ELTISLEY ROGER’S RAMBLINGS
EltisleyParishCouncilAnnualReport2015–16
Welcome Ladies andGentlemen to our Annual ParishMeeting. This is the 10th report I havepresented to thismeetingand I thought that itmightbe interesting to lookbackonpreviousyears. Not surprisingly, there is a common theme as the Council’s main task is to maintain andimproveyourVillagewhilstdealingwithCountyandDistrictCouncilscomplyingwithlegislationandplanningissues.Butin2006thedecisionwasmadetoconductaVillageSurveyandproduceaParishPlan,andthathasbeenguidingourambitionsandactionssincethePlanwasproduced.ThePlanwasupdatedin2013andtheviewsandwishesoftheParishionershadnotchanged.Manyparisheshaveproducedplansbut,apparently,havingcompletedthemthenlostinterestalongtheway.YourCouncilhavepersistedandalmostcompletedthetaskssetus.Examplesofourachievements, from the fairlymundane to thevery significant, are theprovisionofmorelitter and dog waste bins, improved play and sports equipment, regularmaintenance of theVillageGreen, treesandPocketPark, and, more importantly, thesuccessfulsaleoftheVillageInstituteandtherefurbishmentofTheCade. The only outstanding items are the safety of the children and families walking to and fromSchool,provisionofaffordablehousingintheVillage,andimprovementstotheA428.OnthatparticularissuewehopetomeetsoontodiscusstheplansforanewdualcarriagewayfromtheCaxtonGibbettotheBlackCat,workonwhichisduetobeginin2020.Plansarebeing submitted for the changeofuse to residentialof the Institute, andTheCaderefurbishment and storage facility are completed. Our thanks go to the CadeManagementCommittee for their hardwork over the past 5 years, and particularly John Pettifor, who asChairman has steered the project from the beginning. The Parish Council, as Trustees, haveundertaken to be responsible for the fabric of the building and so the future of The Cade issecure.OurthanksalsogotoAnnePettiforforherworkontheSixVillagesNewsletter, whichismostvaluable to the Council for keeping Parishioners informed, and to Richard Rogers for hostingandmaintainingtheVillageWebsite.Speedwatch, I believe, has been a great success, and, togetherwith the newportable speedwarningsign, asignificantreductioninthenumberofspeedingoffendersisbeingachieved. The important drain that runs alongside the Allotments has been dug out thanks toMartinLines, the Allotments have been re-fenced and the Pocket Park and Woodland Walk arepristine.Ibelieveanotherbusyandsuccessfulyear,andIthankmyfellowCouncillorsonyourbehalf,ourCountyCouncillorMandySmithandourdiligentandhelpfulClerk,Jane,andnotforgettingmyrighthandgirlPatforallherhelp.
