Greetings COOPP Members,
NIGP along with the Chapter Relations Committee launched the new
Chapter Awards Program this year.
This is the excerpt from the 2015 NIGP/Chapter Presidents Luncheon:
“This year’s recipient of the Chapter Excellence in Membership, Recruit-
ment, Retention and Engagement takes the opportunity to recruit new
members at events with the local colleges and universities, at State pro-
curement presentations to townships, counties, cities and school districts.
The chapter works at retention by offering a professional development
assistance program, National Board/Committee Representation Support
Program and a “Give Back” Award program which tracks member engage-
ment and adds eligible members in a drawing to receive a full ride to NIGP
Forum. And finally, this chapter engages its members by offering 5 mem-
bership meetings a year as well as conferences and expos, volunteer op-
portunities and two special membership meetings, one during March is
Purchasing Month and one in the fall to acknowledge its membership
through an awards and recognition luncheon. The recipient of the 2015
Chapter Excellence in Membership, Recruitment, Retention and Engage-
ment goes to: Central Ohio Organization of Public Purchasers.”
It was an immense honor to receive this award and recognition on behalf of all of
the active COOPP members that made this possible.

A fabulous time was had by all, including nearly thirty CO-OPP Chapter members who attended the 70th annual NIGP Forum in Kansas City, MO on August 1-5.
Mark Evangelista, CPPO, C.P.M., Purchasing Manager for Lake Metro Parks and President of the PPANO Chapter of NIGP received the 2015 Spirit of Direction award, pictured here with Don Buffam, NIGP President.
Barbara Johnson, MPA, CPPO, CPPB, Contract Administrator for the Ohio Department of Rehabilita-tion and Correction, received the 2015 Spirit of Kaishi (to begin, start, initiate) award along with fellow NIGP colleagues (Rebecca Cook, Stephanie Dion, Barb Johnson, Ted Lucas, Brent Maas, Cliff McCue, Nelson Park, and Matt Walker) for her work on the Design Team for NIGP’s Cooperative Accredita-tion Program.
Charlie Rosol, CPPO, CPPB, Buyer for the Cleveland Metroparks and Vice-President of the PPANO Chapter was formally recognized as the NIGP Area 3 Chapter Ambassador along with Carl Bonitto, of Northumberland County, Ontario. Charlie, Carl, and the other 18 Ambassadors participated in an all-day orientation and training session in Kansas City on Saturday. The Ambassadors, along with members of the NIGP Member Council and Talent Council had a chance to meet with one another and explore their charges for this incredible new journey.

Money, Money, Money is not only a song recorded by Abba but may be something available to you as a member of CO-OPP.
Have you wanted to take a class, training, or attend a conference but you and your employer just don’t have enough money to cover the expense?
Did you know that as a member of CO-OPP you may have funding available to you for expanding your professional knowledge?
CO-OPP continues to maintain a Professional Development Assistance Program (PDA). The program was developed to provide financial assistance to chapter members who wish to further the development of their procurement skills and professionalism. The program provides reimbursement to qualifying members for events such as workshops, educational classes, conferences, certifications, and recertification. Qualifying for financial assistance only requires:
Being a CO-OPP member for 12 months
Attending a minimum of 2 CO-OPP meetings within 12 months
Ensuring membership dues are paid current
Participating in one standing committee
The amount of funds available to each member depends on the amount of participation the member wishes to contribute to CO-OPP. Financial assistance for each member ranges from $250 to $750 for a 12 month period. The assistance has to be requested pri-or to the event and will be reimbursed when proof of attendance is provided.
Requesting assistance only takes a few minutes to complete the PDA application. The application is available on the CO-OPP website under “About Us” and only takes a few minutes to complete and submit to the Awards & Scholarship Committee Chair.
These funds are here for all members who meet the above requirements, don’t let them go unused. If you have questions re-garding the program reach out to one of the committee members listed below:

My 22nd Forum began with reunions: When you attend this event and network appropriately, you develop great re-lationships with knowledgeable professionals. Updates including the latest projects, successes, failures, family news, and promotions are great to hear. I find the failures particularly useful to avoid making the same mistakes. I am uplifted by the other news! The workshops I attended were great; the best were the following: Shared Marketplace CO-OPP members Craig Bucher, Procurement Coordinator, and Sean Fouts, CPPO, Procurement Manager, City of Columbus, OH presented their amazing solution to sharing contract information with City purchasers and regional public entities. This is a very exciting project on the local and regional level including streamlining procurement of many commodities and services. Using the Bureau of Labor Statistics data to analyze industries through trends in costs, wages and locations. This information is useful in setting escalator/de-escalator terms and conditions. [Client]-focused procurement (2015 Innovation Award Winner Session) transfor-mation by the County of San Diego. The Purchasing and Contracting Director presented their clear process to transform their approach to excellence and found ways to document the success using metrics. This is an evolutionary inno-vation whose time has come. This was like seeing a roadmap to the future! Extreme Networking included four topics at many roundtables for discussions. The table leader helped us to network and share our knowledge of Technology, Sustainability, Talent Management and Policies as they relate to procurement; in 15-minute sessions. It was fast-paced and fascinating. Did I also mention, FUN!

The CO-OPP Give Back Award was created to reward one of our deserving members by
sponsoring their trip to the NIGP Forum. This year’s award recipient, Peggy J. Canada, CPPB
shares with us her experience at forum this year:
“The experience once again was awesome (I attended the 2005 NIGP Forum in Anaheim, CA.). I met some very nice people and the networking was a worthwhile learning experience.
The days where full of networking, classes and fun things to do, I stayed tired, but it was a good tired. The forum began with an awesome speaker Eric C. Wahl the famous Graffiti artist, Mr. Wahl‘s speech was great, one thing I took with me from his speech was “FEAR - False – Evidence – Appearing – Real” what a way to start the day and the NIGP Forum.
I especially enjoyed the NIGP APP- it was a great way to keep up with your class schedule and all the handouts were right at your fingertips, with a short description and the instructor’s names and pictures, how convenient.
I filled my days with classes and other activities, several the classes I enjoyed most were the ones that referenced Request for Proposals (RFP), I have recently been given several RFP’s with little training and wanted the learning experience.
Is There an RFP in Your Future: was a very good class, actually, I took this class to gage if the training that I have had so far was correct. I was more than impressed with how much I had learned by actually shadowing coworkers on the job and the RFP’s I had worked on. I was able
to follow along in this class and not feel like I didn’t belong. The outline of the class from What Is an RFP, Why Use an RFP to Types of RFP’s, Evaluation, Scoring etc. is information I can use right now. This class was perfect.
It’s All About the Process: Elected Officials and RFP’s: This class explained how Governing body can sometimes confuse the situation and regardless of the evaluation process the Governing body will want who they want to use for the service or work to be done and cost can be a big factor rather than negotiation for price, education of Governing Board is needed. This class explained different ways to purchase but the main focus was the difficulty of getting Boards to understand the RFP process. Explaining the RFP process to Boards.
The Perfect Storm – A Case Study in Ethnic - I thought it would be more of a general case study, but it was about a specific incident, how something small can blow up out of proportion and be more about you losing your job and your credibility. How the media i.e. newspaper etc. coverage can change the dynamics of the situation. It was a specific case involving the instructor and how she had to get an attorney to resolve the situation i.e. inappropriate use of funds. Good class but hope I never have to visit this type of problem.
Just a small review of the seminars I attended (total of about 15) all of them very good, a true learning experience.
I hope in the future everyone that is a Procurement Standards Analyst with the state of Ohio, Office Procurement Services, will get the opportunity to attend a NIGP Forum.
In the words of Walter Bond “All Buts Stink” a but is nothing but an excuse. “All Ways Be Present, Always Look like Success and Always Look like Money”, what a way to end the NIGP Forum.”
