We also tend a number of other spaces in London, including Brompton Cemetery, the gardens of 10, 11 and 12 Downing Street, and Grosvenor Square Gardens.

Keeping 5,000 acres of urban parkland stocked with trees and other plants is no small task. We have our own nursery to meet the demand, and a dedicated team of plantsmen and Parks staff keep the Parks looking great all year round.

Part of our remit is to conserve the Parks for future generations. We have a "Green Housekeeping Committee", which looks at how we can reduce the impact we have on the local and wider environment. We also have an Ecology Officer, who advises on habitat management, sustainability, and biodiversity.

The Royal Parks is an executive agency of the Department for Culture, Media and Sport.

Ministerial Relationship

The Royal Parks is an Executive Agency of the Department for Culture, Media and Sport. The Parks are owned by the Monarch in right of the Crown. The Secretary of State has overall responsibility for the management of the parks. The Chief Executive of the Agency (Mark Camley) is responsible for operational decisions.

Structure

The Royal Parks currently employs approximately 120 staff, approximately half in HQ and the rest in the individual parks. Our headquarters is in the Old Police House, Hyde Park. There is a park office and police station in each park.

Much of the work carried out within the Royal Parks such as grounds, works and tree maintenance is contracted out. Many of the services provided for the public in the Parks - catering, boating, deck chairs and some sports (golf, tennis, bowling, swimming in the Serpentine) - are carried out by licence concessionaires.

Responsibility for policing the parks rests with the Metropolitan Police Service.

Registered as a charity in May 2003, the Foundation has the charitable objectives of raising funds to: broaden public access to the Parks; educate, informing and engaging people from all

walks of life; conserve and improving the natural and built

environment; protect wildlife, increasing biodiversity and promoting

sustainability.

Job Title: Construction Project Manager

Main Purpose of the Job:

The Royal Parks (TRP) is an executive agency of the Department for Culture, Media and Sport (DCMS). The agency manages eight of London’s best loved and most famous parks, including The Regent’s Park and Hyde Park. Over the past 7 years The Royal Parks have successfully raised their self-generated income from £5m to £18m pa, and have attracted millions of pounds of external investment into our parks. The work of the Programmes and Projects team has helped to deliver much of this improvement. As the economic times get more challenging, this role gets even more important.

The Construction Project Manager (CPM) will take the lead on the project management of a range of projects and programmes whose key objectives are to:

Raise levels of self generated sustainable income Raise asset values Attract partnership funding Positively address our accumulated works backlog Improve public service

The CPM will engage with and manage stakeholder relationships, working closely with key internal stakeholders like the Board and Executive Committee together with other key roles such as the Park Managers, Works Manager, and many others specialists. Important external relationships include our parent department DCMS, GLA, MPs and councillors, Friends groups, the general public, Local Authority planners, English Heritage and many others.

The post- holder will report to the Director of Programmes, Projects and IS and will be responsible for the line-management of a full time Project Support Officer.

Main Duties/Responsibilities:

1. Project Management / Sponsorship of construction projects enabling income generating including partnership and lottery supported projects. You can expect to be working on a range of largely public facing projects ranging from cafes / restaurants to galleries or sports facilities. Current examples include:

Richmond Park Golf Courses – new pavilion and course improvements as part of a PPP type arrangement

Better Buildings Programme – Hyde Park Nursery – investigation into future uses

Better Buildings Programme – Magazine Building – conversion into a art gallery – PPP type

Better Buildings Programme – Lodges projects – refurbishing and placing on the commercial market

Isabella Plantation, Richmond Park – Heritage Lottery Fund supported project

2. Programme Management of Better Buildings Programme. The Better Buildings Programme is designed to better use our building stock – improving condition and generating sustainable income. The projects will frequently result in improved public services. You will operate as programme manager.

3. Project and Programme management development. You will use your expertise in project and programme management to advise and support colleagues across the organisation. Over the past 5 years the standard of project management has greatly improved having adopted a tailored Prince2 approach. Together with the Director of Programmes, Projects and IS you will maintain and improve the project management method, taking into account lessons learned on previous projects. You will maintain a best practice section of the proposed Royal Parks intranet and will work to improve and support the development of the TRP project management community.

4. Ownership of Project Support framework agreement. The Royal Parks have benefited from having such a framework in place since 1997. The post holder will own the relationship with the support contractor.

5. Maintenance of TRP project register. The register has been in place for about a year now and provides a status update on organisational projects to The Royal Parks Executive Committee, Board and Audit Committee. The project support officer is responsible for the quarterly production of the register and you will provide senior oversight of that process and provide intelligent analysis of any issues arising. This may involve you in undertaking project health checks.

6. Gateway Reviews and Healthchecks. You will be occasionally required to undertake reviews of other internal projects at key stages.

7. Health and safety. You will be aware of your responsibilities as described in the H&S Manual and summarised in the H&S handbook. This will include your role in respect of CDM Regulations.
