Notice of Meeting having been given and a quorum of Senators being present, the Chair declared the meeting to be properly constituted for the transaction of business. 1. Approval of Agenda L. Axworthy tabled the Agenda. On a motion by G. O’Farrell and seconded by P. Pearson:

RESOLVED THAT the Agenda be approved.

2. Approval of Minutes of the Meeting of November 2 1, 2012 L. Axworthy tabled the Minutes of the Meeting of November 21, 2012. On a motion by G. O’Farrell and seconded by D. Telles-Langon:

RESOLVED THAT the Minutes of Meeting of November 21, 2012 be approved.

Carried . 3. Remarks of the Chair

L. Axworthy’s remarks included the following:

- shared grief and sadness on behalf of the University, with respect to the loss of N. Marquez-Greene and J. Greene’s daughter Ana, in Newtown, CT;

- the establishment of a $10,000 fund in honour of T. Kinew; - the Faculty of Business and Economics announced its new Chair in Co-operative Enterprises,

which is a position unique in Canada, and the first of its kind in Manitoba; - J. Distasio presented at a conference of American Deans in Seattle, focusing on downtown

campuses and the challenges and successes of development in the downtown;

2 - J. Currie and J. Zupko gave lectures and participated in a panel at the day long Science &

Theology: lectures on two modes of inquiry, held on November 3 at St. Margaret’s Church; - D. Blair is in discussions with the Faculty of Theology, and others, on a course spanning

science and theology; - the Oral History Centre signed a $500,000 contract with the Aboriginal Healing Foundation; - the University has opened the new Eckhardt-Gramatté Library.

4. Committee Reports

(a) Academic Planning Committee

(i) Kinesiology and Applied Health Honours Proposal

G. McDonald presented the proposal. Following a brief discussion, on a motion by D. Telles-Langdon and seconded by S. Kirby:

RESOLVED THAT the Honours Kinesiology and Applied Health program be approved.

Carried .

(ii) Restaurant and Food Services Entrepreneurship Diploma Program C. Russell presented the proposal, on behalf of the Academic Planning Committee. A concern was raised regarding the financial information was presented. E. Brownstone noted that the fee was established jointly between Winnipeg Technical College, and the University, and covers the entire length of the program. On a motion by K. Harlos and seconded by G. O’Farrell:

RESOLVED THAT the Restaurant and Food Services Entrepreneurship Diploma Program be approved.

Carried , with 6 opposing.

(b) Student Services Committee

(i) Transfer Credits from Non-AUCC Institutions C. Russell presented the proposal. On a motion duly moved and seconded:

RESOLVED THAT the Admission and Readmission section of the University’s General Calendar be revised to reflect the following (in bold): Students normally must have satisfactorily completed a minimum of one year (30 credit hours) of study with a cumulative grade point average of 2.50 (C+) or higher. Faculties or departments may institute policies tha t allow for alternate conditions for transfer credit for studen ts. Such policies will be provided to the Admissions Office in writing in ord er to expedite appropriate credit for affected students.

(ii) New Awards and Amendments K. Holland presented the new awards and amendments. A minor editorial change was noted. On a motion by M. Hohner and seconded by D. Peachey:

RESOLVED THAT the new awards and amendments, as presented, be approved.

Carried . (iii) Process for Approving New Awards K. Holland presented the proposal, with respect to the award approve process. On a motion by S. Kirby and seconded by J. Pelletier: RESOLVED THAT the Senate Student Services Committee be authorized to have the ability to approve new awards on behalf of Senate; and FURTHER RESOLVED THAT new awards will come to Senate Executive and Senate as a report for “information only” on a monthly basis, to be followed by an annual report from the Director of Awards and Financial Aid to Senate each June; and FURTHER RESOLVED THAT the Senate Standing Rules be amended to reflect the foregoing, as needed.

(c) Curriculum Committee (i) New Course Proposals J. Harris presented the new course proposals, and thanked the Curriculum Committee, and J. Benson, for their work. She noted that two courses, PHIL-3515 Topics in Political Philosophy and PHIL-3516 Topics in Applied Political Philosophy are still pending approval, and will not be a part of this package. B. Savickey spoke against the Changes to Major/Degree Requirements for Philosophy. Following a brief discussion, it was suggested that the Philosophy section of the Curriculum package be tabled. J. Harris advised that she would follow up on this item. On a motion by P. Pearson and seconded by J. Kearns:

RESOLVED THAT the new course proposals, with the exception of the Philosophy section, be approved.

Carried . (ii) Experimental Courses J. Harris presented the experimental courses, for information.

5. Revision to Fair Dealing Policy S. Kirby presented the Fair Dealing Policy for Universities, and gave an overview of the change which is being requested. J. Tooth advised of the educational sessions which would be provided for staff and faculty, in the new year. It was noted that several terms in the policy will need to be clarified. J. Tooth confirmed that the intent is to refine the policy, so that it is relevant to each department. On a motion by S. Kirby and seconded by S. Sampert:

RESOLVED THAT the Fair Dealing Policy be adopted, with #2 of the current policy being replaced with:

“Bibliographic information (cite the source) must be provided when copying or communicating short excerpts from a copyright-protected work under this Fair Dealing Policy for all of the purposes cited in #1.”

Carried .

6. Motion to Enter Closed Session On a motion by D. Fitzpatrick and seconded by M. Owen: RESOLVED THAT the meeting move into closed session.

AWARD DESCRIPTION: This award was instituted in recognition of Thomas Kendall’s tremendous contribution to academic, administrative and athletic programs in the Department of Physical Activity and Sport Studies at The University of Winnipeg. He was an instructor in the department, coach of the Winnipeg Wesmen Women’s Basketball team and coordinator of the Physical Activity and Sport Studies program. This award is presented to a full-time intercollegiate team member (athlete, manager, student therapist) with highest cumulative grade point average. If consideration of GPA does not result in a clear winner then interest in or contribution to sport administration will be the deciding factor. Students may only receive this award once.

APPLICATION PROCESS: According to The University of Winnipeg Office of Awards and Financial Aid.

SELECTION PROCESS: Selection will conform to The University of Winnipeg Senate’s Condition of Eligibility for Awards. Student enrolment status is as determined by The University of Winnipeg Senate. Selections are made by the Faculty of Kinesiology. The award will be presented as part of the Annual Athletic Awards Banquet (March of each year).
