The President’s Column My final words for 2016 – I can’t believe it! Many thanks are due to you, the members, for making 2016 such a successful year for our club. Throughout this year our pie run team have put together a schedule, which by attendance standards, are proving increasingly popular. Our Sunday monthly runs have not enjoyed the same level of participation, however, those who have come along have experienced a wide variety of venues and event types from picnics at Split Rock dam to a winter’s feast at Walcha Road Hotel. Many thanks are due to our rally directors Roly Morgan and Ian Duprez. So next year why don’t you make it a new year’s resolution to attend as many events as you can. Its also pleasing to see so many of our members wearing our new club shirts and hats. Other clubs have complimented us on the “classy” look. Phyllis Bird, ably assisted by Karen Duprez, has also been on the trail of windscreen banners for our cars. These will be available in the new year and we would encourage our members to use these when our vehicles are on display. This is a simple way of promoting our club. Meeting supper and raffle are now being organised by Clair Power and Heather Frankel. As the first winner of the Farmer Bob’s voucher, I really appreciated being able to select my own fruit and vegetables when I needed them. I miss by individual delivery of strong black coffee (thanks Maree – you have spoilt me!) but the scones and cream have me quickly heading across so as not to miss out. Our recent Inspection Day was quite a success. Thanks to Max Russell for the use of his wonderful shed, Michael Crawley keeping a close eye on our conditionally registered vehicles and Brian Orman for the ongoing thoroughness of his inspections. We were fortunate to have all vehicles presented in sound road worthy condition, free from foibles. On the day we also processed a significant number of new registrations. Thank you for your patience as these take some time, especially when searching for identification such as VIN or engine number. Our magazine continues to be the communication organ of our club. Many have also complimented us on its presentation. Between Michael Jeanes who pulls it together and regular contributors such as Alan early we end up with an interesting bi-monthly magazine. Next year has a couple of challenges ahead for us. We host the North west Rally over the June long weekend. Gwen Bridge is right on top of this and it is shaping up to be a memorable rally. This also provides our members with a wonderful opportunity to participate without the additional cost of accommodation. Also next year we will need to consider the implications of the recently released modified vehicle registration scheme. Details are planned to be available on the RMS website from 19th December. This won’t be a straightforward opt in or out for our club and I encourage all members who have an interest to become informed – particularly around what type of vehicle might be covered. I conclude by thanking all our committee for their hard work throughout the year and by wishing all our members a happy, Holy, relaxing festive season. I look forward to seeing you are my house for the President’s Breakfast on January 22nd from 8.00 am. Don’t forget to bring a chair and crockery/cutlery. Meeting Items Our meeting agenda has been reasonably quiet of the last couple of meetings. Some items are worth mentioning. 9 Log Book Trial – On Inspection Day we asked members participating if we could sight the look book and

keep a record of the number of movements. This is not a compliance issue, but one of having accurate statistics available if requested. We will make statistics available at the February meeting.

9 North West Rally – A slight change to the Sunday Program due to an anniversary at Wallabadah. We will now include the Quirindi Heritage Museum. As a fundraiser for the Westpac Helicopter Base, we will pay the local committee to provide the farewell breakfast.

9 Finances – always a horny topic, but we are on track with our financial management plan. Ken Brooks

provides a detailed update to the committee. 9 2017 National Motoring Heritage Day – our club will organise a display venue on this day to celebrate

our motoring heritage. A decision was taken to invite other clubs to join with us, noting this is also the Bush Council Rally and Shannon’s TRECC Display.

Plate Registrar Comments When a new “Certificate of Approved Operation” is finalised it is the Registered Operator‘s responsibility to advise the Plate Registrar of the Plate No. so that it can be entered into the Club records. If a Registered Operator disposes of a vehicle the Plate Registrar must be advised of the date of the sale and removal of the Plate. The current Club Permit scheme has enormous savings for members and this must be protected. On the recent Pie Run to Wollomin it was very pleasing to see our cars travelling at 100metres separation so that other road users could overtake our cars and go about their business without being delayed. *****************************************************************************************

SUMMARY OF CHMC (BUSH COUNCIL) HALF YEARLY MEETING.

This was held at Parkes on 29th October and I attended as a Delegate of our Club. 24 other Clubs were also represented. The following summarises the main issues that arose: Existing Conditional Registration Scheme: This has been in place for many years and will be the subject of a review. However, it appears a review is not a priority. Trial Log Book Scheme: This commenced in August 2015 as an extension to the existing registration scheme. It is a trial scheme which was to be reviewed after 2 years, and this review is expected to occur. In anticipation of this, it is recommended that Clubs periodically record details of Log Book use by members, at least annually but preferably quarterly. This will be important as a review by RMS is most likely to involve approaches to Clubs rather than individuals. Classic Vehicle Scheme: This is a proposed scheme for modified vehicles that are 30 years and older, and there has been considerable speculation and claims regarding the detail of the scheme and how it will be administered. However there has been no announcement by the Minister or RMS that a CVS has been finalised, and no advice of an implementation date. CHMC will be advising all clubs of progress with CVS as it becomes known. RMS has indicated that the Modified Scheme will be modelled on the Conditional Registration Rally Vehicle Scheme. This will involve establishing ‘Approved Organisations’ (Peak Bodies) to manage the routine running

of the Scheme. The Approved Organisations will be intermediaries between Clubs and RMS, but at present there is no documentation available to indicate how to apply to be an Approved Organisation, or what responsibilities apply to each party involved in the CVS process. This will represent a significant difference to the administration procedures that are currently used for conditional registration. It is also apparent that Clubs and Registrars will need to become familiar with VSI 6. (This deals with light vehicle modifications and guides to modifications requiring certification). Annual Rally updates: 2017 Albury/Wodonga: Numerous other functions are on at same time so accommodation is scarce. 2018 Narrabri: Runs are being finalised. Half Yearly meetings: 2017 Mudgee – October 2018 Queanbeyan – October Finances: Good. CHMC intend to reduce affiliation fees from $25 + $1/member to $15 + $1/member. Editor: Will be requesting information from individual clubs on how the log book trial is progressing. National Heritage Motoring Day. Held in May each year and desirable to get vehicles out in the public arena. Demographic survey: CHMC require details such as vehicle classifications and numbers to support their submissions when dealing with the Government. The last survey was undertaken 3 years ago, but was too complex and needs rationalising. CHMC is seeking help from Clubs to formulate and undertake a new survey to provide them with the back-up information they need. My observations on the meeting: It is obvious that a lot of work is being done by the CHMC office bearers, and they will need additional assistance from the clubs as requested. Considerable discussion involved grey areas associated with log book notations. My submission was that if in doubt record the activity in your log book. It is only a trial and no one is likely to use all of the 60 days available. It is far better to have details of usage duplicated than to get caught out with no details at all. Carl and Beryl Casson achieved an exceptionally rewarding personal milestone on 15th December with 60 years of married bliss behind them. Carl and Beryl are foundation members of our Club who have always remained very active, and are always in contention for the Clubs most attended events trophy. Congratulations to you both. Well done. Langford 16th October The TVCC joined a number of other car clubs in the grounds of Langford, to celebrate the Walcha Festival.

NOVEMBER PIE RUN TO KOOTINGAL 3 NOVEMBER 2016

A very pleasant day of 24 degrees with sun shining and no rain. We set off from our new assembly point near the Country Music Hall of Fame which provides good parking and easy road access.

Gentlemen, start your engines.

With no objections from some of the older slower cars, we headed straight out to Kootingal along the highway. John Smith later advised that he had 5 cars behind his Model A and although there were plenty of overtaking opportunities, no one went past. Perhaps they just wanted to smell the unburnt fuel from a vintage car!

At the Yellow Café at Kootingal we enjoyed the traditional pies, fish cakes, quiche and quite large hamburgers, plus a generous serve of apple pie and ice cream to top the tank up. RROCA Visit – Oxley Lookout 6th November

The Rolls-Royce Owners’ Club of Australia (RROCA) celebrates its Diamond Anniversary (60 years) in 2016 and as part of the celebrations a rally took place, starting and finishing in Port Macquarie. As part of the rally a day was spent in Tamworth, with a morning tea meeting at Oxley Lookout attended by RROCA members and members of various local car clubs, TVCC being one.

much admired A special cake, in the shape of a 1956 R-R Silver Cloud was provided for the day and the honour of cutting the cake was given to TVCC president, Peter Wright.

20th NOVEMBER MONTHLY RUN WATERWAYS PARK, GUNNEDAH

This might be something of a historic event as Waterways Wildlife Park is scheduled to close in 5 days time on 25 November 2016. Most of the animals were pretty docile as it was a warmish summers day with plenty of flies. Participants were: Peter Wright – Mercedes, Paul & Nerida – Chev, Barry Johnson – Fairlane, John Stacey – Commodore, and in moderns were Cliff & Phyllis, Ian & Karen and Alan & Maree. The Thursday Pie Runs are proving to be very popular, with 27 in attendance for a run to the ever reliable Werris Creek Pharmacy.

Good food and friendship, what more can you

ask for? The weather was pleasant and the food and hospitality were up to the usual high standard. Finishing the meal with a scrumptious ice cream just adds to the enjoyment.

INSPECTION DAY 3 DECEMBER 2016

This was a busy day for our Inspector Brian Orman and Registrar Michael Crawley who was assisted on the official table by Peter Wright and Ken Brooks:

Special thanks also goes to those who helped Brian with the inspections, plus Heather and Clair who looked after tea and coffee and raffles, and Max and Gwen Russell who made their shed available. Alan Early photographed the vehicles. Everything was well organised and ran well which was much appreciated as we struck a very hot day. All of the vehicles passed the safety operating requirements so it is a credit to the individual owners for maintaining their vehicles to a good standard. Congratulations to everyone for an excellent outcome. 39 vehicles were inspected and there are about 9 other vehicles on conditional registration which for various reasons were not presented, so the Club has

a total of about 48 vehicles on conditional registration. The oldest vehicle inspected was the Campbells 1927 Chev Capital truck:

What do they both have in common? Yes – you guessed it – full flow air conditioning systems.

Fuel Dispensers aka Petrol Bowsers

History: Around 1883, a young man by the name of Sylvanius F. Bowser came up with an idea to draw water from a well using a wooden plunger. In 1885, he applied this idea to a kerosene pump attached to a wooden barrel and founded S.F. Bowser Pump Company. The unit was self contained and included the storage barrel, the plunger, a hand lever, and an upright faucet lever. This pumping unit was a huge success and soon became known as a "Filling Station". By 1890, he had adapted this unit to pump gasoline in addition to kerosene for the lighting industry and the first true gas pump was born. S.F. Bowser continued to refine, improve, and sell his new indoor "Filling Stations" to general stores and the first automobile repair garages beginning in 1893.

For a while, the term bowser was used to refer to a vertical gasoline pump. Although the term is not used anymore in the United States, except as a term for trucks that carry and dispense fuel to large aircraft at airports, it still is used sometimes in Australia and New Zealand.

The first fuel dispenser was patented by Norwegian John J. Tokheim in 1901. Fuel retail industry giant Tokheim-OPW, was named after him.

Many early gasoline pumps had a calibrated glass cylinder on top. The desired quantity of fuel was pumped up into the cylinder as indicated by the calibration. Then the pumping was stopped and the gasoline was let out into the customer's tank by gravity. When metering pumps came into use, a small glass globe with a turbine inside replaced the measuring cylinder, but assured the customer that gasoline really was flowing into the tank.

Historically, fuel dispensers had a very wide range of designs to solve the mechanical problems of mechanical pumping, reliable measurement, safety, and aesthetics. This has led to some popularity in collecting antique dispensers in Australia but moreso in the USA.

In 1865 Charles Gilbert and John Barker partnered to build the "Springfield Gas Machine" that

converted crude petroleum distillates into a gas vapour used to light buildings.

In 1870 Charles Gilbert and John Barker’s partnership was incorporated as the Gilbert & Barker Manufacturing Co. of Springfield, Massachusetts.

In 1910 Gilbert & Barker designed and manufactured its first petroleum pump the T-1, used push-pull motion to draw gasoline from an underground tank for fuelling automobiles.

In 1929 Gilbarco Australia was established and the “Gilbarco” brand first appears later the same year.

My research has come up with nothing on a company called ERL in Australia If anyone has any information on this company, its history and products please let me know.

Commonwealth Oil Refineries (COR) was an Australian oil company that operated between 1920 and 1952 as a joint venture of the Australian government and the Anglo-Persian Oil Company. In 1952, the Menzies’ Coalition government sold the Australian government's interest in COR to the Anglo-Iranian Oil Company, which became the British Petroleum Company (BP) in 1954.

Terry bought his full size petrol bowsers about 40 years ago for about $35 each. This may seem a small change these days but was a “please explain” amount then.

These pumps are unusual in that they both have their original glass bowls, which initially covered with decades of petrol residue, have cleaned up like new.

Terry has fully restored both of these bowsers, the Gilbert & Barker in Shell livery and the ERL in Golden Fleece.

A rare Gilbert & Barker name plate, pre 1929

Terry estimates the Gilbert & Barker to be about 90 years old and the ERL to be about 80 years old. In that time some changes in function evolved, in that the later pump has a lock function on the quantity lever (to ensure no fiddling of the dispensed amount) and also a lock on the filler hose, as it was more common for these bowsers to be placed outside the filling station.

Following the restoration of the full sized bowsers, the ever busy Terry was looking for another project so decided to make scale replicas. For no particular reason he chose 1/3rd scale (which has worked out to be quite handy, as they will fit into the boot of his Kingswood)

Using his life long experience in the fabrication and panel beating trade Terry has done a truly remarkable job of replicating each of these pumps, with many small parts made by hand. Much of the functionality of the original bowers has been reproduced so that visually and mechanically they appear to be fully functional.

A small but significant issue in the down scaling was the glass bowls but Bunnings eventually came to the rescue with the outer section of the very common rain gauge being a perfect fit (with enough material to make both bowls)

The colour scheme of each of the bowsers has been faithfully used, with Terry making his own scale plaque for the ERL bowser. A local company, Lloyd Signs, has made scaled down decals for that final touch.

Terry has commenced on a third bowser, this one to be done in Australia’s COR (Commonwealth Oil Refineries) livery. It is a replica of the later ERL bowser and is nearly complete, awaiting its scaled down decals.
