Dr. Levy has been with the In- stitute since 1963 when he joined the staff as a clinical associate in the Molecular Disease Branch. He has served since 1966 as head of the branch's Section on Lipoprotein Metabolism and Inter- vention, and since 1971 as chief of the Lipid Metabolism Branch. The true figure may be ten times that be- cause of unreported cases. The organism, which Drs. Ste- phen M. Feinstone, Albert Z. Ka- pikian, and Robert H. Purcell have captured on film, was found in the stools of patients experimentally infected with infectious hepatitis. These stool specimens and sera were collected several years ago by other investigators who con- ducted volunteer studies of infec- tious hepatitis in Illinois. The agent visualized by the NIAID scientists is a very small— 27 nanometers or one millionth of an inch—spherical, virus-like par- ticle. In appearance and size, it resembles the picornaviruses and parvo viruses. Infectious hepatitis, or hepatitis A—as opposed to serum hepatitis, or hepatitis B—is usually spread by direct contact or by contam- inated drinking water or food. It frequently is the culprit in large community-wide outbreaks. Scientists have long suspected that the disease is caused by a virus and have shown that it can be transmitted to volunteers. However, efforts by many inves- tigators to isolate causative agents in cell cultures have failed, and success in transmitting the a^ent to laboratory animals has been limited to a South American mon- key, a marmoset. Attempts to find a virus or an antigen—a protein which coujd serve as a marker for the virus— in the serum of hepatitis A pa- tients have also been unsuccessful, possibly because the virus is pres- ent in the bloodstream for only a short time. Scientists know, however, that stools of patients with hepatitis A are infectious from approximately 2 weeks before until 2 weeks after onset of clinical symptoms. The NIAID researchers decided to examine stool specimens from hepatitis A patients using immune electron microscopy (IEM). Scientists at the National Institute of Allergy and Infectious Diseasesbelieve they have visualized, for the first time, the virus that causesinfectious heptatitis. v

This debilitating disease—which is accompanied by inflammation of theliver, fever, nausea, fatigue, andjaundice—afflicted a reported 54,-000 Americans last year. The truefigure may be ten times that be-cause of unreported cases.

The organism, which Drs. Ste-phen M. Feinstone, Albert Z. Ka-pikian, and Robert H. Purcell havecaptured on film, was found in thestools of patients experimentallyinfected with infectious hepatitis.

These stool specimens and serawere collected several years agoby other investigators who con-ducted volunteer studies of infec-tious hepatitis in Illinois.

The agent visualized by theNIAID scientists is a very small—27 nanometers or one millionth ofan inch—spherical, virus-like par-ticle. In appearance and size, itresembles the picornaviruses andparvo viruses.

Dr. Deward E, WaggonerOf NCI Retires After20 Years with Gov't

Dr. Deward E. Waggoner, chiefof the Office of Program Analysisand Communication, Viral Oncolo-gy, Division of Cancer Cause andPrevention, NCI, retired recentlyafter 20 years of Federal service.

During his career as an ana-lytical statistician, Dr. Waggonerheld several overseas posts. In1953 he was sent on a 2-year mis-sion to Egypt as an advisor onhealth statistics.

From 1955 to 1958 he was chief,Natality Branch, National Office ofVital Statistics. In 1958 he wasagain stationed in the Ne>ar Eastas an advisor to the Governmentof Iran on a national system ofvital statistics.

From 1959 until his retirement,Dr. Waggoner held several postsat NIH in the program analysisarea.

A camping enthusiast, Dr. Wag-goner was presented with severalpieces of camping equipment at aluncheon held in his honor.

John Sharkey Dies;Top Finance Officer

John E. Sharkey, 52, Director of .the Office of Financial Manage- \ment, Office of the Director, diedunexpectedly on Nov. 29 in Holy >Cross Hospital, Silver Spiling, Md. 'He had been ill only a few days.

Mr. Sharkey came to NIH aschief of the Financial ManagementBranch in 1968, and was named

John E. SharkeyDirector of OFM a year later.

Before coming to NIH, he hadserved as a financial managementand budget officer in the NationalAeronautics and Space Adminis- i,tration and the Atomic EnergyCommission.

Mr. Sharkey was born in Cin-cinnati, Ohio, and was a graduateof Xavier University. He is sur-vived by his wife and 12 childrenat the family home in Gaithers-burg, Md.

The family requests that, in lieuof flowers, contributions be sent tothe NIH Patient Emergency Fund,

The Rise of the Energy Crisis at NIHResults in the Fall of the Thermostat

During these last balmy days ofIndian summer it sometimes seemshard to believe that the energycrunch is on. But the Office of En-gineering Services has been busydevising new ways of reducingenergy consumption at NIH.

The first and most obvious stepwas the resetting of heating ther-mostats in office and laboratoryareas to 68 degrees. As Dr. CharlesEdwards, HEW Assistant Secre-tary for Health, remarked:

"The President's recommenda-tion to reduce room temperatureto 68 degrees is quite consistentwith good health practices. So faras maintenance of good health isconcerned, mid-70's temperatures,to which many of us have becomeaccustomed, are just not neces-sary."Temperatures Adjusted

Settings in animal and otherspecial-purpose areas will also beadjusted. Temperatures in animalrooms may be lowered in gradualsteps, giving the animals time tobecome conditioned to their coolerenvironment.

In all cases, settings will be low-ered only after consultation withlab personnel indicates t h a t itwould be a feasible move.

Chilled water supply to manybuildings is shut off at this timeof the year to prevent coils fromfreezing and to conserve energy.

The unseasonably warm weatherin recent weeks has caused manyspaces to get uncomfortably warmbecause outside air cannot be usedeffectively to offset heat generatedby lighting, people, and equipment.Other Plans Explained

The overhead lighting systemcontributes many degrees of heatto the office temperature, andturning off all non-essential lightsis a sure way to lower room tem-perature and save energy as well.

Another plan set in motion byEngineering Services has been thereduction of ventillation (outsideair supply) in office buildings dur-ing nights and weekends. Air isre-circulated throughout the build-ings rather than pumped in fromthe outside.

Certain systems have been mod-ified to lower nightime tempera-tures in non-laboratory buildingsto 60 degrees.

Already the outside lighting sys-tem on the campus has been cutback. Lights illuminating the Na-tional Library of Medicine are nowturned off at 9-10 p.m.

Reductions in parking lot light-ing in selected areas are now lim-ited by existing equipment, but

1 design work is in progress toachieve more savings in this area.

The motor pool has been directlyaffected by the energy crisis. Itsgas allotment was reduced by 8

per cent, and a maximum speed forall Government vehicles has beenset at 50 miles an hour.

The motor pool further advisesall drivers to take the shortest,least congested route, and to avoid"jack rabbit" starts and stops.

The jitney service between thePoolesville farm and the NIH res-ervation has been discontinued.

Other energy-savers are beingconsidered but require considerablestudy to determine energy reduc-tion and cost benefits.

A re-examination of productsdesigned to reduce solar heat gainis in progress, a matter of particu-lar concern to buildings with largeglass exposures. Bldg. 31, for in-stance, has a number of heating-cooling problems because of itsmany-windowed facade.

Even such prosaic items as toil-ets and sinks have come under thescrutiny of Engineering Services.A spring-valve device that elim-inates leaks is being studied as analternate faucet model. Water con-servation becomes energy conser-vation, since electricity is used torun the pumps.

Dr. H. G. Fletcher, Jr.,Dies; Was With NIAMDD

Dr. Hewitt G. Fletcher, Jr., ofthe National Institute of Arth-ritis, Metabolism, and DigestiveDiseases, died recently at the ageof 56 after a long illness.

At the time of his death, hewas chief of the (Section on Carbo-hydrates in t h e Laboratory ofChemistry.

Dr. Fletcher received a Ph.D. de-gree in organic chemistry in 1942from the Massachusetts Instituteof Technology.

He was a chemist with AtlanticResearch Associates in 1940 and1941, and in the following 6 yearsserved as instructor in chemistryat M.I.T.

From 1945 to 1948, Dr. Fletcherwas a research associate and Chem-ical Foundation Fellow at NIH. In1951, he was named chief of theSection on Carbohydrates, NIAM-DD.

Dr. Fletcher authored over 170publications on the synthesis,structure elucidation, and biochem-istry of carbohydrates.

He also supervised a number ofpostdoctoral fellows through theNIH Visiting Scientists program.

Pockets are provided on the lo-cator for 3 x 5 cards in coordina-tion with areas on the map.

The new units consist of anorientation map of the WashingtonMetropolitan area and a locator.The map is divided into 20 num-bered grids which are broken downinto 12 additional sections and let-tered to key them to the locator.

The TASB will also provide cov-erage f o r Damascus, Frederick,and other areas not included onthe Metropolitan Washington map.

Because of proposed regulations,possible parking fees, increases ingasoline prices, and fuel shortages,employees are encouraged to ar-range for and use car pools.

Ruth M. Bell, FormerNIMH Secretary, Dies

Ruth M. Bell, secretary to theNIMH chief of Clinical Care be-fore her retirement this past June,died Nov. 16 in Holy Cross Hos-pital following a long illness.

Mrs. Bell served as a medicalsecretary with the NIMH Labora-tory of Psychology as well as withNCI and NIAID. Her career atNIH covered more than 20 years;

A native of Rockport, Ind., Mrs.Bell attended public school thereand graduated from the LockyearBusiness College before coming toWashington, D.C. in 1945.

Mrs. Bell leaves her husband,Vance, of Adelphi, Md., her moth-er, Mrs. Minnie Mackey, of Rock-port; and three sisters, MaryHowes of Rockville, and NaomiEbley and Lucille Harris, of Rock-port.

Each year Santa and his helpers preside at a Christmas party sponsored bythe Clifton Park Citizens Association. Patients and staff are invited.

Capt. Reid's work with the Na-tional Aeronautics and Space Ad-ministration began in 1965 withmetabolic studies as part of theGemini VII program. Had you thought about riding a bicycle to work to conserve gas ? Doyou live 5 miles or less from campus ? Do you think you would like toexperiment with commuting by bicycle ?

Let me offer some hints about bicycle safety.1. For commuting, a good three-speed is better than a cheap 10-speed.

It's more reliable and less likelyto get ripped off.

2. Make sure that your bike isin top mechanical condition. OldGeorgetown Road during rush houris no place for a brake failure. Geta safety check-up from a bike shopif necessary.

3. It gets dark around 5 p.m.now. Montgomery County law saysthat all bicycles must show a whitelight in front and a red light inthe rear. Do not ride after darkwithout these lights.

Leg lights (two-headed flash-lights strapped on the legs) arecute and sexy but don't show youwhere you are going.

I like generator lights in front;some of my friends swear by bat-teries. There is no substitute for agood two-cell battery light in therear.

4. Be visible. Slather reflectivetape liberally on your bike. Weara bright colored jacket, yellow ororange—not red, which is loud inthe daytime but looks black by

5. Be a rodent on the road. Amouse sticks close to the walluntil he dashes for the open spaces.

Ride close to the right-hand sideof the road, or even on sidewalks.

NIH has fantastic sewer grat-ings which you can ride over; thestandard Montgomery County grat-ings are bike traps and should beavoided.

Do not cut in and out of traffic.At traffic lights take advantage ofyour dual status and turn pedes-trian when safe to do so.

6. Plan your route. The way youdrive to work isn't necessarily thebest way to travel by bicycle. Stayoff main roads (Rockville Pike, OldGeorgetown Road) until close tocampus.

NIH is bounded by a network ofsuburban residential streets. Usethem. A good rule of thumb is tostay off roads that don't allowparking.Keep Head on Shoulders

7. Wear a crash helmet. You puta lot of time and money into yourhead—try to keep it together.

8. Remember, with few excep-tions, bicycles are subject to thesame laws that govern automo-biles.

Med. Professor TalksOn DMSO Research

Dr. Jack C. de la Torre, a spe-cialist in neuropharmacology, Uni-versity of Chicago, will talk on theexperimental use of DMSO— di-methyl sulfoxide—in trauma re-search at the second symposium onDMSO at the N.Y. Academy ofScience, Jan. 9-11. The research onthis drug was supported by agrant from the National Instituteof Neurological Diseases andStroke.

Dr. de la Torre, who is assistantprofessor in the departments ofsurgery (neurology) and psychia-try, will describe results from us-ing DMSO in experimental studiesof spinal cord injuries, stroke, andgunshot wounds, compared to re-sults from other drugs now inclinical use.

He will also discuss an experi-mental technique to predict motorfunction recovery utilizing evokednerve and brain potentials, beforeand after the use of DMSO andother drugs.

Soviet U.S. ResearchersMeet to Assess ResultsOf Joint Cancer Studies

At the end of the meetings, Dr. Rau-scher (I) and Dr. Trapeznikov held afinal discussion on the collaborativeprogram. The Russian scientist agreedwith the NCI Director, who said," . . . we accomplish much more forthe cancer patient than we could byworking independently."

The U.S.-U.S.S.R. Joint Subcom-mittee on Oncology held its firstmeeting, Nov. 12-14, at the Nation-al Cancer Institute. The sub-committee's coordinators are Dr.Frank J. Rauscher, Jr., Director,National Cancer Institute, for theUnited States, and Prof. N. N.Blokhin, Director, Institute of Ex-perimental and Clinical Oncology,for the Soviet Union.

The meeting assessed the resultsof collaborative projects undertak-en since the initial agreement wassigned by the two countries onMay 23, 1972.

Participants discussed projectsand programs and formulated plansfor future cooperation in majorareas of cancer research. Theseareas are cancer chemotherapy,leukemia and tumor viruses of ani-mals and man, mammalian somaticcell genetics related to neoplasia,and immunotherapy of tumors.

The subcommittee reported onseveral important results of the co-operative program. They are:

Protocols have been establishedfor mutual cooperation on the fouroriginal oncologic problems; jointinvestigations have been initiated;an effective program for the ex-change of scientists has beenachieved; both sides have also ex-changed drugs and strains of vi-ruses which are under study, andseven meetings have been plannedfor 1974.

These programs were approvedby Dr. Rauscher and Dr. N. N.Trapeznikov, the Soviet DeputyCoordinator for the U.S.-U.S.S.R.cooperative program on malignantneoplasms. Dr. Trapeznikov is theDirector for Science, Institute ofExperimental and Clinical Oncol-ogy.

'People's Forum' HeldOn Contracting Issue

Dr. Robert S. Stone, NIH Direc-tor, met with employees in a "peo-ple's forum" held last Tuesday,Nov. 27, in Masur Auditorium.

The meeting brought togetherNIH-EEO Officer Raymond Jack-son, Dr. Stone, and many lowergrade service workers concernedabout t h e issue of "contractingout."

A number of service areas, in-cluding laundry and housekeeping,are being examined to evaluatewhether an outside contractorcould do the work more econom-ically.

Dr. Stone emphasized the factthat management was studying thesituation to determine what futurecourse would most benefit the en-tire NIH community.

Questions came fast and furious-ly from the floor. Workers, feelingtheir jobs were in jeopardy, re-peatedly voiced concern that if lowgrade, entry level positions arecontracted out, an important ave-nue for upward mobility at NIHwould be eliminated.

Both Dr. Stone and Mr. Jacksonstressed that the meeting was heldto promote free dialogue and ex-change of information.

The "people's forum" made onepoint crystal clear: any decisionwhich may be reached on "con-tracting out" will have to weigh"costs" in human as well as eco-nomic terms.

A puncture wound from a con-taminated needle poses a hazardfor all laboratory personnel. Pol-lowing these tips could reduce theincidence of puncture wounds:

1. Use extreme care in handlingall needles.

2. Never discard a contaminatedneedle in a waste basket.

3. Never place unsheathed need-les into plastic bags.

4. Always recap the needle be-fore placing in a clean-up tray.

5. In case of puncture, cleansewound immediately.

6. Report punctures to thenearest employee health unit atonce.

NIAMDD Forms SectionOn Chemical Immunology

A section on Chemical Immunol-ogy has been established in theArthritis and Rheumatism Branchof the National Institute of Arth-ritis, Metabolism, and DigestiveDiseases.

Under the direction of Dr.Henry Metzger, the section staffwill conduct research on problemsrelated to the structure of immu-noglobulins and their interactionwith antigens and cell surfaces.

Dr. Metzger, a PHS medicalofficer, is a former staff memberof the Section on Connective Tis-sue Diseases, ARB.

A graduate of Columbia Univer-sity School of Medicine, his chiefinterests lie in both clinical andbasic research in autoimmunediseases.

In a parallel action, Dr. RobertT. Simpson has been named chiefof the Section on DevelopmentalBiochemistry in the NIAMDD'sLaboratory of Nutrition and En-docrinology.

similar to the hepatitis A agent.The Norwalk agent was found tobe associated with a form of acuteinfectious nonbaeterial gastroente-ritis—intestinal flu—in humans.

The IEM method involves theuse of serum from convalescentpatients which usually contains an-tibody specific for a causative or-ganism. This antibody, when mix-ed with infective material, coatsthe infecting particles and makesthem appear in aggregates orgroups or as readily recognizableindividual units.

The procedure enables the recog-nition—not possible by convention-al electron microscopic examina-tion—of a very small virus whichmay be present in small numbers.

In their initial experiment, theNIAID team examined stool fil-trates which had been obtainedfrom four adult volunteers, beforeand after they were infected withhepatitis A in the Illinois study.

The scientists found the small,virus-like particles in two of thefour acute illness specimens afterincubation with serum from a con-valescent hepatitis A patient. Incontrast, they could not detect par-ticles in any of the four pre-infec-tion specimens.

Using the stool filtrates derivedfrom one of the acute phase speci-mens that had detectable particles,the scientists examined severalgroups of sera for antibody to thisvirus-like antigen.Antibody in Volunteers

They found antibody to the anti-gen in all sera from six volunteerstudy patients—four from Illinoisand two from an investigation car-ried out in 1967 in New York.

None of these volunteers showedevidence of antibody prior to infec-tion. In addition, the NIAID groupfound serologic evidence of infec-tion with the virus-like particle insix patients who had naturally ac-quired infectious hepatitis.

Three of these were students

at the College of the Holy Crossin Massachusetts during the 1969hepatitis outbreak there and threewere scientists who acquired thedisease in American Samoa.

In other experiments, the inves-tigators were unable to detect anyrelationship between the hepatitisA antigen and the "Australia" orhepatitis B antigen which is asso-ciated with hepatitis B disease.

In addition, they were unable todetect a serologic relationship be-tween the hepatitis A antigen andthe Norwalk agent.

The scientists also tested twosamples of commercially preparedimmune serum globulin, which pro-tects against or modifies hepatitisA illness.

They found that one of the lotscontained a substantial quantity ofantibody, whereas the other con-tained only a moderate quantity ofantibody to the newly-found hepa-titis A antigen.Further Testing Suggested

The investigators suggest thattesting for antibody to hepatitis Aantigen may prove useful in stan-dardizing the potency of immuneserum globulin.

The NIAID investigators, whoreported their work in the currentissue (December 7) of Science, con-clude that their data strongly sug-gest that the observed small virus-like particle is the causative agentof hepatitis A.

Electron microscopic identifica-tion of the virus should aid in at-tempts to isolate the virus in cellculture. Growing a supply of virusis a necessary prerequisite to vac-cine manufacture.

More immediately, the discoveryof this virus-like antigen and thedevelopment of a technique able todetect antibody to it provide, forthe first time, •& means of diagnos-ing and studying hepatitis A.

These findings may provide aspur to research on hepatitis Aanalogous to that provided to hep-atitis B research by the discoveryof the hepatitis B antigen.

Closed chest cardiac massage re-quires only the hands for the rhy-thmic application of pressure tothe breastbone.

In victims of cardiac arrest, therhythmic compression of the heartbetween breastbone and spinal col-umn maintains its output of bloodand, combined with mouth-to-mouth resuscitation, can sustainlife until definitive therapy be-comes available.

The technique has been taughtto firemen, rescue workers, andpolicemen and its application hassaved thousands of lives.

Dr. Paul M. NIEHS-EPA ConferenceCovers Possible EffectsOf Ingested Asbestos

The National Institute of En-vironmental Health Sciences andt h e Environmental ProtectionAgency recently co-sponsored aconference in Durham, N.C, todiscuss what is known and sus-pected about the possible effects ofingested asbestos.

The conference brought togetherapproximately 140 scientists fromvarious parts of the world to out-line research needed to assess thethreat of swallowed asbestos.

Particles of asbestos breathedin with air can sometimes affectthe lining of the abdomen or chestto produce a form of cancer calledmesothelioma.Frequency Unexpected

Also, gastro-intestinal cancers,such as cancer of the esophagus,stomach, colon and rectum, tend tooccur more frequently than ex-pected in persons exposed to as-bestos dust.

One explanation suggests thatasbestos fibers coughed up fromthe lung are swallowed, and thushave a chance to enter the gut wallto induce cancer.

However, at present too littleis known to draw any conclusionsabout the poissible adverse effectsof asbestos taken in with food andWater.

Over the next 5 years, NIEHSwill invest approximately $2.9 mil-lion to support an EnvironmentalHealth Sciences Center to concen-trate on asbestos research.

The center has been establishedat the Mount Sinai School of Med-icine in N.Y.C. under the directionof Dr. Irving J. Selikoff, a pioneerin asbestos epidemiology.

For several years, scientists haveknown that a foreign substance,or antigen, is associated withserum hepatitis (also called hepa-titis B).

In the sera of hepatitis patientsor carriers this antigen exists inthree physical forms: a smallsphere; a filamentous form, and alarger, more complex particle hav-ing an outer coat and a smallerinner core.

Dr. John L. Gerin of MAN Lab-oratory selected eight patientswhose sera had relatively highconcentrations of Dane particles.The sera from these individualswere then concentrated and puri-fied by Dr. Gerin.Results Noted

Working with these preparations,a t e a m of Stanford UniversityMedical School scientists detectedDNA polymerase activity in eachof the eight sera. In contrast, theStanford researchers were unableto detect any DNA polymerase ac-tivity in seven samples of serafrom people who did not have hep-atitis B antigen.

From other experiments, the in-vestigators determined that thecore of the Dane particle mostlikely contains a DNA "template"which directs t h e synthesis ofDNA.

Dr. Waxman is one of 50 gradu-ates of the NIGMS Medical Scien-tist Training Program, which pro-vides support for combined medi-cal and scientific training to high-ly-motivated persons of superiorresearch potential.

In his lecture on structural dif-ferentiation of axons, Dr. Waxmanobserved that these axons—fibers

suggest that the Dane particle isthe human hepatitis B virus thatscientists have been seeking for solong and that the virus itself is aDNA virus.

A better test for infectious bloodand blood products could be onein which polymerase activity wouldbe a marker of infectivity. Cur-rently, screening tests for hepa-titis B rely upon detection of hepa-titis B antigen.Researchers Listed

In addition, identification of theDane particle as the virus of hepa-titis B would be an important stepin development of a vaccine, since,traditionally, isolation and growthof a virus in tissue culture is avital prerequisite.
