Mr Frank Cooper is a partner at Price Waterhouse Coopers Australia and declared that this entity has advised the University with respect to aspects of its debt arrangements; He has also previously declared a potential conflict because he is Chairman of the West Australian Football Commission and will not participate in discussions on current negotiations between The University and the West Coast Eagles Football Club on a future business relationship;

For Item 9.3.1 - CO2 Research Facility as Part of the National Geosequestration Laboratory, Professor Allan McKinley declared that he is currently an Occupational Health and Safety consultant;

Winthrop Professor Nigel Laing declared a potential conflict in relation to Item 11 – the Vice-Chancellor’s Report on the MOU with WAIMR.

9. SENATE STANDING COMMITTEES

9.1 Report of the External Environment Committee – Ref F1143

9.1.1 Report on Service Learning and Volunteering – Ref F37223

During 2011, the External Environment Committee gave consideration to how Service Learning might be embedded into new courses. After initial discussions that scoped out a project brief and following the allocation of $20,000 to the proposed project by Senate at its meeting held on 25 July 2011 (R.37/11), the Committee commissioned a research project to review progress being made to provide meaningful service learning opportunities for students and to suggest how the University might further develop a sustainable culture of service learning.

At its meeting held on 8 August 2012, a report prepared for it by Winthrop Professor Ian Reid and Ms Ye’elah Berman was considered.

The Committee reaffirmed its view of the importance of providing all undergraduate students with appropriate structured service learning opportunities within their courses. The general view was to make the prospective Dean of Coursework Studies responsible to the Deputy Vice-Chancellor (Education) for coordinating service learning. The Committee endorsed the report and referred it to Senate for consideration.

to approve that the University

(i) affirm service learning as an explicit and integral part of its institutional mission;

(ii) take a co-ordinated and streamlined approach to service learning development; and

(iii) establish a position responsible for the coordination of Service Learning reporting to the office of the Deputy Vice-Chancellor (Education), with functions as outlined in the report.

9.2 Report of the meeting of the Strategic Resources Committee – Ref F2586

9.2.1 Bi-Annual Policy Review – Capital Debt – Ref F15064

By R61/06 Senate approved the introduction of the Capital Debt Management Policy which provided a policy framework within which the University could borrow funds externally.

In accordance with the Capital Debt Management Policy Statement (CDMP) section 13, the policy is required to be formally reviewed at least every two years.

Members had before them the Capital Debt management Policy Review Report including the proposed amended Capital Debt Management Policy endorsed by the Strategic Resources Committee.

9.2.2 Bi-Annual Policy Review – Investments – Ref F7348

The University’s Investment Policy Statement requires review of the external investment portfolio on a four yearly basis. Senate at its meeting of 9 May 2011 resolved R23/11 to approve deferral until 2012 of the external investment review.

At its meeting the Strategic Resources Committee proposed that the Investment Policy Statement (July 2012) be amended and presented to Senate for endorsement and approval to extend the timeframe for the external review to 2013. The process has commenced but the review report will not be available until 2013.

(i) to adopt the proposed amendments to the Investment Policy Statement (July 2012); and

(ii) to extend the timeframe for the external investment review required under the Investment Policy Statement section 14.3 to 2013.

9.2.3 St Thomas More College Development

It was noted that under the National Rental Affordability Scheme (NRAS) The University had been allotted 1000 dwellings to provide student accommodation. Discussions had been held between theUniversity and St Thomas More College (STMC) for the development of 241 NRAS dwellingson the college site.

The University Colleges Act 1926 states that “no buildings shall be erected or altered oradded to, and no improvements shall be made on, the said land unless the plans andspecifications and designs have first been submitted to and approved by the Senate”.

A paper outlining the proposal for the development of 241 NRAS dwellings at St Thomas More College had been attached to the agenda. On recommendation from the Strategic Resources Committee it was

to approve a committee comprising the Vice-Chancellor, the Chair of the Strategic Resources Committee and the Executive Director (Finance and Resources), be delegated the authority to approve the plans and specifications and design for the development at St Thomas More College.

9.3 Report of the Strategic Resources Committee taken by Circular – Ref F2586

9.3.1 CO2 Research Facility as Part of the National Geosequestration Laboratory – Ref F42635

In June 2012 a report outlining the proposed CO2 Research Facility as part of the NationalGeosequestration Laboratory (NGL) on Crawley Campus was provided initially to the Strategic Resources Committee and subsequently to Senate for approval. The Senate at its meeting held on 25 June 2012 resolved (Res 41/2012) as follows:

“(i) to approve that the construction for the CO2 Research Facility be located centrally on the Crawley Campus adjacent to the Engineering Precinct and The Centre for Energy;

(ii) to approve that the contribution of up to $2.3M from the Capital Budget be made in addition to the $5.4M EIF grant for the construction of a new CO2 Research Facility Building; and

(iii) to approve the inclusion of a shell floor in the design of the CO2 Research Facility second floor at an estimated cost of $0.97M to provide the strategic capacity needed to realise the University’s academic objectives in this area.”

Members had before them a project report which included the plans and elevations for the proposed CO2 Research Facility. On recommendation from the Strategic Resources Committee it was

to approve the preliminary plans and elevations of the CO2 Crawley facility, to enable progress through planning and detailed documentation.

10. REPORT OF THE VICE-CHANCELLOR – REF F1326

Members had before them the Report of the Vice-Chancellor’s dated 27 August 2012. The Vice-Chancellor provided additional comment as follows:

The University’s recent ranking in the top 100 universities in the Academic Ranking of World Universities released by the Shanghi Jiao Tong University highlights the merits of indicative planning. Emeritus Professor Alan Robson’s role in setting the ambitious goal was acknowledged.

The Vice-Chancellor is drafting a paper on his strategic vision for the University. It will be circulated widely to the University staff inviting feedback and suggestions which will inform the development of a new Strategic Plan. A copy will be distributed to members of Senate.

Attendance figures for Open Day indicate that future enrolment numbers may increase marginally.

Complex negotiations around the University’s financial commitment, obligations and entitlements with regard to the WAIMR (North) medical research facility have been concluded and the efforts of Ms Gaye McMath and members of her team were acknowledged.

The Review of Orientation has been completed. Entrance and exit interviews were conducted with the Review Panel which included an international expert from the University of Otago. The Review Report will be delivered by the end of August and the Vice-Chancellor anticipated that changes will be introduced to the way in which Orientation Camps are conceived and operated following further discussions with the Guild.

Members discussed various issues in the report including the possible impact and future benefits of the Square Kilometre Array in WA and the new position of Chief Adviser Corporate and Government Affairs. In relation to the University’s position in the Academic Ranking of World Universities it was

(i) that the Vice-Chancellor will present an analysis at the next meeting of the strategies that have resulted in The University being included in the Top 100 climbing from a position of 179 in the Academic Ranking of World Universities and initiatives that will be necessary to retain and further improve this ranking:

(ii) The Chancellor will write to Emeritus Professor Alan Robson on behalf of Senate congratulating him on his vision and leadership in setting the “Top 100 goal”.
