Dr. José Manuel Rodriguez Delgado (born August 8, 1915) was a Spanishprofessor of physiology at Yale University, famed for his research into electricalstimulation of regions in the brain.

Delgado was born in Ronda, Spain in 1915. He received a Doctor of Medicine degreefrom the University of Madrid just before the outbreak of the Spanish Civil War, in

which he served as a medical corpsman on the Republican side. After the war he hadto repeat his M.D. degree, and then took a Ph.D. at the Cajal Institute in Madrid.

In 1946 he began a fellowship at Yale, and was invited by the noted physiologistJohn Fulton to join the department of physiology in 1950.

Delgado's research interests centered on the use of electrical signals to evokeresponses in the brain. His earliest work was with cats, but later did experimentswith monkeys and humans, including mental patients.

Much of Delgado's work was with an invention he called a stimoceiver, a radio which joined a stimulator of brain waves with a receiver which monitored E.E.G. waves andsent them back on separate radio channels. This allowed the subject of the

experiment full freedom of movement while allowing the experimenter to control theexperiment.

The stimoceiver could be used to stimulate emotions and control behavior. Accordingto Delgado, "Radio Stimulation of different points in the amygdala and hippocampusin the four patients produced a variety of effects, including pleasant sensations, elation, deep, thoughtful concentration, odd feelings, super relaxation, coloredvisions, and other responses." Delgado stated that "brain transmitters can remain ina person's head for life. The energy to activate the brain transmitter is transmittedby way of radio frequencies." (Source: Cannon; Delgado, J.M.R., "Intracerebral RadioStimulation and recording in Completely Free Patients," in Schwitzgebel andSchwitzgebel (eds.))

The most famous example of the stimoceiver in action occurred at a Cordoba bullbreeding ranch. Delgado stepped into the ring with a bull which had had astimoceiver implanted. The bull charged Delgado, who pressed a remote controlbutton which caused the bull to stop its charge. Delgado claimed that the stimuluscaused the bull to lose its aggressive instinct.

Although the bull incident was widely mentioned in the popular media, Delgadobelieved that his experiment with a female chimpanzee named Paddy was moresignificant. Paddy was fitted with a stimoceiver linked to a computer that detectedthe brain signal called a spindle. When the spindle was recognized, the stimoceiversent a signal to the central gray area of Paddy's brain, producing an 'aversivereaction'. Within hours her brain was producing fewer spindles.

In 1974, Delgado returned to Spain to help organize a new medical school at theAutonomous University of Madrid.

Dr. Jose M. R. Delgado

Under the auspices of the fascist regime in Spain during WWII, Jose Delgado beganhis research into the use of pain and pleasure for mind control. Later, as Director of Neuropsychiatry at Yale University Medical School, he refined the design of his

"transdermal stimulator"...a computer controlled, remote neurologic transceiver andaversion stimulator. Since the 1970s, Delgado "has shifted his interest from directelectrical stimulation of the brain (ESB) to the broader area of the biological effectsof electromagnetic fields." Dr Jose Delgado, a neurophsiologist at Yale University School, was especiallyinterested in Electronic Stimulation of the Brain. By implanting a small probe into thebrain, Delgado discovered that he could wield enormous power over his subject.Using a device he called the 'stimoceiver' which operated by FM radio waves, he wasable to electrically orchestrate a wide range of human emotions. These includedrage, lust and fatigue. (Note: Stimoceiver is a S.B.M.C.D. or/ Spherical BiologicalMonitoring and Control Device. This ultra submicrominiaturized unit is the offspringof alien technology. Much of this was continued on the MK-Ultra Sub-Project 95 byDr.Jose Delgado and Dr Louis Joylan West who mastered a technology called "RHIC-EDOM." RHIC means "Radio Hypnotic Intracerebral Control", and EDOM means"Electronic Dissolution Of Memory." These implants are stimulated to induce a post-hypnotic suggestion. EDOM is nothing more than "Missing Time" or/ the erasure of memory from the consciousness. The following Projects still use advanced RHIC-EDOM technology by CIA Black Ops and the military............Col.)

This gap is now being filled, and as Figures 4 and 5 show, it is already possible toequip animals or human beings with minute instruments called "stimoceivers" forradio transmission and reception of electrical messages to and from the brain incompletely unrestrained subjects. Microminiaturization of the instrument's electroniccomponents permits control of all parameters of excitation for radio stimulation of three different points within the brain and also telemetric recording of three channelsof intracerebral electrical activity.

It is reasonable to speculate that in the near future the stimoceiver may provide theessential link from man to computer to man, with a reciprocal feedback betweenneurons and instruments which represents a new orientation for the medical controlof neurophysiological functions. For example, it is conceivable that the localizedabnormal electrical activity which announces the imminence of an epileptic attackcould be picked up by implanted electrodes, telemetered to a distant instrumentroom, tape-recorded, and analyzed by a computer capable of recognizing abnormalelectrical patterns. Identification of the specific electrical disturbance could triggerthe emission of radio signals to activate the patient's stimoceiver and apply an

electrical stimulation to a determined inhibitory area of the brain, thus blocking theonset of the convulsive episode.

One of the limiting factors in these studies was the existence of wires leading fromthe brain to the stimoceiver outside of the scalp. The wires represented a possibleportal of entry for infection and could be a hindrance to hair grooming in spite of

their small size. It would obviously be far more desirable to employ minuteinstruments which could be implanted completely beneath the skin. For this purposewe have developed in our laboratory a small three-channel stimulator which can beplaced subcutaneously and which has terminal leads to be implanted within the brain(Figure 6). The instrument is solid state, has no batteries, and can work indefinitely.Necessary electrical energy, remote control of parameters of stimulation, and choiceof channels are provided by transdermal coupling, using a small coil which isactivated by frequency-modulated radio signals.

The technology for nonsensory communication between brains and computersthrough the intact skin is already at our fingertips, and its consequences are difficultto predict. In the past the progress of civilization has tremendously magnified thepower of our senses, muscles, and skills. Now we are adding a new dimension: the

direct interface between brains and machines. Although true, this statement isperhaps too spectacular and it requires cautious clarification. Our present knowledgeregarding the coding of information, mechanisms of perception, and neuronal basesof behavior is so elemental that it is highly improbable that electrical correlates of thoughts or emotions could be picked up, transmitted, and electrically applied to thesuitable structure of a different subject in order to be recognized and to triggerrelated thoughts or emotions. It is, however, already possible to induce a largevariety of responses, from motor effects to emotional reactions and intellectualmanifestations, by direct electrical stimulation of the brain. Also, severalinvestigators have learned to identify patterns of electrical activity (which acomputer could also recognize) localized in specific areas of the brain and related todetermined phenomena such as perception of smells or visual perception of edgesand movements. We are advancing rapidly in the pattern recognition of electricalcorrelates of behavior and in the methodology for two-way radio communicationbetween brain and computers.

Fears have been expressed that this new technology brings with it the threat of possible unwanted and unethical remote control of the cerebral activities of man byother men, but as will be discussed later, this danger is quite improbable and isoutweighed by the expected clinical and scientific benefits. Electronic knowledge andmicrominiaturization have progressed so much that the limits appear biologicalrather than technological. Our greatest need is for more experimental informationabout the neuronal mechanisms related to behavioral and mental processes, andresearch in unrestricted subjects promises to reveal new understanding of normalminds and more efficient therapy of disturbed brains.

Jose Delgado's "P hysical Control of the Mnd"

Methodology for Direct Communication w ith the Brain

The depth of the central nervous system can be reached very easily through thenatural windows of sensory receptors. Stimuli such as patterns of light travel fastfront the eye's retina through optic pathways to the visual cortex located in theoccipital lobe. Would it be possible to explore the local activity of cortical neuronsduring the process of symbolic perception? Could we evoke similar sensations bydirect stimulation of specific neurons? Can we reach the mind of an individualwithout using the normal ports of sensory entry? Can we direct the functions of thebrain artificially? These and similar problems have attracted the interest of manyinvestigators, but the brain is well protected by layers of membranes, spinal fluid, bone, and teguments, a formidable shield which for a long time has kept the secretsof mental functions away from scientific curiosity.

Implantation of Electrodes in Animals

Starting in the last century, many investigators have explored the brain, first inanimals and recently in human patients as part of diagnosis and therapy. In thesestudies it was necessary to open both skin and skiill, and because the procedure waspainful it was mandatory to use anesthesia. It blocked pain perception, but it alsoinhibited some of the most important

Page 81

functions of the nervous system. Emotions, consciousness, and free behavior werecertainly absent under heavy sedation, and for many years scientists directed theirattention to sleeping subjects and overlooked the complexity of awake brains.Textbooks of cerebral physiology were concerned with pathways, connections, reflexes, posture, and movement; mental functions and behavior were considered tobelong to a different discipline.

The methodological breakthrough which made it possible to study the brain of behaving animals came in the 1930s when W.R. Hess (106) devised a procedure toimplant very fine wires within the brain of anesthetized cats. After the effects of anesthesia had disappeared, the relatively free and normal animal could beelectrically stimulated by connecting long leads to the terminals of the implantedelectrodes. This procedure was refined in the early 1950s (47, 49) by reducing the

size of the electrodes while increasing the number of intracerebral contacts and usingaseptic precautions during implantation. Surgical accuracy in reaching chosencerebral targets was also improved by means of micromanipulators and a precisesystem of anatomical coordinates which made it possible to reach similar structuresin different subjects. Using biologically inert materials such as gold, platinum, orstainless steel wires insulated with teflon allows the electrodes to be left inside of thebrain indefinitely. A diagram of the cerebral implantation of one assembly of sevencontacts is shown in Figure I and the X ray of the head of a monkey afterimplantation is seen in Figure 2. Through a small opening in the skull, the shaft isintroduced down to a predetermined depth and is secured with dental cement at thepoint where it passes through the skull. Then the upper portion of the shaft is bentover the bone surface and secured again a short distance away, and the terminalsocket is exteriorized on the head. Each contact of the socket corresponds to adetermined point in the depth of the brain which is accessible merely by plugging ina connector, a procedure as simple as connecting any electrical appliance to a walloutlet. This technique has been used for ESB in thousands of animals in

many laboratories around the world, and there is ample experience of its efficiency, accuracy, and safety, resolving the initial skepticism that introduction of wires intothe brain would be technically difficult, dangerous for the subject, and grosslydisruptive of normal functions. It is true that implantation of electrodes destroysneurons along the path of penetration, breaking capillary vessels and later producing

a local reaction involving the formation of a thin fibrotic capsule along theimplantation tract. It has been proven, however, that local hemorrhage is neglibleand that because of the well-known functional redundancy of neural tissue withabundance of duplication in its circuits, the destruction of a relatively small group of neurons

does not produce any detectable deficit. The thin reactive encapsulation is electricallyconductive and is not an obstacle to stimulation or recording. Beyond this 0.1-0.2millimeter capsule, the brain appears histologically normal. judged by the absence of abnormal electrical activity, the reliability of effects evoked by ESB, and theconsistency of thresholds of excitability through months of experimentation, theelectrodes seem to be well tolerated. Some of our monkeys have had electrodes intheir heads for more than four years. The anchorage is very

Page 85

solid, and after some initial pulling and scratching of the terminal sockets, the

monkeys seem to ignore their presence. As shown in Figure 3, as many as 100 contacts have been implanted in the brain of some chimpanzees without any noticeable neurophysiological or behavioraldisturbance, and in several monkeys, contacts have been placed in areas as criticaland delicate as the respiratory centers of the medulla without any surgical problems.Electrodes have been used in laboratory animals such as rats, cats, and monkeys, and also in less frequently studied species including crickets, roosters, dolphins, andbrave bulls.

Electrodes in the Human Brain

Our present knowledge of the central nervous system is based principally oninvestigations in animals. Experience has shown that many questions aboutimplantation in humans, such as biological tolerance of electrodes by the neuraltissue, can be successfully answered in cats or in lower species. Some of the

electrochemical events of neural conduction can be analyzed just as adequately insquids as in mammals, and for certain studies of memory, the octopus has proven anexcellent subject. The rat has been - and still is - the animal preferred byexperimental psychologists because it is a small and inexpensive mainmal which canbe used in large quantities to provide behavioral results suitable for statisticalevaluation. The limited behavioral repertory of lower animals, however, cannot becompared with the complex activities of monkeys and apes. These species, beingcloser relatives of man, are more appropriate subjects for the neurophysiologicalstudy of intelligent behavior, and when we want to investigate the highestpsychological functions of the brain which involve verbal communication, there is nopossible substitute for man himself.

The human brain, like any other part of the body, may suffer traumatic accidents,

rumors, or illnesses, and it has often been necessary to explore the affected areas inorder to identify structtires, assess abnormality of the tissues, test excitability, and

Page 86

learn the location of important functions which should not be disrupted duringsurgical procedures. Conscious participation of the patient was required in some of these explorations, for example, to ascertain whether the aura of epileptic attackscould be triggered by electrical stimulation of a specific cortical point@ thus providinginformation about the possible source of epileptic discharges which could be removedby surgery. For this kind of investigation the brain was exposed under localanesthesia, presenting an exceptional opportunity to study behavioral and

psychological responses evoked by ESB in fully awake subjects. The most extensivework in this area has been carried out by Penfield and his associates in Montreal(174), and a considerable number of similar studies have been performed by otherneurosurgeons as well (2, 8, 97, 124, 163, 215).

Exploration of the exposed brain has, however, some obvious limitations. It has tobe brief to avoid prolongation of surgery; electrodes are usually held in place byhand, causing variability in the applied mechanical pressure; the exposed brain issubject to possible thermal, mechanical, and chemical trauma; the cortical areas areidentified only by visual inspection; and the physical and psychological stress of thepatient undergoing operation introduces factors difficult to control. Most of thesehandicaps can be avoided with the use of implanted electrodes, and given theexperience of aiiinial experimentation it was natural that sorile investigators should

contemplate the application of this methodology to patients for diagnostic andtherapelitic purposes (19, 59, 98). Neurosurgeons had already proved that thecentral nervous system is not as delicate as most people believe, and duringtherapeutic surgery parts of the cerebral tisstie have been cut, frozen, cauterized, orablated with negligible adverse effects on the patients. Exploratory introduction of needles into the cerebral ventricles is a well-known and relatively safe clinicalprocedure, and since electrodes are smaller in diameter than these needles, theirintroduction into the brain should be even less traumatic. Experience has confirmed

Page 10: The Science Behind Mind Control

the safety and usefulness of long-term implantation of electrodes in man, and theprocedurehas been used in specialized medical centersaround

Page 87

the world to help thousands of patients suffering from epilepsy, involuntarymovements, intractable pain, anxiety neurosis, and other cerebral disturbances. Ingeneral several assemblies of fine electrodes with a total of twenty to forty contactsare placed on the surface and/or in the depth of the brain, with the terminalconnectors exteriorized through the scalp and protected by a small head bandage(see Figure 4). In some cases the electrodes have remained for nearly two yearswith excellent tolerance.

Leaving wires inside of a thinking brain may appear unpleasant or dangerous, butactually the many patients who have undergone this experience have not beenconcerned about the fact of being wired, nor have they felt any discomfort due to thepresence of conductors in their heads. Some women have shown their feminineadaptability to circumstances by wearing attractive hats or wigs to conceal their

electrical headgear, and many people have been able to enjoy a normal life asoutpatients, returning to the clinic periodically for examination and stimulation. In afew cases in which contacts were located in pleasurable areas, patients have had theopportunity to stimulate their own brains by pressing the button of a portableinstrument, and this procedure is reported to have therapeutic benefits.

Chronically implanted electrodes enable careful diagnostic explorations to beperformed without time limit, and repeated electrical excitations or well-conttolledcoagulations can be graded according to the reactions of the patient. As a bonus, important information about psychophysiological correlations, providing directknowledge about the cerebral basis of human behavior, is being acquired. In ourstudies (60, 109, 150), an interview situation was selected as the method most likelyto offer a continuous supply of verbal and behavioral data. While the electrical

activity of eight pairs of cerebral points was being recorded, we taped about onehour of conversation between therapist and patient. Notes of the observablebehavior were also taken, During the interview, electrical stimulations of the brainwere applied for 5 seconds with intervals of three or more minutes, and eachsignificant point was explored several times.

One example of electricalrecordings is shown in Figure 17.

Two-way Radio Comunication with the Brain

Electronic technology has reached a high level of sophistication, and two-way radiocommunication with automobiles, airplanes, and outer space vehicles is

commonplace today. The notable lag in development of similar instrumentation for

communciation with the depth of the brain reflects the already mentionedunbalanced evolution of our technological civilization, which seems more interestedin accumulating power than in understanding and influencing the basic mechanismsof the human mind.

This gap is now being filled, and as Figures 4 and 5 show, it is already possible toequip animals or human beings with minute instruments called "stimoceivers" forradio transmission and reception of electrical messages to and from the brain incompletely unrestrained subjects. Microminiaturization of the instrument's electroniccomponents permits control of all param-

eters of excitation for radio stimulation of three different points within the brain andalso telemetric recording of three channels of intracerebral electrical activity. Inanimals, the stimoceiver may be anchored to the skull, and different members of acolony can be studied without disturbing their spontaneous relations within a group.Behavior such as aggression can be evoked or inhibited. In patients, the stimoceivermay be strapped to the head bandage, permitting electrical stimulation andmonitoring of intracerebral activity without disturbing spontaneous activities.

Stimoceivers offers geat promise in the investigation, diagnosis, and therapy of cerebral disturbances in man. Preliminary information about use in patients withtemporal lobe seizures (see Figure 4) has demonstrated the following advantagesover other methods of intracerebral exploration (60): (1) The patient is instrumentedsimply by plugging the stimoceiver to the head sockets. (2) There is no disturbanceof the spontaneous individual or social behavior of the patient. (3) The subject is

under continuous medical supervision, and stimulations and recordings may be madeday and night. (4) Studies are carried out during spontaneous social interactions inthe hospital environment without introducing factors of anxiety or stress. (5) Thebrain in severely disturbed patients may be explored without confinement to arecording room. (6) As connecting wires are not necessary there is no risk of dislodgment of electrodes during abnormal behavior. (7) Therapeutic programedstimulation of the brain can be prolonged for any necessary amount of time.

It is reasonable to speculate that in the near future the stimoceiver may provide theessential link from man to computer to man, with a reciprocal feedback betweenneurons and instruments which represents a new orientation for the medical controlof neurophysiological functions. For example, it is conceivable that the localizedabnormal electrical activity which announces the imminence of an epileptic attack

room, tape-recorded, and analyzed by a computer capable of recognizing abnormalelectrical patterns. identification of the specific electrical disturbance could triggerthe emission of radio signals to activate the patient's stimoceiver and apply anelectrical stimulation to a determined inhibitory area of the brain, thus blocking theonset of the convulsive episode.

This speculation is supported by the following experiments completed in June, 1969,in collaboration with Drs. Johnston, Wallace, and Bradley. Chimpanzee Paddy (Figure

3), while free in her cage, was equipped with a stimoceiver to telemeter the brainactivity of her right and left amygdaloid nuclei to an adjacent room, where thesewaves were received, tape-recorded, and automatically analyzed by an on-lineanalog computer. This instrument was instructed to recognize a specific pattern of waves, a burst of spindles, which was normally present in both amygdaloid nuclei forabout one second several times per minutes The computer was also instructed toactivate a stimulator, and each time the spindles appeared, radio signals were sentback to Paddy's brain to stimulate a point in her reticular formation known to havenegative reinforcing properties. In this way electrical stimulation of one cerebralstructure was contingent on the production of a specific EEG pattern by another areaof the brain, and the whole process of identification of information and command of action was decided by the on-ine computer.

Results showed that about two hours after the brain-to-computer-to brain feedbackwas established, spindling activity of the amygdaloid nucleus was reduced to 50 percent; and six days later, with daily two-hour periods of feedback, spindles weredrastically reduced to only 1 per cent of normal occurrence, and the Chimpanzee wasquieter, less attentive, and less motivated during behavioral testing, although able toperform olfactory and visual tasks without errors.

Page 14: The Science Behind Mind Control

http://slidepdf.com/reader/full/the-science-behind-mind-control 14/30

The computer was then disconnected, and two weeks later the EEG and Paddy'sbehavior returned to normal. The experiment was repeated several times with similarresults, sup-

Page 92

porting the conclusions that direct communication can be established between brainand computer, circunivening normal sensory organs, and also that automaticlearning is possible by feeding signals directly into specific neuronal structureswithout conscious participation.

One of the limiting factors in these studies was the existence of wires leading fromthe brain to the stimoceiver outside of the scalp. The wires represented a possibleportal of entry for infection and could be a hindrance to hair grooming in spite of their small size. It would obviously be far more desirable to employ minuteinstruments which could be implanted completely beneath the skin. For this purposewe have developed in our laboratory a small three-channel stimulator which can beplaced subcutaneously and which has terminal leads to be implanted within the liraiii

(Figure 6). The instrument is solid state, has no batteries, and can work indefinitely.Necessary electrical energy, remote control of parameters of stimulation, and choiceof channels are provided by transdermal coupling, using a small coil which isactivated by frequency-modulated radio signals. In February, 1969, an experimentwas begun in monkey Nona and in chimpanzee Suzi who were equipped withsubcutaneous stimulators to activate their brains from time to time for the rest of their lives. Terminal contacts were located in motor pathways in order to evokeflexion of the contralateral leg, an effect simple enough to be observed andquantified without difficulty. Study of Nona and Suzi and preliminary investigations inother animals have demonstrated that subcutaneous instrutiientation is efficient, reliable, and well tolerated. Behavioral responses were consistent, and local motorexcitability was not modified by repeated experimentation. Thus the technicalproblems of stimulating any desired area of the brain for as long as necessary in the

absence of conductors passing through the skin have been solved, therapeutic andscientific possibilities have been multiplied, and the comfort of subjects has beenconsiderably increased.

The next technical step will be to combine transdermal

stimulation of the brain with transdermal telemetry of EEG. In this case thestimoceiver will not be outside the skin as it was in Paddy (Figure 3), nor will it belimited to only transdermal stimulation (Figure 6) as in Nona and Suzi: the wholeinstrument will be totally subcutaneous. The technology for nonsensorycommunication between brains and computers through the intact skin is already atour fingertips, and its consequences are difficult to predict. In the past the progress

of civilization has tremendously magnified the power of our senses, muscles, andskills. Now we are adding a new dimension: the direct interface between brains andmachines. Yale University Medical School Congressional Record,No. 26, Vol. 118 February 24, 1974

Dr José Delgado began his investigation into electrically stimulated pain and pleasurein Spain during the 1930s. He later became Director of Neuropsychiatry at YaleUniversity Medical School, where he refined the design of his remote-controlled"transdermal stimulator". Dr Delgado discovered that a whole range of emotions andbehaviours can be electrically orchestrated in humans and non-human animals alike. The individual has no capacity to resist such control if stimulated.

Dr Delgado had great faith in his technology. In one famous experiment conducted inSpain, Dr Delgado confronted a charging 1,000-pound bull. As the horned animallunged towards him aggressively, Dr Delgado used a radio signal to activate an

electrode implanted deep in the bull's brain. The bull was brought to a halt atDelgado's feet.

In Journey Into Madness, The True Story of Secret CIA Mind Control and MedicalAbuse (Bantam Books, 1989), Gordon Thomas, the former BBC producer, foreigncorrespondent and investigative journalist, relates how "Dr Gottlieb and behavioristsof ORD [Office of Research and Development, CIA, Central Intelligence Agency]shared [Dr.] José Delgado's views that the day must come when the technique wouldbe perfected for making not only animals but humans respond to electrically

transmitted signals" ... "Like Dr Delgado [Yale University], the neurosurgeon (DrHeath of Tulane University) concluded that ESB [electronic stimulation of the brain]could control memory, impulses, feelings and could evoke hallucinations as well asfear and pleasure. It could literally manipulate the human will - at will."

‘Matador’ w ith a Radio Stops Wired Bull Modified Behaviour in Animals theSubject of Brain Study

ByJohn A. Osmundsen

New Y ork Times

Afternoon sunlight poured over the high wooden barriers into the ring, as the bravebull bore down on the unarmed “matador” – a scientist who had never before faced afighting bull. But the charging animals horns never reached the man behind the redcape. Moments before that could happen, Dr Jose Delgado, the scientist, pressed abutton on a small radio transmitter in his hand and the bull braked to a halt. Then hepressed another button on the transmitter, and the bull obediently turned to theright and trotted away.

The bull was obeying commands in his brain that were being called forth by electricalstimulation – by the radio signals – of certain regions in which the fine wires hadbeen painlessly implanted the day before.

The experiment, conducted last year in Cordova, Spain, by Dr Delgado of YaleUniversity’s School of Medicine, was probably the most spectacular demonstrationever performed of the deliberate modification of animal behaviour through externalcontrol of the brain. He has been working in this field for more than 15 years.

Techniques that he and other scientists have recently developed have been refinedto the point where, he believes, “a turning point has been reached in the study of themind.”

“I do believe,” he said in a recent lecture, that an understanding of the biologicalbases of social and antisocial behaviour and of mental activities, which for the firsttime in history can now be explored in a conscious brain, may be of decisiveimportance in the search for intelligent solutions to some of our present anxieties, frustrations and conflicts.”

Dr Delgado’s contention that brain research has reached a stage of refinement whereit can contribute to the solution of some. . .problems is based he said, on many of his own experiments.

These have shown, he explained, that “functions traditionally related to the psyche, such as friendliness, pleasure or verbal expression, can be induced, modified andinhibited by direct electrical stimulation of the brain.”

For example, he has been able to “play” monkeys and cats like little electronic toysthat yawn, hide, fight, play, mate and go to sleep on command. With suchtechniques, Dr Delgado has shown:

Page 19: The Science Behind Mind Control

8/3/2019 The Science Behind Mind Control

http://slidepdf.com/reader/full/the-science-behind-mind-control 19/30

1.  Monkeys will learn to press a button that sends a stimulus to the brain of anenraged member of the colony and calms it down, indicating that animals canbe taught to control each others behaviour.

2.  A monkey, stimulated to extremely aggressive behaviour will make “intelligent” attacks only on competitive members of the colony, sparing

other, friendlier, ones.3.  Monkeys and cats can be triggered into sequential behaviour in which one

might open its mouth, turn around, walk to a corner, climb a wall, jump downand return to “start,” repeating those movements in the same order everytime they are stimulated but will modify the pattern if other animals get in theway or if they are threatened.

The latter two experiments show that electrical brain stimulation does not simplyevoke automatic responses but reactions that become integrated into the socialbehaviour according to the individuals own personality or temperament, Dr Delgadosaid.

Experiments have been conducted on human beings by Dr Delgado and other

scientists primarily during the treatment of certain types of epilepsy. Stimulation of particular areas of the brain have produced anxiety, profound feelings of friendlinessand, in one case, a six fold increase in word output.

The Yale neurophysiologist believes that techniques such as the one he is using canlead to the discovery of the cerebral basis of anxiety, pleasure, aggression and othermental functions and that “we shall be in a much better position to influence theirdevelopment and manifestation ( in many ways) especially by means of morescientifically programmed education.”

"We need a program of psychosurgery for political control of our society. Thepurpose is physical control of the mind. Everyone who deviates from thegiven norm can be surgically mutilated.--1974 Congressional Testimony of Dr. Jose Delgado

"The individual may think that the most important reality is his ownexistence, but this is only his personal point of view. This lacks historical

perspective. Man does not have the right to develop his own mind. This kindof liberal orientation has great appeal. We must electronically control thebrain. Someday armies and generals will be controlled by electric stimulationof the brain."--Dr. Jose Delgado, Director of Neuropsychiatry Yale University MedicalSchool Congressional Record, No. 26, Vol. 118 February 24, 1974

"Why of course the people don't want war. Why should some poor slob on afarm want to risk his life in a war when the best he can get out of it is tocome back to his farm in one piece? Naturally, the common people don't wantwar: neither in Russia, nor in England, nor for that matter in Germany. Thatis understood. But, after all, it is the leaders of the country who determinethe policy and it is always a simple matter to drag the people along, whether

it is a democracy, or a fascist dictatorship, or a parliament, or a communistdictatorship.

Voice or no voice, the people can always be brought to the bidding of theleaders. That is easy. All you have to do is tell them they are being attacked, and denounce the peacemakers for lack of patriotism and exposing thecountry to danger. It works the same in any country."

They are overwhelming the tests that the intelligence services have

developed for half century multitude of investigations guided tothe physical control of the mind. When these were object of twoinvestigations managing parlamentarian, the director of the CIAassured that had put an end to the investigations. But there areevidences that they have continued ahead. Are the electromagneticand psycotronics weapons acquired to the Russians being used to

alter the behavior of problematic individuals? Does one plan to usethose and other means to control our minds and to behave toward ABrave World?

In the last years they have come appearing news, murmurs andarticles, according to which this type of experiments andinvestigations have not only continued ahead but rather havematerialized in a series of weapons and effective methods of manipulation -of character fundamentally electronic-that they couldalready to be used against North American citizens and of othercountries, that they are uncomfortable for the System for diversereasons.

They would be camouflaged in the tangle of the denominated weaponsnon-lethals,that allow to disable the enemy and their facilitieswithout necessity of destroying them. Though, when it was revealedthe existence of these weapons officially it offered that the pressto highlight-for provoking - some so innocent ones as stink-bombsor nets and sticky substances that would immobilize to the enemy, inso ambiguous concept fit tod it joins diversity of systems of modern armament that go from the virus computer and the rays laserto the infrasound generators and of electromagneticradiations, capable of causing all kinds of psycobiologicaldisfunctions and alterations of the human behavior... and, accordingto diverse evidences, the mysterious psycothronic arms developed in

the extinct Soviet Union and acquired by the North Americans toequip with them to their police forces, they would be too.

Surprisingly, the existence of these weapons was given to knowopenly at the beginning of 1993, soon after that the Project of Electronic Surveillance, private organization that studies theallegations of those who assure to be victims of experiments of mental control and harassment by means of microwaves, gives to knowthe initial conclusions of its investigations and the governmentreplies that not exists such class of technology anti - personal.

Not very before it had taken place in the University John Hopkins asecret conference on these new weapons, to which attended the

fiscal general attorney of the State, noted scientific, specialistsin armament and bosses police. The meeting was organized by theNational Laboratory of Los Alamos, where one works in new projectsthat include systems psycothronics and of mental control, under thedirection of the retired colonel John Alexander.

Considered today one of the best expert in the matter, Alexanderpublished in 1980 the first article on it applies them warlikeapplications of the parapsycology and the psychothronic in a

military magazine, where he stands out ban the Sovietinvestigations directed to alter the behavior of the combatants, recommending that is carried out an investigation more coordinatedin this field (AO/CERO, 38, 68, 70, 72 and 75 )

It was quick mind encouraged to continue their studies for several

high military bosses and he worked under the orders of the generalStubbelbine, one of the biggest enthusiasts in the use of paranormalmeans and participant in Programming Neurolinguistics seminar (PNL)imparted by Alexander in 1983, to which you was their currentfriend and vice-president Al Gore.

In 1988 he retired of the Army and began to work in Los Alamos inthe use of microwaves against the terrorists. At the moment,Alexander also directs the Project Jedí that looks for to elaboratemodels of personal excellence that can become trained to itinterests them two like one makes with the PNL, besides aninstitute for the study of the border scientific topics, financedby a multimillionaire.

Finally, he cans boasting of having achieved the Americangovernment to acquire some of the denominated Soviet psychotronicdevices, and that certain positions of the administration Clintonand expert antiterrorist interview with Russian specialists in thisfield.

TO REPRESS DISSIDENTS

These new weapons have been presented as the ideal solution againstthe crime, for what the Pentagon has consented to share them withthe organizations police , and according to unofficial declarations

they will be able to be used to repress the terrorism, the ethnicviolence, the crime rate and to dissident groups as the armsones,,extremist Christian and patriotic, the sects and otherdissidents. In a recent article, titled «police State of the mind»and published in the magazine Fortean Times, the investigater DavidGuyatt mentions a couple of military documents that locate in anext future something that presently seems already to be a terriblereality.

One is the extensive study about future warlike possibilities, published for the Air Force of the United States in 1996, where itis indicated that the enormous advances current neuroscientistsallow us to foresee «the development of sources of electromagnetic

energy» that would allow to control the emotions, to causeparalysis and dream, to transmit suggestions, to alter the memoryand to induce experiences or fictitious memories in the conscience.

The other one is a book published in 1994 by the School of theAmerican Army, where it is explained that the modification of thebehavior is a half important one to impose the peace and it intendsthat, in a next, new future «systems of directed energy» and otherelectrical means like the manipulation of the images of the

television - they would allow to avoid social protests inconvenientand to influence appropriately on who you opposes to the immediatechanges that it imposes the future. Does this maybe a new steptoward the covert imposition of a new socio-economic order?

HIGH SECRET

For incredible that seems it would not be only perfectly possibleto maintain hidden an operation of similar magnitude, but ratherthere is numerous before grantors of black projects in the historyof the American intelligence services.

The first one of these was the ultrasecret Project Manhattan thatin 1941 began to work in the development of the atomicbomb, Roosevelt and Churchill were who knew only this project, spiteof the inmense investments that required. This sat down a precedentthat it was broadly taken advantage by the CIA to be buried inhidden operations of psychological war against the communists, tothe margin of all democratic control. In the same absolute secretthe vast program of mental control was developed, developed from1949 by the CIA, the Army and the Navy, and whose diversed projectsthey adopted names-key successively as Bluebird, Artichoke,MK-delta, Third Chance, Chatter, MK-ultra, MK-Naomi, MK-Search,MK-Often and MK-Chichwitt.

Under the excuse of counteracting the investigations of theRussians, the American secret services began us their own programof control mental, que it was a continuation of the experiments withdrugs and hypnosis that made with the prisoners of Dachau andAuschwitz for Nazi scientists, to those that it was recruited andintroduced ileqally in the United States -together with specialists

in other areas - through the operations Paperclip and Blowback. After two years of journalistic and parliamentarian revelationsrelated with these projects whose existence was uncovered after theWatergate, in 1977 the new director of the CIA was to declarebefore the Senate. According his revelations, in the MK-ultra 185scientists that developed 149 different experiments on the humanbehavior in 59 universities, laboratories and differentfoundations, twelve hospitals and three prisons participated. Theinvestigation fields included the erased of the memory, thecreation of dependences, the alteration of the sexual behavior, thediverse forms of suggestion and hypnosis, as well as theirpotential applications to the espionage and counterespionage; and

it was experienced with diverse technicals, like drugs, narcohipnosis, electronic stimulation of the brain, ultrasounds, infrasounds, microwaves and sensorial deprivation.. For they wereused multitude of human cobayas, unaware to what they were makingthem, in a sinister and unconstitutional violation that has satdown precedent for successive cruelties, none of the responsibleones was punished by it.

PERFECT MURDERERS

Page 24: The Science Behind Mind Control

8/3/2019 The Science Behind Mind Control

http://slidepdf.com/reader/full/the-science-behind-mind-control 24/30

The secret of this operation was guaranteed for thedecentralization of the investigations and because most of thoseimplied ignored the last end pursued.According to the senatorialinvestígation, the initial intention of the project was toinvestigate what there was behind the Soviet techniques of

brainwashing becoming an ofensive program then. And certainly thesoviets have come to developed multitude of investigations on themanipulation of the behavior and the development of mysteriouspsychothronic arms (AÑO/CERO, 70).

To the investigations of the CIA it is necessary to add the similarprojects driven by other aqencias of North American intelliqenceand other many features that have not left to the light, as thehypnotizers use for diverse operations. One of the most interestingaspects is the combined experimentation of drugs and hypnosis thatit would allow provoked a dissociation in some individuals, programming them different personalities and degrees of knowledgeand ability that would belong together with different hypnoticlevels. When being induced one of these, by means of some key orexternal stimulus, they convert in spies or perfect murderers. Theinvestigations carried out by Bowart, Marks, Bain and othersindicate that this technique would have been used to program tonumerous military, former-agents and North American civils andprobably also foreigners. They also exist the numerous evidencesthat it could be programmed this way presumed murderers of John andRobert Kennedy and M. Luther Kinq

(AÑO/CERO, 6, 10 and 21).

Another isolated murderer, Mark D. Chapman, executed John Lennon in

December of 1980, without apparent cause. This episode acquiresanother shade when you examines the documents from the FBIrelatives to the celebrated musician, in those that he is qualifiedas "revolutionary activist of the new left" that should beconsidered dangerous", attributing him nonexistent plans.

In the sixties, the FBI and the CIA that also showed specialinterest in Lennon began the operation COINTELPRO (Program of Contraintelligence) and MK-Chaos, creating a complex net toinfiltrate the movement that was opposed to the war of the Vietnamand other groups dissidentes. One of the main goals of COINTELPRO itwas to prevent the arose of a messiah capable of «to unify and togalvanize to the masses», what took them to destroy the prestige

and the lives of numerous American citizens. Surprisingly, Chapmanassured to his lawyer that God -to speak him inside his head whilehe remained in prison - He asked him that it changes its allegationlike no-guilty for mental dysfunction guilty. After the receptionof this message, the communication between him and their defenderit broke abruptly and inexplicabíely.

He had been a normal person until 1977 when he received in Hawai anintensive psychiatric treatment, after that which tried to commit

Page 25: The Science Behind Mind Control

8/3/2019 The Science Behind Mind Control

http://slidepdf.com/reader/full/the-science-behind-mind-control 25/30

suicide in two occasions and it was interned four times in othertwo sanatoriums.

When G. Armstrong and K. Skinner attempted to dilucide the detailsof these psychiatric treatments, they were only able to discoverthat Chapman, in the Hospital Castle, was developing a special

program of modification of the behavior, in which were administeredvery potent drugs -as torazina, one of the most experimented duringthe MK-ultra - and he underwent other anti-therapeutic experiments, next to the brainwashing and able to transform him into apsychopath. After receivingi this treatment according to who knewhim, the personality and behavior of Chapman changed in a verynegative way, traveling later all over the world, being worth tosay that is not known what economic means to use him-as they madeother programmed murderers - before returning to New York to killLennon.

All his behavior remembers - according to the appointment twoinvestigators - to somebody that has been programmed by means of drug-hypnosis and pain, spite of which -and the interest that hewoke up in the CIA and the FBI there wasn't any officialinvestigation about the treatments that he received.

VOICES IN THE HEAD

It is still necessary to wonder if the voice that Chapman heard inprison was product of its dysfunction, because technological meansthat would allow to induce voices in the brain of a person . Themagazine Newsweek assures that -during the confused blockade to theDavidian of Waco - the FBI requested Soviet experts some technicalmeans that allows them to throw imperceptible messages to the

messiah of the sect, able to convince him that God spoke to him, inviting him to depose the weapons. But the evidences are plentifulaccording to which the military Americans already possessed, aftertwo decades of investigations on the microwave modulation, the typeof technology that would allow them to go mad to somebody, to dohim to hear voices, or to give him instructions at a previouslyprogrammed murderer.

The same reasons exist to suspect that the former incident of Wacothat termined in an incomprehensible massacre, it could havecompleted diverse functions. Because, although in 1977 the directorof the CIA assured that the Agency didn't work in any other projectof mental control, there are more than enough reasons to suspect

that such experiences and its practical applications havecontinued, driven by this or other intelligence agencies, as wellas for hired companies and private groups that interelationed withthose to the highest level, served probably by means not verysuspicious as many sects and supposed kidnappings extraterrestrial.

In fact, senator Ryan's sons, dead when he investigated in Guayanathe sect of the Temple of the Town, they accused judicially to theCIA of being responsible indirect of the death of their father and

Page 26: The Science Behind Mind Control

8/3/2019 The Science Behind Mind Control

http://slidepdf.com/reader/full/the-science-behind-mind-control 26/30

of the presumed suicide of a thousand people, suspectedfundamentally that the strange colony was to experience technicalof subju gation, derived of the MK-ultra.

On the other hand, like already explained thoroughly in anotheroccasion (AÑO/CERO, 31),it's extremely suspicious that our

extraterrestrial visitors are devoted to kidnap to human, subjecting to outrageous mental and genetic manipulations thatleave in the witness diverse sequels and souvenirs that anyhypnotizer seems capable of reviewing. And it is difficult tounderstand that they have waited to develop these experiments untilthe years 70, when they had already begun to detach the terrestrialinvestigations in these areas that face the barriers of thedemocratic control.

There are reasons to suspect that some abductions could correspondin fact to a vast plan of operations whose executioners would workin an independent way, ignoring the complex plan of the one theyare part. To pretend to be extraterrestrials would allow them todevelop this type of tests without a serious attention is lent tothe victims.

FALSE KIDNAPPINGS

To get it, there are techniques capable of provoking in somebodyhallucinations able to distort their conscience to transform theirperception of the reality, modeling their memory with falsememorries and to induce amnesias that would make them ignore theirexperiences. In these operations they would play a fundamentalpaper the mysterious vans and lacking black helicopters of identification that so soon they appear in the scenario of

kidnappings and mutilations like they frequent the houses of someabduced. Such vehicles could transport the teams in charge of theexecution and control of such experiences, and they could be partin a future of a system of psycho-electromagnetic war.

A key piece in this game would be the implants that many abducedsustain they have introduced them during the abduction, and thatsupposedly allowed to control its behavior at distance. It issuspected that these implants would have their origin in theinvestigations on the radioelectric stimulation of the braincarried out by the professor Rodríguez Delgado in the sixties andthat they were financed for the Office of Naval Investigation(ONI).

His work was continued by other investigators and it was spokenwidely included of a supposed tecnique of control hypnoticintracerebral electronic with erased memory (RHIC-EDOM) that wouldallow to force the one implanted to act of certain way under theeffect of a radio-hypnotic impulse and then to forget all thathappened. Some implants extracted those abduced they seem to beprovided of microchips whose operation and purpose is ignored.Would it maybe of experiments in those for testing the form of

Page 27: The Science Behind Mind Control

8/3/2019 The Science Behind Mind Control

http://slidepdf.com/reader/full/the-science-behind-mind-control 27/30

conditioning the individual behavior or would they be part of amore sinister global plan? If it was this way, it would be withoutsolving the enormous problem that represents to implant to hundredof thousands or millions of people.

Although, certainly, it could be appealed to diverse techniques,

without to need that who participate in the implantation know whatthey are making, and much less which is the purpose pursued.

But other direct forms exist of making it. It could intend a lawthat imposed the subcutaneous insert from a microchip to eachcitizen, under the beneficent excuse of having identified andlocalizables to the criminals of all class and to avoidkidnappings. Also, the implants it could reprogram the organism tocombat the illnesses. In fact, the electronic engineer Carl Sandersassures that the development of the microchip that he devised toimplant it to those who have the damaged dorsal thorn wasintegrated in the government project Phoenix, having meetings withofficial of the CIA that seemed very interested in thepossibilities that offering for the individual control...

Even, the same day in that I write this, the creation of a chipimplantable is disclosed in the brain, with little nuisances thatallows to help the sick persons of Parkinson! For veryinconceivable and delirious that seems us this hypothesis, theirconsequences would be so extremely dangerous for the freedom andhuman dignity that we cannot stop to examine it and to think aboutdepth. Because I don't doubt that, sold in an appropriate waythrough the mass-media , in a next future a law proposition couldbe acceptable for a majority of the voters, in view of the growingcivic insecurity.

There are some rumors and doubtful informations that point in thisaddress, as which Kevin Ollier presents us in the number of marzo-97 of the magazine UFO Reality. An informant whose identityhiddens, assured him that from 1978 she was working in a secretproject of the British Goverment whose objective was to develop amicrochip that they will projest to implant to all the Americansand Europeans before the 2005. This would substitute to the currentcredit cards, avoiding this way the robberies, and it would put anend to the criminals that they would be immediately located bysatellite.

Days after listening this history, the English informative means

announced that had intended at government level «to labelelectronically» to the babies because the number of missingchildren grows continually; and later intended to make the samething with deliquents bigger than 10 years old... Theseminiaturized implants would not allow single mind to have locatedtheir payees, but like Ollier reminds us - to affect all theirneuroresponse mechanisms and even to disable their nervous systemcompletely, and -like adds lcke - these and the electromagnetictechnology in general would affect to our subtle bodies that behave

Page 28: The Science Behind Mind Control

as electromagnetic fields of energy, causing this way diversealterations psychophysiques.

MICROWAVES

But returning to the previous development, to force to act a

murderous hypnoprogrammer or stops or to provoke auditoryhallucinations it would not be today necessary to use any type of electronic implants; it would be enough with inducing in theirbrain a concrete order, with an irradiation intracraneal, appropriate modulated, without leaving this clues, only interiorvoices that impels him to act of determined way ,they come from avery terrestrial agent.

The electromagnetic waves of frequency extreme low (in English,ELF) or infrasounds, have multitude of potential effects, so muchpositive as negative. Among these last ones, there are diverseinterferences psychophysiologiques and the possibility of influencing in the cerebral waves, causing states of anxiety, irritability, edginess, uncertainty, confusion, cerebraldesyncronization and nauseas. Therefore, they could be used toalter the behaviour of big populations, and the most terrible thingis that seemingly it is impossible to be protected of the sameones, since they seem to cross everything.

In the sixties the American embassy in Moscow began to be affectedby mysterious rays that affected to the health of many of itsoccupants, what gave place to more than an diplomatic incident.Probably, more than to carry out a test, the Soviets tried todetermine to what extent their opponents knew the operation of theissuing systems of radiations, field in which the Russians are much

more advanced. The Pentagon reacted to charge to their Agency of Investigation of Advanced Projects of the Defense (DARPA) that putin march the Project Pandora whose initial purpose was to know if acontrolled emission of microwaves could manipulate the mind.

One of those that participated in this, the Dr. Ross Adey, hasstudied diverse methods that would allow to provoke alterations ina fellow, stimulating his brain by means of a modulated frequencyelectromagnetic that allows to alter their cerebral waves, causingan aggressive behavior that could direct toward a concreteobjective. In July of 1976, the Soviets began to emit from fivefacilities different waves ELF in an uninterrupted way that wereknown as Woodpecker, with a maximum intensity of 40 million watios

and an average variation around the 10 herzios or cycles persecond, seeming to be directed successively to different areas of the planet.

The American response is said they began similar emissions in1979,with upper frecuencies to the 15 herzios, which makes supposethat pretend to alter the populations reached by the same onescausing states of concentrated excitement, while the Sovietemissions could produce a relaxation state. Possibly, both to

Page 29: The Science Behind Mind Control

8/3/2019 The Science Behind Mind Control

http://slidepdf.com/reader/full/the-science-behind-mind-control 29/30

pretend to destroy the social cohesion of the nations against thosewere directed, until the point that the Dr Robert Beck, expert inthe topic, considered probably that this sign causes neurologicalchanges in 30% of the populations reached by the same one.

Although such emissions ceased a while ago, the americanss have

begun other projects based on the emission of electromagneticfrequencies, with equally disastrous potential consequences, as thecontroverted issuing system of microwaves HAARP (Project of investigation of the dawns with high frequencies), of the one thatso much is spoken lately and that it could be used to irradiate toenemy populations, or the Net Omega that emits similar waves, whichare part of a system of antinuclear defense, from instalationsdistributed by the whole planet.

MULTIPLE APPLICATIONS

It seems that the National Agency of Security (NSA), supposedly incharge of the security of the communications, it is developing inFort Meade and Fort Bragg diverse technological means that allow tocondition at distance the behavior of foreign leaders andterroristas. And the most terrible thing is that these can beemployed in the North Americans on their own countrymen. Anyway, itis evident that these and other techniques of mental manipulationwould allow that the almighty ones can model the world to theirwhim like David lcke explains, sport commentator of the British TV,environmentalist leader and convinced conspiranoic, the programmingof individuals would allow that a Israelian to kill a group of Palestinian or their own president or that a soldier jordan makesthe own thing, contributing to destabilize the area in a veryopportune way ,or that a perturbed organizes a massacre in a school

and get that the public opinion requests bigger police and judicialhardness ,that a member of certain organization makes somethingridiculous or terrible, being able to discredit him. This same itis applicable, in a simpler way, to the increment of thedelinquency, to the almighty traffic of drugs and, mainly to theterrorist groups that are it infiltrates and manipulated by certainservices of intelligence, achieving that the civilized world claimsa new surer international order, although this doesn't include theauthentic freedom and solidarity.

But of that New Order, of the fascinating history of those whocould pursue the installation of the same, of the means presumablyused for obtaining, of their implication in the experiments of

mental control, as well as of their active participation forsheltering this and the manipulation of the extraterrestrialvisits, we will speak widely in another moment.

I don't discard that something of all this cuold be paranoia. But,if some of you requests me an advice: he/she closes the eyes, relax, visualize do it is surrounded by a shield or an armor or aluminous pyramid and protector; if he/she wants he/she meditates toThat that is able to wake up in you that faith able to move

mountains; he/she feel the energy that circulates for all its bodyand the sensation of peace and interior power that it bears , andattempt to remember that sensation in the daily life, because youare that conscience without opposite, that powerful energy ,vitaland spiritual force, the whole series of conditionaments-problem-suffering-limitations and other that have

put us in the head and that they will try to reinforce by allpossible means who don't want that is free... Ah!, and above alldon't forget to turn off the television.
