by Sue Orsen The Victora Gazette As with other communities around the world, our beloved and beleaguered Victoria community has been under siege since mid March 2020. Most of humanity has been housebound and "sheltering in place," hardly daring to leave home or neighborhood without being branded as an escapee or a social criminal or an enemy of the state, if not a global enemy. But there are people around the globe who perform essential services and so they continue to leave house and home in order to keep things operating for the rest of us. That includes the guys who work in the Victoria Public Works Department. Their services are essential not only during pandemic time, but at all times, because of the community's critical infrastructure and utilities provided to residents. Depending on source of information, essential services are "the services and functions that are absolutely necessary, even during a pandemic. They maintain the health and welfare of the municipality. Sickness, poverty, violence, and chaos would likely result without these services." Water and sewer services come to mind immediately. Ensuring the supply and safety of drinking water and the ability to flush toilets and water lawns and gardens is part of the responsibility of Public Works. They help make life livable. Public Works Director Dave Shoger, who is also Assistant Fire Chief in the Victoria Fire Department, reported there are ten employees in the P.W. Department with two seasonal employees who started on May 4th to help with mowing, field maintenance, and preparing the ballfields for chalking. The Public Works crew has now transitioned from winter maintenance to spring cleanup and maintenance. Dave said the streets have now all seen the street sweeper and they were starting to clean up parks and performing various spring routine maintenance. On Tuesday, April 21st, Public Works guys worked on an underground stormsewer pipe just off Wedgemere Drive in the Deer Run neighborhood. Public Works employee Brady Lee explained that, occasionally, straps that hold the pipe sections together will corrode or come apart and need to be reconnected. The guys spent most of that Tuesday getting the repair completed. In the picture you can see the trash-guard that is normally at surface level had sunk as the last two sections of pipe came apart. How did Public Works hear about the stormsewer problem? A resident called in to report a sink hole in the area. *** Has Victoria Public Works changed much due to the coronavirus? Replied Victoria City Manager Dana Hardie, "In some cases we have gained some operational efficiencies because we've had to approach our work in a different way. In other ways, we've lost some of the on-the-fly brainstorming and interaction with our teams in the field." "Our water division has probably experienced the most significant change," she added, "as we have significantly changed how they operate -- where they report to work or to the office, how they conduct meter reads, for example, in order to ensure our licensed operators are not together during this time." Is all the Public Works staff coming to work every day? "Yes," Dana said, "but they are working staggered shifts and have protocols in place to maintain social distancing. These protocols included specific assignments to ensure separation, staggered breaks and lunches in pre-determined locations, and no working in pairs or groups unless required for safety and upon approval of a supervisor." Might I regale once again on movies we watched while under house arrest, this time during the month of April? What's a girl to do! Such is my life during this coronavirus pandemic. There are no big community events to write about and no trips to exotic places. We haven't been anywhere except to McDonald's drive thru in Waconia, Burger King's drive-thru in Chanhassen, and the bank's drive-thru in Victoria. If I were to be honest with you, however, I'd report that I've also been to Mackenthun's Market in Waconia, Mackenthun's Meats in St. Boni, Byerly's in Chanhassen, Cub in Shorewood, Target in Chanhassen, Costco in Eden Prairie, Office Max in Chanhassen, Waconia Dodge, the Victoria Post Office, St. Victoria, and Paul Storms tax office in Victoria. Allan has also been to Deep's Hi-5 Liquor in Victoria, Total Wine in Chanhassen, Home Depot in Chaska, Menard's in Eden Prairie, and Fleet Farm in Carver. In other words, it hardly seems like a lockdown to us except for restaurants and seeing family and friends. I can tell you we were in our home at least 700 hours out of 720 hours in the month of April! You can see the small radius in which we "traveled" these past weeks as we were trying to be obedient. I'd say that half the people we encountered were wearing face masks and half were not. We were not. We didn't have any until Menard's and Costco had them on May 4th. They had not been available for purchase except online so we ordered a stash of 50 in early April but they've never arrived. I don't have a sewing machine so couldn't make any from scratch, assuming I'd even remember how to thread a needle. I am only naming here the April movies that I would recommend. Whatever shall we do when times return to normal and we become free as the wind to once again step into the world of commerce and camaraderie? I shall miss my movies. Colewell. 2019. At the beginning I thought it was slow and dim witted. But we hung in there and I now think often about this movie where the USPS decides to close up the Colewell Post Office. Nora was the postmaster and it was her life for 35 years. Five Feet Apart. 2019. An amazing movie! Two teenagers in love were forced to keep a distance of at least five feet because of Stella's cystic fibrosis. Of course we thought about our current self distancing due to the coronavirus. Cinderella. 1965. It's a version I had not seen before. A musical, I loved it. With Celeste Holm, Walter Pigeon, Ginger Rogers. I love Cinderella movies, even the animated, which this was not. Though None Go With Me. 2006. A love story. A tear jerker. I hadn't seen Cheryl Ladd since Charlie's Angels. She played a grandmother and still looks good. Away From Her. 2006. A long-married couple grows old and Julie Christie, the beautiful wife, gets confused and loses her memories. Poignant. Not unlike Notebook. They are stories of life today. Copying Beethoven. 2006. A story of Beethoven and the young assistant who helped him keep his music alive. No genius is without untold suffering, and love. Henry VIII. 1933. I am riveted to movies starring Charles Laughton. I am revolted by all that King Henry VIII became. Rembrandt. 1936. As I said, I am riveted to movies starring Charles Laughton. I am saddened by what is often the story of great artists who lose their bearings. The Nun's Story. 1959. Allan hadn't seen this movie before. He was surprised by the ending. I wasn't, of course. Audrey Hepburn is always spectacular. Man For All Seasons. 1966. Allan hadn't seen this movie either, though its scenes and sentences are seared into my memory and my being. I like to think that I, too, could and would die for my faith. The Irishman. 2019. I'm not fond of Robert DeNiro as a person, but his acting is beyond compare. This movie is on the order of The Godfather so beware of untold brutality and murder. The Two Popes. 2019. I was hesitant to watch this one because I read that it heavily played on stereotypes. Stereotypes are pictures of propaganda which stray from reality to suit an agenda. I'm happy to report that I didn't see that too much here. The doppelgangers were impressive! St. Peter. 2005. I've admired Omar Sharif since first meeting him in Dr. Zhivago. He's even better as St. Peter, the apostle chosen by Christ to receive the keys to the kingdom. I Am David. 2003. I'm tempted to say that "this one is my favorite" but maybe that's because it's so recent. Yes, this list is not in alphabetical order, but in the order they were watched. David is a little boy who escapes from a prison camp in Bulgaria and finds his way home to Denmark. The Painted Veil. 2006. A love story between two young Americans, newlyweds, a scientist and his wife, that takes place in China where there is a horrific cholera epidemic. Obviously the movie had our wide-eyed attention.

CURRENT STATUS OF COVID 19 IN CARVER COUNTY PUBLIC TESTING AVAILABLE IN SHAKOPEE & MINNETONKA Dr. Richard Scott said the County had 17 confirmed cases of the coronavirus, with at least 12 released from isolation. "We're doing pretty well," he said. Minnesota has 272 deaths of which 78% happened in long term care facilities. Carver County had 0 deaths. VICTORIA PARK & REC LOSING UP TO $17,500/MONTH PARKS, PLAYGROUNDS, FIELDS, COURTS OPEN Council voted 5-0 April 27th to follow recommendations of Parks & Rec Director Ann Mahnke. Memberships at the Victoria Rec Center will continue to be suspended until the Center opens or when virtual classes and programs are available. Also, Council approved Park and Rec's proposed Covid 19 plan for programs and facilities, providing refunds for registrants and rentals, preparing for a phased reopening according to state and federal guidelines, and social distancing. ACRYLIC DESIGN AND J. CARVER DISTILLERY DONATE FACE SHIELDS, SANITIZER TO VICTORIA Stated Mayor Funk, "I want to thank Bill McNeely of Acrylic Design Associates for donating a thousand face shields to the Victoria Fire Department. The Department did not have any face shields and this was much appreciated. I heard we were one of two cities he donated to, ourselves and Plymouth, so we're very fortunate. Also, thank you to J. Carver Distillery for their generous donation of hand sanitizer. These donations are very much appreciated by our city staff who are on the front lines working to provide vital services to our residents.” THE VICTORIA FIRE DEPARTMENT IN 2019 A WONDERFUL PROGRAM WITH LOW TURNOVER Victoria Fire Chief Andrew Heger presented the Annual 2019 Fire Department Report at a workshop April 13th. Prior to identifying some statistics in the report, he said, "Staffing is one of the most important aspects of our department. All of our staff have full time jobs outside the Fire Dept. We have 33 paid-on call staffing." Full staffing is 35. THE VICTORIA PARKS AND REC DEPARTMENT ACCOMPLISHMENT AND MAGIC CONTINUED IN 2019 Victoria Parks & Rec Director Ann Mahnke presented the Annual 2019 Parks and Rec Report at a workshop on April 13th. "Victoria has a total of 31 active and passive parks and 52 miles of trails and sidewalks spread over more than 400 acres of park space," she said. PROPOSED SIGNAGE FOR WASSERMANN LAKE PRESERVE WHAT WE DO TO THE LAND, WE DO TO THE WATER Council received the signage program for Wassermann Lake Preserve April 13th through a presentation by Ann Mahnke, Victoria Parks & Rec Director. "I'm excited to present this Interpretive Signage program," she said. "We've been working on this with the Watershed District since January." The large signs, taller than a person, are proposed to be constructed of corten steel wrapped around treated wood. A 300-ACRE INDUSTRIAL PARK IN VICTORIA? SOMETHING FOR DEVELOPERS TO THINK ABOUT On the border with the city limits of Chaska, the triangular parcel is cut through by railroad tracks, large wetlands, power lines, and an east-west county road slated to become a thoroughfare. A SIX LANE HIGHWAY THROUGH VICTORIA? EVEN AT FULL BUILDOUT, A FOUR LANE IS ADEQUATE Council agreed at a workshop on April 27th that Carver County Road 10 should not be a six-lane thoroughfare through what will eventually become the southern-most acreage within the city limits of Victoria. They agreed that population projections of Victoria, Chaska, and Waconia do not warrant a six lane road in that area. BONDING FOR CAPITAL VICTORIA PROJECTS COUNCIL APPROVES $10 MILLION BOND ISSUE As Tammy Omdal stated prior to the public hearing and the vote, "The city is considering the issuance of general obligation bonds to finance planned projects and to refinance existing bonds for interest savings. These numbers are preliminary. The city can cancel debt service if there are other means to pay, like franchise fees." EVERYBODY BENEFITS FROM A PAVED MARSH LAKE RD DIRT, DUST, AND WASBOARDING SOON TO BE GONE Total project cost is estimated to be $2,123,000. Through bonding, city taxpayers pick up $1,733,600 and the rest ($389,400) will be assessed to the 16 properties that have direct access to the road. Assessments are estimated to range from $11,800 to $70,800. NEW INFORMATION FOR PLANNING COMMISSION REGARDING FINAL LAKETOWN 16TH ADDITION After more than an hour of discussion on April 27th -- among the city councilmembers, city engineer, community development director, city attorney, and the representative from Lennar, nearly all of it remotely -- council voted unanimously to send the preliminary plat for Laketown 16th Addition back to the Planning Commission. An announcement has been made that the Bountiful Basket Food Shelf has been awarded grants from the Victoria Lions Club and from the Community Foundation for Carver County. The $1,000 Lions donation and $3,000 Community Foundation grants will be utilized primarily for food assistance for those that are homeless in addition to helping with other Bountiful Basket mobile food relief efforts. The Bountiful Basket serves nearly 2,000 individuals with 40,000 pounds of food each month in the Carver, Chanhassen, Chaska, and Victoria area. Are fishermen still fishing during this Stay-At-Home time? It

shouldn't be too difficult for two fishermen to sit six feet apart in a

fishing boat. I can tell you that Allan's annual fishing trip to Canada was

cancelled this year. So were his weekly tennis matches at the

Minnetonka Country Club. Thankfully he's got his man cave and I've

got the Gazette.

When I dipped into the minnow bucket this month, I pulled out

Sharon Beneke of Norwood Young America. She found the fishhook

hiding within the letter "a" in the word "Value" on page 24 of the April

issue of the Gazette. Congratulations, Sharon. Your ten bucks will be

on its way to you shortly.

In the meantime, I hid another fishhook in this issue of the Gazette.

May Day. Friday, May 1st. A traditional day of festivities throughout

the centuries. Sometimes May baskets are made and filled with flowers

and treats and left at someone's doorstep. The giver rings the bell and

runs away.

National Day of Prayer. Thursday, May 7th. The first Thursday

of May in the USA. All Americans regardless of their confession are

called to turn to God in prayer for the nation. Since 1952 the president

of the USA signs a proclamation encouraging Americans to pray.

Full Moon. Thursday, May 7th. The moon is fully illuminated as

seen from earth. At Full Moon, the moon and sun are on a line with

earth in between, as though the moon and sun are sitting on either end of

a seesaw.

Mother's Day. Sunday, May 10th. Celebration honoring mothers and

motherhood. An American holiday that also came to be celebrated in

other countries.

Victoria City Council. Monday, May 11th, and Tuesday, May

26th. 6:30 p.m. at City Hall on Stieger Lake Lane.

Property Taxes. Wednesday, May 15th. Payments must be marked

no later than May 15th . The first half of property taxes are due each

year at this time. Total amount paid includes taxes to Carver County, the

School District, the City, and other smaller government entities.

Armed Forces Day. Saturday, May 16th. Thanks to President

Harry S. Truman, it's a day of national observance to pay special tribute

to the men and women of the United States Armed Forces.

Display ads in the paper edition of the

Victoria Gazette are charged at the rate of

$5 per column inch. A full page ad is four columns (10”)

wide and 15” high. There is no price reduction for running more than

one ad in an issue nor for running an ad on a regular monthly basis

because the $5.00 price can’t be beat as it is. There are sometimes extra

charges for photos ($5 to $10 each when they have to be separately

retrieved) and for ad layout and design ($5 to $50). The only color

option available is black and white. Camera ready pdf’s and high

resolution jpg’s work great. Average monthly deadline is the 22nd of

each month for printing and mailing near the 1st of the month. It’s

almost always the fourth Monday of the preceding month.

Political ads and announcements must be

prepaid and polite. The Gazette avoids advertisements,

announcements, and letters that contain distasteful and wrongheaded

insinuations or personal attacks. The Gazette avoids half-truths and will

not provide a platform to hoodwink or misinform citizens. Short letters

on behalf of a candidate are published without charge. Long letters are

edited. Number of letters is limited. No letters considered unless the

candidate also advertises in the Gazette, prepaid and polite.

Sample ad sizes: Economical ad space (5” wide x 3” high): $30

Common ad space (5” wide x 4” high): $40

More Common ad space (5” x 5”): $50

Popular ad space (5” wide x 7.5” high): $75

Half page ad: (5” wide x 15” high) or (10” wide x 7.5” high): $150

Full page ad space (10” wide x 15”high): $300

No inserts. A full page ad is better than an insert. In the opinion of the

Gazette, an insert is like a pop-up ad that you want to avoid.

Circulation of the Gazette is 4,900 families

— or 20,000 readers. The paper is mailed directly

through the U.S. Post Office. Annual subscription price is $25.

Chanhassen, Excelsior, Waconia, Carver, Eden Prairie, Shakopee,
