in 2007, the Vinton War Memorial is now the premier event venue in the Roanoke Valley. From hardwood floors and mahogany accents to custom designed chandeliers and a Grand Ballroom, the Vinton War Memorial is the perfect setting for any special event.
Along with the extensive aesthetic upgrades, the Town added a state-of-the-art audio system, LCD projectors and screens and wireless Internet. The Vinton War Memorial also offers full ADA accessibility, on-site parking for over 200 vehicles and a convenient service entrance.
Acting as ambassadors to Vinton, the professional staff strives to represent the community. Personal, attentive service is part of every event at the Vinton War Memorial. The intention is to help create wonderfully memorable events for hosts and their guests.
The grounds of the Vinton War Memorial Park will soon be complete with the addition of The Vinton/Roanoke County Veterans Monument. The structure will honor “those who serve and those who have served” our country from World War II to the present.

FireandEMSPublic Safety in Vinton
The Vinton Fire and EMS Department serves the corporate limits of Vinton, as well as eastern Roanoke County. They also provide back-up emergency services to other locations in Roanoke, Bedford, and Botetourt Counties. The station is manned by career fi refi ghters and paramedics Monday through Friday from 6 a.m. to 6 p.m., and an
advanced life support unit is staffed 24 hours a day, 7 days a week. The Vinton First Aid Crew and Vinton Volunteer Fire Department provide Fire and EMS coverage for the area primarily on nights, weekends, and holidays. The department is funded by the Vinton Town Council, Roanoke County Board of Supervisors, and citizen and corporate donations.

The Vinton Fall Festival will be held on Saturday, October 10, 2009 in beautiful Downtown Vinton. We look forward to hosting over 5000 visitors to our beautiful Town and to highlight a number of local vendors and crafters at this community event. We will have entertainment on two stages to include local dance troops, singing groups and entertainers! We will bring back our hay wagon ride this year and also have the Mayberry
Deputy on hand to issue a few “tickets” to some of our guests! We will continue our wonderful play area for the children and also welcome back our own Vinton/Roanoke County Public Safety Departments
for demonstrations and hands-on experiences for the crowd! Food vendors from around the Commonwealth and beyond will be on-site to offer something delicious to eat at very reasonable prices!! Guests are encouraged to shop some of our local businesses around the downtown area and to celebrate this wonderful community event. Don’t forget about our Doggie Pageant and our 5K Run/Walk. We truly have something for everyone at the Vinton Fall Festival. Bring your entire family for a day of excitement, entertainment and shopping! Mayor Brad Grose will start out the night’s festivities with the lighting of the town’s Christmas tree at the Municipal Building. The parade, sponsored by the Vinton Area Chamber of Commerce, begins annually at 7:00pm on the Thursday after Thanksgiving, December 3rd this year.

“I’ll Be Home for Christmas” will be this year’s Christmas parade theme and guaranteed to keep spirits high even if the temperature is not.
A festive time will be had by the children and adults who have ventured out into the night’s cold. They will sing-along with holiday favorites played by the William Byrd High School Marching Band as well as 90-100 other marching bands
During the annual Downtown Vinton Trick or Treat which is sponsored by the Vinton Area Chamber of Commerce, Vinton turns into a land of princesses, monsters, wizards and animals. Thousandsof excited children of all ages visit about 40 downtown merchants to receive special treats. Many of the merchants get into the spirit of the holiday themselves

and dress up in costumes as they pass out treats from the doors of their stores. While the event is held early enough in the day to let children enjoy a traditional trick or treating, it also lets them get home early enough to be safe. The event draws children from all over the Roanoke Valley region to visit the Vinton area. Halloween in Vinton is a fun
family event that has become another successful Vinton event.

Activities. While there might be a chill in the air, good tidings and holiday fellowship will ensure everyone feels the Christmas spirit.

Tradition runs deep in the Town of Vinton and it just wouldn’t be spring without the Dogwood Festival. The festival is celebrated every spring when the dogwood blossoms come into bloom. The tradition began in 1956. The Vinton Band Boosters saw the need for new uniforms for the William Byrd High School band. So to finance the project, the boosters sold small dogwood trees. The idea caught on and the dogwood project ended up culminating into an annual festival celebrated by the whole town. Vinton actually became known as the “Dogwood Capitol of Virginia” due to the Dogwood trees planted during the first festival and each year at festival time. The Dogwood Festival draws an estimated thirty thousand people to the Vinton area each year, many from far outside the Roanoke Valley.
The festival events include a carnival held at the Roanoke County Central Middle School, the Dogwood Parade, the Dogwood Pageant, live entertainment at 3 different stages, 5K Run, Craft Show and Antique Automobile Show. And for the last two years, there has been a Guitar Hero Competition and for the very first time this last year, the festival ended with live music at the

The festival hosts many youth and local organizations including the Roanoke County Schools, The Boy and Girl Scouts, Lions Club, local churches, Vinton Women’s Club, Vinton Antique Auto Club and local high and junior high school jazz band students.

WilliamByrdHSPrincipal Dr. Richard Turner discusses Then & Now
There are many things I like about William Byrd High School that makes us unique among other high schools in the Roanoke Valley and Southwest Virginia. Byrd has been around for almost 80 years, which makes us the longest continuous high school in the area. We are so linked to Vinton, which also makes us unique. Back in the day, the Dogwood Festival itself was started to raise money for band uniforms. Our band continues to be fantastic and we host a great band festival each year in September. Most know more about our baseball tradition, but since the time Gary Walthall became coach in the early ‘80’s, we have been a force. I guess this is bragging some, but we are to cheerleading what Christiansburg is to wrestling. Competition cheer has not been a VHSL activity very long, but we have dominated. As long as we’ve been around, we’ve never not won a district championship of any kind in football, basketball or baseball until this year. This is a very difficult feat for any high school.
The history of Byrd has always revolved around our two buildings. The old school (often referred to as the “hill”) and the new school (often referred to actually as the “new school”). I think it is interesting to some degree that we are having renovations at the same time that the old school is being vacated. It’s neat that we’ve been given the old school to use during our renovations (we’ll use the gym for practice, the building for some storage and maybe the auditorium as our construction continues).
Academically, we have transitioned a lot. Back in the day, college was reserved strictly for the rich and privileged. Most of our students and graduates worked for local industry and the Norfolk and Western (at the time) railway. That has changed drastically. In our changing world, all students need to graduate prepared for further education and work both. Through our work with the High Schools That Work initiative and Governor Tim Kaine’s Commonwealth Scholars program (Byrd

is the only local school involved) we’re at the point in preparing all of our students for further education and employment. In the meantime, we have reduced our dropout rates to less than 1.5% per year, which is outstanding. The number of students taking Algebra II and Physics has doubled in the last decade, which coincides with the current trend to prepare more students for further education needed to obtain good jobs. When Mr. Burton was the principal back in the early ‘60’s, he had a phrase that he used with the students. His phrase was, “Always go first class.” People like Coach Barnard, Coach Thrasher and Mr. Dowdy have told me much about how his phrase characterized the school and the times. During Mr. Patterson’s tenure, he promoted the idea of “attitude.” Mr. Patterson frequently wore a pin with the word “attitude” on it and he would promote frequently the concept of having a good attitude. When he saw this demonstrated, he would give people one of his pins (I have one that he gave me!). In honor of this tradition, I challenged my staff some years ago (hard to believe that next year will be my 11th as the principal) to develop a new slogan. The new slogan became the now famous “Accept only the best at WBHS.”
More sports stuff. Back in the day, sports were limited. Football, basketball, baseball and track were the standards (some schools did not play football back then, Byrd did though). As time moved on, wrestling and tennis were added. Later on, more girls’ sports were added with the addition of volleyball and gymnastics (that almost all the local schools no longer have). Here at Byrd, we added softball in the late ‘80’s, girl’s soccer in the mid 90’s, swimming about 8 years ago and girl’s tennis about 8 years ago. Byrd offers more sports than most small colleges!

PublicWorksThe department’s mission is to provide customers with responsive, quality services at reasonable cost. A staff of 34 full-time and 3 part–time serve the town’s 8,000 citizens and 5,400 county customers. Services include maintenance of streets, bridges, traffic signs & signals, alleys, sidewalks, stormwater collection system, and grounds; snow removal; curbside refuse pickup & recycling; bulk refuse collection; operation & maintenance of the drinking water and wastewater systems; vehicle & equipment maintenance; and community event support. Water and wastewater services are provided to citizens and customers residing in East Roanoke and Bedford counties. The department also manages long-term project planning and construction contracting for the Town’s infrastructure assets.
Delivering this full spectrum of services is an everyday challenge. Patching potholes, repairing sidewalks, replacing traffic signs, collecting refuse and recycling, cutting grass, repairing water breaks, clearing sewer lines, and winter snow and ice removal keeps staff at a high operational tempo. Augmenting staff efforts are contractors who
prune trees, resurface streets, stripe and mark pavement, and maintain traffic signals. This collective effort results in improved neighborhood quality of life. Public works services reach thousands of people everyday and directly contribute to public health and well being.
The department is a major player in the Town’s “Go Green” initiatives to create a sustainable future. Vehicles use biodiesel fuel, an ethanol gasoline blend, and synthetic motor oils, which reduce the town’s carbon footprint. Recapped tires are routinely used on trucks at both a cost savings and environmental benefit. The Town’s biweekly curbside recycling pickup combined with excellent local business participation resulted in a calendar year 2007 recycling rate of 55.7%, highest in the commonwealth.
The department managed the successful completion of major capital utility projects
that connected the Falling Creek area of the county to the town’s water distribution system; and two wastewater projects that increased capacity of lines along Hardy Road and Tinker Creek and eliminated recurring sanitary sewer overflows.
Public works employees participated in local and statewide equipment rodeos, demonstrating their skills as operators and finishing strongly. The Town’s water placed second in the Virginia Rural Water Association’s 2009 taste test competition, marking the third consecutive year of a top-three finish. Public recognition like this not only enhances department morale, but also brings recognition to the Town and its citizens.

VintonMuseumOur Small Town’s Treasure by Jenna Forbes
After the Town of Vinton’s centennial year celebration in 1984, a group of Vinton citizens recognized the need to establish a historical society to preserve the valuable local history of Vinton. The Vinton Historical Society has operated Vinton Historical Museum since 1988 when member Mrs. Mary Upson Williams donated the Upson home to the Town of Vinton. The Vinton Museum and the Vinton Historical Society strive to preserve historical documents and artifacts for future generations, promote educational opportunities for the community, research and document items of historical relevance, and partner with the Town of Vinton to provide a meritorious museum.
The Vinton Museum now consists of a variety of rooms set up by theme: Military Hall, School Room, a Music/Church Room, Dining Room and Art Gallery, Children’s Room, Bedroom, Business Room, and Tool Room. Each room has been rearranged and reorganized to give realistic representation of the original setting. Highlights include an arrowhead collection, local artwork, a variety of military uniforms and weapons, band and football uniforms, as well as toys, textbooks, and William Byrd High School yearbooks from 1929 to present. Amazingly, there are radios, record players, television and instruments that are fully operational. A beautiful antique, wooden bed is the focus of the Bedroom, where displays include prom dresses, bridal gowns, and beauty supplies. One room contains household kitchen items, hats, pharmaceutical drugs, cameras, eyeglasses, and Virginia Etna bottles. Another room features household items, farming supplies, and printing press materials from Stone Printing Co.
Currently, the Vinton Museum continually works to serve the community, including providing historical pictures for local projects. The Vinton Museum strives to be self-sufficient through grants and other fundraising opportunities, which allows the public to visit for free. The Vinton Historical Society is pleased to report that the Vinton Museum has been refurbished this summer, and is open daily from 9am-2pm, Monday through Saturday; from fall to spring, it is open on Saturdays from 10am-2pm, or other times by appointment. The Vinton Historical Society welcomes and encourages everyone to stop by and see items that appeal to all ages. Don’t miss this small town treasure!

The Town of Vinton is well positioned and has an eye for the future. We have strong stable neighborhoods with a wide range of housing options. Our neighborhoods are safe and provide a hometown traditional feel of years past. There is strong leadership in our businesses with a commitment to advocating for a healthy businesses environment. Our churches also provide a foundation for our community values.
Our future depends on the vision we establish today as a community. Your participation in these discussions is vital and strongly encouraged. In the early part of 2009, Town Council established a number of key areas of focus. These included:
• Neighborhood Vibrancy• Downtown Revitalization• Community Spirit• Destination and Gateway Community• Communication• Best Management Government ServicesIn the upcoming year, the town is working diligently on a number of fronts to proactively address
these priorities. These initiatives include: • Efforts to revitalize our downtown including a 20-year vision, creating a branding
and marketing strategy, and fostering a positive business environment to encourage reinvestment.
• Redesigning the town’s website as a critical portal into our community.• Evaluating and improving our aging utility system to ensure safe and adequate water and
sewer services to our residents and businesses. We look forward to working with our citizens, businesses, and greater Vinton community members
to continue to build the foundation for a better future for ourselves and others. We are at an important crossroads in the town’s rich 125 years of history. Your leadership today will impact the lives of those citizens in the future and we are excited to be partners in moving the Town of Vinton forward.

The Vinton Area Chamber of Commerce has been a force in our region for almost 60 years with over 200 members participating in membership meetings and business after hours to network in a relaxed setting to develop better business relationships and discuss local business issues. The Chamber also sponsors events like the Vinton Fall Festival and the Vinton Christmas Parade.
The vision of the Vinton Area Chamber of Commerce is to empower the business community in order to create a vibrant suburban town atmosphere for all residents of Vinton and surrounding communities.
The mission of the Vinton Area Chamber of Commerce is to promote a healthy business environment for the Town of Vinton. The Chamber takes a leadership role in researching, addressing and resolving critical issues impacting area business owners. The Chamber improves the business and community environment in order to create a more profi table and dynamic atmosphere for all.
