The 150th Grand Reunion of the Forsyth Scouts: Battle of Beecher Island is a unique opportunity for three historic sites in Kansas to jointly plan, coordinate and execute events recognizing a significant chapter in Kansas and Western History. Through the combined efforts of Fort Harker, Fort Hays and Fort Wallace, the military, Native American and civilian perspective of the story will be commemorated and told through informative and entertaining presentations and activities.

The Battle of Beecher Island was one of the most riveting engagements between the Plains Indians and the US Army. On September 24, 1868, on a sandbar in the middle of the Arickaree River in eastern Colorado, an overwelming number of Cheyenne Dog Soldiers and Souix attacked Forsyth's command. Colonel George A. Forsyth had been directed on August 24, 1868 to employ 50 frontiersmen/civilian scouts to meet the combined Indian contingent. The causes of this Indian outbreak were broken treaties, a lack of understanding between two cultures, and a disregard for tolerance. Included among the dead was Lt. Frederick H. Beecher, for whom the battle was named.

Mounted scout reeactors will be employed to sign up for duty at Fort Harker (30 scouts originally signed up here) on August 25, at Fort Hays (an additional 20 scouts signed up here) on September 1, much the same way they did in 1868. The complement of 50 mounted civilian scouts under the command of Forsyth will move on to Fort Wallace ( Sept. 8-9) and then deploy to Eastern Colorado for a possible encounter with the Indians.

Each of the three fort locations will have different events revolving around the scout sign up formalities, including historical speakers, reenactors, encampments and commemorative activities over the course of their appointed weekend. Each historic site will be responsible for their own programing and each event at all three locations will be free to the public.

We plan to allot $125.00 per mounted scout reenactor per location (Harker, Hays and Wallace). This money will go towards deferring the costs of travel, time, horses and food. We hope to encourage the scouts to paticipate in each fort's events as a months worth of weekend activities.

Project Objectives* What do you hope to achieve and how will it benefit the people of Northwest Kansas?

Our mission with this project is to educate, entertain and establish a stronger connection to community through a unique coordinated effort of three historic Kansas forts that may lead to other such cooperative endeavors.

We hope to achieve the following:- To celebrate our Western History by visiting the Kansas historic sites where the the action took place. - To develop a pride of ownership not only for our history but for our historic sites.- To strengthen the bonds between the past and the present; we learn from our history.- To encourage the participation and volunteerism that is needed to help tell the story of our history and

maintain our historic sites.- To introduce the sense that the study of history can inspire and entertain as well as inform.- To begin a dialogue regarding history that will continue into the future and stimulate greater

understanding and interest.- To help youth and the public connect not only with history but with our sense of cultural heritage.- To create a positive interaction between history and the public.- To commemorate the Reunion of Forsyth Scouts.

Timetable for the Project* When is the project projected to begin and end? For ongoing projects, when will the Dane G. Hansen funds be utilized?

The timeline for The 150th Grand Reunion of the Forsyth Scouts: Battle of Beecher Island will be as follows: Fort Harker on August 25 -26 with activities surrounding scout sign up, first 30 scouts, speakers, reunion of the Forsyth Scouts decendents, the scout/military prespective and reenactors. At Fort Hays on September 1-2 activities will continue with scout sign up, an additional 20 scouts, historical speakers, reenactors, period encampment, chuck wagon meal, vintage baseball game, music/dance and scout commemoration/roll call and mounted scout rideout. The 50 fearless scouts move on to Fort Wallace on September 8-9 for more historical speakers, reenactors, large encampment and cemetary service.

The last stop for the scouts will be at the battle site near Wray, Colorado where there will be another day commemorating the battle, scouts and Native Americans.

Additional Support Describe additional sources of support (if any) that have been secured or that will be pursued for this project.

Each site will be responsible for securing additional funding in the form of grants, in kind donations of services to support their individual programing.

For example: Fort Hays is securing two small grants with additional support of community businesses/banks, FHSU,

Hays Convention and Visitors Bureau and interested individuals. In kind contributions total $ 9,989 and include 500 volunteer hours.

Fort Harker is securing support from community businesses, Ellsworth County Historical Society and interested individuals. In kind contributions total $4,739 and include 270 volunteer hours.

Fort Wallace is securing support from community businesses, Fort Wallace Memorial Association and interested individuals. In kind contributions total $12,185 and include 500 volunteer hours.

We have secured the support of the Kansas State Department of Wildlife, Parks and Tourism and received a Governor's Proclamation to celebrate and increase awareness for the statewide event.

Evaluation* How will you evaluate the success of the project/program? Be specific. (If funded, this will be helpful when completing the final grant report.)

Attendance numbers will be calculated for each Fort location. It is our intention to implement an internal evaluation of the event. Each of the three sites Fort Harker, Fort Hays and Fort Wallace will meet with their individual committees to review their specific portion of the month long event. Both quantitative and qualitative data will be considered such as: attendance, feedback, impact, objectives and overall impression. Discussion will center on analyzing our objectives of informing, inspiring and entertaining our audiences, as well as commemorating an important chapter in our history. We will also focus on various aspects of the event including publicity, finances, programing, schedules, with an eye toward learning from and impoving planning of future projects.

The larger committee, representing all three sites, will then meet bringing the information gleaned from their individual meetings. Much of the conversation will be similar to that addressed in the previously held

meetings with the important addition of the pros and cons of large and small coordinated efforts involving more than one historic site. The benefits and future feasibility of such ventures will be throughly reviewed. Most importantly, we need to ask the question, did we establish or meet the expectations of our audience and communities?

Sustainability* How will the project/program be sustained in the future? (For capital projects, how will you maintain or operate the item or facility?)

This will be a month long event between three locations, a one-time event at Fort Harker (August 25-26), Fort Hays (September 1-2) and Fort Wallace (September 8-9) commemorating the Forsyth Scouts and the Battle of Beecher Island. Our sustainability stems from community awareness and support, as well as future cooperative efforts with other historic sites. Whether it be a combined effort, or support of each site's individual efforts, the goal of maintaining and supporting our history remains the same. By fostering continued support from agencies such as Kansas Deartment of Wildlife, Parks and Tourism, Kansas Historical Society and similar entities, we hope to not only sustain but expand our ability to provide historic events and programing that will illuminate and inform our audiences now and in the future. This project is a positive step in that direction. We want to make a case for the statement, "History isn't a luxury, history is a necessity".

The story of the formation of Forsyth Scouts at Fort Harker, their travel across the Kansas frontier to Fort Hays and on to Fort Wallace, then culminating at the Battle of Beecher Island in Colorado Territory is a very important part of our history.

Therefore the Ellsworth County Historical Society gives its full support to Fort Harker Guard House Museum, Fort Hays Historic Site and the Fort Wallace Museum in their endeavor to present this historic event, the 150th Anniversary of the formation of Forsyth Scouts and the Battle of Beecher Island.

It is with Great Pleasure I will be Speaking in September 2018 on the subject of the Battle Of Beecher Island, September 17, 1868 on behalf of the Fort Wallace Memorial Association, which I fully endorse as a superb historical society that interprets the history of the South-central Plains. Their Museum is one of the finest I have encountered for displaying material culture of this region.

My book, The Battle of Beecher Island and the Indian War of 1867-1869 (University Press of Colorado, 1992) is considered the definitive history of this event. As such it is an honor for me to be asked to participate in the 150th anniversary of this significant event.
