La Vaque Donald C. Hodges Richard Meyers Shelly Boehm Paul E. Boog Walter Skiba Motion by La Vaque to approve minutes of October 14, 1964 as presented. Seconded by Schott. 4 Ayes. The regular meeting of ~he Mounds View Village Council was called to order by Acting Mayor Rustad at 8:00 P.M., 0ctober 26,1964 at 2401 Highway # 10.

Motion by La Vaque to approve minutes of October 14, 1964 as presented. Seconded by Schott. 4 Ayes.

Mr. Blanchard gave a report on NSSSD and replied to a letter

( \) in the Minneapolis paper October 23. · (copy of answer attached to ; official minutes.)

Mr. Joe Stork - 8016 Red Oak Drive - stated that the storm drainage in front of his home was on his private property and requested that the situation be corrected. Matter referred to Village Engineer for action if necessary. Mr. Stork also reported that the contractors employees were consuming beer and had discarded cans in his yard. Matter referred to Mr. Skiba for investigation and correction.

The Clerk's )ffice was directed t o notify loc ~ l papers of system of registration for voting.

Mr. La Vaque referred a problem of water billing to the Clerk's 1ffice and reported that 1377 water meters were now in use in the Village.

Mr. Schott gave the road report~ Motion by Schott to send work order to the County Engineer to re-surface Red Oak Drive from Woodcrest to County Road H-2. Seconded by La Vaque. 4 Ayes.

Motion by Schott to send wmrk order to the County Engineer to make necessary road repairs in the Sanitary Sewer C-l and C-3 Districts. .Seconded by La VaEJue. 4 Ayes.

Mr. Robert Edmond, Electrical Inspector gave a brief report Ion the Street Lighting seminar sponsored by N.S.P.

Mr. Chris Piehowski, building inspector, requested two changes in the building ordinance regarding 2411 on center rafters and the use of rprebuilt truss construction o Matter referred to Attorney and Engineer.

to get the necessary easements for Silver Lake Road and the County , Engineers Office will provide the legal descriptions for same. I " "

Motion by Blanchard to receive;i and "ar:>prove the plans and specs for Sanitary Sewer Improvement ProJect 1964-3, calling for lateral service in the Pinewood and TWelve Jaks areas. Seconded by Rustad. 4 Ayes.

After some discussion regarding costs for water service on 2 parks, Motion by La Vaque to hire Clark and Moore to work together with the Village labor to install water services and hydrants on Hillview and Lambert Parks at an approximate costs of $742.50. Seconded by Schott. 4 Ayes.

The Engineer read a letter from the County Engineer that in effect, denied the request of the Village for a service road along 35W from County Road H-2 to Highway # 10.

The matter of relocation of Highway # 10 to the North end of the Village was referred to an agenda meeting.

The. plans for 35W from South Corporate Limits to the North Corporate limits of the Village w~re referred to the Engineer for study and recommendation.

The Attorney noted that the owners of the race track in Blaine have made an informal request to the Council for annexation to

( )Blaine.

The Attorney stated that he was still working on the Shoreview Agreement.

Motion by Blanchard to adopt Resolution lot splits for assessments. Seconded by Schott. Above resolution covers division # 34119, 34134,.

Motion by Blanchard to pay bills submitted totaling $5,115.24. Seconded by Schott. 4 Ayes.

Motion by Blanchard to approve licenses. Seconded by Schott. (list attached) 4 Ayes.

Motion by Blanchard to adopt Resolution_ ~i";6 ;JduCing the amount levied for dept redemption. Seconded ~que. 4 Ayes.

Motion by Blanchard to enter into agreement and authorize the Mayor and Clerk to sign supplemental agreement with Highway Dept. for additional work , Highway # 35W surface water drainage crossing. Seconded by La Vaque. 4 Ayes.

The editorial page of the Minnea polis Star , Friday Eve ning

Edition , contained a letter f rom Patris e Cochran . This letter offered

comments concer ning the eff orts of the North Suburban Sanitary Sewer

District s eff ort s to r e ceive permission from the Water Pollution Cont r o l

Commission to build a regional sewage plant on the Mi ssissi ppi River

in Fridley .

Contrary to th e opi ni on stated in the above mentioned letter,

th e NSSSD does have an out let for the Sanitary Sewage for it s member

comm0nities . Said outlet i s into th e Minnea poli s sewer system.

Ult i mate dis posal is through Minneapoli s - St . Paul Sanitary Sewe r

Distri cts sewage treatment plant at Pigs Eye .

The NSSSD i s " se eking" permi s sio n to construct a r eg io nal

pl a nt in t he Mi ssissi pp i River in Frid ley because it wou ld be a mor e

economical solution for an outlet . Rather than transport t he sewage

( ) throu gh expe ns ive trunk lines more than 20 mi l es to Pigs Eye , t he

NSSSD would l i ke to t reat the sewage at a p lant in Fridley and thus

\

eliminate these expe nsive transportation co sts . Any s avings thus

real i zed would result in reduced co sts to th e citizens of the Di stri ct.

An estimated $ 12 , 000 , 000 can be saved if the regional plant is utilized .

Sewer lines are now being cons tru cted by t he NSSSD as well

as member communiti es . Befor e construction takes place , plans and

specifications are a pproved by t he Minnesota Health Department as

well as the Wate r Po l lution Control Commission. The above ment io ned

agen cie s do not ap prove plans for sewer systems which have no outlet .

Th e sole purpose of organizing th e NSSSD was to provide an outlet

t o th e member communities .

A special meeting of the Mounds View Village Council was held at the Village Hall - 2401 Highway # 10 to canvass the votes of the Village Election of November 3, 1964. The meeting was called to order at 7:00 P.M. on November 4 j ' 1964 by Mayor Hodges with the following members present:

. At the annual Village Election of the Village of Mounds View in the County of Ramsey and State of Minnesota, held at Red Oak School, Pinewood School and Edgewood Junior High School, being the place where it was declared to be . held by the Village Council after giving due notice thereof as provided by law. The Election Judges duly took and subscribed an oath or affirmation to faithfully discharge the duties required of them at such Election; and the said Judges being duly qualified, forthwith opened the pslls by proclamation, and the Election proceeded by ballot adjournment or intermission until closed.

The subjects voted on at such Election, as stated in th~ Notice thereof,were to elect:

Clerk Trustees Justice of the Peace

At 8:00 O'Clock in the evening of said day the polls were closed, proclamation thereof having been made ' by one of the Judges thirty minutes previous thereto. The Judges then proceeded to publicly count and canvass the votes, and a true statement thereof was duly proclaimed to the voters by the Clerk who recorded the same in the Village Minutes Book.

STATEMENT OF RESULT OF CANVASS

The following is a true statement of the results of the counting and canvass of votes by ballot at the Annual Village Election of the Village of Mounds View, County of Ramsey, State of Minnesota held November 3, 1964 as proclaimed to the voters by the Clezk of Election from a meeting of the Mounds View Village Council acting as a canvassing board as prescribed by Minnesota Statue 205.06, Subd. 2

For the Office of Clerk:

Lloyd J. Blanchard received 1,468 votes. Kenneth Luff received 834 votes.

OJ 0121

The canvassing board declared that Lloyd J. Blanchard received the plurality of votes.

For the Office of Trustee:

Perry Malvin received 1,010 votes. Charles D. La Vaque received 982 vote$. Arthur Schott received 764 votes. Elmer Palen received 722 votes.

The canvassing board declared that Perry Malvin and Charles La Vaque received the plurality of votes.

For the Office of Justice of the Peace:

Charles Hall received 1,358 votes. James Schlichtmann received 456 votes. Samuel B. Fried received 447 votes.

The canvassing board declared that Charles Hall received the plurality of votes.

Motion by Schott to accept the results of the Village Election from the returns. The candidates having the plurality of votes were declared duly elected.
