Colonel Gary E. Burton, CD Colonel Burton was born in Halifax, Nova Scotia, moving to Southern Ontario with his family at the age of six. He began his military career with the Erin High School cadet corps in 1958. He was appointed the Cadet Commanding Officer in 1962. In 1961 he joined the 16th Battery, 11th Field Regiment RCA as a gunner, serving continuously with the Royal Regiment of Canadian Artillery for the remainder of his career. He rose to the rank of Sergeant, and 1965 was accepted for officer training. He was commissioned in 1967 and subsequently promoted to Major and appointed Battery Commander, 29th Battery in 1973. He attended the Militia Command and Staff Course in 1974 and in 1977 was appointed 2nd in Command of the 11th Field Regiment RCA. From September 1978 to October 1979, he was attached to Hamilton Militia District Headquarters as the Staff Officer 2 Training. Upon returning to his unit, he was promoted to Lieutenant Colonel and appointed Commanding Officer in February 1980. Following his tour of command, he transferred to the Militia Officer Training School in October 1983. In February 1985 he was appointed Senior Staff Officer Artillery at Central Militia Area. He returned to HQ Hamilton Militia District in September 1986 as the Senior Staff Officer, Operations (G3). He subsequently held the positions of Senior Staff Officer, Services (G1) and Deputy Commander. Colonel Burton attended the Nato Reserve Officer’s Course in Rome in 1989. He was promoted to Colonel and commanded the District from June of 1990 to October 1993, retiring from the Primary Reserves in September 1995. In 2001, Colonel Burton was appointed the Honourary Lieutenant Colonel of the 11th Field Regiment RCA. He was subsequently appointed Honourary Colonel of the 11th Field Regiment RCA in January 2006. Colonel Burton has his second bar to his Canadian Forces Decoration, and was awarded the Queen's Silver Jubilee Medal in 1978 and the Canada 125 Medal in 1993. He was awarded the Mobile Command Achievement Award in 1990. He is a qualified military parachutist. In civilian life, Colonel Burton is the Sales Director of the Steel Division of Foseco Canada Inc. of Guelph. He is a member of the Regimental Senate of the 11th Field, Chairman of the Artillery Support Group of Guelph. He is a Life Member, Past President and a former member of the advisory council of the Royal Canadian Artillery Association where he is currently serving in his second tour as President. Colonel Burton and his wife Marilyn, who reside in Guelph have been married over 40 years and have four grown children, Deborah, Stephen, Scott and Michael, well as two Grand Children Matthew and Spencer.

PROCEEDINGS The Annual General Meeting of the Royal Canadian Artillery Association commenced with the reading of the Last Post by LCol Donald G. Hamilton, Secretary. Burton, CD Colonel Commandant, General Beare, General Arp, General Beaudry, General Salmon, fellow Gunners, Ladies and Gentlemen. Good Morning. Welcome to Halifax and the 130th Annual General Meeting of the Royal Canadian Artillery Association. It is a pleasure for me to be back in the city where I was born more years ago then I care to remember. I would like to thank the Base Commander of CFB Stadacona and this staff for use of these excellent facilities, as well as LCol Dave Henley for his kind invitation and the hard work that he and the members of 1st Field Regiment have carried out over the past several months to allow this meeting to take place in this magnificent historical city. Specifically, I would like to recognize the significant efforts of Major Alex MacDonald and Capt Rick Comeau in this regard. I would be remiss if I didn’t thank my fellow members of the executive for their assistance over the past year. As always I thank the Colonel Commandant for his direction, advice and wise council. I thank the Director of Artillery for keeping us focused and headed in the right direction. Many thanks to my Vice President Jim Bryce, for his significant talents as a staff officer and for representing the RCAA at times when I was not available. Thanks to our Past President Clyde Healey as well as both our Secretary Donald Hamilton and our treasurer Phillip Sherwin for their hard work over the past year. A Special thanks goes to Phillip who in addition to carrying out his Treasurer role is the OPI for this meeting and has been responsible for organizing the events that will be taking place of the next two days. Thank you very much for your efforts Phillip. As an Honorary Colonel of one of our proud gunner units, I am acutely aware of the important role that the Honoraries play in life of Royal Regiment and for that reason, I made some effort over the

past year to ensure that our Honoraries are aware of the role that the RCAA plays within the family and that they were aware of this meeting. In doing so, I now believe that we have developed a fairly accurate nominal role with the contact information of our honoraries, however the list is a moving target that changes regularly so I ask that each unit obtain a copy of this nominal role from the Secretary so that they can verify and update the information as necessary. It is now thirty years since I attended my first AGM, which took place in Ottawa on the occasion of the 100th anniversary of the RCAA, and it is now eighteen years since I had the privilege of being President of the RCAA the first time and presiding over the AGM that took place in Shilo in 1988. Needless to say that while some of the issues and concerns that were with us back then still exist today, there have been significant changes that have taken place within the Gunner world that has required this Association to continually evaluate and change it’s focus. This is particularly true of the past few years where change is taking place with an unprecedented pace. The Army today is better trained, equipped and supported by our government then any time in my memory. In addition, the Artillery is more relevant on the battlefield and has a better understanding of its raison d’ete as well as a clearer vision of its future roles then it has had in recent history. It is crystal clear that the army in general and the artillery in particular must continue to change and evolve in order to remain efficient and relevant while providing Canada the most effective capability that our Defence tax dollars will allow. Not all change however, is positive and in some cases may be counter productive to what is actually trying to be achieved. I believe this to be true in some aspects of LFRR. Therefore while we must support progress and evolution we should be prepared to offer critical advice when necessary. Despite the fact that change sometimes moves us out of our comfort zone, the RCAA must continue to change so that it remains relevant and of value to our members and this fact was to a large degree the driving force for the format and content of this AGM. The theme of this year’s AGM is “Artillery Transformation: Force Employment in Counter-insurgency Operations” and will be conducted in seminar format with knowledgeable speakers from within Canada in addition to a presentation on Saturday by the Commanding General of the US Army Field Artillery Center, MGen David Ralston. In summary, I believe that the one thing that the Canadian Gunner family has always had, is a strong relationship between its regular and reserve components. We have always recognized the utility and importance of each other and have worked together as a family for the common good. The attendance at this AGM is a testimony to that fact. It is much appreciated by the RCAA that the Artillery Senior Leadership have taken the opportunity that this venue provides to communicate their message to the Artillery family. While there will always be some room for disagreement, the members of this association and the Artillery as a whole need to move forward from this meeting, as I an confident we will, speaking with one voice and having one vision of the Artillery Transformation Plan and the future of the Royal Regiment. Committee Reports Historic Sites LCol David Ross presented an update. (see reports and presentations) Evaluation LCol Jim Bazill presented an indepth presentation on the committee and its aim and goals. (see reports and presenations. CDA Col Gary Burton The Conference of Defence Associations held its 69th Annual General Meeting at the Chateau Laurier in Ottawa on the 23rd & 24th of February 2006. The CDAI Seminar topic was “NATO in Transition – The Impact on Canada”. The keynote speaker was Gen Ray Henault, Chairman of the Nato Military Committee. Other speakers at the Seminar included The Honourable Gordon O’Connor MND, former Chiefs of Defence Staff, Generals Paul Manson, Jean Boyle and Adm John Anderson. BGen Robin Swan of the US Army discussed the Transformation of the US Army while Omar Samad, Afghan Ambassador to Canada spoke to us over lunch about the importance of the role Canada is playing in Afghanistan. General Rick Hillier CDS spoke to the conference on the second day during the Annual General Meeting. Panel discussions took place at the AGM dealing with CF Transformation and

featured many distinguished speakers including MGen Gauthier Commander of the Canadian Expeditionary Forces as well as our own MGen Andrew Leslie DG Strategic Planning. There were only two resolutions forwarded by CDA at this AGM and they were both submitted by the Air Force Association of Canada. One dealt with the problems with our procurement process, while the other dealt with increasing the level of cooperation with our American allies in the area of the North American Defence. The Conference of Defence Associations appears to be in fairly good shape financially, but are investigating ways of improving communications in order to increase membership. The primary focus of the CDA at this time is Army Transformation. The RCAA was well represented at this meeting with eight delegates. We took the opportunity to have a working lunch on the second day in order to conduct an executive meeting. The lunch was attended by a number of Gunners in addition to the delegates who were in attendance at the conference and included the Col Comdt, LGen Leslie, and MGen Beare. Artillery Advisor Board LCol Philip Sherwin – reported on the activities of the Artillery Advisory board he attended at the Field Artillery School (FAS) in Gagetown NB April 5 & 6, 2006. Address by Colonel Commandant – Major General John A. MacInnis, CMM MSC CD Fellow Gunners, Greetings. As many of you are aware, it has been the practise of Colonels Commandant to stand up here and give a summary of of his travels over the past year along with some general comments on what he has observed. While that is of some importance especially in these times when serving senior officers are hard pressed to leave their work cubicles, I have chosen to attempt to engage this Association more directly in the affairs of the Regiment at large. My aim was to help it try to influence the direction in which the Artillery is going while ensuring it was moving in lockstep with the Army as a whole. As a result of hard work from many of you including the current executive, we have had very successful meetings on this precise theme in Victoria in 2004 and in Petawawa last year. I am thrilled to see that we are about to improve on these at this meeting here in Halifax. I am also thrilled by the change in the regiment from the dark days at the time of our meeting in Kingston in 2002. Al lot has happened in four years, most of it positive. Before expressing a few thoughts on the main issue of transformation, I would like to make some general observations on the state of the Regiment. Over the year I have concentrated my efforts in three main areas: the retired community, the elements of transformation underway and the operation in Afghanistan which I had the opportunity to visit in June of this year. On the first issue, I have found that there are many associations across this country in which gunners of a certain age keep in touch with each other. They are interested in what is going on in the Regiment and, in the main, are starved for information. This fact sometimes leads to misperceptions on their part. Their main reason for existing is the camaraderie that their association affords them: their focus is therefore highly localized. My principal observation then is that we - regular, reserve and especially this Association - has to reach out to them; the reverse; that is for them to reach out to us, simply will not happen. As for ongoing transformational changes, I was perplexed by the lack of a common policy with respect to the conversation of the SHORAD units. I had the same misgivings in the case of many elements of reserve restructure as well as the lack of response to your well-reasoned arguments on the role of regimental headquarters and finally the on again - off again saga of 4 Air Defence Regiment. I am afraid we are in for more, not less, of the same chaotic activity as the reality of transformation goes

forward. On a positive note, I again commend the Royal Canadian Artillery School for its forward looking approach and thinking. It is and has to remain the operational centre of excellence for the Regiment. And finally Afghanistan - my visit to A Bty and the UAV troop from 5RALC proved to me that tactically we are on the right track in proving and ensuring that The Royal Regiment of Canadian Artillery, in all its forms, regular and reserve is a vital and invaluable component of the Army’s contribution to the War on Terror. The War on Terror. I use this phrase as an introduction to my opening remarks to this seminar on artillery transformation to highlight the difficulties facing us in planning the changes needed. War on terror, like war on evil or even war on drugs, does not help us define what we are doing or how we are to do it. It simply tells us why. We are good at preparing to engage a known and identifiable enemy but increasingly we are being asked to engage an identified enemy such as the Taliban but who is unidentifiable from those around him. He also knows but ignores and indeed exploits international humanitarian law which for our purposes are the laws of armed conflict. He knows that we are thereby constrained and will do everything in his power to get us to behave like him. He knows full well that such action will cause shock and dismay at home. He also knows that this in turn will put increased pressure on our political masters to cut and run. As the war in Iraq and Afghanistan show, there is neither political nor strategic consensus as to how to defend against and to defeat the identified but unidentifiable enemy facing us today. Nor do I believe that there is one immediately around the corner. This means that few really believe that we are at war. In fact, with respect to the situation in the US, someone has already observed that the Army is at war but the country is not. The same holds true here in Canada. These constraints and indeed omissions lead to a situation in which as General Beare has pointed out, tactics are leading strategy. The tactical-level imperative therefore seems to be: to contain and eliminate the insurgency, but engage only when necessary and when targets have been clearly if not absolutely identified. Also, I would guess that at least in the time leading up to our next election tactical commanders will have to ensure that force protection approaches 100%. If these tactical imperatives are leading strategy, they must also therefore be leading transformation and indeed they are. This then should instil a sense of caution in our transformation planners as both the longevity and the number of Afghanistan type missions have to be called into question unless there is a clear indication of substantial progress very soon. On the other hand at this point we have no choice but to allow the tactical level imperatives to drive decisions and to do all we can to achieve the necessary victories. That is why I said earlier that we can expect more seemingly chaotic changes. From our Afghanistan experience, it is clear that field artillery and elements of AD artillery are vital elements for successful engagement and indeed force protection, provided that timeliness, accuracy and above all precision are present to the highest degree possible. Clearly, there are technical, tactical and organizational modifications that have already been put in place to allow this to happen and more underway as I hope we will hear about during the course of this seminar. Within the Royal Regiment, the transformation policy which was produced for the field artillery was a good first start. Its method of implementation however left a lot to be desired, the phase out of the M109 leaving units with insufficient guns well before the M777 was even thought about, the designation and stand up of STA batteries well before equipment need was even identified, the formation of UAV troops and the employment of personnel in a way affected them adversely are all a result of a policy well conceived but poorly implemented. I also contend that the reserve question has yet to be properly addressed. Nor is it clear that we have learned much from this regiment’s experiment with hybrid units over the past 10 years. Also the fear generated by rumours of the elimination of various regimental headquarters has not spawned a close

look at the HQs themselves, in terms of roles, functions, size and shape, but rather a desire to retain the status quo. It is time to move forward in the transformation process and with everything on the table: but let us not forget where the greatest impact of our sophisticated planning ends up: both the good and the bad end up squarely on the backs of our people those brave men and women, regular and reserve who follow the guns. With these few thoughts in mind, let us get on with the seminar.

Advisory Council Moved by Col Rowe/seconded by LCol Coleman that the advisory council for 2006/2007 be established as LCol Walter Wallace, LCol Mike McKay, LCol Clyde Healey, Col Jim Jefferies and LCol Jim Hubel. Expression of Appreciation to the Out-going President Upon the stand down of the president Col Burton, LCol Jim Bryce rose to express the gratitude of the Association for his service during the past year and proposes a motion of appreciation, seconded by Col Rowe.
