APPLICATIONS DUE: Monday 27 June, 2016 ARTISTS CALL OUT An opportunity exists for an experienced artist, or group of artists, to create a temporary public art piece for a section, or sections of the Parramatta Road Corridor. Leichhardt Council is invested in the recommendations of the Off Broadway Live Music Report, and appreciates that both public art and the work of visual artists, can complement and build traction in activation processes, as outlined in the report. Visual arts are, and always have been, a component of activating vibrant cultural hubs and will therefore support the desired outcomes to reinvigorate the Leichhardt, Annandale, and Camperdown areas for “Off Broadway” style performance and music venues. The Off Broadway Program will be launched in September during Sydney Fringe. Artworks need to be completed prior to, or during September for completion at the end of that month. The Off Broadway Live Music Report can be accessed via this link www.leichhardt.nsw.gov.au/News-and-Events/Live-Music This Expression of Interest calls for artists to respond to the heritage of the Leichhardt, Annandale, and Camperdown sections of Parramatta Road. (See Key Cultural Heritage Sites map on page 3). The budget for The Transit Zone Commission is $10,000

The historical cultural life of the Parramatta Road corridor is undercapitalised. This Artist’s Call Out therefore poses an invitation to artists to reinterpret the history of the designated Off Broadway corridor as a location that with a cultural past, present and future. This re-interpretation process can involve real or imagined histories, but should open up the dialogue around alternative impressions of the Off Broadway corridor.

Artists are invited to take a closer look at this corridor, and respond creatively. The information attached at the end of this document as Attachment A offers historical snippets and links relating to the designated Transit Zone. This information is included for your information and interest only. None of the content need be used in your response to this call out. Alternately it may be used, or furthermore it may lead you towards additional research about this area of the Parramatta Road corridor.

Suggestions for temporary artistic interpretation may include:

• Roving or mobile artwork/s • Lighting • Interactive works

(must occur during Sydney Fringe in September)

• Pavement works • Agreement by business/ property owner for

window and/ or façade use • Decoration of static elements such as

the iron fence pictured right (corner Parramatta Road and Norton St)

Off Broadway Activation Zones The Zones to be activated as part of the Off Broadway Live Music Precinct are the following:

• Norton Street to Balmain Road, Leichhardt • Johnston Street to Nelson Street, Annandale • 74 Pyrmont Bridge Road to 1 Gehrig Lane, Camperdown

Key Cultural Heritage Sites along Parramatta Road

All of the above sites have, or had (in the instances of the two cinemas), a long cultural history in the area. There are stories of this section of Parramatta Road being a Lover’s Lane, a pedestrian filled high street, a diverse and business rich community. Very different to its life as busy thoroughfare with transgress of over 60,000 cars per day. Leichhardt Council’s Public Art Policy

In early 2014 Leichhardt Council adopted its inaugural Public Art Policy (10 year Policy) and 4 Year Service Delivery Plan (www.leichhardt.nsw.gov.au/PublicArtPolicy) The Policy recognises the value of public art in contributing to place and our engagement with the notion of placemaking. Through placemaking, public art can reflect, reveal and celebrate the unique ‘essence’ or character of a place. The Public Art Policy also identifies the need for Public Art Platforms for the installation of temporary art practice.

Preparing Your Application

Site Visits

Site visits are highly recommended for all applications. It will equate to providing important research content, and will significantly inform the quality of your application. Install and De-installation The works will be in place for between1-3 months, depending on the successful artist/s choice of materials and their longevity, and may also depend on agreement by property owners. Artists will need to budget all facets of both the installation and de-installation of their works into their project budgets. Public Safety and Security Works must be built to remain safely in place, with no overt or observable risks to the general public inherent in their design. Additionally no security will be purchased by Leichhardt Council for the work/s, so this is an important consideration for applicants before applying.

Lighting If artist/s would like their work lit at night, this needs to be costed into the artist’s own budget content.

The Fine Print Interested artists will be requested to supply evidence of previous works in this field of artistic investigation, photographs if an existing work, or indicative sketches, and a budget with all inclusions required for the installation of the work.

*Applicants interested in applying for The Transit Zone Commission are advised to read the guidelines carefully. Requirements for this Commission are outlined, and observation of them is essential to the success of any application.

Artists applying for this opportunity need to satisfy the following requirements if relevant to the proposal, and provide the costs of doing do so in your budget:

• All works must comply with all regulatory requirements for temporary structures - www.legislation.nsw.gov.au/#/view/EPI/2008/572/part2/div3/subdiv1

• Any electrical installations need to be undertaken by a licenced electrician. (it is the successful artist/s responsibility to sight the electrician’s licence), and it is their role to be aware of the location of electrical connections and live wires, and address them are per statutory requirements.

• Artist/s, including any person contracted on their behalf, must follow the safe

work practice requirements of Work Cover.

• If you propose a work, or works on building awning’s you will be required to prove that the awning has been assessed as structurally safe by a certified engineer. In some instances the property owner/ occupier may already have this certification. This certification, will include, but is not limited to, an assessment of the structural capacity of the awning, roof sheeting, structural elements, possible occurrence of asbestos, or other hazardous materials.

• A suitably qualified installer will be required to secure your design. Insurances Selected artist/s will need to provide their own Public Liability Insurance and a Certificate of

Currency is required with this application. Professional Membership with the National

Association for the Visual Arts (NAVA) includes Public Liability insurance as part of the fee -

visualarts.net.au/. Successful artist/s are also advised that they will need to have Leichhardt

Council added to their Public Liability as an interested party, and that Council’s Policy will not

cover the artist in any case where the artist’s negligence causes harm to another user in the

space. It is the responsibility of the commissioned artist/s to obtain their own cover for

contents and medical insurances. Your signature at the bottom of the application confirms that you have read and understood the terms and conditions required if your application for this commission were successful. Selection Process

A selection panel of three consisting of Council’s Placemaking and Public Art Officer, a local

artist, and a local community member will assess applicant suitability for selection for The

Transit Zone Commission based on the following factors:

• the innovation and professionalism exhibited in the proposed work demonstrated

skill in the artist’s submitted portfolio of works

• the proposed budget

• application form content (sketch/es and text description of work)

• capacity for safe installation in public space

The Transit Zone – Annexure A The material in this Annexure is for your interest and inspiration only. Lovers Lane Stella grew up in Leichhardt. Her mother was a nurse for the returned soldiers and provided the Leichhardt Library local history collection with a number of images from 1918. Growing up in Leichhardt and Annandale, Stella remembers the ritual of dating in the 1930s and 1940s and what she referred to as Lovers Lane. Lovers Lane was Parramatta Road between Leichhardt Petersham and Annandale. Young couples would dress up in their best and walk along Lovers Lane to get to “know one another.” If all went well a kiss would be shared on the corner of Parramatta Road and Johnston Street.

The Albert Palais in the 1960s – image taken from their website http://www.albertpalais.com/about-us The Albert Palais is fondly remembered as the location of many dances and performances, and social gatherings.

An ad in a local paper in 1936 reported the following: WITH their customary appreciation of the desires and needs of the dancing public, the directors of the Albert Palais, Parramatta Road, Leichhardt, have decided to introduce a regular Friday night for 'old-time' dancers. After the gala opening next Friday, February 14, the Albert's weekly 'old time' dance will be held every Monday, Wednesday and Friday. The jazz nights, Thursday and Saturday, will still remain, and it is rumored that very shortly an additional night will be put on for jazz dancers. The change was at that time resisted in Newtown leaving us with a comparative study of the effect on a business strip, if the speed and ease of car travel predominates over other considerations.

Westconnex and Parramatta Road Urban Transformation Strategy Parramatta Road is destined for change. The Westconnex plans for road management originally proposed that it would provide relief to Parramatta Road’s traffic pressures but recent modelling, has altered this notion. Not everyone in the community supports the Parramatta Road Urban Transformation Strategy. Proposals for change that affect the corridor have met with both community support and resistance. Urban Growth NSW, in its Parramatta Road Urban Transformation Strategy (https://newparrard.com.au/ ) outlines the following increase of population densities along the corridor:
