Greetings in the name of my Lord and Savior, Jesus the Christ. I want to take this time to thank the Brothers of the Mighty Fourth District for the opportunity to serve as your 28th duly elected District Representative. We have a long and great legacy of amazing leaders. I am humbled and honored for the privilege to build on that foundation for continued growth through Friendship.
As we begin this next season of Omega, we are facing a critical inflection point. The socio-economic conditions, school to prison pipeline, negative me-dia highlights, disrespect for authority, and a host of other social ills throughout our communities must be addressed. It is time every Omega Man rises to the call unto which we vowed our allegiance, which is to support the worthwhile endeavors of our beloved Fraternity.
Brothers of the Fourth District, let us rise to the challenge by focusing on the partnerships of Undergraduate Chapters with neighboring Graduate Chapters, and enhancing the unified fulfillment of our Nationally Man-dated Programs. These efforts will cause:
· Our brand to be crystalized · Our friendships to be edified · Our purpose – personified · Our business – fortified · Living our creed – materialized and · Being the stalwart Omega Men (we are called, destined and foreordained to be) – actualized
As we make a positive difference in the lives of those in need!
Brothers we also want every Undergraduate Brother to have a Graduate Brother as a mentor in the field they seek to enter (demonstrating the Friendship of David and Johnathon). Not only will we strive to emphasize mentoring the bloodline of our Fraternity, but will also provide the appropriate models for our Undergraduates to emulate.
As we come together in unity, as we unite at the common bond of comradeship, as we live as men with high aspirations, what would appear difficult for many; will be easy for Men of Omega. Because we work together as true Friends!
May God continue to prosper the Omega Psi Phi Fraternity, Inc. and the Mighty Fourth District.

On April 27— April 30, 2017 the 4th District held their Annual District Meeting hosted by
Alpha Alpha Alpha chapter and Nu Zeta Chapter. We kicked off the 76th District Meeting
with registration and a meet & greet on Thursday. On Friday morning the District participated
in a community service project called clean up Trail to Amphitheatre. That afternoon the Dis-
trict had a youth symposium for local high school males. The Founders’ Banquet took place
on Friday. Our very own 4th District Son, Bro. Daniel B. Jones Sr. the 22nd Grand Keeper of
Finance of the Omega Psi Phi Fraternity, Inc. was the keynote speaker. Saturday morning, was
the Henry “Hank” Glaspie, Jr. DR Breakfast. Two former 4th District, District Representatives
Bro. Dr. R. Charles Byers, Ph.D. and Bro. Dr. Gregory Epps, Sr. Ph.D were the keynote speak-
ers. At noon, we had the Bro. Dr. Ronald Ervin McNair Undergraduate Luncheon, Bro Johna-
than M. Holifield and Bro. James Thomas III were keynote speakers. During the fourth plena-
ry session, the 4th District elected the following officers for 2017—2018. The District Offic-
ers are; 28th District Representative Bro. Elder Bobby L. Robinson; 1st Vice District Repre-
sentative Bro. Lamar T. Cole; 2nd Vice District Representative Bro. Bernard Branner; District
Keeper of Records and Seal Bro. Anthony G. Scruse; District Keeper of Finance Bro. Tomier
T. Davenport; District Counselor Bro. Walter T. Madison, Esq.; District Director of Public Re-
lations Bro. Bryan K. Dirke; District Keeper of Peace Bro. Hal J. Dumas; District Chaplain
Bro. Elder David L. Reliford was appointed to sit on the District Executive Council. Our past
27th DR, Bro. Daryl S, Cameron also sits on the council. The Calvin H. Thomas Talent Hunt
Program took place Saturday evening. The students who participated each received a participa-
tion certificate. Three people won: 1st place winner was Sara N. Abou Rashed, representing
Mu Iota Chapter, Columbus, Ohio; 2nd place winner was Avary K.P. Wilson, representing Beta
Iota Chapter, Cincinnati, Ohio and 3rd place winner was Shelly Lewis, representing Mu Chi,
Fairborn, Ohio. Kevin Cherry March Down Competition took place after the Talent Hunt.
Sunday morning District Representative Bro. Elder Bobby L. Robinson preached the gospel of
Jesus Christ at the worship service. The Fourth District Executive Council met for breakfast to
close out the business of the 76th District Meeting. Bro. Howard C. Barrett Jr., 76th District
Marshal gave a check to the District KRS, Bro. Anthony G. Scruse for record to close out the
meeting. The 76th Fourth District Meeting was successful due to the leadership of many, espe-
cially Bro. Howard C. Barrett Jr., 76th District Marshal and Bro. James Thomas II (JT),
Basileus of Alpha Alpha Alpha Chapter, which hosted the meeting.

Zeta Kappa Kappa Chapter Awards $ 1250.00 in Scholarships
Cleveland, OH— Zeta Kappa Kappa Chapter’s Scholarship committee along with the chapter announced its
scholarship recipients. Most of the applicants were students from across Northeast Ohio. The committee’s cri-
teria of academic achievement, financial need, school/community involvement, and application neatness.
Ms. Racquel Hubbard was the recipient of the Todd Hall (Omega Chapter) Scholarship Award. This award is
jointly funded between Zeta Kappa Kappa Chapter and The Abundance of Life Ministry Church in Streetsbo-
ro, Ohio, where Ms. Hubbard is a member. Brother Todd Hall was a very active member in that church. As a
graduate of Streetsboro High School, she was a member of the Girls Varsity Basketball Team, and Track
Team. She was awarded the Abundant Life Women’s Award for being an outstanding youth in the community
of Streetsboro. In the fall of 2017, she will be attending the University of Akron, where she will major in Psy-
chology.
Our chapter recipients were Ms. Nia Baynes and Mr. Daryl L. Forrest II. Ms. Baynes is a graduate of John
Adams High School, Cleveland, Ohio and maintained a 3.84 grade point average. She served as the Senior Class President and was a participant in their Upper Bound program. She will be attending Bowling Green State University in the fall of 2017 where she will be majoring in Business Administration. Mr. Daryl L. For-rest II was an outstanding student at Saint Ignatius High School, Cleveland, Ohio. He was a member of the
football team and maintained a 2.50 grade point average. In the fall of 2017, he will be attending Morehouse College in Atlanta, Georgia. He will be majoring in Computer Technology and will be a member of the Foot-ball Team.

Community Service.
Mu Iota Chapter Health Fair and Diaper Challenge

Columbus, OH – On June 17, 2017, Mu Iota Chapter partnered with Christ United Methodist Church and The City of Columbus Recreation and Parks Department to host the Annual Community Health Fair and Greek Diaper Challenge at Barnett Recreation Center. The purpose of the Health Fair was to educate and get the community involved on healthy matters; Blood Pressure Screening, Diabetes Screening, B.M.I. (Body Mass Index), Hearing, Vision, Dental, Safe Driving Procedures and also Community Health Resources. There was also a Greek Diaper Challenge, 9,818 diapers were donated to expecting mothers and infant children. Omega Psi Phi Fraternity donated 6,270 diapers, other Fraternities and Sororities donated 1,392 diapers and Christ United Methodist Church donated 2,156 diapers. Omega Psi Phi Fraternity, Mu Iota Chapter partnered with Celebrate One, Columbus Mayor Andrew Ginther’s initiative on Infant Mortality and donated the remaining diapers to the Community Baby Shower held at the First Church of God on June 24, 2017.
Xi Alpha Chapter Omega Men Helping Build the Community

In the Mighty Fourth District, we endeavor: “To unite a Brotherhood of college-educated men with like ideals and commitment to service in Ohio and West Virginia communities.”
Institute, WV - On July 15, 2017 and over the past ten years, the brothers of Xi Alpha have committed to volunteering their time with Habitat for Humanities. This is a worthwhile program which gets needy families into
safe and affordable housing. It is always rewarding to know a little (or really a lot) of sweat equity is:
Providing hope for a better life,
Providing the opportunity of a safe living environment,
Providing a positive community,
Providing the joy in the lives of people who for whatever reason may not have been able to get conventional financing for home ownership.
It has been said by the Habitat staff, “you guys always have so much fun.” The work is sometimes difficult; the sun is oftentimes hot; and the conditions are sometimes challenging. However, since Omega Men are first friends, these obstacles are just opportunities to demonstrate the power of being united for a common goal. Hence, Xi Alpha Chapter gets excited knowing we are making a difference by uplifting the North Hills, Charleston, WV community.

Mu Chi Chapter 7th Annual James A. Elam Scholarship Golf Outing

On August 29, 2017, Mu Chi Chapter of the Omega Psi Phi Fraternity Incorporated held its Seventh Annual
James A. Elam Scholarship Golf Outing at the Beavercreek Golf Club in Beavercreek, Ohio. This year's event
was very well attended and funds were generated to provide scholarships for deserving high school scholars
from Fairborn, Huber Heights, Springfield, Xenia, and Yellows Springs communities. After the afternoon ses-
sion, there was a plated meal, awards, and raffles. The Quettes assisted in handing out the awards and raffle
prizes. There were almost 70 golfers and numerous sponsors. No one went home empty handed and over
$5,000 was raised for scholarships. Two sponsors, DeWine Family Foundation, Inc. and CDO Technologies,
were given special recognition and thanks because they have supported the event since its inception. Brother
Al Wolford played in the outing and was present to receive the award for CDO Technologies. Ohio Attorney
General Mike DeWine was present to receive the award for the DeWine Family Foundation and gave a moti-
vating speech about the status of the drug epidemic that is plaguing Ohio. Thanks to their support, over $5,000
was raised for scholarships.

Submitted by: Brother Melvin Whitlow Jr. Dayton, OH – On July 22, 2017 thirty five golfers on hand, Delta Alpha Chapter recently hosted its 2017 golf tournament at the Madden Golf Course in downtown Dayton area. The event is named after the late, Brother Arthur “Turk” Taylor who was an avid supporter of the Greater Dayton Youth Golf Academy and served as a teacher and Administrator for Dayton, Ohio Public Schools for thirty years. Proceeds from the event provide scholarships for Dayton-area high school students pursuing college and post-secondary training programs. The Omega Men of Delta Alpha Chapter would like to thank all the supporters and sponsors that helped make the event a success!

NFL Washington Redskin Offensive Lineman
Brother Isaiah Williams, offensive lineman for the Washington Redskins and Team Brain Armor member.
Bro. Williams, a 6-foot-3, 295 pound tackle from Akron, joined the Redskins near the beginning of training
camp in 2016 and stayed on the practice squad for the remainder of the season. This year he is expected to
compete for a backup position on their offensive line. Brother Williams made a lifestyle change, he is 75%
vegan and the rest pescatarian, however he only eat fish now. Brain Armor fits very nicely with his new life-
style, he has more energy and can move a lot quicker and my reaction speed has improved. He was introduced
to Brain Armor by his college strength coach, Matt Gildersleeve. Bro. Williams is looking for a productive

2017 Youth Leadership Conference

Cincinnati, OH - On August 3, 2017, Xi Iota Iota Chapter of Omega Psi Phi Fraternity Inc. took place in the Youth Leadership Conference on the campus of the University of Cincinnati. Ten young men from Lima, Piqua, and Troy par-ticipated in workshops on a variety of topics that included Manhood 101, How to Interact with Law Enforcement, and Conflict Resolution. Arik Viney a freshman at Troy H.S. stated “Attending the Omega Psi Phi Conference provided me with the knowledge of how to properly address law enforcement; and how to respect people no matter how I feel about them. It was a great experience and if given the opportunity I would attend again”; Zach Reichelderfer a senior at Troy H.S. stated “The 2017 Omega Psi Phi Youth Leadership Conference was worth every meant spent there. I took away specific life skills and how to apply them to my life. Though the major impact that this conference had on me was showing me how to transition into becoming a man. Not just any man but a leader as well”; Tre’vone Archie a sophomore at Troy H.S. stated “I learned several different things at the conference. How to grow up as man, how to treat a woman and interact with law enforcement if I am stopped. The food was great and meeting all the Omega Psi Phi Men”; and Orlando Sav-age a freshman at Troy H.S. stated “Some of the things I learned at the Youth Conference was how to write checks and handle money. Also was taught to respect a woman no matter if she hits you first, never put your hands on her. I also learned how more respectful and to live with honor and valor”. The teens were extremely appreciative of the experience that was afforded to them by the Brothers of Xi Iota Iota Chap-ter. Their visit to the University of Cincinnati and the fellowship with Omega Men from all over the United States and teens from the Ohio regions will be memories that will last a life time.

2017 Leadership Conference
The brothers of Beta Iota and Tau Xi Chapters hosted our 5-day conference where presentations, panel
discussions and interactive dialogue at the conference on Branding of Omega, The Importance of Jury Duty,
and the state of fraternities and sororities took place from August 2nd – 6th, 2017 in Cincinnati, Ohio. There
were 867 registered brothers and from this number 87 were from the Fourth District.
The conference brought together 880 brothers including our Grand Basileus Antonio F. Knox, Sr., the Su-
preme Council, and leading the conference was Fourth Districts own Grand Leader Stanford T. Williams, Jr.,
25th Fourth District, District Representative. After the innovation and welcome the 1st Vice Grand Dr. David E.
Marion discussed the agenda and charged us to enjoy the conference and learn as much as we can. Before
breaking out into various sessions the brothers in attendance participated in the Rededication ceremony con-
ducted by the immediate past 39th Grand Basileus Dr. Andrew A. Ray.
During our Leadership Luncheon & Service Awards Recognition Brother Kenneth Rodgers, Grand Keeper of Records and Seal resided over the event. Bro. Daryl S. Cameron, immediate Past 27th DR, gave the wel-come. Several brothers from the Fourth District received an award for Years of Service. Other awards were given throughout the conference; Brother Roderick Griffin Jr, Tau Xi Chapter was the Fourth District’s Under-graduate Scholar of the Year. The Talent Hunt captured many talented high school students in the Arts from all over the world. Sara N. Abou Rashed, representative from the Fourth District, Mu Iota Chapter from Columbus, Ohio performed along with the other Districts Talent Hunt winners. The 2017 Leadership Conference was the best Leadership Conference in history due to your attendance, spe-cial thanks to the host chapters, Grand Leader, 4th District DR and all the brothers in the Mighty Fourth District.

Friends honor Brother George Purefoy in a celebration of 90 years of vibrant life

Members of Zeta Omega Chapter of Cleveland, Ohio, along with a host of, friends, community and civic lead-
ers, paid tribute to Brother George Purefoy in celebration of his 90th birthday. To the astonishment of Brother
Purefoy, (who thought he was going to the Zeta Omega fraternity house for a Sickle Cell Awareness Month
photo opportunity), was greeted with merriment touting an illustrious life of service and 70-plus years as a
member of Omega Psi Phi.
Brother Purefoy was initiated in 1946 at Virginia Union, (Zeta Chapter). The overarching sentiment of this
royal afternoon was the expressions of Brother Purefoy’s life as a family man, mentor, role-model, brother and
friend. His spirit, wisdom, and dedicated service, was echoed by more than 80 in attendance. From new initi-
ates to Grand Officers of Omega celebrated with his family and longtime friends.
Brother Purefoy is the second eldest active brother of Zeta Omega Chapter. He is known as “Deacon” to close
friends and family. After graduating from college in 1950 he was drafted by the US Army. He was promoted
to “Military Management Specialist” assigned to SPP Fort Myers, VA. He was stationed at Camp Atterbury
in Indiana while working for the U.S. Department of Labor.
Brother Purefoy played a significant role in assisting litigants in achieving a settlement in a complex civil
rights case (“United States V. Roadway Express”). This action was included in the Civil Rights Act of 1964
pertaining to discriminatory hiring practices and developed new standards in the Civil Rights Act.
Proclamations and resolutions were presented from local, state and federal officials including representatives
of the Cuyahoga County Council and the Cuyahoga County Executive Armond Budish; members of Cleveland
City Council and Mayor of Cleveland Frank G. Jackson; the Ohio General Assembly; Ohio Governor John
Kasich, United States Congresswoman Marcia L. Fudge, United States Senator Sherrod Brown and the Ameri-
can Red Cross of Greater Cleveland.
Brother Dr. David Marion, 1st Vice Grand Basileus and Brother Daniel B. Jones, Grand Keeper of Finance pre-
sented Brother Purefoy with four gold medallions; one medallion depicting each of the four Founders of Ome-
ga.
Fourth District Representative Brother Bobby Robinson presented a proclamation of praise and adoration. Oth-
er notable Omegas include Fourth District 1st Vice District Representative Brother Lamar Cole; Zeta Omega
Basileus Brother Lee Fields Jr; Zeta Omega Chaplain Brother Michael Fordham and Brother Michael Stitts
who serves as Chairman of the Zeta Omega Social Action Committee and one of many protégés of Brother
Purefoy.

Undergraduate Workshop and MSP Training
On August 19, 2017 in Columbus, Ohio Brothers participated in an Undergraduate Workshop and MSP Train-
ing under the leadership of Brother Elder Bobby L. Robinson, 28th Fourth District Representative and the 2nd
Vice District Representative Brother Bernard Branner. Brother Jeffery A. Tarver Sr., started the morning off
with MSP Training and Certification followed by an in-death Parliamentary Procedures training by Brother
Dewey A. Ortiz, Sr., 23rd DR. After the training brothers had the opportunity to go to several breakout sessions
and training for development. Fourth District Representative Brother Elder Bobby L. Robinson was the pre-
senter for the Basileus training. He discussed the importance of being the Basileus of chapters. Keeper of
Records and Seals Training was performed by the District Keeper of Records & Seals, Brother Anthony G.
Scruse. He communicated to the brothers the importance of accurate record keeping. Brother Tomier T.
Davenport , District Keeper of Finance conducted the training on correct bookkeeping while being the Keeper
of Finance for your chapter. Chapter Advisor Training was communicated by the 4th District Undergrad
Advisor Chairman, Brother Antwaine Kennedy on how to be a successful advisor. Brother to Brother Training
was given by the 1st Vice District Representative, Brother Lamar T. Cole on how to be brotherly to one anoth-
er. Brother Bryan K. Dirke, District Director of Public Relations presented a training on Social Media/Our
Image. He discussed the importance of being mindful of what is put on Facebook, Twitter, and other social
outlets. All of the trainings were received well by the brotherhood. The day was filled with many opportunities
to dialogue, train, and network. Brother Bernard Branner and his undergraduate team did an awesome job
planning the workshops and trainings.

All chapter articles must be submitted directly to the 4th District Director of Public Relations, before the
deadline dates to allow for editing by the office prior to submission to the Editor to the Oracle at IHQ.
FORMAT
Ω All articles should be in Microsoft Word format, 12 pt font, with Times News Roman font.
Ω Avoid using all-capital letter in your article headings.
Ω Pictures should be in jpeg format and at least 300 dpi resolution.
Ω Pictures should be sent as an attachment and NOT on the same page or placed within the article.
Ω Articles should address social concerns, community service projects, mentoring, undergraduate leader-
ship development, scholarship awards, lifetime achievement or recognition and all mandated pro-
grams.
Ω Articles are limited to 500 words or less.
Ω Articles should be newsworthy and should be of interest to other people outside of the fraternity.
