Summary of AmendmentsThe proposed amendments to the NRD Rules are minor house-keeping changes that will:

1. Reflect Québec’s participation in the National Registra-tion Database;

2. End the confusion over the term “non-registered individ-ual”;

3. Provide some relief to registrants hamstrung by two dead-lines that are too short;

4. Ensure the regulator is kept abreast of changes in a regis-trant’s financial year end and its auditor; and

5. Clarify the responsibilities each firm bears for the infor-mation submitted to the regulator.

Due to Québec’s adherence to the NRD, these Multilateral In-struments will now become National Instrument 31-102 –National Registration Database and National Instrument33-109 – Registration Information.

Effective DateThe amendments to the NRD Rules came into force in NewBrunswick on May 15, 2007.

Ministerial ConsentOn March 26, 2007, the Minister of Justice and Consumer Af-fairs consented to the making of amendments to LR 31-501 andthe issuance of 31-501CP.

Summary of Amendments to LR 31-501 and 31-501CP

The National Registration Database Rules (NRD Rules) consistof NI 31-102 – National Registration Database and NI 33-109– Registration Information Requirements (the NRD Rules). Asa result of Quebec’s decision to join the NRD, these rules havenow become National Instruments. These changes also necessi-tated amendments to LR 31-501 in order to remain consistentwith the NRD Rules.

The new Companion Policy, 31-501CP, which accompaniesLR 31-501, contains guidance on the sale of Guaranteed Invest-ment Certificates (GIC’s) as well as other deposit notes such asPrincipal Protected Notes (PPN’s). While these products are notsecurities as defined in the Securities Act, any activity otherthan the sale of securities is contrary to the permitted activitiesof a registered salesperson. Accordingly, the Executive Directoris within his jurisdiction to impose additional requirements on aregistrant’s activity in this area.

Effective DateThe amendments to LR 31-501 and the issuance of the newCompanion Policy 31-501CP came into force on May 15, 2007.
