The last couple of years, the district has taken a newroad leading to a better future. The recent changein direction can be attributed to a very determined

school board, a community that loves and supports itschools, and a commitment to performance excellence.

STSD embarked on a Journey of HOPE–Hanna’sOrganizational Performance Excellence. HOPE uses theBaldrige Framework for Performance Excellence, similar toSchools to Watch, Blue Ribbon Schools, and Middle States. However, in this author’s opinion, a much more rigorousprocess. The framework focuses on seven categories forongoing improvement. The categories include six focusedon organizational processes: Leadership, StrategicPlanning, Customers, Measurement- Analysis, andKnowledge Management,Workforce, and Operations; andone category focused exclusively on Results (Figure 1).

In recent years, the US Department of Education hasrecognized it as a recommended form of school improve-ment. School systems across the country including Jenks,Oklahoma, Iresdale- Statesville in North Carolina,Montgomery County in Maryland, Pewaukee, Wisconsin, and the San Diego Charter School have been very success-ful school systems that have also used the framework forcontinual improvement.

The HOPE design includes HOPE teams that representeach of the process categories, with the results categorydivided across those teams. Parents, teachers, county leaders,

township supervisors, board members, former employees, support staff, and other local business and community leadersare active participants on all of these teams.

As one of the first steps in the Journey of HOPE, leadersestablished a new mission, vision, and values for the dis-trict and developed a Leadership Model (Figure 2). Themodel is a roadmap for how the district operates by lookingat all stakeholder needs, developing ideas and plans, deploying the plans, measuring and learning from theprogress of the plans, celebrating successes, revisiting theplans to improve, and then returning to examining theneeds of stakeholders as the model continues on.

It is early in the Journey of HOPE, but Hanna hasalready witnessed a rise in enrollments. Some families thatput their children in private schools have started to return. Some staff members who left the district have reapplied forpositions in order to return. The high school’s SchoolPerformance Profile has improved to an all-time high of71.1 (from last year’s 62). Advanced Placement passing ratehas improved from 62% to 82% (including greater improve-ment in African-American students). Staff, parents, com-munity, partners and students are feeling a part of theprocess and decision making due to the HOPE Framework.

The district has a long journey ahead before achievingworld class. Nevertheless, with the success, direction anddetermination of the community, staff, and administration, world class is just a matter of time due to a road less taken.

This is accom-

plished through routine inspection by school staffand Tomlinson Bomberger. Pest sightings arereported to our IPM coordinator who evaluatesthe “pest problem” and determines the appropri-ate pest management techniques to address theproblem. Techniques can include increasing sani-tation, modifying storage practices, sealing entrypoints, physically removing the pest etc…
