Municipal election race heating up

The deadline for nominations for the October 27 municipal

election is drawing near and so far 12 people have put their names forward to sit on municipal council, the public school board, the separate school board, and the French language public school board.

Brian MacKinnon, Assistant Returning Officer for the Municipality of Sioux Lookout, explained that nominations will be accepted until 2 p.m. on September 12, Nomination Day.

As of August 28 the 2014 Municipal Election Unofficial List of Nominations looked like this: Mayor Dennis Leney is seeking re-election and is the only one to have filed his papers to run for mayor.

Ward 1 (hudson) Councillor

Don Fenelon is seeking another term representing hudson and is the only person currently running for that seat on council.

Things are starting to heat up in the race for the five Councillor at Large positions on council.

Councillors John Bath, Doug Squires, Cal Southall and Steven Forbes are all seeking re-election, while Yolaine Kirlew and Sandra Quinn are also seeking seats at the council table.

Nominations have also come from people seeking to become school board trustees.

The 2014 School Board Elections – Unofficial List of Nominations shows that Jennifer Manitowabi is seeking the one english Public school board trustee position with the Keewatin-Patricia

Lac Seul nominates candidates for forthcoming elections

BAND members gathered in the three communities that

collectively comprise Lac Seul First Nation August 12 to nominate candidates for Chief and Council.

Three-hour nomination sessions took place at Frenchman’s head at the Lac Seul events Centre, Kejick Bay at the Brian Brisket Memorial Complex, and Whitefish Bay at the Dora Thomas Memorial Complex. At that time members of the community nominated the people they wished to see running for office.

This year seven people

are running for the position of Chief. They are incumbent Clifford Bull, Darlene Angeconeb, Ronald Angeconeb, Dean Ross, Floyd Vincent, Roderick Wesley Sr., and helen Williams. Candidates for the position of Councillor (four) at Frenchman’s head are Raymond Angeconeb, David Gordon, Samantha Kejick, Christopher Lawson, Donna Ningewance, Florence Sanderson, Calvin Trout, elvis Trout, Floyd Vincent, Selina Vincent, emma Wesley, Roderick Wesley Sr., and Linda Williams.

Councillor candidates (three) for Kejick Bay are Gerald Kejick, Stanley

Littledeer, Derek Maud, Lucy Quezance, Bradley Ross, Dean Donald Ross, Karl Ross, Jerry Southwind, Frederick Thomas, Tennille Thomas, Terry Thomas, Stacie Trout, and Irene Williams.

Running for the position (one) in Whitefish Bay are Roger Bull, Roylene Ogemah, Yvette Thomas, and Lenny Trout.

Mail-in ballots have been sent to members living off reserve. Voting stations will be set up in all three communities on election Day from 9 a.m. to 8 p.m. The present leadership asks all Lac Seul eligible voters to exercise their right to vote on September 24.

Candlelight ceremony held at town beach

LAST Wednesday evening about 100 people gathered

at the town beach for a vigil to honor the missing and murdered Aboriginal women throughout Canada and the more recent tragedy of 15-year-old Tina Fontaine from Sagkeeng First Nation whose body was found in the Red River, Winnipeg by local police on August 17.

The event was organized by Garnet Angeconeb, a recipient of the Queen’s Diamond Jubilee Award, originally from Lac Seul now residing in Sioux Lookout, with the assistance of Brenda Dovick, executive Director of the N i s h n a w a b e - G a m i k Friendship Centre and other members of that organization.

The ceremony commenced with a prayer sung by four traditional drummers, followed by a welcoming speech from elder Juliette Blackhawk who described how animals and humans relate to water. “When we are stressed, we also need that water to sooth us,” she said.

Following this, Romaine Wesley and Dovick sang the Thunderbird Song which is sung by Anishinaabe people when they want something to happen.

Angeconeb then addressed the crowd. “There are over a thousand missing or murdered Aboriginal women throughout

this country. It’s a very important issue to each and every one of us. We are all one and it touches our hearts. It touches the hearts of the nation and we have to ask ourselves why does this happen.”

All present were then invited to light candles which had been provided followed by a short address from Dovick.

In 1991, on August 18, 42-year-old Viola Isabella Panacheese, a First Nation woman from town disappeared and has never been found. Members of her family and friends attended the vigil.

Samaria Roberts, a close friend of Panacheese, shared, “She used to take care of me and we never had any closure because they have never found anything.”

Family member Jody Albany added, “She was my aunt. We never forget about her. We love her and miss her and want to bring her home. I am really very grateful and thankful that there are people in our community who show support for missing and murdered Aboriginal women.”

As the evening progressed tobacco was given to each person present to make an offering either in a fire which had been especially lit or by going to the lakeshore and offering to the water.

We have some Aboriginal people who have disappeared and we have cases that remain unresolved and so when a tragedy hits

UREN, Jack & MabelIn 1917 John (Jack)

Nicholas Uren traveled by sea from Cornwall, on the south tip of england, to Peterhead on the northeast coast of Scotland to meet and marry Mabel Florence. Jack was a

Chief Petty Officer of the Royal Navy.

In October of 1920 John George was born, followed by edwin (Ted) and Creighton.

Jack resigned from the navy in 1922 and left on another long journey to

Sioux Lookout to join his in-laws, the Florence family. he would join his father-in-law in the bakery business.

Mabel and their three sons joined Jack in 1923.

Their first home was a log type cabin at the

back of the Florence’s property immediately behind the present Legion hall.

Jack left the bakery and worked for a short time with the railroad. When the Depression struck Jack was able to fill the position of caretaker of the school.

Mabel had a dream of a real log home and so Jack built such a home for her on the hill at the top end of Prince St.

Lily was the first child born in Canada, followed by Nicholas, elvin and Gordon. Sadly, Jack and Mabel lost their only daughter Lily at the age of two. She died from

eating poisonous berries. The Urens had a camp

just around the point from West Point Cove. The family moved there for the summers. They had many great times there swimming at the beach and having bonfires and singsongs while Jack played his “squeeze box.” All that ceased after Doug McInnes and John Illchuk drowned out there. The family never went back to the camp after that.

Jack died of a stroke in Toronto while there to attend the graduation of a granddaughter. Mabel also died of a stroke in May of 1980.

Spirit WalksThe Sioux Lookout Genealogy Club is pleased to be able to have honoured

the pioneer men of Sioux Lookout who fought in World War 1 which began 100 years ago. We would like to thank the families and John Cole Jr. of the Legion who helped us with putting the whole experience together. Our goal was to educate ourselves and others on that significant history and the Canadian part in it. We were not able to present everyone’s story, so we recognize that there are many that are yet to be told. We welcome suggestions and certainly are pleased to have help with them. Long time visitor and area supporter

Among Rodeghero’s pleasant memories of the area is his friendship with John “Pipe” Wesley during their younger days. In addition to his support for OPTA and other initiatives of his Hudson and Lac Seul friends, Rodeghero is among those who contributed to the purchase and installation of Sioux Lookout’s town clock located at the intersection of Front and Wellington streets.

Gerry Rodeghero from Illinois has been fishing Lac Seul out of Hudson for 50 years, of which 30 years have been on houseboats. In recent years Gerry and his family have been trying their luck in the annual Ojibway Power Toboggan Association snowmobile raffle. Gerry says he has the winner, but so far the odds have been better with fishing. Good luck Gerry and Family. Thank you for supporting the OPTA snowmobile club… Michael Starratt

MeNO Ya Win health Centre welcomed four

new medical students from the Northern Ontario School of Medicine (NOSM) August 25.

Lia Johnson, James McMahon, Drew Spicer and Zale Apramian are enrolled in a four year undergraduate medical education program at NOSM, the curriculum of which is based around five integrated themes that cover a wide array of medical and sociological subjects.

These students have now reached the third phase, called the comprehensive community clerkship (CCC) where third year medical students spend eight months completing the CCC in 14 host communities across Northern Ontario.

These sites include Bracebridge, Dryden, Fort Frances, hearst, huntsville, Kapuskkasing, Kenora, Manitoulin Island, North Bay, Parry Sound, Sault

Ste. Marie, Temiskaming Shores, Timmins, and Sioux Lookout.

Maja Martin is the NOSM Site Administrative Coordinator and local education group administrator at Meno Ya Win. She explained how the program works.

“The third year students from NOSM are here with us from August 25 until mid-April 2015 and they are learning from the doctors at the hospital and the hugh Allen Clinic. We are happy that they have chosen Sioux Lookout to do their clerkships and are very excited to have them here, and we are looking forward to hosting more students over the years to come, to help further their medical training, learning and familiarizing themselves with the community of Sioux Lookout.”

The students commented on their arrival here.

“I am very excited for the opportunity that Sioux Lookout offers and also to start the next

phase of our medical learning,” Johnson said.

McMahon commented, “Really excited. I have heard fantastic things about the community of Sioux Lookout and great things about the hospital and services offered here.”

Spicer concurred, “I am also excited to be here and work and learn with the community.”

Community to benefit from council initiativeGeoff ShieldsstAff Writer

The Municipality of Sioux Lookout, in March 2012,

adopted its 2012-2016 Strategic Plan. One of the initiatives presented for development was a Community Improvement Plan (CIP).

Initially prepared with the intention of attracting and giving full support for the rehabilitating and revitalizing of private lands and buildings located within the municipal boundaries, it covers the areas of the Main Central Area, Gateway Area, hudson Core Area and the Municipal Airport Area and offers the following eight incentive grants as outlined by the municipality.

A Façade Improvement Grant, with which the Municipality may provide a one-time grant of 50 per cent (up to a maximum of $10,000) of the costs to assist commercial building owners to improve a building façade.

Improved Signage

Grant, may provide property owners a grant of 50 per cent (up to a maximum of $2000) toward the cost of replacing an existing sign that does not comply with the sign design guidelines outlined in this plan. Grants will be paid upon completion and installation of the sign.

Landscaping. A grant of 50 per cent (up to a maximum of $1000) of the costs may be available for landscape improvements between parking areas and roadways or laneways.

Application Fees Grant, where a property owner is undertaking improvements to a building in the designated improvement area in accordance with this program, the Municipality may provide a grant equivalent to the cost of the normal application fees for approved projects.

Cash in Lieu of Parking, an initiative that covers where development occurs in

the Main Central Area that would require an increase in the number of parking spaces in accordance with the municipal zoning bylaw, the Municipality may provide a grant of up to 50 per cent of the amount required under the Cash in Lieu provisions of the zoning bylaw, up to $2000 per space.

Tax Increase Increment Grant covers the situation in which property owners have improved lands and buildings under this Community Improvement Plan and those improvements have resulted in increased assessment on the property. The Municipality may provide a grant to offset the tax increase as follows:

• Year one: 50 per cent of tax increase

• Year two: 25 per cent of tax increase

• Year three: 25 per cent of tax increase

When new residential dwelling units are created within the Community Improvement Project Area the Municipality may provide a Residential Intensification Grant of up to $3000 per residential unit created where the unit is developed on an existing serviced lot or within an existing building.

Municipal Land Development Grant, when the Municipality sells public lands for the purposes of development as described in the Official Plan, the Municipality may sell the land at market value, less an amount equal to the Municipal portion of the taxes that would be paid on the lands for a period of seven years following the development of the lands, according to the value of the land and the tax rate in the year that the land was purchased.

Ann Mitchell, Chief Administrative Officer of the Municipality

and was instrumental in helping to organize the CIP Program. She explained how it benefits our community.

“In 2013 Council decided to implement the CIP to improve the community as a whole. It falls under the planning act and is designed for property or business owners and allows them to make improvements. There are eight financial incentive programs and Council has dedicated in the 2013-2014 budget $30,000 per year and I think that speaks volumes about Council’s commitment to improving the municipality, specifically in 2014 which was an extremely tight budget year and they still went ahead and made monetary commitment to the community.”

Mitchell continued, “When we started planning, we had to bring in Jim Dyment, an outside planner from MacNaughten hermsen,

Britton, Clarkson Planning Limited, located in Kitchener, who had experience with implementing community improvement, which is not just a planning function but also an economic development initiative designed to assist residents and property owners to make improvements that they need to sustain their enterprises.

“So the first year we had quite a few applicants. It was interesting. We would bring the applications to Council for their approval and once approved they moved forward.

“The community has been very excited about this initiative and there has been quite a lot of positive feedback. There are some that are in progress right now and we have seen quite an improvement in the community already.

The Council has indicated that they would like to continue with the program in 2015, however this will be determined through the 2015 budget process.”

She concluded, “We are very excited about the program and it’s a very positive step that Council has initiated. I would like to say that we are very happy with the community feedback we have received. Unfortunately, a lot of the tax dollars we collect have to be spent on legislative services so it’s nice to see direct correlation between taxes and improvements.”

Recreation Centre – Reserve Establishment

Council authorized the creation and establishment of the Recreation Centre Development Reserve; and further Council authorized and approves the transfer of $35,000 to the Recreation Centre Development Reserve for the year ending December 31st, 2014; and further Council authorized Staff to draft appropriate by-laws to establish the necessary policy framework for all existing Reserves and Reserve Funds in order to meet the Municipality’s long term infrastructure and operational needs as established through the Strategic Plan.

The passing of this item will establish a special reserve for future development of the Recreation Centre.

Section 357 Applications

Council approved the applications made under Section 357 of the Municipal Act, 2001, as amended, in the amount of $15,486.09 as set out in the Treasurer’s Summary Report dated August 21st, 2014.

Municipal Treasurer henry Wall’s report to council explains that Section 357 of the Municipal Act allows the taxpayer, through the Finance Department, to submit an application to

cancel, reduce or refund all or part of the taxes levied on the property in the year in respect of which the application is made as a result of a change of use, damage to a property rendering it partially unusable; or a gross or manifest error that is clerical in nature.

The Municipal Finance Department has received seven applications.

Wall’s report goes on to add, “The taxes that will be written-off under Section 357 are in the amount of $15,486.09, of which $3,679.24 will be charged back to the appropriate school boards. The total financial impact to the Municipality will be $11,806.85.”

Vacancy Rebate – Application

Reconsideration Council denied the

2013 Vacancy Rebate of Property Tax application for Tax Roll No. 340-0 0 3 - 0 8 4 0 0 - 0 0 0 0 pursuant to Section 364 of the Municipal Act, 2001, as amended, in the amount of $548.50.

Wall’s report explains, “In early 2014, the Municipality received a vacancy rebate application from the property owner of 67 York Street (Roll No. 340-003-08400-0000) for the 2013 taxation year. During the review process of the application, the Tax Clerk contacted the property owner to

verify that the building was indeed vacant or unoccupied during the period of time. The property owner confirmed that the building was being used to store machinery and equipment. As a result, the vacancy rebate was denied.

Quarterly Financial Report – Second Quarter

Council received, as information, the Quarterly Financial Report – Second Quarter 2014, as attached to the Treasurer’s Report dated August 21st, 2014.

Wall states in his report, “The purpose of the Summary Statement of Operation is to provide a high level financial progress overview of the Municipality’s operations as at June 30th, 2014. This statement includes both the general Municipal and Airport operations.”

The following is what Wall reported to council.

At the end of June 2014, the Municipality had a surplus of $4,022,757. The key factor creating that surplus is due to the Municipal Property Taxes being levied within the first half of the fiscal year. The following is a brief explanation on a department-by-department basis for the year-to-ate variances in comparison to the 2014 budget: Airport: The Airport is in a surplus position of approximately $57,008; this is only 39.29 per cent of the total surplus of $145,077 estimated for 2014. The airport did experience a decrease in

fuel sales and landing fees during the months of January, February and March. Both fuel sales and landings are back to normal levels during the second quarter. Passenger travel is right on track with 2012 and 2013 levels. By-law, Parking Meters & Animal Control: The departments are currently showing an unfavorable variance; however that is a result of not having received the POA (Provincial Offenses Act) revenues and expenditures for April to June. There is normally a two to three month delay in receiving the funds. Emergency Services: The department is currently showing a favorable variance of $261,341; this is mainly due to the fact that the Volunteer Firefighters for Sioux Lookout and hudson are paid in November of each year and due to a couple of internal transfers that still need to take place before December 31st. Cemeteries, Clerks, Council, Corporate and Economic Development: The departments are right on track with what has been budgeted for in the 2014 Budget. Daycares: The departments are right on track with what has been budgeted for in the 2014 Budget. Engineering, Information & Technology and Planning: The departments are right on track with what has been budgeted for in the 2014

Budget. Public Works: The department has an unfavorable variance of approximately $53,332. The unfavorable variance is primarily due to the seasonal timing of work being carried out and various services needed during the different seasons. Winter Control costs are higher than they were at this time in 2013; however the winter conditions and snow fall levels in the upcoming winter could have further impacts on the department’s overall budget. Parks, Cedar Bay and Recreation: The department is experiencing an increase in revenue from user fees and membership compared to previous

years at this time. It is anticipated that once the summer programming concludes, the department will have had one of the most, in terms of revenue or participation, successful years in the last decade. Treasury and Taxes: For 2013, the Municipality has a total assessment growth of $5,777,361… While the property coding change and assessment growth due to improvements made to properties were budgeted for in the 2013 Budget, the previously omitted assessment resulted in $71,546 of additional tax revenue. The Municipality also had a number of vacancy rebates, Section 357s, Charitable

Change September Council Meeting Date

Council voted to authorize and direct that the September 2014 Regular Council Meeting date be changed to September 18.

The regular council meeting was to have taken place on September 17. The 2014 Ke-ondaatiziying Conference, which is being hosted in the Municipality of Sioux Lookout and in Lac Seul First Nation, is being held from September 16 to 18 and the CAO, Mayor and likely other members of council and certain municipal staff will be attending.

BY-LAWS

Updates to Council’s Boards, Committees &

Commissions Council approved

amending Schedule “A” to By-law No. 84-10 (Being a By-law to Make Appointments to Various Boards and Committees) by deleting: Jane McGill from the Sioux Lookout Public Library Board, and Donna Giles from the Arts, Culture & heritage Committee effective August 22nd, 2014.

Off-Road Vehicle (ORV) By-law

Council voted that By-law No. 35-14, Being a By-law to Control the Use of Off-Road Vehicles (ORVs), including All-Terrain Vehicles (ATVs) in the Municipality of Sioux Lookout be read a Second time.

If passed at third and final reading this by-law would allow people to operate ATVs on municipal roadways south of the CN train tracks.

Medical Marihuana

Production Facilities – Zoning

By-law Amendment No. 005-2014

Council authorized the passing of By-law No. 53-14, Being a By-law to Amend Municipality of Sioux Lookout Comprehensive Zoning By-law No. 23-11, as amended.

The passing of this by-law included regulations with respect to defining where medical marihuana production facilities use permitted, provide definitions for licensed medical marihuana production facilities and to establish regulations for this new use in the Zoning By-Law.

The municipality has received an inquiry about building such a facility in town, but has not yet received any formal requests to actually build one. If such a request was received, the municipality wants to know what such facilities are, how they operate, and have already decided where such a facility could be built in the municipality Municipal Planning Administrator Pat Uren informed council.

At least three residents wrote in to the municipality asking council not to allow any such facility in the residential, urban residential or highway

commercial areas of town. One of the letter writers expressed the opinion that any such facility should be placed in a location at least zoned light industrial.

Two of the letter writers also stated they would appeal council’s decision on the matter if this zoning by-law amendment passed.

Councillor Joyce Timpson expressed agreement with the opinion that such a facility should be located in an area zoned industrial and asked that rural zoning and highway commercial zoning be removed as acceptable locations for any such facility.

At its July 16 regular meeting, council gave direction to proceed with an amendment to the Zoning By-Law to allow Medical Marihuana Production Facilities in the Rural Zone, Natural Resources Zone, heavy Industrial Zone, Light Industrial Zone and highway Commercial Zone.

Councillor Cal Southall asked if there were any highway commercial areas in town with the required 150 metre buffer even available and was informed perhaps only

in the hill Crest area.Timpson asked for

a recorded vote on the matter.

Timpson voted against the passing of this by-law amendment, while Mayor Dennis Leney and the other members of council voted in favour of it.

Sioux Lookout Mayor Dennis Leney informed that the opening of the museum in the train station which took place during the Blueberry Festival was an outstanding success.

he also informed that 30 people attended the opening celebration for the town’s new gateway sign.

Leney attended a BBQ

held by Kenora MP Greg Rickford in town which he said drew about 400 people.

he said the Blueberry Festival went very well.

Councillor Doug Squires said he attended the recent Gay Pride event with Timpson and said the event reflects the community’s willingness to accept all people.

Timpson informed she had four visitors to town during the Blueberry Festival who were impressed by Sioux Lookout and the festival.

She also asked if any thought had gone into naming the heritage train station which now houses the museum and asked that a report be done exploring the possibility of it being named the Graham Centre.

Councillor John Bath congratulated the public works department on the work they have been doing around the community.

Councillor Steve Forbes agreed with Bath and also passed along his congratulations on a job well done.

Sioux Lookout grappling with new OPP funding formula ramifications

The numbers still need to be fully crunched

but, according to community leaders, the new OPP billing model for municipalities will not bring good news to Sioux Lookout.

Under the new model, which will come into effect January 1, the bills that communities receive for policing will be broken down into two components. Sixty per cent of a municipality’s bill will be a base policing cost while the other 40 per cent will be for reactive calls for service.

“Sioux Lookout has some of the highest number of calls for service for our population and so the calls for service are extremely high. The cheapest part of Sioux Lookout’s bill will be the base cost,” stated Sioux Lookout OPP Detachment Commander Nathan Schmidt.

Municipal Treasurer henry Wall explained that in 2013 the policing cost in Sioux Lookout was just over $3 million, a cost of about $1500 per household.

The municipality has in the past received a subsidy of about a million dollars meaning people in Sioux Lookout were actually paying as though our bill was $2 million, or about $870

per household.Wall said the

municipality has been told it will no longer be receiving that subsidy.

The municipality has not yet been given a timeframe for when that adjustment will end, however Wall said it will be in the new billing model’s five year phase in period.

Municipal CAO Ann Mitchell said Sioux Lookout will be in deep trouble when that occurs.

She commented on the new formula, “It looks like Sioux Lookout will be paying similar policing costs to what we were before. We won’t see a decrease and, if anything, we might see a bit of an increase. I think members of the community need to be made aware of what the calls for service are.”

Sioux Lookout Mayor Dennis Leney said he is deeply concerned that if the cost for policing in the municipality remains about the same as in the past, about $3 million, but the $1 million subsidy we have been receiving is taken away, the municipality will have to find a million dollars just to maintain the cost of what Sioux Lookout is paying for policing.

he added that he spoke with one councillor at AMO who was lamenting the fact his community’s policing bill was going up to about $200 per household, and he was bowled over when Leney asked him if he would like Sioux Lookout’s bill, without the subsidy, of about $1500 per household.

Schmidt said it will take a few more weeks for the final numbers for each municipality to be fully crunched.

he described what the new formula means for Sioux Lookout. “It is going to put more onus on the community to be creative in looking at how to reduce calls for service.”

Schmidt said people need to ask themselves whether they need to call police or not.

For example, he said if there were a mental health issue, perhaps a mental health counsellor should be called. he said if police were called, the municipality would be billed for that.

he also advised people to lock their car doors as if they report stolen items to police, the municipality is charged for that.

he added, “We constantly have

911 hang-ups in Sioux Lookout. The municipality is going to be billed for each of those calls. If people lock their cell phones instead of leaving them open and pocket dialing 911 all the time that alone could save the municipality a substantial amount of money a year.”

Schmidt also said cleaning up the property around your home or business will reduce the likelihood police will have to be called to that area.

Schmidt is asking people to call police with relation to liquor offences such as confiscating open liquor or dealing with public intoxication which does not count as a call for service as it would be included in the community’s base policing cost.

“Those types of calls we certainly encourage because those types of calls do not come back to the municipality as a cost if we are able to resolve the issue before it becomes a criminal investigation. As soon as it turns into an assault, you have two people drinking together and one starts pounding on the other, then we get called and now it’s an assault so we investigate.”

If police respond to a liquor offence and find out the person is

under court orders not to purchase, possess or consume alcohol then the matter does turn into a criminal charge and the municipality would be billed for that call for service.

Schmidt stated, “Sioux Lookout is not going to benefit that greatly from the new proposal because of the calls for service.”

He clarified, “This whole billing model is not to decrease the cost of policing, but to make it more fair across the entire province. The OPP are not charging more or less. The same amount of money is coming in from municipalities on the whole but there are some municipalities that were getting policing for very minimal costs and so how do you justify that compared to a municipality like Sioux lookout. There was such a discrepancy. What this will do is level the playing field for everyone so everyone is paying more equally.”

Pickle Lake Mayor Roy hoffman said he is happy with how things have worked out for his community.

“In Northwestern Ontario, on the whole, the majority of people are happy with this new OPP billing model, but not all. Red Lake is going to go down. Kenora is going to go down. A lot of places paying $800 to $900 a year per household are going down,” he said.

he said he was told Pickle Lake’s policing costs would remain about the same, however he said Pickle Lake was offered a new deal under which the community would not have to pay for 85 per cent of its policing bill. This would mean residents in Pickle Lake would be paying about $380 per household per year for policing services.

“I have to see the formula but there is, quote, going to be some other type of formula that is going to kick in for us once we get to a certain point on the calls for service side… We have the same issue that

Sioux Lookout and Red Lake do here in Pickle, that the calls for service are phenomenal… They assured me, and when I saw they, this is Yasir Naqvi, the Minister (of Community Safety and Correctional Services) and (Superintendent) Rick Philbin of the OPP, assured me we would not be higher than $380 per household… but from what I understood I thought Sioux Lookout was told the exact same thing too.”

hoffman concluded, “When the new funding model comes in, Sioux Lookout is going to be the highest in the province of Ontario. I’ve already told Ann (Mitchell) at AMO if that is the case, and the real numbers, the hard numbers, are coming in mid-September, if Sioux Lookout is the highest in the province, she can count on Pickle Lake’s support. I also happen to be President of KDMA and Sioux Lookout will be able to count on all our support to rectify that because that’s not right.”

According to a government press release, the average per property cost for OPP services in 2015 is estimated to be $355.

“Updating the OPP billing model is about making it fairer, more transparent, and easier to understand. This new model helps ensure that costs to municipalities served by the OPP are shared fairly while enabling communities to direct their crime-prevention efforts toward saving money and keeping their communities safe,” Minister Naqvi said in that press release.

“The new billing model is a positive step toward achieving greater equality and transparency in OPP municipal policing cost-recovery. It will address concerns brought forward by the Auditor General of Ontario and many of our municipalities. We are moving in the right direction with this model,” said J.V.N. Breach of RecognizanceRene Necan, 31, pleaded guilty to breaching his recognizance by failing to keep the peace and be of good behavior and breaching his recognizance by failing to abstain from the purchase, possession or consumption of alcohol. On the breach for failing to keep the peace and be of good behavior he was sentenced to 30 days custody and was given credit for four days of pre-trial detention. he received the same sentenced to be served concurrently on the other breach charge.

AssaultOwen Singleton, 19, entered into a six month peace bond in exchange for having two charges of assault laid against

him withdrawn.

Breach of ProbationTroy Keeash, 26, Kingfisher Lake, pleaded guilty to breaching his probation by failing to obey a curfew. he was sentenced to 30 days custody and was given credit for nine days of pre-trial detention.

AssaultTimous Oombash, 41, Cat Lake, pleaded guilty to assault. he was sentenced to 30 days custody and was given credit for nine days of pre-trial detention. he was also put on probation for nine months and was ordered to report, keep the peace and be of good behavior, seek and maintain employment, and have no contact

with the victim without their initial and ongoing consent.

AssaultChantal harper, 23, Sioux Lookout, pleaded guilty to assault. She was given a conditional discharge and put on probation for nine months. She was ordered to report, keep the peace and be of good behavior, attend counseling, and not attend the victim’s home.

Assault, Resist Arrest, Breach of RecognizanceIvan Maskeyash, 25, Sioux Lookout, pleaded guilty to assault, resisting arrest, and breaching his recognizance by failing to abstain from the purchase, possession or consumption of alcohol. On the resist arrest charge he was sentenced to 30 days custody and was given credit for 19 days of pre-trial detention. he was also put on probation for six months and

was ordered to report, keep the peace and be of good behavior, and attend counseling. On the breach of recognizance charge he was sentenced to 30 days custody to be served consecutively. On the assault charge he was sentenced to 30 days custody to be served concurrently.

Assault with a Weapon, Breach of Probation,

Breach of RecognizanceJacob Fiddler, 28, Sandy Lake, pleaded guilty to assault with a weapon, breaching his probation by failing to keep the peace and be of good behavior, breaching his probation by failing to abstain from the purchase, possession or consumption of alcohol, and breaching his recognizance by failing to abstain from the purchase, possession or consumption of alcohol. On the assault with a weapon charge he was given a six month conditional sentence

order. he was ordered to report, keep the peace and be of good behavior, not change his name or address without first notifying a probation officer, reside in Sandy Lake, obey a curfew, attend counseling, abstain from the purchase, possession or consumption of alcohol, non-prescription drugs and solvents, provide police with a DNA blood sample, and he was given a 10 year weapons prohibition. he was given credit for 81 days of pre-trial detention. On each of the other charges he was given a 30 day conditional sentence order to be served concurrently.

Police, AssaultBenjamin Anderson, 23, pleaded guilty to assault causing bodily harm, obstructing police, assault, two counts of assault with a weapon, and two counts of breaching his recognizance by failing to abstain from the purchase, possession

or consumption of alcohol. On the assault causing bodily harm charge he was sentenced to six months custody to be followed by 12 months probation. he was ordered to report, keep the peace and be of good behavior, attend counseling, and not to have contact with the victims without their initial and ongoing consent. he was ordered to provide police with a DNA blood sample and was given a 10 year weapons prohibition. he was also given credit for 70 days of pre-trial detention. On the assault charge he was sentenced to 60 days custody to be served consecutively. On one of the breach of recognizance charges he was sentenced to 30 days custody to be served consecutively. On each of the assault with a weapon charges he was sentenced to three months custody to be served concurrently. On the obstruct police charge and the other breach of recognizance charge he was sentenced to 30 days custody to be served concurrently.

Gerson Agustin won the Sioux Lookout Golf and Curling Club Championship with a two day 36 hole score of 154. This year’s Ladies Club Champion was Tanya Nugent with a score of 177 for the two day event. Ryan

Dasno was this year’s Junior Club Champion with a score of 156 after a winning in a play-off against Barry McLoughlin. Special mention goes out to our Super Sr. member Jim Kusick, who finished the weekend with a score of 158, only four strokes off the lead. CULTURE DAYS 2014 – GET INVOLVED! Sioux Lookout community members, businesses and organizations are invited to participate in the Culture Days celebrations on September 26, 27 and 28, 2014.

Deadline to register your event/activity is September 10, 2014.

Culture Days is a three day, pan-Canadian celebration aimed at raising awareness of Arts & Culture in communities by providing opportunities for Canadians to showcase their creative talents and interests and learn about the various artistic and cultural resources within their communities.

Individuals, organizations, groups and businesses are encouraged to participate by registering pre-existing and/or new arts and culture related initiatives in our community to the Sioux Lookout Culture Days event schedule.

We are also happy to announce the Sioux Lookout Heritage Railway Station (the new location of the Community Museum and Municipal Cultural Division) as the ‘hub’ for this year’s Culture Days Celebrations! Hugh Jacksonhugh Mayes Jackson

was born at Rosseau, Ontario, December 1894. In 1914 he joined the 62 Infantry Battalion. In 1916 he was enlisted with the 1st Canadian Infantry Battalion at Parry Sound, Ontario. he served in england, France, Belgium and Germany 1916-1919. hugh was a sharpshooter with the Army.

he would have been using the Lee-Enfield rifle in 1916. It replaced

The Ross rifle previously issued to the Canadians.

Three years of service in and out of the trenches at that time involved many famous (or infamous) battles, the Somme, Vimy and Arras, hill 70, Passchendaele, hindeburg line, Mons. exactly which ones hugh was in we really don’t have the information. however this young man in his twenties must have been a very fit soldier to have survived.

By autumn 1919 the demobilization of the Canadian Corps was complete, but men returned to a changed world. Strikes, crimes, prohibition, rum-running and its condoned lawlessness, pacifism and Bolshevism dominated the new “peaceful” world. The old way of life for which the men fought was gone, never to return.

having fought a war to end war those who were left of the citizen-soldiers returned to

civilian life, resuming their former professions, and trades. Some of the school boys went back to school or university. A few joined the regular army as professional soldiers.

hugh was discharged in London in 1919.

After his return he worked as a clerk for Shroeder Mills, in Pakeley, Ontario.

he came to Sioux Lookout in 1928, when the Dept of Lands and Forests was formed, as a scaler –clerk.

In 1934 he and Glen Wright of Parry Sound married and made their home at 121 King Street that had a garden and trees that hugh loved.

Glen was active with many organizations in the community and was known as a faithful organist at St. Mary’s church.

hugh was an ardent athlete, which speaks of his fitness during the war. he played baseball, hockey and tennis. he won the tennis championship

in 1939 and 1941. Birdwatching, boating, hunting and fishing were favoured pastimes.

After 35 years service, he retired as Chief Clerk of the Forestry branch on Feb 15, 1963. Sadly he passed away that same year.

This history of hugh shows the strength of a man who survived the trials and after-effects of World War 1 and moved on with his life to contribute, along with his wife, significantly to this community.

On the evening of August 25th, Robert “Bob”

Butterfield, age 75, passed away peacefully with his family by his side.

Robert “Bob” Butterfield is survived by his daughter Lori of North Bay; son Larry (Monique) of Gravenhurst and close friend Cindy Chawrun of Sioux Lookout. He is also survived by 3 grandchildren Russell, Calvin, and Danielle of Gravenhurst and one sister Dorothy Alexander (Fred) of Windsor Ontario.

He is predeceased by his wife Geraldine, his parents Robert and Luella and his brother Larry.

On August 27th 1938, Bob was born in Windsor Ontario where he spent his childhood years.

At the age of 17, he enlisted with the Canadian Armed Forces where he served for 20 years. While stationed in Trenton, he met his future bride Geraldine Crough.

Following his retirement at 37, he worked another 23 years with the Department of Indian Affairs in Sioux Lookout. Bob was active in the community devoting many hours to Crimestoppers and the Blueberry Festival Community.

He was a member of the Royal Canadian Legion, Branch 78, where he served as president for some years. Bob loved to hunt and fish, spending countless hours depleting the pickerel stock of the Vermilion River. Bob and his family shared many shore lunches there.

Baseball was another of Bob’s passions playing for both Fit-Rite and the Sioux Saints. His pitching ability was respected throughout the region. He also coached the Fit-Rite team for many years.

Bob loved to travel. He and his family explored much of Europe while stationed in Germany with the Armed Forces.

He regularly traveled to the Caribbean and the States, enjoying frequent stays in Las Vegas.

Bob never drove past a Dairy Queen without stopping for ice cream. In his retirement years, Bob often played cards at the senior centre frequently bragging of his victories.

Bob will be sadly missed by his family, his coffee buddies and his many friends.

There will be no visitation as cremation has taken place.

The family received friends at the Sioux Lookout Funeral Home Chapel on Friday August 29, 2014 from 2-4 p.m. Interment of ashes will be held at a later date at St. Martin’s Cemetery in Ennismore, Ontario.

If friends so desire, donations may be made to the Northern Cancer Research Foundation through the Sioux Lookout Funeral Home, Box 1449, Sioux Lookout Ontario P8T 1B9.

First, let me simply welcome all families, staff and especially the kids back to a new school year! Whatever your events or travels were over the summer, I hope that they allowed you downtime with your families and an opportunity to enjoy the best of Northwestern Ontario, especially Sioux Lookout, Hudson and Lac Seul. (As an aside, I love fishing on Lac Seul!!) This year however, marks the beginning of a very different one for the community of Sioux Lookout, and especially our schools: Sioux Mountain Public School and Queen Elizabeth District High School. For this reason, I am taking the unprecedented step of writing all families myself, as Director of Education, on the first day of

school. As you will now know, the KPDSB is going full steam ahead with the design, construction and total build of a brand new $30 million dollar high school in Sioux Lookout. This achievement has not come without many challenges, at times uncertainty, and possibly the belief that it would never happen. Let me be direct, the kids and staff of Sioux Lookout deserve this, they deserve the best and the Keewatin-Patricia District School Board is going to deliver. Over the months ahead the Board will be facilitating a stakeholder consultation exercise soliciting the input of staff, partners, families of our

students, First Nation leaders and elders, and especially the students. The students will have significant influence over the design of what their new high school will look like. We will be using our architect and administrative team to establish this consultation and the feedback will be critical to our decisions of design. We also will be bringing Confederation College, Lakehead University, Toronto's Hospital for Sick Children, Firefly, and the Meno Ya Win Health Center into our new high school. In many ways the school will be unprecedented with partnerships and student supports. The KPDSB will do its utmost to ensure communication with students, staff and families is regular, and when updates are available, updates will be given. I ask you to support us as we begin, and having met many of you personally now, I know that you will. While we will not possibly be able to accommodate every single request, we will ensure that the new high school will be built for students, all students, and for the future. If you have any questions or comments please do not ever hesitate to contact myself or the Board administration. The future that so many in Sioux Lookout have awaited and dreamed for has arrived!!! Young hockey stars shine at training camp in Lac SeulTim Brody

NINeTY boys and girls, ages eight to 16, gathered

at the Lac Seul Arena last week to take part in the Shoot to Score hockey Professional Skill Development Camp hosted by the Lac Seul Minor hockey Association.

The camp was taught by NhL alumni Reggie Leach and his son Jamie, both of whom have been on Stanley Cup winning teams.

“It’s been great. They are interacting really well with the kids and it’s been a bustle of activity here at the arena. It’s been really nice to see,” stated Lac Seul Minor hockey Association President Sam Manitowabi.

“We also had a large group from Mishkeegogamang come to take part,” he added.

Camp participants engaged in both on-ice and off-ice training

sessions and instruction.During the evenings

an elite AAA prep camp was held for young players looking to move on to even higher levels in the sport.

Manitowabi’s own children and foster children took part in the camp and he said he, like many parents in the community, appreciates the opportunity to have a camp like this offered in the community.

“Reggie and Jamie deliver the difficult messages about on-ice discipline and the expectations of a hockey

player listening to their coaches. As well with them having been in the NhL and Stanley Cup winners, to be able to share that experience with the kids, you can’t really put a price on that.”

he added, “They are First Nations themselves and they understand the challenges kids have being raised on reserve and some of the pre-conceived notions out there about First Nations hockey players.”
